Our Government recognizes the importance of the care and support provided by migrant caregivers to Canadian families. For decades, Canada has shown its commitment to caregivers by offering a dedicated pathway to permanent residence.

In the spring 2018, IRCC held consultations with caregivers and other stakeholders about an improved pathway to permanent residence for caregivers to replace the current fiveyear Caring for Children and Caring for People with High Medical Needs pilots that expire later this year.

In considering what we heard in consultations, on February 23, 2019, the Minister announced the Interim Pathway for Caregivers (IPC), which will be open to applications from March 4, 2019 to June 4, 2019.

This interim program will provide in-home caregivers who have been working in Canada temporarily but found that they would not qualify for permanent residence through existing programs another chance at staying permanently.

T

he leading program that plays a quite vital role in our society is focused on tender and loving care to with another. This is not a new term and concept. Caring is loving.

There is no congregation, religion, government, or even family that upholds that hatred should be its doctrinal foundation. If there is, that deserves condemnation!

Canada, through its leaders (regardless of their political parties), is known as one of the most welcoming, generous, and caring countries in the world. Peace is Canada’s masterpiece!

Despite conflicting political ideals and ideologies prior to and during the election seasons in Canada, still, respect has not been set aside. Leaders know how to concede after the defeat. They continue to care for the benefit of the common good or social welfare.

Just like other countries in the world, the political parties’ roles are just to lay their programs down on the table. Voters’ full knowledge, awareness, and decision are the ruling power. For instance, if one Party says that the Universal Health Care should be privatized; the other Party or Parties may oppose and firmly support that the Socialized or Universal Health Care be retained. Quite real,

that whatever is true to one might not be true to the other and vice versa. But still, the central point is focused on caring.

In the case of the caregivers, there are lots of things that the government is trying to iron out.

Look at Minister of Immigration Ahmed Hussen’s pilot caregiver programs. These may also earn criticisms (constructive or destructive) and Jason Kenney’s 4X4 policy has garnered a lot of that too. Opposing views, I would say, still never ruin the purpose. As the saying goes: “there’s so many ways to skin the cat.” Their differences are uniting.

Their programs are still subject to be scrutinized and decided by the 50% plus one vote. May the better Party win. And, once the majority is united, then, the temporary Ruling Party must be obeyed. Whoever they are, their governance must implement what they have promised.

Once people’s needs are met, they will never stop to commit!

What’s going on? In reality, there was one that was called the Bayanihan Centre in the past. What happened?

Do we really care?

How many Filipinos are here in Edmonton? Do we still want to have a community centre in the future? What can we contribute?

Do we want to sacrifice a single penny to build our common dream?

Do we truly support our ethnic community to complement the entire society—Edmonton?

Diesmos wins 3rd, Crosstown Auto at Edson volleyball, Red Deer Ballers, Filipino Bobsleigh, Leduc Pilipino Ballers Ass’n

C

ongratulations to Isla Diesmos of Calgary for winning third place in the under 40-kilogram division of the Edmonton International Judo Championship, March 8, at the West Edmonton Mall.

She originally started with Brazilian Jiu Jitsu and has a made a mark in her category that CTV News featured her as an athlete and as an anti-bullying advocate.

Judo is an Olympic-sport and probably that's the reason she would like to venture into it and so we wish her all the best! *** Preparations are underway for the 2019 Edson Volleyball Invitational on June 8 to 9.

Oliver dela Paz of the Alberta Filipino Volleyball Club said that AFVC Crosstown Auto Centre is entered in the men’s division while G Hawks Crosstown Auto Centre and a second G Hawks squad are competing in the women’s class.

Expected teams from Spruce Grove, Grande Prairie, Hinton, Jasper, Red Deer are also joining along with host team Edson.

We wish the organizers in Edson led by Rodel Gravides all the success and thank you for organizing a volleyball tournament for the Filipino community in Alberta. *** I’m so glad to know that the Red Deer Ballers Club (RDBC) is planning to hold a Tri-City Filipino Basketball League.

Suddenly at around 3:30 in the morning, I received a message that there’s an opening of a league organized by the Leduc Pilipino Ballers Association.

the Leduc Warriors. And because he is the nicest person in Leduc that I know (aside from my compadre Warren Guillen who plays center for Alexis’ team, hahaha), I recharged my camera batteries, cleaned the lenses, packed up everything I need, so I go.

The Leduc Pilipino Ballers Association (LPBA) is a new group headed by Sherwin Robledo. And despite being a new organization, they managed to have sponsors like FILCAN Car, Renerey Mart, Mico’s Liquor, McLaines Catering and DJReds Mobile.

Tim Horton’s at Leduc Common and Subway came in also to back Sherwin and his group.

I noticed the increase of the number of basketball organizations in Edmonton and Area.

Of course, the original is the PSA, which has been existing for more than 20 years and which has the backing of Crosstown Auto Centre.

There’s ACBL, NWEBC, PBAC, then FBAE. There could even be more I have not yet known. Just imagine six organizations running various basketball leagues. Well, to me that is good news because, if I still play basketball today, that would give me an option where to play.

It's funny sometimes because some players, who are really basketball addicts, after one game in the league, would be in a hurry to clean up because he has to go play in another league. continued on page 8►

Organizer Jerby Caballero of RDBC said they were able to organize a 3-on-3 contest last February that has drawn 150 participants. The success has encouraged him to hold a regular basketball tournament.

The Inter-Club Basketball League on March 30 at the Penhold Regional Multiplex in Penhold and registration is just $300 per team, he said, which is actually just enough to cover the cost.

The Quest for a Philippine Centre in Edmonton Artospective - an artist’s point of view

e’ve been on a Quest for a Philippine Centre in Edmonton Ever since my family arrived in Edmonton from Manila. I have consistently heard random comments and yearning for a Philippine Centre in Edmonton.

It is not difficult to imagine the benefits of having a venue uniquely catering to, and reflective of, the Filipino community - having a “home base” to interact and socialize with fellow kababayans; a resource and programs centre for Philippine art and culture; and an infrastructure legacy and monument of, for, and by, the Filipino.

Edmonton did have a Filipino centre before. In 1984, the Philippine Bayanihan Association in Alberta purchased a building on a 3⁄4 acres of prime land by 12520 135 Avenue for the Filipino Canadian Community Centre. However, it

was sold in 1995 due to the cost of maintaining the building. To date, the other Filipino centres in Canada that I know of are: the Filipino Centre in Toronto; the Kapisanan Philippine Centre for Arts and Culture in Toronto; the Filipino Community Centre in

Canada can be $12.7 Billion Richer

M

any immigrants who apply for migration from their country of origin expect a better life when they arrive in Canada. Unfortunately, it is not always the case. In fact, Canada has a lot of doctors with foreign credentials driving taxis for a living.

This very talented pool of immigrants is underemployed because Canadian businesses and professional licensing bodies won’t recognize their degrees, credential or experience. Because of this existing problem, many professionals turn to ordinary jobs in order to survive.

In their 2015 report, The Conference Board of Canada stated that 524,000 immigrants in Canada would earn as much as $12.7 billion more and pay more taxes, if their learning credentials were fully recognized.

Recently, Alberta Conservatives leader Jason Kenney announced that if he gets elected, he will fast track the credential recognition of immigrants. If Kenney delivers on his promise, it will definitely help a lot of immigrants integrate into Alberta faster.

But the problem of accreditation is not as simple as it is and Mr. Kenney knows it because he was the Federal Immigration Minister during Prime Minister Stephen Harper’s time.

The longer the Canadian Government delays this process of proper integration, the more money it will lose and it is in the billions of dollars. But there is another way of doing this that will favour both the Federal and Provincial Governments. When a person applies for the status of Immigrant from the Country of Origin, they should do a Pre-Qualification Skill Test to determine their skill set and experience. So if the person is a doctor, he has to take a doctor’s pre-qualification exam.

If they do not qualify for the Canadian standard, there should already be an option for them to take courses administered by a

This way, when they arrive, they can start working in their profession of choice like they did in their Country of Origin. By establishing this, they will pay more income tax, which will be beneficial to Canada.

important factor is that when they pass the exams it should be mandatory for the Associations and businesses to recognize them.

A few years back, I was able to talk to a Canadian professor teaching nursing in the Philippines. And during that time, I asked the professor about the accreditation problem.

I was surprised to learn that he himself was trying to bridge the gap but the Association and the Unions were making it hard to make the integration and accreditation happen.

As Canadians, we should not be threatened by immigrants coming into the Country if they have proper qualifications. They have the same right we have and we should not be in the way of their dream of a better life. ***** A very reliable source told me that I was labelled by another

I know where I stand and I have always encouraged my members to stay neutral when it comes to politics. We are journalists and we strive to help people make the right choices by basing our reporting on truth and facts. Let us not cloud our judgement.

Statement on New Zealand terror attack and community safety in Scarborough Statement by Member of Parliament Salma Zahid – Scarborough Centre: I wish to condemn in the strongest possible terms the horrific act of terror on peaceful Muslim worshippers at two Mosques in New Zealand. My heart and my prayers, and those of my family, are with the victims and their families.

For many, this will bring up memories of the tragedy in Quebec City, wounds which are still all too fresh for many in this community. While we grieve, we must remain resilient.

We must not hesitate to call this what it is: it is an act of terrorism, and an act of Islamophobia. And we must condemn it fully.

We must work harder to stamp out the rising tide of hatred and intolerance we're seeing at home, and globally. We as leaders must examine our own actions, our own rhetoric, that may feed intolerance. We must not pander to the fringes. And we must keep the faith; especially in one another.

I want to reassure the people of Scarborough that we are safe.

Public Safety Minister Ralph Goodale confirms the threat level in Canada remains unchanged at “medium” and there is no known Nexus to Canada.

I have spoken with 41 Division of the Toronto Police Service and

they have assured me that people should feel safe to attend Friday prayers. The police are increasing their presence and will be making increased rounds around places of worship.

I have also spoken with the Prime Minister, and he asked me to reassure the community that he, and all Canadians, are standing with us in solidarity in speaking out against hatred and terror.

I will be attending Friday prayers at the Scarborough Muslim Association today, and I encourage all in the community to join me.

We cannot allow those who seek to spread terror and hate change how we live our lives.

Real Caregiver Reforms Should Not Be Conditional

O

n February 23rd the Honoura ble Ahmed Hussen, Canada’s Minister of Citizenship and Immigration announced two new pilot programs to provide caregivers and their families with a pathway to becoming permanent residents in Canada.

And for those already in Canada, he introduced an “Interim Program”.

These new pilot programs will replace the two prior Caregiver Program which are “Caring for Children” and Caring for People with High Medical Needs”. The details of the new program are not yet available.

It is said to be announced this year prior to the supposed expiration of the previous Caregiver Program.

Some of the major changes that were announced were: caregivers who want to come from other countries will be assessed for permanent residence before arriving to work in Canada. Having the same conditions as before, caregivers need a work permit and 2 years of work experience before they will have a pathway to permanent residency. The new pilot programs removed the ties with employers. It will include occupation-specific work permits that will allow them to quickly change jobs when necessary. The new program will also allow caregivers to bring their immediate family.

Open work permits will be given

to spouses/common-law partners and study permits for dependent children. It’s perceived to prevent the separation of families.

What was exciting for caregivers that are already in Canada was the “Interim Program”. It is a threemonth policy that should provide a one-time, dedicated pathway to permanent residency. It is also for those who do not qualify under existing caregiver pathways.

These changes did not come easy, nor did Canada Immigration hand it on a silver platter. These changes were results of years and years of advocacy, campaigns and lobbying in Ottawa by advocates and many organizations. The interim pathways, in part also learned from the failings and unintended consequences of past programs. While the Interim Pathway seeks to provide

caregivers with an opportunity to stay in Canada permanently, it needs major modifications. The Interim Pathway will still be inaccessible for a significant number of migrant caregivers in Canada.

The Interim Pathway is currently only open from March 4 to June 4, 2019, it requires 12 months of documented service, and requires the workers to be on an active work permit.

The three-month window that started on March 4th is simply too short. The application window does not provide sufficient time for many workers to understand the changes; much less compile the required information to complete their application. Because of the isolated nature of their work in homes, a longer time frame to

inform caregivers is necessary.

One issue that stems out of the Interim Program requirement is that many of the workers who came to Canada under the 2014 Pilot Caregiver Program have not yet accumulated 12 months of authorized employment for reasons beyond their control (and often directly the result of the current employer-tied work permit). This includes difficulty in getting Labour Market Impact Assessments (LMIA), or because they were issued work permits for less than 24 months.

Another issue is some caregivers have completed at least 12 months of service but do not have a work permit due to job loss or lengthy delays in LMIA processing. Other Care Workers have become undocumented because they did not meet the higher language and educational requirements that were imposed on permanent residence applications under the 2014 Pilot Caregiver Program.

The Interim Pathway justly acknowledges that the requirement for one year post-secondary education created substantial barriers for caregivers in applying for permanent residency. However, it failed to recognize that the language requirement (CBA Level 5) still creates a barrier for these same workers.

Lastly, the Interim Pathway is not

accessible to caregivers in Quebec.

That means Quebec caregivers are faced with the difficult decision of leaving behind their friends and the social connections they have built, as well as the children, the sick and elderly people they are caring for, in order to have the chance to apply to stay permanently in Canada.

“Just after it was announced we’re getting calls in our help line on how to apply” said Lynn an advocate that answers calls from Migrante’s help line. “Many worry that they are not qualified. Also, they deserve the right to stay in Canada with rights and access to services, rather than be forced to become undocumented”. She added.

Migrante is part of a Canadawide network called “The Landed Status Now: Care Workers Organize!

Campaign”, which represents selforganized groups of caregivers in Canada, advocates and allies that campaigned and lobbied for changes to the previous Caregiver Plot project.

Members of this network were part of the round table dialogue and consultations in 2017 and 2018.

The network continues to demand for the modification of the Interim Program that includes grandfathering all current caregivers in the program under the Interim Pathway and to the new 2019 Caregiver Pilot Program; amendment of the 12 month service requirement to include continued on page 11► from page 5

Caregivers who have been working in Canada temporarily but who haven’t qualified for any other current caregiver program are encouraged to review the criteria and begin working on their applications so that they don’t miss the June 4 submission deadline.

The eligibility criteria for the Home Child Care and Home Support Worker pilots will be made available closer to the date of their launch later in 2019. The pilots will feature criteria that is standard for economic immigration programs, such as minimum education and official language criteria, along with the requirement for the caregiver to gain Canadian work experience, like for existing caregiver pathways.

(Age will not impact applicants’ eligibility under the Interim Pathway for Caregivers (IPC) These criteria have been shown to be critical factors for the successful settlement and establishment in Canada for all new permanent residents, including caregivers.

IRCC aims to process 80% of complete Interim Pathway for Caregivers applications within 12 months.

Application and processing fees for the Interim Pathway for Caregivers will be the same as for other economic

Otherwise, caregiver applicants outside Canada are not eligible to apply to this pathway.

Temporary foreign workers and permanent residents, including caregivers, are responsible for their housing arrangements during their stay in Canada.

The definition of family member for all permanent residence programs, including the Interim Pathway for Caregivers, is defined in the Immigration and Refugee Protection Regulations in respect of a person as (a) the spouse or common-law partner of the person; (b) a dependent child of the person or of the person’s spouse or common-law partner; and (c) a dependent child of a dependent child referred to in (b).

In doing, so we need to do it SECRETLY. Pray in secret, fast in secret and give alms in secret. Showing that we are praying is hypocrisy. Displaying our generosity is pretentious. Jesus warns us in the gospel saying: “beware of practising your piety before people in order to be seen.”

Do not let your right hand knows what your left hand is doing.

Finally, when we make those sacrifices, we need to accompany it with a big SMILE. When you pray, smile. When you fast, smile. When you give alms, smile. SILENCE and SMILING are two powerful tools.

Smiling is the way to solve many problems and Silence is the way to avoid many problems. Fellow Sinners, make sacrifices but do it in secret and accompany them with a smile. My dear kababayans, I wish you a blessed Lent.

Provincial election na sa Mayo 2019. Malalaman na kung sino ang magiging bagong Premier ng Alberta. Pero sa tingin ko, maski sino pa ang manalo, medyo mahihirapan pa rin makaahon ang Alberta. Dahil ang recession dito ay malalim na malalim na. Lubog sa utang at jobless. Wala ng consumer confidence at ang presyo ng langis world market controls, especially China and USA. Pati canola ng Canada ay di na binili ng China dahil gumanti sila sa pagkadakip ng Huawei CFO. Sa Amerika naman, di na binili ng China ang soybean sa Dakota bilang ganti kay Trump dahil sa 25 % tax sa mga produktong made in China. Resulta, lugmok ang Alberta.

Maraming mga Pinoy ang tulog pa din ang pag-iisip.

Kawawa naman kase akala nila na ang Alberta na dati ay masagana, eh masagana pa din hanggang ngayon. Yong iba naman nating kababayan ay nagising; pero huli na. Lubog na sila sa utang. Nagising lang dahil na-lay-off sa oil and gas employers. Kaya ang pinaka-maganda, dapat sa tao eh alisto sa buhay at di padalus-dalos.

Ang buhay ay di kung anong meron ka. Madalas sabihin ng mga Pinoy: “Meron akong bahay at sasakyan.” Ngunit ang kalooban nila ay di masaya. Bakit? Dahil kung anong meron sila ay dugo at pawis ang pinuhunan nila. Bakit? Dahil sa pagbabayad ng interes sa mga inutang ay wala ng oras sa pamilya. May maganda ngang bahay, hindi na naman halos nauuwian.

Lumilipas ang panahon, kung anong meron sila ay nagluluma at nasisira din naman. Hindi na nila naisip: hindi na maibabalik ang oras na kanilang ginugol sa pagbabayad ng utang. Kadalasan, sa huli ang pagsisisi, kaya me salita na napasubo or di ko akalain ngunit huli na. Kaya, sana bago tayo gumawa ng desisyon magdasal muna tayo.

The Quest for a Philippine Centre...

With the declaration of Philippine Heritage Month both provincially and federally, it is an importune time to revisit the goal of a Philippine Centre in Edmonton. After a consultation with Minister Amarjeet Sohi where the Minister committed to assist in the establishment of the centre, community leaders met to brainstorm on the vision, governance model, and feasibility of an Edmonton Philippine centre.

There was commonality in the thought that this can only be realized with the community working together rather than in silos. An offshoot of that meeting was a survey that was released to gauge the Filipino community’s interest, current utilization of rented facilities, wish list, and thoughts for making the establishment of a Philippine centre a reality. Is it really possible? The sentiment in that meeting was of optimism and enthusiasm. But there are also naysayers who declare that this has been tried several times in the past and therefore, this current initiative is doomed for the same failure. But do we remain shackled in the past and keep this as a pipe dream, or do we learn from these experiences and dream big?

Let’s do the math. Edmonton alone, I believe, has 30+ Filipino organizations. If we sum up the amount each organization, and in some cases individuals, spend on venue rentals for various activities, and allocate these to one centre, there is a strong possibility that this can cover at the minimum, monthly rent or mortgage for a dedicated facility. The most recent census revealed that there are 60,000+ Filipinos in Edmonton.

Let’s look at a scenario where, even if just 20% of the 60,000 Filipinos donate just $1 a month to a building fund, that would already yield $12,000/month already. These are some schemes that can be worked within the community, in addition to the efforts to advocate and apply for funding from different levels of government. Money, as it turns out, may not be the biggest obstacle after all.

And here lies the challenge.

I believe that we all know what it would take to make this a reality (i.e. accountability, transparency, credibility), but the bigger challenge is, will we do what needs to be done? And so I will pose the questions with the hope that this will galvanize us to be united in our goal. What would it take for us to work collaboratively in the spirit of servant leadership and trust? Do we have what it takes to focus on long term goals and veer away from trivialities? There is undoubtedly no individual financial gain, personal aggrandizement, and special entitlements in this initiative but the community legacy is immense. It is an initiative of selflessness, volunteerism, dedication and perseverance.

In Toronto, there were several attempts since the 1970s, by the Filipino community to build a centre. They were able to purchase a property in 2002 for The Filipino Centre, 18 months after the group’s launch. Community leaders in Windsor convened in 1992, opened a centre in 1993, and in 2014, opened an expanded and improved Filipino Community Centre. The Bayanihan Centre in Victoria, supported by several Filipino organizations, raised funds since 1990, and was finally established in 2001 after acquiring a provincial grant and a creditunion mortgage. The Philippine Cultural Center Foundation in Calgary, sitting in a 2,750 square feet condominium property, took five years of hard work to fulfill their dream in 2001. The Filipino community in Winnipeg had the foresight to establish their Philippine centre way back in 1984 and have since then moved to a bigger location, sustained by continuous fundraising and volunteering.

It’s high time for an Edmonton Philippine centre. Each one of us has the capacity to contribute for this cultural monument and legacy project. As the saying goes, “If you want to go fast, go alone; but if you want to go far, go together.” So to all Filipinos and those of Filipino descent in Edmonton, shall we?

The group also calls

for the removal of a second medical examination as well as the inclusion of caregivers from Quebec.

Syed Hussan, the Toronto based coordinator of the Landed Status Now Campaign said that “It was proven time and again, from the Live-in Caregiver Program (LCP) and the pilot projects that temporary migrant care work is an unsustainable approach to Canada’s childcare and eldercare needs”.

“Caregivers have been consistent in their call for permanent status upon arrival.

We urge the government to heed that call.

The Evolution of My Spending Habits

L

ooking back, it is quite shocking to me that despite living in and managing a sari-sari store, and hearing all these conversations about money and transactions, that I haven’t really learned the crucial skills of personal finances. I’d argue that the business side of money is more familiar to me. Grandma introduced the concept of delivery costs, wholesale pricing, booking fees, profit and loss throughout my years living with her, but managing one’s spending at home is a whole different ballgame.

Living with my relatives during my first years in Edmonton, I had grasped a few thoughts about spending. Whether they are good or not can be debatable depending on context or one’s own preferences.

For instance, a common phrase I remember hearing was “this was on sale when I was walking in the mall, so I bought it.” As a young adult who didn’t really know better, this idea seems really exciting. Earning my own money and seeing what is left after bills and school payments are paid for, it seems like an enticing challenge to see how many new pants I can get away with buying.

2009 is when I almost accidentally stumbled upon the benefit of a Continuous Savings Plan and what TFSAs are. I remember going to the bank, just after turning 18, asking if there was an instantaneous way for

Korean Embassy ties with PSC You can’t go wrong with Go, PRRD assures for PH-KOR Friendship Day

ith over a hundred thousand Korean nationals in the country, the ties of Korea and the Philippines continue to flourish from the start of its diplomatic relations 70 years back. The Korean Embassy has partnered and the Philippine Sports Commission announced its partnership yesterday for the holding of the first-ever Korea-Philippines Sports Festival.

PSC Chairman William Ramirez announced this venture alongside Korean Ambassador Han DongMan, Consul Park Joong-Suk, Byun Jae Heung of the United Korean Community Association in the Philippines (UKCA) and Youn Man Heong from the Korean Sports Association of the Philippines (KSAP).

“We at the PSC are grateful to partner with the Korean Embassy in this celebration, mainly because of the rich history both the Philippines and Korea have shared for a long time. The Korean Institute of Sports Science has been persistent in helping national team coaches and practitioners in lectures of sports science, sports psychology and sports policy,” said Ramirez.

Quality Care Group of Companies co-founder hopes to inspire delegates at Nat’l Youth Conference

Quality Care Group of Companies co-founder Kris Salumbides said he is grateful to be given the chance to meet young Pinoys and share the story of the companies, he and his partners, Jesse Tallon and Jacob Christian were able to establish in Alberta Province.

Salumbides was invited as one of the resource speakers in the National Youth Leadership Conference, February 23-24, in Ottawa organized by the “Pinoys on Parliament Committee”.

“I hope we were able to inspire the youth to never give up on their dreams and that we can achieve our dreams when we study and work hard and smart in Canada,” said Salumbides.

Salumbides, who earned a Bachelor of Science degree in Respiratory Therapy in the Philippines in 2002, worked at a children’s hospital in Manila for two years then went abroad to the Kingdom of Saudi Arabia to gain more experience on his practice and while working at the hospital in 2005, he was awarded best employee and champion in patient care.

He came to Canada in 2008 as an OFW, worked different jobs, until he was able to get a spot as a respiratory assistant at the Lung Centre for the Seniors in 2009. Both working and studying, he eventually became a Registered Sleep Technologist in Canada in 2012. He worked at the UofA Hospital with co-worker Jesse Tallon, who eventually became his business partner.

Both started talking about opening their own business and so the company was founded in 2014 in Edmonton. Jacob, whose specialization is on finance, joined the two to help grow the business which has now more than 50 employees

in Edmonton and Calgary.

Quality Care Group of Companies runs the first Filipino co-owned Medicus Family Health Clinic and Pharmacy in Edmonton, breaking the long years of the Filipino community’s search to find doctors who can speak their language at a clinic “na may malasakit”.

Salumbides also shared at the conference, Quality Care Group’s vision to expand their businesses across Canada and internationally in the next two years.

“We are currently working very hard to achieve those goals,” said Salumbides.

I had an early interest in fashion as a child because my mother used to manage a clothing shop in our hometown where I got introduced to the pleasures of dresses and fabrics.

What's is most famous achievement as a Filipino designer?

ilipino leaders in Calgary reached out to members of the Pinoy community by holding a fund-raising event for the four Filipinos who took part in the Alberta Provincials Bobsleigh Championships, March 2, in Calgary.

Officials from the Calgary-based Filipino Chamber of Commerce Alberta led by Michael Siervo and Vangie Caoile, hosted Rolando Isidro, Jerby Periada, Joseph Acosta and Jeffrey dela Cruz, and through the Philippine Festival Council of Alberta organized a fundraising event on March 3 at the New Horizon Mall. The Philippine Consulate General's Office in Calgary headed

by ConGen Gilberto Asuque and deputy Zaldy Patron also came in to show their support.

They also brought the athletes to Edmonton where they toured the facilities of the Quality Care Group of Companies in Mill Woods, then went to World FM 101.7 Himig Pinoy to introduce themselves to the listeners.

Quality Care Group of Companies co-founders Kris Salumbides, Jacob Christian and Jesse Tallon also chipped in by issuing a cheque for the team and gave them compression stockings for their training. “They do the hard work. We are just glad to help them,” said Christian, the company’s finance director.

“This is a story of Filipinos helping each other,” said Siervo who pointed out that they are chasing a dream of qualifying to the 2022 Winter Olympics in Beijing.

Siervo said the Alberta Bobsleigh Association (ABA) and the Philippine National Bobsled Luge and Skeleton Association (PNBLSA), Inc. have a Memorandum of Understanding and, so the Filipino Chamber is officially supporting them. "That's our Canadian support," he said.

He said they are happy that the team won third place.

Milly Angeles turns 2!

t was a fun-filled afternoon for the family, neighbours and friends of Attorneys Joseph and Katrina Angeles who hosted the second birthday party of their daughter Milly, March 17at the Panciteria de Manila.

The husband-and-wife tandem of Angeles Law in Edmonton wished that their Milly will grow as a good citizen and Atty.Joseph requested their family and friends to help them as a community in raising Milly.

With two young children, the Filipino-Canadian lawyers have been dealing with busy schedules since running their own law firm and serving the community as well.

Officials of the Philippine Business Society of Alberta, the Philippine Media Association of Alberta and other Pinoy group associations also came to celebrate with the Angeles family.

Tip # 1 Titles and Diploma Certain unauthorized practitioners may use titles that have different meanings but can be seen as interchangeable. For example let us use the title “notario”.

Those individuals who call themselves “notaries” are not authorized to provide immigration advice.

Immigration, Refugees and Citizenship Canada (ICCRC) authorized immigration practitioners who can legally offer you Canadian immigration advice in exchange for a fee. Namely: Members in good standing with the Immigration Consultants of Canada Regulatory Council (RCIC), lawyers

Baler won’t be Baler without the residents because they were able to preserve and nourish the beauty of their land. They show a really enthusiastic attitude to each other and you will feel very welcomed because of the accommodation and comfort they offer.

•I went there few years ago and it was a new experience for me because you will feel the true life of a “probinsya” once you enter the town. It was very peaceful and pleasing in the eyes. You will feel the fresh environment and the relaxed surroundings. Streets may be really narrow but oh well – that is adventure, you get to discover things beyond your expectations. That was also the first time I’ve learned how to surf and it turned out really good and surprising. My trainer was very patient with me because I had a hard time stepping up my foot once the waves comes right in front of my surf board. I’ve come to realize that the residents of Baler are very considerate with the tourist and very understanding.

•As we travel more around the town, we discovered a really surprising and unusual place. We were able to see how crystal clear the falls in Baler. The water was really cold – that’s for sure but the chilling adventure and an hour walk to our final destination (the actual falls) was really fun and very exciting.

It feels very aesthetic because you are in between rock formations, tall trees and big trunks. It really felt like I was in a discovery channel. It brought me to a very mysterious feeling because of the

natural formations of my surrounding.

As we reached the mountain top, all the efforts and the energy paid off, not just because of the scenery but also because of how chilly the water is. The fresh air was so unreal and it really amazed me.

•Aurora, Baler engages us to see the real beauty of the country, Philippines.

How often people tell us that if you set yourself determinedly, you can perform what you will! But this man was as determined as any man can be, and yet he made the confession: "To will is present with me; but how to perform that which is good, I find not."

he recent rise in the incidence of Measles internationally worries not only frontline health care professionals but also health agencies worldwide such as the World Health Organization (WHO), Center for Disease Control (CDC) in the United States, Health Canada, and the Philippines’ Department of Health (DOH). In 2019 alone (a mere two months before I wrote this article), a total of 13,470 cases with 203 deaths in the Philippines were reported by the DOH as of February 22, 2019. With the ease of travel by air and sea, Canada is also vulnerable and has recorded 10 cases of measles in 2019 as of February 22, 2019. Technically, measles was declared to have been eradicated in Canada since 1998 and new cases were considered to have come from international travellers. Though majority of the 2019 cases of measles have occurred in other provinces, it was reported in multiple news agencies on February 24, 2019 that one traveller who transited through Edmonton International Airport and spent time in Leduc tested positive for measles raising an alert in Alberta.

What is truly alarming is not the epidemiology surrounding this ongoing outbreak, but the origin and nature of the resurrection of this preventable infection. Could the fact that measles is easily preventable have made our current worldwide population lax about its devastating nature? This possibility has a historical precedent: the outbreak of Pertussis (more commonly referred to as Whooping Cough) in Japan between 1976 through the early 1980’s. By the early 1970’s Pertussis had nearly been eradicated in the Japanese islands with annual vaccination rates as high as

80%. The scarcity of reported cases and zero attributed mortality caused a lapse in vaccination, with rates dropping to as low as 10% by 1974.

The disease therefore resurged in the newly vulnerable population, with over 13,000 Pertussis cases recorded including 41 deaths. This outbreak spurred both health practitioners and the general population to restart vaccinating. With the protection of vaccination, the incidence steadily declined and in 1993 reached a record low of 130 cases.

That is how vaccines work to eradicate a disease: herd immunity.

As clearly seen with the Pertussis outbreak in Japan, vaccines are not a cure—they are prevention.

Vaccination is an efficient way of stopping the spread of an infectious disease within a population—the “herd”— by creating a sufficiently high proportion of individuals that are immune to the disease. Without vulnerable unimmunized individuals that can become reservoirs of the infective entity, the disease does not spread and is eventually eradicated.

With lapses in vaccination, however, the disease has a chance to spread and over several replications can mutate into more severe forms (more virulent strains), making it harder to cure and eradicate.

This is the origin of the current outbreak of measles: the anti-vaxxer movement. Lately trending through many social media platforms, antivaxxers have steadily gained momentum in their fight to forward their beliefs about the dangers of vaccination.

Although critics of vaccination have been present since the 1800s, the modern anti-vaxxer movement was said to have originated from British gastroenterologist Andrew J. Wakefield,

who published a study claiming that the measles-mumps-rubella (MMR) vaccine was linked to autism. His study was debunked multiple times after other researchers could not reproduce his study’s results (a core principle of the scientific method); Wakefield then lost his license to practice medicine as he was found to have faked his study’s data and that he acted unethically and dishonestly to the detriment of the public. Primum non nocere, first do no harm.

In the Philippines, ill-founded suspicions and accusations against the new vaccine on the market for Dengue (Dengvaxia) possibly spread hysteria among parents in the Philippines, many of whom were poorly informed and therefore hesitated to have any vaccine administered to their children. A blanket refusal to vaccinate, including proven safe vaccines, which include the MMR vaccine, created the opening for the infection to spread and mutate. The Philippines is not the only place to look into as a source for the lapse in vaccination, as there have also been outbreaks in Europe, Africa and the USA. In the age of information, the challenge to show the anti-vaxxer movement the true principles behind the use of vaccination is unfortunately more complicated. With the ease of

access via the internet and social media, information has now become muddled into war against misinformation.

Social media platforms have become the fishing ground for anti-vaxxers to bait their next catch. The definitive reason for vaccine hesitancy was distrust in its worth. In a slippery slope line of reasoning stemming from the vaccine-autism fib, antivaxxers claim that vaccines were only propagated by big pharmaceuticals for increased income and were likely laced with toxic substances that were more harmful than good. Suceptible individuals were baited, converted, and in a strange twist, indoctrinated into the belief to the point of cultish fanaticism. The movement has become an even more dangerous contagion than just the one disease that is spreading now. Some anti-vaxxers have also refused to vaccinate their pets, allowing for other diseases that can have animal reservoirs, such as rabies, to spread. Even if you explain the economics of research, safety testing and vaccine production to answer their big pharma argument against vaccines, they will not yield in one sitting. Scare tactics will not persuade anxious parents, only time, effort, and a calm demeanor will.

Moreover, not all anti-vaxxers are motivated by their desire to keep the public away from these supposed

It is in the course of this struggle that there comes to us a sense of our utter SINFULNESS. It is God's way of dealing with us. He allows failures that we may strive to fulfill the law that, as we strive and wrestles, we may be brought to this: "I am a regenerate child of God, but I am utterly powerless to obey His law!"

It will take years to build the herd immunity back up like what Japan went through for their 1970s Pertussis outbreak, even if reports now suggest that some anti-vaxxers have begun to vaccinate their families due to the measles outbreak.

It is highly likely, with the statistics regarding the ongoing measles outbreak, that you or someone you know has been affected (whether directly infected or inconvenienced) by the resurgence of this very preventable disease. I personally have a young adult nephew ( J.G.C.,III) back in the Philippines, who suffered much, requiring hospitalization and intense treatment for complications of a more virulent strain of measles despite his complete battery of childhood immunizations. It is to him and his competent health care team that I dedicate this article. In my social media accounts, I have spoken out regarding the need to re-educate and vaccinate for not just each individual’s safety, but for the greater good. I appealed to my friends in health care to use their considerable talents and use the respect they gained as educated professionals to speak out and be heard. Only by not adding fuel to the fire and dowsing the flames with solid reasoning can a wildfire like this be contained. he saying goes, “We rise again from ashes, to create ourselves anew.” During this Lenten season, each of us has an opportunity to shape ourselves through prayer and faith in our Lord Jesus Christ. The outlook of Lent for many people is simply to give up something they indulge in for 40 days; however, Lent is much more than that. Yes, giving up something is what many people do, and nothing is wrong with that. But to truly make the most of the Lenten season is to go above and beyond ourselves. Apart from prayer, Lent is about almsgiving and fasting. It is understandable that it can be difficult for many of us to fast, but it is not a huge commitment to not eat meat once a week on Friday.

The little things like this are what help to continue our praise for our Lord. Pope Francis said that Lent is a time for, “The healing power of repentance and forgiveness.”

Toronto Pinay media personality is trying to ignite a campaign that encourages women to raise a collective voice against sexual assault.

Rachelle Cruz has teamed up with other women’s groups in an apparent effort to break silence and has launched #FilipinasSpeakout to start the conversation on the topic of women’s rights in the Filipino community. “A lot of it is rooted in the patriarchal society. There are certain beliefs that are traditional and that no longer serves us today.

Being outspoken is not really a thing and being assertive for a Filipina, there is sort of a reservation,” said Cruz.

“There must be a united outcry on this situation. This is just part of greater changes that we need to work towards.”

In some way, looking at previous expenses also acts like a nostalgic trip down memory lane. When I look at my credit card transactions and see the list of the restaurants we went to during a trip, it feels like a nice recollection to me that cannot always be expressed in photos.

Seeing my income tax return come in is a reminder of whether I filed my taxes on time or not. Seeing when I purchased my art supplies for making quilts and pillow cases and realizing that these have been in my living room for three years now, feels rewarding as well.

Moving forward, the plan is to reflect more about my spending habits in a more philosophical and psychological way. Topics that I’m learning about are ethical consumption, consumerism, supporting local business or social enterprises when shopping, living a minimalist lifestyle and learning to be kind and assertive at the same time when I cannot loan money. The numbers, the transactions, our behaviours and our values are all reflected in that list of expenses, whether we admit it or not.

or new immigrants, the road to Engineering Licensure in Alberta is a long process.

Internationally educated engineers experience long waits when their education credentials and experience requirements are assessed. The APEGA introduced the competency base assessment (CBA) last year to streamline the work experience requirement for licensure. As I wrote in my previous articles, the experience requirement of APEGA is not as challenging as the education requirements for those applicants who graduated from several colleges and universities in the Philippines.

The root cause of unfavorable results for Filipino engineers is the lack of basic elementary and high school education in terms of the number of hours spent in specific courses.

But with the implementation of the K-12 programs in the Philippines, the future applicants might have a bigger chance of getting a favorable result in their Canadian Licensure.

Below is the response of the Association of Professional Engineers and Geoscientist of Alberta (APEGA) on the campaign promise of Mr. Jason Kenney, the Party’s leader to introduce legislation requiring professional licensing bodies to determine within six months if an applicant’s credentials are sufficient for licensure.

As the regulator for the engineering and geoscience professions, APEGA is

mandated by the provincial government to establish, maintain, and enforce the qualifications and standards of those professions. We have a clear understanding of the regulatory framework and our obligation to ensure all of our members and permit holders practise to the highest professional and ethical standards in service to Albertans and their safety.

All applicants to APEGA are assessed to ensure they meet the required educational standard and have adequate and appropriate work experience.

Professional Members Make Final Determination Another aspect of self-regulation is that professional members, not APEGA staff, make the final determination if applicants are qualified for licensure.

These professional members are volunteers who meet at set intervals to assess applications. Without these volunteers, the government would have to use taxpayer dollars to hire experts, or APEGA would need to greatly increase application fees and member dues to hire dozens of professional members and university professors. Applicants are informed of this process and the expected time frame for review.

All forms of regulation are designed to protect the public. But only self-regulation ties public protection directly to the people performing the regulated services. It’s effective and publicly affordable, and it’s backed up by nearly a century of APEGA service to the public interest.

We proactively work with each Alberta government to explain the self-regulatory model of the engineering and geoscience professions and how that model ensures the safety of all Albertans.

Qualifications-based Process The process we use for assessing applicants is based on qualifications, not country of origin. All applicants are treated in an equal, balanced, and fair manner. As the qualifications for no two people are identical, we assess each individually. For internationally trained engineering applicants, if their education is from a program not recognized by the Canadian Engineering Accreditation Board (CEAB), we assess their education by comparing each course against standard syllabi that are produced nationally by Engineers Canada. If there are shortfalls, we assign examinations or courses by which the applicants can meet the standard.

For assessing work experience, we use a competency-based assessment (CBA) method* to evaluate their experience against the required Canadian experience standard. For evaluating work competencies, CBA is considered best practice by the Pan-Canadian Framework for the Assessment and Recognition of Foreign Qualifications and by the Government of Alberta’s Foreign Qualification Recognition Plan.

According to an Edmonton Journal article, Mr. Kenney said some immigrants wait far too long to know whether their credentials are transferable. We understand that the wait can be longer than applicants would prefer, but we assure them that we process applications honestly and fairly, and as promptly as possible. *Currently, competency-based assessment is only available for engineering applicants. A different process is required for geoscience applicants.

Bobby has also worked on other well-known animated movies such as “Tarzan” and “Up.” On his Twitter accounts, he announced that “#Pixar has 2 #FilipinoAmerican lead characters on a #Pixar #SparkShorts #Film!” Pixar’s SparkShorts is a new experimental storytelling initiative which aims to discover new storytellers and storytelling techniques. Because of this, SparkShorts has opened up its doors to more representation on-screen.

I owe my success in the fashion world to the loyalty of beauty queens who have chosen me to design for them, the mentorship and support of the organizers of Philippine Fashion Week who invested in my talent early on, the friendship of fellow designers, and God who continues to bless me.

As a successful young designer what's your long term goal?

My long-term goal is to stay relevant in the fashion industry and to keep challenging myself to reach new heights.

Who is your idol in the world of fashion?

My fashion idols include Alexander McQueen, Valentino, and Christian Lacroix.

Palabok House's `royal food treat' to `birthday boys'

Palabok House surprised regular customers, Alberta Filipino Journal publisher Jun Angeles, editor Lito Velasco and DJ Rolan Latorre of Himig Pinoy with a "royal food treat" on their birthdays.

Palabok House owner Lydia Jimenez completely surprised the three Filipino media members that made the two speechless after seeing the "handaan".

Velasco and Latorre are regular customers of Palabok, enjoying the Batangas Lomi and other viands

after the radio program at 6 p.m. or after beating the deadline of the newspaper.

The two and other media members like publisher Jun Angeles and columnist Nicky Gocuan would normally flock at Palabok House for coffee to discuss issues of the day.
