In the Beginning....200 years of JP's On Saturday 12 November 1814, there appeared on the front page of The Sydney Gazette and New South Wales Advertiser the following notice: GOVERNMENT AND GENERAL ORDERS Government House, Sydney Saturday, 12th November, 1814 CIVIL DEPARTMENT 1... 2.... 3. His EXCELLENCY the GOVERNOR has been pleased to appoint Mr THOMAS KENDAL (Missionary) to be one of His Majesty's Justices of the Peace in the Bay of Islands, in New Zealand, and those immediately contiguous thereto. Mr Kendal is therefore to be respected and obeyed as such throughout the said Islands and Places. By command of His Excellency The Governor J.T. CAMPBELL, Secretary. And so begins the 200th year of service to New Zealand by Justices of the Peace. "Indeed, JPs are one of the few groups or organisations or institutions that has been in existence in New Zealand for that length of time," says Greg Weake, President of the Royal Federation of NZ Justices Associations. Weake reports that at the end of February 2014, JPs will gather in Waitangi for their annual conference, returning to the area where the first JP for New Zealand lived and worked. "What better place to celebrate this achievement?" he asks. The Te Aroha-Morrinsville branch will be represented at the conference by President Shirley Gillard and Vice-President Eric Russell. A meeting of local Justices was held in the Te Aroha Court House July 15 1944. The meeting was convened by Mr F.H. Schell and was called for the purpose of forming a local branch of the Auckland Justices of the Peace Association. Present

were: J.R. Nicol, W.C. Kennedy, A.J. Clark, F.T. Halligan, W.A. Wright, J.A. Hepburn, F.M. Schell, A.D. Jones, L. Flatt all from Te Aroha. Apologies received from: R. Sprague, C. Hedge, F. Hughes, Mrs Hillary and J. Webster. At the meeting of March 22 1948 a "round table" talk on Vandalism produced new angles to this subject. The consensus being that "home Training combined with Religious Instruction would go a long way to wiping out this blot on the community. It was decided to make a contribution to the Parcels for Britain fund. 8 pounds was collected through donations. At the AGM 1952, it was noted that one of the pioneer Justices of the Peace in the Dominion, Mr J.R. Nichol, was appointed in 1901 making him one of the longest serving JP in NZ. In 1955 the Te Aroha branch broke away from Auckland and joined the Waikato Association where it remains to the current time. in 1991 Morrinsville Justices joined the Te Aroha branch. At the 2013 AGM the branch changed its name to Te Aroha/Morrinsville Branch, Waikato Justices of the Peace Association. Scott Simpson MP Coromandel Terrific opportunities for Te Aroha I thoroughly enjoyed reading the recent media coverage of Te Aroha which showed the town in such a positive light. There is a real appetite for progress here and it is very heartening to see local business representatives focusing on the positives and selling the town’s merits to a New Zealand audience. I was delighted to host the Prime Minister John Key in the electorate at the end of February. While we didn’t have the opportunity to come to Te Aroha on this occasion, Mr Key is certainly aware of the great things that are happening here. During his visit the Prime Minister attended a number of community meetings on the eastern side of the electorate. It was fascinating to hear the wide range of topics which people wished to discuss, ranging from fishing and education to 1080 and Kim Dotcom. What was particularly noticeable was the absence of questions on anything to do with the economy and our Government’s management of our finances. I don’t believe this is coincidence. It speaks to the fact that the majority of people believe that we are firmly on the right track and that John Key and Bill English have done an excellent job in leading us through the global financial crisis and towards what we now anticipate will be a period of very strong growth. This is great news for places like Te Aroha where there is a vibrant business community, with strong ambitions for the future. The recently announced figures for primary sector exports are also very positive for our area. Our location in the heart of Waikato farming country means when our farmers do well, our town does well. The forecast for agriculture, forestry, and fishing exports grew by $4.9 billion to $36.4 billion for this financial year. As part of this, dairy sector returns are projected to lift by $2.7 billion, and meat exports by $1.2 billion. Our goal is to double primary sector exports by 2025 – a key part of our plan to build a more productive and competitive economy.

Community Information Te Aroha

Autumn is the busiest time of the year for events in Te Aroha and our March calendar is stacked with events with something for everyone! Te Aroha Plunket has three events lined up starting on Sunday 2 March with the Kid’s Market at St Joseph’s Hall from 10am – 2pm. Come along and grab some bargains for the little ones! For a fun family outing, Pedal for Plunket – family trail ride is on the same day. This is a family bike ride on the Hauraki Rail Trail from Te Aroha to the Depot Garden at Tirohia for a morning of fun activities and refreshments. Registrations are before 9am at Mangaiti Hall, Station Rd. Party in the Park at Herries Park on Friday 7 March from 10am – 12pm and enjoy speakers and stalls designed for the under fives and loads of fun activities for the children. Have you got what it takes to take on The Goat? If so, sign up for the challenge to race through the bush to the top of Wairere Falls and over the Kaimai’s. Registrations are open online now at www.thegoat.co.nz and the event is on Saturday 8 March. Brendan Dugan and Jodi Vaughn are coming to town on Saturday 8 March with their show “Just the two of us” at the Te Aroha Memorial RSA. Brendan and Jodi are country music favourites with a string of awards from New Zealand and Australia appearing live and on television shows. Tickets cost $20 and the show starts at 8pm. Friday 14 March has the Stanley Avenue School Twilight Gala. Proceeds for this year's Gala will go towards the purchase of new equipment and books for the school library. Come along, have dinner and join in the fun! Bumper balls, horizontal bungy, dunking machine, white elephant stall, assault course, bouncy castles, mystery envelopes, live music, raffles and food! The fun starts at 4.30pm. Future Te Aroha Centre is putting on a production of Sweet Charity on 14, 15, 21 and 22 March featuring the well loved musical hits ‘Rhythm of Life’ and ‘Big Spender’. Tickets are $25. Check our website for show times. On Saturday 15 March, Youth Empowerment Services are holding auditions for YES Factor Talent Contest at Boyd Park at 5pm. Come along and show us what you’ve got! The ECHO Walking Festival runs from 15 March to 6 April this year. Now’s the time to pick up a programme from i-SITE and register for any of the great walking options lined up from Coromandel to South Waikato – including five local walks. Walkers can also register at www.echowalkfest.org.nz. A Day in the Domain is on Sunday 16 March with a huge variety of craft and food stalls already booked. Te Aroha on Level 3 water restrictions Following a long dry period and high water use, Te Aroha has reached level 3 water restrictions and a sprinkler ban is now in force. Sprinklers, garden irrigation systems, unattended hoses, unnecessary water blasting and other water use is banned. Hosing remains restricted to alternate days - if you live at an even street number you can hose on even dates (e.g. 24 Bloggs St, can water on February 6, 8,10 etc). If you live at an odd street number you can hose on uneven dates (e.g. 23 Bloggs St can water on February 5, 7, 9 etc). We ask people to conserve water now to help avoid further restrictions and ensure we have water for essential and emergency needs. If you see any excess water use please call Council on 0800 746 467. Keep an eye on www.mpdc.govt.nz for updates on the water situation and more suggestions on how to save water in your home. Water tip: Did you know using a layer of mulch around plants reduces evaporation and helps them retain moisture? This saves water, time and money! It also minimises weed growth and weeds compete with our plants for water.

Our February meeting was well attended by members, Dave D'Abo (President of TRAC racing Te Aroha) also attended and addressed those present with regards to opportunities for business to take advantage of the additional visitors that racing brings to our town. The next race meeting on April 5th, is a Group One meeting, Dave has forwarded information to the Association regarding how businesses can be part of the event and we have circulated to our members. TRAC are also looking to become members of the association which is great news. The meeting also discussed the legal high dilemma, which it must be noted that none of the representatives in attendance were comfortable with the drugs being sold in our town. We trust that our elected councillors will do all that is possible to restrict sales of such drugs in our towns. Also discussed was Councils proposed plan change 43 & 44 of which there appears to be proposed rules that will have a negative impact on business and the association resolved to submit against those rules. It’s a busy next few months for the business association. BA5 – Te Aroha Fire Brigade will be the venue and host for the next BA5 date will be around end of March, Citizens Advice will be the next one in April. And we have a spare space for May. BA5 events are open to members and non-members and a great way to meet and network with other business minded people. Tradies Evening – The next Tradies evening is 25th March 4:30pm at Adrian Worsely’s premises Rewi st. ANZ have offered to provide refreshments. The event is for the owners of Trade businesses with the goal of getting more business to join the association it is an informal get together for Trades people in town to gather and network. Pre-season sports education evening Physiotherapists at Te Aroha Physiotherapy will host a sport education evening specifically targeting the pre-season build up and self-management during competition, in preparation for the winter sports.

YOUTH EMPOWERMENT SERVICES Youth from Te Aroha are again working to organise a YES Factor Talent Contest. This event last year was a huge success; the crowd filled Future Te Aroha with no room to spare, so this year we have moved the event outside and will make use of the space at Boyd Park. We are now in our third week of auditions with only the Morrinsville audition to go. We have seen some great talent from Te Aroha and Paeroa already and are waiting with enthusiasm to see what comes out of Morrinsville, the word is out that we have some great acts coming to audition. The YES Factor Youth Events are the work of local youth, they sign up to organise events like the Talent Contest and the Paint Party to gain youth leadership skills. During the course of organising these events the youth learn the complexities of event coordination and team work. Many of the current ‘crew’ have carried over from the talent contest last year, their skills and confidence have increased considerably. A number of the crew that worked on the Paint Party have now moved on to Tertiary education (we miss them) but we have also taken in a number of new members; the active crew usually sits around 15-20 youth. These events have been funded by the Ministry of Youth development for the purpose of Youth Leadership Development, it is a great opportunity for the youth to learn new skills and the events are also a direct response to the 2011 survey where the youth voice stated that they wanted more youth activities, events and safe place to meet with their friends. These events are well supervised, secure and provide a great opportunity for the community and families to come and support our young people; Our motto at the Youth Empowerment Service is “Supporting Future Generations” we hope that the community will come along and do the same.

Grumpy Old Man Writes. . . So there I was neatly tucked up in bed, gently flitting in and out of the land of nod when I was dragged nerves jangling and heart pounding into the here and now of post-10.30pm reality. No-one, but no-one in Te Aroha makes a phone call at that hour unless it’s a matter of life or death. And our overseas friends are more than familiar with the time difference. So the mind immediately performed several acrobatic leaps to consider the likely state of health of half a dozen family members. Being the gentleman that I am I let my wife answer it. “Hello…” she pauses during that distinctive time-lag that invariably goes with overseas calls. “Hello…” this time louder and apprehensive. She listens for a moment then hangs up. By now I’ve actually sat up “what was that all about?” “Some foreign bloke saying he was calling from Microsoft…” If there’s one thing I hate it’s being disturbed in my sleep and that rates only slightly higher than receiving unwanted phone calls at inconvenient hours trying to sell me heating systems, reduce my power bill, or persuade me to part with a $20 donation out of my Govt Super. Cold calling by phone is a much more recent phenomenon – I can’t recall having them when we first came to NZ -mind you it wouldn’t work too well with the old hand-crank system.

They’re easy to spot – they usually start by asking if I’m having a good day. That’s the cue for the phone to go down – nobody I know calls me to find out if I’ve had a good day. Even easier is when I don’t understand the first half dozen words spoken. Who’d work in a call centre in Bombay? I see Countdown have been coming in for a bit of flak recently over Aussie-style bullying tactics with suppliers. Spare the poor souls a thought, they’re only thinking of their valued customers, they tell us. Yeah right. Of course, it has nothing to do with more profits for their shareholders. If they really are concerned for the welfare of their valued customers how is it that, on Sunday morning when they regularly get a store full of customers buying by the trolleyload, they have only two of their half dozen checkouts operating? And for people like me who only pop in to get a loaf or bottle of milk can they imagine how frustrating it is to stand behind three full trolleyloads at the checkout staring meaningfully at the “express” checkout which for some unfathomable reason seems to be permanently unmanned? If they haven’t got enough staff to man half a dozen checkouts why don’t they scrap a couple of them and make better use of the space.

As the country’s major Arts Festival in Wellington got under way, a new group here in Te Aroha was aiming to get the community connected by a regular festival embracing its own multi-faceted Arts scene. A range of Te Aroha groups devoted to the Arts met in February to examine the possibility of establishing a festival on a regular basis to showcase their talents. The meeting, called by music teacher and choirmaster John Mullon of the Te Aroha Community Choir, attracted representatives from the Piako Brass Band, the Te Aroha Dramatic Society, the Te Aroha Arts Centre, Rotary, the Rainbow Singers and Riverside Jazz. John Mullon outlined his vision of an all-embracing festival, perhaps held annually, in which performance, exhibitions, concerts, workshops and demonstrations of music, theatre, poetry, spoken word, visual art, song and dance. Those present agreed to work as an umbrella group facilitating the establishment of such a festival and a working group was established to explore all avenues and make specific recommendations on format and content. At its first meeting the working group considered the original vision of a three-week ongoing festival embracing a wide variety of offerings – large and small – might be overambitious and suggested smaller beginnings on a regular basis might be more appropriate. It recommended that the initial festival should focus on music and be held over the three days of Queen’s Birthday weekend – May 31, June 1 and 2. It visualized an official opening to the festival with breakfast

in the Domain and suggested a significant musical offering (such as a piper piping in the festival) together with a karanga and an important guest to mark the occasion. Throughout the three days a whole range of musical offerings would be presented at a variety of venues to suit all tastes. It was visualised that all would come together at a major venue for a concert at some stage during the festival. Ideas were floated by the working group regarding a name for the festival which would embrace the many facets of the arts. An initial suggestion is “Haakari – a feast of arts”. It also recommended that the umbrella group for the festival should be an incorporated society. The group is inviting all organisations in and around the district to get on board and help make a Te Aroha Arts Festival an event of significance. Ian Harrop

Stanley McConnochie

Stanley and Alice McConnochie with their young daughter Jean, arrived in Te Aroha in 1917. Within twelve months Stan had bought a livery stable and cartage business in Burgess Street, eventually he was operating two motor vehicles. (this site is now the car park for Te Aroha Veterinary Services) Stan also kept six white horses especially to pull the glass hearse at local funerals. Stan arranged with the Texaco Oil Company in Auckland for supplies of petrol and lubricant for his own vehicles, in about 1922, he was approached to become a Texaco distributor in the Te Aroha district. The first supplies of petrol came to Te Aroha by sea from Auckland, in four gallon tins packed in wooden cases. The petrol travelled by sea to Thames and then up the Waihou River to Paeroa in steam vessels. At Paeroa the shipment was transferred to barges, which were guided further up river to the Te Aroha Wharf by small tugs. The cases of petrol were loaded onto a spring cart and stored in large metal tanks behind the McConnochie home in Burgess Street. (opposite the stables) In those early days, motorists purchased tins of petrol and filled their own tanks. The forerunner of today’s petrol pump was a tripod filler containing a four gallon tin. The tin had to be pierced, and the contents drained through a hose into the petrol tank. Stan established McConnochie’s Garage and Service Station in Kenrick Street in December, 1923. Underground tanks and hand operated pumps were installed. Ten years later, a new building was built and “Texaco” electric pumps were introduced. The Caltex name came into being in 1936 as a result of a merger between Socal and Texaco. Stan started the farm delivery service in the district in 1934, by this time petrol was delivered in

forty four gallon drums on a flat-deck truck, and Texaco had changed its New Zealand trading name to Caltex. Walking festival ready for greater numbers This month the ECHO Walking Festival begins. Now in it’s 11th year it has expanded to include walks firm Coromandel to South Waikato. Te Aroha has always been important to this festival and there are a number of local walks that are still open for registrations. As well as some great full day guided hikes to Te Aroha Summit, around Wairongomai or Wairere Falls, there are a number of shorter walks that suit families or amblers. There is even an overnighter at the Pinnacles Hut which would be a fantastic adventure for a family. ECHO Walking Festival runs from 15th March to 6th April. INDOOR BOWLS St Marks Indoor Bowling Club commences its 2014 season at the hall adjacent to St Marks Anglican Church, Church Street, Te Aroha at 7pm on Tuesday 4th March. You may have heard of the Indy 500. But have you hearrd of the Te Aroha 500? Passionate petrolheads attend the Indy 500 but Te Aroha 500 Card Club members are every bit as passionate about their chosen recreation, playing 500 once a week with like minded friends who enjoy a quieter pastime playing cards. If you played with your siblings when growing up, or playing with your family when entertaining your own children, you will remember the fun you had. Now you can have that fun again when you meet on a Thursday afternoon with a bunch of friends of all ages. While using the Senior Citizen's hall you do not have to be senior to come and play 500. You may feel a bit rusty if you haven't played for awhile but people will help you get up to speed, it is just like riding a bike, you never really forget how. So how about giving it a go. THE ROTARY CLUB OF TE AROHA INC. Rotary is back and raring to go for 2014. Yes, we have had our first three summer fairs in the Domain and all who did attend enjoyed the ambience of the evenings. Rotary is a little disappointed with the number of stalls and food outlets but these seem to be on the increase now and we look forward to Saturday March 1 so come along and enjoy and evening out with the family or book a stall site for goods you are wanting to sell. There will be no fair on Saturday March 15th as this is the day before Domain Day which is an annual event. The next fair after the first wont be until March 29. We will then finish until next summer and will most likely start again the November. Sienna Wells, our international youth exchange from Durango, Colorado has settled in to New Zealand life and is making the most of her time here. Sienna was actually born in Christchurch but her parents went home to USA when Sienna was 13 months old. Sienna has participated fully in all activities offered to her and is enjoying her time at Te Aroha College. Rotary enjoyed the meeting that was held at the croquet greens in the domain and some Morrinsville Rotarians came over to enjoy the competition of golf croquet and unfortunately they won all the games they played. The annual fundraising auction for our club is to be on Wednesday 26 March so if anyone has any surplus items that they would like to donate you can contact the secretary on 8849521 and she will arrange pickup of these. Unfortunately no electrical goods can be auctioned because of the new ruling on testing of these items but china etc would be most welcome. Since 2003 Te Aroha Primary School has been providing the Perceptual Motor Programme (PMP) for all junior students at the school. This programme is aimed at developing the brain's motor skills and thereby enhancing children's learning. Such a programme has become important because many young children are entering school without the physical development skills. They lack basic skills such as sitting still, being able to hold a pen properly and following instructions. Sometimes they wriggle in their seats a lot because they lack balance. This is a sign of the times as kiwi pre-schooler's spend more time in front of a TV or computer screen and less time playing on the floor. Babies are not going through the experimentation that allows for the development of their brain. There are five different areas that are covered in the programme. These are eye tracking, balance, eye/hand co-ordination, locomotion and fitness. The class rotates around each station ensuring every child practices the five skills each session. The children have one floor session and two equipment sessions per week. Each session is 30 minutes long. The children really enjoy the Programme which has shown benefits in the classroom such as the ability to focus on tasks for longer periods of time, improved co-ordination, motor skills and self esteem. Te Aroha Kindergarten and ABC Children Centre both visit the school on a weekly basis and participate in this wonderful programme provided by Te Aroha Primary. We are very fortunate to have a wonderful group of regular community volunteers who come in on a regular basis and assist with the sessions. Community Groups Citizens Advice Bureau New Zealand is an independent community organisation offering a free, confidential and independent service of information, assistance and referrals from 90 locations stretching from Northland to Invercargill. Last year volunteers received over 508,000 enquiries on issues ranging from electricity, immigration, housing and employment to consumer rights, health and family. Bureaux have 'core' business that they must deliver and then are expected to 'fill the gaps' in their communities. CAB Te Aroha does this by hosting a free law clinic, holding many application forms, facilitating a Social Services Network meeting and being an agent for the Te Aroha Community Food Bank.
