City Councilor Ray mond Alvin Garcia, Council committee on laws, ordi nances, and styling chair man, said the JVA is now up for a “Swiss Challenge”, or that any interested third party can submit its pro posal to contest the offer of New Sky Energy (Philip pines), Inc.Under Section 4A of Republic Act 6957, as amended, “in the event an other proponent submits a lower price proposal, the original proponent shall have the right to match that price within thirty (30) working Thedays.”mayor said he will wait for the outcome of the Swiss challenge before signing the JVA. Last March 9, the City Council authorized him to sign a JVA with New Sky for the construction and operation of the WTE fa cility, which is expected to process 800 tons of solid waste per day. The facility will also re cover previously disposed resources and transform these into usable materials and energy.Under the draft JVA, New Sky gets a 40-year franchise period to operate the WTE, which will them be turned over to the City. On the other hand, the City would deliver its waste to the facility and pay New Sky a tipping fee of P1,000 per ton in the first three years of operation. The fee is then increased to P1,150 per ton in the fourth to sixth year, and P1,300 per ton in the seventh to ninth year.

“In every study we conducted about incinera tion, the ash is always con sidered toxic,” he said. He added that di oxins are also among the most poisonous toxins that can come out of incinera tion. Cooperation appealed for effective trash collection

CEBU CITY (April 6, 2022) – Residents and barangay officials should cooperate with the City Government in garbage collection and disposal.Cebu City Envi ronmental Sanitation and Enforcement Team (CESET) Head Grace Luardo sug gested this during a panel discussion in the first day of the Solid Waste Manage ment Summit held at the SM Seaside Sky “KailanganHall. sad gyud dili lang ang enforce ment and implementation kundi ang cooperation. This is the message of Mayor Mike Rama today, April 6, at the first day of the Cebu City Solid Waste Man agement Summit, where he shared his plan to address the city’s problems on sol id waste management is to relocate informal settlers along coastal areas. He said that in his daily walkthroughs around the city, he had observed people in depressed areas with no proper means to dispose their waste. Emma Ramas, pres ident of Bio Nutrient Waste Management Inc., said the City Government can save a lot of money if it opt to compost the food waste it collects instead of bringing it to the landfill. “In third world countries, at least 50 per cent of solid waste gener ated is biodegradable,” she said in her online presenta tion. She mentioned the expense the City had to bear when it allocated last year around P400 mil lion in payment for the pri vate hauler that brings the city’s collected garbage to a landfill. Junu Shrestha, World Bank-Kore senior environmental specialist, shared that one of their projects in the country in volved a study on waste from the Pasig River in Met ro Manila.They found out that majority of the waste in the river were different types of plastic materials.“Weassume that Cebu City, being an urban ized area as well, just like Metro Manila, will have a similar waste profile,” she said in her presentation via Zoom. In the same study, the World Bank also iden tified solid waste manage ment system gaps that contribute to problem on plastic wastes. These include: (1) limited to inef ficient waste collection; (2) limited materials recovery facilities (MRFs); (3) limited recycling facilities; (4) poor compliance with required segregation at source; and (5) inappropriate waste management practices.

JICA Philippines has partnered with the Depart ment of Environment and Natural Resources (DENR) – Environmental Manage ment Bureau (EMB) for the project.

“The purpose of the project is for the nation al government and the tar get local government units’ capacity for planning, eval uation, formulation, and supervision of WTE projects to be enhanced,” he said in his presentation over Zoom during theThesummit.study started in March 2019 and is set to be completed by December 2022.

Ramas said that if the city can only separate ly collect its food waste so that the segregated gar bage can brought to the right facility, this budget can be greatly reduced.

Mayor Rama said he is willing to listen to all parties regarding the proj ect as he is yet to actually sign the InJVA. his keynote speech during the opening of the Solid Waste Manage ment Summit yesterday, the Mayor said he will only pursue envi ronmental projects as long as there is enough proof of it being advantageous and beneficial to the city.

Three target LGUs are also part of the study – Quezon City, Davao City, and CebuPerezCity.said

To address these, the World Bank suggested the following: (1) enhance ment of existing MRFs; (2) improvement of waste col lection; (3) establishment of centralized recyclable facilities; (4) establishment of barangay trading cen ters for plastics; and (5) in creased ecycling capacity, among others.

Bio Nutrient cur rently operates near the Inayawan landfill a composting facility in a 3,854-square-meter area that can process 60 tons of biodegradable food and market waste per day.

For his part, Takeshi Konishi, senior managing director of Guun Co., Ltd., shared that they are cur rently operating a waste plastic recycling facility in Tayud, Consolacion that can process 50 to 75 tons of plastic waste per day.

“This represents around one-third of these waste generated from the Metro Cebu area. Based on our research, around 210 to 220 tons of plastic waste are generated in Metro Cebu area per day,” he said. The facility accepts plastics, paper, cartons, Styrofoam and foam, and fabric. These are processed and converted to fluff fuel to be sold to cement com panies. Konishi said they have already partnered with Mandaue City since 2018. From a pilot of 10 baran gays, all of Mandaue City’s 27 barangays now bring their plastic waste to Guun’s facility.

The project was the subject of the 2022 CSO Waste Summit held in Cebu City last Tuesday, when ex perts warned that WTE fa cilities that use incineration are expected to produce toxic substances that, if not properly handled and dis posed, can cause environ mental and health hazards.

JICA has already reviewed the three cities’ current plans in rela tion to WTE technologies, analyzed the waste flow in these localities, and have suggested key issues in for mulating WTE projects.

The study is a wel come development espe cially since the City Council recently authorized Mayor Mike Rama to sign, on be half of the City, a joint ven ture agreement (JVA) with New Sky Energy Philippines, Inc. for the establishment of a WTE facility.Afew city coun cilors and environmental groups have raised concern over the JVA, saying it could pose environmental threats and harm to public health.
