Mensaje del presidente: Una Perspectiva Estrictamente Personal
A
finales del mes de abril varios de nosotros dejaremos la Junta y como Presidente realmente he apreciado su apoyo y el apoyo de nuestra Junta (que ahora también está representado en las posiciones clave en CANATUR y ACOPROT) y el de los miembros. Creo que juntos hemos hecho la diferencia. Trabajando en estrecha colaboración con la Municipalidad y la Administración General del Estado en San José nuestra zona se ha convertido en el destino # 1 en Costa Rica y finalmente está recuperándose de la grave crisis económica que se inició en 2008 y 2009. Con más de 350.000 visitantes que se esperan para el Parque Nacional Manuel Antonio este año (ahora clasificado como el 11vo "parque más hermoso en el mundo", según la revista Forbes) y el nuevo Proyecto de $170M Marina Pez Vela entrando a su segunda fase, el futuro parece más brillante que nunca. Los índices de criminalidad están en su punto más bajo y hemos hecho enormes mejoras en nuestras organizaciones policiales locales. La Fuerza Pública, la Policía Turística, el OIJ ha realizado mejoras significativas tanto en la mano de obra y equipo y están trabajando estrechamente con el Departamento de Justicia local y la Corte Flagrancia en Puntarenas provocando una fuerte reducción de la delincuencia violenta y allanamientos. El Comité de Seguridad de la Cámara ha trabajado muy duro para ayudar a llevar a cabo estos cambios a través de sesiones de trabajo programadas con las autoridades locales y los diversos ministerios de aplicación de la ley en San José.
Trabajando en estrecha colaboración con el Ministerio de Transporte y Municipalidad de San José el Subcomité de Desarrollo de la Cámara consiguió la
aprobación para la ampliación del aeródromo La Managua por lo que será capaz de dar cabida a aviones mucho más grandes en un futuro muy cercano. Estas nuevas y ampliadas instalaciones del aeródromo, junto con el nuevo puerto deportivo traerá muchas más oportunidades de trabajo a nuestra área y proporcionará muchos empleos bien remunerados que contribuyan a aumentar el ingreso per cápita significativamente. Como ustedes saben este ha sido mi mandato personal desde el primer día que asumí la Presidencia de la Cámara hace ya casi 4 años. El Comité de Desarrollo también organizó para funcionarios bancarios superiores el visitarnos tratando de acomodar los préstamos hipotecarios más flexibles para nuestros miembros. Nuestro Comité de Turismo con la ayuda de los fondos del I.C.T ha hecho un trabajo excepcional y aunque no alcanzó todos sus objetivos ha logrado ayudar a aumentar significativamente el número de turistas que visitan nuestra zona, lo que nos hizo el Destino # 1 en Costa Rica con algunas de "Las playas más hermosas en toda Centroamérica". Hicimos varios viajes al extranjero y visitamos Fort Lauderdale, Miami, Washington DC, Nueva York y Los Ángeles promocionando los negocios de nuestros miembros en la industria de Hotelería y Tour Operadores. El Comité de Educación de la Cámara continúa reuniéndose con los funcionarios locales del I.N.A y el M.E.P para hablar acerca de la ubicación de sus instalaciones educativas y de formación con el fin de satisfacer la de-
manda de nuestra nueva industria marina que dará servicio a la nueva

Marina y sus muchos puestos de trabajo altamente especializados y oportunidades de negocio . Esta Comisión, junto con el Comité de Desarrollo de la Cámara ha llegado con una serie de recomendaciones financieras sobre cómo financiar la construcción de estas y otras instalaciones gubernamentales. Nuestros Subcomités Ambientales continúan reuniéndose y trabajando con funcionarios del Parque Nacional Manuel Antonio, el MINAET, SINAC, el Comité de Marina y la Guardia Costera de Costa Rica y se han alineado con otras ONG locales, tales como Niños salvando al Bosque, PAWS, la Alianza Mono Titi, Pretoma, Fecop y otros; todo al servicio de los intereses de nuestra pequeña pero creciente comunidad. Gracias a los esfuerzos de la Cámara del Estudio de Viabilidad de un Servicio muy necesario de tratamiento de aguas residuales fue puesto en primer plano y es ahora una alta prioridad y más de $ 300K se recaudó para financiar este importante estudio. Como su Presidente, he trabajado incansablemente para seguir poniendo el área de Quepos "En el Mapa" mediante el uso de todos los contactos en mi arsenal personal para el buen uso y durante casi dos décadas, he invitado a Diputados, Embajadores y otros Funcionarios Diplomáticos, antiguos y actuales Políticos Nacionales e Internacionales, los Candidatos Presidenciales
Potenciales, Gabinete Ministros y Viceministros, Celebridades, Medios de Comunicación Nacionales e Internacionales, responsables de la aplicación de la ley de las agencias nacionales e internacionales, Los Alcaldes, Vicealcaldes y Concejeros de otras ciudades, Contactos SCI (Ciudades Hermanas), Inversionistas Potenciales y otros . Una mirada actual y anterior al Boletín Anual de la Cámara lo demostrará y le dará una idea de lo ocupados que hemos estado tratando de llevar nuestro Cantón en el nuevo siglo. Nuestros trabajos no están completados de ninguna manera. Hay muchos más retos que aún quedan por delante como el verdadero pero equilibrado desarrollo de nuestro querido cantón que apenas ha comenzado, especialmente en la Zona Americana , que pertenece al pueblo de Quepos. Decenas de proyectos están en los libros y necesitamos una Cámara fuerte, una Junta Directiva fuerte, un Presidente fuerte de la Cámara y sobre todo un fuerte Alcalde y un eficaz Presidente del Concejo Municipal para ver estos planes y que no salgan corriendo de miedo cuando se enfrenten a la controversia. Ninguno de nosotros está tratando de ganar un concurso de popularidad. Juntos hemos logrado controlar la corrupción a pesar de
algunas represalias pero todavía estamos de pie y hemos luchado sin descanso por lo que creemos que es justo y equitativo. Muchos de nuestros adversarios "chocaron contra la pared", incluyendo un alcalde, un jefe de la Policía Municipal y muchos otros, gracias en gran medida a la participación directa de su Cámara. Varios están gastando tiempo en la cárcel y otros seguirán. Mientras yo sea su Presidente voy a seguir luchando por sus intereses lo mejor que se pueda humanamente hablando. No es mi ego el que me dirige, sino un fuerte sentido de propósito y la convicción de que se nos ha puesto en este mundo por una razón mucho más grande que la que nosotros mismos impulsamos.

President’s Report : A strictly Personal Perspective At the end of April several of us will be leaving the Board and as President I truly have appreciated your support and the support of our Board (which now is also represented in key board positions in CANATUR and ACOPROT) and the membership. I think together we have made a difference. By working closely with the Municipality and Central Government in San Jose our area has become the #1 destination in Costa Rica and is finally rebounding from the serious economic malaise that started in 2008 and 2009. With more than 350.000 expected visitors to Manuel Antonio National Park this year (now rated the 11th “Most Beautiful Park in the World” according to Forbes Magazine) and the new $170M Marina Pez Vela Project entering its second phase, our future looks brighter than ever. Crime rates are at an all time low and we have made enormous improvements within our local law enforcement organizations. The Fuerza Publica, the Policia Turistica, the O.I.J have made significant improvements in both manpower and equipment and are working closely with the local Justice Department and the Flagrancy Court in Puntarenas bringing about a sharp reduction in violent crime and home invasions. The Security Committee of your Chamber has worked very hard to help bring about these changes through regular scheduled working sessions with local law enforcement and the various Law Enforcement Ministries in San Jose. By working closely with the Municipality and Transportation Ministry in San Jose the Chamber Development SubCommittee managed to get approval for the expansion of the La Managua Airport so it will be able to accommodate much larger airplanes in the very near future. These new and expanded airport facilities
together with the new Marina will being many more employment opportunities to our area and will provide for many high paying jobs which will help to increase the Per Capita Income significantly. As you know this has been my personal mandate from the first day I assumed the Presidency of the Chamber now almost 4 years ago. The Development Committee also arranged for top Banking officials to visit us and trying to accommodate much more flexible mortgage loans for our members. Our Tourism Committee with the help of the I.C.T funds has done an outstanding job and while not achieving all of its objectives managed to help significantly increase the number of tourists visiting our area which made us the #1 Destination in Costa Rica with some of the “Most Beautiful Beaches in All of Central America”. We made several trips abroad and visited Fort Lauderdale, Miami, Washington D.C., New York City and Los Angeles promoting the businesses of our members in the Hotel and Tour Industry.
The Education Committee of the Chamber continues to meet with INA and local MEP officials about locating on of their educational and training facilities in order to meet the demand of our new Marine Industry that will service the new Marina and their many highly specialized jobs and business opportunities. This Committee along with the Chamber Development Committee has come up with a series of financial recommendations on how to finance the construction of these and other governmental facilities.

Our Environmental Sub-Committees continue to meet and work with Manuel Antonio National Park officials, the MINAET, SINAC, the Marine Committee, and the Costa Rican Coast Guard and have aligned themselves with other local NGO’s such as Kids Saving the Rain Forest, PAWS, the Moni Titi Conservation Alliance, Pretoma, FECOP and others; all serving the interests of our small but rapidly growing community. Thanks to the efforts of Chamber the Feasibility Study of a much needed Quepos Water Sewage Treatment Facility was put on the front burner and is now a high priority and more then $300K was raised to finance this important study. As your President I have worked tirelessly to continue to put the Quepos area “On the Map” by using all the contacts in my personal arsenal to good use and for almost two decades I have invited congressmen, ambassadors & other diplomatic personnel, former and current national and international politicians, prospective presidential candidates, Cabinet Ministers & Vice Ministers, celebrities, national and international news media, national and international heads of law enforcement agencies, mayors, vice-mayors and councilmen of other cities, SCI contacts, potential investors and others. A look at our current and previous
years Chamber Newsletters will demonstrate and give you a glimpse how busy we have been trying to bring our Canton in the new Century. Our jobs are by no means done. Many more challenges still lie ahead as the true but balanced development of our beloved Canton has only just begun especially in the Zona Americana which belongs to the people of Quepos. Dozens of projects are on the books and we need a strong Chamber, a strong Board, a strong Chamber President and above all a strong Mayor and an effective City Council President to see these plans through and who do not run scared when confronting controversy. None of us are trying to win a popularity contest. Together we have managed to control corruption despite some reprisals but we are still standing and have tirelessly fought for what we think is fair and just. Many of our adversaries “bit the dust” including a Mayor, a Municipal Police Chief and numerous others, thanks in no small deal to the direct involvement of your Chamber. Several are spending time in jail and others will follow. As long as I am your President I will continue to fight for your interests the best I humanly can. It is not my ego that drives me but a strong sense of purpose and a
conviction that we have been put on this Earth for a much larger reason then ourselves.

"Aguirre es tercero en Costa Rica en el Manejo de los Residuos" En los últimos años el cantón de Aguirre ha venido tomando acciones para mejorar el Manejo de los Residuos Sólidos, dicha acciones han tenido frutos que se ven reflejados en la publicación que realiza cada año La Nación sobre el Manejo de los Residuos en Costa Rica ¿Diay Jacinto?, en donde señala el ranking de las diferentes provincias y sus cantones con relación al Manejo delos mismos. Para realizar este ranking toman en cuenta una serie de elementos entre los que están: requerimientos básicos, que involucra el Plan de Manejo de los Residuos Sólidos, el reglamento municipal para la gestión de los residuos sólidos, entre otros. Recolección que abarca la recolección separada y reciclaje, prestación del servicio de residuos sólidos y centros de acopio. Registro de datos, comprende el control de estadísticas propias
del peso y composición de los residuos reciclables que se recuperan y de la “basura” revuelta con residuos recuperables que se recoge y finalmente la educación que encierra los programas educativos propios sobre la gestión integral de residuos sólidos y el tipo de capacitaciones que se realizan. La provincia de Puntarenas ocupa según la tabla de Ranking Nacional el cuarto lugar en Manejo de los Residuos sólidos con una composición a lo interno de la siguiente forma: el primer lugar lo ocupa el Cantón de Coto Brus con 95.7%, segundo lugar el cantón de Aguirre con 94.7% y tercer lugar el cantón de Osa con 89.4%. A nivel de Ranking por cantón Aguirre ocupa el tercer lugar compartiéndolo con Montes de Oca, ambos con un porcentaje de 94.7%

"Aguirre is third in Waste Disposal Management" In recent years the canton of Aguirre has been taking actions to improve the management of solid waste , such actions have results that are reflected in the publication that takes place every year on the Nation 's Waste Management in Costa Rica ¿ Diay Jacinto ? , where indicates the ranking of the different provinces and cantons related to the management models between themselves. To perform this ranking they take into account a number of elements which are basic requirements, such as The Solid Waste Disposal Plan, municipal regulations for the management of solid waste, among others. .Recollection that includes separate collection and recycling, service and solid waste collection centers. Data registration that includes the statistics control and composition of the weight of recyclable waste and re-
covering from the "junk" mixed with recovered waste is collected and finally the education that involves own educational programs on the management of solid waste and the type of trainings taking place . The province of Puntarenas takes fourth place in the National Ranking Table in the Solid Waste Management with the internal composition as follows: the first place is the canton of Coto Brus with 95.7%, second canton of Aguirre with 94.7% and third place is the canton of Osa with 89.4%. At the level ranking per cantons, Aguirre takes the third place sharing with Montes de Oca, both with a percentage of 94.7% Let´s remember that the solid waste management is everyone's

EQUIPO ESPECIAL DE BUCEO COMPLETA SU FORMACIÓN EN LA CERTIFICACIÓN PADI DE RESCATE ACUÁTICO.
H
emos completado el curso de certificación PADI de Rescate Acuático el pasado jueves 20 de marzo por la tarde. El curso se extendió a un total de 4,5 días a fin de dar cabida a algunos de los requisitos de programación. En general, el curso fue un gran éxito. Emití el equipo adicional adquirido con fondos de SCI (Ciudades Hermanas) a los Guardacostas y buzos individuales durante el curso. El dinero adquirido se utilizó en equipos de búsqueda básica, como carretes de línea de buceo, boyas marcadoras, equipo de seguridad, incluyendo los marcadores de flotador de seguridad, silbatos y luces. También se compraron kits y herramientas de reparación y mantenimiento, buceador, equipo y libros de registro de equipos SCBA para botella de buceo llenando adaptadores, así como los materiales del curso para la parte de Primeros Auxilios Médicos. Una parte de los fondos se utilizaron para los gastos de las certificaciones con PADI y la posterior emisión de tarjetas de certificación para los buceadores. Cabe destacar la aparición de un nuevo compresor portátil que proviene de los Guardacostas. Esta valiosa pieza de equipo señala el advenimiento de una mayor autosuficiencia por parte del equipo. Se han hecho grandes progresos en la última semana. También hay que resaltar la adición de 8 oficiales de guardacostas que reciben formación básica de buzo a través de
un esfuerzo de cooperación del I.N.A. Estos buzos están pensados como siguientes en el personal para lograr la meta de 20 buzos que se asignarán cuando sea necesario en todo el país en 2015. El siguiente paso es el de organizar más formación específica aplicación de la ley para el equipo original con los instructores de los estados. Los Guardacostas están particularmente interesados en el aumento de la seguridad en los puertos en Caldera y Limón / Moín. Ellos quieren que el equipo pueda lograr la capacidad de realizar búsquedas de casco en el tráfico de buques que utilicen estas instalaciones. Esta es una habilidad muy especializada entre los equipos de seguridad pública y que se pondrá en contacto en breve para obtener ayuda. Capitán Scott Ferguson

SPECIAL DIVE TEAM COMPLETES THEIR TRAINING ON THE PADI RESCUE DIVER CERTIFICATION
W
e have completed the PADI Rescue diver certification course as of last Thursday March 20th in the afternoon. The course was extended to the total of 4.5 days in order to accommodate some scheduling requirements. Overall the course was a great success. I issued the additional equipment purchased with SCI funds to the Coast Guard and individual divers during the course. The money purchased basic search equipment such as dive line reels, marker bouys, safety equipment including safety float markers, whistles and lights. Also purchased were repair and maintenance kits and tools, diver, team and equipment logbooks SCBA to scuba tank filling adapters as well as course materials for the Medic First Aid portion of the course. A portion of the funds is being used for the costs of certifications with PADI and subsequent issue of certification cards to the divers. Of note is the appearance of a brand new dedicated portable scuba compressor sourced by the Coast Guard. This piece of valuable equipment signals the advent of increased self sufficiency on the part of the team. Great progress has been made in the past week. Also of note is the addition of
8 Coast Guard personnel receiving basic diver training through a cooperative effort with the trade school INA. These divers are intended as follow on personnel to achieve the goal of 20 divers to be assigned where needed throughout the country by 2015. The next step is to arrange more law enforcement specific training for the original team using instructors from the states. The Coast Guard is particularly interested in augmenting security at the ports in Cardera and Limon/Moin. They want the team to achieve the capability to perform hull searches on shipping traffic using these facilities. This is a very specialized skill among public safety teams and we will be reaching out shortly for assistance. Capt. Scott Ferguson

La Comisión Especial de Seguridad de la Cámara hace un llamado a las autoridades Este pasado Martes 25 de Marzo, la Cámara se reunió con las diferentes autoridades: Fuerza Pública, Ministerio de Salud, Policía de Tránsito, Policía Turística, Migración y Extranjería, Capitanía de Puerto, OIJ, Guardacostas, Parque Nacional Manuel Antonio, Marina Pez Vela, Directivos de la Junta de la Cámara, Cruz Roja entre otros para definir en conjunto un plan de acción de seguridad para el Torneo Internacional de Pesca que se llevará a cabo del 6 al 11 de Abril y también para ver los operativos a realizarse para Semana Santa de parte de cada una de las instituciones.
This past Tuesday, March 25th, the Chamber met with the various authorities: Fuerza Pública, Ministry of Health, Traffic Police, Tourist Police, Immigration, Port Captain, OIJ, Coast Guard, Manuel Antonio National Park, Marina Pez Vela , members of the Security Committee , Red Cross and others to define together an action plan for security for the International Fishing Tournament that will be held from 6 to 11 April and also to see the operating plan of each institution for Easter Week .

La Cámara se reúne por segunda vez con el Subgerente del Banco de Costa Rica para seguimiento. El pasado 7 de Marzo se reúne el Subgerente del Banco de Costa Rica, el Sr. Guillermo Quesada con miembros de la Cámara para darle seguimiento a su participación dentro de la Asociación. El Banco se comprometió a revisar las condiciones de crédito que tenían los presentes para mejorar las condiciones de ser posible.
Coordinamos una reunión para Abril para hablar sobre Marca destino y la promoción de Quepos como un destino de turismo médico.
The Chamber meets for the second time with the Assistant General Manager of Banco Costa Rica to try to help resolve local mortgage issues . On March 7th, the Deputy Manager of the Bank of Costa Rica, Mr. Guillermo Quesada met with members of the Chamber to follow up on their participation in the Association. The Bank made the commitment to review the credit terms the presents had to improve these conditions if possible.
They coordinated a meeting for April to discuss Brand promotion and promotion of Quepos as a medical tourism destination.
