How is it already July?! This time next year, most of us will be preparing for our upcoming General Municipal Election with nominations opening, candidate handbooks and the infamous election signs questions. Hopefully you all get a chance to enjoy the off year! Meanwhile, things at CMCA continue to stay busy. Let’s dive into some updates:

MAY BOARD MEETING(S) RECAP

The Board of Directors met twice in May – told you it’s been busy! Below is a recap of the actions taken at the meeting:

1. Ratification of the E-Vote for the appointment of Amy Lind as Networking Director.

2. Discussion around rebranding of the monthly newsletter.

3. Approval of the amendment to the Region IX Agreement.

4. Approval of the Fiscal Year 2025-2026 budget, with heightened importance on ensuring that action will be taken to ensure the Fiscal Year 2026-2027 budget is approved without a deficit.

5. Approval of the Fiscal Year 2025-2026 Fee Schedule.

The next Board of Directors meeting is scheduled for Tuesday, July 15 at 11:00 a.m. We hope to see you there!

CMCA GOAL SETTING

Later this month, the Board of Directors will be meeting for our annual Goal Setting meeting. included in this meeting will be the review of our current strategic plan (2023-2026), celebrating success from the past year and setting goals for our upcoming year. In addition, we will start to lay the framework for our upcoming strategic plan. I look forward to reporting back on our progress and plans for CMCA’s future. Stay tuned!

My vision for the future of CMCA is to continue to make Board decisions which enhance both our association and our membership. To continue to promote and strengthen the municipal clerk profession. I take great pride in making decisions that impact and empower our fellow colleagues – to always remember our ‘why’. I’m excited to continue to connect with the membership, cultivating leaders, and enhancing professional journeys along the way. To always lead with a purpose.

MENTOR PROGRAM UPDATE

July is here, and summer is in full swing! I hope you’re finding time to soak up the sunshine, recharge your energy, and check in on those mid-year goals. There’s something about this season that encourages reflection, reconnection, and refocus—and that’s exactly the spirit we’re carrying forward in the CMCA Mentor Program.

NEXT NEW MENTOR TRAINING

I’d also like to extend an invitation to all CMCs and MMCs interested in becoming mentors to join one of the next New Mentor Trainings, scheduled for Wednesday, July 16, 2025, from 2:00 p.m. to 3:00 p.m. or Wednesday, October 8, 2025, from 2:00 p.m. to 3:00 p.m. This online training session is required to become an official mentor. BEYOND MENTORSHIP –SUPPORTING CMCA’S GROWTH

Since I didn’t have as many pairings to make this last month as I usually do, I’ve been working on a number of exciting initiatives behind the scenes to strengthen and grow the Mentor Program and CMCA as a whole:

• Launching a feedback survey for both mentors and mentees to better understand what’s working and where we can improve.

• Developing the foundation for the MMC Mentor Program, including assembling a subcommittee of volunteers to help shape its structure, training resources, and goals.

• Following up on annual mentor updates and updating the mentee matrix to reflect current participation.

MID-YEAR MOMENTUM

To all our mentors, mentees, and colleagues committed to professional development: thank you. July is a perfect time to reflect on how far we’ve come—and to recommit to where we’re going. Whether you’re mentoring, learning, or both, you are contributing to something bigger. Let’s carry this momentum into the second half of the year—supporting each other, growing stronger, and celebrating every win along the way! Let’s continue to root for one another, support each other, and grow strong!

CMCA LEGISLATIVE UPDATE: BROWN ACT BILL PROGRESS AND OTHER LEGISLATIVE DEVELOPMENTS

As the first year of the 2025-2026 legislative session enters its final stretch, several bills with significant implications for local governments continue advancing through the process. This update highlights key developments since our last report, including progress on Brown Act legislation and other bills related to financial training requirements and public records.

BROWN ACT BILL UPDATE: SB 707 (FORMERLY SB 239 AND SB 707)

CMCA Position: Concerns

Since our last newsletter, SB 239 (Arreguín) has been combined with SB 707 (Durazo) to consolidate Brown Act-related provisions into a single, comprehensive bill. The merged SB 707 now includes the previously reported requirements for:

• Hybrid Public Participation for All Meetings. Legislative bodies (including boards and commissions and special districts) would be required to provide a two-way telephonic or audiovisual platform for public participation at all meetings, regardless of whether members are participating remotely.

• Interpretation Assistance. Legislative would be required to offer assistance for interpretation services at public meetings, including arranging space for interpreters and allowing extra meeting time for interpretation.

• Agenda Translation. Agendas would be required to be translated into English and any other language spoken by 20% or more of a city’s or county’s limited English proficiency population.

• Oral Report on Unrepresented Employee Compensation. The currently required report on executive compensation would be expanded to be required for all unrepresented employees.

The combined bill also retains elements from SB 239 related to teleconferencing for advisory subsidiary bodies such as advisory boards and commissions, specifically:

• These bodies could conduct meetings via teleconferencing with appropriate notice, agenda posting, and public participation provisions.

• Members participating remotely would be required to appear on camera when using online platforms.

• A physical location for in-person public attendance would still be required. The CMCA Legislative Committee continues to engage with the author’s office and stakeholders to relay concerns about impacts on local resources and to advocate for clarifications on implementation requirements.

OTHER BILLS TO WATCH

In addition to Brown Act changes, CMCA is tracking other bills of interest. For a full list of tracked/ priority bills, visit the Legislative Updates page (you must be a CMCA member and logged in):

• SB 827 (Gonzalez) – New Financial Training.

CMCA Position: Concerns

This bill proposes new financial training requirements for local elected officials and key staff. It would mandate periodic education on municipal finance, budget processes, and fiscal responsibilities. CMCA is engaging with the author’s office regarding administrative and cost implications.

• AB 1337 (Ward) – Expanded Information Practice Act.

CMCA Position: Oppose

This measure would expand the Information Practices Act of 1977 (IPA) to include local government agencies. The IPA, which currently applies to state agencies, regulates the collection, use, and disclosure of personal information by government entities. This bill would require agencies to adopt new policies, procedures, and staff training to meet enhanced data privacy standards.

Looking Ahead: Key Legislative Dates

• July 21–August 15: Summer Recess

• September 12: Last day for the Legislature to pass bills; end of the 2025 legislative session

• October 12: Last day for the Governor to sign or veto bills

• January 1: Effective date for legislation signed into law in 2025, unless otherwise specified

• January 5: The Legislature reconvenes for the second year of the 2025-26 legislative session

NEWPORT BEACH’S LONGEST-SERVING CLERK SET TO RETIRE

Leilani Brown, Newport Beach’s longtime city clerk, retires on June 13, 2025. She began her local government career working at the City of Bellflower while attending Cal Poly Pomona, where she majored in aerospace engineering. While at Bellflower, Leilani began as a clerk typist, progressing through several departments before advancing to Assistant City Clerk. Joining Newport Beach 28 years ago as a Deputy City Clerk, she became the Assistant City Clerk, and eventually the City Clerk. As Newport Beach’s longest-serving city clerk, Leilani worked with 20 different Mayors and approximately 40 Councilmembers.

Leilani enjoys being a clerk because of the structure it provides, which appeals to her math and science side, while the position’s flexibility allows her creative side to come out. In addition to Leilani’s service to the cities where she worked, she was a longtime member and chair of the CMCA Nominating Committee, serving on the Committee for over ten years. She helped the association transition to using electronic ballots but misses getting to participate in the ballot counting process. She also gave back to our profession by briefly serving as the 2nd Vice President for the League of California Cities Clerk’s Department.

Leilani’s favorite part about being a city clerk is the camaraderie offered by her fellow clerks, as well as the amazing staff she has had the opportunity to work with throughout her career. If she had one lesson to share with someone starting in the field, it would be to embrace change and be flexible because every day is different. However, be sure to stay strong in your convictions and advocate for yourself and your office.

Leilani looks forward to spending more time with her family, traveling, and throwing out her alarm clock. She is also curating her “Leilani Leisure” list as she thinks of fun things to enjoy. In parting, she shares a final lesson for all of us to remember “Always find the silver lining in everything and keep your sense of humor. Life is boring without laughter and smiles.”

SPIRIT OF SERVICE HONOREE PLANS TO LIVE LIFE TO THE FULLEST IN RETIREMENT

Lillian Harris-Neal, City Clerk with the City of Brea, begins her well-deserved retirement on July 25. Lillian joined local government in 1997 at the City of Riverside where she quickly progressed through various positions before joining the City Clerk’s Office. Lillian was also a Deputy City Clerk at the City of Newport Beach and Clerk of the Board for the Southern California Association of Governments before joining the Brea as the City Clerk in 2015.

Having worked in local government for over 28 years, Lillian says she originally stumbled upon her career as City Clerk after learning about an opening in the Riverside City Clerk’s Office and being encouraged to apply. Her favorite role throughout her career has been serving as the City Clerk. “I love solving puzzles so working in the City Clerk’s Office gives me the opportunity to solve puzzles all the time. The importance of making sure you are knowledgeable of the constant changing laws and meeting many deadlines are vital to success as a City Clerk.” Throughout her time as a municipal clerk, Lillian’s favorite thing to do as a clerk is working with others – residents, staff, and Council. She also loves getting to train staff and educate others on the important work City Clerks do.

Once she retires, Lillian is looking forward to trading in her stress and morning commute for traveling, fishing with her husband, sleeping in, and spending more time with her grandchildren. Lillian is also this year’s Spirit of Service Honoree for CMCA, and she “embodies the true spirit of community service, with a giving and passionate nature” which can be seen in her farewell words to those of us in the profession:

“I am so honored to have had the opportunity to have a career as a City Clerk and I want to thank all City Clerks and their staff for their hard work. No one knows how hard our work can be because we are so good at it.”

I AM SO HONORED TO HAVE HAD THE OPPORTUNITY TO HAVE A CAREER AS A CITY CLERK AND I WANT TO THANK ALL CITY CLERKS AND THEIR STAFF FOR THEIR HARD WORK. NO ONE KNOWS HOW HARD OUR WORK CAN BE BECAUSE WE ARE SO GOOD AT IT.

I’m pleased to present this Treasurer’s Report and to take a moment to reflect on the continued financial stewardship of our association.

First and foremost, I want to extend my sincere gratitude to the Board of Directors for their thoughtful review and unanimous approval of our annual budget. Their support and collaboration ensure that our financial plans align with the strategic goals of the organization, and their guidance is invaluable in shaping a budget that is both responsible and forward-thinking.

I would also like to thank you—the membership—for your continued trust and confidence in our ability to manage the association’s funds effectively. Your support enables us to carry out the mission of our organization, maintain and enhance our programs, and invest in opportunities that benefit all members.

We remain committed to transparency, accountability, and fiscal responsibility. Every decision made with our financial resources is done with careful consideration, and we take seriously the responsibility that comes with managing the funds you have entrusted to us.
