Tan Kiat How, the Senior Minister of State for the Ministry of Communications and Information of Singapore, unveiled a new International Co-Production Fund amounting to S$30 million. This fund aims to facilitate collaborations between Singapore companies and international partners for the creation of high-quality content with global appeal. Additionally, another S$25 million will be injected into the Virtual Production Innovation Fund to foster talent development and enhance production capabilities. Institutes of Higher Learning here in Singapore are rolling out training initiatives for their teaching staff and students. This reflects Singapore’s dedicated commitment to investing in its local media ecosystems, with a particular emphasis on three key areas: Partnerships, People, and Potential.

Formats For Days: Asia’s Winning Formats Michelle Lin, Head of Data & Analysis, K7 Media brought a medley of formats that have shown particularly stellar performance in 2023. Seven is the magical number of top format categories that we will be running through today. The first is dubbed Nostalgia Melo because it revolves around music of bygone days with formats like singing competitions and karaoke shows. Next is the Unorthodox Quiz segment that plays on the classic quiz format with hilarious punishments and complicated game conditions. Third is the Japanese format category with the tried and true mix of athletics, child games, and celebrity antics.

Reality formats were a big hit this year with Chinese and Vietnamese formats. More cerebral, Elite Minds formats challenge brainy participants with intellectual puzzles. Love formats were a big hit too, with the staple of sexual tension in male and female group competitions. Love leaked over into the AI format category, with an AI augmented-reality format that ages participants as they try their shot at online dating. The AI category also includes a format where an AI acts as the producer of the show, punishing and rewarding participants as it deems fit. Overall, 2023 was a good year for formats.

A Lifesaving Shot of Vitamin K This Year

Entertainment can be an oasis on the trudge through the desert of life’s grind and the freshest water comes with a great big dose of vitamin K — for Korea, that is. The Korea Creative Content Agency (KOCCA), a big government sponsor of Korean entertainment content, has brought an exciting selection of Korean formats to ATF 2023. Part of their offering includes four unscripted formats: Wedding Fighters, Alumni Lovers, Golden Girls, and Still Alive. The themes in Korean formats we know and love are

here: wholesome love, nostalgic friendship, and, of course, K-pop star power. The two Korean scripted formats were no slouch either. Newcomer Doctor Cha came charging out of the box from the pen of a debuting writer, stunning all in the Korean industry with its performance and proving that K-Drama still delivers year after year. The Escape of the Seven, while lesser known, is a hidden gem with complicated plots, intrigues, and death.

Get in Line — The Jinxing Talk Show Is Coming

Asia’s Oprah Winfrey is coming to town in 2024 as Liberty Star Studios begins work setting up for production in Singapore. Jin Xing, the star hostess of the show, hails from China where she has had major success in the talk show business. She hails the debut of her show in Southeast Asia as a big step in getting more global coverage of Chinese content, and progress towards the goal of holistically growing the Chinese show industry in Asia at large.

In a taste of her prowess as a talk show hostess, she had guest stars Jeremy Ian Monteiro, known as Singapore’s King of Swing, and Yeo Yann Yann, another big name in the Chinese film industry, join her in her session at ATF 2023. Jin Xing thanked the audience for their support thus far and promised great things to come in Asia.

The Docuseries Divide: Asia VS Europe When it comes to docuseries preferences, Asia and Europe are as divided as they are geographically, based on findings by Florent Careme, Head of Research & Products, Glance Médiamétrie. From a global perspective, docuseries have had an incredible year — over 2600 were made in 2023, with distribution of 85% on linear TV and 15% on various streaming channels. Florent shared that the UK, US, and Denmark were the top three launchers of docuseries, while Netflix, Viaplay, and Hulu had the honour of being the top three platforms for docuseries. For Europe, Florent covered trends in the UK, Italy, and Spain, as well as four Nordic countries with Denmark, Sweden, Finland, and Norway. Across Europe, Florent noted a strong preference for docuseries in the genres of nature, crime, history, society, celebrity, and royalty — in descending order of popularity. Finland was noted for their taste for imported docuseries.

For Asia, Florent covered trends in China, Japan and Korea, where a strong preference for society, travel, food, art, and culture docuseries were evident. Specifically, the most popular society docuseries involved documenting senior citizens in their societies. Emphasizing the difference in trending preferences between both regional markets, Florent warned that globalising docuseries for export across regions might prove difficult and advised a measured approach in building a base of region-specific docuseries.

Ja-panning For Gold Where some may churn out a tired rehash of classic genres, Japan appears to have Midas’ touch in reinventing the classics. The country’s biggest producers, from companies like Nippon TV and Fuji Television Network, have brought a veritable pile of gold to the shores of ATF 2023. The first of Japan’s offerings involve the dark and sinister, with titles like The Dark Postman, Black Familia, and Subscription Adultery and themes revolving around murder, suicide, and infidelity. Even the lighter ones like The Last Man: The Blind Profiler, One Day It’s Wonderful Christmas Ado, and The Greatest Teacher still involve some degree of murder, albeit on the side of a main of comedy, love, mystery and redemptive drama. The lighter Japanese offerings include heartwarming and funny series like Supermarket Basket is Life Itself and Traces of Grace to take the edge off the other edgier offerings. All in all, Japan brings a very palatable and balanced supermarket basket of goodies this year.

iQIYI Casts Its Eye Abroad for 2024 250 new shows are in the pipeline for international audiences, as iQIYI intends to produce original content to cater to diverse territories around the world. Yang Xianghua, President of Movies and Overseas Business, iQIYI, unveiled their plans at its iJOY event. He revealed insights about the genres that they would be focusing on in 2024, in order to appeal to international audiences like Southeast Asia. fantasy for those who enjoy seeing the costumes and production design of that era. The other popular genre is romance, which Xianghua split into two subgenres. Romance dramas for older, more mature audiences, and romance dramas focused on younger viewers. XIanghua announced that they would invest in 30 original and licensed shows for the Taiwan market over 2024 and 2025. As for the rest of Southeast Asia, they planned to develop 4 original productions for Thailand, and 12 original productions for Malaysia in 2024.

A Game of Funds and Other Insights From Producing Original Content Secrets to success were revealed in a meeting of minds when producers of the best original productions by streamers and OTT platforms came together for a session moderated by June Tan, Director (APAC), Events & Digital Media, Motion Picture Association International, in a panel organised by the Asian Academy Creative Awards 2023 (AACA).

One of the biggest challenges is that the audience base today is very diverse. “We’re competing for a very limited attention span,” observed June. As a result, it’s about capturing the attention of the audience and going to where they are. To do that, it’s about finding different, unconventional, and new channels to reach audiences, such as through social media platforms like TikTok. There’s also the challenge of reaching the youth — who are

very averse to any hint of propaganda in the content. One possible way to address this is for platforms to adapt existing IPs. Not only do existing IPs come with an audience base, but they also help introduce said audiences to the ecosystem of content on the platform which adapted the IP. But there’s no escaping the game of funds. Budgets for regional productions can pale in comparison to Western countries. It remains to be seen how producers can creatively circumvent such constraints, while still telling good stories.

Access and Funding are Key Concerns for Pitches

Eight hopefuls from across the region presented their ideas at the semi-finals of the ATF x Beach House Pictures Unscripted Pitch 2023 (USA + International Edition). Presiding over the event were four esteemed judges: Donovan Chan, Co-Founder & Creative Director, Beach House Pictures; Jessica Lee, Head of Development, Beach House Pictures; Kimberly Carver, Talent Manager / Producer, Anonymous Content; and Mandy Chang, Head of Global Documentaries, Fremantle. Spanning the gamut from serious investigative crime series to light-hearted dating travel

documentaries to profiles on cult leaders, the pitches were as diverse in tone as they were in subject matter. One key question that the judges often raised was the issue of access. Access to the subjects would make or break the exploration of the topic, and being able to secure access would provide fresh perspectives for the audience.

Funding was also a key concern for all involved — where it would come from, how much had already been acquired, and the viability of the budget. Five finalists emerged, from which the winning pitch was The Yani Tseng Story by

Danielle walked away with a full consultation and development package worth S$30,000 as the winner, prompting commendations from the judges and the rest of the participants.

“The pitches were all so different, and it was just a privilege to hear you telling your stories that you’re so passionate about,” shared Mandy.

The atmosphere was buzzing for creators, producers and speakers alike with opening speeches from Justin Deimen, Managing Partner, Aurora Media Holdings and Juraj Krasnohorsky, Producer, Artichoke Film Production, followed by a series of lectures that delved into the market of animation productions.

Fireside Chat: Financing Films and Creating Value Creators and producers may know what makes the audience tick, but it is also equally important to know what catches the attention of financiers in the industry, as Sophia Yen, Partner, Mannat, Phelps & Phillips, LLP and Bennett Pozil, Executive Vice President, Head of Corporate Banking, East West Bank explained.

Participants engaged in a discussion on the differences between equity and debt financing, the content value chain in Asia versus the Western world, and the importance of having good representation. There was an unequivocal agreement on being open to ‘taking what’s offered’, but “you need to have a vision of what’s your endgame, what’s most important for you and sticking to it,” explained Bennett. So how should one plan their production for potential investment? “Financiers are looking for a business plan,” said Sophia, explaining that it takes more than just buying in to a story for investors or banks to make a decision. “The story can be great, but how it’s executed is important.” But the heartware is important too, explained Bennett: “Create value by surrounding yourself with the right people, have the right focus, and stay on that path.”

CRIME COULD BE THE NEXT GOLDEN GOOSE FOR APAC CONTENT “Crime and thrillers are one of the most popular drama genres in APAC,” revealed Orina Zhao, Senior Analyst, APAC Research Lead, Ampere Analysis. 30 of the top 100 most popular overseas dramas are crime and thrillers, her research has uncovered. Orina shared about the under-served market for overseas crime dramas in OPAC at a session moderated by Jeremiah McMillan, Executive Producer, International Content Executive & Strategist, Ambush 8. Crime and thriller shows account for 14% of all content in APAC. Such titles are not just limited to movie titles, but long-running TV shows too. Such shows are particularly well-received in markets such Australia, New Zealand, Japan, South Korea, and Taiwan. Audiences of this genre have a bigger appetite for overseas content. “This shows how portable and well-travelled crime dramas can be,” Orina said. What’s the panacea for this undersupply? Overseas crime dramas. She showed that the total number of crime drama titles from overseas markets far exceeded those available in APAC, among all overseas producers. Another possible balm is newly commissioned crime content for APAC. The hunger for crime and thrillers is real, and the appetite for this genre is an opportunity not to be missed.

DIVERSE TAIWANESE CONTENT DRAWS INTEREST International buyers and production companies convened for a sneak preview of programmes presented by Taiwanese companies. The strong turnout reflected the popularity and keen interest in Taiwanese content. 252 titles and projects from 100 companies were showcased at the Taiwan Pavilion organised by Taiwan Creative Content Agency (TAICCA). Notable works include the series Tabloid, from Mirror Fiction, about an entertainment reporter investigating the death of her colleague, and the series You are My Sister, from Gala Television, with its themes of love, family, and work, Imperfect Us, from Taiwan Public Television Service (PTS), which is directed by Mag Hsu, best known for the popular film Dear Ex, Boys Like Boys from Portico Media, billed as Taiwan’s first BL reality dating show, and Rock 40 Star Chaser from TVBS Media, a new talent show that gathers music heavyweights from record label Rock Records. 20

Thanks is given to Türkiye as they swoop in to ATF 2023, bringing us a delightful line-up of romantic comedies and Turkish dramas. Bearing these gifts is Yasemin Keskin, Sales Manager for Asia and the Pacific at Kanal D International. Yasemin shares that for many consecutive ATFs, Turkish romantic comedies have done remarkably well and complemented their core business of classic drama titles in Asia. In addition to bringing more of the same this year, she hopes to secure more collaborations with Asian partners — a deal she believes would be highly lucrative at both ends. Among Kanal D International’s offerings, three titles steeped in familial bonds and romance have stood out the most — Three Sisters, Love Trap, and Ruthless City. To this, Yasemin adds that an upand-coming drama in the same genre, A Father’s Promise, bears watching as a new leader of Turkish Drama. She also believes that prospective partners should dig deeper beyond their classic hits as they hold many cult series which are now being recognised and licensed regionally — finding such unconventional points of interest could produce new prospects, such as remakes from Turkish to local and vice-versa.

Produced by Northern Pictures for ABC, the award-winning show follows Mikey’s adventures in the competitive world of schoolyard handball. Already successful globally with broadcasts in 19 territories – including the UK, Germany, and Spain – Hardball has garnered prestigious awards, such as the Prix Jeunesse award, BANFF World Media Festival Rockie Award, and an international Emmy.

TECH IN MOTION Media technology is making its mark in this year’s showcase at the Singapore Pavillion – where media companies, talent, partners, and every mover and shaker in the industry gathered to connect with one another. Hosted by the Infocomm Media Development Authority (IMDA), Virtual Production (VP) became the buzzword of the day, defined as “reimagining storytelling beyond the physical environment”. To exemplify how far we have come in the realm of VP, Seng Choon Meng, CEO, Scrawl Animation led a life demonstration of motion-capture technology in real-time, where a motion-capture artist brought a virtual on-screen crocodile to life. There was a spark of excitement in the tech realm, as conversations flowed as smoothly as the bubbly did in the lounge.

The Korean Pavillion occupied a wide berth of real estate within the Market, with a smattering of content companies all eager to connect with potential creators, buyers, and distributors. Minutes before the actual networking event supported by the Korea Creative Content Agency (KOCCA), connections were already being made with deep conversations over light bites, no doubt with some excited over potential collaborations. As soon as cocktail hour began, handshakes and polite nods were exchanged over sandwiches, and jute tote bags handed out as conversation starters. While one can hardly hear each bottle of champagne being popped over the hearty chatter, the lighthearted atmosphere was punctuated by smiles and an eagerness to work with one another.

DO IT LIKE THE FRENCH Business, that is. To put truth to the cliché, there was a certain je ne sais quoi to the vibe at the French Pavillion. Each content network had their own section, making up 21 booths in total. It seemed the French TV world had garnered plenty of interest in recent years, and leading up to the cocktail hour supported by Unifrance, spirited conversations were already abundant. Then, just as the platters of hors d’oeuvres were served, the tables were flipped around as quickly as it should be – work is work, and playtime is sacred. Business chats switched from the formal to casual get-to-know-you’s, with many agreeing over the stellar quality of cookies. Perhaps “doing it like the French” simply means having a fine evening that’s meaningful beyond the expected.

INDONESIA’S POWDER KEG OF GROWTH COMES WITH CAVEATS Undoubtedly, Indonesia’s media market is not fully realised, but that is a situation that is rapidly transforming. Sutanto Hartono, Managing Director of Emtek and CEO of Surya Citra Media (SCM) & Vidio, foresees an explosive surge in Indonesian content production that could catapult industry players to new highs if they know how to navigate it. Part of this is a high domestic demand for Indonesian movies.

IN 2022, 61% OF BOX OFFICE MOVIES IN INDONESIA WERE LOCALLY PRODUCED — THE FIRST YEAR THAT INDONESIAN MOVIES OVERTOOK FOREIGN MOVIES. Expanding that insight to local media production at large, Sutanto notes the unmet demand. By his estimate, below 40 local original titles are produced each year, 29 of which in the past year came from Vidio, an OTT platform under SCM. Another key area of growth is the OTT platforms host local content. “We are clearly in the early phase of OTT subscription adoption,” says Sutanto, referencing Vidio’s focus on Indonesia and Southeast Asia. Under 10% of the region’s one-billion population are paying subscribers, says Sutanto. Navigating this market as consumers habituate paying for OTT subscriptions is vital as a springboard for profits. Meanwhile, FAST must be recognised as a monetisation channel for a majority of their audience until the paid subscription trend matures in Indonesia.

Indonesia’s push for modernisation and 5G coverage would also boost OTT platform growth. According to GSMA, the 5G penetration rate for Indonesia is just 15% now, but projections estimate it at 80% by 2030. This would enable a high quality and consistent OTT platform experience for Indonesia’s large population. Yet, such rapid growth isn’t straightforward. “The investor is no longer focusing on growth, but on the road to profitability,” Sutanto bemoans, referring to investors who may begin pressing for returns on their investment, thus restricting funds for expansion in a barelytapped market. Despite this, Sutanto describes SCM’s path forward as “bullish” and remains confident in their ability to come out ahead. All it takes, perhaps, is more deliberate resource management. One non-negotiable area is their agility. According to Sutanto, their audience share for the past year has risen from 25% to almost 38%. Unfortunately, their market share of advertising has not grown as much. Sutanto attributes this to the shrinking TV 42

market and expanding venues for advertising. That, Sutanto stresses, demands room in your budget to invest in OTT platforms like Vidio that allow a shift from the stagnating conventional FTV TV to the growing video streaming market. Even Sutanto himself is not exempted from having to make drastic changes. He describes his role changing from a split between content selection and monetisation to one that emphasizes content selection and aggressively securing good content. “It keeps on changing,” Sutanto shares, referring to the market trends that shape his role.

IMDA’S $30 MILLION INTERNATIONAL CO-PRODUCTION FUND TO HELP SINGAPORE STORIES REACH A GLOBAL AUDIENCE “Unity is strength,” said Justin Ang, Assistant Chief Executive of Infocomm Media Development Authority (IMDA). To that end, IMDA will focus on the “amplification of Singapore content and enterprises on international platforms”, with an eye towards “better visibility and discoverability”.

There are now more co-productions with financing and IP sharing between coproduction partners, as opposed to the older financial model of OTTs owning and paying for full IP. “Singapore is no stranger to this model,” noted Justin, as the country has been “acknowledged as the first SEA country to support coproductions.” To that end, IMDA will support enterprises with resources in IP development. “Our most recent announcement of a $30 million international co-production fund empowers Singapore media companies to go global,” stated Justin. “[We can] bring more stories with a Singapore flavour that will also appeal to a wider audience.”

There has also been greater creativity when it comes to distribution platforms. “Proof point: Minibods went directly to Youtube rather than to mainstream OTT,” said Justin of the animated series. Financed by Mediacorp, the Moonbug Entertainment series is a spinoff of Oddbods, but geared towards preschoolers. IMDA will maintain its focus areas in ideation (such as the creation of new IPs) and capability development, with an eye towards upholding Singapore’s reputation for quality media services in the global digital economy.

Thankfully, Singapore talents are highly sought after as collaborators. Justin mentioned international successes such as Inside the Yellow Cocoon, Tiger Stripes, The Breaking Ice, and Falling into You as being part of Singapore’s track record of successful IPs. International partners also look to Singapore for joint collaborations, such as the Taiwan Creative Content Agency and the Film Development Council of the Philippines. “IMDA’s support helps to ensure that Singaporean storytellers can tell their stories to the world,” Justin said, and they have “curated match-making opportunities for businesses to come together”.
