Hello CCAC! Did everyone survive elections day?

It feels like no matter how many elections we go through, there is always one or two surprises that keep us on our toes. We can now all look forward to the holiday season which hopefully includes gift exchanges, eating, and much needed time off!

By the time this article gets published, the Board of Directors will have conducted its bi-monthly meeting. Items on this agenda include but are not limited to:

• Approval of Job Description for CCAC Executive Director

• Amended Volunteer and Elections Policy

• Appointment of CCAC Regional Committee

• Committee to Establish Criteria for Lifetime Achievement Award and Innovative Program of the Year Award

• Renaming of IIMC California Restricted Endowment

• Discussion Regarding Financial Loss Request of the May 2022 MMCA Institute

• Discussion Regarding the elimination of the 2nd Vice President Position and Addition of the Immediate Past President Position

I’ll be updating the membership on the direction given by the Board in my next Official Word article.

Earlier this month, I sent out the official Save the Date for the upcoming CCAC Annual Conference in Palm Springs from April 11-14, 2023. The Conference Committee is already hard at work scheduling top-

notch education sessions and entertainment for our members! I also wanted to take this opportunity to expand on this year’s theme of “Build Back Better: Building on Success”: Build

I also wanted to thank everyone who joined us for the first “Pop with the President” virtual networking event. It was great to see all your wonderful faces, hear your questions, and give out some cool prizes! Special thanks to Tom Diebert from Netfile who joined the event and gave out gift cards!

Looking forward to seeing everyone at the upcoming New Law & Election Seminar in Monterey from December 7 -9! If you haven’t registered for the conference, it’s not too late! Before I make my way to Monterey, I’ll be heading to Alaska to represent California at the annual Alaska Association of Municipal Clerks Conference! According to Immediate Past President Thurman, it’s pretty cold this time of the year in Alaska so I’ll be dusting off my winter coat for this trip. I look forward to providing an update on that conference in next month’s official word.

SCHOLARSHIP UPDATE

The application period for Round II of scholarships officially closed on November 1, 2022. I was excited to see so many submit scholarship applications. We received a total of 104, Round II applications. The Scholarship Committee will review all applications and hope to begin awarding scholarships by late December. The CCAC scholarships were developed to ease the financial burden and aid our CCAC membership in participating in education and training offerings, and further members’ achievement toward CMC and MMC accreditation through the International Institute of Municipal Clerks (IIMC).

In addition, to CCAC’s scholarship opportunities, members were eligible to apply for scholarship opportunities through the IIMC Foundation. In 2021, the IIMC Foundation Scholarship program awarded 14 scholarships for Region IX members. Scholarship recipients received up to $400 toward CMC or MMC accreditation in scholarship reimbursements. Members are eligible to apply for scholarships through CCAC and the IIMC Foundation.

As Director of Scholarships, I am working with First Vice President Jessica Blair and Professional Development Director Holly Charléty, to review and update as necessary, CCAC’s Scholarship Policy. A primary objective of the group is to review the policy and ensure the goal of providing scholarships for those pursuing their CMC and MMC accreditation through IIMC is still front and center. Additionally, the group is discussing revisions to the current application and scoring criteria.

As CCAC Board President Marc Donohue and Board Members move forward with preparations for the upcoming 2023 Build Back Better Annual Conference, in beautiful Palm Springs, please consider volunteering on the Fundraising Committee. The purpose of the Fundraising Committee is to raise money for educational scholarships for the professional development courses needed for IIMC certification and costs associated with attending association sessions and annual conferences.

For this month’s issue of Official Word, I wanted to highlight one of our most supportive sponsors – NetFile! In Half Moon Bay, we have used NetFile for SEI filings since 2015, and for campaign filings since roughly 2018. The transition to e-filing was smooth and has been appreciated by our filers time and time again. Additionally, during election season, our candidates and staff find the ease of use of e-filing campaign statements to be a welcome bonus during an otherwise stressful time. If you haven’t yet moved to e-filing, please take a look at the information below. Now’s the perfect time to consider the switch! The November election is upon us which means two things. Everyone should vote and everyone should understand how monies are spent locally towards campaign committees and local ballot measures. Transparency rules!

Did you know that on January 1, 2021, AB2151 came into effect that requires any local government agency (primarily Cities and Counties) to post a redacted version of any paper campaign statement filed on the agency’s website within 72 hours? For Cities dealing with paper filings this is a difficult standard to meet

given the amount of time it takes to redact, scan, and upload the filing to its website.

NetFile has the solution and it’s called e-filing! NetFile made history on January 23, 2000 with the very first e-filing of a campaign statement to the Secretary of State (SOS) of CA. Today, NetFile still accounts for around 70% of all state level committee filings to the SOS. A few years later NetFile again made history with the first electronic filing of a campaign statement made in the City of Santa Clara when it developed a local agency e-filing system hosted by NetFile.

Why is e-filing important to transparency?

The reason NetFile entered the local government agency marketspace back in 2002 was because some Cities and Counties were tired of manually redacting and posting paper filed documents. By adopting an e-filing system, when the filer makes their campaign statement filing, a redacted version of that filing is immediately posted through NetFile’s exclusive public viewing portal. Not only can the interested public see a PDF of the filing itself, it can go to NetFile’s advanced search page and search across all filings. This is extremely helpful in finding that proverbial “needle in a haystack” in regard to things such as contributors donating to various committees, as well as dark money funneled through independent expenditures. The interested public can also sign up for an RSS feed through the NetFile public site and get notifications when filings are made. Most importantly, since January 1, 2021, the NetFile system automatically meets the requirements of AB2151 without the City Clerk’s office having to do any manual gyrations like they had to before with paper filed documents. Can my city afford e-filing?

NetFile has almost 200 Cities in CA using its campaign disclosure e-filing and administration system. These Cities vary in size from populations below 3,000 people on up. For the smaller agencies, this cost amounts to a fraction of what a city would spend doing this manually. Plus, no storage of paper is required with an electronically filed document. No more filing cabinets filled with paper or banker’s boxes in storage units. This is definitely a green solution to campaign disclosure.

Is it difficult for filers to convert from paper to e-filing?

It’s truly advantageous for them to do so. The NetFile free filer application also includes free oneon-one virtual training for the filer on how to use the free filer app. The app prevents many mistakes that are commonly made on paper AND does all the calculations for the filer on the summary page and places the activity on the proper schedule. All the filer has to do is enter the data and generate a draft to review before they e-file. If they need to amend, this process takes just a minute or two depending how much activity is involved.

What is NetFile’s “Give Back to the Clerks” program?

For more than 10 years now, NetFile established a “Give Back to the Clerks” program which involves NetFile spending on average $50k/year supporting the community of Clerks. The intention of this program is NetFile’s way of thanking the community for supporting NetFile for 20 years now. NetFile’s desire is to help Clerks in their education and networking. NetFile has never said no to a request from a Clerk for any activity or promotion. During Covid, NetFile offered free virtual workshops that over 1,400 clerks attended to help them attain either their CMC or MMC. NetFile loves Clerks!

PLANNING A SUCCESSFUL PATH FORWARD FOR PROFESSIONAL DEVELOPMENT

Hello CCAC Members!

I was honored to be sworn in as the Professional Development Director at the Board’s September Goal Setting session in San Diego. Professional Development has become a passion for me throughout my last decade working as a municipal clerk. I have personally gained so much from continuing education, training, networking, and connecting with my fellow clerks. After volunteering time as a trainer for the past six years and working with the past three Professional Development Directors on scholarships and other areas of professional development, I decided it was time to increase my contributes to the profession that I love.

2023 EDUCATION PLAN

As we move forward in the post-pandemic world, I am committed to getting our education programs back up to a standard that our members deserve. I have been hard at work developing a planned approach for a successful path forward. This includes incorporating not only a return to more in person trainings, but a continuation of virtual offerings. Ensuring that opportunities are provided both in Northern and Southern California for not only new municipal clerks, but those who are seeking to continue their professional growth in the profession. The following is a snapshot of the tentative Education Schedule for the 2023 calendar year:

PROGRAM FEES

One of the ways CCAC is working to create success is by providing training for our key education programs at a set cost that agencies can expect, budget for, and that will work to provide cost neutral offerings that are affordable to our members. As part of this effort, the following programs will have a set cost per offering regardless of the content, location, or method of delivery. The following fee structure will go into effect on January 1, 2023:

Nuts and Bolts Seminar

Cost: $200 (member) / $250 (non-member)

Nuts and Bolts is primarily based on the content in the City Clerk’s Handbook. This training offers an overview of most areas of responsibility for municipal clerks and is a great introduction to the profession.

• Northern Session – June (Modesto)

• Southern Session – October (TBD)

A special thanks to Roxanne Breceda, Director of Networking, and her committee of volunteers currently working on a much-needed update to the 2012 version of the City Clerk’s Handbook!

Athenian Leadership Dialogues

Cost: $100 (member) / $150 (non-member)

Athenian Dialogues explore leadership principles and practice, drawing on the insights contained in a book that all participants have read. These small group conversations allow Municipal Clerks to share their experience and understanding as it relates to the ideas of the author and the relevance of those ideas to their public leadership role.

2023 Goal: Provide one virtual and one in-person (rotating north/south) per quarter. If you are interested in hosting a Dialogue, please contact the ALD Coordinator at: ald@californiacityclerks.org

Region

Workshops

Cost: $75 (member) / $125 (non-member)

Region Workshops are a half to full day of professional development training and offer an opportunity to network with peers and receive some targeted training related to responsibilities in our profession. These are typically facilitated by our Region Representatives.

2023 Goal: Provide 12 events rotating content from one of the following key areas of responsibility for municipal clerks:

• Records

• Public Information/Transparency

• Elections/Political Reform Act/FPPC

• Legislative Body Services

• Leadership/Management

• Other Duties as Assigned

As we move forward, it’s important to have a robust list of current training resources for providing professional development offerings to our membership. If you or someone you know may be interested in providing training please feel free to complete or share the Trainer Interest Form

In addition, we are working to diversify our training resources. If you know of an organization or entity that you would recommend, I welcome you to share the form with your contacts or share their contact information with me.

TTC SERIES 100 (MARCH): REGISTRATION NOW OPEN

Registration is now open for Series 100 of the Technical Training for Clerks (TTC) Academy. This session will be held on March 14-17, 2023 in Riverside California. Registration is open to individuals practicing clerk duties and employed by a city, county or special district.

TTC curriculum consists of four series of 30 hours each for a total 120 hours. Completion of all four series satisfies all educational hour requirements for a Certified Municipal Clerk (CMC) credential from the International Institute of Municipal Clerks (IIMC).

Series 100 includes topics such as Local Government Overview, Municipal Clerk Profession, Management Skills, Influencing Others, Communication Skills, Ethics and Personal Values, and Clerk’s Role in Emergency/ Crisis Management.

Registration is $1600 with a $100 discount offered to CCAC members who complete registration during the “early bird” period. The fee includes all materials, supplies and meals except dinner on Wednesday. Hotel accommodations and parking fees are not included. Register Today!

I am excited to introduce Thai Pham as the new California Athenian Dialogue Coordinator for IIMC’s Athenian Leadership Society Program! This program offers municipal clerks an alternative professional development experience through conversation, sharing experiences and understanding as it relates to the ideas of the author and the relevance of those ideas to their public leadership role.

Thai is currently serving as the City Clerk for City of Gilroy. He holds a bachelor’s degree in Political Science from UC Irvine, is a Certified Municipal Clerk, and received the California Professional Municipal Clerk certification from UC Riverside. He started his City Clerk profession in 2014 at the City of Cerritos. Since then, he has worked/contracted at various agencies down in Southern California including Rancho Cucamonga, La Puente, La CanadaFlintridge, and Westminster. In 2018 he joined the City of Emeryville as a Deputy City Clerk before moving to Gilroy in late 2021.

When he is not at work Thai enjoys spending time at the gym, vacationing in Japan, or at home with his four dogs and two Bengal cats. Thai has been an active participant in many Athenian Dialogues over the past few years.

RETIREMENT – IS IT TRULY THE END OR JUST THE BEGINNING OF THE NEXT CHAPTER?

Oh retirement. The infamous date that is circled and highlighted in many of our calendars. A date that sometimes changed (at least multiple times by now). None the less, it’s a milestone in careers. It’s a date that ultimately closes a chapter and for some, an entire book. But do City Clerks really retire? Do they really hang up their election and public meetings hat? Does one really say “goodbye” and not look back?

I’d like to highlight one of our recent retirees and the new journey they’re taking.

Stephanie D. Smith, MMC, retired on December 15, 2020, the same night that she swore in the newly elected City Council for the City of Murrieta. After 35 years of public service, she clocked out for the final time as the City Clerk. Within those years of service, Stephanie had the opportunity to work for the cities of Paramount, Perris, Murrieta, Lake Forest, and again, Murrieta, where she created a legacy for her knowledge and skill set in the Clerk profession.

In her early retirement, Stephanie spent a lot of time camping with her husband; reconnecting with her love for sewing (even finished her first full size quilt). For many of us, this sounds like a dream come true. Not having to wake up at a certain time, hit rush hour traffic and handle all things that come with work, but sit at a camp site, whether that be Northern California, the river, the beach of Morro Bay or the mountains of Julian.

Beyond the well-deserved self-care moments in retirement, Stephanie has dived into her coaching business and formed a company – 12 Note Coaching – helping individuals, government agencies, small businesses, and multi-passionate entrepreneurs identify their Mission, Vision, and Values to set a meaningful yet achievable goal. Stephanie can be found most days facilitating trainings, workshops and conferences within different Associations / Organizations as a public speaker and is currently working on publishing her second book, MISSION ACCOMPLISHED! How to Clarify Your Vision to Achieve Your Purpose.

And like that wasn’t enough, Stephanie is now the Director of Election Services for Best, Best & Krieger. Many of us may know this as we leaned on our fellow City Clerk to assist us in the whirl-wind year of redistricting and all that came with 2021. Or you may have even received an email from Stephanie assisting you with your agencies Public Records Requests as she assisted the Advanced Records Center (ARC) with BBK. Her favorite thing about working with BBK? Stephanie says “I love being able to serve Clerks in this role. I get to use my 35 years of expertise, while having fun and working from the beach at the same time.”

IIMC REGION IX DIRECTOR REFLECTIONS

We’re preparing to pack our bags and head to the IIMC Board Midyear meetings in November; but before we go, here’s a quick recap of news from IIMC.

Dues Increase: Like so many things in life, IIMC dues are increasing next year by $10. The last dues increase was two years ago. This keeps the IIMC budget balanced.

Constitutional Task Force: The IIMC Constitution is due for a thorough review. Region IX is well represented on the seven member task force with Former Region IX Director Peggy Hawker, MMC, Newport, and IIMC Past President Sheri Pierce, MMC, Valdez, Alaska, appointed to serve.

Beyond the MMC Program launching in 2023: The new voluntary program to sign up to continue your education after receiving an MMC is set to launch in June 2023. Region IX Directors for the past 10+ years have been dedicated to development of this program and it’s finally happening!

Region VIII Restructuring: IIMC Region VIII has been restructured to Region VIII East (MT, WY, CO, NE, SD, ND) and Region VIII West (ID, NV, UT, AZ, NM).

Networking and Educational Opportunities: Sign up to join President Pamela Smith for virtual tea or coffee and check out the free online professional development opportunities at IIMC.

Sign up for IIMC Committees: Committee applications are due in January for the next year. Consider serving on an IIMC committee next year.

2023 Annual Conference in Minneapolis, MN: Plot a course now to attending the 2023 Conference May 14-17, 2023. Online registration will be available in November/December

IIMC Foundation Scholarships: Deadline to apply for 2023 Professional Development Scholarships from the IIMC Foundation is November 15, 2022. Plus, there are two conference registration scholarships given to Region IX members to attend the IIMC Conference in Minneapolis, MN. Apply, Apply, Apply!

Midyear Board Meeting: The IIMC Board will meet November 11 & 12 in Orlando, FL with a full slate of business:

• Updating of the IIMC Strategic Plan

• Approval of the Beyond the MMC program

• Appointment process for new Region VIII East & West Directors

• Code of Ethics investigative and enforcement provisions

Additional Upcoming Travels: We’re headed to stunning Anchorage, AK, December 5-6, to attend the Alaska Association of Municipal Clerks Annual Conference. We’re looking forward to a jam-packed two days of education, networking and sharing the IIMC message with our Alaska members.

MENTORSHIP PROGRAM UPDATE

Happy fall, Clerkdom!

Before I get started, I want to thank each and every one of you for the support and words of encouragement I’ve received since I an nounced my intention to run. I am truly hum bled and honored to be able to serve you in a way that I am so passionate about. I have had a very busy couple of months or ganizing and evaluating the Mentorship Program, and I am excited to finally have updates for you. First, I have been working diligently to ensure that all mentors are still active, verify which of their mentees are still active, and inquiring whether they are able to take on new mentees. If you are a mentor but have not heard from me, please contact me so I can mark you as active in our directory and follow up on your assigned mentees. I have also been diligently working on assigning first-time attendees of the September 2022 Technical Train ing for Clerks (TTC) series to mentors. Although many have been matched with their mentors, there are still others I’m working on, so I appreciate your patience as I work through each assignment.

Moving forward, I will be assigning mentors when new clerks attend Nuts & Bolts so that they don’t have to wait until they can attend TTC to gain their mentor. On that note, one thing that’s come to my attention is that mentors were being assigned to all first-time TTC attendees, whether they are CCAC members or not. Moving forward, we will only be assigning mentors to those who are members of CCAC. We are hoping that this change will ensure that mentors are gaining mentees who are com mitted to working towards their CMC while also providing participation in the Mentorship Program as a CCAC member benefit. With that said, I am also assigning mentors to CCAC members who attended Nuts & Bolts in October 2022. Finally, we are currently actively seeking new mentors. If you are interested in becoming a mentor, please contact me either by email or phone so that I can be sure to invite you to a virtual mentor training. We especially need mentors in Northern California. I would also like to take this opportunity to con gratulate our newly designated Certified Municipal Clerks and Master Municipal Clerks. These indi viduals have confirmed their commitment to our unique and awesome profession, and I, along with their mentors, bosses, and agencies, are so proud of their hard work and dedication.

EXCITING UPDATES FROM YOUR DIRECTOR OF NETWORKING

I am eager to share the updates for this month’s Official Word. Thank you, President Donohue, the Board of Directors, Smith Moore and Association, and our members who attended CCAC’s first virtual network ing event, “Pop with the President” on Wednesday, October 26. Members were provided with updates that included General CCAC information, Scholarship, Education, Networking, Membership, and Mentor De velopment. Thank you to Netfile for sponsoring the event and giving attendees great giveaways. CCAC also provided giveaways which included a padded portfolio, $50 to the CCAC merch store, and one lucky winner received half off of the price to CCAC’s annual confer ence held on April 11 - 14, 2023, in the beautiful city of Palm Springs.

The  City Clerk Handbook Committee  is working diligently on updating the handbook and providing it to the association in early 2023. The committee completed its first phase of updates, which included reviewing the table of content for each chapter. Our next phase is to work with the newly appointed Regional Representatives and divide the Chapters into each region for updating. Our CCAC webpage for the handbook will include a section for members to provide revisions and updated samples. Stay tuned!

Nine of the 16 Regional Representatives were appointed to serve for a one-year term at the Board Meeting held on November 16. Regional Representatives are liaisons between the Board and their regions to organize and communicate networking opportunities and/or educational sessions under the parameters set by the Professional Development Committee.

Professional Development Director Holly Charléty and I are collaborating to ensure we provide the necessary guidance to you, as this role includes serving on the Professional Development Committee.

President Donohue and I will continue to appoint Regional Representatives for a one-year term. Our goal is to have a Regional Representative for each region, as it strengthens CCAC in having those leaders, and gives you, as a member, an opportunity to fill those roles.
