Happy February! Hope everyone is settling into the new year well. January always seems so long, doesn’t it?

On a personal note, I’ve been dealing with some health issues with my mom. This experience has been a powerful reminder that family always comes first. In the midst of all the daily pressures and stress, we often lose sight of what really matters. It’s so easy to get caught up in the hustle of life, but it’s crucial to pause when we can and check in with those we love.

I want to take a moment to express my heartfelt gratitude to my staff and fellow board members for stepping up in my absence. Their support has allowed me to focus on my mom and has been a true reminder of the strength of community. I am deeply thankful for the space I’ve been given to care for her, and for the unwavering support of those around me.

WILDFIRE RECOVERY

In the wake of the recent wildfires, I want to extend my deepest sympathy to all of you who have been affected. I know that many of you are facing tremendous challenges—whether it’s damage to homes, businesses, or communities, or the emotional toll of everything you’ve endured.

Please remember that you are not alone in this recovery journey. Our association is here to support you in any way we can. Whether through guidance, sharing resources, or simply offering a listening ear, we are committed to helping you rebuild and heal.

As a community, we are stronger together. In times like these, the resilience, compassion, and unity of our members shine brighter than ever. I encourage you to reach out to one another, lean on your fellow members, and know that we are all in this together.

Take care of yourselves and each other and know that we are here to support you through this recovery process, every step of the way.

CCAC BOARD ELECTIONS

As you saw, the voting period for the CCAC Board Election closed. Congrats to the winners!

The race for the 2nd Vice President seat finished with a difference of two votes. Given this, and the confusion around the emails sent to members regarding the ballot, the 2nd VP candidates and CCAC’s Executive Committee have agreed to hold a Special Run-Off Election to ensure transparency, integrity,

and trust in the results. Look out for the special ballot which will be sent out on Monday, February 10. Voting will close on February 14 at 4:00 p.m.

Results from the other races are included below. We look forward to installing our new officers in April at our Annual Conference in San Jose!

NAME CHANGE UPDATE

I know many have been curious about when CCAC will officially change to CMCA.

We have completed the necessary legal filings to change the association’s name. We still have a laundry list of tasks to do, most notably, acquiring the new website domain and moving forward with an update to the website. That will in turn allow us to create new email addresses, signatures, etc. We will need to update contracts, update our branding, governing documents, and many other little things.

We’re aiming for a complete changeover at the beginning of April. This year’s annual conference will be CMCA branded, and the Official Word will move to CMCA branding for the April issue. The new website will go live beginning of April as well.

Until the big rollout, we’re still going to refer to ourselves as CCAC. I know there has been a bit of confusion. This was a pretty big undertaking with many, many individual pieces, so it’s better to make sure everything is updated and taken care of, then we can dive in!

I know you’re all as eager as I am – it’s coming soon!

2025 ANNUAL CONFERENCE –SHAPING OUR FUTURE TOGETHER!

Thanks to everyone that’s registered so far for this year’s conference! It’s shaping up to be great and I can’t wait to see all of you there for a week of education, networking, and community.

This year’s education will feature general sessions in addition to breakout sessions geared toward beginners and intermediate / advanced. There will be breakout sessions on minutes, communication, legislative body services, and a featured general session will discuss the importance of election integrity. The conference will be worth an estimated 3.5 CMC/MMC points.

If you haven’t already, please check out the 2025 Conference webpage here, which includes the link for the hotel room block as well as the schedule of events so far.

Looking for something to do in your spare time? The conference is taking place in downtown San Jose, which has many restaurants, shops, and activities to explore... Check it out!

Pre-Conference Sessions will take place on Tuesday, April 29. Registration is limited, so register early if you’re interested! Institute Director Randi Johl will lead the Advanced Academy focused on “Contributing to the Creation of a More Inclusive Organization.” Hollister City Clerk Jennifer Woodworth will facilitate the Athenian Dialogue, covering Think Again: The Power of Knowing What You Don’t Know.

In additional to the wonderful slate of sessions, make sure to join us for lunch on Wednesday to honor fellow clerks with recognitions and the presentation of our Awards of Distinction. Thursday’s lunch will include remarks from Honored Guests as well as the ever-popular live auction! Wednesday evening is a free night to spend time with your peers or check out San Jose –this is also the evening that our generous sponsors typically host fun networking events as well!

Lastly, close our conference week with your friends old and new at the Annual Banquet where we will honor the Clerk of the Year and Lifetime Achievement Award winners, and the Board will transition for the next year. The night will conclude with a DJ and dancing. The banquet is a great event to continue networking and celebrating our peers and is included as part of your conference registration!

CCAC LEGISLATIVE UPDATE: KEY DEVELOPMENTS AND LOOKING AHEAD

As we look ahead to the 2025 legislative session, it’s essential to stay informed on the latest legislative and legal updates that affect municipal clerks across California. Our January 22 webinar, which attracted over 230 attendees, provided a thorough recap of the 2024 legislative and legal developments that will shape our work in the coming years.

2024 LEGISLATIVE AND LEGAL RECAP WEBINAR

If you missed the webinar, don’t worry! The recording, slides, and a 2024 New Law Handbook are available on the CCAC website here. In this two-hour session, expert presenters—CCAC’s lobbyist Dane Hutchings, Founder and CEO of the California Public Policy Group; Megan McClurg, Assistant City Attorney for the City of Chula Vista; and myself—walked through the key legal and legislative changes impacting municipal governance and provided practical insights for navigating the evolving legal landscape.

This session was exclusively for CCAC members and is an invaluable resource for keeping you up to speed on the new laws and interpretations affecting your work.

AB 1170 UPDATE: E-FILING OF FORM 700 FOR 87200 FILERS

In case you missed our recent CCAC Legislative Alert, there have been significant updates regarding AB 1170 and the e-filing of Form 700 for 87200 filers. Our legislative team recently met with Assemblymember Valencia’s office and FPPC staff to discuss ongoing concerns related to AB 1170’s implementation. Here’s what you need to know:

• Expanded Statements: FPPC’s system was recently updated to allow expanded statements to be created. Filers and filing officers should have received a notification from FPPC about this update. Additionally, FPPC is expected to release draft regulations soon. We encourage you to stay engaged and monitor these developments.

• Online Posting: FPPC staff has expressed interest in posting the appointed 87200 filers’ statements online, similar to how elected officials’ statements are already posted. To have your voice heard, consider submitting a public comment (written or verbal) for the FPPC’s February 13 meeting. Written comments are due by noon on February 12.

• Filer and Filing Officer Assistance: Given the high volume of inquiries FPPC is receiving, it’s crucial to encourage filers to log into the system early. Filing officers can now reset filers’ passwords and should double-check that all email addresses in the eDisclosure system are correct to avoid delays.

• Agency-Specific Position Titles: Some members have reported that their 87200 filers’ titles don’t match the default options in the FPPC system. FPPC has updated the system to accommodate titles like “Town Attorney” or “Town Council.” If your filers require the use of a title that is not in FPPC’s system, please contact me at kbigelow@chulavistaca.gov.

Your proactive engagement with these updates will ensure smooth implementation as we continue to work through the nuances of AB 1170.

LOOKING AHEAD: LEGISLATIVE CALENDAR

As we dive into the 2025 session, here are some important upcoming dates:

• February 16: Last day to introduce bills

• March 22 - March 31: Spring Recess

• June 15: Legislature must pass the main budget bill

• June 30: Governor must sign the main budget bill

• July 4 - August 4: Summer Recess

• August 31: Last day for the Legislature to pass bills; end of the 2023-2024 session

• September 30: Last day for the Governor to sign or veto bills

First, let’s review the progress of mentor assignments for the mentees who attended the August Nuts & Bolts training, the October CMC Institute, and the November Nuts & Bolts training. These sessions continue to be pivotal for introducing new mentees to our program and fostering meaningful connections. Here’s the current breakdown of assignments:

This program provides invaluable support as you embark on your journey toward becoming a Certified Municipal Clerk (CMC). WHY BELONGING TO A PROFESSIONAL ASSOCIATION IS A GAME-CHANGER FOR CITY CLERKS

If you’ve ever attended a CCAC conference, shared a knowing glance with a fellow clerk during a public records request discussion, or called a colleague at another city for advice, you already know—belonging to a professional association is more than a membership; it’s a lifeline.

Let’s be real. Our jobs as city clerks are not for the faint of heart. One minute we’re helping a new councilmember understand meeting procedures, and the next, we’re navigating election season while deciphering the latest updates to the Brown Act. It’s a lot! But here’s the good news—when you’re part of a professional association, you’re never alone.

One of the biggest benefits of joining an association like CCAC is the built-in network of professionals who understand the unique challenges of our role. Instead of struggling through an issue solo, you have access to hundreds of experienced colleagues who can provide

advice, share best practices, and even offer templates to make your job easier. When a city clerk in a small town was tasked with updating their records retention schedule, they reached out through the CCAC network and received sample policies from three different cities within 24 hours. Instead of spending weeks researching, they had a roadmap to follow, saving time and ensuring compliance. That’s the power of community!

Professional associations don’t just connect you with peers; they also help you level up your skills through conferences, workshops, and certification programs. Whether you’re working toward your Certified Municipal Clerk (CMC) or Master Municipal Clerk (MMC) designation, the resources available through CCAC help keep you ahead of the curve. And let’s not forget the career benefits! Studies have shown that professional association members who attend regular training sessions report higher job satisfaction and greater career advancement opportunities. Investing in yourself always pays off.

Another key benefit of membership is staying ahead of policy changes. With government regulations constantly evolving, staying informed can make all the difference in how effectively we adapt. When the legislature updated conflict of interest filing requirements for 87200 filers, CCAC took action, meeting directly with the FPPC to ensure our concerns were heard. Access to timely, firsthand information like this is invaluable in keeping our cities compliant and prepared.

For those looking to expand their leadership skills, professional associations offer plenty of opportunities to grow. Serving on committees, contributing to special projects, or even running for the board within the organization can boost confidence, enhance your resume, and open doors to future career moves. One city clerk who once described herself as “terrified of public speaking” took a leap and chaired a CCAC committee. A year later, she presented at our annual conference—and nailed it! These experiences not only build professional skills but also prepare clerks for larger leadership roles within their cities.

Of course, it’s not all about work. One of the most rewarding aspects of professional associations is the friendships that come with them. The relationships built through CCAC go beyond the office and become genuine support systems. Whether it’s swapping city council horror stories over coffee or celebrating a colleague’s professional milestone, these connections are invaluable. One member shared that when their

city faced a tough recall election, their first call wasn’t to an attorney—it was to a fellow clerk who had gone through the process before. Sometimes, the best advice comes from those who have been in your shoes.

As a CCAC member, take full advantage of your membership by attending events, asking questions, and engaging with your peers. When you belong to a professional association, you’re not just part of an organization, you’re part of a powerful, supportive, and unstoppable network of city clerks making a difference every single day.

So engage, and thrive—because together, we’re stronger!

MEMBERSHIP HIGHLIGHT: CELEBRATING CYNTHIA NAVA’S APPOINTMENT AS CERRITOS CITY CLERK AND HONORING VIDA BARONE’S LEGACY

We are delighted to congratulate Cynthia Nava on her well-deserved appointment as the new City Clerk for the City of Cerritos. At the same time, we honor the incredible contributions of outgoing City Clerk Vida Barone, who retired in September 2024 after 30 years of distinguished service in local government.

Cynthia Nava was unanimously approved by the Cerritos City Council following an extensive search, recognizing her 22 years of dedication to public service and her outstanding leadership as Acting City Clerk since Vida’s retirement. Cynthia began her career with Cerritos in 2002 in the Building and Safety Division, later advancing through roles in Recreation Services before joining the City Clerk’s Office in 2018. Her vast experience and commitment to transparency have prepared her to lead the office into a new era.

“The Cerritos City Council is pleased to approve the hiring of Cynthia Nava to lead the City Clerk’s Office,” said Cerritos Mayor Naresh Solanki. “We are grateful for her service these past several months as Acting City Clerk and throughout her career with the City.”

Cynthia brings extensive qualifications to her new role, holding a Bachelor’s Degree from California State University, Fullerton, a Multiple Subject Teaching Credential, and a Master’s Degree in Public

Administration from California State University, Dominguez Hills. Reflecting on her appointment, Cynthia shared, “I am incredibly grateful to the Cerritos City Council for their trust and support. I look forward to building on the strong foundation laid by my predecessor and continuing to serve our staff, residents, and partners with integrity and dedication.”

Cerritos City Manager Robert A. Lopez added, “Cynthia has demonstrated exceptional leadership, work ethic, and dedication throughout her tenure with the City. We are confident in her ability to lead the City Clerk’s Office and ensure effective governance.”

As Cynthia takes on her new role, we also celebrate the remarkable career of Vida Barone, whose leadership and dedication have left a lasting legacy. Vida joined Cerritos in 2010 and became a cornerstone of the city’s governance, earning the 2023 City Clerk Award of Distinction – Mentoring for her unwavering commitment to developing future leaders. Vida’s meticulous work ethic and passion for public service have set a high standard for excellence in the profession.

CCAC is proud to recognize the accomplishments of both Cynthia Nava and Vida Barone. Cynthia’s promotion marks an exciting new chapter for Cerritos, while Vida’s retirement is a wellearned milestone in a storied career.

Set to take place from April 30 to May 2, 2025, in beautiful San Jose, this year’s conference promises an exceptional educational lineup, engagement opportunities, and memorable experiences.

SILENT AUCTION

The Silent Auction is set to be a highlight of the conference, where attendees will have an opportunity to bid on a wide variety of items generously donated by our wonderful Clerks and sponsors! The Silent Auction allows participants to place bids on items throughout the conference, fostering a sense of anticipation and friendly competition. Proceeds from the auction will directly benefit CCAC’s scholarship funds and help support our members achieve their certification.
