He also said that DEPW already started com piling all supporting docu ments for the projects the City will request for ban ex emption.
Joel Reston said the Bids and Awards Committee (BAC) already awarded at least five batches of infrastruc ture since January this year. “We have been working to award these projects to the winning contractors before March 25,” he said. Most projects are road concreting and drain age systems, renovation of government buildings and properties, and construc tion of school buildings and other facilities.

Dr. Mary Jean Lo reche of the Department of Health 7 (DOH-7) said that despite the improved alert level from today until Mar. 31, it is still important to maintain compliance with minimum health standards. She cited data from different countries in Eu rope and Asia that have ex perienced another surge of CoViD cases.“What could have accounted for this is that they removed the face mask requirement too soon. They were so confident that with their cases going down and high vaccination rate, they removed their face masks,” she told today’s conver gence meeting at the Social Hall. The surge in oth er countries is driven by a variant being called “delmi cron” or a combination of the delta and omicron vari ants.
Health complacencycautionsexpertvsCOMPLIED
Rama said he relied on the BAC and the repre sentation of the TWG on the project that all procure ment procedures and regu lations were complied with. He said he gave no unwarranted benefits to the contractor, pointing out that the Office of the City Engineer monitored the progress of the construc tion. He noted that the Audit Observation Memo randa (AOM) used as basis for the filing of the com plaint, were addressed to then Acting Mayor Mar garita V. Osmeña, and that he received no copy of the AOMs nor advise to attend the exit conference.Instead,Rama ar gued that that his both predecessor and successor “should be held account able for preventing the project from being com pleted inThe2003.”Ombudsman saw no evidence that GRDC solely committed the delay, noting that the project got suspended on May 13, 2013 when the city used Unit II as temporary evacuation cen ter for the fire victims from Bato, Ermita.Recently, what was then Unit II has been transformed into an interim market while a joint venture (JV) the city entered last year with Megawide Con struction Corp. pursues the redevelopment and mod ernization of the Carbon Market area. The JV is now on review in the city legislature after Mayor Rama sought to cure the contract either through an amendment of the JV agreement or the adoption of a supplemen tal memorandum of agree ment.
For Cebu City to avoid this kind of surge, Dr. Loreche said it should con tinue enforcing the need to wear face masks, especially in public places and when there is the presence of other people.Atthe same time, Dr. Loreche highlighted the need to continue cam paigning for gencecongratulatedMayorvaccination.MikeRamatheconvergroupmembersfor their efforts, which resulted to the Alert Level 1 status, but he, too, acknowledged that the work still contin ues.
“I thank everybody. But there is still more to be done. So much more,” the mayor said. Under Alert Level 1, there are no more limit to the capacity in establishments. Contact sports and face to face classes are also al lowed.
CEBU CITY (Mar. 16, 2022) -- Minimum health proto cols, especially the wearing of face masks, should still be properly observed even as the city shifts to Alert Level 1 starting March 16. This is because while City officials and health experts celebrate the improvement, the down grade is not a reason for ev eryone to be already com placent.
