Welcome to HAC’s Ottawa 2017 Convention!
We have made some significant changes to this year’s Show format, and we hope you will enjoy them. We have collaborated with Transport Canada to jointly develop our Safety program and we have invited some Friday, and we have invited some high-profile international speakers to round out the content of Friday’s Safety Forum themed, “Advancing Safety in Challenging Economic Circumstances.”
We have been planning for more involvement from Transport Canada Inspectorate staff at our Committee meetings on Thursday, in an effort to re-invigorate a dialogue with the regulator. There is certainly lots to talk about, including the draft Fatigue Management Regulations, the pilot shortage that most operators felt this year, the new H1 Heliport Guidance material, Forestry Hiring Practices, the looming release of the TSB’s Study of Air Taxi Accidents – to name only a few!
We will also be holding a Closing Banquet at the Shaw Convention Centre next to the Westin on Saturday night – You will not want to miss Derek Seguin’s Overtorqued Comedy Show, which will follow dinner! Derek has an hour of flight training under his belt, and he is looking forward to providing you with his insights on the experience.
Many operators have experienced a strong and successful operating season this year and we hope that you will take some time to chat with your suppliers, whether on our Trade Show floor, over a cocktail at one of our receptions, or over lunch. They truly are our partners-in-success and their support of our Convention and of our Industry is extremely valuable.
We hope that you will enjoy your time in Ottawa during Canada’s 150th birthday celebration, and the 100th Anniversary of Vimy Ridge. Please consider taking some time on Saturday to break from the Convention and attend the Remembrance Day Ceremony at the War Memorial, which is located very close to the Westin Hotel.

I wanted to take a moment add my welcome to Jen’s. According to most operators, this year’s operating season was a welcome shot-in the-arm in a series of unremarkable nine years.
The Conference is your opportunity to relax, to engage in some professional development, to plan for next year and to reconnect with others in the industry from across the country. We have prepared a great event for you this year!
We are placing a special focus on safety this year – to push our accident rate down even further. We have also tried to re-energize the discussions that take place on our committees, and to re-engage with Transport Canada’s Regional and Headquarters Inspectorate staff. You will notice more of them presenting in our Committees, and we have adjusted the timing of our Convention to facilitate their participation.
We are offering a few more business-related speakers and more business-oriented professional development content, to help you trim your proverbial sails for next season.
Please take an hour on Saturday morning to attend the Annual General Meeting. A number of our Board positions are up for election, and this is your opportunity to involve yourself in the democratic process. Nominate someone and vote, or even run for election to one of the Board of Director positions. Nominations will be open until Friday night.
Please spend some time on the trade show floor with some of our valued suppliers. Our Associates and exhibitors are partners in our success – without them our industry couldn’t prosper.
And finally, don’t miss Derek Seguin’s Overtorqued at our Saturday night Gala Dinner. I had an opportunity to attend Derek’s first Flying Lesson, which he will talk about on Saturday. On more than one occasion I thought “he’d lost it, altogether,” but I think he honestly believes that he was in perfect control of the aircraft at all times – so he must be a real helicopter pilot . . . Our special thanks to HTSC for allowing us to use their Jet Ranger for the flight, and to Derek for allowing himself to be subjected to the humbling experience…recorded on video, for your Saturday viewing pleasure.

Undeniably one of Canada’s hottest comedians, Derek Seguin has been touring clubs and theatres across North America intensely for the past few years and his debut concert album, “Newfie Octopus” is a bestseller on CD Baby and on iTunes. Whether he’s ragging on politics or describing life with his children, he brings us into his perspective without preaching any selfish point of view. His undeniable charm makes him simply fun to watch and listen to and is in large part why he is one of Canada’s most “in demand” comedians.
Montreal-based Seguin is one of the most sought after stand up comedians on the international circuit. He has performed at the prestigious invitation-only Just For Laughs festival an impressive six times. Mark Aruja has diverse experience in defence, government, industry and the not-for-profit sector spanning over 40 years, characterized by leading change. His boyhood dreams of flying were fulfilled with a 32-year aviation career in the Canadian Armed Forces ending with a number of senior appointments including Wing Commander.
Mark leveraged his operational and procurement experience in defence during 12 years as a Business Development Manager with Thales, a multinational company in the defence, aerospace and security sectors.
Aruja’s first participation with USC was in 2003 at the inaugural annual conference, participating as an industrialist. He viewed this association as an invaluable vehicle to bring together the diverse party’s necessary to create and realize transformational change opportunities. When he was voted to the Board, he championed the strategic focus of the association on civil and commercial UAS opportunities, now being realized in dramatic fashion. While there is much to be done in this sector, the next true leap for Canadian society promises to be in automated vehicles, where a new leadership team and network will need to be created.
Mark is an engineering graduate of the Royal Military College and has taken numerous courses over the years in aerospace systems, international security and in business management.

Graham Brathwaite is Director of Transport Systems – one of the eight themes that make up Cranfield University, U.K. Graham completed a BSc (Hons) degree in Transport Management and Planning and a PhD in Aviation Safety Management from Loughborough University, U.K. before joining the University of New South Wales in 1997. He was appointed as Director of the Cranfield Safety and Accident Investigation Centre in 2003; Head of the Department of Air Transport in 2006; Head of Division in 2013 and Director of Theme in 2014. His main research interests are in the fields of safety management, accident and incident investigation, human factors and the influence of culture on safety.
Graham is Program Director for Cranfield's world-renowned Accident Investigation continuing professional development courses. In 2011, he led the University’s successful bid for a Queen’s Anniversary Prize for Higher and Further Education – the highest honour that can be awarded to a U.K. academic institution – for its work in aviation safety. This was followed by the Flight Safety Foundation’s Richard Teller Crane Award for the University’s sustained corporate leadership in aviation safety.
Graham has led the development and delivery of tailored investigation, human factors and safety management courses for a range of clients including the European Aviation Safety Agency, Australian Transport Safety Bureau, Hong Kong Civil Aviation Department, British Airways, SAS, easyJet, Monarch Airlines, AirAsia, China Airlines, AirTanker, QinetiQ, Cathay Pacific Airways and the Japanese Airline Pilots Association.
Since 2011, Graham has acted as an independent member of the Safety Review Board of Thomson Airways: the world’s largest charter airline. In 2016, he was appointed as Independent Safety Advisor to the British Airways Board. In 2012, Graham was made “Distinguished Alumni” of Loughborough University for his work in aviation safety and education. Graham is a Fellow of the Royal Aeronautical Society, Chartered Institute of Logistics and Transport and the International Society of Air Safety Investigators.

In April 2015, Guindon was appointed as one of two Directors General of Civil Aviation at Transport Canada. His mandate is aviation safety oversight and transformation, including the delivery of national surveillance activities and safety services, such as aircraft certification.
Guindon first served in the Canadian Armed Forces as a pilot-in-command of the C-130 Hercules and the Challenger VIP aircraft. He joined Transport Canada in 1992 as an air carrier inspector, occupying various positions related to the oversight of national and international air carriers. From 2008 to 2012, Guindon worked on a number of Transport Canada's organizational development projects in Rail Safety, Aircraft Services, Marine Safety and Civil Aviation until he was promoted to Director of National Operations in 2012 where he was responsible for the regulatory oversight of Canada's major airlines, and the country's air navigation service providers.
Guindon has earned a master's degree in Public Administration from L'École Nationale d'Administration Publique (ÉNAP), a diploma in Airline Flying from Chicoutimi CEGEP/CQFA, and his Pilot Wings from the Canadian Armed Forces. He holds an Airline Transport Pilot licence with ratings on Bombardier, Boeing and Airbus types. Guindon is also accredited as a Project Management Professional (PMP) and has been trained as a Lead auditor on ISO 9001. In 2015, Guindon was bestowed as a Fellow of the Royal Aeronautical Society of London, U.K.

Joe Hincke enrolled in the Canadian Forces in 1973 and graduated from Collège Militaire Royal de Saint-Jean and Royal Military College with a degree in Political and Economic Science. He completed basic helicopter training in December 1979 and joined HS 443 Squadron on completion of operational conversion to the Sea King helicopter in May 1980.
During his career, he flew operationally with 423 and 443 Canadian Maritime Helicopter Squadrons and on exchange with 814 Squadron of the Royal Navy. Hincke commanded the Operational Training Squadron (HT406), served as Operations Officer for 12 Wing Shearwater and, from July 2001 to November 2002, commanded 12 Wing Shearwater near Halifax, N.S. He has approximately 3,300 hours of flight time.
Hincke completed Command and Staff College in 1987 and the Advanced and National Security Studies courses in 1999/2000. He also holds a Master's Degree in War Studies and has held a number of posts in National Defence Headquarters including Director, Air Force Personnel Management and Services, as well as Director, Senior Appointments for the Canadian Forces.
Promoted to General Officer in September 2004, Hincke served in various roles at National Defence Headquarters, culminating as Assistant Chief of the Air Force from July 2007 to August 2008. In Sept. 2008, he was appointed Commander of the Canadian Defence Liaison Staff and Defence Advisor at the Canadian Mission in the United Kingdom where he served until his retirement from the Canadian Forces in 2010.
Hincke joined the RCMP as a Civilian Member in September 2010 as its first Professional Integrity Officer.


Rosalie Kamp is currently TCCA’s Fatigue Risk Management Systems subject matter representative for the Flight Crew Fatigue Management regulatory initiative. Prior to this, she had 10 years experience as Safety Management Systems subject matter expert, including two years as an ICAO Safety Management Panel member. Her background with Transport Canada includes 10 years as a civil aviation safety inspector specializing in aerodrome safety and airport zoning regulations, and four years as an aviation system-planning analyst.

Neil Lavoie graduated with an Aircraft Maintenance Engineer Diploma from Confederation College and received his Transport Canada AME Licence in 1988. He continuously worked in the aviation industry until 1998 when he received an Aircraft Maintenance teaching position with Red River College Stevenson Campus. Neil remained a contract Helicopter Maintenance Engineer in the school’s off seasons until becoming Chair of Red River College’s Aviation & Aerospace Programs in 2013. His aviation experience and education background has been primarily focused on the operations, maintenance, repair, and skills training within a variety of aircraft and their systems including helicopters, turbine engines and avionics systems. His current projects include the review and development of new Aviation Maintenance and Aerospace training for Canadian industry.
As a leader at a recognized Aviation Maintenance training educational facility, he is currently striving to expand his and Stevenson Campus’ involvement in many aviation groups and organizations across the country including but not limited to; the Manitoba Aerospace Human Resource Council, Manitoba Aviation Council, CCAA, the National Training Association (for aviation maintenance) Career Trek, CAMEA, and WAMEA.
Programs and training models that Neil is currently involved with include NDT, Aerospace Manufacturing Technician, Aircraft Maintenance Engineer Diploma, and the Aircraft Maintenance Journeyperson Program (Canada’s only interprovincial recognized Journeyperson/Apprenticeship program). In addition, whenever possible he attends various aviation and aerospace events and meetings in Manitoba and across the country to discuss training needs and requirements with industry. Neil was honoured in 2014 with the Red River College Bravo Award for his leadership contributions (at all levels) with regard to his involvement at Red River College’s two Stevenson Campus locations.

A Canadian Forces pioneer, Karen McCrimmon honed her leadership and team-building abilities in the service of her country. Karen joined the Canadian Forces as a reservist. After graduating with a Bachelor of Arts from the University of Windsor, Karen transferred to the Regular Forces where she quickly rose through the ranks. In 1981, she became an air navigator – the first woman to earn the qualification. In 1998, Karen was promoted to Lieutenant-Colonel and appointed Commanding Officer of 429 Transport Squadron in Trenton, becoming the first woman to command a Canadian Forces flying squadron.
After retiring from the Canadian Forces in 2006, Karen started her own business offering mediation services to both public and private institutions. She has been an active member of the Canadian Federation of University Women, the Royal Canadian Legion, and Canadian Women in Aviation – an organization focused on encouraging more women to become involved in the aviation industry.
Karen believes that our success as a nation has – and will continue to be – achieved through mutual respect, co-operation and dialogue. She currently lives in Kanata-Carleton with her husband.
Karen is currently the Parliamentary Secretary to the Minister of Transport.

AARON MCCRORIE DIRECTOR GENERAL, CIVIL AVIATION AVIATION SAFETY REGULATORY FRAMEWORK, TRANSPORT CANADA
Aaron McCrorie was appointed as one of two Directors General of Civil Aviation at Transport Canada in April 2015 after leading a number of regulatory programs in the area of surface security, security for major special events, aviation security, and most recently, aviation safety. Aaron has been at Transport Canada since 1999.
Today, the scope of Aaron’s mandate is the aviation safety framework, which includes establishing safety policies, regulations, and standards for aviation and aerospace in Canada. Aaron is equally responsible for the development of the guidance, tools and instructions to help industry comply with regulations and for inspectors to oversee regulatory compliance.
As Director General, Aaron values soliciting the views of stakeholders, and promoting collaboration with the industry to determine innovative regulatory solutions. Over the years, Aaron has also cultivated strong relationships with authorities around the world including the United States Federal Aviation Administration, and Transportation Security Administration, the European Aviation Safety Agency, as well as the Civil Aviation Administration of China. He very much encourages an open, honest and respectful discussion within his own team, which helps to break down communication barriers that inevitably exist in large organizations such as Transport Canada.
Aaron holds a Bachelor of Arts degree from Carleton University, a Master of Arts degree from the University of Regina and started work on a PhD at York University. All degrees are in Political Science.

Dr. Shappell is currently a Professor and Chair of the Department of Human Factors and Behavioral Neurobiology at Embry-Riddle Aeronautical University. Before joining the faculty at ERAU in the fall of 2012, Dr. Shappell was professor of Industrial Engineering at Clemson University from 2005-2012. Before that, he was the Human Factors Research Branch Manager at the Civil Aerospace Medical Institute. In addition, he has served nearly 20 years (11 years on active duty) in the U.S. Navy as an Aerospace Experimental Psychologist. During his time in the U.S. Navy, Dr. Shappell served as the Human Factors Branch Chief at the U.S. Naval Safety Center and as a human factors accident investigation consultant for the Joint Service Safety Chiefs. He has published/presented well over 200 papers, books, and presentations in the fields of accident investigation, system safety, behavioral stressors, sustained operations and fatigue. While noted for his work in aviation, Dr. Shappell has been involved in a variety of industries including petrochemical industry, forensic science, mining and medicine.
Dr. Shappell received a B.S. in psychology (1983) from Wright State University graduating Summa Cum Laude with honours in psychology and followed with a Ph.D. in Neuroscience from the University of Texas Medical Branch in 1990. Dr. Shappell is a fellow of the Aerospace Medical Association, fellow and pastpresident of the Aerospace Human Factors Association; fellow of the American Psychological Association and past-president of Division 21 - Applied Experimental and Engineering Psychology, past-secretary/treasurer of the Human Factors and Ergonomics Society and fellow of the American Heart Association.

Steven Williams is a Partner with Emond Harnden, LLP where he leads the Aviation HR Law practice group, the largest such group in Canada. Steve has the pleasure of working with a number of fixed and rotary operators as well as various aviation industry organizations.
As a board member of the Helicopter Association of Canada (HAC) and the Northern Air Transport Association (NATA), Steve has been heavily involved in the recent flight and duty time issue. He has been instrumental in establishing an HR committee for HAC members. The purpose of the committee is to ensure critical HR challenges facing the helicopter industry are addressed and to facilitate the dissemination of HR best practices to all members.
Steve has attended the ATAC National Aviation Conference and Tradeshow for more than 20 years and annually delivers an HR Law presentation to the Flight Training Committee, among other speaking engagements.
