A Message From Your Region IX Director

GREETINGS MEMBERS OF REGION IX!

It’s hard to believe we’re already halfway through the year. Hopefully, you’ve had a chance to soak up some sunshine, take a break, and enjoy time with family and friends. Summer is a great time to pause, reflect, and recharge—whether you’re taking on new projects or simply making space for personal growth.

As we enjoy the longer days and a slower pace, here’s wishing you continued success and balance in all that you do. Now, let’s dive into some updates:

WMCA CONFERENCE

In March, I had the pleasure of attending the Washington Municipal Clerks Association (WMCA) Annual Conference at the stunning Semiahmoo Resort in Blaine, Washington. The theme, “Leading for a Legacy, Super Clerks!”, set the tone for an inspiring and energizing week focused on leadership and personal growth. The conference featured a variety of impactful sessions aimed at helping clerks embrace their inner “superpowers” and lead with purpose and vision. The energy, camaraderie, and passion throughout the event were truly motivating.

I was once again blown away by the generosity of the WMCA members. Through both their silent and live auctions, the association raised thousands of dollars to support clerk education—a testament to their ongoing commitment to professional development.

A big congratulations to Past President Elizabeth Adkisson on a successful and memorable year of leadership! I had the distinct honor of traveling with Liz during her presidency

and witnessing firsthand the fresh energy and thoughtful perspective she brought to the association. Her legacy will undoubtedly continue to influence WMCA for years to come.

CMCA CONFERENCE

In April, I had the pleasure of attending the California Municipal Clerks Association (CMCA) Annual Conference in San Jose, California. This year’s theme, “Shaping Our Future Together,” was not only inspiring but also deeply meaningful, as it marked the first conference under the association’s new name—formerly the City Clerks Association of California. It was also a personal milestone for me: my first home-state conference as Region Director! The conference offered an array of insightful sessions, including topics like building a culture of wellness in the workplace, strategic leadership for the future, and the clerk’s vital role in ensuring trust in democracy. Beyond the sessions, the conference was rich with networking opportunities—highlighted by a fun and lively Trivia Night sponsored by Tom Diebert at NetFile.

A heartfelt congratulations to Past President Jessica Blair for an impactful year of leadership and for spearheading the association’s name change initiative. This new identity positions CMCA to be even more inclusive and representative of the broad and diverse network of municipal clerks and special district clerks from across the state.

I also want to give a special shoutout to one of my closest friends and CMCA’s new President, Ashton Arocho! During banquet night, President Arocho made the thrilling announcement that next year’s conference will be held at the Disneyland Hotel—as a fellow Disney fan, I couldn’t be more excited! I look forward to traveling with her over the next year and supporting the implementation of her bold and inspiring vision for CMCA.

This conference also marked the end of my service on the CMCA Board of Directors, as I completed my term as Immediate Past President. Serving on the board over the past seven years has truly been an honor. I leave with immense pride and gratitude, knowing CMCA is in great hands with the next generation of leaders ready to take it to new heights.

IIMC ANNUAL CONFERENCE

In May, I had the opportunity to travel to St. Louis, Missouri for the IIMC Annual Conference. Before the main conference began, I participated in a two-day pre-conference session with the IIMC Board of Directors, which included a full day of board development and a formal board meeting. During our time together, we engaged in meaningful discussions and strategic planning around key initiatives and priorities for IIMC. Several important topics were covered, highlights of which are outlined in the Board Recap section of this newsletter.

For those who didn’t know, St. Louis was originally supposed to host the IIMC Annual Conference in 2020, but it was cancelled due to COVID-19. This was a conference that was literally ten years in the making. The theme for this year’s conference was “Gateway to Education”, and it certainly was that.

One of the highlights of the conference was the Region IX event at the St. Louis Cardinals game! A special thank you to OAMR for planning this year’s event, particularly OAMR

President Kayla Duddy and Past President Nanci Sandoval. We had over 90 members attend the event and even through the thunder and rain, everyone had a great time networking and enjoying America’s pastime. This conference came with mixed emotions as I had to say goodbye to outgoing Region IX Director Jamie Newman. Since my years as President of CMCA, Jamie has served as a mentor and friend to me. It was an honor to serve as Region Director with her during my first year on the board. I can’t thank her enough for everything she has done for me and the members of Region IX!

I’m thrilled to welcome Shawn Campbell as our new Region IX Director! I had the pleasure of traveling with Shawn when we both served as Presidents of our respective state associations, and I can confidently say—she is a tremendous leader with an unwavering commitment to the clerk profession. Shawn brings a wealth of experience, energy, and dedication to the role, and I know she will work tirelessly on behalf of the members of Region IX. I’m looking forward to serving alongside her on the IIMC Board over the next two years.

I’d like to extend my heartfelt congratulations to Past IIMC President Lisa Garcia for her tremendous year of leadership. Over the past year, Lisa guided IIMC with grace,

resilience, and unwavering dedication. Through both challenges and triumphs, her steady hand was instrumental in moving the organization forward. Thank you, Lisa, for your service and for your commitment to IIMC and our profession.

I’m also thrilled to offer a huge congratulations to our new IIMC President and Region IX’s own, Dawn Abrahamson! Dawn is the first IIMC President from Region IX since Sheri Pierce from Alaska and the first President from California since Colleen Nichol. I’m honored to work alongside President Abrahamson and look forward to supporting her as she brings her inspiring vision for IIMC to life.

I’m excited to continue representing Region IX at several upcoming events this year! In September, I’ll be attending the Oregon Association of Municipal Recorders (OAMR) Annual Conference, followed by the Alaska Association of Municipal Clerks (AMCA) Annual Conference in December.

In November, Region IX Director Shawn Campbell and I will also attend the IIMC Mid-Year Board Meeting in Rancho Cucamonga, California. I’m looking forward to connecting with members, sharing updates, and supporting the important work being done across our region.

Greetings, Members of Region IX!

It is a tremendous honor to write my first article as one of your Region IX Director representatives with IIMC. As I begin this journey, I am honored to represent Region IX alongside Marc and deeply appreciate the trust you have placed in us.

I want to take a moment to extend my sincere gratitude to Jamie Newman for her exceptional dedication, mentorship, and leadership. Jamie’s guidance has been invaluable, not just to me but to our entire region. Her ability to lead with integrity, vision, and unwavering commitment has set a standard that inspires all of us. She has played a critical role in shaping Region IX’s progress, ensuring that members feel supported and empowered. Her mentorship has helped foster growth, collaboration, and long-term success for our region, and I am personally grateful for the wisdom and encouragement she has provided. Her influence will undoubtedly continue to strengthen Region IX for years to come, and I know we will all benefit from the foundation she has built.

Thank you, Jamie, for your leadership and for being an incredible role model. Your contributions and dedication do not go unnoticed, and we appreciate everything you have done to elevate Region IX.

I am excited to serve on the IIMC Board alongside fellow Region IX Director Marc Donohue. Throughout my tenure as WMCA President, I had the privilege of getting to know Marc during our many travels across the Region, as we were State Presidents at the same time. His knowledge, leadership, and dedication to our field are truly inspiring, and I look forward to his mentorship and guidance as I begin this journey of service to the members of Region IX.

As always, I want to emphasize that your Region Directors are here to support and advocate for you. Please do not hesitate to reach out to us with

any thoughts, questions, or concerns. IIMC is a constantly evolving organization, always striving to better serve its members. Change is often necessary for growth, and your input is invaluable in ensuring that we continue to move in the right direction. To best represent you, we need to hear from you, so I encourage you to share your perspectives with us.

Reflecting on the IIMC Conference in St. Louis, I am incredibly grateful for the opportunities we had to learn, network, and build lasting friendships. I was especially proud of the strong delegation of Clerks from Region IX who attended and represented our Region so well. A special thank you to the State of Oregon for hosting a fantastic Region IX event at the Cardinals game—it was a wonderful evening filled with laughter, camaraderie, and great food!

Region IX Board Meeting Recap

MAY 16-17, 2025 HYATT REGENCY ST. LOUIS AT THE ARCH

Hello Region IX Members, Below is a recap of the board development and board meetings at the IIMC Annual Conference in May:

MAY 16 – BOARD DEVELOPMENT SESSION

The day began with an informal session on Board roles and responsibilities. Current and incoming Board members shared their experiences and expectations, while IIMC staff provided an overview of their departments and functions.

MAY 17 – BOARD MEETING HIGHLIGHTS

Call to Order – President Lisa Garcia, MMC, led the meeting, with key attendees including Executive Director Chris Shalby, IIMC staff, and several incoming Region Directors.

Approval of Agenda – The agenda was amended to include Director Shalby’s contract review and unanimously approved.

Consent Agenda – Minutes from prior Board meetings were approved:

• November 16, 2024 (St. Louis, MO)

• December 9, 2024 (Virtual)

Foundation Report – President Buster Brown provided an update on fundraising efforts.

Executive Director Update – Chris Shalby shared updates on staff, headquarters operations, and financials for the 2025 conference.

Committee Reports – Reports from the Conference, Education & Professional Development, Futures Group, IDEAL Committee, International Relations, Public Relations, Records Management, Research and Resource and Membership/Mentoring Committees were reviewed, with no immediate action required.

Election Committee – The Board adopted amendments to Election Policy 2.20.060.

Policy Update – A new policy titled “Removal of Members in a Leadership Role” was unanimously approved.

Financial Update – Year-end 2024 financials, the 2024 Audit Report, and the first-quarter 2025 financials were reviewed presented and approved.

Staff Reports – Updates were received on communications, membership, and Region XI. All reports were accepted with no action required.

Annual Conference Updates – Updates were provided on upcoming annual conference locations.

Contract for Executive Director – The Board approved a new three-year agreement with Executive Director Chris Shalby.

MAY 21 – INCOMING BOARD MEETING HIGHLIGHTS

Newly installed Board members convened in St. Louis to discuss key matters:

• Director Shalby will send the IIMC Accord of Trust to incoming Board members for signatures.

• The Board unanimously approved proposed travel for President Abrahamson, Director Shalby, and the Executive Committee.

• Director Shalby provided updates on:

º 2026 Conference in Reno, NV

º 2029 Conference bidding site visits

º Board interaction with IIMC staff

º Preparations for IIMC’s 80th Anniversary

Transition of Points to Hours Based Education Update

In March 2024, the IIMC Education and Professional Development Committee presented a proposal to expand eligibility of offering hours-based education to all organizations meeting IIMC course review standards. This was in response to the growing demand for more accessible and diverse educational opportunities among IIMC members. In May 2024, the Board authorized the IIMC Education Department to explore this potential change.

While we agree that expansion of education to all members of IIMC is vital and should be pursued, the shift from points based to hours-based education could be potential harmful to the survival of Institutes, particularly the two Institutes that serve Region IX. Those being the Municipal Clerks Institute operated by Dr. Randi Johl and the Northwest Clerks Institute operated by Joann Tilton.

State approved Institutes currently have a 50%-point ratio advantage as compared to any normal education offering approved by IIMC. That means for every two hours of education at an Institute, you receive one point vs. one point for every four hours of education at any other IIMC approved education course.

A shift to hours-based education could potentially eliminate that point ratio advantage for institutes. Why is it important for State-specific Institutes to keep that existing 50%-point ratio advantage?

1. State and Local Laws/Procedures - State-specific training ensures clerks receive education directly aligned with their state statutes, open public meeting laws, election laws, public records requirements, and municipal governance structures. Institutes can quickly adapt training modules to reflect new laws or court rulings specific to the state. Certification through Institutes is currently valuable to many local government agencies because they understand these Institutes to be the front-line technical and legal training for their municipal clerks/employees.

2. Professional Standards and Accountability - A points-based system through Institutes encourages a deeper engagement and understanding of specific and relevant topics as identified by States and IIMC, rather than simply counting time spent on general education. The existing system includes built-in quality control by States and IIMC avoiding inconsistency of general hour-based attendance at general trainings.

3. Networking and Peer Learning - Institutes bring municipal clerks together from across the State(s), allowing for shared challenges, best practices, sharing resources, and collaborative problem solving that general programs and online offerings may not facilitate. Standardized point allocation for pre-approved education by States and IIMC also creates consistency in the quality and depth of education across each State.

4. Local Economies and Professional Communities - Keeping training state-based at Institutes ensures investment in local trainers, venues, and educational infrastructure, fostering stronger professional ecosystems with elected officials, municipal directors and attorneys, and other municipal and local community stakeholders.

5. Institutional Knowledge and Sustainability - Institutes often carry deep experience and curated curriculum tailored to local government practices in their States that would be lost with a shift to general online training. The municipal clerk profession continues to be challenged on many

fronts including elections, laws and regulations, and community trust. Local mentorships are critical for generational transitions and the overall growth of the profession into the future. In-person and/or hybrid state-specific education through the Institutes contributes to the future.

At the May 2025 Board meeting, the IIMC Education Department provided an update on the points vs. hours discussion and are still researching the issue with no immediate timeline to launch. IIMC has committed to fully vesting participants to formulate a new approach prior to any further discussion with the IIMC Board. Their recommendation will come after the Education Department has exhausted all possible progressions to ensure all entities are satisfied with the future course of action.

In case you haven’t heard, the winner of this year’s IIMC Foundation Hawaii Trip Raffle was once again from Region IX!

The lucky name was drawn during banquet night at last month’s IIMC Annual Conference, and we’re thrilled to share that the winner is Elissa Fontaine from Lacey, Washington!

Congratulations, Elissa! We hope your Hawaiian getaway is filled with sunshine, relaxation, and plenty of unforgettable moments. Don’t forget to send us some vacation photos— we’ll be living vicariously through you!

IIMC President Dawn’s Summer Message

DAWN ABRAHAMSON, MMC

It is hard to believe I have been President of the International Institute of Municipal Clerks for over a month now. Serving as President of IIMC is truly one of the greatest honors of my life.

I want to express my deepest appreciation to Region IX for your unwavering support. Representing Region IX from 2018 to 2021 as a Region Director was an honor and privilege and I am proud to continue as President to represent my home state, California, Region IX and all members.

Recognizing that not all were able to join us at the IIMC Annual Conference this past May, I am pleased to share with you some of the highlights of my acceptance speech, which reflects my vision and gratitude as I begin this journey, and captures the heart of what this new chapter means to me.

IIMC has long been a cornerstone of excellence in our profession. It has been a space for innovation, collaboration and growth. And as we look to the future, we are presented with an opportunity – a calling – to strengthen our foundation and to reimagine how we serve and support one another.

This role is not something I take lightly. I know the value of being seen, of being heard, and of being included – because for much of my life, I have also known what it is like to be left out.

As a person who is hard of hearing, I’ve had to navigate a world that wasn’t always built with me

in mind. There were moments when i had to fight to be part of a conversation, moments when i had to prove that my voice mattered – just like anyone else’s. And through those experiences, i learned that access, inclusion, and empathy aren’t just nice ideas – they are essential. They are transformative. They are what allow people not only to survive, but to thrive.

And that is what i want for IIMC – for every one of our members. To not only be welcomed, but to be celebrated. To not only be included, but to be empowered.

As we look to the year ahead, my vision for IIMC is clear and centered on two guiding principles: rebuilding trust and fostering true inclusion.

Rebuilding trust means being transparent, being accountable, and being present. It means listening – truly listening – to our member’s needs, concerns, and hopes. Trust isn’t given; it’s earned through consistent action. I am committed to earning and nurturing trust every step of the way.

Fostering inclusion means ensuring that every voice has a safe space, every story has value, and every member – regardless of background, experience or identity – feels seen, heard, and respected. We are at our best when we bring all perspectives to the table. Diversity is not just a value; it’s a strength that drives innovation and progress. This includes removing barriers, amplifying underrepresented voices and making intentional spaces for each other’s stories and contributions.

I also want this year to be one of innovation and vision. To look beyond the status quo, explore bold new ideas, embrace technology, and foster leadership for the next generation of clerks. Together, we will ask: what’s next for IIMC? What do we want to build – not just for today, but for the future?

IIMC is a powerful and deeply committed group of professionals who care about our work, our people, and our future. I believe that when we harness the full strength of our diver-

sity – when we create a culture of belonging – there’s no limit to what we can accomplish. And above all, we will move forward with empathy, humility, and a shared belief that this association belongs to all of us.

So how do we begin this work? As the first step in rebuilding trust amongst our members, IIMC Committees are already diving into their assignments for the year ahead. A total of nine policies have been assigned to our committees for review, some of which are new policies, and some are existing policies being considered for revision. These assignments are a direct response to member

feedback and reflect the Board’s commitment to improving the organization in ways that matter most to you. I’ll share more of these assignments in my August message in the IIMC News Digest.

As we begin a new term with a new IIMC Executive Committee and Board, I invite each Region IX member to make this year one of unity, trust and transformative inclusion both within the IIMC family but also in our respective agencies. I am excited for what lies ahead – and grateful to walk this path with all of you.

REFLECTING ON MY TERM AS REGION IX DIRECTOR

As of May 2025, I completed my term on the IIMC Board of Directors representing Region IX. Serving IIMC members from Alaska, California, Hawaii, Oregon, and Washington has been a deeply rewarding experience and one I will always treasure.

Region IX has long been a source of leadership and innovation within IIMC, and I was honored to serve during a time of significant engagement and progress. I had the privilege of working alongside current IIMC President Dawn Abrahamson (California), whose vision and leadership continue to elevate our profession on a global scale. I also want to recognize Past President Sheri Pierce (Alaska), whose dedication and service have left a lasting legacy across the organization.

Our region’s strength lies not only in its numbers but in its people. I extend heartfelt thanks to the State Association Presidents (past and present) across Region IX who lead with purpose and ensure that our members are supported, connected, and empowered.

This journey would not have been possible without the outstanding Region IX Leadership Team. I am especially grateful to:

• Ruth Post (Oregon), former Region IX Director, for her mentorship and steadfast support.

• Marc Donohue (California) and Shawn Campbell (Washington), our current Region IX Directors, whose leadership ensures the continued momentum of our region.

Together, we celebrated key milestones, including:

• Supporting approximately 1,800 members across Region IX.

• Assisting scholarship recipients in pursuing professional development.

• Encouraging regional participation at the IIMC Annual Conference and State Association Conferences.

I also want to extend sincere thanks to the IIMC Foundation Board of Directors for their tireless work in supporting scholarships, grants, and professional opportunities for clerks worldwide. Region IX is well represented on the Foundation Board, and I want to especially acknowledge our members who serve or have served in that capacity: Treasurer Colleen J. Nicol (California) and Secretary Tracy Davis (Oregon). Your leadership helps ensure that educational opportunities are accessible to all, and your work is appreciated more than words can express.

Representing Region IX on the IIMC Board has been an incredible honor. Thank you to all our members for your trust, input, and commitment to the profession. Your work in your communities continues to inspire me every day.

Though my term has ended, I look forward to remaining engaged with IIMC and our state associations, supporting future leaders, and continuing to contribute to the growth and success of Region IX.

With strong leadership and a vibrant, engaged membership, Region IX is well-positioned to continue leading by example. Thank you for allowing me to be part of this journey - it has been a privilege I will always cherish.

ALASKA ASSOCIATION OF MUNICIPAL CLERKS

We’ve finally reached the time of year that most Alaskans eagerly await—sweet summer! Although it arrived a little late in my part of the state, it was well worth the wait. The fireweed is in bloom, the sun shines nearly around the clock, and Alaskans are seizing every moment of this brief but magical season, stepping away from routines to soak it all in.

The past few months have been a whirlwind of travel and learning opportunities, including the WMCA Conference in Blaine, WA (March); the CMCA Conference in San Jose, CA (late April); and the IIMC Conference in St. Louis, MO (May). Each event offered excellent educational sessions, fun activities, and invaluable networking with fellow clerks. It’s inspiring to see the diversity across the states in our region while recognizing the common challenges and goals we all share.

Throughout my journey in this profession, one thing that has consistently stood out to me is how clerks support each other. We lift each other up, share knowledge, and collaborate openly. We network, brainstorm, and mentor one another. We embrace each other’s growth and care deeply about each other’s well-being. Together, we problem-solve in ways that are unlike any other professional group I’ve encountered.

When I selected this year’s theme, Clerk to Become the Greatest You, I couldn’t have known just how much it would resonate with me over the months. Through my travels and conversations with clerks across Region IX, I’ve been not only exploring the depth of my own potential, but also recognizing how much each of you contributes to my journey in realizing that potential. When we help and support one another, everyone wins. One person’s strength can fill a gap where another may be struggling. This culture of sharing, supporting, and collaborating broadens our perspectives and ultimately makes us better servants to our communities.

I’m truly honored to serve as the AAMC president, and I feel fortunate to work alongside such dedicated professionals across Region IX.

AAMC EXECUTIVE BOARD UPDATE

Here’s a quick update on what the Executive Board has been working on this spring:

1. Review of AAMC Fees – We reviewed conference registration fees and annual dues, and I’m happy to report that no fee increases were made.

2. Mentoring Program Adjustment – The Mentoring Committee was dissolved, and the Mentoring Program has now been placed under the Education Committee.

3. Annual Conference Date Change Request – We approved a resolution requesting that the Alaska Municipal League (AML), with whom we partner for the annual conference, move the event to November or January to avoid the busy holiday season. Unfortunately, the dates will remain unchanged in the foreseeable future.

4. Scholarships for Northwest Clerks Institute (NCI) – Five scholarships were approved for Alaska clerks to attend the 2025 NCI.

5. Election-Ready Roundtable – We’re planning a virtual roundtable in June, in advance of the candidate filing period for most Alaska municipalities, to provide helpful tips and tools for election preparation.

6. Policies and Procedures Update – A comprehensive review and update of our Policies and Procedures is underway.

Sunday, December 7 – We’ll begin with a full-day Advanced Academy session on Ethics, presented by Rex Osborn.

Monday, December 8 – The day will offer two concurrent tracks:

• “Nuts and Bolts” sessions for foundational knowledge

• Presentations by Chris Astrella on Digital Government and AI (“A-1”)

We’ll conclude with a roundtable session to network and discuss challenges by municipality type. In the evening, we are bringing back the very popular Trivia Night with “Derk the DJ Clerk” – great food, drinks, and fun trivia!

Tuesday, December 9 – Megan Gregor will lead morning sessions on Records Management, and the afternoon will kick off with the AAMC Annual Business Meeting. Afternoon general sessions will feature topics on cybersecurity and elections, finishing with a panel discussion. The annual banquet will include special recognitions, an outcry auction, and plenty of dancing with our very own clerk DJ.

Wednesday, December 10 – We’ll wrap up with an Athenian Dialogue, facilitated by Beth McEwen, on Failure Is Not an Option by Gene Kranz. I highly recommend reading this book – it’s a story of resilience, hope, and determination that will leave you feeling inspired.

Greetings from Washington!

My name is Heidi Napolitino, and I am the current president of the Washington Municipal Clerks Association (WMCA). My presidential theme is Wisdom Begins in Wonder, which best reflects my hope for our members this year – that we take time to be curious, ask questions without judgement, and take time to enjoy small moments of beauty and joy.

WMCA has 325 members across Washington from cities, towns, counties, and special purpose districts such as fire, port, and library districts. In March, we hosted our 2025 annual conference in Blaine, WA. Our members and honored guests enjoyed the education sessions, the opportunities to connect and network, and the time we spent together. Former President Elizabeth Adkisson’s theme was SuperClerks – Leading for a Legacy. Our members really lived the theme this past year, which was evident during our annual member recognition process.

One of WMCA’s projects in 2024 was to update our award structure to make it more inclusive for all members, regardless of how long they have been in the clerk world and to remove barriers during the nomination process. It definitely worked! We received twice as many nominations as we did the previous year and were able to give out four awards to very deserving members. Our new awards include

• Lifetime Achievement Award for clerks who have been in the profession for at least 10 years. The intent is to recognize the contributions of a member during their full career. This year’s inaugural award was given to Treva Zumek from the City of Buckley, who has served on numerous committees, was WMCA president in 2012, and is again serving on the Executive Committee.

• Two awards for a specific achievement, innovation, or impact during the previous year.

º Outstanding Clerk of the Year is for a member with at least 5 years of experience. Stephanie Haug, City of West Richland, was given this prestigious award for providing exceptional service to her entity this year.

º Trailblazer is for a member with 1-4 years of experience. Luke Lonie, City of Lynnwood, was honored for their work improving the efficiency and governance of their entity this last year.

• And finally, my favorite – a brand-new type of award for us – the WMCA Inspiration award can given to up to three members who had a significant impact on WMCA or on individual members in the last year. Cassidy Mueller, City of Issaquah, earned this award for their dedication to the clerk community.

The Q.4 Executive Committee (EC) meeting was held virtually in April. In addition to standard items that are completed at every meeting (minutes approval, review of committee & treasurer reports, various housekeeping items), we tackled a few larger items. These included updating the 2025-2026 EC work plan, confirming the 2026 WMCA conference venue, and beginning to plan for the 2028 IIMC conference, which will be held in Bellevue, WA.

It was Jamie’s last meeting, as she was finishing her threeyear term. Thank you, Jamie, for your advocacy on behalf of Region IX over the last three years! The four states rotate Director positions, and WMCA member Shawn Campbell from the City of Auburn will be filling that role for the next term. We are grateful for her willingness to serve and excited to see the good work that she and Marc will continue in the coming years. That evening, Region IX members enjoyed time to socialize and network at the Cardinals baseball game before dashing back to the hotel ahead of the rain.

During the conference, Region IX’s own Dawn Abrahamson, City Clerk for Vallejo, California, was sworn in as IIMC President. Dawn is a champion of education and believes that inclusion is the way forward for IIMC – I can’t wait to see the good things that will happen during her time as president.

In June, we held our summer Executive Committee quarterly meeting and work session in Cle Elum. Among other items, we reviewed updated committee descriptions and discussed our

recently concluded member survey, which we will use to guide a review of our mission, vision, and values.

Other WMCA events in the upcoming year include a new fundraising opportunity – one of our members is an Athenian facilitator and has graciously offered to host an Athenian at no cost to the association with all the proceeds going to our scholarship fund.

In October, we will host our Fall Education Days, which consists of a one-day Athenian and a one-day academy session with a member event on the evening in between.

Looking ahead, the 2026 WMCA Annual Conference will be held March 17-20 at the Three Rivers Convention Center in Kennewick, WA – we’re so excited to visit Kennewick and this lovely conference venue. Our annual conference has been in the Tri-Cities region many times, but the last time we were in Kennewick was in 1996.

I hope you are able to enjoy moments of wonder, joy, and curiosity in the year to come.

Happy Summer from the State of Oregon!

As I write this, the days are getting longer, and the sun is gracing us with its presence more and more – a sure sign that summer has officially arrived in the beautiful State of Oregon! I hope this message finds each of you well, recharging, and perhaps enjoying some muchneeded time off with family and friends. It is so important to step away and refresh ourselves, especially after what I know has been a busy year for all of us.

This newsletter message is bittersweet for me, as it will be my last message as OAMR’s President. It has been honor and a privilege to serve OAMR, and I am incredibly proud of what our organization has accomplished together this year. I have especially enjoyed traveling to each of Region IX’s State Conferences and getting to meet so many new people.

I have some exciting news from the Oregon Association of Municipal Recorders (OAMR) to share with you all. I am pleased to announce that our membership official approved the new and improved Conference Location Rotation. This is an exciting development that has been over 10 years in the making, and it will help us plan for future conferences and ensure a fair and enjoyable experience for all. Our Executive Board will be having our summer Board Meeting, July 14, 2025, from 3:00 p.m. to 4:00 p.m., where we will be tying up some loose ends before we head to the Annual Conference in September.

I had the privilege of representing Oregon and OAMR at the International Institute of Municipal Clerks 2025 Annual Conference in St. Louis, Missouri from May 18th - 22nd. It was an incredibly valuable experience, filled with insightful sessions, networking opportunities with colleagues from across the globe, and a

chance to bring back fresh ideas and best practices to benefit our association. Prior to that, I also had the opportunity to attend the California Municipal Clerks Association Conference from March 29th – May 2nd. Both conferences provided fantastic learning and networking opportunities, and I am excited to share some takeaways with our membership.

Hello from California!

It’s finally summer, Region IX! For those of you who had promotion and graduation celebrations, congratulations on these milestones within your families! Now to move on from the busyness of the end of the school year and for most of us parents, the start of counting down the days until the next school year! I can’t believe summer is already here and in just a few short months, we’ll all be pulling out our Hal loween costumes and holiday decorations!

For those of you who don’t know me, hi, my name is Ashton Arocho and I’m the City Clerk for the City of Westminster, California. We are primarily known as a diverse city with a large Vietnamese American population and for our Little Saigon District (the oldest and largest district within the United States), making our city a major center for Vietnamese culture in the US. In addition to my day job, I was also newly sworn in as President of the recently renamed and rebranded association – California Municipal Clerks Association (“CMCA”). Being sworn in by my colleague and best friend, Region IX Director Marc Donohue, along with having my husband, family and closest friends and colleagues in the audience was a moment of extreme gratitude for me. I’m officially in my President era.

In the coming months, the Board of Directors will be meeting for our annual two-day Goal Setting workshop to discuss and consider the upcoming three-year Strategic Plan, outlining goals and objectives, along with empowering each Board Director to fulfill their elected roles. This is also a time for us to review current policies and best practices, ensuring that our membership remains at the forefront of all of our decisions. California will also begin the starting plans for our 2026 Annual Conference, kicking off our conference committee and request for proposals.

Clerks Return Recharged: 2025 Northwest Clerks Institute Wraps Up with Purpose and Momentum

JUNE 1–20, 2025 | UNIVERSITY OF PUGET SOUND, TACOMA, WA

The 2025 Northwest Clerks Institute has officially concluded, and this year’s participants are heading back to their offices with more than just a certificate—they’re bringing renewed energy, fresh ideas, and practical strategies to meet the evolving demands of local government.

Over three intensive weeks, Clerks from across the region engaged in focused learning on public administration, legal compliance, interpersonal communication, leadership, and other courses that are foundational to the work of the Clerk. Through dynamic classroom discussions, small-group interactions, and peer mentoring, attendees gained tools to streamline processes, manage increasing workloads, and better

serve both their communities and their colleagues. This year, Nine Peak Solutions and General Code offered scholarships to attendees at NCI-PD. Recipients were chosen via a random draw at the Welcome Reception (Nine Peaks Solutions) and the Banquet (General Code). The recipients are:

Thank you all for celebrating the 56th Annual Professional Municipal Clerks Week! Initiated in 1969, by IIMC and endorsed by all its members throughout the United States, Canada and 15 other countries, the week is a time of celebration and reflection on the importance of the Clerk’s office. In 1984, President Ronald Reagan signed a proclamation that officially declared Municipal Clerks Week the first full week of May. In 1994 and 1996, President Bill Clinton also signed proclamations confirming Municipal Clerks Week.

As you already know, Municipal Clerks are often the unsung heroes of public service. From maintaining official records, managing elections, managing City Council meetings, supporting our communities with essential services, and much more. It’s my hope that you all felt gratitude from your peers and colleagues during Municipal Clerks Week.
