As I write my first CMCA President’s message to you all, I am filled with gratitude and pride to lead this incredible association in the year ahead. Before we look forward, it’s important to pause and recognize the dedicated leaders who brought us to this moment. To Immediate Past President Marc Donohue — from navigating uncertain times to championing key initiatives, your leadership has left a lasting mark on our association. To Jessica Blair, now stepping into the role of Immediate Past President — your time at the helm was marked by vision and unwavering commitment to our profession. Under your guidance, we achieved meaningful milestones to move forward toward a more inclusive future. And to our outgoing Member Services Director, Michael MacDonald — your work in fostering connection and community did not go unnoticed. On behalf of our entire membership, we thank each of you for your commitment and service.

The theme for this year is Empower — a word that resonates deeply within all of us. It’s a word that embodies the essence of what we do, who we are, and the positive influence we bring to our communities.
Municipal clerks are the backbone of local government. We safeguard democracy by ensuring the integrity of elections, we are the stewards of transparency and public records, and we provide invaluable support to elected officials and citizens alike. But beyond these technical duties, we are the ones who empower our cities, our constituents, and ourselves.
Empowerment starts with knowledge. It is through our constant pursuit of education, training, and collaboration that we sharpen our skills and deepen our expertise. As we move into the new year, it is important that we continue to prioritize professional development. Whether it’s through our workshops, conferences, or online learning platforms, we must ensure that we are equipped with the tools and resources necessary to navigate the ever-evolving landscape of municipal government.
But empowerment isn’t just about knowledge — it’s about fostering a culture of leadership, inclusion, and support within our teams and communities. As municipal clerks, we lead by example, whether we’re training new staff members, mentoring colleagues, or working collaboratively with community leaders. This year, I encourage each of you to not only focus on your own growth but to take an active role in empowering those around you — to lift up the next generation of clerks and foster environments where everyone has the opportunity to thrive.
As we look to the future, let us remember that empowering others is not just an action; it is a mindset. A mindset that encourages collaboration, fosters growth, and embraces change. Let’s continue to empower each other to lead with confidence, to innovate with purpose, and to serve with passion — to always remember our ‘why.’

CMCA 2025 ANNUAL CONFERENCE RECAP – SAN JOSE
THEME: STRENGTHENING OUR FUTURE TOGETHER
The 2025 Annual Conference in San Jose marked an exciting and historic milestone for the California Municipal Clerks Association. As our first official gathering under the new CMCA brand, this year’s conference was a reflection of our evolution— honoring tradition while embracing the future of our profession.
With the theme “Strengthening Our Future Together” as a guiding thread, the week brought together over 300 municipal clerks, speakers, sponsors and exhibitors, and partners from across California and beyond for three days of learning, connection, and celebration. We also celebrated 80 first-time attendees and introduced our new First Timer’s Program!
TUESDAY, APRIL 29 –PRE-CONFERENCE EDUCATION
The conference kicked off with two impactful, high-value pre-conference sessions:
• The Advanced Academy, “Contributing to the Creation of a More Inclusive Organization,” empowered attendees to explore strategies for advancing equity and belonging within their agencies.
• The Athenian Dialogue featured “Think Again: The Power of Knowing What You Don’t Know,” offering deep and intentional discussion.
WEDNESDAY, APRIL 30 –OPENING DAY HIGHLIGHTS
The first full day welcomed attendees with breakfast and exhibitor networking before launching into the Opening Ceremonies
and State of the Association, followed by an inspiring keynote presentation: “Be the Bean: Transformational Leadership at Its Best.”
Special thanks to Toni Taber, MMC, for providing Host Clerk welcoming remarks, as well as San Jose’s Mayor Matt Mahan who addressed attendees and welcomed them to San Jose. The presentation of colors was presented by the San Jose Police Department, and San Jose’s Deputy City Clerk Yasmin Johnson provided a wonderful rendition of the National Anthem. Jessica Blair, Immediate Past President, provided the State of the Association address.
Attendees then participated in timely and practical breakout sessions on:
• Social Media Strategy for Clerk’s Offices
• Leading teams and self-development in today’s workplace
In the afternoon, a powerful general session, “The Communicative Leader: Shaping Our Future Together Through Strategic Leadership,” challenged clerks to think bigger about their impact and voice in local government.
The day’s highlight was certainly the Awards & Recognition Luncheon, honoring outstanding contributions to the profession.
Mentors and those who earned their CMCs and MMCs over the past year were recognized, followed by the President’s Awards of Distinction and the Spirit of Service Award. Congratulations to our recipients!

Thursday night culminated with the Awards and Board Transition Banquet, where outgoing President Jessica Blair shared a heartfelt address reflecting on leadership, gratitude, and personal resilience. New Board Members were sworn in for the 25-26 Board year, and California got the chance to recognize Dawn Abrahamson who will be sworn in as President of IIMC in just a few weeks.
Most importantly as part of the Banquet, we were able to recognize some outstanding clerks as part of the Awards Recognition.

HELLO CMCA!
I’m Britt Avrit, and I am thrilled to be your 2nd Vice President! I’ve been in the Clerk’s Office for almost 25 years and am very lucky to say I love what I do. I came into the City Clerk world completely by accident and immediately loved the structure of what we do. I started out as a part-time Administrative Clerk working with claims and supporting the Records and Information Clerk with processing requests for public records, and I eventually worked my way up to City Clerk. In my first agency, we conducted stand-alone elections, and it was my favorite part of the job. We handled every part of the election including recruiting and training precinct workers, securing precinct locations, and we were responsible for verifying the signatures on vote-by-mail ballots before the ballots were counted on Election Night at City Hall; it was a lot of work, and it was a lot of fun!
One of the things I love about being a Clerk, and our Association, is the amazing network we have. I met some of my closest friends at trainings I’ve attended, and the countless Clerks I’ve had the opportunity to work with and learn from throughout the years have been instrumental in shaping who I am today. I love that I can call any of these Clerks and ask them a question because we all have those times when we need support. I often find myself questioning what I know, and it’s reassuring to have my friends and fellow Clerks just a call or email away!
I’ve been married to my husband, Bill, for over 30 years. We have three daughters, a son-in-law, and two cats. Outside of work, we enjoy golfing, camping, and watching football.

Coming off the fantastic CMCA Annual Conference, I am excited to begin my term as the Member Services Director for CMCA. I want to start by thanking you for your support as I embark on this position. I would also like to extend a heartfelt thank you to outgoing Members Services Director Michael MacDonald, who worked tirelessly to grow this position and the role of the Membership and Inclusivity Committee to foster an inclusive and welcoming atmosphere for those clerks joining and continuing to participate in CMCA.
A little about me, I grew up in Mississippi and moved to California twenty years ago after graduating with a political science degree. My parents were both in public service (local government and a school district), so I guess it’s in the blood. I wasn’t quite sure what to do with my degree, but once I started working for the City of Sunnyvale and attending clerk-related trainings, I was hooked. I became a district clerk for the Midpeninsula Regional Open Space District in 2013 and earned my CMC that same year. I continued to pursue education and achieved my MMC a couple of years later. I joined the City of Hollister as its City Clerk in 2022, and they have kept me busy since then.
My biggest passion in clerking is supporting transparency and access to the government. My biggest passion for you all is giving back to the profession through training others. It was the excitement demonstrated by clerks at the first workshops and conferences I attended that inspired me, and I hope to share my own enthusiasm for this profession. From the Brown Act and taking minutes to learning how to lead in our organizations, I enjoy the opportunity to meet and share any knowledge I can with others in the field.
I can’t wait to serve as the CMCA Member Services Director and look forward to all we can accomplish together throughout my term.

HI CLERK FAM!
I’m Amy Lind, and I’ve proudly served in the Auburn City Clerk’s Office since December 2009—long enough to remember when our job descriptions were only five pages long (ah, the good ol’ days). After Auburn phased out the elected City Clerk role, I was officially appointed in 2017 and have been wrangling resolutions and mastering meeting minutes ever since.
In my quest to be a clerk-of-all-trades, I earned my CMC in 2013 and my MMC in 2023—because who needs free time when you have acronyms?
I’ve also been serving in one way or another on the California City Clerks Association Board since 2011 and am still happily hanging around.
When I’m not knee-deep in agendas or public records requests, you’ll find me on the chili circuit, spicing up competitions across the west coast or loving on my three golden retrievers (who are definitely better at public relations than I am).
Looking forward to connecting, sharing stories, and maybe even swapping chili recipes.

Thank you all for celebrating the 56th Annual Professional Municipal Clerks Week! Initiated in 1969 by IIMC and endorsed by all its members throughout the United States, Canada and 15 other countries, the week is a time of celebration and reflection on the importance of the Clerk’s office. In 1984, President Ronald Reagan signed a proclamation that officially declared Municipal Clerks Week the first full week of May. In 1994 and 1996, President Bill Clinton also signed proclamations confirming Municipal Clerks Week.

As you already know, Municipal Clerks are often the unsung heroes of public service. From maintaining official records, managing elections, managing City Council meetings, supporting our communities with essential services, and much more. It’s my hope that you all felt gratitude from your peers and colleagues during Municipal Clerks Week.
It was wonderful to see all the fun and creative ways everyone celebrated this important week for our profession. It was especially fun to see how many cities and agencies Quill the hedgehog stopped at!
Let’s continue to celebrate each other and keep moving our profession forward!
VALLEY WATER’S NEWEST CLERK OF THE BOARD BUILDS ON THE LESSONS OF HER PREDECESSOR
We are excited to congratulate Candice Kwok-Smith, Santa Clara Valley Water District’s (Valley Water) new Clerk of the Board. Candice follows the incredible legacy of Michele King, who served as Valley Water’s Clerk for over 15 years before her retirement in December.
Candice Kwok-Smith was unanimously appointed as the Clerk of the Board on April 22. Candice joined Valley Water 20 years ago, getting her start as an analyst in government relations and serving in various capacities for the finance, grants, and diversity and inclusion divisions. Candice feels these roles helped prepare her to serve as Clerk of the Board. “I have a well-rounded understanding of the entire organization and know a little bit about a lot of things.” For the last eight years, Candice provided direct executive and administrative support to Valley Water’s seven Board members as a Board Support Officer, serving as their liaison with staff and the public while also supporting more than 16 Board and advisory committees.
Candice received her undergraduate degree in American Studies from UC Berkeley and a master’s in public administration from San Jose State University. As she begins her first year as Clerk of the Board, Candice hopes to lead a smooth transition with an established team and looks to improve Valley Water’s agenda process and upgrade their Board room to the latest technology.
When looking at where to credit her success, Candice looks to the lessons learned from the prior Clerk of the Board, Michele King. Michele was an experienced clerk, developed and led a strong team, and understood the various challenges of the role.
“[Michele] served the role with patience and grace and never faltered with her integrity. She left us with a wealth of knowledge and experience that has allowed our team to continue to succeed since her well-earned retirement.”
As Candice embarks on her new position, she seeks to continue to serve the public as she interacts with people from all walks of life and to help her Board of Directors be successful. Most of all Candice is looking forward to this next chapter in her career.

As we embark on a new chapter as an organization with a more inclusive name, I hope to welcome current and future clerks of all types of agencies into CMCA. Having previously served as a special district clerk, I know we can learn much from our peers’ varied backgrounds and experiences at special districts, counties, and school districts. I look forward to working with all of you and encourage you to get involved with the Membership and Inclusivity Committee (MIC) and other volunteer opportunities to help the organization and each other succeed.
I enjoyed meeting many of you in San Jose at the Annual Conference and learning about you and your organizations. We welcomed 80 first-time attendees to San Jose, and the MIC launched its FirstTimers program with ambassadors throughout the conference to welcome and provide a friendly face to all our first-timers. Here’s what some of our first-time attendees and ambassadors had to say about the conference:
Attending CMCA for the first time has been such a positive experience! The sessions offered really useful, practical advice for someone just starting out. Plus, connecting with other clerks and feeling that sense of community has been invaluable. I felt so connected and supported and look forward to the next one!
