W

elcome to the latest edition of Inspire magazine.

Keep Thursday, 27th June 2024 free in your diaries as that is the date we have booked for next year’s The Inspiring Hertfordshire Awards.

The Chamber’s Zero Carbon Conference was a very informative and valuable event. The impact of climate change is affecting all businesses across Hertfordshire and it was useful to listen to what Steve Malkin, Founder and CEO of Planet Mark, and Lynne Ceeney, from Hertfordshire County Council, and our other keynote speakers, had to say on the topic. Finding the answers isn’t going to happen in a day, but I was proud to see our guest speakers and so many Chamber members come forward to offer their advice on how we can tackle the challenges affecting our planet. What really shone through on the day was everyone’s willingness to support each other. This is indicative of how our Chamber works together. Meetings of the Herts Go Green and Grow initiative are now available to all members on the Chamber website. This is a fantastic initiative to get involved in so do please take a look. It was launched last year by our Chamber in collaboration with our members: JPA Workspaces, KGK Genix, Estu Global, Net Zero International and

I look forward to seeing you at our Christmas lunch, which is on Friday 8th December at Sopwell House. It will be a great way to kickstart this year’s festivities. It has always been a popular date on the Chamber calendar and this year, we are excited to be joined by Richard Jones, the only magician ever to win Britain’s Got Talent. Have a very merry Christmas and I wish you all a very happy, healthy and prosperous 2024. Julian Carter Chief Executive Officer Hertfordshire Chamber of Commerce

SUSTAINABILITY

We’re in it together Tackling climate change is a challenge for everyone in Hertfordshire.

T

he impact of climate change is affecting everyone across Hertfordshire and it is vital that all businesses understand the challenges and are fully prepared to meet them. This was just one of the key messages arising from the Chamber’s Zero Carbon Conference.

Adrian Shah-Cundy, VolkerWessels UK

The event brought together keynote speakers, journalist and broadcaster Lucy Siegle, and Steve Malkin, Founder

and CEO of Planet Mark, at this established event at Rothamsted Enterprises. In his opening keynote speech, Steve took the time to explain the various jargon that is used when talking about emissions and climate change challenges, including talking about the difference between the three scopes of emissions and discussing the real meanings of net zero versus carbon neutral. This provided a good base for what followed, with further presentations and breakout sessions looking at the different areas.

SUSTAINABILITY

As Lynne said, no-one is going through this alone and there are many specialists around to provide guidance and I am delighted that we have so many here in Hertfordshire. “As Lynne said, no-one is going through this alone and there are many specialists around to provide guidance and I am delighted that we have so many here in Hertfordshire.

“But I was proud to see our guest speakers and so many Chamber members come forward to offer their advice on how we can tackle the challenges affecting our planet. “It is unsurprising that some organisations are further down the line than others, but what shone through on the day was everyone’s willingness to support each other.

“I hope everyone who attended the event left with some key actions for their own businesses and that by working together we can make the county a leader in tackling the climate-change challenges.” The event was chaired by Adrian Shah-Cundy, Corporate Responsibility Director for VolkerWessels UK and attracted more than 150 delegates. The day was sponsored by Hatfield Park, RO Group Trading Limited and Hertfordshire County Council.

Lynne Ceeney, Director of Environmental Sustainability at Hertfordshire County Council, was among the guest speakers. She said “Preparedness is key” as she encouraged organisations not to go it alone, but to learn from larger companies who have already made progress on their journey to net zero. Her session focused on what is already happening within the county and how climate change is affecting everyone. Julian Carter, Chamber CEO, said: “The topics around greenhouse gases, emissions, the changes in our weather are all huge and finding the answers isn’t going to happen in a day.

Specialists lead conversation

on sustainability topics

Everything from heat pumps to decarbonisation strategies were discussed during breakout sessions during the conference.

A

ttendees had a variety of topics to choose from with guest speakers from different organisations leading the conversation. Kelly Crews, Head of Decarbonisation Service at Willmott Dixon, headed up a session entitled Achieving net zero: Decarbonisation strategies for a sustainable future. Topics on the table included the significance of setting clear, science-based targets, developing comprehensive decarbonisation strategies, reducing emissions through energy efficiency measures and transitioning to renewable energy sources, while adopting sustainable supply chain practices. The session provided valuable knowledge to help drive forward change, building a more sustainable future for all. Kier operates a One Planet Action Plan with 10 key themes covering social and environmental sustainability, which was the subject of the session led by Matt Tompsett, Head of Environment and Sustainability at Kier Transportation. Local barriers and best practices in transportation were explored with consideration given to how thinking holistically can make a difference.

Yanina Aubrey, Director of Business, Enterprise and Innovation (Office of the Vice-Chancellor); Dr Chamu Kuppuswamy, Climate Change Research Centre and Law School Senior Lecturer; and Nanna Blomquist, Senior Environment and Sustainability Adviser, all from University of Hertfordshire, talked about the university’s corporate approach to sustainability, and how it is working with businesses and other organisations across the region to further its sustainability ambitions. Attendees heard about how the university is supporting SMEs to innovate and bring new sustainable products and services to market, how it is working with local government to help them achieve net zero targets and how it can help businesses develop sustainability skills, innovate sustainably, support in applying for public funding and recruiting specialist talent. Dean Foskett, Associate Director; Annabel Lait, Director; and Richard Grenfell, Associate Director, from Saunders Partnership Ltd (Architecture and Urban Design) came together to go into the theme of successful collaboration for the design of truly sustainable zero carbon developments. They highlighted how the development of highly sustainable zero carbon schemes

requires a commitment from the client, the architect and the full design team. It was explained that clear sustainability targets needed to be established at the outset, forming part of the briefing process, and allowing all parties to work collaboratively towards a common zero carbon goal. Heat pumps are becoming increasingly popular as an alternative to traditional heating methods and Martyn Ives, Technical Sales Director for Fujitsu General Air Conditioning (UK) Limited, introduced the technologies and considerations for the use of heat pumps. He explained the efficiency gains and extensive carbon savings, direct and indirect, and how changing the way energy is used in buildings, not only through the use of renewable technology, but also through energy consumption patterns, can lead to a decrease in emissions. The Herts Go Green and Grow team, led by Alasdair Craig from founding member Etsu Global, outlined the opportunities net zero can bring where profit and purpose go hand in hand. The energetic workshop also incorporated a sustainability quiz to provide food for thought and demonstrate what everyone had learned through the day.

Herts Go Green and Grow update

The October Herts Go Green and Grow meeting was held at Home Farm in Elstree, hosted by Jess Allen-Back and Alice Darby in one of their fabulous barns.

T

his was the first dedicated ‘live’ HGG&G meet and everyone who was able to make the time to attend loved it! The globally shared ‘Wow’ on arrival was a tangible reminder of our innate links to nature and the effect on our wellbeing. Conversation and communication levels were very lively throughout the morning. David Hawes from Net Zero International gave a legislation catch up and was followed by Helen Burridge, Herts County Council, outlining the function and key elements of the Climate Change and Sustainability Partnership (HCCSP) Plan – it is good to see how we all fit in with Hertfordshire plans. (Keep an eye out for the HCCSP exciting news about 2024 conservation days.) It was then the turn of Emma Norrington from the Herts and Middlesex Wildlife Trust and Jess Allen-Back from Home Farm outlining some simple ways that we can all help nature, biodiversity, and conservation issues – as individuals and organisationally. The Herts Chamber Zero Carbon Conference at Rothamsted Enterprises on October 6th was a busy day for HGG&G members.

One of the Headline Sponsors, Edward Rowlandson from the RO Group, was a keynote and panel speaker, whilst the HGG&G group also had its own breakout session ‘Net Zero as a Business Opportunity’ illustrating how different approaches can all achieve success. Run by Estu Global and presented by Simon Littlewood, Alasdair Craig and David Hawes, it was a lively affair! Looking forward, the HGG&G meetings will now be bookable on-line on the Herts Chamber website from November, and these are free for

There are also some exciting new events coming up in 2024 so make sure you check the Chamber website! Finally, this is a sign off for 2023 with a heartfelt plea for a more sustainable Christmas – how can we contribute more and waste less? For example, seven million real Christmas trees go landfill every year in the UK – how about buying a Christmas tree in a pot so it can be planted afterwards, or renting a live tree for return and replanting? Can we get creative with wrapping this year by using newspaper, magazine pages, deflated foil balloons and accumulated boxes and tissue paper instead of using the typical 227,000 miles of warp purchased and thrown away- an average four rolls of wrapping paper each. Can you give different types of gifts which help nature – bird boxes, seeds, bug hotels, or gift subscriptions with last impact. At the very least, can we purchase locally #keeptheheartinherts.

How a strategic advisor can boost and improve your business performance

A

s business leaders contend with many external factors and operational challenges, they may not always be able to focus on strategy. This is where a strategic advisor can help, identifying key areas for development, collaborating on problem solving and identifying the best solutions. Our Azets Boost facilitators, help you find the solutions to your business challenges, and fulfil your strategic objectives. You know your business, and your industry best, but our advisors help channel that wealth of knowledge into action. I have highlighted some simple, but powerful, tools that can be used to help you achieve your ambitions:

Now-Where-How

Change will not occur when both positive and negative forces are equal, or where the negative force outweighs the positive force. For change to occur, the positive forces must overpower the negative.

A common pitfall of the NOW analysis, is to start fixing things straight away. This approach often results in dealing with symptoms rather than root causes.

Mind mapping

This tool forces you to think about where you are NOW and WHERE you want to be, before then analysing HOW to get there.

The WHERE analysis, is often much harder to do. However, using a more thorough process will identify what is truly important. Once you have clarity, we can move onto the HOW, and start turning strategy into action.

Force Field

A Force Field analysis is used to drive strategies into action, by discovering how to double the impact of positive forces, and halve impact of negative forces.

Mind mapping is one of the simplest, yet most powerful tools to problem solve. It’s designed to help organise your ideas by capturing the natural flow of your thoughts. At Azets, our Azets Boost advisors understand that no two businesses are the same. Solutions are tailored to you and your business, using our experience, tools and techniques. We help you track your business performance KPIs to measure progress. Our Azets Boost advisors can facilitate you achieving your strategic ambitions; supporting business leaders to identify key areas for development, and solutions. We want to be your partners in success, and boost your business performance.

SKILLS

Together we can make a difference As we highlighted in Edition 58 of INSPIRE, the Local Skills Improvement Plan (LSIP) is an extremely important piece of work being undertaken by the Hertfordshire Chamber and across the whole of the UK through our colleagues in other Chambers. John Woodruffe, (LSIP Project Manager), said: “I am pleased to announce we held our first steering committee meeting during October, chaired by Rob Hill, who sits on our Chamber’s board and is Director of Innovation and Commercialisation at Rothamsted. The event was attended by colleagues from FE colleges, the University of Hertfordshire, DWP and Herts County Council. The ideas flowed and the enthusiasm and the energy to drive LSIP forward in the coming months was palpable.” “We are still waiting on approval from the Department for Education to the plans submitted by the FE colleges, which are closely aligned to the LSIP. These are under the Local Skills Improvement Fund (LSIF) and dovetail into our ten priority LSIP sectors. Once approved we will be working closely with the colleges in actively promoting and supporting their various events. In addition, in the coming weeks, we will be hosting various events around the county and would, of course, welcome as much participation as possible. Together I am certain we can all make a difference.”

Key highlights from LSIP Phase 1, include: •

86% of employers likely to take action to upskill staff in the following 12 months.

70% likely to engage with external training providers to upskill their staff in the following 12 months.

One in five employers reported that, in 12 months prior to COVID-19, they had a hard job to fill a vacancy – the most common cited reason was perceived applicant quality (sub-optimal skills, attitude or motivation for the job).

Employers predicted that in the following three to five years they would need greater numbers of staff with digital and technical/ practical skills.

Apprenticeships – 47% of employers were considering taking an apprentice in the near future, but there were widespread reservations to overcome i.e. candidate quality, reassuring employers who had had a poor previous experience.

17% of employers said they would be likely to support employees to undertake a higher qualification in the next three years – however, in many cases cost and time was a significant barrier.

As a quick reminder the 10 priority sectors are: •

Advanced Engineering and manufacturing

Community (incl. charity, health and social care)

Creative Industries

Digital, IT and Technology

Hospitality and Tourism

Life Sciences

Logistics

Professional Services

Property and Construction

Sustainability

In advance of the forthcoming events, many of which will be sector focussed, the Chamber is urging attendees to read the LSIP report.

10

INSPIRE

The Chamber’s main objectives include encouraging employers to talk with the FE colleges and Independent training providers, confirming the courses students are undertaking are both up to date and relevant, and ensuring people are coming into the workforce with the relevant skills required, which is a win-win situation for all.

LEGAL MATTERS Q How do we guard

A

PROTECTING YOUR BUSINESS FROM DEPARTING EMPLOYEES Richard Gvero, Joint Senior Partner and Head of Employment, offers answers to questions that business owners may have. Senior employees have access to commercially sensitive information such as business strategy, product details and customer pricing/ requirements. They also have access to client contact details and build relationships with key customers. Therefore, when they leave your business, they have the potential to cause serious harm if they join a competitor or set up in competition.

against that information and those relationships passing to a competitor? The key is not to wait for the risk to arise and to include carefully drafted restrictions in employment contracts. These can control the misuse of information and the exploitation of customer relationships beyond an employee’s time in your employment. They can prevent the former employee competing with your business for a period of time.

junior staff but are advisable for senior staff or those in roles with close contact with key customers on a regular basis and who have access to commercially sensitive information. The courts recognise that a business has a protectable interest in maintaining a stable workforce.

Q Are such restrictions

A

enforceable?

Yes if the restrictions have been carefully drafted. They will be enforceable provided that they do not extend beyond what is reasonable to protect the employer’s legitimate commercial interests in their “trade secrets” or valuable business relationships. Simply wanting to prevent competition is not sufficient justification.

Q When do restrictions overstep

A

A

the mark?

That is often when they are too wide in geographical range or over too long a period of time. For example, the restriction might prevent an outgoing employee from competing in the same industry within a geographical territory which goes beyond where the employer operates. Another example of excessive restriction is where the restriction prevents the employee from dealing with customers with whom they have not previously had material dealings. In that case, there would be no relationship with the employee to protect.

Q Can the poaching of staff be

A

Q If these restrictions are

prevented?

Yes it can, provided the restriction is proportionate. The restrictions are generally considered inappropriate for

breached, what remedies are available to you?

As well as being able to sue for any losses that your business has sustained, you are able to apply for what is known as an “injunction” to stop any further breach of the restrictions and the competitive activity.

Q Are there any pitfalls to look

A

out for?

It is important to act swiftly both to minimise the loss that your business sustains and also to be able to obtain an injunction since courts are reluctant to grant relief where there has been significant delay. The restrictions must be tailored to your business and the seniority of the employee in question. “Cut and paste” restrictions are not advisable. Also, keep the restrictions under review as their reasonableness is assessed at the time they were entered into and not at the time they are enforced.

PATRON FOCUS

Construction company is building a positive future

Oaklands College’s Homestead Building, St Albans with Willmott Dixon staff

Sustainability is top of the agenda for a construction company aiming to become zero-carbon in its own operations by 2030.

T

he bold target of Chamber Patrons Willmott Dixon, the UK’s leading independent contracting and interior fit-out group, is being backed by positive action. While some businesses have still to create a plan, Willmott Dixon is already three years into its Now or Never 10-year sustainability strategy. But the organisation is far from complacent and continues to look for different ways to support its long-term goals. Sarah Frith, Head of Design said: “Sustainability remains one of the biggest challenges facing us. As a business, we are concerned with finding ways to ensure that the work we do is delivered sustainably and the buildings we construct are fit for the future. “The Chamber has helped by providing useful contacts and industry insight into key issues.” Willmott Dixon, which is headquartered in Letchworth and also has a regional office in Hitchin, set out its ambitious plans to achieve zero operational carbon emissions – with no offsetting – in 2020 and set a 10-year deadline. It also wants its supply chain partners to reach the same goal by 2040. Its Now or Never strategy covers three key areas, with Better Planet just one of them. The company, which has a purpose beyond profit, also includes Brilliant Buildings and Building Lives in its 10-year plan as it aims to leave a strong community, environmental and economic legacy.

“We are also delivering environmental net gain on our projects. By the end of 2030 we will have planted 100,000 trees, supporting our customers and their local communities to tackle climate change and create green spaces for people and nature.

University of Hertfordshire Sports Science Building with Willmott Dixon staff

“Our approach has seen us create buildings that are well designed, of high quality, excellent value and built upon great customer relationships. But we are about more than just the buildings we create. “We also want to deliver high-impact social value, meeting the needs of the communities where we work. It is important to us that people and businesses in our communities can thrive. “Sustainability isn’t just about protecting the planet. It’s also about creating a future where everyone has opportunities. Supporting people is important to us and we offer practical help to put people on the path to good careers.” Within the Better Planet pillar, Willmott Dixon intends for its projects to leave the environment in a better state than when it began. By 2030, it plans to have no direct emissions from day-today operations by eliminating fossil fuel use in offices and on sites, moving to a 100 per cent electric fleet and continuing to only procure certified natural renewable energy. The strategy also includes generating zero avoidable waste and halving the volume of water used during construction.

“Our focus is very much on the future and how we can help the environment and the people who live in our communities. We have also launched our Decarbonise Today service to support other organisations to tackle the challenges around delivering against their own net zero ambitions. It is more important than ever that we work together and share knowledge.” Willmott Dixon has been a member of the Chamber since 2009 and became a Patron in 2019. The company appreciates the Chamber’s help in providing access to other businesses in the county to share key learning and best practice across the industry. “One of the big challenges we are facing is attracting people to the industry and ensuring they have the right skills. We know that the work the Chamber is doing with the Local Skills Improvement Plan is important in supporting not just our industry but other sectors across Hertfordshire. “Reaching out to organisations across the county and engaging with training providers will be a big positive in ensuring we are able to attract the right people to our business in years to come. “We are also grateful to the Chamber for giving us the opportunity to engage with potential customers to understand what it is they need from us, allowing us to tailor our offering to suit their needs.” For more information on Willmott Dixon’s Now or Never strategy: https://www.willmottdixon.co.uk/now-or-never

INSPIRATIONAL LEADER

‘We are a national contractor with the local agenda always at the heart of what we do’ Sally Bedwell, Senior Business Development Manager at Morgan Sindall Construction, talks to Sarah Dale about what makes an inspirational leader and why working locally and inclusively is crucial to large businesses.

I

n the UK, Morgan Sindall Construction is approaching a turnover of £1 billion, but despite its size, its focus – and strength – is working on a local level. “We’re really proud of what we deliver in our local communities and, for us, that’s delivering value way beyond the build,” said Sally Bedwell, who has worked in the construction industry for 20 years, the past two at Morgan Sindall Construction as the area’s Senior Business Development Manager. “Our purpose is to create inspiring places that enhance the communities in which we all live, work, learn, play, care and protect.” The company joined Hertfordshire Chamber of Commerce because it could see the partnership benefits, particularly with local supply chains. “We’re a large business but we’re also a local employer,” she said. “Many of our public sector customers are members alongside local supply chains. We really understand the needs of local employers and by being a member of the Chamber, we can hear first-hand the issues faced by these businesses, potentially from outside our industry, thus constantly having our fingers on the pulse.” Locally, the firm has delivered Hertfordshire’s first net-zero Passivhaus school, sponsored the Construction and Property Summit held this summer, and has worked with the Chamber on the LSIP consultation on future skills. “We don’t just talk about the skills and needs, we are proactive in how we can deliver that for the future,” added Sally.

14

INSPIRE

“We are the voice and ear of the industry; it’s a two-way street. “It’s really good to be able to understand what affects other businesses in the community.” Although Morgan Sindall is in a “very privileged position” as a financially strong organisation, Sally says the greatest challenge is ensuring a sustainable business. It mitigates against labour shortages in the sector by treating the supply chain as partners; looking after their wellbeing and offering training at every opportunity. Ageing populations and people needing to work longer means that retraining and upskilling are important factors. Morgan Sindall provides a returneeship programme, which attracts people returning to work after extended periods of leave. They also have a strong focus on recruiting ex-Forces personnel and rehabilitating ex-offenders who are struggling to break into the jobs market. Its equality, diversity and inclusivity programme also actively encourages neurodiverse people to join the business. “Being instinctively inclusive is a strong part of our culture,” added Sally, who is a mother of two neurodiverse children.

Her advice to people starting out in business is to “become a sponge”. “Learn from everyone around you,” she added. “If anything, the last few years has taught us we need to continue being ‘learning’ organisations. Innovate not stagnate. Ensure you know what the local landscapes looks like, look at your customers to see if they mirror your values so you can foster a long-term relationship, have and maintain strong values, and actively support businesses in your supply chain on their own business journey. “Join your local Chamber and meet people who have trodden that road before you and don’t be afraid to ask for advice.” Sally is very confident about the growth of Morgan Sindall Construction, which has delivered significant regeneration in Hertfordshire. The firm uses a decentralised model to ensure that decisions are made on a local level, and the business can remain agile and customer-focused. So, what is Sally’s leadership superpower? “Others would say that I’m humble as a leader,” added Sally, who is also the Chair of Constructing Excellence (Cambridge Oxford Corridor) and launched the Generation for Change board this year. “I’ve always been very inclusive in my thinking and ensuring the person with the quietest voice in the room is heard. As well as being peoplefocused, I encourage the team to be the best they can be. I’m also not afraid to challenge when I need to, although I’m always respectful. I am very passionate about what I do and I want to ensure the next generation has a voice.”

Many of our public sector customers are members alongside local supply chains. We really understand the needs of local employers and by being a member of the Chamber, we can hear first-hand the issues faced by these businesses, potentially from outside our industry, thus constantly having our fingers on the pulse.

acorum borough encompasses Hemel Hempstead, the urban districts of Berkhamsted and Tring and surrounding villages with a population c.155,000 and low unemployment rates of 2.6 per cent (March 2023). It has more than 8,100 active businesses contributing to the local economy, 98 per cent small or micro, and a high concentration of information and communication, technology and construction business sectors, including large business headquarters such as Gama Healthcare, CAE, Smiths Detection, Epson, Britvic, Huel and Sir Robert McAlpine. Its strategic location near London and major national and international connectivity has ensured it is a destination of choice for a variety of companies, including global leaders in construction, logistics and technology.

SPOTLIGHT FOCUS - DACORUM

Our business engagement support enables the council to connect with local businesses of all sizes and sectors, ensuring local intelligence is gathered to shape future plans and including the voice of business leaders in the economic and planning development strategies. The Town Centre Vision also looks to build on our quality green and blue spaces, providing attractive areas easily accessible to all, supporting the health and wellbeing of our residents and visitors as well as enhancing the attractiveness of our town centre.

Dacorum is also home to Herts Innovation Quarter, the Enterprise Zone (EZ) for the county focused on attracting a cluster of clean tech, smart construction and envirotech businesses to the area, harnessing the leading-edge expertise of building sciences specialists BRE Group, agricultural pioneers Rothamsted Research and the University of Hertfordshire; the EZ has various sites on Maylands Business Park. The intention is to build on this pedigree to ensure Hemel Hempstead is a beacon for business, attracting companies looking to relocate but also encouraging entrepreneurs to establish themselves in the centre and area. The town and area have a huge opportunity to grow their enterprise and commercial offer. Hemel Garden Communities will take the best of the existing new town and have a transformational impact on the place with over 11,000 homes and creating 10,000 jobs. The Hertfordshire Innovation Quarter will be at its heart. Our ‘Hemel Hempstead Town Centre Vision’ is an overarching framework that sets out our aims and ambitions for the town centre. We want to transform it into a thriving and vibrant place with a mix of uses including affordable homes, leisure and cultural spaces, workspaces, restaurants, bars and of course retail.

As the town centre is developed and repurposed, reflecting changes in shopping habits and the pandemic legacy, there is a wonderful chance to create shared work space, studios and offices bringing business into town. Given that people want more affordable, non-city dependent work options with accessibility to countryside, as well as London, this puts Dacorum in a great position to be the place for business and commerce. The council is committed to a placeshaping approach. They will work with partners and the community on an action plan focusing on the key priorities for delivery in the town centre. Some of these will be short-term experiments, which will improve public spaces and capitalise on the creative energy from the community to generate new uses and revenue for the town centre. The council states that it will ensure that the vision for Hemel Hempstead town centre is at the heart of the town and included in the new Dacorum Local Plan and other strategic programmes. Moving forward, the council is working on a Masterplan to regenerate, create a design and development future for Maylands Business Park. This will establish an immediate opportunity plan, a 20 year vision and design code for the development transforming the traditional and successful employment area and allowing it to embrace new challenges and opportunities. The council’s Economic Development Team provides a high level of business support and advice to assist local businesses to achieve growth and enhance new businesses’ rates of survival. By building an understanding of the economic picture and business needs in the locality, the team can assist with a range of support such as connecting businesses,

networking, local knowledge, and the range of services from the council, including planning, development and regeneration. The council runs two business centres within the Maylands Business Park in Hemel Hempstead, providing modern, serviced facilities to startup, micro or small businesses. The services extend to those businesses who are not yet ready to take on premises, through their hot desk, mail handling, virtual office facilities and meeting room hire. The council runs the Dacorum’s Den grant fund, its local version of the popular TV show Dragon’s Den, where small businesses can pitch for funding to help them grow or make a new idea into reality. Now in its 10th year, Dacorum’s Den has awarded over £90,000 to more than 70 local businesses and has created additional jobs in the borough. Our business engagement support enables the council to connect with local businesses of all sizes and sectors, ensuring local intelligence is gathered to shape future plans and including the voice of business leaders in the economic and planning development strategies. Dacorum is perfectly placed on the edge of London, within around a 30-minute drive or train ride to the capital, benefitting from the road links of the M1, M25, A41 and A1, four mainline rail stations, along with easy access to five airports. Dacorum and Hemel Hempstead is a place of significant opportunity and beauty, set within beautiful countryside including the Chilterns Area of Outstanding Natural Beauty. The town and area offer a fantastic and great value quality of life with attractions for all the family. Apart from the numerous green spaces and award-winning parks, people enjoy the range of leisure facilities on offer such as the Snow Centre, XC and Hemel Hempstead Sports Centre.

It’s not just the economy, stupid! By Lucy Gravatt, Director of Partnerships & Communications, Hertfordshire LEP

In the latest in our series looking at Hertfordshire’s key opportunity areas, we address this fundamental question - how can the benefits of local economic growth be more widely shared? 20

INSPIRE

I

n 1992, when James Carville was advising Bill Clinton in his successful run for the White House, he coined the slogan, “[It’s] the economy, stupid!” making it the central thrust of the Democratic campaign. This now infamous quip speaks to a broader fundamental truth – that the economy and how it is managed has the greatest impact on citizens’ lives and future well-being. So how is Hertfordshire, as one of the most prosperous counties in the UK, seeking to ensure its communities benefit from its economic success?

HERTFORDSHIRE LEP

Healthy, inclusive and connected communities with access to sustainable quality places to live, study, visit and work that current and future generations can enjoy. A place that grows responsibly and celebrates the character and diversity that makes it special. A thriving economy that’s open to opportunity and puts Hertfordshire people first.

To help address this question we first need to set out Hertfordshire’s economic credentials. The county contributes over £46bn GDP per annum to the UK economy. Abutting a global city and with excellent connectivity to European and US markets, Hertfordshire has genuine worldleading strengths across many sectors, often built upon the excellence of its academic and research institutions, working hand in hand with the engine of innovative businesses. Its economy is defined by its connectivity to London as a world city, with associated benefits and costs in relation to jobs, housing, transport and digital infrastructure. Its leading scientific industries and research capabilities are right at the heart of the ‘Golden Research Triangle’ (Oxford, London, Cambridge). The county has outstanding sectorial strengths in advanced manufacturing; film, TV and creative digital; life sciences (cell and gene therapy); sustainable construction and clean growth; agri-science and agri-tech. Its specialist science and technology businesses and research institutions are driving some of the most advanced developments in

pharmaceuticals and cell and gene therapies; aerospace, satellite, robotic and defence technology; and sustainable construction and agriculture. Its enterprise zone, Hertfordshire Innovation Quarter, is leading the development of 3 million sq. ft. of new commercial space into a zero carbon, digitally connected workplace, just 30 minutes outside London. The University of Hertfordshire is also a significant contributor to the national economy. According to its Powering Economic Impact report of 2023, the University had an economic footprint of £730m in gross value added for the UK and £330m in gross value added for Hertfordshire, while 11,170 full-time jobs nationally – and 6,280 full-time jobs regionally – were dependent on it and its activities.

Best Before Café, Letchworth Garden City

However not all communities benefit from this economic success, due to lower level skills, low pay, digital exclusion and difficulty accessing quality affordable housing. And, like the rest of the world, the county is facing a climate emergency. Hertfordshire Growth Board, the way the county is working together to manage future growth, comprises public leaders from across local government, health, Homes England and Hertfordshire Local Enterprise Partnership (LEP). Together they are developing an ambitious vision to have: “Healthy, inclusive and connected communities with access to sustainable quality places to live, study, visit and work that current and future generations can enjoy. A place that grows responsibly and celebrates the character and diversity that makes it special. A thriving economy that’s open to opportunity and puts Hertfordshire people first.” In order to take this forward Hertfordshire Growth Board has six supporting and interlinked missions that take a more holistic approach to growth: climate and sustainability; healthy, active environment; access to good jobs, skills and supporting key sectors; quality, affordable housing; transport connectivity and access to digital. Each mission has clear actions and means of measuring success against existing baseline data. Cllr Richard Roberts, Leader, Hertfordshire County Council and Chair, Hertfordshire Growth Board, said: “Hertfordshire is a county of prosperity and opportunity, with one of the strongest economies in the country. We have some of the highest performing schools and best employment rates. Our strong business and entrepreneurial spirit, makes the county an attractive place to locate for industry. Working in partnership with the business community, district, and borough councils, we will ensure that Hertfordshire continues to be the county of opportunity where residents lead happy, healthy, prosperous lives and businesses thrive and succeed.”

HERTFORDSHIRE LEP As part of the Government’s decision to integrate LEPs into local government, this strategy will be taken forward by a refreshed version of the LEP early in 2024. Already Hertfordshire is being viewed by Government as a trailblazer for successful integration thanks to its joined-up approach to the environment, local job creation and skills delivery. One of the first functions of this NewCo will be to listen to the views of a diverse range of voices to ensure that this strategy is relatable and relevant to all parts of society and resonates with businesses.

Chells Industrial Estate. Source: Wenta Cllr Elizabeth Dennis, Leaders of North Herts Council, and Vice Chair of Hertfordshire Growth Board, said “Hertfordshire Growth Board has been an invaluable space for districts and boroughs, bringing us together as equal partners with county, health providers, the PCC and LEP. As the form of government closest to our communities, we are on the frontline when it comes to delivering the strategic priorities necessary for Hertfordshire to succeed. The vision for Hertfordshire has been codesigned by all key stakeholders, and we all recognise the parts we need to play in order to deliver not on cold KPIs, but on the determinants of health and well-being which matter most to the people who live, work and visit Hertfordshire. By doing this, we will deliver benefits for communities which go far beyond crude economic outputs and deliver a socially wealthy county.” Hertfordshire LEP is responsible for the Growth Board’s economy mission with its focus on jobs, skills and key sectors. The LEP is also developing a new Economic Strategy that will set the direction for the county for the next 10 years. This will align with Hertfordshire Growth Board’s economy mission but will be much broader, focusing on:

22

Key sectors, innovation and inward investment

Employment, employability, skills and future jobs

INSPIRE

Smaller businesses (including social enterprises) across Hertfordshire

There will be a particular focus on the five ‘wealth-building’ sectors of national and international significance and the key supporting sectors that are key to our quality of life. This will create a more resilient economy that is far better equipped to navigate future macroeconomic/geopolitical risks. This will help Hertfordshire go beyond metrics such as GDP towards a more sustainable and inclusive definition of economic success. Covid-19 brought into sharp focus the close relationship between health, well-being and the economy. It exposed those jobs and industries within society that are most vulnerable to economic shocks and has accelerated the need to transition to a ‘wellbeing economy’, highlighting in particular the imperative to upskill and re-skill local people to fulfil the roles of the future. In adopting this more considered approach to wealth-creation and a more well-rounded definition of prosperity, the result will be: •

better economic outcomes, linked to productivity, export/trade, and investment – and enriching jobs;

better environmental outcomes, particularly progress against net zero targets and resource use;

better social outcomes: inclusion, cohesion progression, health & well-being, equality.

Neil Hayes, CEO, Hertfordshire LEP, said: “Hertfordshire LEP has played a key role in setting the economic direction for this county over the past decade. This new Economic Strategy will build on this important work and go much, much further, reflecting the wider social, environmental and technological drivers that could accelerate and impede our progress. By working hand in hand with local government and industry, this strategy will provide a new economic road map for the future.” This 360 degree view of the economy will also shape our response to inward investment and the definition of success. Measurement of performance over the longer term must not just be narrowly calculated in terms of foreign direct investment wins, new projects and direct jobs, but also the wider spill-over benefits to the whole of Hertfordshire’s economy. We need to measure what matters in order to deliver the widest range of benefits to the economy, its people and without further cost to the planet. In short, it’s not just the economy, stupid.

BUSINESS OWNERS

Are you running your business or does your business run you?

W

hen I started business coaching in 2015, I was surprised at how few business owners made a significant financial return on their business even though many worked long hours. Most strikingly, very few seemingly successful businesses were actually worth anything. If the owner wanted to sell, they were unlikely to attract a meaningful value. While most business owners I meet enjoy their business and have no present intention to sell, taking a few minutes out to peak over the horizon to be clear on what sort of life you want in the future often demonstrates a huge gap between ambition and reality. As someone who woke up the other day to find to my shock and horror that I was 58 years old, I know that ten years can pass very quickly. The good news is that if you have a good solid business now, you can, over 3 to 10 years, transform it into a substantial highly profitable business which will allow you the freedom, time, and finances to live the life you want.

I work with business owners to grow their business, build a Senior Management Team to run it on their behalf and ultimately create a business that works without them. This solution gives you work-life balance, greater satisfaction from running the business and improves the profitability and likelihood of successfully selling your business, if you choose.

Learn how to transform your business so it works without you - and know why that matters! Join us on Tuesday, 30th January 2024, 08.30 to 10.30 at Rothamsted Conference Centre, Harpenden, for a breakfast networking workshop with Martin Purvis, Business Coach. This workshop is designed for Business Owners and Senior Management of companies that have more than ten employees, aspirations to grow significantly, and ultimately want to have the option to sell in the future at an attractive valuation. ‘Tommy’ silhouettes and poppies in place

to help Watford pay its respects

Silhouette figures of First World War soldiers or ‘Tommy’s’, have again been installed across the town by Watford Borough Council and Murrill Construction Ltd, as part of an art installation called ‘There But Not There’ run by military charity Remembered.

T

he campaign, which the council has been supporting since 2018, aims to respect those who died in the First World War, symbolising more than 1.1 million British and Empire service men and women who did not make it home. It also aims to educate all generations about why so many made the ultimate sacrifice, and to raise funds to help heal those suffering from the hidden wounds of war. The sculpture depicts a ‘Tommy’ – an informal term for a soldier in the British Army – who stands thoughtfully, head bowed, rifle in hand, as he reflects upon the sheer horror of World War I as peace is declared in 1918. There is also an ‘Unknown Women in War’ statue at Gammons Lane, which is designed to help the nation commemorate and recognise the bravery and sacrifices of women in war. In total, the council has installed 28 of the sixfoot-tall sculptures in public spaces around

the borough. These poignant installations which are placed across the UK, bring the people lost during the conflict off memorial walls and into physical public spaces, reminding the public of the conflict’s grave impact on communities across the country. Elected Mayor of Watford Peter Taylor said: “We have been supporting this initiative since 2018. It is very important to place these silhouettes across Watford as a reminder of the sacrifices people made during the two World Wars. The impact that the wars had on our town was enormous, with huge numbers of Watfordians joining the call to arms and the town pulling together to support the war effort. “We will also be commemorating those who fought in later conflicts such as Captain Tom Sawyer, Corporal Christopher Harrison and Private Tom Lake. I hope residents are able to join the Remembrance Service on the 12 November and pay their respects.” To view a map of the locations of the Tommy’s and to find out more, please visit www.watford.gov.uk.

We will have over 50 businesses joining us and inspiring pupils in Years 10-13. It follows the success of last year’s event which saw business professionals give up their time and spend the day and evening talking to more than 600 pupils, encouraging them to look at the range of opportunities that were open to them as they make their choices. If you have a child at school in Hertsmere or are a Hertsmere resident aged 15-18 years, please come to the twilight evening by visiting https://www.hopinto.co.uk/generation-careersfair-hub/generation-hertsmere-2023/ or scanning the barcode on the image attached. Our new Local Plan is in the works, and it’s a golden opportunity to shape the future of the borough while ensuring affordable homes for sale and rent are part of the plan. We’re also working with our South West Herts partners on a Joint Strategic Plan to help us optimise future growth potential in that wider area, whilst levering in new infrastructure that straddles more than just one district.

Our ‘Action Zero’ programme, working with Wenta, is already funding 51 local businesses to combat climate change, reduce carbon footprints, and produce eco-friendly goods and services. In addition to environmental benefits, they gain a competitive edge and contribute to the sustainable goals of the borough. Collaborating with Welwyn Hatfield Council, our Disability Confident Conference in July 2023 raised awareness about the benefits of employing and trading with people with disabilities, with 120 businesses participating and knowledgeable guest speakers. Next month, we look forward to our ‘Purple Tuesday Masterclass’. inspiring organisations to enhance accessibility in customer environments, whilst understanding the advantages of looking at a relatively untapped talent pool for their staff members and increasing their profitability. We are deeply committed to fighting climate change, with initiatives like the Beryl Bike Scheme, currently in Borehamwood, but looking to expand to other settlements in the near future, and the tree giveaway promoting environmental sustainability. Solar Together is helping residents boost their home energy efficiency, and we’re implementing new options for cycle storage and repair to encourage sustainable travel.

and cultural heritage. The ‘Elstree’ brand is a coveted treasure, synonymous with the pursuit of excellence in the world of entertainment. Lastly, our new enforcement team is set to launch a trial scheme by mid-2024. These officers will tackle issues like parking infringements, antisocial behaviour and flytipping, freeing up valuable police resources for more serious offences. At Hertsmere Borough Council, we’re at the intersection of progress and prosperity, where economic growth, environmental sustainability and community development converge are helping the borough to flourish. MAGISTRATE SCHEME

Magistrates’ employer recognition scheme

A magistrates’ employer recognition scheme has recently been launched by Luke Rigg, Lead Diversity and Community Relations Magistrate for England and Wales.

T

he scheme commenced in Hertfordshire and Bedfordshire in March this year. The initiative is facilitated by the two counties’ Chambers of Commerce and is supported by the Lord Lieutenants and local Benches. The scheme encourages employers to support the role and work of magistrates and offers a tiering system for employers depending on the level of assistance they provide. This includes pledging to encourage new magistrates and to promote

the role, provide additional paid leave days, and even implement formal policies. The intention is to roll out the system more widely to cover other counties across England and Wales. It is hoped that encouraging employers to support the magistrate role would support the ongoing recruitment drive.

that commit to support magistrates in a variety of ways. It is really important that we improve the diversity of magistrates – including recruiting and retaining more employed magistrates – and this scheme will help deliver that objective in Bedfordshire and Hertfordshire. If the pilot is successful, we hope to explore ways of rolling it out nationwide.”

Sharing his thoughts on the initiative, Luke said: “I’m very excited to launch this new magistrates’ employer recognition scheme in England and Wales. The scheme will rightly reward employers

Hertfordshire County Council have recently been awarded silver status in the Magistrates Employer Recognition Scheme, here is what Owen Mapley, Chief Executive at Hertfordshire County Council had to say about it:

❛❛

Magistrates play a crucial role in the justice system and

having supportive employers who help colleagues balance

their work with the responsibilities of serving their community as a Magistrate is invaluable. At Herts County Council we are delighted to secure this recognition and encourage all local

employers to consider what they can do to encourage and support colleagues who may wish to be a Magistrate.

Service charges in a commercial property lease explained If you are taking a new lease or buying an existing lease of premises, you may be asked to pay a service charge if those premises form part of a building, a commercial estate or a shopping centre. A service charge is an amount charged by the landlord to the tenants to cover the cost of repair and maintenance of structural parts of a building, areas that are used in common between tenants and any services or facilities that are provided by the landlord, such as repairing, maintenance, cleaning, lighting, heating and security.

As a starting point, you should ask the landlord to provide a copy of the current service charge budget and audited accounts for the last 3 years. You should also ask if the landlord anticipates there being any one-off significant items of expenditure in the near future. If so, then you could end up paying the cost of expensive repairs for which you would have limited benefit under a short-term lease.

It is important that you consider the possible extent of your liability for service charge payments before you sign the lease because these costs can be significant and sometimes equal or outweigh the amount of the rent payable under the terms of your lease.

The above information should give you the details of past service charge expenditure and the likely service charge costs for the coming year. It will also identify whether there have been any significant increases in service costs during that period. If you have any concerns, you may wish to consult a surveyor to evaluate whether the amount of the service charge is appropriate.

An estimate of the cost of the service charge is normally produced in advance for a calendar year and the sum is then divided between the tenants and split into equal payments during that year. However, not all landlords operate a structured service charge mechanism, and some may charge on an ad-hoc basis, as and when costs arise.

How can I find out the cost of the service charges? Service charge costs can fluctuate and unless you agree with the landlord to cap the cost of the service charge to a fixed amount each year, then there are no guarantees that the service charge costs will be a consistent amount throughout the lease term.

What is included in the service charge? The budget and lease will usually set out what costs can be recovered by the landlord under the service charge. There is likely to be a provision which allows a landlord to recover any costs which they deem necessary for repair and maintenance. Though landlords are reluctant to vary service charge provisions in a lease (because they want to keep continuity between tenants) there are costs which you should seek to exclude, including (but not limited to):

costs to remedy any default of another tenant;

costs arising from the occupation of any other part of the estate by the landlord or a party connected with them, which are not occupied in connection with the management of the estate;

costs to cover reinstatement of any insured risk, when the landlord can recover the cost through their insurance;

costs for upgrading the building/estate when the long-term gain is likely to benefit the landlord but not the tenants and;

For most people, Christmas and the New Year is a time of joy and great fun. We get to have a well-earned break from work, spend time with our family and loved ones, overindulge in food and drink, exchange gifts and create long lasting memories. Sounds perfect doesn’t it? Unfortunately, this is not the case for everyone. For many, the holiday period can be an incredibly anxious time - and sadly, this can lead people to really fear it. Increased stress and financial pressures, excess alcohol, too many parties, family arguments and being forced to spend time with people we may not choose to be with, can all translate into an increased risk of domestic abuse.

Herts Domestic Abuse Helpline is here for you if things do escalate in your life. We offer FREE and confidential support and signposting service to anyone affected by domestic abuse The Helpline is open over the holiday period if you need to speak to us - and we also have a confidential email service if calling is not an option. Employers have a duty of care and a legal responsibility to provide a safe and effective work environment. Spotting the signs is the first step to supporting those in need. We can provide vital training sessions for your employees in the new year. To book please email: manager@hertsdomesticabusehelpline.org

Youth mentoring organisation given ‘priceless’ support from business initiative

T

he passionate founder of an award-winning organisation is looking forward to helping more young people after receiving £12,000 of valuable business support from a Hertfordshire initiative. Ashley Howard set up Forever Young People three years ago to provide youth mentoring programmes in Welwyn Garden City to help inspire the youth of the community to feel valued and confident in their abilities. With a 13-year background in the youth sector, Ashley knew exactly what he wanted to do, but with no experience in running a company, he enrolled on the Hertfordshire Chamber of Commerce’s Entrepreneur Foundation for help. He said: “The birth of this organisation was a dream come true for me. I have worked and volunteered in a number of different settings over the past 10 years or more to help me get the experience to create the programmes Forever Young People provides. “But when it came to employing staff and looking at tax and different policies, I’ll admit I was out of my comfort zone.” The Chamber’s Entrepreneur Foundation brings together enterprising individuals who need support to turn their concepts into reality over a two-year programme of mentoring and training provided by its founders and supporters, including Robert Voss, Lord-Lieutenant of Hertfordshire, and Chamber members. “I applied for a place on the programme when I realised that having the drive to make my idea come to life was not going to be enough by itself. And it has been pivotal to the growth of Forever Young People.

“I found myself sitting in rooms with people I wouldn’t ordinarily have met. The networking opportunities were huge and helped give me a lot of confidence. “As someone who grew up without any positive male role models, having these experienced businessmen listen to me was priceless. It sounds like such a simple thing but it made a big difference. “I have met some great people. I know if I needed to reach out to one of them, they would be there for me to give me advice. The Chamber is such a well-respected organisation and everyone has been so supportive.” Ashley is now into his third year of studying psychotherapy as he looks to extend the work of the organisation to reach more youngsters.

Julian Carter, CEO of the Chamber, said: “Ashley was honest enough with himself to know what he doesn’t know and seek help. Why make the same mistakes that have gone before? The Entrepreneur Foundation is there to provide constructive and unbiased advice to budding entrepreneurs from all industries and I am delighted that Ashley has found it so useful in developing his organisation. Although there is a wealth of information online, each business is different, and this is where the Entrepreneur Foundation can really help.”

KEEPING THE HEART IN HERTFORDSHIRE

Stories of homelessness help charity raise awareness Videos sharing the experiences of young people are helping to improve understanding of homelessness in Hertfordshire.

A

partnership between Herts Young Homeless (hyh) and Pearldrop Productions is supporting the work of the charity while also inspiring action within the county.

The partnership has grown over the years and Pearldrop, in addition to working on content with hyh, has attended charity quizzes, quarterly update meetings and its 25th anniversary celebrations this year.

Simon Mercer, Pearldrop’s managing director, first met Caroline Neill, Herts Young Homeless’ head of fundraising and communications, at a Hertfordshire Chamber of Commerce’s networking event at the start of 2020.

Denise Austin and James Tappenden from Pearldrop also took part in the Royal Parks Half Marathon in October raising funds for hyh and awareness of the amazing work it does.

He said: “The charity was looking at increasing its video content and wanted to partner with a Hertfordshire-based company. “Through our work together we’ve created video content that shares the stories of the young people that hyh has supported, highlighted issues such as sofa-surfing and informed people of the services hyh provides, including education, mediation, crisis support and outreach services. We’ve also helped promote their events such as the St Albans Sleepout and other fundraising opportunities.” While homelessness is not necessarily one of the first things people think about when talking about Hertfordshire, the Hatfield charity has supported almost 10,000 young people over the past year to improve their lives though education and advice. The charity works tirelessly to help young people across the county aged 10 to 24 who are experiencing family conflict, homelessness or are at risk of becoming homeless.

Simon said: “By working with hyh, Pearldrop is not only helping the charity achieve its goals but we’re making a positive impact in the county. It’s a win-win partnership that is raising awareness of homelessness in Hertfordshire, inspiring change and action in our community. “It’s always exciting when as a video production company based in Hertfordshire, we have the opportunity to work with local charities that are making a huge difference in the community where we live and work.”

The Chamber noted that Mark is not only helping shape the trajectory of Air Energy but also contributing to the prosperity of the local economy.

Founded in 2002, Air Energy supplies, installs and maintains compressors, vacuum pumps and parts. The firm has quadrupled in size with a current annual turnover of £4m and boasts 25 per cent year-on-year growth since 2019.

End-of-life volunteers

recognised in regional awards

East and North Hertfordshire Hospitals’ Charity has been crowned Community Champion at the British Chambers of Commerce regional awards for the charity-funded Butterfly Volunteer Service.

T

he Butterfly Volunteer Service, based at Lister Hospital, has a dedicated team of 50 specially trained volunteers who provide care and companionship to patients at the end of life and support for their loved ones.

“The butterfly ladies do an amazing job and their support was much appreciated during my mum’s last days.” “The Butterfly Volunteers provided wonderful support to Richard and his family towards the end of his life. Thank you for all you do.” In the past 12 months alone, the Butterfly Volunteer Service has made 2,613 visits to patients. In 1,279 of those visits the patient was alone, without a friend or relative to be with them in their final moments. In total, the volunteers gave 1,031 hours of comfort, companionship and care to patients.

The volunteers are there when patients don’t have anybody to be with them or if their loved ones can’t be there for their final moments, so nobody has to die alone in hospital. Bethany McNeil, head of fundraising said: “We are honoured to have won the regional award after receiving the Inspiring Herts Community Champion Award earlier this year. “Angela and Caroline, our wonderful service coordinators, and our team of dedicated volunteers do such important work and truly go above and beyond for our patients and families. “The Butterfly Volunteers bring light to patients and families in the darkest of times. Whether it’s just holding the patient’s hand, singing to them, reading poetry or providing a shoulder to cry on when families need it most, they help make those final moments that little bit easier.” The volunteers also help arrange virtual visits for families who can’t be at the hospital to give them a chance to say goodbye. They can also organise ‘Dying Wishes’, special events, such as an afternoon tea, romantic date night or a last wedding anniversary, to help create those

treasured memories. They have even hosted weddings, from simple bedside ceremonies to full services with guests. The Butterfly Volunteers also give practical support, including providing parking permits and beds for guests so loved ones can stay at the bedside, as well as giving out comfort packs and DVD and CD players to make being in hospital easier. Some of the feedback received from local families includes: “You supported my husband and myself through the worst time of my life. I am so grateful. Thank you.”

The Butterfly Volunteer Service is only possible thanks to kind donations from grateful families and the local community. Bethany said: “It needs £45,000 each year to run it so we would like to take this opportunity to say a huge thank you to the Chamber of Commerce members who support it through donations, sponsorship, fundraising and volunteering.”

Are you ready to tackle recruitment and retention challenges? In the fast-evolving landscape of today’s working world, where technological innovation and shifting employee priorities are the new normal, it’s essential for small to medium-sized businesses to keep pace with these transformative changes. But how can you adapt while maintaining fiscal efficiency? The answer lies in having an up-to-date workforce strategy. A robust workforce strategy is your compass through these changing times, offering numerous benefits that can lead to cost savings and heightened productivity. Let’s delve into the key facets of this strategy.

Reduced recruitment costs Recruitment is often a costly venture, filled with uncertainties. A well-defined strategy can help you avoid hiring the wrong individuals or filling positions that your business doesn’t truly require. The secret lies in aligning your business’s needs with the skills and experience necessary in your workforce. This alignment ensures that every hiring decision is a step in the right direction.

Reduced staff turnover costs High staff turnover can be a significant financial drain on businesses. It results in lost productivity, training expenses, and the substantial costs of advertising and filling vacant positions. A compelling workforce strategy acts as a buffer against this challenge by fostering a positive work environment, providing avenues for employee development and advancement, and offering competitive compensation and benefits. When employees see a future within your organisation, they’re more likely to stay committed.

Improved productivity In every workplace, a motivated and well-trained workforce is the key to productivity.

A harmonious work culture that promotes collaboration and flexible work arrangements is vital. This not only enhances efficiency but also encourages employees to give their best.

Reduced absenteeism Absenteeism can erode your bottom line through lost productivity and, in severe cases, the need to hire temporary workers. A wellcrafted workforce strategy can mitigate absenteeism by creating an environment that fosters well-being, offering flexible work arrangements, and additional benefits that keep employees healthy and engaged. From recruitment to retention, a well-considered strategy can have a profound impact on your bottom line and set your business on a path to success.

Hertfordshire Growth Hub’s expertise Hertfordshire Growth Hub boasts a team of seasoned business advisors who are ready to guide you through this transformative journey. They will invite you to reflect on the culture of your workplace – does it align with the values you uphold, or is it time for change? As well as assessing your recruitment practices – are you making the most of your employment offers and advertising vacancies in the right places? The Growth Hub can also help you understand the broader aspects of your business and how your employees fit into the intricate web of activities necessary for success.

Which boundaries belong to your property? One would think that it would be obvious as to who is responsible for the boundaries on your property, but in many instances it is not always clear. The first port of call would be the Title Deeds to the property, but these are often silent as to which boundaries you are liable to repair and even if there is a reference to which boundaries belong to you, over time and with the change in ownership of yours or the neighbouring properties people assume responsibility for different boundaries according to their understanding and agreement with neighbours. It is also a relevant enquiry which arises when a freehold property is bought and sold. The seller at the time of your purchase may have stated in the Property Information Form which boundaries he has accepted responsibility for and maintained over time and which you can place reliance on. Among surveyors there is a rule of thumb that when standing on the road facing the property you are responsible for the boundary on the left, but this is not the legal position - and of course it doesn’t answer the enquiry in full about all the boundaries of a property. In some instances, the neighbours may instruct a surveyor to inspect the properties and boundaries to try to establish which boundary belongs to whom as it is in everybody’s best interests to resolve any issues amicably. As a responsible property owner, the best piece of advice one can give is that before you undertake any works to a property boundary you should discuss what works you are intending to do with the respective neighbour(s) to try to avoid a dispute, as this will at least establish that you are undertaking works to a property boundary which you consider belongs to you and not your neighbours. As we hear all too often, boundary issues can lead to neighbours falling out and initiating legal proceedings against one another in respect of matters which started off as a simple misunderstanding and which could easily have been avoided if the neighbours had spoken to one another.

If you are looking for legal advice, we can help.

Reflections of 40 years in IT

As Minerva reaches its 40th anniversary, founder and managing director John Chadwick looks back at how it all happened…

I

n 1983, I was working for a steel company, but the recession hit us hard.

Facing an uncertain future, I decided to set up my own company. I’d always had a passing interest in technology and computers, and could see that this was the future, so I decided to become a reseller for Olivetti’s M20 computers. In the early days, the machines ran a revolutionary accounting software, but it was all very primitive; the computer mouse still wasn’t widely used, so everything on the screen was controlled by the function keys.

At that time computers cost close to £5,000 and with software and training on top, we didn’t need to sell that many to earn our crust. The turn of the millennium proved to be a godsend because everyone was terrified that their systems would collapse when the date moved on from 1999 to 2000 and therefore upgraded their equipment to millenniumproof options. In the end, planes didn’t fall out of the sky and most systems continued to operate perfectly well, but it reminded everyone how important it was to keep everything up to date.

As for Minerva, we recruited a few more people to deal with the demand for software development, and more recently, cloud computing has made some headway and businesses are aware of the growing threat of cybercrime. It’s a constant battle for us and our clients to stay one step ahead, but so far, we seem to be winning. Over the years, Minerva has relocated a few times, but once we’d migrated to Potters Bar, we really thrived. Through natural growth and doing a great job for our clients, we’re now a team of 30 and things are

looking healthy for another year of growth. It’s been quite a journey, but here’s to the next 40 years.

Leading Individual is one of the top rankings in the guide which defines them “as true market leaders, with longestablished reputations in their sector, lead roles in multiple recent significant matters, and exceptional, widespread recognition and endorsement from peers in the market and clients alike”. The directory praises Victoria for being “very proactive and robust in negotiations”. A testimonial for Richard singles him out as “the only professional that I recommend consistently to my clients”.

One of the firm’s youngest solicitors, Jessica Few, achieved her first ranking as a Recommended lawyer in the family team which is an impressive accolade early in her career and noted in a testimonial that describes her as dealing “with cases with a maturity, insight and forensic precision that is well beyond her years”.

John Wagstaffe in property litigation and Nat Young in dispute resolution retained their Next Generation Partner rankings with a testimonial for John acknowledging his help to “overcome many difficult problems” and Nat being noted at “the man you want with you in the trenches on a difficult case”. Miranda Mulligan in employment retained her Rising Star ranking for her signification contribution to client matters. One of her testimonials describes her as “diligent, efficient, supportive, strong, understanding, and above all else, successful in helping me

stand up for what I believe in and enabled me to fight for change for other women”. Seven of the Longmores practice areas were ranked: company commercial, commercial property, dispute resolution, employment, family, private client and rural. Across these teams, 19 solicitors achieved individual rankings making these the firm’s best ever results. Richard Gvero, joint senior partner, said: “We are once again delighted to have been ranked as a Leading Firm and I am so proud of my colleagues for their well deserved recognition as top lawyers. We would also like to thank our clients and professional contacts who provided so many fabulous testimonials.” The Legal 500 is a leading directory of law firms and solicitors in the UK with rankings determined by independent research, client interviews and the opinions of other professionals.

Getting the job done

Lawrence Dean marks 13 years in business

The year 2010 saw the launch of the iPad and Instagram, Kate and Wills celebrated their engagement and Downton Abbey took over Sunday evening TV. David Cameron became the first UK Conservative leader for 13 years and a huge volcanic ash cloud in Iceland sparked the cancellation of millions of flights around the world. In Hertfordshire, meanwhile, 2010 saw the birth of Lawrence Dean Recruitment.

A

fter years of working in the industry, Sarah Leete and Kelly Notley took a leap of faith and set up their own business.

Major changes have swept the industry – not least a more relaxed attitude to flexible working and technological advancements. “Years ago, people would put up adverts in their business or shop windows or jobseekers went to the local Job Centre. Technology has made accessibility a lot simpler,” said Sarah.

Working from a tiny office with just two brains, two phones, two laptops and a boatload of enthusiasm, the pair wanted to create a company which focused on finding that perfect fit for hiring managers and jobseekers. Fast forward to 2023 and their award-winning business is now regarded as one of the leading recruitment agencies in the county. Sarah said: “Our first office was so small – neither of us could put on any weight or we wouldn’t have been able to move around the desks! “We now have 12 people on the team – all permanent – and we are proud of how far we have come.” Sarah and Kelly take the time to understand how clients operate and the culture they have built and then use their knowledge and contacts to locate the most suitable candidates.

“That said, the human touch is still very important for us; we are a people-centric business and I think that is what sets us apart. Surveys show 96 per cent of their clients have used them more than once and feel the service is better than their competitors. It also showed 72 per cent of people they found work for didn’t take the job they initially wanted to apply for. “We won’t mis-sell a job,” said Sarah. “For example, if they are ambitious and want to end up managing a team and we know that won’t happen, we will help them find something that suits them better. “It’s all about being honest and finding the position which is a perfect fit.”

“We still take the time to truly get to know our clients and for us that means getting together in person, rather than using technology. “No-one really hired for quite a while during the pandemic so there were two years of recruitment backed up. I think that’s partly to blame for the recruitment difficulties companies have faced over the past couple of years. “Things are starting to settle now, but it’s still a candidate-driven market, and salary, benefits and work life balance have got to be competitive.” For more information on Lawrence Dean, visit https://www.lawrencedeanrecruitment.co.uk/

Hertfordshire residents are being invited to pop in and enjoy a burger and chips for £13.95 with the option to choose an apéritif from the specially curated aperitif list for Monday Pop-up Club for an extra £5. Lussmanns’ full drinks list and tapas will also be available for diners to enjoy.

Talking about the new Monday Pop-Up Club, Lussmanns MD irector Andrei Lussmann said: “We did a takeaway burger menu during the lockdown of 2020, and it was very popular so we thought we would combine the return of our guilt-free burger experience with opening our Hitchin restaurant for the first of our Monday Pop-up Clubs.

The burger menu includes: The Classic with organic beef burger sourced from the Rhug Estate in Wales; The Schnitzel with free-range chicken schnitzel burger from Balsall Common on the Warwickshire border; The Vegetarian

“Dining out on a Monday, enjoying an affordable menu of responsibly sourced sustainable ingredients, washed down with an aperitif or two from our Pop-up Club drinks menu, is the perfect way to start the week.”

The Monday Pop-up Club launches on 30th October and will be open every Monday until 20th November inclusive. Lussmanns Hitchin will continue to open every Monday after that until the New Year with diners invited to choose from the restaurant’s Christmas, Autumn or Locals Set Menu, which costs £18.95 for two courses and £23.95 for three, and is available every day between 12pm and 6.30pm.

Energy-conscious landlords offered cashback on new loan deals A specialist business bank is strengthening its proposition for portfolio landlords with a new Green Reward cashback offer.

R

edwood Bank, based in Letchworth, is keen to support landlords who have already achieved EPC ratings of A-C. Any new loan deals completed on properties in these top three EPC ratings will be given a cash refund of up to 0.50% of the loan value.

Gary Wilkinson, CEO and CoFounder, said: “Although the Government’s plans to impose minimum EPC standards have been halted, there is growing pressure on landlords to make their properties more energy efficient. We want to be able to reward those customers who have attained the highest standards.”

The cashback will be calculated as •

A-rated property – 0.5 per cent of the loan value;

B-rated – 0.4 per cent; and

C-rated 0.2 per cent.

“The cashback will provide those landlords, looking for a new loan, who are energy-conscious, but are not yet at the most energy efficient level, an incentive to attain an improved EPC rating. We want to support those customers who have completed energy efficiency improvements and have the highest ratings of A-C. “We feel that in the current economic climate, receiving a cash lump sum would enable

customers to be able to put this to an immediate use as they see fit for their business. In some cases, the reward may aid customers looking to improve the EPC ratings of other properties in their possession. “We have always supported SMEs, and this is just another way we can help alleviate some of the pressures businesses are currently facing.” Rishi Sunak recently withdrew his plans to impose a minimum C rating – up from the current E rating – for all new tenancies from April 1, 2025. We are aware how food banks such as WD6 Food Support are a key part of society these days and being a food and drink company, we want to be able to help as much as we can to ensure that every member of society has access to healthy, nutritious food.

Its parent company GraceKennedy celebrated its centenary last year. Grace Foods brands and products are national favourites and include: market-leading Nurishment (nutritionally enriched milk drinks); Encona (hot pepper sauces); Grace, Dunn’s River and Caribbean Choice (Caribbean beverages and general grocery ranges). “It was truly amazing to see the hours of preparation that go into each day to set up all the stock at WD6. We assisted in transporting food around the site and helped to separate it into sections. We then all went to our stations and helped to give out the food to the patrons.

The organiser said they probably fed in the region of 350 people a day. We hope to be able to do more in the future with community projects. Talking about the support from Grace Foods UK, WD6 co-founder Janice Levine said “Thank you all for helping serve the 76 people who

Upskilling through technology

Cultivating Skills:

The Golden Thread in a Multi-Trade Industry

Every avenue is open to learning Being responsible for in excess of 80,000 social housing properties is challenging, especially given the shortage of skills right across the construction industry. Job satisfaction and staff retention are therefore critical in order to fulfil contracts so it’s essential that employees feel supported at every stage of their professional growth which in turn boosts morale, improves job satisfaction and reduces turnover.

From work experience, basic training, and apprenticeships to NVQs, degrees, and special accreditations - MCP’s culture of learning is woven throughout its 45-year journey to success.

MCP offers work opportunities to people from all backgrounds; from school leavers, the armed forces and people who wish to retrain. Their apprenticeship scheme has helped dozens of young people to achieve NVQ’s and some are now in managerial roles, while those with qualifications are supported through higher degrees or advanced certifications.

n 1978, when MCP’s founder Mick Clarke - then self-employed - was awarded his first 3-year contract to carry out all repairs and maintenance services for 3,500 council homes, he knew that this was a golden opportunity. He also knew right away that needed help and that it would have to meet his high standards.

Learning life skills and social values

I

In addition to supporting vocational training, MCP also provides a wide range of training courses and workshops on topics such as health and safety, fire training, first-aid, personal safety and social values. Anna West, Director of Talent and Relationships at MCP has nothing but praise for the entire company’s commitment to learning saying, “Our culture of learning is the golden thread that runs through our heritage and continues on through our workforce. Opportunities to learn may start with MCP but success is always down to the positive attitude and hard work of individuals.

For efficiency and speed, Mick began by hiring skilled labour, but he also made a point of taking on some trainees – local people who in those days didn’t have easy access to learning trades, and whom Mick could directly train, oversee and help them to gain a qualification whilst on the job. This was the very beginning of MCP’s culture of nurturing skills and creating work opportunities for people from all backgrounds.

Developing a multi-trade landscape Fast-forward 45 years and MCP is now the UK’s leading specialist repairs and maintenance provider for the social housing sector. The company provides a dynamic, multitrade service that relies on a multitude of skilled tradespeople; electricians, plumbers, carpenters, gas engineers, roofers, quantity surveyors, decorators, landscapers, and many others.

50

Digital technology is integral to MCP’s operations and has enabled employees to expand their skill sets further. Employees are given training on mobile devices and software that improves scheduling, stock replenishment, and communications, which ultimately leads to greater efficiency and time-saving.

INSPIRE

When looking after thousands of properties, quality, efficiency and the need for crossfunctional expertise are paramount, and while the lines between many trades may have blurred, there are benefits for both professionals and the business. By helping their employees achieve additional qualifications, MCP has created a fluid and multiskilled workforce that helps to improve productivity and counter absenteeism. It also gives the business a competitive advantage because it can adapt quickly and handle multifaceted projects.

“In terms of success stories, there are so many; we’ve watched school leavers become managers, apprentices become mentors, and we’ve even applauded some who have won awards for their work. We hope these stories will inspire others to join our team”. MCP currently supports 10% of its workforce through their learning, from apprentices through to those studying for a Master’s Degree.

Managing Currency Risk During Uncertain Times We are currently experiencing some of the most volatile times in the past decade in currency markets, not helped by the ongoing global uncertainty and inflation well above where it should be.

However, the Bank of England governor has all but confirmed that interest rates will not rise in November, adding further pressure on the pound. Bank of England Governor Bailey’s comments will likely add downside pressure to the pound, which has fallen against both the euro and the US dollar this week, on top of disappointing retail sales figures.

MEET THE CHAMBER TEAM

Tell us about your time at the Chamber. I used to work in the environmental health sector for a long time, but really there are only so many risk assessments you can do before you lose interest. I’ve lived in Hertfordshire most of my life and I took the opportunity to be able to represent the county, doing something interesting. The past four years have been challenging, but with everyone’s support, the Chamber has grown.

What has been your proudest moment? Getting my promotion and becoming a director. That was a big milestone for me personally. It gave me more of a voice.

Do you have a favourite event? I love the Summer Party at Sopwell House. It is always so well put together and very relaxing. I love the Inspiring Herts Awards, but there is a lot going on. At the Summer Party there isn’t the same pressure. It’s an opportunity to celebrate at a great venue.

When you are away from the office, what do you enjoy doing?

In conversation with

Donna Schultz Donna Schultz, Commercial Director for sales and membership, has been a familiar face with the Chamber for four years. When asked who she would invite to her dream dinner party, she had a very special reason for wanting to invite a former England footballer. 54

INSPIRE

I have two children so there isn’t much me time. I’m very sociable so I do enjoy going out for dinner and catching up with friends. The Hermitage is one of my favourite restaurants, although I do enjoy a good curry as well. And whatever I choose to eat, it would have to be accompanied by wine or gin, definitely not vodka.

If you could have a dinner party with three guests, dead or alive, who would you invite? My Grandpa, Don Welsh, who died in 1990. That’s who I am named after. He was a professional footballer and played for England, as well as managing Liverpool. He was hilarious and had so many stories. I’d also invite Simon Cowell because I love sarcastic and funny people and I think he would be entertaining. And the Queen. She was simply inspirational. And I would love to hear what really went on behind the scenes.

Tell us about the best holiday you’ve ever had. When I was 22, I went backpacking for 10 months to Australia, Fiji, New Zealand and America. It really made me grow up. I went with a friend but she chose to stay in Australia so I continued by myself. Hawaii was my favourite place and I would go back. Las Vegas was great as well – a really bizarre place with no clocks or windows to keep everyone inside gambling.

And, finally, tell us something people may not know about you. I did a skydive over the Game of Thrones region while I was backpacking in New Zealand. I get motion sickness and I’m afraid of heights so goodness knows why I did it. In the plane I felt a bit unwell and when I landed, I was sick. It’s the scariest thing I’ve ever done.

MEET THE CHAMBER TEAM

How long have you been at the Chamber? I have only just recently returned, but I had been with the Chamber for more than five years previously. I am delighted to be back working on the great variety of events that provide so much support for our members. In my role, I oversee everything from the Inspiring Herts awards, the various conferences and lunches, as well as the numerous networking breakfasts and events like the summer garden party. I love bringing these events to life and knowing that they are going to be interesting, useful and also educational for our members.

Do you have a favourite event? I do enjoy the conferences, especially the Women in Leadership one. I was responsible for introducing that one when I saw how popular the Women in Leadership lunches were, and it has a special place in my heart. It’s great in the way everyone supports each other. We all appreciate the challenges women face and offer moral support as well as business advice. It’s a very inspiring and empowering event.

In conversation with

When you are away from the office, what do you enjoy doing?

Head of Events and Communications Alison White has made a welcome return to the Chamber after a brief break and is a well-known face to members at the brilliant events the Chamber is renowned for.

If you could have a dinner party with three guests, dead or alive, who would you invite?

Alison White

But what does Alison enjoy most about her role – and how does she spend her time away from the office?

I love family life and walking my dog Django, who is a very laid back, big, black Lab. This may sound odd, but I like to collect rubbish on our walks! Litter is a big bugbear of mine so each weekend I take a picker and a bag with me to tidy up the local countryside. I call myself the bag lady!

I’d love to invite people who interest me and be able to talk to them face to face. So, I think my guest list would be Frida Kahlo, Dave Gilmour from Pink Floyd and Anne Boleyn. And we’d all sit together and chat over one of my favourite bottles of red wine – a Malbec or a Cabernet Sauvignon from the New World.

Tell us about the best holiday you’ve ever had. That would be the one to Sri Lanka 29 years ago when I got married. We just disappeared and didn’t tell anyone our plans. Everyone thought we were just going on holiday. It was an amazing trip…it’s the most beautiful place with lovely, humble people. We went back again for our 10th anniversary and it was just as beautiful.

And, finally, tell us something people may not know about you. I enjoy flower arranging and have completed an official floristry course. I’ve taken commissions for friends and acquaintances - when I’ve had time between events.

KMG PARTNERSHIP Design-Led Structural Engineering Lyndsay Waymont

S

We’ve previously looked at some of the history and background of KMG, our Hemel office and at our place in the wider RSK Group, with the myriad of services on offer. In this third article, I’m going to look at the kind of projects that KMG deals with on a daily basis, and the team that makes it all happen.

tructural Engineers design all kinds of structures – walls, bridges and tunnels. Multi-storey car parks. Skyscrapers and bungalows. Churches and changing rooms. Sports Stadia and club houses. Factories, power stations, warehouses, aircraft hangars, office blocks, apartments, supermarkets and corner shops. Most structural engineers have specialisms. For KMG, this is cold storage and distribution, and more recently, life sciences and pharmaceutical manufacturing facilities. We mainly work in commercial and industrial property – but for a variety of different sectors and different types of construction. Our work can vary from designing a new build property to refurbishing and extending an existing building – in these eco-conscious times, building re-use is the most environmentally friendly form of construction project. Some examples of our work: COLD STORES AND DISTRIBUTION KMG has a long track of cold storage and warehousing design, particularly temperaturecontrolled environments for the food industry. Chill and cold storage involves significant capital investment for our clients – our knowledge of key factors is critical to delivering problem-free facilities and optimising investment return. We have worked on projects throughout the UK and Ireland, for well known clients in the food services industry.

PHARMACEUTICAL AND LIFE SCIENCES We undertook the civil and structural engineering design for an extension to an existing pharmaceutical production building in Denmark. This consisted of a reinforced concrete basement, a column free production area on the ground floor with a plant room on the first floor level. The plant room was designed to fit within the deep 25m span structural steel trusses that span the width of the building. A particular challenge was making provision for a 30 tonne freeze dryer within the ground floor area and making sure it could be safely moved across the ground floor to its final position. KMG was also tasked with reviewing the construction stage design carried out by a Danish contractor.

HOTEL AND LEISURE – LUTON HOO HOUSE, BEDFORDSHIRE KMG is proud to have carried out the civil and structural engineering of the restoration programme by Elite Hotels transforming a historic but run-down country mansion to a hotel with modern leisure facilities. Luton Hoo mansion house dates back to the late 18th century and sits in around a thousand acres of parkland and gardens.

Along with extensive renovations to the original mansion, a new 3 storey extension was added for guest accommodation and facilities including a swimming pool, as well as a golf course and spa.

THE KMG PARTNERSHIP TEAM Our local, Hemel-based team works all over the UK and sometimes further afield, and together with RSK Group colleagues offers a full range of design and construction related services. With a commitment to training early career engineers up to chartership with the Institution of Structural Engineers, and/or the Institution of Civil Engineers, and with certification to ISO 45001 in Health and Safety, ISO 14001 in Environmental Systems Management and ISO 9001 in Quality Assurance – you will have the assurance of dealing with a well-qualified, experienced and professional team, whatever your project requirements.

ADVERTISING FEATURE

Help us to help others in later life Age UK Hertfordshire is an independent local charity, supporting older people in Hertfordshire to lead fulfilling and enjoyable lives. We are a person-centred charity, and our aim is to help people to continue to live independently in their own homes and maintain choice and control over how they live their lives.

W

e support over 15,000 older people in Hertfordshire each year through our services, and aim to reduce the debilitating health impacts of loneliness and social isolation and to improve mental and physical wellbeing. We also provide opportunities for people to socialise with others to ensure that people stay connected to their communities and benefit from the value that friendships can bring. We also offer a lot of practical support from form filling to cleaning and shopping, and are continually looking at new services to develop to meet the growing and changing needs of the population.

We know that there is a growing need for support services, as there are 206,500 people aged over 65 living in Hertfordshire, which is forecast to increase by 36% by 2040. Of these, there are currently 67,489 people living alone, which is also expected to increase by 39% in 2040. This shows that the need for help and support will increase significantly over time and so services are essential and need to grow and adapt to meet the growing demand. This is a poignant time, as the impact of COVID-19 has had a disproportionate effect on older people compared to any other age group, plus the impact of the cost-of-living crisis – our service is needed now more than ever.

How you can help Help your local community! We need volunteers to support our befriending services and much more. Volunteering is a great way to meet new people, learn new skills, and help deliver the work we do in Hertfordshire. So, if you have any spare time to spend with an older person and help make their lives less lonely please get in touch - spend an hour, to share an hour and change a life. Fundraising - At Age UK Hertfordshire the money you raise will not only help us support local older people, but your efforts can also make a real difference in the way Hertfordshire thinks about ageing, so please help us by donating to us, fundraising for us or help sponsor us to be your charity of the year.

Small cause for optimism

around recruitment challenges

Fewer British companies are facing recruitment issues, according to the latest report from the British Chambers of Commerce. But while the figure has dropped from its 2022 Q4 high, there are still almost three-quarters of companies with difficulties hiring the right people, with the hospitality sector the worst affected.

J

ohn Woodruffe, the Chamber’s project manager for the Herts Local Skills Improvement Plan (LSIP), said: “It is clearly a positive sign that fewer businesses are reporting problems when it comes to finding new people. But the figure is still too high. Through the county’s LSIP, we are looking to address some of the common problems businesses are facing when recruiting, especially around skills shortages.”

The British Chambers of Commerce’s Quarterly Recruitment Outlook is the largest private sector survey in the UK comprising nearly 5,000 firms across the country encompassing all sectors and sizes. The third quarter results show a 9 per cent fall from the historical high of 82 per cent in Q4 2022. The figure has now fallen in each quarter of 2023.

In Q3, 61 per cent of companies had attempted to recruit with 66 per cent reporting that labour costs are a financial pressure. Recruitment difficulties are being felt across the economy, but the hospitality sector continues to suffer the most with 79 per cent reporting problems. This is closely followed by construction and manufacturing on 78 per cent (down from 86 per cent and 81 per cent respectively in Q2). In the retail sector, 72 per cent of retail businesses said they had experienced recruitment issues. Of the hospitality firms reporting problems, 58 per cent faced difficulties in finding semi/unskilled workers, and 41 per cent skilled manual/technical staff. In the construction and engineering sector, 78 per cent faced problems getting skilled manual/technical workers, but just 21 per cent for semi/unskilled.

As businesses continue to face a series of economic headwinds, most are still reporting no increase to investment in workplace training. Just over a quarter of firms reported an increase in staff training (27 per cent, the same as Q2), with 13 per cent reporting a small drop (14 per cent in Q2). Labour costs are cited by most firms as a source of cost pressure with 59% of firms saying they are still concerned about energy costs. John said: “Overall employers are offering more flexible working conditions wherever possible but are still struggling to hire and retain the right staff to help get them through these challenging economic times. The picture in the hospitality and manufacturing sectors is particularly worrying. “These are certainly areas we will be looking at through the LSIP project.”
