Manitoba extends funding in fight against retail crime

The Manitoba provincial government is extending a previously announced initiative to combat retail theft, providing up to $774,000 to continue to support the Winnipeg Police Service’s enhanced response to these crimes.

T he funding will go towards additional patrol units to target areas of repeat crime as well as support engagement with local retail businesses to improve community safety.

“ This partnership with the Winnipeg Police Service has gone a long way in helping Manitobans feel safe,” said Manitoba Premier Wab Kinew in a statement issued by the province. “Our government is tough on crime and tough on the causes of crime. We will continue to work on long-term solutions to make our communities safer, but we are responding to address the immediate needs of businesses and residents downtown.”

“ Our government will always offer compassionate approaches to those strug-

gling with addictions and mental health issues, but we will not cede any ground on public safety,” added Justice Minister Matt Wiebe. “The partnership with the Winnipeg Police Service has been very successful in addressing retail crime with overwhelmingly positive feedback from the business community. Our government is pleased to provide additional funding to support these efforts as we continue to work collaboratively towards longer-term responses that benefit our community.”

The initial program, worth an estimated $1.1 million in funding, was announced in May and was due to expire in August before the government extension and renewed funding effort.

“ The retail community is thankful for the unprecedented investments being made by the Manitoba government designed to reduce crime and enhance safety for retail employees and their customers,” said John Graham, director of government relations (prairie region), Retail Council of Canada. | CS

Fraud concerns affecting Canadians bill payment habits

According to a study released in July by Payments Canada, more than one in 10 Canadians (13 per cent) have experienced payment fraud in the last six months.

The study is based on interviews with 1,500 Canadians between February and March 2024.

Based on the information gathered from these interviews, Canadians are so concerned they are being targeted for fraud attempts that it is affecting their payment activity. The study indicates 32 per cent of Canadians struggle with ascertaining whether payment-related email or phone communications are legitimate or fake.

Based on the study, the top types of payment fraud experienced by Canadians are:

1 Unauthorized transactions appearing on a bank or credit card statement (38 per cent)

2 Impersonator contact, meaning someone contacting them via email, telephone, text or social media pretending to be someone else (34 per cent)

3 Stolen credit card information resulting in an unauthorized purchase (18 per cent)

For respondents who experienced payment fraud in the last six months, almost half of incidents involving money loss were $500 or less (46 per cent); 13 per cent were over $500 and 37 per cent resulted in no money taken in the fraud incident but did result in stolen personal financial data.

The majority (85 per cent) of those who experienced payment fraud involving money loss in the past six months reported it to their financial institution. Further details from the study are available on the Payments Canada website (www.payments.ca). | CS

Dark Deliveries Savvy Retailers are Finding Innovative Ways to Boost Efficiency

Modern building management systems can control everything from locked doors and temperature settings, to lighting and even audio and ambiance in today’s retail environments. But can they do more? Some retail leaders think so and are employing new strategies to gain a competitive advantage.

“Dark deliveries” have emerged as one such strategy for optimizing efficiency and streamlining operations. This refers to an approach that allows retail stores to receive shipments during off-hours when operations are minimal or closed to the public, ensuring continuous inventory replenishment without disrupting daily business activities.

Driving Efficiency and Logistics

Smart access control empowers retail owners and managers to remotely manage access permissions, enabling secure entry for vendors and delivery personnel during off-hours. This capability is crucial for maintaining seamless logistics operations, ensuring timely stock replenishment while optimizing internal workflows.

By leveraging smartphone-based credentials, authorized personnel including employees, vendors, delivery drivers, and service providers can access retail spaces using their Bluetooth enabled mobile devices as virtual keys. This eliminates the need for physical keys or keycards, simplifying access management, bolstering security (no lost or stolen keys), and enhancing operational flexibility.

Improved Cost & Inventory Management

Wireless access control systems not only enhance operational efficiency but also drive significant cost savings and improve inventory management in retail environments. By reducing the need for on-site staff to provide access and supervise third parties during off-hours, these systems minimize a store’s labor and overhead costs.

Electronic access control systems can also offer enhanced security measures through detailed audit trails and real-time reporting capabilities. Every user’s access to doors or locked areas is logged, providing managers with a complete record of access activity. This feature not only enhances security but also reduces the risk of lost or stolen merchandise by ensuring accountability and transparency in access management.

Boosting Customer Satisfaction

Customer satisfaction is paramount in retail, and efficient logistics play a crucial role in meeting consumer expectations for timely product availability. Dark deliveries made possible by smart access control helps retailers to maintain optimal stock levels, ensuring that shelves are consistently replenished with popular items, even during peak demand periods.

Integration and Operational Flexibility

One of the standout features of modern access control systems is their seamless integration with other building, security and

retail systems. Integration with CCTV, alarms, and inventory control systems enhances overall security measures, forming a cohesive security strategy for today’s retail operations.

These systems operate via cloud-based platforms, allowing for centralized management of access permissions across multiple retail locations or distribution centers. Retail managers can customize access schedules and permissions in real-time, responding swiftly to changing business needs or unexpected events.

Security and Compliance

Security remains a top priority in retail environments, and electronic access control systems offer robust features to safeguard physical assets as well as sensitive information. Optional biometrics, multi-factor authentication and advanced encryption protocols protect against unauthorized access and other threats, ensuring compliance with industry regulations and data protection standards.

The audit trail capabilities of these systems provide transparency and accountability, this I particularly beneficial for any stores that require regular compliance audits or are subject to internal investigations. This capability is essential for retailers facing stringent regulatory requirements or operating in highly regulated industries.

It’s Time to Go Dark

The integration of modern access control solutions not only facilitates dark deliveries in retail but also drives new operational efficiency, cost savings, and inventory management effectiveness. By leveraging these and other advanced technologies, retailers can optimize their workflows, enhance customer satisfaction, and build competitive advantages in their categories.

Adapting Retail Security to Evolving Economic Challenges

As the economic climate evolves, the retail sector faces unique challenges that directly impact the safety and security of staff and customers. The surge in prices and economic uncertainties has given rise to an alarming increase in theft and violence cases. Last year, the Retail Council of Canada reported that retail theft incidents involving some form of violence have increased by 300% over the past four years. Marc-Andre Plaisance, Director of Loss Prevention at GardaWorld, declares “As well as depriving merchants of their goods and profits, violence and theft in shops also undermine customers’ sense of trust and security.” Retailers are grappling with the need to strike a balance between maintaining a welcoming shopping experience and ensuring a secure environment. In response, GardaWorld, a global champion in security services, integrated risk management and cash solutions, offers different approaches to address this complex issue.

Addressing violence through physical security measures

Implementing effective physical security measures is essential for protecting retail establishments. Trained security personnel, such as security guards and mobile patrols, play a crucial role in preventing violence and ensuring a sense of safety for employees and customers. Their presence

acts as a visible deterrent, reducing the likelihood of unlawful activities.

Security guards stationed at store entrances and throughout the premises provide immediate responses to disturbances, de-escalating confrontations and acting swiftly in emergencies. This not only reassures customers but also allows employees to focus on their tasks without constant security concerns.

Preventing theft with loss prevention services

To counteract the rise in theft incidents, many retailers are turning to specialized loss prevention services. These services take a comprehensive approach to identify and mitigate theft risks. Loss prevention experts conduct thorough security audits to evaluate current business processes and security measures, then develop and implement strategies to enhance security.

Loss prevention workers, blending in with shoppers, discreetly monitoring suspicious activities and apprehending potential thieves. Modern surveillance techniques also help in identifying and tracking stolen merchandise. In addition to these preventive measures, employee training is crucial. Employees, being the first line of defense against theft, need to be trained to recognize signs of theft and understand effective

prevention strategies. This awareness helps to detect and counteract theft attempts. “Loss prevention goes beyond simple security; it involves implementing a set of measures designed to prevent theft before it occurs.”

- Marc-Andre Plaisance, Director of Loss Prevention at GardaWorld.

Leveraging technology to enhance security

Technology has emerged as a powerful ally in the battle against violence and theft in retail environments. Cuttingedge, intelligent security systems provide an additional layer of protection by enhancing situational awareness and rapid response capabilities.

Video surveillance systems equipped with high-definition cameras and remote monitoring allow for immediate intervention in case of unusual or suspicious activities. Intrusion detection devices, electronic access control, fire alarm systems and more form part of a comprehensive security technology solution to protect your retail business, employees and customers.

By continually adapting and investing in preventive measures, retailers can achieve a balance between commerce and security, fostering a safer and more profitable environment.

Creating Safer Retail Environments with Intelligent Video Surveillance

Retailers today are faced with an influx of security issues and challenged to do more with less. This has created a need for more effective loss prevention and asset protection solutions. One cost-effective solution for retailers is investing in video surveillance technology to protect employees, customers, and profits. Today’s intelligent video surveillance solutions combine image quality, performance, and analytics to meet retailers’ needs for safety, security and shrink management, while also delivering new insights into every aspect of a retail operation.

Some security challenges facing retail stores include theft, robbery and inventory shrinkage. In fact, retail theft has dramatically increased in recent years, which has created the need for more effective security and surveillance. The importance of on-site 24/7 situational awareness is critical. Retailers are increasingly using video technology with edge analytics, audio technology, video verification/voice-down monitoring and computer-vision business intelligence to proactively respond to a situation (prerecorded messages, remote interface, monitoring talk down), to preempt and deescalate a situation.

Retailers today must provide a positive experience for customers and employees – from maximizing merchandise placement to ensuring minimal wait times at the checkout lines to providing a safe and welcoming environment. Retail success is based on getting shoppers into a store, keeping them there and making the most out of their visit, ultimately leading to a purchase.

To achieve these goals, more stores are turning to security and surveillance solutions. Having visibility and 24/7 situational awareness through intelligent advanced video surveillance solutions is more important than ever, helping stores save money, manage assets, reduce risk, increase operational efficiency, and deter crime from happening.

Retailers are using technology with edge analytics, audio technology, and business intelligence applications.

Advances in Video Surveillance Technology

Video surveillance technology has changed significantly over the last few years with recent breakthroughs in digital imaging

technology, new uses for Artificial Intelligence (AI), and multichannel, multidirectional camera models.

In addition to the challenges posed by traditional theft, retailers are also dealing with the rise of Organized Retail Crime (ORC). This is often accompanied by a range of other criminal activities including shoplifting, burglary, fraud, and even assault. The impact of ORC is significant, costing retailers billions of dollars annually and disrupting operations and supply chains.

Other significant threats to retailers across the country include inventory loss from theft, fraud, or error. The retail industry loses billions of dollars annually to inventory loss, with analysts estimating the annual number to be around $100 billion. Deploying a video surveillance system with built-in data analytics can help retailers identify shoplifters, track stolen items, and even proactively prevent recurring incidents. There has been a growing shift in the retail industry away from traditional on-premise servers and NVRs towards cloud-based solutions. Retailers can now fully realize the potential of edge storage, multi-camera recording, and remote access.

Video surveillance can also help retailers enhance customer service and increase their efficiency. The data captured by surveillance cameras can also be used to track customer traffic patterns, monitor customer service issues, improve employee time management, and analyze customer traffic patterns to ensure merchandise is visible and properly displayed.

If the store becomes too crowded, staff can be alerted to open more registers, which helps reduce the number of people checking out at each station. New AI technology has added the power to do people-counting, body temperature detection, object detection, license plate recognition, behavioral observations, and any number of actionable business functions.

Retailers continue to be focused on providing the best possible environment for customers and employees. By investing in intelligent video surveillance solutions today, retailers can keep customers coming back tomorrow.
