CCAC BOARD ELECTIONS
The Special Run-Off Election for the 2nd Vice President seat has closed, and we look forward to welcoming Britt Avrit to the position at the Annual Banquet, as well as Jennifer Woodworth who will serve as your new Membership Director. We look forward to welcoming returning board members as well!

I want to take a special moment to thank Michael MacDonald and extend our heartfelt gratitude for his outstanding service and dedication as a member of the Board of Directors. His passion for the profession and commitment to our mission has made a tremendous impact.
As a volunteer in this role, he generously gave his time, knowledge, and leadership, helping to shape the future of municipal clerks and strengthen our community. His contributions will be felt for years to come, and we are deeply appreciative of all he’s done. While we will certainly miss his guidance and expertise on the Board, we are confident that his influence will continue to inspire others within our field.
Thank you again for everything you’ve done for CCAC and thank you to everyone on the Board who continues to give their time to the membership and this wonderful association.
NAME CHANGE UPDATE
It’s transition month! We are going live with our new name – CMCA (California Municipal Clerks Association) – on April 1!
You’ll start noticing some changes over the course of the next month, then we will be officially changing over at the start of April. This year’s annual conference will be CMCA branded, and the Official Word will move to CMCA branding for the April issue. New logos, new website (www.calclerks.org), new swag, new everything!
Keep an eye out in a few weeks for an email with information for the new CMCA Merch Store!

2025 ANNUAL CONFERENCE –SHAPING OUR FUTURE TOGETHER!
Thanks to everyone that’s registered so far for this year’s conference! It’s shaping up to be great and I can’t wait to see all of you there for a week of education, networking, and community.
This year’s education will feature general sessions in addition to breakout sessions geared toward beginners and intermediate / advanced. There will be breakout sessions on minutes, communication, legislative body services, and a featured general session will discuss the importance of election integrity. The conference will be worth an estimated 3.5 CMC/MMC points.

Looking for something to do in your spare time? The conference is taking place in downtown San Jose, which has many restaurants, shops, and activities to explore... Check it out!
Pre-Conference Sessions will take place on Tuesday, April 29. Registration is limited, so register early if you’re interested! Institute Director Randi Johl will lead the Advanced Academy focused on “Contributing to the Creation of a More Inclusive Organization.” Hollister City Clerk Jennifer Woodworth will facilitate the Athenian Dialogue, covering Think Again: The Power of Knowing What You Don’t Know.
In additional to the wonderful slate of sessions, make sure to join us for lunch on Wednesday to honor fellow clerks with recognitions and the presentation of our Awards of Distinction. Thursday’s lunch will include remarks from Honored Guests as well as the ever-popular live auction! Wednesday evening is a free night to spend time with your peers or check out San Jose – this is also the evening that our generous sponsors typically host fun networking events as well!
Lastly, close our conference week with your friends old and new at the Annual Banquet where we will honor the Clerk of the Year and Lifetime Achievement Award winners, and the Board will transition for the next year. The night will conclude with a DJ and dancing. The banquet is a great event to continue networking and celebrating our peers and is included as part of your conference registration!

MUNICIPAL CLERKS INSTITUTE UPDATE

In December the Education Institute Committee put out a survey as part of CCAC’s commitment to gather feedback on the effectiveness of the Municipal Clerks Institute (MCI) in meeting the training needs of our members.
This feedback was solicited from all of our members, and is in addition to feedback solicited by the Institute Director from attendees at the end of each session. 125 responses were received, of which 53 attended at least one session.
The feedback received was overall positive, showing 93% valuable content, 87% useful written materials/ resources, and 96% satisfaction with trainers. All attendees felt involved and included in the program as it was structured, and 94% were happy with the networking opportunities the program provided.
ADDRESSING CAPACITY
CCAC and San Marcos both recognize the demand for attending this great program that provides core education required for CMC and MMC designations. While we are working in partnership to address our members’ needs, it is important to recognize that growth needs to be thoughtful and pragmatic to ensure that the quality of education remains at the high level our feedback has shown from the inaugural year. San Marcos is in the process of working on securing other facilities to allow for an increase up to 100 attendees per session. In addition, the institute directors are exploring options for a satellite location in Northern California that may allow additional offerings. As this research moves forward, information will be shared with membership.

REGION 15: COLLABORATIVE WORKSHOP WITH ARMA – CERTIFIED ANALYST (CRA) DESIGNATION PREP
MARSHA MOORE, MMC, CITY OF DUBLIN CITY CLERK, REGION 15 REPRESENTATIVE

On February 7, 2025, Region 15 and the Golden State Chapter of ARMA International partnered to host a joint training session for their members. The session focused on the Certified Records Analyst (CRA) designation examination and preparation strategies. The training was led by Laurie Carpenter, CRM, IGP, a Director at Redgrave LLP. Laurie traveled from Southern California to Hayward to spend the day with 38 participants.
Laurie presented sections 2, 3, and 4 of the as required by the CRA designation and the materials were adopted from the Institute of Certified Records Managers (ICRM). The section topics were: Part 2: Records and Information Creation and Use; Part 3: Record Storage, Retrieval, Conversion, and Facilities; and Part 4: Records Identification, Retention, Protection, and Disposition.
Each section of the training began with a ten-question practice assessment to help participants gauge their existing knowledge. At the end of each section, another ten-question assessment was given, reinforcing key concepts and measuring progress. These assessments also provided insight into the types of questions on the CRA exam and the time required to answer them.
ARMA Golden State Board
Members Tom Dougherty and Marshall Commons talked to the group about ARMA membership, Records Management University, and scholarships available to members of ARMA Golden State Chapter. The Records Management University is through Feith and more information can be found here: https://www.feith.com/who-we-are/rmu/. Some participants indicated in their assessments they have already signed up for this resource!

The City of Hayward provided a space in the Hayward Library, thank you to Hayward City Clerk Miriam Lens for assisting with the logistics and sharing a favorite restaurant of City of Hayward employees with us for lunch!

This recent virtual education event, sponsored by NetFile, was a great success, attracting almost 200 participants! Thanks to NetFile’s generous sponsorship, the event was free for CCAC members, providing them with valuable leadership insights at no cost. Led by award-winning author and international speaker Andy Masters, the session focused on helping attendees enhance their leadership skills, improve productivity, and create a positive work environment. Participants learned how to balance work and life, get more done in less time, and drive cultural change within their organizations. Overall, the event was a highly engaging and rewarding experience, offering attendees the tools to lead more effectively while enjoying the process.

CCAC LEGISLATIVE UPDATE: KEY MOVES AND UPCOMING CHANGES

As we continue into the 2025 legislative season, it’s important to stay on top of new developments that impact municipal clerks across California. Below, I’ll highlight key legislative updates, including a major step forward with AB 1170, CCAC’s new role in supporting SB 239, and other important news you need to know.
AB 1170 UPDATE: FPPC SUPPORTS ONLINE POSTING OF 87200 FILER FORM 700 FILINGS
At the February 13, 2025 meeting, the FPPC indicated its support for posting all 87200 filers’ Form 700 filings online, increasing transparency in public officials’ financial disclosures. This is an important move to ensure that the public continues to have easy access to the filings.
Stay tuned for further updates as the FPPC continues to refine the details and prepares draft regulations. Public comments will be welcomed soon!
CCAC CO-SPONSORING SB 239: TELECONFERENCING FOR ADVISORY-ONLY SUBSIDIARY BODIES
In another exciting development, CCAC is proud to be co-sponsoring SB 239, introduced by Senator Arreguín. This important piece of legislation seeks to allow advisory-only subsidiary bodies (e.g. some boards and commissions) to hold their meetings by teleconference without being required to comply with the traditional requirements. As written now, the members would have to visibly appear on camera. The legislative body that established the subsidiary body would have to approve the use of teleconferencing every 12 months.
FEBRUARY 21 DEADLINE: REVIEWING NEW BILLS
February 21 marked the deadline for the introduction of new bills in the 2025 legislative session. The CCAC Legislative Team is now hard at work reviewing the hundreds of new bills that have been introduced. As part of our ongoing commitment
to keeping you informed, we’ll be updating you on any bills that could impact the work of municipal clerks and local government operations. Be sure to tune in for more updates and analysis on these new pieces of legislation as they progress through the session.

Beyond our busy schedules, March is a time to recognize and celebrate the contributions of public servants. International Women’s Day on March 8 serves as a reminder of the many women who lead and inspire within our profession. Additionally, March 31 marks César Chávez Day, a state holiday honoring the legacy of leadership, advocacy, and public service—values that align closely with the role of municipal clerks.

THE FUTURE OF THE CLERK’S OFFICE: RISING TO THE CHALLENGE
As I write my final article for CCAC, I find myself reflecting on how much our profession has evolved and the challenges we continue to navigate. The past few years have tested the resilience of city clerks in unprecedented ways—adapting to new technologies, navigating complex election cycles, responding to changing transparency laws, and balancing increasing workloads with limited resources. And yet, through it all, we have continued to show up, innovate, and lead.
AI, TRANSPARENCY, AND THE ROLE OF THE CLERK
One of the biggest discussions in government today is the role of artificial intelligence (AI) in local governance. Some cities are already integrating AI into agenda preparation, meeting minutes, and records management. The question isn’t whether AI will impact our work—but rather how we, as clerks, will shape its implementation to protect the integrity and transparency of our processes. The clerk’s role as the guardian of public trust has never been more important.
ELECTION INTEGRITY IN 2024 AND BEYOND
As we close the chapter on another major election cycle, city clerks across California can take pride in the critical role we played in ensuring election integrity and maintaining public confidence in the process. The 2024 elections brought unique challenges—misinformation, heightened scrutiny, and the ever-present demand for transparency—but through it all, we remained steadfast in our commitment to fair, accessible, and secure elections.
A GRATEFUL FAREWELL: REFLECTING ON MY TIME ON THE BOARD
Being part of CCAC has been one of the most rewarding aspects of my career. I’ve
had the privilege of working alongside dedicated professionals who believe in the power of public service. As I step away from my role on the board, I do so with immense gratitude for the friendships, mentorship, and shared victories we’ve achieved.
My journey as a City Clerk began unexpectedly—I stepped into the role as an intern, uncertain of where this path would lead me. But everything changed during a special recall election in a neighboring city, where all ten clerks from the county showed up when the county was unable to consolidate the election. Witnessing that level of support, collaboration, and dedication showed me the true power of this profession. I knew then that I wanted to be part of this incredible community.
The future of our profession depends on how we adapt, advocate, and invest in the next generation

of clerks. If you’ve ever thought about getting involved—whether through mentorship, training, or advocacy—I encourage you to step forward. The strength of our association is built on the collective knowledge and passion of its members.
Thank you for allowing me to serve, to learn, and to contribute to the profession that has given me so much. I look forward to continuing to support, mentor, and champion the work of municipal clerks everywhere. The best is yet to come.

CELEBRATING THE RETIREMENT OF CINDY TZAFOPOULOS: A LEGACY OF DEDICATION AND SERVICE
After more than three decades of public service, Cindy Tzafopoulos is retiring as City Clerk of St. Helena on February 14, 2025. Her remarkable career has been defined by dedication, professionalism, and an unwavering commitment to municipal governance.
Cindy began her journey in local government in 1990 as a Deputy City Clerk for the City of Chowchilla, where she developed a deep understanding of municipal operations. Over the years, she took on increasing responsibilities, serving as Acting City Clerk and later Administrative Services Supervisor, managing city records, elections, personnel, and risk management. Her attention to detail and strong leadership made her a vital part of city administration.
Her expertise took her to the City of Sacramento, City of Fairfield, and City of American Canyon, where she honed her skills in legislative processes, records management, and public engagement. In 2014, Cindy joined the City of St. Helena, first as Interim City Clerk, then as City Clerk, a position she has held for over a decade. She has been a trusted steward of public records, a dedicated elections official, and a strong advocate for transparency in government.
Beyond her professional roles, Cindy has been an active member of the International Institute of Municipal Clerks and the City Clerks Association of California, where she served as a past Trustee for the Central Division. She also contributed her expertise to the League of California Cities’ Administrative Services Policy Committee, ensuring that clerks across the state had a voice in shaping policy.
Her contributions to public service, mentorship, and leadership have left a lasting impact on every city she has served. Cindy’s warm spirit, institutional knowledge, and commitment to excellence will be deeply missed by her colleagues and the communities she has helped shape.
As she embarks on this well-deserved retirement, we extend our heartfelt gratitude and best wishes. Cindy, thank you for your years of dedication, your passion for public service, and the legacy you leave behind. May this next chapter bring you joy, relaxation, and new adventures!

This year’s conference will take place April 30 to May 2, 2025, in San Jose and will feature an educational program, networking opportunities, and a range of activities for our members to enjoy.

To promote regional participation and add an element of interest, the region with the highest-bidding basket this year will receive one complimentary registration to the 2026 conference.
