THE FLORIDA PRESCRIPTION DRUG MONITORING PROGRAM The Florida Prescription Drug Monitoring Program, known as E-FORCSE® (Electronic-Florida Online Reporting of Controlled Substance Evaluation Program), was created by the 2009 Florida Legislature in an initiative to encourage safer prescribing of controlled substances and to reduce drug abuse and diversion within the state of Florida. The Centers for Medicare & Medicaid Services (CMS) now recognizes prescription drug monitoring programs like E-FORCSE® as specialized registries. In the past, Meaningful Use Eligible Providers were excluded from the specialized registry requirement as Florida did not have one that met criteria. Because of the designation change, at the beginning of 2016, use of E-FORCSE® is now required in order to meet Meaningful Use requirements for 2016. Use of this clinically relevant monitoring tool is not only good practice but will help ensure that all Eligible Providers meet the specialized registry reporting requirements. For Meaningful Use, the E-FORCSE® website generates a report that reflects the physician’s use, from basic login, to patient look up and drug monitoring. Regular use is highly encouraged.
n The first e-mail will contain a temporary password and instructions for accessing the system; n The second e-mail will contain your personal identification number (PIN) that you will use to identify yourself if you need assistance from the HID Help Desk. n You will be required to change the temporary password immediately when you first attempt to access the system. • If you are denied access to the system, you will be notified in writing.
To register: • Access the website http://www.hidesignscom/ flpdmp/practitionerpharmacist/ and click the “Registration Site” link to the left of the page • A pop up will display – Enter: username newacct; password welcome and click the “Log In” button • Enter the registration information on the resulting page and then click the “Accept & Submit” button • The E-FORCSE program staff will review your application and verify the information. You may be contacted if additional information is required. If you are approved for an account, you will be notified via two separate e-mails.
If you have received your user ID and password, go directly to the Quick Access link on the left menu to begin the query process where you will be required to enter your user ID and password. On logging in you will go to the recipient Query link and enter the required information and this will give you access to the required information which can be saved in a PDF format. Once registered it is usually a good idea to save the link below in your favorites for easy access the next time you need to search the data base.
