Labour, succession planning remain a challenge

Attendance at December’s Groundwater Week event in Las Vegas suggested the industry is alive and well (no pun intended). There was certainly plenty of traffic at the various exhibitor booths on the trade show floor, and the education sessions appeared to be well received.
The industry, however, isn’t without its challenges. Having sat in on a couple of the sessions, it was apparent that labour – that is, the lack of it – is an issue facing not only the Canadian industry, but that beyond our borders.
Groundwater Week had a decidedly American slant to it, given that it was held south of the border and was attended mainly by Americans. Nevertheless, the labour issue is at least North American-wide and perhaps is just as significant on a global scale.

The message was clear: the industry needs new blood, and it’s going to take a major awareness plan to achieve it. Meanwhile, the average age of people still working in the industry is 55. There were several 20 and 30-somethings walking the trade show floor which was an encouraging sign.
At another session, which addressed the topic of succession planning, it was revealed that only 30 per cent of family businesses make the transition from the first to a second generation. The numbers drop dramatically with each successive generation.
The session’s presenter asked for a show of hands to identify those in the room who were second-generation business operators. Several hands were raised, but the number decreased once he asked how many were third generation and beyond. Once he asked if there were any
sixth-generation drillers present, only one hand went up. That individual defied the odds as only four per cent make it to a fourth generation. The statistics for a sixth generation were unavailable, but it must surely be less than one per cent.
The good news is that technology continues to enable drillers to work more efficiently. Traffic was especially healthy at exhibitor booths where some of the latest innovative equipment was showcased. The trick now is to promote this industry to those entering high school and put it on par with other highly sought skilled trades. Everyone knows about plumbing, carpentry, automotive repair and electrical work. It’s time to get drilling on the same list and promote it as a desirable career choice.
It’s interesting that Groundwater Week is held in Las Vegas – a desert environment where water is less plentiful than most other places. This was my first Groundwater Week and only my second time in the city. It’s certainly an experience to be in Las Vegas and one that will not soon be forgotten.
Returning to my hotel one evening, a Vegas cab driver mistook me for Lanny McDonald, of all people. That, at least, demonstrated he was a knowledgeable hockey fan which precipitated an enjoyable conversation during my ride.
There were plenty of other sights, sounds and experiences associated with Las Vegas, but this isn’t the place to mention them.
After all, what happens in Vegas stays in Vegas.

HAMILTON’S LEAK DETECTION PROGRAM EARNS AWARD
The City of Hamilton’s proactive leak detection program has earned it a 2022 Water Efficiency Award from the Ontario Water Works Association (OWWA).
Since it launched in 2019, the program has resulted in an estimated savings of more than $5 million with 59,915,480 cubic metres of water saved based on Hamilton’s non-revenue water (NRW) calculator. There was also an estimated costs savings in reduced energy consumption of $473,000. The program has identified and repaired 264 leaks on city infrastructure and identified 68 privateside leaks. The intended result is to repair sources of NRW caused by leaking infrastructure, as well as to reduce the amount of energy used to produce and distribute lost water.
The city proactive leak detection program started with a pilot in 2019 using advanced technology to improve leak location accuracy. The pilot resulted in 185 potential leaks being found with 177 of those requiring action. Hamilton Water expanded efforts to implement a full-scale proactive leak detection program based on the 95.6 per cent accuracy rate in the pilot.
The City of Hamilton now has highly accurate technology to identify leaks so that it can get ahead of pipe breaks and focus on repair, rehabilitation, and replacement. In 2021, city council approved two permanent full-time employees to provide staffing resources to support this program.
The leak detection program has the following objectives:
• Identify and repair more leaks to reduce NRW and energy consumption.
• Leverage technology to accurately pinpoint leaks thereby reducing the occurrence of dry holes
• Improve planning for rehabilitation and replacement of aging infrastructure.
The program is a key strategy in addressing the ongoing issue of aging infrastructure. The City of Hamilton has one of the oldest and most complex water distribution systems in Canada with a higher rate (27 per cent – average over the last six years) of NRW than the industry average (15 per cent), costing the city millions of dollars. The majority of the city’s watermains are older than 40 years and 35 per cent of the pipes have been in the ground for more than 68 years, meaning there is a high risk for pipe breaks and leaks. Between 2012 and 2021 the city had approximately 308 watermain breaks annually.
Before launching the proactive program, the city had a reactive leak detection where leaks are identified and repaired after receiving a call or complaint related to low water pressure, noise in pipes, or a visual water leak.
Due to Hamilton’s unique geography and often rocky, porous ground, there are many watermain leaks and breaks that do not surface and have the potential to remain undetected for years. These hidden leaks account for a large amount of non-revenue water and can be far more damaging to the pipe network, with erosion of pipe bedding leading to major pipe breaks.
The proactive leak detection program has given the city valuable data to plan for $180.6 million in watermain replacement and rehabilitation over the next 10 years. The program has also resulted in a reduced risk to city infrastructure, including the pipe network from the erosion of pipe bedding leading to major pipe breaks and even damage to foundations of roads, bridges, buildings, and other features.
The OWWA water and energy efficiency committee has recognized outstanding initiatives in water efficiency in both the public and private sector annually for 10 years.
FOUR-YEAR DRINKING WATER ADVISORY LIFTED FOR FIRST NATION
A long-term drinking water advisory has been lifted for the Sachigo Lake First Nation after four years.
Upgrades and expansions to the community’s water infrastructure have been completed, ending inconvenience to more than 500 community members who had been affected since Oct. 19, 2018.
Sachigo Lake First Nation and Indigenous Services Canada (ISC) have worked in partnership to invest approximately $29 million over a period of five years. Improvements to infrastructure included upgrading the existing water treatment plant, extending the community’s water distribution system, and expanding the wastewater lagoon.
A project team led by the chief and council of Sachigo Lake First Nation recruited professional services for the comprehensive feasibility study, and subsequently multiple contractors were hired to complete the construction and implement these long-term upgrades, allowing the chief and council to lift the longterm drinking water advisory.
These improvements ensure access to safe, clean drinking water for approximately 185 homes and several non-residential buildings, such as the band office, schools, teacherages, community hall, daycare and hockey arena.
“As people of the land, we understand first hand how clean water is the starting point to all life,” Chief Robert Beardy, Sachigo Lake First Nation, said. “For the people of Sachigo Lake First Nation, potable water from which we can drink, bathe and cook has been a long time in coming. As chief, I am pleased that finally today, I can tell community members that the water is good, the water is drinkable and that the clean water flowing from our taps takes us one step closer towards fairness and equity, safety and well-being.

INDIGENOUS WATER UTILITY BREAKS NEW GROUND IN CANADA
Canada now has its first ever Indigenous water utility with the Atlantic First Nations Water Authority (AFNWA) setting a new milestone.
It puts control of water and wastewater management into the hands of First Nations. The transfer agreement was recently signed by Potlotek First Nation Chief Wilbert Marshall of the Atlantic First Nations Water Authority; Carl Yates, CEO of AFNWA; and Patty Hajdu, the federal minister of Indigenous Services. It initiates the transfer of responsibility for the operation, maintenance, and capital upgrades of all water and wastewater assets in participating First Nations to the Indigenous-led AFNWA.
The transfer agreement enables First Nations to officially join the water authority now after receiving approval from their community members. Once complete, the AFNWA will assume responsibility for water and wastewater services for as many as 4,500 households and businesses located in up to 17 participating First Nations. This represents approximately 60 per cent of the on-reserve population of First Nation communities in Atlantic Canada.
AFNWA will support all water and wastewater operators to become certified to operate their respective facilities and
maintain their certification through continuing education. The authority will work with staff to identify their career development goals and support them with education and on-the-job training, wherever possible. AFNWA will also work to develop capacity within communities by hiring trainees and supporting their career development.
The service delivery transfer agreement sets out both ISC’s and the AFNWA’s mutual obligations, accountability, and understanding for implementation. Through Indigenous Services Canada, the federal government has committed approximately $257 million in funding for this work, including $173 million over 10 years from Budget 2022 that will provide sustainable funding for operations and capital programs.
“This has been a long time in the making and we are grateful to the leadership and commitment from our communities to get us to this milestone,” Potlotek First Nation Chief Wilbert Marshall, chair of the board, Atlantic First Nations Water Authority, said. “We look forward to building capacity and increasing the level of service to standards enjoyed by other residents of Canada. We have blazed a trail for others to follow but that is the way of the Wabanaki who have always been first to see the dawn.”

Aconceptually comprehensive, physically based hydrologic modelling platform developed by a Canadian company is changing the way we think about, study, and plan water resources – surface and groundwater – in Canada, now and long into the future.

Moreover, the information will be publicly available via open data sources, along with decision-support tools to inform on droughts, floods, carbon sequestration, wildfire risk, permafrost changes, ecosystem services, and surface and groundwater flows.
This ambitious private sector and government project developed from a proposal submitted to the Canadian Safety and Security Program (CSSP). CSSP is a joint program between National Defence and Public Safety, managed by Defence Research Development Canada (DRDC) Centre for Security Science. The Canada1Water (C1W) collaborative partnership includes Waterloo-based Aquanty Inc. – a leading-edge water-resources science and technology firm and the proponent of the project – and the Geological Survey of Canada, Natural Resources Canada (NRCan), as the lead government department and effectively the technical audit on the work being done as part of the funded proposal. Several other partners are involved, including Canadian Forest Service, Canadian Centre for Mapping and Earth Observation, Surveyor General Branch, Agriculture and Agri-Food Canada (AAFC), University of Waterloo, and University of Toronto.
“The project originated from a CSSP call for proposals in 2019 to address the challenge of mitigating the safety and security impact of climate change,” says Dr. Hazen Russell, a research scientist at the Geological Survey of Canada. Russell is a project lead in the Groundwater Geoscience Program, and
co-lead of the C1W initiative along with Dr. Steven Frey, a senior scientist at Aquanty and an adjunct assistant research professor at the University of Waterloo.
Aquanty and NRCan submitted a proposal titled: Evaluating climate change impacts to groundwater/surface water resource sustainability. It was accepted and three years of funding was provided. The CSSP project has since grown into C1W and is funded equally by DRDC and NRCan, along with AAFC.
Aquanty’s role in C1W is to apply HydroGeoSphere (HGS), their flagship software and a world-class hydrologic modelling platform for fully integrated groundwater/surface water simulations. HGS facilitates three-dimensional simulations designed to model the entire terrestrial portion of the hydrologic cycle, including evaporation from bare soil and water bodies, vegetationdependent transpiration with root uptake, snowmelt, and soil freeze/thaw.
“HGS represents the movement of water based on the best available governing equations of the physical system,” says Brayden McNeill, technical sales and marketing lead with Aquanty. “As soon as a drop of water hits the model surface, HGS kicks in and it pretty much will internally handle every component of flow, all of the different process.”
And it can do that for the entire country.
“We’re modelling the entirety of continental Canada and that hasn’t really been done in this type of numeric modelling environment before – it’s a first,” says Russell. “A number of groups

do a lot of surface-water modelling, and other groups do a lot of groundwater modelling, either universities or government agencies, but no one has actually run large, integrated, physicsbased groundwater and surface water models, where the surface-subsurface coupling is completely dynamic at the scales presented in C1W.”
As for who will want the information produced by C1W and why, the list is long.
“C1W is specifically focused on making information available on groundwater and surface water for climate change adaptation for community decision makers,” says Russell. “And communities aren’t necessarily just geographic places –they span a whole spectrum. There are social/cultural communities – a good example is First Nations – and there are obviously geographic communities, either rural communities or larger urban centres. Then there are economic communities, the mining industry, forestry, agriculture, fisheries,
recreational activities. And within all of those, there are environment, society, and governance issues.”
COMPLEX TECHNOLOGY
The technology is fascinating and how it works is highly complex, but what it actually does is user friendly and useful to so many and on so many levels. For example, on a long-term scenario for the end of the century, we could see if climate change is going to result in a decrease in precipitation or rainfall in an area and a consequential decline in stream flows and water available in a river. It can tell us what the projected trends in lake levels will be. It can also assess trends in soil saturation – the variably saturated zone between the water table and the surface of the ground.
“This is really, really important for agriculture – you can’t grow crops in a bone-dry soil,” says McNeill. “We generate soil-saturation or moisture-level maps as an output.”
The water table position – how deep
you have to go before you hit the water table – is another model output and something of great importance for municipal water supply systems and water well drillers.
And that is really just the beginning.
“The concept behind C1W is similar to that of HydroGeoSphere-RealTime (HGSRT), except it’s going to be delivering data at a much coarser and larger spatial scales and for time periods much further in the future,” says McNeill.
HGSRT is a web browser-based, map-based portal that delivers realtime forecasts for select watersheds in southern Ontario. In the C1W project, instead of using daily weather forecasts, long-term climate projections are being used to drive the models forward to the end of the century.
“Research groups across the world are running these types of studies to examine the impacts of climate change on water resources,” says McNeill. “They’re doing it with a variety of different tools. But there is
nobody in the world who is working at the continental scale with a simulation platform that is on par with HydroGeoSphere.”
McNeill adds that even if people aren’t interested in the water resources aspect of this study, there will be a lot of climate and physical datasets produced. All of it is going to be published under open-access licences.
STANDARDIZATION REQUIRED
During this first 18 months of the project, a large part of the project has been collecting and assembling datasets from provincial and federal government agencies, along with US datasets for the transboundary watersheds. This data then needs to be integrated and standardized. For example, different stream classifications may exist on different sides of a provincial border. Standardization is needed so the same results are achieved across a watershed, regardless of political boundaries. These harmonized datasets reflect large amounts of specialist human resources and also computational time; hence, their availability should be useful for other studies. The data is standardized in common Geographic Information System (GIS) formats so is accessible for most individuals looking for such data,
regardless of the modelling software being used.
“What we’re doing is we’re basically saying, ‘Hey, everybody in Canada, you can now access data that gets you 50 per cent of the way to the finish line in running higher resolution models for whatever purpose you want,” says McNeill.

number of access points, such as the Groundwater Information Network, the GSC publications system, and an Aquanty-based website that will build upon the current HGSRT platform. For C1W, it will be a portal to query model results on a Google maps-type background. Users will see a familiar satellite-image background with options to turn on and off model outputs.
For example, when the project is completed, you will be able to visit the
C1W decision-support website to search for your community to see what your local watershed conditions are going to look like under mid-century and end-ofcentury projections.
“In the far North, there’s an awful lot of infrastructure that is entirely predicated on the permanence of permafrost, and that permafrost is not going to be as permanent as we had always hoped,” says McNeill
C1W is about halfway through the three-year project cycle, and it is currently a research and development or demonstration project, says Russell. Hopefully, with additional funding, Aquanty and NRCan can advance the model framework toward being an operational decision-support system.
“Currently, the large-scale impacts of climate change on Canadian social and economic security are not well understood,” says Russell. “In large part, this is due to the absence of a quantitative analysis of projected hydrologic changes, as such analysis is necessary to support regional and sectorspecific climate change risk assessment. Characterizing and quantifying climate change impacts to Canada’s water resources requires a national solution and has led to the C1W project.”

PRIORITIZING EDUCATION
Education, training must be at forefront to solve worker shortage
Recruiting and training qualified workers has been a persistent concern for the water industry for the past 20 years. (1) With the baby boomer retirement exodus underway, many industrial jobs remain unfilled, and 2016 marked the first time the number of seniors surpassed the number of children in Canada. (1)
The Water Environment Federation, which has global membership that includes five Canadian water and wastewater associations, estimates 37 per cent of water utility workers and 31 per cent of wastewater utility workers will retire within the next decade. (1)
According to Emploi Québec, roughly 7,000 operators worked in municipal water facilities in January 2020. Of the 7,000 operator roles in both the public and private sector, about 2,000 positions will need to be filled by 2024 due to retirements. (2)
An aging workforce and anticipated retirements have also been reported in the American Water Works Association (AWWA) State of the Water Industry Report as one of the top 10 concerns for water professionals. (3) Rural and small water systems are expected to face the most pressing workforce challenges. (4)
While automation can be leveraged to help offset worker shortages, the water industry is desperate for qualified workers who can adapt and evolve alongside growing tech demands. For example, seasoned workers will likely be expected to go beyond the basic mechanics of water treatment and make informed decisions that pertain to cybersecurity; or how to deal with aging infrastructure while remaining forward-thinking and digitally savvy. (5)
To date, little academic research exists when it comes to examining workforce issues
in the water industry. However, two new studies emerged in 2022 that point to making “investments in training to build and retain a competent workforce.” (6)
The good news is that innovative training solutions to advance the next generation of water professionals do exist and are available to employers and educators. The bad news –there is still a lot of work to be done to improve the water industry’s image problem, including setting the record straight about the value and promise these careers hold now and in the future. Once these unknown opportunities are made visible, the need to invest in water education and training programs starting in high school (or sooner) becomes more obvious.
WHAT IS WATER 4.0?
As defined by the German Water Partnership, “Water 4.0 puts digitization and automation at the centre of a strategy for resource-efficient, flexible and competitive water management. In doing this, Water 4.0 incorporates the same main features and terms of the industrial revolution Industrie 4.0, such as “networking of machines, processes, storage systems and resources”, “smart grids”, “Internet of Things and Services”, and brings them together in a systemic, water management context.
In the implementation of Water 4.0, Cyber Physical Systems (CPS) are drivers of the
optimal networking of virtual and real water systems, with planning, construction and operation being largely done by software.
This allows the intelligent networking of water users (agriculture, industry, and households) and components in a sustainable water infrastructure with the environment and the water circuit and follows a holistic approach along the value-added chain. Furthermore, Water 4.0 allows a high degree of transparency for water users, thus covering current needs, and provides opportunities for sustainable, creative activity areas in water management.”
While still at the forefront of cultivating a digital water industry, efforts are visibly present in industry
today. Transitioning to Water 4.0 means plants first need to lay a proper foundation to ensure the right infrastructure and sensors are in place to collect data. When data collection and dissemination are done correctly, the value (and competitive advantage) for companies is data-informed decision-making, which ultimately should lead to improved efficiency and performance. ADVANCED TRAINING FOR WATER 4.0
Today’s workforce needs early and in-depth exposure to the industrial Internet of things (IIoT). Younger workers have an advantage in this line of work because they are digital natives. They were born and bred to
navigate the brave new digital world. In general, Industry 4.0 hands-on learning can be very attractive and engaging for them.
When students tour our simulated smart factory, they approach the networked systems and robots with wonder, and it gives them an opportunity to picture themselves as part of a team in a clean, futuristic setting. The gamelike qualities of the workstations, with virtual reality and artificial intelligence capabilities, spark curiosity for students and workers of all ages.

competitions, and most recently was used at WorldSkills Shanghai 2022.
At the professional level, our industrial process control training system allows employers to replicate water plant industrial processes using real industrial instrumentation and control devices, various communication protocols, and basic to advanced control strategies.
To see (and touch) the promise that modern technology holds for bringing clean water to people around the globe is inspiring for anyone interested in applying technical know-how to help serve environmental and humanitarian efforts.
CLOSING THE SKILLS GAP
Historically, schools have had difficulty keeping up with tech. But that is changing, especially through employereducator partnerships, apprenticeship programs, and the explosive growth of micro credential offerings.
IIoT skill set, they may choose to work in a water treatment facility later on.
Now is a critical time to generate increased visibility for water careers at the high school and middle school level, particularly through science, engineering and environmental curriculum. Once parents, students and teachers are exposed to what it’s like to walk into a modern smart factory, their perceptions about what it means to work in a plant change almost immediately. When they know about the earning potential – and the option to graduate with little to no debt – the industry as a whole can move forward with less barriers to entry, and thereby invest in advanced training programs at a larger scale.
Innovative training solutions to advance the next generation of water professionals do exist
Currently, students are gaining exposure to Water 4.0 and Industry 4.0 training in different forms – through basic mechatronics, basic pressure level flow control, and basic sensors – but they likely are not getting exposure to whole systems, even at the college level. While they may not be specializing in water treatment per se, by acquiring a general

They’ll manage networked machines and complex systems on mobile devices, which also opens up the potential for flexible and remote work options. It’s not the dark, dirty, dangerous work environment their parents and grandparents might envision. For people who like problem-solving, working with their hands, and knowing that they won’t be confined to a desk all day, the future of industrial work might be a breath of fresh air.
Closing the skills gap is crucial for company productivity and the overall sustainability and competitiveness of the industry. Not to mention, it improves employee morale by helping people become “unstuck.” When we properly educate and train people to become independent, critical thinkers with well-rounded hard and soft skills, it opens up a world of possibilities for everyone.

More than 100 educators from 32 countries have joined the pilot of the Plastics-Free Education Training Program initiated by #breakfreefromplastic (BFFP). Since 2019, BFFP has been working with administrators, teachers, and students in shifting their schools away from single-use plastic. This year, BFFP is deepening its engagement with educators through this pilot training program to easily help educators integrate plastics education into their existing curricula.
The launch event was hosted in the fall by Antoinette Taus, goodwill ambassador for the United Nations Environment Program and host of the Podcast of Plastic.
The program consists of a plastic-free education curriculum for ages five to 18, a training program that will support educators in integrating the same curriculum for their specific needs, and access to an educators’ network, which will serve as a platform for teachers to share resources and best practices with the aim of building an international community of educators committed to helping resolve the plastic pollution crisis. The training program itself is a hybrid of asynchronous and synchronous training sessions that will be housed in Google Classrooms and Zoom.
Educating students and teachers in schools on plastic pollution can help raise awareness and change people’s mindset on the use of plastic worldwide. This project aims to enhance the systemic thinking in young people’s learning spaces and to ensure that teachers are equipped in the education of young people on the plastic pollution lifecycle and its impacts, beyond being a waste management issue.
The youth and education spaces have been driving forces for action and change in
the climate, human rights, and pro-democracy movements. There are 1.8 billion people aged between 10-24 years, with almost 90 per cent living in developing countries. This is the largest generation of youth in history who can connect to one another, build the resilience of their communities and drive social progress and political change. It’s also this current generation that’s most affected by both the plastics and climate crises and that will suffer the most from the effects of these in their adulthood, meaning they have a large stake in the outcomes of what we do today.
It is now crucial, more than ever, to empower educators in having the right tools to support their students towards a just and plastic-free future. This is also a pivotal point for educational institutions and agencies to embody this plastic-free narrative by providing this knowledge and awareness to young citizens.

CELEBRATING 75 YEARS
Family drilling business now in hands of a third generation
AMoncton, N.B.-area well drilling company celebrated its 75th anniversary in 2022, and the family business is now in its third generation of ownership. Darrell Carson took over the Hawkes Well Drilling business in 2011, succeeding his father, Cyrus, who, in turn, took over from his father-in-law, Anthony Hawkes, several decades ago.

Much has changed since the business began in 1947.
In its early years, the company’s focus was on drilling, but it has evolved over the years to include well repairs, servicing and pump installation and, more recently, water treatment service.
“The first change I made was to offer water treatment as a service,” Darrell Carson says. “We were asked about it a lot when we were drilling.”
When water treatment was added to the company’s array of services, Carson’s father remained on to help. Carson says minimal money needed to be invested into water treatment, and Hawkes Well Drilling already had the necessary service vans.
“It just made sense to make that move.”
Carson purchased a rotary about eight years ago, “and I just got too busy to be able to keep up with the cable tool machine, so I had to find a way to do more wells.”
Over the course of three generations of company ownership, the way in which the industry is regulated has changed significantly. There is much more government involvement with today’s well drilling industry.
“When we first started, there were no regulations on casing or how to drill the well or anything,” Carson says, adding that he still sees some of the older four-inch wells.
“We’ll dig them back up again and weld sixinch casing on them, put submersible pumps in

them and get more life out of the older wells if you have to.”
Carson says business has been brisk of late, noting COVID played a significant part in that.
“This whole COVID thing really opened up a lot for New Brunswick,” he says, reflecting he figured the opposite was likely to occur when the pandemic first began in 2020. “I guess people were sitting at home and started looking for a quieter life.”
He says there was a large influx of people moving into New Brunswick from provinces to the west, especially Ontario and Alberta. The transplanted residents were looking for a simpler and cheaper existence and wished to have their own wells for their new homes.
“Four years ago, I wouldn’t answer an out-of-province call,” Carson says, acknowledging Hawkes’ customer base is within an hour-and-a-half radius of Moncton. “Most of the time it was a telemarketer or something. Now I get
several calls a day from out-of-province people who have moved here.”
INCREASED DRILLING PROJECTS
Prior to COVID, Hawkes was drilling about 50 wells a year. Since then, the company has bumped the number upwards to 90 per year with new builds and cottages contributing to the increase.
This whole COVID thing really opened up a lot for New Brunswick.
Carson says drilling accounts for about 75 per cent of Hawkes’ business while water treatment and repairs make up the remainder.
Climate change hasn’t been a
noteworthy factor for the Moncton area in terms of drilling, but Carson says shallower wells are drying up in times of drier conditions. It can be challenging because salt and gas can make drilling difficult, but he says there are generally no problems with deeper drilled wells.
The drilling community is often resistant to change in some ways, he says, noting it had to adapt to a different pipe type in the province.
“I don’t mind it now,” Carson says. “In some ways, it’s easier to work with than the way we were doing it before.”
One of the industry’s biggest challenges, however, is pricing.
“The cost of everything we touch has skyrocketed in the last two years,” he says.
Whether a fourth generation of the Carson family is waiting in the wings to one day take over the company remains to be seen. Both of Carson’s children are under the age of 10. His daughter helps in the office on occasion while his son has an interest in heavy equipment.

GEOTHERMAL HEAT PUMPS
Campaign underway to promote their ‘new’ benefits
Amid the hype over sustainability and the growing recognition of renewable energy as a positive factor in the fight against global warming, a campaign is being launched to clarify the environmental impact from the geothermal heat pump industry.

Ground source heat pumps (GSHP) are promoted as energy efficient, but they are far more than that. For every kilowatthour (kWh) of grid electricity that is used to run the compressor, pumps and system components, a GSHP delivers at least 3.2 kWh of thermal energy to the building. This coefficient of performance can be as high as five or six, depending on a number of installation factors, but 3.2 is the minimum rating allowed under federal regulation.
What has been overlooked for too long is
that the 3.2 kWh produced from the earth is renewable energy; only the 1 kWh consumed by system operation can be classified as high carbon or “dirty” if the power is generated from coal or natural gas.
The intent of the “Count every kWh” campaign is to explain that all energy outputs and inputs should be quantified, so governments, utilities and building owners can account for every kWh that is contained in their claims to be net zero.

the average residential household in Canada consumes 23,318 kWh a year for the three thermal end uses of space heating, space cooling and water heating, plus another 4,969 kWh of electrical power for lights and appliances. A heat pump will produce that 23,318, but it needs 7,287 kWh to run the components (less if its CoP exceeds the minimum of 3.2), so the ratio is 23,318 production to 12,256 consumption. This ratio exceeds any definition of net zero…it becomes “net zero plus.”
In addition, the heat pump will eliminate 3,606 kg of carbon emissions compared with the national average –more if the grid electricity is generated from a renewable energy source such as solar or wind.
While these three thermal applications consume 82 per cent of a home’s energy, they account for 86 per cent of its total carbon emissions. In the commercial-institutional sector, thermal applications consume 65 per cent of all building energy but emit 72 per cent of its carbon, equivalent to 48 kg for every square metre of floor space.
On a national level, 64 per cent of energy consumed in homes is used for space heating, 16 per cent for water heating and two per cent for space cooling, with the balance for lights and appliances. A GSHP delivers that 82 share as thermal renewable energy, but it does not receive any production incentive or clean energy credit, as do other forms of renewable energy such as solar PV and wind.
That thermal energy produced by a heat pump is also dispatchable, something that other energy sources cannot provide without batteries or expensive storage. This is a significant factor for utilities but, again, a benefit that is completely overlooked.
To power the compressor and system components which transfer that 82 share from the ground, a heat pump requires 25 units of energy (again assuming that the system operates at the bare minimum CoP of 3.2) which is subject to carbon taxes and other penalties, creating an iniquitous fiscal treatment for a climate-positive technology.
If 82 units of the home’s energy is
delivered as renewable energy, and a total of 43 units (25 for performance energy plus 18 for lights and appliances) are consumed by the building, the ratio is 82 production to 43 consumption.
The new advocacy campaign, spearheaded by NetZeroPLUS Canada, will encourage HVAC technologies which produce thermal energy to quantify their system output in kWh so they can be compared directly with other heating options. Key for the geothermal heat pump industry will be to stop marketing energy capacity in terms such as BTU or ton of cooling. If Canada intends to transition all heating applications off fossil fuels, the industry must learn to speak in “electric-ese” so the numerous benefits of heat pumps can be marketed on a level playing field which consumers understand.
The association has explained the concept in a number of consultations and has applied for federal funding to develop a methodology that will validate the production of renewable
energy from the ground so the output can qualify for any tax incentives or carbon offsets which are offered to encourage the transition off fossil fuels. It will explain to governments and utilities the merits of quantifying production from heat pumps and will undertake a marketing campaign to inform consumers of the positive energy, environmental and accounting benefits of the technology.
Using federal energy data, the campaign will note that, if Canada is successful in phasing out all fossilburning furnaces and water heaters, heat pumps could produce and deliver more than 350 billion kWh of dispatchable renewable energy to homes, and another 215 billion kWh to offices (again, assuming the lowest CoP level), while needing only 175 billion kWh of electricity from the grid while also eliminating 90 Mt of carbon each year.
Any politician who promises that Canada will become net zero will grasp the value of quantifying 565 GWh (565
billion kWh) of renewable energy from ground, so that number can be inserted into their net zero spreadsheet. The ground source heat pump industry would be well-positioned to move as quickly as possible to position itself as “the supplier” of that green energy output.
Bill Eggertson has worked in the renewable energy sector since 1986, with much of that time at the Earth Energy Society of Canada and the International Ground Source Heat Pump Association. He was trained by Al Gore in the Climate Reality initiative and has served on numerous advisory groups on energy and environmental issues. His long-standing commitment to environmental stewardship was the basis for his selection as a torchbearer at the 2010 Olympic Games, and he installed a ground-source heat pump at his former home to have it rated in the top 20 energy-efficient retrofits in Canada. His current position as president of NetZeroPLUS Canada is designed to change the perception of heat pumps.

Well, another year has almost slipped by again. It seems yesterday it was only spring, and we were all gearing up for a busy summer. In a blink, it seems the summer has slipped away, the fall season was seemingly two weeks long (or so I recall) and we are quickly barreling towards Christmas break and New Years’ celebrations.

I think for many it has been a remarkable year from a workload and profitability perspective, and congratulations to us all for having a financially successful year. It is a good time to be in the groundwater industry. There are many things from a business perspective, OGWA board member and personally, that I’m very proud to have been a part of this year. Sadly, though, a lot of that pride has been largely overshadowed by some recent incidents that I have become aware of in the past few months. I feel it’s important to take pause and learn from these issues with hopes that this is the last time such events occur.
Our industry has seen a significant share of serious safety incidents the latter part of this year. This is not a topic I wanted to write about, but I am compelled to speak up to prevent future accidents. I will not get into specifics of the cases, engage in identifying persons involved, nor do I know all the details. While I will keep each note brief, that does not mean we should take these incidents lightly. It is with a heavy heart that I share this news and, hopefully, this connects and resonates with all of you. I feel sharing and learning are the only paths forward for our industry. Some of these items have been grossly oversimplified in my description, however the lessons and takeaways should all remain the same.
Incident 1: Earlier this year I received a phone call and follow-up email on behalf of someone involved with the investigation into a fatality in connection with a domestic well. A property owner had a drilled well with H2S and some Methane that pumped into an unused deep, dry dug well. The dug well gravity fed to a pond. The purpose of the discharge arrangement was constructed to splash-aerate the bedrock water prior to flowing to the pond. The water direct from the pond apparently was not good for the plants and fish. Evidently, the well owner had thought there was a problem with the plumbing in the dug well and entered the well to repair. Sadly, the owner succumbed to lack of oxygen due to the H2S gas. I was asked to respectfully share this story with our members and other contractors on behalf of the family, as it was their intent to make others aware and prevent any future incidents.
Incidents 2 and 3: These two occurrences happened within a couple of months of each other – in both cases directly in our industry. One instance resulted in the loss of an appendage. The other resulted in loss of life. While I don’t have all the facts, it would appear that in both cases there was an issue handling drill pipe/casing – something we all do every day.
Incident 4: This one was not connected to our industry but hit very close to home for me. A friend of mine – calm, soft-spoken and a mild-mannered sort – was recently involved in an industrial accident. The piece of construction equipment he was operating somehow ejected him from the machine, and the machine landed on him. He died on site. I
still have not learned the specifics, but by all accounts, he was a highly skilled operator and could drive and operate pretty much any piece of equipment.
Subsequently, considering the above, I have a few comments that are not specifically directed at any one person but rather all of us as we are all in this together. Simply, we NEED to do better. I had this looming feeling following Incident 1 above that there was so much work out there and the demands and pressure for service were so high this year that something bad was going to happen. For the past two years, all of us have been dealing with COVID restrictions, running businesses that are overloaded

with work and, as many of us did not take vacation or a proper break from work, I believe this conspired to put us in this position.
I feel the work overload and, in many cases, unreasonable demand put on our schedules has left for little to no downtime. Many of us are burned out – in desperate need of downtime or vacation. Too much rushing around without time to recharge can lead to minor or major mistakes. We all want to help clients but sometimes we forget to help ourselves. We need to remember the purpose of being in business is to make our collective lives better (owners, staff and their families).
A great by-product of this industry is we get to help people in a special and profound way – we give them water – and how many others can do that? But remember, you and your staff need to come first – at least every now and then.
I am going to push for better continuing education as our industry needs so much more than Reg 903 regurgitation. We need to discuss and learn from failures, otherwise we learn nothing. As a business owner, I look at and evaluate all the equipment and stuff we own and, as time goes on, the list grows and becomes pretty impressive. I’ll tell anyone,
though, if I’m being perfectly honest, any company’s most valuable asset is the people who walk out that door each day. As an owner, it is our job to keep those people returning to work each day. I dread being in a position to have to make such a disturbing call to one of their homes, explaining that someone will not be coming home again. We need to take steps to collectively be more aware and safety conscious. I would encourage all of you to join me in that cause.
On a much lighter note, the holidays are approaching along with the end of another year. The next year looks to be another great year for our industry in spite of economic predictions. I would encourage all of you to find time away from work – shut the doors and spend time with family and friends. You’ve earned this probably more so this year than any other year before. The phone will still ring and there always will be another project. You cannot do it all. Take the time before it’s gone – we’ve all earned that! As a former, respected contractor used to say this time of year, “I wish you all compliments of the season.”
HEALTH & SAFETY REPORT

1. As if dealing with COVID-19 wasn’t enough, we now have the flu and various other nasty things wandering around. Remember: The WSIB has determined that, as of July 1, 2022, that ANY work-related COVID-19 claims will be calculated into employer rates. So, this means that you should consider implementing masking and the use of hand sanitizer in your workplaces!
2. And...don’t forget that IF you have a work-related COVID-19 claim, you must still report to the Ministry of Labour, Immigration, Training and Skills Development.
3. The Government of Ontario has decided to extend the Worker Income Protection Benefit (also known as the paid Infectious Disease Emergency Leave – or IDEL – consisting of three paid days at a maximum of $200 per day) until March 31, 2023. Of course, this benefit is for non- work-related COVID-19 items (vaccinations, being sick with COVID-19, going for a test, providing support for certain relatives – see https://www.ontario.ca/page/ covid-19-worker-income-protection-benefit for more information). Employers can then get this money back by filing with the WSIB through a specific channel. There are time limits, though!
4. The WSIB is offering the incentive of DOUBLE rebates and $1,000 to sign up to the WSIB H & S Excellence program until 2023.
5. We have experienced a LOT of critical injuries and fatalities this year in construction. Please make sure that you provide a proper orientation to new workers, keep an eye on workers and provide instruction and direction, ensure that you are not distracted and are paying attention to what you are doing and get rid of those individuals who are a problem. Do those inspections and make sure that you do a job hazard analysis for each and every job that you do.
As Stephen mentioned in his article, due diligence is imperative! Ignorance is absolutely NO defence in a court of law.

WHAT IS MEANT BY DUE DILIGENCE
Due: Appropriate, rightful, proper, adequate, (after due consideration); to be looked for or foreseen. Under engagement to do something. Expected to happen, at some time.
Diligence: Persistent effort or work; diligent; steady in application, attentive to duties. [From Latin Diligens = Conscientious]
Due Diligence: the action that would be considered reasonable for people to take to keep themselves or others and their property safe.
In the simplest of terms, due diligence means working with the level of care, determination, prudence, and the judgment that any person would reasonably be expected to in the same circumstance. To exercise all reasonable precautions, under particular circumstances and carry out the appropriate corrective actions.
Undoubtedly groundwater contractors are becoming increasingly aware of the potential risks they face at their workplace, which could cause an environmental mishap or an accident that may cause property damage or bodily injury. Even more importantly, the risk to their financial well-being, should changes to correct these conditions not be made.
Changes in society have increased the risks affecting all businesses today. The requirements of the law, industry standards and your own written or unwritten code of ethics requires you to be proactive. It requires that you undertake measures to avoid an occurrence before it can happen. Ignorance of the law is no defence and due diligence can be important in a legal defence of your actions or inactions. Due diligence can be employed to defend yourself, your company, and your employees, and provide an up-to-date history of your documentation in the identification of hazards. This would also include the steps taken to prevent potential accidents, injuries, or liabilities.
Using due diligence as a management tool can demonstrate the level of care you and your employees take to identify and alleviate hazardous practices, hazardous procedures, and hazardous conditions at your work site, around your repair shop,
and at the office.
Be proactive and develop specific policies, procedures and practices aimed at the hazards you may face, and train employees in their use. You must be objective and aware to see the problems you may face in business. And protect yourself from the accidents, injuries or liabilities that can occur if a standard of care is not enforced.
You as the employer must monitor and communicate to your employees the importance of any policies, procedures or practices you have implemented. The enforcement of these guidelines should be second nature to you and all related to your company for them to be effective.
Good record keeping is usually a sign of good management and may also be proof of your due diligence. Documentation in writing will give your company a history of how your due diligence program has been adhered to. The careful assessment of specific hazards and the actions taken to avoid them will provide information that can be used as a defence to charges if an accident or claim occurs, despite your efforts to minimize your liabilities.
A due diligence checklist can be a crucial tool and should be implemented and in effect before you have an unfortunate circumstance. Ensure that practices in your workplace reflect the standard. But beware, even the standard may not be sufficient if the circumstances warrant
increased care or action. You should seek legal advice to ensure that all appropriate due diligence requirements are in place.
As a general insurance specialist, I would never instruct you in the principles and practices you would be required to keep to be effective in your trade. Or the requirements you would need to cover to be diligent in your vocation. But from conversations with groundwater contractors regarding this subject, I can advise that the practice of due diligence is an important aspect with many of them and is being practised daily to insure their protection.
Take care, risk of accidents, injuries and liabilities, and the risk of convictions go together. You’ll improve your chances if you look for improvements throughout your industry’s high standards of practice. A due diligence system may not be your only defence but are you willing to risk your financial well-being should a breach of the law, standard of practice or code of ethics occur?
Commitment must start at the top and is the basis on which any due diligence system stands. If you doubt that your present system is effective and would not provide you with the background information on all your completed work, it’s time to review and revise your due diligence efforts. STEPHEN

Marketing groundwater
What are we doing to market our industry?

The B.C.
Ground Water Association recently completed its four annual regional meetings in which members got together at various locations around the province to discuss groundwater-related issues important to that area.
I’m always struck by how big and varied our province is, as exemplified by how significantly groundwater concerns vary from region to region. In some places, water scarcity and allocation were at the forefront, while operator certification challenges or compliance enforcement took centre stage in other areas. But one topic was on everyone’s mind at all of the meetings –sustainability in the groundwater industry.
It’s no secret to readers of this publication that our industry is facing significant challenges related to hiring and retaining people. It was the cover article of the Ground Water Canada Spring 2022 issue, so we don’t need to rehash it all again here. However, a regular topic of conversation at our meetings that is related to sustainability was outreach. As this is a marketing column, I wanted to highlight some ideas we came up with to answer the question: “What are we doing to market our industry, and in particular, our trades?”
Our industry is sometimes referred to as nepotistic, with companies seemingly keeping it in the family. But the reality is that often no one outside of family-run businesses is even aware that these career opportunities exist. How do we change that?
In B.C., drillers and pump installers are certified by the ITA (Industry Training Authority). The ITA is more than just a trade certification body. In fact, when you visit their web page, the first thing you see is a banner saying, “What’s the Perfect Trade for You?” They have all sorts of programs and initiatives for getting people, especially youth, into trades. Our only problem in B.C.? Our trades are not featured very prominently in their material, if at all.
The BCGWA is going to work with the ITA to change that. That’s low hanging fruit for marketing our industry in B.C. and it should provide great returns.
There are numerous other opportunities to market the groundwater industry to potential employees across the province, including job fairs and school programs. These present a challenge to the BCGWA because we can’t possibly attend or support all of them. That’s where our members come in. Schools often have programs and events where they promote trades. Our members need to get involved in these locally and participate on behalf of their own companies and the industry as well.
The BCGWA plans to support them with printed material and even more information on our website. We will also provide more information to our members on trade fair locations and province-wide school programs.
Promoting individual companies and the groundwater industry to young people who are still undecided about their futures, and to people who are looking for work, will benefit us all.
And finally, I can’t over-emphasize the need to get active on social media. Even in remote regions of the province, we business owners and our colleagues may not be very active on social, but young people sure are. As long as they have a signal, young people are on their phones. The challenge is to harness that obsession so that the groundwater industry is also on their phones. We do that by empowering our employees and young people to brag about what they’re doing at work to their networks. It’s how networking (and marketing) is done today, and our industry is far behind.
The BCGWA is working to change that.
