Vancouver continues to be the most popular location for the annual Helicopter Association of Canada Convention & Helicopter Safety Forum, now in its 24th year, where our attendee and exhibitor numbers just continue to grow year-over-year.
This year, continuing with our traditional focus on safety, we have something for everyone, including some popular returning speakers, such as Kathy Fox, Chair of the Transportation Safety Board of Canada, and Paul Dittmann, who was appointed as a member of TSB in May 2017.
We also have some new internationally renowned speakers, including Dr. Amanda Lamp, one of Washington State University’s acclaimed Aviation Fatigue specialists. And, of course, Chuck Aaron will be speaking at our annual luncheon about managing risk – under admittedly somewhat unusual circumstances. Aaron is an aerobatic helicopter pilot, most notably in the James Bond movie “Spectre”. In short, this year’s program will be outstanding and the show is not to be missed.

This is our second consecutive year in Vancouver’s Convention Centre – our most popular convention venue, in one of Canada’s most popular destination cities. Many of our delegates bring their families to the city and enjoy a few days before or after the show to enjoy the sights and sounds of beautiful Vancouver in the Fall. I hope that you are able to take advantage of this, too.
This year our safety content has overflowed beyond the November 15 “Safety Day” and we have developed a program that includes many safety related topics over two days. Safety is truly the product that we sell and it is the cornerstone of all our business-related decisions. Indeed, there is no business without the safety of our customers and employees.
This year we have prevailed upon the Transportation Safety Board (TSB) to become even more involved with our programming, to ensure that we are firmly in tune with the latest helicopter safety related issues. As many of our operators extend their reach outside Canada’s borders, we must ensure that Canada continues to be an international safety leader in helicopter operations.
Recent requirements for CRM training; looming changes to the TDGR training requirements; new Fatigue Management regulations on the horizon; a hardening of the insurance market; and an ever-growing shortage of human resources – we have lots to talk about. Take one of our pre-convention courses; participate on one or more of HAC Committees; attend our Awards Luncheon and our Speaker Series program. You won’t be disappointed!

Paul Dittmann was appointed as a Member of the Transportation Safety Board in May 2017. He began his career in aviation with the Royal Canadian Air Cadets, earning his glider wings in 1985. After joining the Canadian Armed Forces in 1986, Dittmann completed pilot training in 1991 and then went on to fly the Sea King helicopter on operations with 423, 443, and 814 (Royal Navy) Squadrons. He later instructed on the Sea King with 406 Squadron and on the Outlaw helicopter with 3 Canadian Forces Flying Training School, while serving as its Commandant. Dittmann has 4,000 hours of flying time and qualified as a naval diving officer.
Dittmann’s experience at National Defence Headquarters includes posts as an aircraft accident investigator and as Chief Investigator for the Canadian Armed Forces. Additionally, he held the posts of Contracted Flying Training and Support Program Manager, Director of Air Simulation and Training, and Director Fighter Capability Requirements. Dittmann is a graduate of Royal Roads Military College (Bachelor of Science, Physics and Oceanography), Royal Military College (Masters of Defence Studies), Canadian Forces College (Joint Command and Staff Program), and NATO Defense College (Senior Course in strategic defense and security studies). He retired from the Canadian Armed Forces in 2017.


DIRECTOR AND CEO, CANADIAN COUNCIL FOR AVIATION & AEROSPACE
Robert Donald was appointed as the Executive Director and CEO of the Canadian Council for Aviation & Aerospace in 2008. The Canadian Council for Aviation and Aerospace (CCAA) is a notfor-profit organization that uses competency based national standards to help Canada’s aviation and aerospace industry, ensure it has an adequate number of workers with the skills needed by industry.
Donald has more than 20 years of experience in the aviation and aerospace industry. He is the former General Counsel of the International Air Transport Association (IATA). Donald spent 10 years with IATA in Geneva, Switzerland and Montreal, Quebec. Donald is also Counsel to DLA Piper L.L.P.’s global aviation practice. He received his degree in law from McGill University, a BA from Concordia University, and a postgraduate diploma in European Union competition law from King’s College in London, England.


In June 2018, Kathy Fox was appointed to serve as Chair of the Transportation Safety Board of Canada (TSB) for another five-year term, a position to which she was first appointed in 2014. She has been a Member of the TSB board since July 2007. Fox selected air traffic control as a career in 1974, and worked at Transport Canada control towers in Baie-Comeau, Sept-Îles, Saint-Hubert and Montréal-Dorval, as well as at the Montréal Area Control Centre. From 1982 until 1986, she was in charge of air traffic control training at CEGEP Saint-Jean-sur-Richelieu, a cooperative training program coordinated by Transport Canada and the Quebec Ministry of Education. Fox left operational controlling in 1992 to accept a developmental assignment with Air Traffic Services Headquarters in Ottawa, assuming progressively senior positions. She transferred to NAV CANADA in 1996 and became Director, Safety and Quality in 1997; then Director, Air Traffic Services, in 1999. In 2000, she was appointed Assistant Vice President, Air Traffic Services. She became Vice President, Operations, in April 2003. Fox retired from NAV CANADA in June 2007.
Fox received a Bachelor of Science degree and a Master’s degree in Business Administration from McGill University. She also completed a Master of Science in Human Factors and System Safety with Lund University in Sweden. Fox has been extensively involved in other aviation activities for over 40 years, including sport parachuting and commercial aviation. She holds an Airline Transport Pilot Licence, has flown over 4,800 hours, and still flies parttime as an instructor and pilot examiner. Fox has won numerous aviation awards in her illustrious career and, in November 2004, was inducted into the Quebec Air and Space Hall of Fame.









Mike Hirschberg assumed his current duties at the Vertical Flight Society on June 1, 2011, after 20 years in the aerospace industry, primarily in vertical flight. As Executive Director, he is responsible for the execution of the strategic direction set by the Vertical Flight Society, which traces its roots back to 1943. Hirschberg represents the vertical flight technical community and advocates for the advancement of vertical flight research and technology to the executive and legislative branches of the government.

Hirschberg is the publisher of all society publications, including Vertiflite, the Journal of the AHS, and the Annual Forum Proceedings. He was previously a principal aerospace engineer with CENTRA Technology Inc., providing technical and program management support for over 10 years to the Defense Advanced Research Projects Agency (DARPA) and Office of Naval Research (ONR) on advanced aircraft and rotorcraft concepts. Prior to this, Hirschberg worked from 1994 to 2001 in the Joint Strike Fighter (JSF) Program Office, supporting the development of the X-32 and X-35 vertical flight propulsion systems.
Hirschberg served as the Managing Editor of Vertiflite magazine from 1999 to 2011, and had been a contributing author since 1997. He is an internationally known lecturer, frequently presenting on vertical flight at short courses, meetings, conferences and universities, and is the author/co-author of more than 100 publications on helicopter, V/STOL and advanced aircraft developments, including three books.
Hirschberg holds a B.S. in Aerospace Engineering from the University of Virginia (1991) and a M.E. Mechanical Engineering from Catholic University of America (1996). He completed a Master of Business Administration at the Virginia Polytechnic Institute & State University (Virginia Tech) in 2013. He is proficient in speaking German. Hirschberg is an Associate Fellow of the American Institute of Aeronautics and Astronautics (AIAA) and a Fellow of the Royal Aeronautical Society (RAeS).

Joshua Horst is a senior aviation planner and manager with WSP Canada’s Aviation Planning and Advisory Services Team. He is based in Kitchener, ON, where he manages WSP’s heliport services throughout Canada.
Horst’s expertise is in airport and heliport planning with specializations in system planning and design, capacity and operational studies, feasibility studies, master planning, terminal area planning, and regulatory compliance audits. In addition, he has written and reviewed many airport and heliport operations manuals including related plans and procedural documents.
Horst consults as a senior advisor and expert on airfield usability, land-use planning, meteorological analysis, aeronautical zoning, heliports, and plans of construction operations. He has been involved in the planning of both large and small airfield development projects, including a number of green-field projects abroad. In addition to his senior role at WSP, Horst has served as a sessional lecturer in aviation post-graduate studies teaching Airport Planning and Management.

Amanda Lamp is one of North America’s leading Aviation Fatigue specialists and a professor at Washington State University, where she earned a B.S., Neuroscience; M.S., Prevention Science; and Ph.D., Prevention Science. Since 2012, she has served as the Scientific Manager, Occupational Sleep Medicine Group, Sleep and Performance Research Center (SPRC). The centre is also aligned with the Elson S. Floyd College of Medicine at Washington State University-Spokane.
In her current role, Lamp oversees all day-to-day operations and manages Research Assistants and the executing of all projects and papers. Previously, she also worked in the Program of Excellence in Addiction Research (PEAR), which is also located at Washington State University. SPRC focuses on Occupational Sleep Medicine and Fatigue Risk Management and has ties with Neuropsychology. The group is currently conducting research related to sleep, fatigue, and performance in airline pilots and consult for one of the world’s largest international airline companies based in the United States. SPRC also works with the airline company and the FAA on Fatigue Risk Management Systems for multiple international routes.
Lamp is a member of the Aerospace Medical Association, since 2018 and, in 2017, became a member of the Fatigue Countermeasures Working Group.

Trevor Mitchell is a heliport consultant with WSP Canada’s Aviation Planning and Advisory Services Team. He brings more than 20 years of aviation experience to the WSP and has applied that experience to delivering heliport consulting services for a diverse group of clients throughout Canada and oversees.
Mitchell has more than 7,000 hours of helicopter fight time and holds endorsements for over nine rotary-wing aircraft. His experience is also supplemented by additional management and operational roles within the rotarywing operations field working with the Winnipeg Police Service, Flight Operations Unit, and as an Operations Manager, Coordinator and Pilot with Arrow Helicopters. He has authored approved Commercial Operation Manuals, Transportation of Dangerous Goods supplements, Heliport Operations Manuals, and participated in several regulatory compliance and certification inspections.
Mitchell also spent three years as a Base Director for STARS (Shock Trauma Air Rescue Service), based in Regina, Saskatchewan, where he was responsible for the coordination of operations and issues between external health care partners, the Saskatchewan government, and other stakeholders. During his time as Base Director, he was also responsible for the operational implementation of the Regina General Hospital Helipad, St. Joseph’s Hospital in Estevan, Dr. F. H. Wigmore Regional Hospital in Moose Jaw, as well as several other site scoping projects throughout Saskatchewan.

SZWALEK ASSOCIATE DIRECTOR GENERAL, CIVIL
Joseph Szwalek has more than 32 years of experience working at Transport Canada in the Civil Aviation Directorate, providing regulatory oversight. He has a broad range of flight experience, from time serving as a single-engine aircraft instructor, line crew member on a twin-engine aircraft, and a Captain of the Cessna Citation.

Szwalek has logged in more than 7,000 hours of flight time during a flight career spanning nearly 37 years. In June 2019, Szwalek was appointed as Associate Director General, Civil Aviation for Transport Canada. In this role, he is responsible for the design and maintenance of a National Civil Aviation program through policy, guidelines, regulations, standards, education and awareness in order to achieve Transport Canada’s safety priorities. This program regulates all facets of the aviation industry in Canada, including aeronautical products, personnel licensing, training, operating and flight rules, airports, commercial air services and general aviation and navigation.
Prior to this role, he was Transport Canada’s Regional Director, Civil Aviation, within the Ontario Region, located in Toronto, Ontario. He has held a variety of positions progressing through frontline inspector; Superintendent, Flight Training Standards; Manager, Aviation Enforcement; and Manager, Commercial and Business Aviation. Szwalek maintains a current Airline Transport Pilot License and a number of aviation endorsements.

AIRBUS HELICOPTERS
Bruce Webb believes that the key to improving aviation safety is through a better understanding of human behavior, which perfectly suits his current role with Airbus Helicopters. His interest in aviation began in high school where he attended an aerospace course as a sophomore and then attended a vocational A&P School as a junior and senior.
Webb went on to complete his Bachelor’s degree from the University of Illinois while concurrently pursuing his Federal Aviation Administration (FAA) Rotorcraft Helicopter Pilot Certificates. He co-owned and operated an FAAapproved part 135, 137, and 145 helicopter operation in the Chicago area for more than six years. He flew medical helicopters (VFR and IFR BK-117s) for more than four years in Nebraska, Ohio, and North Carolina.
Webb came to Airbus (Eurocopter) in 1999 as a pilot and quickly was promoted to Chief Pilot, a position he held for 16 years. He stepped down in 2016 to begin this new challenge of promoting safety from a lectern, not a cockpit. With more than 36 years of helicopter experience, Webb is a passionate speaker whose unique perspectives resonate with audiences.

Steven Williams leads Emond Harnden LLP’s Aviation HR Law practice group, the largest such group in Canada.Founded in 1987, Emond Harnden is now one of Canada’s largest law firms devoted exclusively to representing management on labour relations and employment law matters.
Williams has the pleasure of working with a number of fixed- and rotary-wing operators, as well as various aviation industry organizations. As a Board Member of the Helicopter Association of Canada (HAC) and the Northern Air Transport Association (NATA), Williams has been heavily involved in the recent flight and duty time issues. He has been instrumental in establishing an HR committee for HAC members. The purpose of the committee is to ensure critical HR challenges facing the helicopter industry are addressed and to also facilitate the dissemination of HR best practices to all members.
Williams has attended the ATAC National Aviation Conference and Tradeshow for more than 20 years and annually delivers an HR Law presentation to the Flight Training Committee, among other speaking engagements. He is past President of the Board of Directors of the Ottawa Human Resources Professionals Association, as well as Chair of the Federal Government Affairs Committee of the Human Resources Professionals Association of Ontario, where he assisted with government relations matters.
Today, Williams is Chair of the Human Resources Committee of the Board of Governors of Ashbury College and a proud member of the Boys and Girls Club of Ottawa.
