Happy New Year Henfield!

A huge thank you for reading and supporting BN5 during 2022, we’re really looking forward to bringing you all the events and news in 2023. Thanks also for using our new website, we hope you’re finding it useful.

Our January issue of BN5 carries some lovely stories about our Henfield clubs and groups, it was great to hear from Henfield Football Club youth teams as well as the Cubs and Scouts, all doing great work in the village.

If you’re looking forward to a new, healthier start in 2023, we have an article from Matt Chard, Get Fit Trainer, who is celebrating 10 years as a personal trainer in Henfield. We also hear about the next round of Weight Off Workshops, which are a completely free incentive to kick-start your health regime.

Our cover shows the latest fun production from Henfield Theatre Company; this lovely musical involves some talented performances from the youth arm of HTC and will really add some sparkle to the January evenings. Don’t miss your tickets, they’re likely to sell very quickly.

A Serendipitous Find: Henfield Church, 1820

One Friday this September past, a man entered the Shrewsbury Ark charity shop in Shropshire. Amidst the assortment, a certain print of a rural scene in a distant county caught his eye - and a sale was made. The print in question was labelled ‘Henfield Church, Sussex’ and dated 1820, with the as yet unidentified creator’s initials of ‘MS’. The finder got in touch and as images of the church of this early a date are rare, the Friends of Henfield Museum subsequently agreed to purchase the image for the museum collection.

The church is seen in its older state prior to William Borrer’s addition of the 1830s and Nathaniel Woodard’s rebuild project of 1870. A figure with what is up close a slightly forlorn expression reclines in the foreground. The two mature trees it would seem are unlikely to remain. As can also be seen, at this date, the view to St. Peter’s from the west side of the High Street remained open as it had for over a millennium before this point. The brick terrace on land owned by Borrer came within the decade, with a few other buildings going up later in the 19th century and then many of the modern buildings finally completely obscuring this view from the 1960s onwards.

Our thanks go to the finder Paul Mckenna for flagging up his discovery to us. The engraving is now on show in the museum.

Charities Christmas Fair Thank You

Thank you to everyone who came along to The Henfield Hall on 12 November to support the return of the Charities Christmas Fair. There was an exciting range of goods for sale so many visitors went home with laden baskets but most importantly, the Fair raised much needed funds totalling £7,125 for the participating charities. Thank you Henfield for your generosity.

Henfield Year of Young People

Henfield Parish Council has selected 2023 to be the Year of Young People in Henfield. We have

and many others, written in the 19th century by the Danish author Hans Christian Andersen, have sparked many young imaginations. Many of us have also seen the film, starring Danny Kaye as Hans.

This January, Henfield Theatre Company’s musical production is full of these well-known stories and is being brought to the stage in Henfield, appealing to parents and children alike. The story tells of Hans, a humble cobbler, who travels from his hometown Odense to seek his fortune in ‘Wonderful, Wonderful Copenhagen’, where he is joined in song by the welcoming crowd.

Hans becomes renowned as a cobbler but has even more success as a storyteller. Wherever

Hans goes, children follow, and his story of The Ugly Duckling inspires a small boy, teased because of his appearance, to gain in confidence. The ballet tells of The Little Mermaid who dreams of becoming human when she falls in love with a Prince. Hans, now a successful author, returns to Odense and the show ends with the rousing retelling of The Emperor’s New Clothes.

Presented at The Henfield Hall on 12th, 13th and 14th January 2023 at 7.30pm, with a matinee at 2.30pm on Saturday 14th, the musical is directed by Susanna Seaford, with Musical Director Jane Haines and a live orchestra. Energy Crisis - Can we do Better?

On Friday 6 January 2023 from 7.30pm, guest speaker Derek Lickorish, MBE, National Energy Spokesperson (Chairman of a national energy provider and champion of fuel poor) will be speaking at a free and informative evening for practical advice and ideas on how we can all respond to the energy crisis. The doors will open at 7pm for light refreshments and all are welcome.

Christmas Fair raises funds for charity

The Christmas fair hosted by the Henfield Weekly Market on 27 November was a great success. Santa welcomed many happy children to his Grotto where they were each given a handwrapped Christmas present. Food was available throughout and the proceeds, which amounted to a fantastic £500, will be donated to local charities. We’d like to thank all those who’ve been loyal supporters of the Weekly Market throughout the year, helping us go from strength to strength. We wish every one of you a happy and healthy New Year!

Save money and reduce food waste

UK households waste 6.5 million tonnes of food every year. By being clever with our menu choices for the week, savvy storage ideas and using up leftovers, the average family of four can save £60 a month (or £720 a year) by reducing the amount of food they throw away. As Winter sets in and the cost-of-living crisis worsens, these top tips to save food waste and money could be just what we need.

Plan meals in advance and get creative with using up ingredients; On www.bbcgoodfood. com you can search by ingredients to select a recipe and lovefoodhatewaste.com have leftover food recipes. Portion control is a good way to reduce food waste and your waistline; using a portion planner will help you cook just the right amount of food. Britons throw away almost half a million tonnes of fresh vegetables and salad and a quarter of a million tonnes of fresh fruit a year; Buy what you need and look to buy fruit and vegetables loose.

Your fridge temperature should be below 5c as this will keep your food fresher for longer; Putting open packets whether its cheese or a pot of coleslaw in an airtight container, will help it last longer. If you’re not ready to eat your leftovers or not able to eat your food by its ’use by date’, put it in the freezer to eat at a later date. Best Before dates are a recommendation and products can be eaten past the date, just have a look at the product or take a sniff test before eating.

The Henfield Hall Annual Quiz

We are delighted to report that the Hall Quiz this year made a profit of approximately £1,600. Thank you to all who came and supported this annual fund-raising event for the Hall which is a self-funding charity, we greatly appreciate any help with funds and the regular users who support the Hall. Next year’s Quiz will be on Friday 17 November 2023 with Paul Samrah as Quiz Master again.

Henfield Bump to Baby Plus – What’s New?

Our next four-week Antenatal Course starts on Monday 16 January, 7 to 9pm. It’s open to anyone who is 28 or more weeks into their pregnancy. Partners are welcome. We ask for a £20 donation to cover expenses, if this is a problem, please have a word with us. The course is run by an experienced midwife, is comprehensive and knowledge based and you’ll have her support after the course! Our aim is to form friendships too. The NHS offers a day course but even if you are attending this, consider coming along to ours too! If your baby is not due till later, contact us for future dates.

For parents and young babies our Postnatal Drop-in runs on Tuesdays, 9.30-11.30am at Sharky’s and we reopen on 10 January. There’s a charge of £1 to help cover expenses. It’s the place to make new friends, have the opportunity to have your baby weighed and speak to volunteers with useful experience.

For parents, older babies and toddlers, Messy Monkeys Playgroup runs on Mondays, 1011.15am. This group is already proving to be very popular and there is no need to pre-book. The cost is £3 per week per child and we reopen on 9 January.

Are you missing out on Pension Credit payments?

According to government estimates, almost 1 million pensioners may be unaware that they are entitled to Pension Credit. You may qualify for Pension Credit even if you have savings or own your home. If you are over state retirement age and on a low income, it is definitely worth checking your entitlement.

Business Skills Programme Launched in Horsham District

Last month Horsham District Council launched its 2023 Business Training Programme offering opportunities for all local small businesses to access a fantastic range of free workshops that can help them make their businesses more successful.

The Council is also promoting participation in the West Sussex Business Hub, a new focal point for online upskilling and networking for independent businesses across the County.

New courses start in January 2023 and will be delivered by a consortium of locally based business experts using a blend of online and in-person formats as appropriate to the topic. All of the courses will be easy to access, alongside an expanding range of local business support resources, via a new West Sussex Business Hub.

Places are limited so Interested businesses are urged to find out more now via www.horsham. gov.uk/btp and book online. Topics to be covered in 2023 include: Business management, Business marketing, Markets and Local produce.

Henfield Computer Club

We’ll be back on 11 January from 10am-12pm in the Garden Room, Henfield Hall. The charge is £2 per week to members with a yearly membership fee of £5 and guests and guests £3 on the door. Remember you now have to renew your membership! You are welcome to attend any week for help and advice and will be automatically notified of planned events.

Our next presentation on 18 January is ‘A Simple Guide through the Age of Computing’. This will cover: Computer science basics; How technology has developed; How data is stored; Basic understanding of the internet, www, sat nav and the cloud; Common terminology and jargon. Buccaneers and more – a follow up

You may remember our article in August BN5 (you can find a digital link the back-issue on our website, www.henfieldbn5.co.uk) about Digby Stephenson’s life as a pilot in the Royal Navy Fleet Air Arm.

Digby shot a series of short films on a Super8 video camera in the early 70’s from the cockpits of his Buccaneer (Ark Royal) and US Navy A6. Subsequently, they were spliced into a 30 minute film that was then transferred to Betamax, then to VHS, then to DVD and finally here online at youtu.be/6In73lLhkdA courtesy of Paul Crowe.

The full video shows various flying clips including launches and deck landings from HMS Ark Royal, air to air refuelling, low flying in Scotland (at about 550mph), practice bombing on a splash target, working with the US Navy teaching F4 pilots how to refuel and some shots of the Blue Angels practicing their routine in the California desert.

Pianist needed for Corpus Christi Church

We’re desperately seeking a confident pianist/ organist who is familiar with liturgical music to accompany a small and enthusiastic group of musicians and enhance the liturgy at our Sunday masses at 10am here at Corpus Christi Catholic Church in Henfield. The commitment would ideally be weekly on Sundays for a couple of hours and the position will be remunerated (you also don’t need to be Catholic!) If you’re interested, know anyone who

Brass Fusion Christmas for the Community concert

A huge thank you to Brass Fusion and their audience who braved the elements on Sunday 11 December, despite heavy snow and freezing conditions, to support the festive concert. Given the weather conditions, the event was very well supported.

Entry for the concert was a donation to Horsham District Food Bank (which Henfield Food Bank are part of) and Roger Bentley, Food Bank volunteer, later counted 200 donated items, a wonderful and very gratefully accepted total.

Thanks to everyone who donated and to Brass Fusion for their wonderful music and entertainment.

St Peter’s School collection for Food Bank

Henfield parents of children at St Peter’s School donated around 250 items of store cupboard food and toiletries to the Horsham District Food Bank for emergency food aid, much of which will be given to Henfield families.

Julia Cassidy, who has two children at the school, organised the collection and publicised it in the school newsletter. Parents were incredibly

Horsham motorists to benefit from more electric vehicle charge points

As a result of collaboration between Horsham District Council and West Sussex County Council, additional funds have been awarded to the West Sussex Charge-point Network to provide more electric vehicle (EV) charge-points for Horsham District residents who live in areas which have no off-street parking.

The funding, which is part of an overall £1.8 million funding programme awarded for West Sussex as a whole, will see more charge points being installed in car parks in Bramber, Henfield, Steyning and the Pavilions in the Park car park in Horsham.

The Council and West Sussex County Council, signed a contract last year with Connected Kerb, one of the country’s leading providers of EV charging infrastructure solutions, to install and maintain thousands of charging points. This is the largest-ever local authority roll-out of (EV) charging points in the UK.

The ground-breaking programme will transform EV provision locally, seeing thousands of chargepoints installed on streets and council-owned car parks, as well as in Parish Council and village hall car parks, which will help many drivers without off-street parking to go electric. The roll-out will take place over the next decade. The programme is fully funded by Connected Kerb, meaning zero cost to the Council.

Sussex Prairies Barn reaches shortlist for RIBA / Grand Designs House of the Year

Paul and Pauline McBride from Sussex Prairies were thrilled to see their beautiful barn reach the final four on the national House of the Year awards, televised on Channel 4’s Grand Designs. Local people watched with interest as the barn was featured on two shows. The Barn was narrowly pipped to the post for the main award by The Red House in Dorset.

The barn was designed by Sandy Rendel Architects and part of the ironwork crafted by Cranbrook Iron.

The Prairie Gardens are closed now for the winter, but will reopen 1st June, so please put a date in your diary to visit and see the award-winning barn and viewing tower as well as the beautiful gardens.

Congratulations to everyone involved, it was wonderful to see Henfield’s very own prairie gardens featuring on Grand Designs.

West Sussex Fire & Rescue Service

There is a free service that West Sussex Fire & Rescue Service offer our vulnerable residents called a Safe and Well visit. This is an opportunity for us to visit you in your homes and ensure that you have working smoke detection, are fire safe at home and have support with your health and wellbeing if requested.

All the equipment provided is free, such as smoke detectors, carbon monoxide alarms, blankets with retardant spray that can keep you safe if you are smoking in your homes and have dexterity issues that is causing you to drop your cigarettes/ ash onto your clothing or furniture/flooring. If you live alone and cannot hear your smoke detectors and do not have a care linked alarm we can also install deaf alarms for you.

We can discuss how to reduce the risk of fire in your home and support you with your health and wellbeing by referring or signposting you on to our partner agencies for further advice. With the increase of heating/fuel prices we can advise with regard to heating your home safely and the dangers of using old heaters and candles etc.

Cost of Living Advice Update

Since our meeting on the Cost of Living Crisis in November, small groups of local volunteers have been working on some initiatives which we hope will support our whole community through the winter. We are keeping in touch with each-other to try to avoid any unnecessary duplication. Here are some details of what is now available or is coming soon.

Warm Spaces with a Warm Welcome:

During the week there are places Henfield where anyone can go at times when you don’t want to turn your heating on. These are mainly available in daytimes and include Henfield Library which is registered as an official ‘Warm Space’ and is open 10-5pm Monday to Saturday. To supplement this we have two new options: Sunday Warm Room at Corpus Christi: The Catholic Church are opening up their Church Hall on four Sunday afternoons in January as a welcoming space for all. (8th with additional Present Swap; 15th with a Clothes Swap; 22nd with a Book Swap and 29th January with Puzzles and Games, all dates between 12pm and 4pm) We hope many local people will give this a try; it could become a lovely social hub and you can turn off your home heating while your are there and save some money!

‘Wednesday ‘Coffee Cake and Wi-Fi’ at Red Oaks: 11am-4pm starting from 5th Jan 2023. Just come along to Red Oaks reception and a warm welcome awaits. No need to book ahead. ‘Don’t Dine Alone’ on Fridays at Red Oaks: Can you offer lunchtime companionship to an older resident – and in return be given a free dinner in a warm place? EVERY Friday between 1-2.30pm. Please call Red Oaks at 01273 493043 to book up.

Our wonderful Henfield Food Bank in conjunction with Horsham District Food Bank continues to go from strength to strength and there may soon be some new drop off points in the village for your donations. Currently, you can donate in Budgens or at St Peter’s Church. Please call 0300 124 0204 if you need some help.

Towards a Henfield Community Fridge – Finding a way to save food waste is another project local people are working on. We will be looking to find regular volunteers for this so do e-mail us if you can spare an hour or two per week to collect surplus food from stores or help run the project. Home Energy Saving: All of us might benefit from learning more about the best ways to save money on heating and through insulating our homes. Sustainable Henfield are setting up a public meeting with a national energy expert on Friday 6th January in Henfield Hall at 7.30pm.

Be Prepared

Finally, although the latest advice is that rolling power cuts are ‘unlikely’ this winter, it’s always good to be prepared, just in case. You may be eligible to be on the ‘priority services register’ – if you are of state pension age, are disabled or have a long term condition, are pregnant or have young children; the list is extensive. Think of the practical ways to prepare, for example; make sure that you have working torches and spare batteries; make sure a first aid kit is easily accessible and well stocked; keep your mobile phone charged (as well as any power banks to extend battery life).

If you have a stair lift or equipment for your health or mobility, does it work without power? If not, discuss this with your energy provider if it’s not possible to make alternative plans. Have warm clothing accessible in your home to wear indoors, including hats and gloves. Look out for your neighbours, and don’t be ashamed to ask for help if you need it yourself.

Christmas Magic

What a fabulous evening! Henfield always pulls out all the stops when it comes to the Henfield High Street Shopping evening and 2022 was no exception.

The High Street looked beautiful with lots of festive shop and business windows as well as the High Street Lights and the enormous Christmas tree (thank you to Jeremy’s for donating it, Hawthorn vets for the electricity and Southdown Truck and Crane for helping lift it into place).

Many of our wonderful shops and businesses were open late offering treats and activities to celebrate the beginning of the festive season and even Father Christmas made time in to call in with his sleigh and reindeer and make a note of gift ideas!

With jugglers, musicians, carol-singers, fairground rides, a fancy dress competition and craft activities there were plenty of activities to keep children occupied up and down the High Street

and lots of people took advantage of the late night opening to make a start on their Christmas shopping. There was a wealth of delicious festive food and drink available all evening ensuring that everyone was warm and fed. At Marcus Grimes they raised £150 for the Henfield Haven selling their legendary candy-floss!

A huge thank you to those who worked so hard to create the festive magic at the Henfield Christmas evening. As always there are too many individuals to mention, but particular thanks go to both Fiona and Rob Ayres who led the organisation of the evening, the local shops who created a lovely atmosphere and the BP Guild who organising the village Christmas tree as well as Henfield Youth Club for looking after Father Christmas on the evening. Also a big thank you to all those who came out in force to enjoy the evening and support our local businesses!

is a very special year for Matt Chard, it marks an important milestone for him and many of his customers as he celebrates 10 years of sweat and hard work this month!

Matt set up Get Fit Trainer back in 2013 alongside business partner Natasha Weber, initially working as a mobile PT then at a new studio behind South Down Galleries. They carefully established a loyal group of customers who loved their positive approach and flourished under their guidance.

Matt and Natasha went their separate ways very amicably and Matt continued the Get Fit tradition, later moving to his bespoke gym in Brick Lane and pushing forward with his very popular boot camps on Henfield Common. In between, he married his partner Rachel and they now have 4-year-old Theodore and one-year-old Lowenna as a rather busy and lovely addition to the routine!

Matt’s approach is always very open and friendly, his customers are completely varied, they could be someone recently retired in their 60s who has never done any formal exercise, to someone who is fitting exercise into a busy family schedule.

There is no one formula for all, just a partnership which is built to encourage, guide, challenge and always laugh, because his priority for sustained fitness is that it needs to be enjoyable.

Matt sometimes sets up beginner’s classes, only to find that friendships are formed, good habits are made and the exercise routines continue

with that same group. He has one small group of friends who met at Get Fit when he started 10 years ago, and he’s still training them every week. Being a small studio is a huge advantage, the training is completely specialist; one day you may be boxing, or lifting weights, or on the treadmill or ski erg; it’s made to fit the customer and fits in around their busy lifestyle.

We asked Matt what the most satisfying part of his job is. He said it’s when he gets the happy message from a customer one morning to say “It’s working” – and he can reply; “I told you it would”!

Matt is celebrating 10 years in Henfield by fundraising for Henfield Youth Facilities, a new initiative by Henfield Parish Council. Watch this space for his event in the planning, but we know so far it’ll be 10 different and slightly painful challenges for Matt (and he’s hoping a few of his customers will join him as they nominate the challenge). You may remember his successful Burpee Challenge two years ago, well, this will be similar but x10!

Get moving with friends!

Exercise is much more fun when it’s social. Walking, cycling, gym, classes; anything that gets you moving. Enjoy with friends or make new friends when you join a class and they’ll help to keep you motivated.

Reduce processed foods

Limit the processed foods you consume, anything that’s freshly prepared is much better for your health and body function. Processed foods can have hidden salt and sugar so try to limit them.

Drink more water

Not many of us drink as much as we need, men should drink 2.3 litres a day and women 2.1. Drinking water rather than sugary drinks, alcohol or stimulants helps aid digestion and fat burning.

Switch off the screens every now & then Spend at least one hour screen free before bed. You’ll sleep better and avoiding social media will really, really help you to sleep more peacefully.

Make sleep your mission

You can tackle the day in a more positive frame of mind when you’ve had a good nights sleep! Your body needs at least 7 hours for optimum health so don’t cut sleep short. A good bedtime routine in a cool room will help you to catch the zzzz…

Add some weights to your routine

You may already have a great exercise routine but it’s easy to fall into the ‘cardio only’ trap. Better muscle mass helps the body to support joints, weight bearing exercise also increases bone-density and helps to reduce osteoporosis.

Avoid snacking

Take the time to treat yourself to wellbalanced meals instead of snacking. This helps to reduce cravings and level your insulin too.

Keep it colourful

Avoid beige food, think rainbow when you plan! Substituting some bright green, red, orange and yellow fruit and vegetables and keeping the pasta and potato portion smaller is a simple nutritional fix.

Adapt the way you breathe

Did you know that nasal breathing is actually much healthier? It increases the amount of oxygen in your blood and means you can avoid allergens and dust. Try it, especially during exercise (breathing in through your nose and out through your mouth) and see the difference!

Join a local club, preferably outdoors!

Getting outside in the fresh air is tough through the winter months but it really is worth it. Henfield is full of amazingly friendly groups like Henfield Joggers, Tennis Club, even the Conservation group can help to keep you active – there’s something for everyone. The fresh, colder air will help to combat the winter blues too.

More than a Football Club

Players across Henfield Football Club’s youth teams helped to post smiles on the faces of lots of elderly people across our local community, with the hundreds of Christmas cards and decorated jars they made for them for Christmas.

The children, aged between five to 13, enjoyed making and writing around 500 cards as part of the club’s ‘Score Some Smiles’ campaign, now in its third year, which were distributed to around 230 local people.

Many players spent lots of time writing or making cards, that were tailored to the recipient’s particular interest or crafting cards. They also enjoyed making ‘jolly jars’ at a craft afternoon organised by the club, which were filled with treats for gifts.

The cards and gifts were delivered the week before Christmas by members of the Club’s youth teams to recipients including residents at Red Oaks, Upper Mead and Terry’s Cross care homes, people living in sheltered accommodation, attendees of The Haven and clients of Henfield Home Checks.

The Club fundraised for this community Christmas campaign through a ‘Big Festive Prize Draw’, which was supported with prizes by many local businesses and players’ parents, and activities at the village Christmas shopping night.

Money raised was also donated to the Henfield Food Bank which is part of Horsham District Food Bank, to help support families in Henfield.

Joe Penfold, co-chair of Henfield Football Club, said: “We have once again been delighted by the response from our youth players to our ‘Score Some Smiles’ campaign. It was fantastic to see so many players making and writing cards and ‘jolly jars’ to help bring some festive cheer to elderly people in our village.”

He adds: “We are also really pleased to have been able to make a big donation to the food bank to help people in the Henfield community and are very grateful to all the wonderful local businesses and people who supported our fundraising efforts to help make this happen.”

On 7 September 2022, 1st Henfield Scout Group hosted its annual awards night, to celebrate the achievements of our young people and recognise the service of our leaders. This was particularly special as Covid has prevented us from being able to hold this event for over two years. The evening saw 18 members receive awards along with leaders and members of our committee. A big well done to you all! The evening was hosted by our outgoing Group Scout Leader, Mark Williams, who along with

some fellow committee members compered the entire event. A special thanks to Gavin Wright for his on-stage support and our parents, who together organised the refreshments, took photographs and helped to set up and pack away.

In March 2022, Mark Williams stepped down as Arun Cub Leader (to some, known as Akela) after 10 glorious years. Mark will still be active in the group but, as his own children have now grown up and left scouting, it is time that a new volunteer step forward. 1st Henfield Scouts thanks Mark for all the years of dedication and hard work which included many weekends away and the weekly planning and execution to keep the children entertained and, more importantly, prepared for everyday life skills ahead.

The event received great feedback and everyone enjoyed delicious hot-dogs and burgers. A big thank you to our incoming Group Scout Leader, Jeremy Church, who spent the evening in the kitchen and our other parent helpers who served the drinks and food! The evening was a reminder of how scouting enriches the lives of our young people and our volunteers. In few places in the world can a charitable trust be found still operating under its original charter signed over three and a half centuries earlier. Henfield is one such place.

The Dame Elizabeth Gresham Charitable Trust was founded on 4 November 1661 by its namesake, three years before her death. The elder sister of the country’s Postmaster General Henry Bishopp of Henfield, she had herself married Sir John Gresham of the famous Gresham family of London.

We hold our annual service - by an annually varying ‘godly able minister’ - on All Hallow’s Day, in the Parham Chapel of the Bishopp family at St Peter’s, Henfield. Funds originally supported the needy in the form of flannel (cloth) which at the time of founding was a much dearer possession than today. Beginning with land at the ‘Greater Pockerlee’, the ‘Pistolowe’ field was added in 1703, generating the funds for donations and the annual service ever since. A committee of trustees has run the charity continuously ever since, with Elizabeth’s brother Henry one of the first six. Many well-known Henfield names have

made their appearances over the subsequent centuries.

Until recent times, cloth would be both bought and made into clothing locally in Henfield shops. Today, although no tailors remain in the village and the definition of the needy has necessarily now been expanded, the trust continues to make annual donations to local good causes as directed in Dame Elizabeth’s original bequest of 1661. We aim to vary recipients every year or two, with donations in recent years having gone to the Henfield Haven, Henfield Youth Club and St. Peter’s School.

Another from Martin’s details the repair of the gate to one of the two Gresham fields (known generally as the ‘Parish Fields’) and a poster advertises the letting of the land.

Autumn Statement

After the former Chancellor Kwasi Kwarteng’s Growth Plan on 23 September, Jeremy Hunt’s appointment on 14 October, the reversal of many of the Growth Plan measures on 17 October and a new Prime Minister on 25 October, many were hoping for a relatively low-key Autumn Statement. This wish was largely granted as, while the statement was full of detail and the announcement of new measures, it was not a flashy affair.

Personal Tax - The threshold at which tax becomes payable at the highest ‘additional’ rate in England, Wales and Northern Ireland is cut from £150,000 to £125,140 from 6 April. More taxpayers will now be brought into paying income tax of 45% on earned and savings income, and 39.35% on dividend income. The tax-free personal savings allowance of £500 is not available for those subject to tax at the additional rate, so correspondingly more taxpayers will lose the benefit of this.

Dividend Allowance - Individuals currently pay no tax on the first £2,000 of dividend income that they receive during a tax year. This allowance will be reduced to £1,000 from 6 April and then to £500 from 6 April 2024.

When it was first introduced in 2016, this allowance was worth £5,000 a tax year, so its generosity will have been significantly curtailed by 2024. The proposed reductions in the allowance will increase the number of people who could need to register with HMRC and submit tax returns and increase the risk of penalties for those that fail to identify any new obligations. Individual Savings Accounts (ISAs) continue to offer a tax exemption for dividend income, so some taxpayers may need to consider holding their shares through ISAs if they are not already making full use of their annual investment allowance.

Capital Gains Tax (CGT) - No changes were announced to the rates of CGT, but the annual exempt amount is reduced from the current £12,300 to £6,000 from 6 April and then to £3,000 from 6 April 2024. Many will be relieved that CGT rates are not set to increase. However the reduction in the annual allowance will naturally have some effect on tax liabilities and the number of people who need to report disposals to HMRC.

Freezing of personal allowances and thresholds - The income tax personal allowance was already due to be frozen at £12,570 until April 2026, and the Chancellor announced that it

will remain frozen for a further two years until April 2028.

The following amounts were also announced as being frozen until April 2028: the £12,570 threshold at which workers start to pay National Insurance contributions (NICs), the higher rate income tax threshold, the NICs upper earnings limit and upper profits limit, and the inheritance tax nil-rate bands (comprising the standard nilrate band of £325,000 and the residence nil-rate band of £175,000). For 2023/24, the Class 2 NICs rate will be uprated to £3.45 per week and the Class 3 NICs rate will be £17.45 per week.

The freezing of the income tax and NICs thresholds will see many more people being brought either into the tax net or into paying tax at higher rates. Those entering the 40% tax bracket, however, should not forget that pension contributions and Gift Aid payments will extend their basic-rate tax band. The freezing of the inheritance tax nil-rate bands will mean that more estates will become liable to inheritance tax due to rising property prices. Lifetime planning, such as gifting and setting up trusts, should be considered to help mitigate the tax burden.

Research and Development - The Chancellor announced sweeping changes to the rates of R&D tax relief. The rate that applies under the “large company” scheme – the R&D expenditure credit or RDEC scheme – will increase from 13% to 20% from 1 April 2023. This means companies that claim under this scheme will get a higher above-the-line credit in respect of their qualifying expenditure.

The position is different for those companies that claim under the SME scheme, where the tax benefit of undertaking R&D is being significantly reduced. Where an SME can currently gain an additional tax deduction of 130% of qualifying R&D spend, this will be reduced from 1 April to 86%. In addition, losses surrendered for a tax credit will, in the future, generate a repayment of 10% of the amount surrendered, as opposed to 14.5%. Given all this, the net value of an R&D claim by an SME reduces from 24.7% to 21.5% for a profit-making SME, and from 33.35% to 18.6% for those making significant losses. The announcements are good news, not only for large companies but also for those innovative SMEs making claims under the RDEC regime as a result of receiving innovation grants. For SMEs, however, the announcements represent a significant blow. Coupled with the previously

announced restriction relating to expenditure on non-UK expenditure, these could be particularly disappointing for many on the UK’s tech start-up scene who have historically been large recipients of the R&D tax regime. However, with the Chancellor’s stated aim of supporting innovation more broadly, there is always the possibility that any reduction in tax relief could be made up by focused grant funding.

Company Cars - A number of announcements were made regarding company provided vehicles: The appropriate percentages (used to determine the benefit-in-kind rate) for electric and ultra-low emission cars emitting less than 75g of CO2 per kilometre will increase by 1% per year for each of the three years from April 2025 up to maximum of 5% for electric cars and 21% for ultra-low emission cars in 2027/28.

Benefit-in-kind rates for all other vehicle bands will be increased by 1% for 2025-26, up to a maximum appropriate percentage of 37%, and will then be fixed in 2026-27 and 2027-28. And from 6 April, car and van fuel benefit charges (the value of the benefit on fuel provided by an employer to an employee for private mileage) will increase in line with the consumer price index.
