***************** Call to Order – Susan Giannettino Chair Susan Giannettino called the Boise State Public Radio Community Advisory Board (CAB) meeting to order at 6:07 p.m.

Approval of June 2012 Meeting Minutes – Susan Giannettino No discussion of minutes.

Motion: Dede Ryan made a motion to approve the minutes as presented; seconded by Michael Zuzel. The motion was passed unanimously.

CAB Nominations – Mary Reiman Presentation of Slate of Candidates: The committee (Mary Reiman, Emily Walton, Cornelia Sprung) reviewed the nominations that were provided for replacement CAB members. The nominations included Erin Duran (nominated by Emily Walton), Shikhar Sarin (nominated by John Hess), and David Lombardi (nominated by John Hess). The committee recommends that the Board appoint all three nominees.

Motion: Micah Austin made a motion to appoint Erin Duran, Shikhar Sarin, and David Lombardi as new members to the Board; seconded by Dede Ryan. The motion was passed unanimously.

Orientation Session for New Members: Orientation for new members will take place in November.

John Hess will contact the new members and work on arranging a date that everyone can attend. As soon as the date is set, John will let the Executive Committee know. All Board members will be invited and encouraged to attend the orientation.

Nomination Process Discussion: Camille Oldenburg suggested that in the future we may consider using a recruiter to assist us with finding new members. It was noted that it is important to have geographic diversity on the Board and work toward keeping members engaged without them having to physically attend meetings (that is, drive in to Boise); so far, that as proven to be challenging. The group discussed 1|Page

several instances where teleconferencing did not work as intended and felt that looking into other meeting management tools (i.e. Skype) may be beneficial in the future. Mary Reiman reminded the group that there will be at least four positions that will need to be replaced next year.

Student Representatives to the Board – Susan Giannettino The group discussed the Student Representatives section of the bylaws and the requirement of having at least one student member that serves a one-year term. The group discussed the value of having a student versus just a young person as a member and the fact that a one-year term is somewhat limiting when Board members serve three-year terms. The group discussed the benefit of definitely having a young person; several members also noted how valuable it is for a student in particular to be a part of the group. There was also discussion about how we recruit students. Frank Zang has helped in the past by speaking with professors in the Communications Department about the opening and getting suggestions for students who may be interested. Shelby Zepeda, currently a student employee at Boise State Public Radio, has been nominated for this position.

Motion: Dede Ryan made a motion to approve the appointment of Shelby Zepeda as the student representative on the Community Advisory Board; seconded by Kristin Martin. The motion was passed unanimously.

The group discussed the bylaws and how changes can be made to them. Janice Fulkerson had previously offered to look at them and make suggestions, but she is no longer with the group.

Paula Brown-Sinclair offered to write an amendment to the Student Representatives section of the bylaws and be sure that the Board has a draft for review prior to the December meeting. Further discussion of the bylaws will occur at December’s meeting.

The other students currently working for Boise State Public Radio will be given the option to be a second student representative. It was also suggested that the students and new Board members be matched up with a mentor from the Board.

Task Force Updates – Susan Giannettino Strategic (John Hess): We are in the middle year of our current strategic plan. With all the changes that have and are taking place, we are working on development of the FY14-16 plan. John sent a proposal to the Executive Committee outlining a plan to have Dave Edwards come out and help us develop the new plan going forward. He will likely come out for two 2-day sessions (late November and February). John expects to have a draft of the new plan by March and would like to have as much Board involvement as possible due to the tenuous situation regarding federal funding. John will be attending the Super Regional Public Radio conference in New Orleans next month and a major topic there will be the loss of federal funding.

Programming (Kristin Mathews): For anyone who has not completed the form that Kristin sent out, please do so as soon as possible. Please note that the three people you are being asked to note on the form will not get put into the national database until someone has spoken to them specifically regarding it. The group will be meeting between now and the December meeting. Sadie and Paul are working on a community engagement event that will take place in late November. They will be finalizing the details after the election is over.

Advocacy (Emily Walton): Some leadership changes have occurred in the group and now Emily will be leading. The group has developed three ideas: 1-Locate people in communities that would be willing to 2|Page

write a ghost editorial regarding Public Radio. 2-Promote the StateImpact news source with the State legislators. 3-Write thank you notes and place calls to donors at a certain level. This group will meet before the December meeting.

Sustainability (Kelly Palmer): Kelly has put together an internal task force. The group is working on an audio tour of the studio facilities. Erik Jones will be the tour guide and at various points those touring the facility will be able to hear audio pieces from different staff members. The tours will take place during the lunch hour and the idea is to convey the essence of what Public Radio does. There will also be a mock interview that will be produced on the spot during the tours and played on air. Kelly also showed the group the poster with comparison photos of our current facility and what our new facility is proposed to look like. Feedback was that the old studio looks nicer and more spacious than it is.

Kelly would like to bring everyone’s list of names that were generated at the April retreat to the December meeting. She would like everyone to write brief handwritten thank you notes that can be included in the year-end mailing for each person. Kelly will also be sending out bi-weekly thank you notes to donors. The “roadshow” presentation has also been updated. If any members would like to get involved and present on a topic, please email Kelly. She will be sending the presentation out to all Board members.

Programming Update – John Hess Update and Feedback on Programming Changes: We do not have any numbers regarding the changes yet; however, we have received several positive comments.

Review of Radio Research Corporation (RRC) Audience Survey Numbers: John showed the group the RRC listing and KBSX is 30th within a list of 600+ (first time we have been in the top 30). The numbers indicate we have about 10 percent of the market. This status also makes a positive impact on fundraising and underwriting.

General Manager’s Report – John Hess Report on Congressional Visits: John met with representatives from both Simpson and Crapo’s offices.

Both were good meetings; however, both were non-committal about continued federal funding. He showed the group the breakdown of the federal funding we receive and the actual cost to replace funds for KBSU would total approximately $334,212 and an additional $397,175 for KBSW. The group discussion noted that the federal funding for Public Media is actually only one 100th of one percent of the total federal budget.

Update on Broadcast Center: John showed the group the original plans that were drawn up by the selected state approved architect. After some concerns about acoustic problems in the studios, etc., an outside consultant, Peter Bloomfield, was brought in because he has significant experience and knowledge building studios and the plan was completely redrawn. John then showed the group the tentative new layout and walked through each area.

Update on Marketing Strategies and BSPR Events/Activities: With all the changes taking place, positions are changing and new ones are being created to meet our needs. Adrienne Zachary’s position will be changing to focus more on outreach events. She will now report to Larry Newton and we will be increasing our outreach events from approximately four per year to twenty. There will be six to eight community engagement events, approximately six development events, and approximately five station events. We would like to engage more with non-listeners.

Our Science Friday event with Ira Flatow was a huge success. We sold out tickets within one week and over three million people listened to the broadcast. We would like to do more of these events here.

Adjourn – Susan Giannettino Dede Ryan announced to the Board that she will be leaving her position as executive director of The Cabin.

Paula Brown-Sinclair asked that the reprinted program schedule be distributed to CAB members so members can distribute in their communities and within their spheres of influence (for example, every attendee at the Twin Falls symphony gets a copy).

The next Community Advisory Board meeting will take place on December 6, 2012.
