n November, 2017, a group of Filipino-Canadian Businessmen led by Celso Andrade formed an Association called the Philippine Business Society of Alberta, with Atty. Joseph Angeles as its legal consultant.

Its main objective is to unite Filipino-Canadian business owners as well as professionals in order for them to promote their businesses, thus ensuring a healthy economic and socio-economic base for Filipino-Canadian Entrepreneurs.

PBSA will also promote products, services, educate, and create opportunities locally and globally toward the success of every Filipino Entrepreneur in Alberta.

The Board of Directors were inducted into office by Consul General Gilberto Asuque last June 16, 2018. He challenged the PBSA to serve as conduit in promoting more Philippine products in Canada.

When one tries to gather, people will eventually get together.

PBSA has facilitated its initial step in order to gather Filipino-Canadian businessmen under one roof. In May 30, 2018, the first Annual General Meeting was held at Manila Grill Restaurant in Edmonton. The newly inducted officers and selected Board of Directors had already garnered support from a good number of businessmen in Edmonton and area.

Philippine Consul-General Gilberto Asuque challenged officers of the newly-formed Philippine Business Society of Alberta (PBSA) to serve as a conduit to Philippine Department of the Trade and Industry’s senior trade commissioner to Canada, Maria Roseni Alvero.

Asuque said this is an opportunity for Filipino entrepreneurs in Alberta to promote Philippine products in Canada after the Alberta government declared June as Philippine Heritage Month.

The Philippines has popular

products like mangoes and bananas which have been in high demand in Japan for many years aside from its famous tuna and other agricultural products.

In his recent talk with Alvero, Asuque also noted that the Philippines has manufacturing products that can also be promoted in Canada.

The Calgary-based Consul General said that with Heritage Month celebrations scheduled every year, it is about time that business leaders in both Edmonton and Calgary conduct activities that will support their businesses and make them grow.

Asuque said that once agreements are forged, more business meetings can be organized and joint ventures can be sealed.

PBSA president Celso Andrade said that they will work side by side with various partners and reach out to others.

The society’s secretary Virgie Sumalinog was out of the country that day.

Can I Start My APEGA Application Even Before I Land as an Immigrant in Canada?

Mervin Cereno is a Filipino Engineer, Academician and Entrepreneur who chose to migrate to Canada. He got his Provisional License* as Professional Engineer from the Association of Professional Engineers and Geoscientists of Alberta (APEGA) after only 8 months from the time he landed in Canada in March 2016. Presently, he is pursuing a Master’s Degree at the University of Alberta. o be a Professional Member of APEGA, one must satisfy all specific requirements. One of these requirement is the proof of Canadian Citizenship or the proof of Permanent Resident Status. If an Internationally Educated Engineer or Geoscientist intends to migrate to Canada and eventually has the intention to practice his/her profession – he/she can start applying and eventually can be eligible for a Professional Licensee License.

As defined by APEGA, ifyou are a Canadian citizen or permanent resident, you can apply for professional membership. If you are neither a Canadian citizen nor a permanent resident but still wish to independently practice engineering or geoscience in Alberta, you may be eligible for a Licensee license.

Licensee is the designation APEGA gives to an individual who: • has met all academic and experience requirements for licensure in engineering or geoscience • is not yet a Canadian citizen A Licensee: • can independently practice engineering or geoscience in Alberta

• is subject to the same ethical and practice standards as a Professional Engineer or Professional Geoscientist • must comply with the Continuing Professional Development requirements (As lifted from the APEGA website on the requirements for Licensing) Therefore, even before you arrive in Canada, you can start applying for APEGA and eventually gain Licensee status. After satisfying the Citizenship or Permanent Residency Status requirement and the Work Experience requirement you can eventually apply to be a Professional Member.

The typical time frame to complete the process usually takes 6 to 12 months according to the APEGA website. But, it always depends on how and when you submit your application documents.

had the pleasure of meeting Deputy Premier Sarah Hoffman and here were her answers to questions I had for her regarding the Filipino community.

1. As you have gotten to know the different leaders of the Filipino community here in Alberta, what are some consistent issues that have been brought up which you want to address?

And how?

The community’s very diverse […] but I think the one thing that I’ve heard repeatedly from folks is that they want to continue to be a welcoming destination for Filipinos to keep coming to Alberta.

And right now, we’re the number two destination in Canada with the second largest population and a lot of people talk about family members that are trying to come [but] some of the pathways […] have been closed off to them by Jason Kenney and by the Federal government. They’re hoping that we’ll be able to work to lobby to change some of those again. The live-in caregiver program, for example, used to have a pathway for permanency and I think the whole thing has been uprooted.

There are a lot of people who

came in that program and you don’t make those decisions lightly to come and be a caregiver for a senior or for a young family. Often, people who are coming to be part of the program are leaving their own families, but the reason why they do is—most of the ones I’ve heard from—is because they want to create an opportunity for their whole family to come here and for themselves to become permanent residents and citizens of Canada. I think a lot of folks have talked about how grateful they are to be here, but they don’t want this to be the end, that this is part of the experience in making sure

that the Filipino community can continue to grow and flourish here in Alberta.

2. Many Filipinos that immigrate to Canada often struggle to be recognized for their international credentials. How would you approach this issue?

I had a chance to follow up with the ambassador of this […] and she said there’s a lot of work happening in that kindergarten to grade twelve curriculum to ensure alignment with western curriculum and that if there were specific courses or programs that the universities and colleges could help create [to make] a smoother transition with recognition of credentials, that the public universities would be open to some of that. I raised that with [the] Premier’s office that there’s an opportunity I think for some of us—for us to do some work on that. There are also colleges for each of the professions here that sort of continued on page 14 ►

KUALA LUMPUR--I'm back!

he fire is back in the eyes and belly of 39 year old Philippine senator Manny Pacquiao who scored an emphatic knockout victory over Lucas Martin Matthysse to win his 11th world title at 2:43 of the seventh round Sunday afternoon at the Axiata Arena here.

Proving his critics wrong, Pacquiao put on a clinic of sorts as he showed facets of his ring brilliance that were missing in his previous fights since 2009 where he last won by knockout.

Before a screaming horde of fans led by the heads of state of Malaysia and the Philippines, Pacquiao was brilliant, fast and accurate with his timing and combinations, completely frustrating and flustering the former WBA king.

"You have to love what you do in order to do what I still do as a 39-year-old fighter," said Pacquiao, who trained hardest despite his age, pushing himself to the limit.

But this time around, his new team of mostly Filipinos led by chief trainer Buboy Fernandez, acknowledged his conditions and custom-fit a new training regimen that brought back the power and the speed, however diminished a bit.

"Do I look old,?" asked Pacquiao laughing in front of the members of media at the post-fight press conference.

Every masterful stroke dealt by Pacquiao befuddled Matthysse who secretly plotted to retire Pacquiao.

"Not today," said Pacquiao, who was cheered on by Philippine president Rodrigo Duterte who watched in the presidential suite with new Malaysian Prime Minister Mahathir Mohamad.

"Of course, it was an extra motivational tool for me to fight well and careful."

Fernandez warned his ward not to be too confident when he knocked down Matthysse for the second round, the Argentine taking a knee at the end of the fifth round.

"It might have been a trick. But we were ready for Matthysse," said a beaming Fernandez, who for the first time, acted as chief trainer aided by strength and conditioning coach Justin Fortune and assistant Raides "Nonoy" Neri.

Cutman Edgardo de la Vega was not much needed as Pacquiao was never in trouble.

"We will take a rest for now before we decide what to do next," said Pacquiao, who goes back to work this week as the Philippine Senate opens its sessions.(pr)

The Deadly Tandem of Law and Sin

Romans 7:7-13 KJV SOME THEY WILL KILL, AND SOME THEY WILL PERSECUTE It is a sobering thing that the bearers of good news can be treated with contempt and rejection. For example, we read in Luke 11:49 KJV, "Therefore also said the Wisdom of God, I will send them prophets and apostles, and some of them they shall slay and persecute." And in another place the Lord Jesus said, "Then shall they deliver you up to be afflicted, and shall kill you: and ye shall be hated of all nations for My Name' sake" (Matthew 24:9 KJV).

And maybe most shocking of all: "These things have I spoken unto you, that ye should not be offended. They shall put you out of the synagogues: yea, the time cometh, that whosoever killeth you will think that he doeth God service."

John 16:1-2 KJV The word "Gospel" means good news.

It means "good news" in Old English, "god spel," and it means "good news" in Greek, "euanggelion." The Christian Gospel is good news. And the sad fact is that you can bring good news – the best news in the world, the best news that ever was, the best news that ever will be – and cause people to rage and swear and seethe with anger and scoff at you and even kill you.

But our greatest danger in this situation of misunderstanding or distortion or rejection or persecution is that we ourselves would stop believing that our message is good news and start treating it as a provocation or a disputation or a legal summons to appear in court.

Oh, how easy it is to lose the sense of wonder at the preciousness of the Gospel – the good news of Romans chapters 1 to 5 – that God justifies the ungodly by grace alone, through faith alone, apart from works, on the basis of Christ's work alone, not ours, for the glory of God alone – that "when we were yet without strength, in due time Christ died for the ungodly" – that "God commendeth His

love toward us, in that while we were yet sinners, Christ died for us."

These truths are not mainly for provocation or disputation or a legal summons to appear in court. They are mainly for proclamation and celebration and liberation and jubilation. And so, it should jar us – even though the Lord Jesus said it would happen – it should jar us when the best news in all the world is scorned and ridiculed and distorted and perverted and rejected.

In Romans chapters 6 and 7 we can't afford to lose sight of what it is all about.

It's about the Gospel of Justification of the ungodly [!] by grace alone, through faith alone, based on Christ's work alone, for the glory of God alone. It's all about the Good News that sinners can have hope that God will save us from His own wrath based on what Christ did for us, not on the basis of what we do for Him. DISTORTION OF THE GOOD NEWS And yet when the apostle Paul announces and unfolds this glorious Good News in Romans chapters 1 to 5, he had to deal immediately with distortion and rejection of the Wonderful Message. Let's look at what he says in Romans 3:28, "Therefore we conclude that a man is justified by faith without the deeds of the Law," and what he says, in Romans 5:20-21 KJV: {20} "Moreover the law entered, that the offence might abound. But where sin abounded, grace did much more abound: {21} That as sin hath reigned unto death, even so might grace reign through righteousness unto eternal life by Jesus Christ our Lord."

And yet, there were skeptical people who said, "Paul, you are making grace into license and you are making law into sin."

And so the apostle Paul writes in Romans chapter 6 to defend Grace.

And he writes in Romans chapter 7 to defend Law. That is where we are now.

Romans 7:7 KJV: "Is the Law sin?" he asks. Answer: "God forbid!"

But the objector goes on: "Paul, look what you say in verses 9 and 10. You say, 'For I was alive without the law once: [that is, he once had little or no consciousness of sin or condemnation or slavery; he just did what he felt like doing; it seemed like freedom and felt like being alive]; but when the commandment came, [perhaps as a child or an adolescent waking up from the obliviousness and freedom of self-centeredness; or perhaps at his conversion seeing for the first time the true nature of his spiritual deadness] sin revived, [that is, he experienced sin as sin

T

he world cannot stop talking about the recent melee that happened between the Philippines and Australia at the FIBA World Cup Qualifiers.

How exactly did an international basketball game turn into a fighting match? Guess what? It all started with the word “monkey”.

Calling anyone monkey just shows a total lack of respect. The Filipino players were already holding back their emotions.

When Australian player Daniel Kickert intentionally came charging and planted an elbow on Gilas Pilipinas player Roger Pogoy, the natural reaction of the Gilas

team was to defend their teammate.

If you watch the video clearly, the first player to come charging was Andre Blanche followed by Jason Castro. Then everyone jumped into the fray.

Different opinions have surfaced.

Some say the Filipino players should have kept their composure, others say they were right to give the Australians what they asked for. Former PBA Player Atoy Co aired his views on the matter and did not agree with the actions of the Gilas players, especially the selfie after the melee.

Some quarters have even blamed

"There, you see, Paul, you said it again. You said that God's commandment killed you. You make a murderer out of the Law. You make the Law Sin." So, the apostle Paul continues to explain his meaning in verse 11: "No," he says in essence, "what I mean is this. When I say that the commandment became death for me, I mean, 'Sin, taking occasion by the commandment, deceived me, and by it slew me.'

Sin killed me! Sin brought about my deadly condemnation. Sin brought about my experience of spiritual doom.

Sin used the commandment of God as the weapon, but sin is the killer." So, he concludes in verse 12: "Wherefore the law is holy, and the commandment holy, and just, and good."

And in verse 13, Paul repeats in the strongest language possible that sin, not the commandment, killed him. "Was then that which is good made death unto me?

God forbid! But sin, that it might appear sin, working death in me by that which is good; that sin by the commandment might become exceedingly sinful." This is verse 11 all over again: "Sin, taking occasion by the commandment, deceived me, and by it slew me."

THAT'S NOT WHAT THE LAW IS FOR Picture the Law as a surgeon's scalpel.

It is meant for life and healing. And here comes Sin and takes the scalpel of God's commandments and slashes people's throats with it. It reminds me of the line in one of Michael Card's songs – the words to Judas: "That's not what a kiss is for." The commandment – holy, just, good – was to be life to me, and it became death for me, because sin took the scalpel out of the surgeon's hand and with it slashed my throat and killed me (verse 10). That is not what a scalpel is for.

Why would God allow this? The apostle Paul answers at the end of verse 13: "So that by the commandment sin might become exceedingly sinful." It is sinful to murder; it is doubly sinful to force innocent people to help you murder.

It is sinful to abort a child; it is doubly sinful to trick a mother into thinking that aborting her child is her right. You don't boil a baby goat in its mother's milk. That continued on page 10 ►

As a columnist who has followed sports especially basketball for a long time, let me tell you this, what Coach Chot Reyes said was basketball lingo.

He was just giving instructions for his players to be more aggressive defensively.

So how did this all start? The Australian basketball team lost to Japan and a few days before they were to face the host country, the Philippines, they pulled off the decals at the Philippine Arena without seeking permission from the Organizing Committee. Isn’t the action of the Australian team a show of disrespect for the host country?

People can say all they want to say. You cannot blame Gilas Pilipinas for how they reacted. They just exploded like a volcano. They are humans, hurt by emotions. Yes, they understand they are wearing the Philippine colors and they are proudly defending it. Yes, they do understand that everyone involved in the fight was wrong. It could have been prevented if the referees did take control of the game right from the warm ups and warned the players of their extra actions.

Honestly, this should serve as a reminder to other teams not to name call any player of any country or something like this might happen again in the future.

Lesson learned: never call anyone monkey for we are humans, not monkeys. Respect is earned not given.

With every kiss from your lips, my heartbeat seems to be racing because of my mixed emotions of nerves and happiness. Every time I hold your hand, it feels like heaven.

From each "I love you", that you say, what I hear is an angel's voice. All of that disappeared when you changed...

Every second, I remember what you were –what we were. It seems that everything about you has changed: your smiles, your looks, your moves and your kisses. Moments we share are now just memories. Feelings that used to be there have changed or may

The Deadly Tandem... is not what a mother's milk is for. It is for life, not death.

It is sinful to break God's Law; it is doubly sinful to use God's Law to break God's Law. So the bottom line so far in Romans chapter 7 is that the reason we need to die to the Law is not because the Law is Sin, but because the Law is weak and vulnerable, and we are exceedingly sinful.

Therefore, the Law cannot be the first and decisive means of our justification or our sanctification, because "when the commandment comes" our sin rises up, comes alive, and uses the commandment to kill us, not save us.

SIN LIES How does sin do that? Verse 11 gives the key word to explain how sin does this killing work through the commandments.

"Sin, taking an opportunity through the commandment, deceived me and through it killed me." Sin uses the commandments to deceive us.

Sin is fundamentally a liar.

Sin kills by deceit and superficial logic. It says things like: "You're tired. You need a good night's rest. But you are tense and can't sleep. A sleeping pill might help.

The instructions hold out hope for pretty good rest if you take a pill. Wouldn't you really like one wonderful night's sleep, a hundred times better than average? Yes? Well then, take a hundred pills." Sin is a murderer, and it murders by making promises it cannot keep.

If you are perishing under the guilt and power of sin, it is because you are being deceived. Sin is lying to you, and you are believing it. Sin is making promises to you that it cannot keep, and you are trusting in these promises.

But, you say, how does sin do that with the Law? What deception does sin use when the commandment comes?

Verse 11 says, "Sin, taking occasion by the commandment, deceived me." What a lie – what tricky half-truth – does sin speak, when it meets the commandment of God? I think the deception of sin when it meets God's commandments can be boiled down into two basic lies.

They sound almost like opposites; but they are, at the root, the same.

All of those things will never happen again because you've changed, and we can never go back to those times anymore. Those times make me smile every time I remember them. These are moments I cannot forget because they are already carved in my heart and in my mind. We were already happy but you changed.

Sometimes I wonder why you changed. Was it because I did so you

On the one hand, Sin might say when it meets the commandments of God: "You can't keep these commandments, and you wouldn't want to if you could.

And so, there is no hope for you if there is a holy God, and you may as well put all that out of your head and get as much pleasure in this life as you can."

Or, on the other hand, Sin might say when it meets the commandments: "You can keep these. So, muster all your willpower and show yourself as good as the next guy to get ready for the judgment."

In other words, Sin takes the Law in hand and kills us with one of two kinds of deception about our future. Sin either offers us hopelessness relieved by self-indulgence, or it offers us hopefulness supported by self-righteousness.

First, it tells us that we can't keep the commandments and so we should be hopeless.

Second, it tells us that we can and so we should be hopeful. They are both lies.

And to believe either of them is suicide.

WHAT IS THE REMEDY? What is the remedy? Die to the Law and live to God through the Crucified and Risen Christ. The Gospel of Jesus Christ is the remedy. The Gospel is the power of God unto salvation to everyone who believes (Romans 1:16). It is the only Message in the world that gives hope to both the ungodly self-indulgent and the ungodly self-righteous.

It says to the hopeless self-indulgent, there is hope for you, because, though your sins be as scarlet, they shall be as white as snow, because God will forgive you for Christ's sake, if you will receive Him as a Treasured Gift and trust Him. And the Gospel says to the hopeful self-righteous, there is sincere hope for you, because, though your righteousness be as filthy rags, the perfect obedience of Jesus will be credited to your account, if you will receive Him as a Treasured Gift and trust Him. So, I bring you good news today, whether you are hopeless and selfindulgent, or you are hopeful and selfrighteous. Jesus lived and died for both kinds of sinners. Believe in Him today.

Trust Him as God's Provision for your salvation. Receive Him as the Treasure of your life.

We made a promise to each other that you would only give your all to me and I would give my all to you. Did you change because I hurt you? I am truly sorry if I hurt you. Sometimes I ask myself if you truly loved me. I noticed that there were times when you would act differently when you were with me. There were times when you did not talk to me because you were always on your phone. When I was with you, I just wanted you - you alone; I just wanted your full attention. Did you change because you do not want me anymore? Do you still love me? Do you still want what we had? If you don’t, please tell me because I do not want to look stupid. If your answer is yes, and that you still want what we had, prove it. Prove that you truly love me. Prove that you are happy with me and not just with other people. Dear, please, come back to me because it still warms my heart when I'm with you. I miss the sweetness of your smiles and the sweetness of your kisses. I miss your eyes as if they were bright stars that shine brightly in the sky. I miss you – I miss the old you. I love you.

I want to go back and play under the rain, lie down on the grass and watch the stars. Please come back.

How many participating Countries were there?

• The World Championship of Performing Arts was the brainchild of Griff O’Neil, and was an offshoot of the 1984 Olympics, held that year in Los Angeles. The idea was that...If sports has its OLYMPICS, why isn’t there one for the performing arts?

That’s how it started and two years later, in 1986, WCOPA was launched.

It has been full speed ahead since then. From a handful of countries in its maiden year, WCOPA had 62 countries this year, and a reported 73 countries will be participating next year. It is a business enterprise designed to discover, develop and provide employment for artists.

What are the usual categories being competed?

• Every year in July aspiring dancers, singers, actors, models, instrumentalists and variety artists of all ages converge on Long Beach, California to compete for medals, prizes, recording/movie contracts, and millions of dollars in scholarships.

• The following events are what delegates compete in: Dance - 15 categories that include gymnastic, ballet, jazz, contemporary/ modern, etc.

Where is your treasure?

Matthew 6:19-23 Nowadays, many of us are more inclined to materialism. We have the tendency to accumulate and amass something. In fact, a large number of people seems to believe that material wealth is the solution and answer to every problem.

Materialism is buying things we do not need with money we don't have to impress people that don't matter.

Jesus in today's gospel reminds us of the saying: “do not store up treasures for yourself here on earth”. The most effective way to fight materialism is learning to let go, for attachment is the source of all suffering. Friends, be mindful that finite things cannot quench infinite longings. Our real treasure is not what we possess but

it is God who possesses us. Jesus is that treasure.

Store up treasures in heaven.

That is the very message of today’s gospel. Those who lays up treasures in heaven looks forward to eternity.

And the way to store up treasure in heaven is in investing people in order to get there. Bring your family and friends to heaven. Most importantly, bring yourself to that paradise called heaven.

Conclusion: If material things are what you are talking about when you say “I am blessed.” You have no idea what a blessing is.

Mga kababayan, please do not forget that the most important things are not material things!

How did you get there and what awards did they receive after the competition? Who supported your participants?

Canada came to Long Beach with a small contingent compared to other countries - 13 very talented artists, their families and team officials, headed by Canadian National Director Anton Tajanlangit, supported by a staff of directors - Janice Lozano (Vancouver), Darryl Quiambao (Vancouver), Tony

Surtida (Edmonton) and Savhannah Crittenden (London). When everything was said and done, our medal haul 15 Gold, 9 Silver, 10 Bronze, was very impressive. Giselle General came from the cold, mountainous region on the Benguet province, and immigrated to Canada as a teenager in 2007. After completing her Bachelor of Commerce degree from the University of Alberta, she now dedicates her business training to the nonprofit sector, both in employed and volunteer capacities. She works at the Edmonton Community Legal Centre, which provides free legal help to low-income Edmontonians. She channels her creativity by writing in her personal blog, General Point of View, and has recently published a book of her poems and artwork titled The Humanity of Me.

A

s people adjust to a new country and a new community, there is certainly a huge need to learn, adapt and fit in. This can mean adjusting to the language, the mannerisms, and perspectives of living here. Another part of it though, it literally fitting into clothing that serves both function and fashion needs.

Shopping for clothes, at least for me, was not always smooth or easy.

Depending on the type of clothing

there are several issues. For instance, for bras, the positions of the straps are usually too wide, making them fall off. It’s an awkward feeling, being self conscious adjusting them all the time. Another instance is pants. A joke I commonly tell is that “I have the height of a fifth-grade Canadian child” and there is a lot of truth in that. In almost every instance, when shopping for pants – even the ones labelled petite- there will be at least an extra two inches of fabric. That

It is not always that I get to say thank you and appreciate the things I learned in school. One of the most practical things that has come in handy for more than one occasion is on modifying clothing to fit my frame. Thanks to all those several years of Home Economics class that made handling a thread and needle or a sewing machine less intimidating.

Tops and blouses have their own set of adventures also. There seems to be an assumption for women’s clothing that someone’s torso size always is 100% proportionate to the size of the other parts of the body, which is not always the case.

So, if a person is very tall and thin, a size XL shirt can cover the length of their body but there’s too much fabric on the sides. Or that a cute top that fits my torso would be too tight for my chest, but a larger size that covers my chest looks awfully baggy at the torso. My most recent purchase is a couple of business blazers for work. As expected, there was about four inches of extra fabric on the sleeves – enough to cover my hands completely with fabric to spare. Elegantly cutting and hemming a sleeve is more complicated and

beyond my basic dressmaking skills.

With the savings from the blazers being on sale, it was spent instead on a tailoring shop to be hem them.

Purchasing winter clothing is another story. Throughout my years working and going to university, there was this one winter coat that my Tita and I purchased together. I think for a typical person the length would be right up to one’s knees. Not for me though, it reached right down to my ankles. My colleagues have teased me sometimes that I looked like a ‘walking winter coat’ and nothing else as I walk to get home. But then it means that an extra pair of pants or knee warmers were not needed at all. A single piece of clothing was enough to get through our long and cold winters.

The past ten years helped me compile different tricks and hacks to make managing clothing a bit of a less of a pain. Eventually I’ve learned to embrace that it doesn’t matter how they are categorized in the clothing store shelves – whether they are technically men’s or children’s clothing sometimes - once I buy them, they are MY clothes. It is a learning process to let go of the angst of looking at clothing sizes, that it’s no big deal if I fit a size medium shirt at a local clothing store and then a size XL at another one that originated in Japan. There is so much variety and subjectivity in clothing, that there will be something that will fit with everyone just fine.

Government of Canada announces funding agreements to give Albertans better access to jobs and training June 27, 2018 Edmonton, Alberta Employment and Social Development Canada By investing directly in Canada’s greatest asset—its resilient, hardworking people—the Government of Canada is helping to ensure that the economic growth Canada creates is the kind of growth that works for everyone.

Today, the Honourable Minister Patty Hajdu, Canada’s Minister of Employment, Workforce Development and Labour and the Honourable Christina Gray, Alberta Minister of Labour, announced that the governments of Canada and Alberta have signed agreements that will see Canada provide the province with over $1.7 billion over six years to invest in Albertan workers. These agreements represent an increase in funding of nearly $500 million over the period, compared to previous funding levels. This increase means that about 124,000 more Alberta workers will benefit than before.

Speaking at Women Building Futures, Minister Hajdu said that these agreements will significantly increase the jobs and skills training available to people in Alberta, including apprenticeship training, self-employment training, academic upgrading, English as a second language and more.

Through this new agreement, the Government of Canada is ensuring more people benefit from programs than before—particularly people from groups typically underrepresented in our workforce, such as people with disabilities, women and Indigenous people. For example, programs like the Aboriginal Training to

Employment Program; the Persons with Developmental Disabilities Employment Preparation and Placement Supports program; and Women Building Futures, which supports more women in to build their careers in the skilled trades, will all see renewed funding through the agreements announced today.

As innovation and technology continue to change how we live and work, people in Alberta, and all Canadians are met with new challenges and new opportunities.

This Government investment in jobs and skills training investment will help Alberta’s workforce prepare for the good, well-paying Canadian jobs that will be created by Alberta’s growing economy. Everybody deserves the opportunity to benefit from an innovation-driven economy— and that means ensuring both employed and unemployed people have opportunities to acquire the skills they will need for the jobs of today as well as the jobs of tomorrow.

The agreements announced today are the new Workforce Development Agreement (WDA) and the Labour Market Development Agreement (LMDA). In the first two years Alberta will receive approximately $490 million—more than $182 million through the WDA and nearly $308 million through the LMDA. Results matter. That is why these agreements include a commitment to performance measurement. That means that Canada and Alberta will be able to measure how programs are increasing people’s earnings, helping them get jobs that last, and breaking down barriers for under‑represented groups like Indigenous people,

people with disabilities and women.

The Government of Canada will be reporting to Canadians on the impacts of these programs, so that they are transparent and so that they can be continually improved.

The WDA will help Alberta deliver training and services, such as: · The Canada-Alberta Job Grant, which allows new and existing employees to increase their knowledge and skills through training jointly funded by employers and government. · Disability related employment supports, including funding for technologies like specialized computer software, tutors, and worksite modifications such as wheelchair ramps. · Academic upgrading. · English as a Second Language training. ·Indigenous skills training programs, including the Aboriginal Training to Employment Program and First Nations Training to Employment Program.

Funding under the LMDA will allow Alberta to help more people and more employers meet their needs, though measures such as: · Support for apprentices and jobs in construction – essential for building the infrastructure we need for our economy to thrive. · Transition to Employment Services, such as the Shuttle program at Higher Landing, which gives unemployed Albertans individualized services in career management and job search skills to help them return to work as soon as possible. · Women Building Futures, which

provides exposure and training in non-traditional career options in the construction trades to women Every Canadian deserves a fair and equal chance at success in the workforce. Through smart investments like the provincial agreements announced today, we can strengthen our middle class and help more of the people working so hard to join it.

Kaya Ko, Kaya Mo! If I can, You surely can!

T

his column is special to me because I have the privilege of writing about my mom.

My mother is Marjorie Newman, a registered immigration consultant under ICCRC. She is also a community volunteer, being an honorary member of various Filipino associations.

But let me take you back to her humble beginnings. My mother was born in the southernmost island of the Philippines, Mindanao, to a political family. She and her four siblings were raised on her mother's teacher's salary. Her father, an aspiring lawyer, had a debilitating motor accident and was unable to find work. Though life was hard, my mother was always known to make people around her smile. She had in her a fighting spirit that always got her through. She was loved by everyone, especially her father.

My Lolo was and still continues to be the biggest influence in my mom's life. When she was in her teens, her father was elected as a mayor.

He was different than anyone that the town had elected. Although poor, my Lolo was descendant of mestizos and hacienderos. He was well-educated and continued to read and learn on his own despite his disability. In this humble state and with his background, my Lolo became

Jean Nicole Pulongbarit de Jesus Crowned Miss Fire Philippines 2018

n May 19th 2018, Jean Nicole Pulongbarit de Jesus was crowned Miss FIRE Philippines 2018. Jean is 26 years old and was born and raised in Edmonton, Alberta, Canada. Winning one of the elemental crowns for the 18th season of Miss Earth Philippines has brought much pride and joy to Jean’s family in Edmonton and in San Rafael, Bulacan, the municipality she represented throughout her journey as a delegate. Jean’s life wasn’t always glitz and glam, at a very young age she was bullied for how she looked. She quotes: “Being bullied, I learned that respect is very important. Whether someone respects you or not, you should

never let another person's behavior deplete your manners because you represent yourself and not them.”

Being a victim of intimidation has made Jean work hard and strive for her dreams but of course she has many people to thank for where she is now. - "I am grateful that I had many cousins and family around me that provided the feeling of security and support throughout my journey.” Jean Nicole Pulongbarit de Jesus is now residing in the Philippines, teaming up with local organizations to create a cleaner and better Philippines for many generations to come. She will be returning to Edmonton for a few weeks in the fall.

Campbell College specializes in an 8-month, full-time, post-secondary Administrative Professional Diploma program. Ninety (90%) of our client base are newcomers, many who have extensive education and experience from outside of Canada yet they are unable to get good jobs because they don’t have Canadian training, certification, work experience or references.

Our program was designed to quickly assist and bridge newcomers into productive jobs associated with their previous work and education.

Our students spend the first 6-months in-class focusing on their technical clerical and computer skills, and communication and interpersonal skills. Then the 2-month work practicum provides a “foot-in-the door” to great employers! Work experience is such an important part of our training and a key reason why our program and students are so successful.

In addition to many other employers, Campbell College has built successful practicum partnerships with numerous ministries throughout the Government of Alberta, and we’ve been working with The City of Edmonton in partnership since 2007. To date, we’ve had over 200

students serve their practicums in a variety of exciting placements throughout the City of Edmonton from Human Resources/Recruitment, to Payroll, Pension and Benefits, Edmonton Transit Services, and one student spent his practicum at City Hall working with a City Councillor. A large majority of our graduates now work for the City of Edmonton as a direct result of our partnership.

The practicum is exposure to an actual office setting where our students get to put their classroom training to the test. They practise and improve technical and communication skills, learn new systems and software, have networking opportunities and the chance to show their talents, get mentored and coaching for the interviews process, achieve that important work experience and references for their resumes, and develop confidence in themselves and their skills—exactly what is needed to impress the employer in an interview!

Faith Shared Is Fate Paired

An interview with Sarah Hoffman...

Katrina Cereno is a senior high student at St. Francis Xavier.

She spent her efforts in writing and interested to arts, photography and music. She’s looking forward to be a future engineer. She lives in Edmonton, Alberta with her family.

St. Mary Magdalene is one of the greatest saints of the Bible and a legendary example of God's mercy and grace. The precise dates of her birth and death are unknown, but we do know she was present with Christ during his public ministry, death and resurrection.

She is mentioned at least a dozen times in the Gospels.

Mary Magdalene has long been regarded as a prostitute or sexually immoral in western Christianity, but this is not supported in the scriptures.

It is believed she was a Jewish woman who lived among Gentiles, living as they did.

The Gospels agree that Mary was originally a great sinner. Jesus cast seven demons out of her when he met her. After this, she told several women she associated with and these women also became followers.

There is also debate over if Mary Magdalene is the same unnamed women, a sinner, who weeps and washes Jesus' feet with her hair in the Gospel of John. Scholars are skeptical this is the same person.

Despite the scholarly dispute over her background, what she did in her subsequent life, after meeting Jesus, is much more significant. She was certainly a sinner whom Jesus saved, giving us an example of how no person is beyond the saving grace of God. During Jesus' ministry, it is believed that Mary Magdalene followed him, part of a semi-permanent entourage who served Jesus and his Disciples.

Mary likely watched the crucifixion from a distance along with the other women who followed Christ during His ministry. Mary was present when Christ rose from the dead, visiting his tomb to anoint his body only to find the stone rolled away and Christ, very much alive, sitting at the place they laid Him. She was the first witness to His resurrection.

After the death of Christ, a legend states that she remained among the early Christians. After fourteen years, she was allegedly put into a boat by Jews, along with several other saints of the early Church, and set adrift without sails or oars. The boat landed in southern France, where she spent the remaining years of her life living in solitude, in a cave.

St. Mary Magdalene's feast day is July 22. She is the patroness of converts, repentant sinners, sexual temptation, pharmacists, tanners and women, and many other places and causes.

3. What have been the top highlights of the entire journey in proclaiming June as Philippine Heritage Month?

[The] people working in the arts, in film, and learning about hip hop culture in the Philippines, it’s just—it’s so dynamic and I think there’s so many welcoming components about people who are from the Philippines that they’re wanting to share and contribute. Then, of course, the hospitality angle. Everyone has been very warm and welcoming and it’s been a lot of fun getting to know more about the Philippines, but also about Filipinos in Alberta.

4. If you could leave us all with one message not only for Filipinos, but

immigrants overall in Alberta, what would it be?

Thank you for choosing Alberta as your home. Thank you for wanting to contribute to a society that’s welcoming and inclusive and for choosing […] to use your skills to better Alberta. And to think that we are very fortunate that so many newcomers are choosing Alberta.

We want to continue to create the strong public education and Catholic education opportunities, the health care opportunities, and the work opportunities that this will be certainly a magnet for this generation and for the next.

While some people are calling for deep cuts and to balance the budget at all costs, we want to invest in families. We chose that different path and we know that the newcomers who’ve chosen Alberta are committed to that as well. That’s what they tell me every day; that they want to have good schools, good health care, and good jobs. Those are the pillars that our premier, Rachel Notley, really pushes everyday with her cabinet so, thank you.

Ely Rowen Salar: Whisking Magic from Imagination to Palate Artospective - an artist’s point of view IDA BELTRAN-LUCILA ida_b_lucila@yahoo.com

O

ne of the best things I enjoy in writing my articles is meeting people and encountering creativity and excellence in sometimes the most unexpected ways.

One such case is Calgarybased, multi-awarded Ely Rowen Salar, Head Pastry Chef of the Hotel Arts Group. Pastries are a different level of art.

According to Ron BenIsrael, chef and owner of one of the finest couture cake studios, “Pastry is different from cooking because you have to consider the chemistry, beauty and flavor.”

Born in Bukidnon but raised in Tacloban, Ely’s passion for baking hasits roots in his parents’ bakery and catering business, where he insisted on working as a young boy.

He then realized it was something he wanted to do as a career. He took up Hotel and Restaurant Management in university, had his internship in Virginia, USA and worked as a culinary operations supervisor. Later on, he moved for work to the Fairmont in Dubai, to a French-American restaurant in Singapore, and then to Russell, Manitoba.

Even while working in the management part of the industry, his creative side fueled the desire to become a pastry chef. Fortunately, despite a lack of experience in the field, he was offered a job as pastry cook, where he worked hard to prove himself and got promoted four times in less than three years, to be recognized as a pastry chef.

Ely’s pastry creations are like pieces of jewelry, showing unbelievable artistry and a sense of design with shapes, symmetry and colour. They are exquisite to the point that cutting through the pastry might make you feel guilty.

And the flavours assault you with both the familiar and unexpected, as he always aims to put a twist to classic flavours. And these are

validated by the numerous awards he has garnered.

For this year alone, he was the overall winner of the Pastry Chef Showcase Competition, on top of winning the Best Plated Dessert Category and the Lindt

Chocolate Showpiece Category, effectively sweeping all the awards.

He was also the Winner of the Lindt Chocolate Showpiece Competition at the Pastry Chef Showcase 2016, and 2nd Place for Contemporary continued on page 25 ►

Separating Families: What it means for Filipinos •Anyone who has committed fraud in any official matter, or who has "abused" any program related to the receipt of public benefits; •And anyone who an immigration agent decides is a threat to public safety or national security.

ince April, there has been a global protest on the United States’ Zero Tolerance Immigration Policy. This means, “zero tolerance” for people crossing the US borders illegally. An American research think-tank, Pew Research Centre estimated the total population of undocumented Americans was 11.1 million in 2014. That is approximately 3 percent of the total U.S. population. The enforcement of the new law was done by the US’ Immigration and Customs Enforcement or ICE. Officers of ICE have been busy picking up children of migrants and detaining them. The US Department of Health and Human Services reported that there are now 2,053 children detained and separated from their families.

How does it work? Once a parent has been held and charged for illegally entering the U.S., the children are then moved to the Department of Health and Human Services’ (HHS) Office of Refugee Resettlement (ORR), which is “responsible for their care”. It is also required by law to place unaccompanied minors in the least restraining environment. The child can also be placed in the care of their relatives in the U.S.; however, a minor may be put into foster care or a temporary detention center as in most cases.

The issue however, is beyond the forcible separation of families. It was also the issue criminalization of migrants and their children. These children, as young as 5 years old, were treated like common criminals. It’s not very surprising how all these happened though. When President Donald Trump signed his executive order on immigration enforcement in the early part of 2017, it blurred the lines between illegal immigrant and a person with a serious criminal conviction. In the executive order, it prioritized deportation of: •Anyone with any criminal conviction, no matter how minor; •Anyone with any pending criminal charge, even if it hasn't been resolved; •Anyone who has committed an act for which they could face charges, even if they haven't been charged; •Anyone who has previously received a final deportation order;

Canada is no better While Canada does not separate children from their parents outright, it does arbitrarily detain migrants, leaving detained parents faced with the difficult decision of surrendering children to foster care or bringing them inside detention centres with them. Currently, it is reported that there are 155 detained minors in Canada. continued on page 24 ►

EDMONTON --- Last month, the Filipino community was busy celebrating Philippine Independence Day and almost every weekend, events related to the celebrations were organized by various Filipino organizations.

The celebrations became more festive when the Alberta Government declared June as "Philippine Heritage Month" to the joy of 175,130 Albertans of Filipino descent.

With that, sister-companies Quality Sleep Care, Alberta Medical Supplies, CanPay Medical Inc. and Medicus Family Health Clinic and Pharmacy heeded the calls of Filipino organizations to support their various events.

Company directors Kris Salumbides, Jesse Tallon and Jacob Christian responded and backed the various events starting with the Congress of Philippine Associations of Alberta on June 2 to the Philippine Arts Council-organized Filipino Fiesta on June 24.

“We are glad to support the events and give back to the community,” said the directors.

Filipino Canadian and Filipino American Youth Unite Through Music and Dance

August 1 through August 7, rondalla performers of the Iskwelahang Pilipino (IP) youth cultural school of Boston, MA, USA will come to Alberta to rehearse, collaborate and perform with the dancers and musicians of the Philippine Cultural Center Foundation in Calgary and the Filipino Canadian Saranay Association of Alberta in Edmonton, as part of the 2018 IP Rondalla Canadian Tour.

Iskwelahang Pilipino was born in 1976 when a group of parents in Boston, MA, USA,organized to provide an environment for their children to learn about their Filipino heritage. The mission of IP is to strengthen Filipino American children, families and community by celebrating the rich Philippine cultural heritage in a structured and nurturing environment. A decade later, IP’s Executive Director at the time, Cristina Castro, a UP alumna, developed a rondalla instructional program, in which musicians within IP - mostly the cultural school’s students, joined by a handful of parents - began to learn how to play rondalla instruments imported from the Philippines under the initial instruction of classical guitarist Michael Dadap of New York, and they formed the Iskwelahang Pilipino Rondalla.

The first batch of rondalla players quickly found that they could incorporate dance and movement instead of being limited to a traditionally seated performance format, differentiating their ensemble from others. The combination of choreography with modern and traditional musical compositions has allowed the IP Rondalla to take to the stage on an international level, performing for several Philippine presidents as well as a wide array of audiences across the U.S., Europe and the Philippines.

The Iskwelahang Pilipino Rondalla will be presenting their 2018 touring show, “Reveries and Rhythms” across Canada. The "Reveries and Rhythms" performance is a combination of traditional Philippine folk songs and folkdance music, Philippine contemporary music, original Filipino-American compositions, and American contemporary music - all performed on bandurias and octavinas (mandolins), guitars and a double bass, with supplemental percussion to accentuate the rhythmic theme of the show. Almost all of the rondalla members are secondgeneration Filipino Americans who have learned how to play the

rondalla instruments at Iskwelahang Pilipino in Boston.

The 2018 Iskwelahang Pilipino Rondalla Canadian tour of Calgary,Edmonton, Toronto and Winnipeg is different from past IP performance tours because, in addition to the traditional performance schedule, it also has the goals of connecting

NDP Caucus hosts historic Philippine Heritage Month celebration

Alberta's NDP Caucus hosted a celebration of the first Philippine Heritage Month, June 25, at the Edmonton Federal Building.

Taking action against racism Alberta is taking concrete steps to fight racism with a comprehensive action plan.

Minister Eggen and Minister Sabir, together with stakeholders, announce plan to take action against racism.

T

he plan follows through on the Premier’s commitment to take action against racism after six Muslims were shot in a Québec City mosque in 2017. Its measures are the result of extensive consultations, involving more than 100 groups, led

by Education Minister David Eggen.

“Racism has no place in Alberta and so our government is committed to fighting it, and fostering respect for diversity. We will be guided by those who experience the problem, and help those working for solutions.”

Rachel Notley, Premier Two of the action items will take

effect right away. An Anti-Racism Advisory Council composed of Albertans of many backgrounds, including Indigenous peoples, will shape the government’s approach, and a community grants program will begin to fund groups directly targeting racism and raising awareness of different cultures.

These include setting up a specialized hate crimes unit for police, having a specific focus on fighting racism in the new curriculum, and helping workers whose foreign credentials may not lead to jobs that can best use their skills and experience.

David Eggen, Minister of Education The report includes two items that will launch immediately: • The new Anti-Racism Community Grant Program will provide $2 million to support grassroots initiatives that raise awareness and understanding of racism and its impact on all Albertans.

This will also include funding to support anti-racism projects or initiatives specific to Indigenous peoples.

• The new Anti-Racism Advisory Council will include up to 25 members to advise the Government of Alberta on how to address racism effectively, engage Albertans in provincial and community conversations and further cross-cultural work. Applications are now being accepted.

The report also proposes specific actions on a wide range of topics on which the government will continue to engage: • Starting a Foreign Qualification Recognition Fund.

• Expanding career mentorship programs to smaller cities.

• Creating a Provincial Hate Crimes Unit.

• Funding the Alberta Hate Crimes Committee.

• Updating curriculum to include materials focused on fighting racism.

• Expanding the number of languages students can learn in.

• Making sure Albertans know their rights.

• Making it easier for Albertans to have access to anti-racism resources.

DIVERSITY: The Core Of Our Success

urs is a land of Indigenous Peoples, settlers, and newcomers, and our diversity has always been at the core of our success. Canada’s history is built on countless instances of people uniting across their differences to work and thrive together. We are lucky to live in a diverse country where we can celebrate and come together because of our differences. In the words of our Prime Minister, "Canada is strong not in spite of differences, but because of them."

It was wonderful to be back home in Edmonton to celebrate Canada Day! It was great to be able to visit some of the diverse organizations in our community again this year while also getting to check out some new events.

I kicked off the day with the Ismaili Council for their 29th Annual Canada Day Breakfast. My wife, Sarbjeet, and I were excited to flip and serve pancakes to 12,000 guests this year, alongside my colleague from Edmonton Centre, Randy Boissonnault.

One of my favourite parts

of being a MP is welcoming new Canadians. I was honored to spend some of Canada Day doing just that at Edmonton’s Citizenship Ceremony at Fort Edmonton Park. I was joined by Edmonton’s newly appointed citizen judge - and frequent Fort Edmonton Park volunteer - Major Claude Villeneuve.

My colleague Minister Ahmed Hussen selected him for this position because of the civic values he embodies, the

inspirational contributions he has made to his community and to Canada, and his support for the Government of Canada’s commitment to diversity and inclusion. Maj. Villeneuve served in the Canadian Armed Forces for more than 37 years, in the Canadian Army, the Royal Canadian Navy, and the Royal Canadian Air Force. He is an Aide-de-Camp to the Lieutenant Governor of Alberta and a recipient of the Sovereign’s Medal for Volunteers.

Edmonton is proud and lucky to have him represent the very best of us.

The highlight of Canada Day is always the Mill Woods Canada Day Event, which I am proud to say has become Canada’s largest Block Party!

This event hosts over 50,000 people each year. The Mill Woods Presidents’ Council always puts on a fantastic event for our community and I am so grateful for all their hard work.

Canada Day is also an opportunity to celebrate Edmonton’s diversity. It was a pleasure to attend the Council of India Societies’ Canada Day celebration and get a chance to enjoy great performances

with friends. The Council of India Societies of Edmonton has preserved Indian traditions while celebrating Canada for welcoming us all. Similarly, many thanks to the Alberta Gujarati Association for bringing the community together to celebrate Canada Day with over 400 attendees at Rundle Park.

I also had the chance to stop by and visit some other community groups, including the Mill Woods Cultural Society of the Retired and Semi-Retired, which always provides an opportunity to reflect on the contributions made by the generations before us. It was also nice to see my friends from Ahmadiyya Muslim Jama'at as they celebrate Canada Day at their public BBQ. This year, they launched their

first annual Run for Edmonton to raise funds for the Edmonton Food Bank.

This run has raised over $1 million for local charities and non-profits across Canada and I am excited to see it come to Edmonton.

Lastly, I enjoyed participating in Eid Mila for the first time with the Pakistani Canadian Association. I was able to experience how Edmonton Pakistanis are maintaining their traditions while balancing their identity as proud Canadians. The Pakistani street food and rich culture I was able to enjoy was an added bonus!

I hope you all enjoyed a wonderful Canada Day celebrating our country, our values, and our diversity.

Through a study in 2013 in mice, researchers found that waste removal systems in the brain are more active during sleep which allow time to clear away toxic products that they theorized would otherwise cause problems which

could lead to Alzheimer’s disease.

It is confirmed that the things that we learned during the day are also strengthened and reinforced when we sleep.

Most of our organs rejuvenate and replenish during sleep. Intestines quiet down and the liver tries to build and synthesize during this times. The heart although will not stop beating also reduces its rate to regain its energy lost when you are awake. With a good night sleep your Blood Pressure can drop 5 to 7 points and the heart as well relaxes. There is a balance and control of hormone production and consumption. There is a lower production of adrenaline during sleep. Growth hormones are easily present and greatly contributes to growth of muscle and repair of the damages the body receive during those waking hours. When we lack sleep, hunger –regulating hormones leptin and ghrelin get unrestrained

which can in turn lead to weight gain and with sleep deprivation there is a greater release of insulin, which leads to an increased in fat storage and a higher risk in Type 2 Diabetes.

Sleep Deprivation can substantially lower an individual’s overall quality of life. While the occasional poor night’s sleep is not a serious problem in itself, persistence of sleep deprivation can be. There is no substitute for restorative sleep. A certain amount of care should be taken to prevent the persistence of sleep deprivation in all individuals of all ages. We are not here in this world because we exist, we are here because we need to accomplish the goals that are set in front of us and these are clear reason why we need that good quality sleep. Reunification on the other hand, is not always a solution to the effects of separation. In many cases, reunification for moms that carry a deep guilt of leaving their children behind to take care of other people’s kids and children who have already become young adults, can be devastating. It is like

forcing two strangers to reunite.

Enduring family separation has long been part of the struggle of migrant workers in Canada. Migrant workers under the Temporary Foreign Worker program are constantly faced with the realities of being away from loved ones while working in dangerous or demeaning jobs. Unjust family separation is driven by survival. It is a common denominator for people, whether they are crossing the US borders or if they are migrant workers who willingly pay this high cost just to survive.

Silence cannot be an option when children are made to suffer like this. No child should be in detention while their parents are treated as criminals for seeking a better life. And no child should be left behind when their parents are forced to leave their country in order for their families to survive.

any people in our community are working low-wage jobs, where every penny needs to be stretched to help meet the basic needs for the household.

There are times when due to a crisis or losing a job, paying for items needed at home can be challenging.

One incredible thing about our community is that there are many programs and services either by government or non-profit agencies that can help when the budget is a bit tighter.

This is a range of resources that can serve as a starting point when faced with this situation. ► Food Shortage: •Edmonton Food Bank: The Edmonton Food bank can provide food hampers with food that can help for some time. A couple of years ago, prior to the election of the Liberal government, the Conservative government was very clear that their prospective immigrant must be young, healthy, very educated and financially well-off, most likely from another western country. Visitor Extensions And Medical Examinations

I

got a call from a kababayan asking me about a medical examination that she received for her mother who applied for an extension of her visitor visa. Three days after, the visitor extension application was approved. So the question is: Does her mother need to undergo the medical examination? She actually has a legitimate question: Why would Immigration, Refugee and Citizenship Canada (IRCC) request a medical examination if they have already made a decision?

I strongly recommend that the mother still undergo the medical examination.

Let us examine the provisions under the Immigration and Refugee Protection Act. Temporary Residents do not require a medical examination.

However, Immigration Officers are able to ask temporary residents to undergo a medical examination in certain circumstances. The authority for an officer to do so comes from the following provisions of the Immigration and Refugee Protection Act: 6 (1.1) A person who makes an application must, on request of an officer, appear for an examination.

Obligation - relevant evidence (2) In the case of a foreign national, (b) subject to the regulations, the foreign national must submit to a medical examination.

(iv) foreign nationals who an officer, or the Immigration Division, has reasonable grounds to believe are inadmissible under subsection 38(1) of the Act [...]

In summary: The Regulations require that foreign nationals undergo medical examinations, for example if they are intending to reside in Canada for more than 6 months and if they have resided

in a country during the last year which is designated as an area which has a higher incidence of communicable diseases than Canada.

In the case of persons who are seeking to visit Canada for periods of less than 6 months, or come from countries which are not designated by the Minister of Health, medical examinations are not required unless an officer has reason to believe that such persons might be medically inadmissible to Canada. [1] In my experience, when it comes to visitor extensions, visa officers tend to request medical examinations for clients who are older or if they apply to stay for a long period of time.

I know it seems odd that an approval would come so quickly after the request for a medical examination and without the results from said examination. But I can tell you that there have been instances wherein an officer simply does not want to delay the processing of the application, as medical examinations "will normally delay the processing of the application process by 2-3 months because of the time required to process the medicals".

Upon receipt of the Visitor Record I strongly recommend that you check under the notes if a medical examination is a condition of the applicant's stay. The authority

In Edmonton, the Filipino Canadian Saranay Association’s rondalla and the IP Rondalla will come together for a workshop and to play the overture of “Emma, the Musical”, an original work by Chie Floresca and Erica Cawagas, which debuted in Edmonton on July 7, 2018. “Our rondalla enjoys playing different genres of music on the rondalla instruments, and it is a new experience for our youth to play a musical. They can feel the pulse and the emotion of

the ‘Emma, the Musical’ overture and can’t wait to play it with the musicians of Saranay!” stated IP Rondalla Alumna and Program Director, Elsa Janairo. Both groups will also perform at the Philippine Pavilion at the Edmonton Heritage Festival at Hawrelak Park on August 6.

Sabrina Lane-Smith, an IP Rondalla performer and IP alumna who now lives in Toronto but remains connected to the rondalla in Boston, explained why touring with the IP Rondalla is so memorable and meaningful to both the performers and the audience. “After every show I’ve performed for Filipinos, there has always been an audience member who has thanked us for bringing them a piece of home,” said Lane-Smith. “So many people haven’t had the chance to go back to the Philippines for many years, and some haven’t returned since they left.

Being able to bring them joy and help heal their homesickness, even a little

bit, makes me proud to be a part of the IP Rondalla.”

The young musicians of the IP Rondalla integrate dance movements and acting into every piece of music played and enjoy entertaining and interacting with audiences of all ages!

“I hope that the audience truly believes that we all love what we do and are actually having fun while performing. I have been performing for a very long time and this is one of my favorite shows because we just have so much fun with it. In almost every song we have added our own personalities into it, and sometimes you really have to look for it, but it is there. We try to put in as much of us as possible, whether that be through looks we give each other or certain dance moves we have added in. We want the audience to know each and everyone of us as much as they can,” said Hollie Lane-Smith, 18, who will be moving to Canada next month to attend the University of

Victoria. “I believe we do a good job of showing who we are as people, as well as Filipino-Americans.”

and candied coconut strings. This was accompanied with kalamansi bonbons designed with symbols of the Philippine flag and came with a chocolate coconut shell. Words are not enough to describe his creations. You just have to see and savour them.

Aside from his stint with the Hotel Arts Group, Ely is also the Education Board of Director of Philippine Culinary Federation of Canada (PCFC) and a member of SAIT’s Baking and Pastry Arts Advisory Committee. Through these initiatives, he aims to share

his skills and knowledge with aspiring pastry chefs and cooks.

Recognizing the value of constant learning in honing your craft, Ely himself ceaselessly does research, training on latest trends, learning from the best chefs in the world, and joins competitions to challenge himself. His recent campaign is to “shed light on the true value of Filipino cuisine, build a better stage upon which to celebrate and elevate the Filipino food experience”, and bring it to the forefront of the hospitality industry.

To quote Anthony Bourdain,

“Food is everything we are. It's an extension of nationalist feeling, ethnic feeling, your personal history, your province, your region, your tribe, your grandma. It's inseparable from those from the get-go.” Ely Rowen Salar, in pursuing his childhood passion with determination, is doing great things both for his personal career and the Filipino psyche. Once upon a time, chefs were nameless and faceless people toiling in a back room of a restaurant. Today, however, they are conferred celebrity-like status, with their names attached to their creations, whose movements are

I know that you are thinking that it's an additional expense but as per R185 above an officer can still vary the period of the authorized stay, even after the application to stay has been approved.

Stay away from AWAY! Confusing? Yes! As there is an equivocal term (away vs AWAY) which connotes or signifies two different meanings. The english term “away” means “get rid of” while “AWAY” is the Filipino or tagalog term for “fighting or quarrelling for a no noble cause at all.” That is why, the second AWAY must be avoided—it should really be shunned for the reason that nobody is going to win in this battle.

Like many great men, my Lolo died for his morals and beliefs, assassinated during a political campaign. My Lola was forced to take his place in the election, and our town experienced different leadership.

As a mother, my Lola took a different, more nurturing approach to governing. Where my Lolo's fierce moral ground brought him enemies, my Lola appeased and befriended them. She conducted food, clothing and medical missions for the rebels and Muslims and focused on building infrastructure in our small town. She was even able to get a contract from President Ramos to build a port.

When my mom graduated from St Theresa's college, my Lola enlisted her help. My mom became involved with politics since then, until she herself was elected as councilor for three terms and also served as a board member of the province. As a councilor, she championed the cause for women and children. She started food, supplies and medical missions in schools and in remote areas.

Seeing that she wanted a better future for her daughter, she decided to make the move to Canada. Her first attempt at a visitor's visa was rejected. Years later, she finally got approved for her immigrant status.

My mother came to Canada by herself more than 10 years ago.

She first came alone to ensure that when I followed, there would be room for me to stay and a job that would

A Different Kind of Hero—my thoughts on Emma - The Musical

to you and to everybody else.

They are abusive. That what makes them happy! Sounds so contradictory hey? Well… That’s the truth. Unhappy people truly enjoy seeing you and others in the corner: lonesome and defeated.

Unhappy people are quarrelsome. Especially when they see others are succeeding. They hate that! That’s their frustrations amidst their severe frustration.

Can they be avoided? Yes! To avoid the non-sense fight against these people; you must not be ruled by your emotion. As the saying goes: “When emotion is on the throne, the reason is overthrown.” Remember that only lovers are licensed to be ruled by intense emotion. Bear in mind that the bravest guy on earth is the one who can set a good example to the new generation; not the one who you can always see along the street and online in the social media bullying others, especially the weak—incapable of fighting back.

One of the best ways to win the fight against the quarrelsome is to avoid them. Have you known some of them in your community?

Then, stay away from them; so there’s no AWAY or Non-Sense Fight!

aucous cheers greeted the cast and crew of Emma - The Musical as they exited the Myer Horowitz Theatre in jubilation and joined their adoring audience in the lobby on the evening of July 7, 2018. Presented by the Fil-Can Saranay Association with music by Erica Cawagas, and script by Chie Floresca, the musical, under the artistic direction of Ida Beltran-Lucila with choreography by Jojo Lucila, achieved a well-deserved standing ovation.

Performing to a packed theatre, the cast of Emma, consisting of Hannah Adamson, Jo-Ann Aguilar, Cassandra Baltazar, Simonette Brigola, Jimmy Buena, Hans Casana, Marjorie Galido,Cameron Gamez, Carlos Gamo, Veronica Knodel, Mark Laraya, Catherine Lelis, Lauren Lizada, Maicah Macatangay, Jeannine Naboye,Gerald Penaco, Raphael Tolentino, Riana Torre, James Velasco, Julius Ylagan, Joshua Zoleta, and headed by Danielle Yu in the titular role, brought to life the story of a teacher who faced a world turned upside down during the Japanese occupation of 1942.

In the beginning, we follow Emma as she goes about her daily life as she teaches at the school, hangs out with friends and ventures into the park and marketplace. Though the dialogue is in English, the show itself is infused with a distinctly Filipino flavor. We’re treated to bouts of tsismis (gossip) and even see humor in the tribulations faced by a young man in the fanciful clutches of his panliligaw (courtship) of a certain special someone. It was easy to be drawn into the story and the intimacy of the theatre only aided in fully immersing the audience in the experience.

As the story progresses, we are abruptly pulled into a world of chaos.

We hear gunshots erupt, missiles being launched, and smoke fills the stage. The Japanese have occupied the Philippines and Emma’s peaceful life is suddenly shattered. Dealing with separation and loss, she seeks to make sense of her situation while trying to be strong for the sake of others.

provide for our living. We knew no one, save for a friend of a friend who allowed her to stay with them for a month. Her first job was at a law firm, where she experienced first-hand discrimination. To get to that job, she had to take three different buses.

When she was done for the day, she would then bus to her second job.

While it was rough, this was the start to her career in immigration.

Eventually, she moved on to the power industry, starting as an admin assistant. On the side, she helped her kababayans find better lives in Canada through finding employment and processing their paper work. Many times, my mom would process their applications for free or for small fees. Moved by their stories and struggles, she would do her best to get their applications

or cases approved. Her reward was seeing the families reunited and her clients smile.

She did both jobs for a while.

Eventually, while working as an executive assistant, she realized her passion for helping people was stronger than even her job security.

She left her job and started her small business. The same business stands today as MCN Canada Immigration Consulting.

Ultimately, her passion for helping people opened up doors in the Filipino community. Through word of mouth, people began to hear about a charismatic and compassionate Filipino woman who had a vast knowledge on immigration and the processes involved.

The truth is, while I could wax poetic about my mother's accomplishments

as a modern self-made woman from humble beginnings, these are nothing compared to what I truly admire about her the most. I've seen my mother through days where we had prosperous lives and days where we, as new immigrants, took furniture from garbage bins and ate sardines.

Through it all, she never changed. She taught me the importance of staying together as a family when the going gets tough, to treat all people equally, to stay true to your word, and to have integrity. In whatever she does, whether it be picking me up from school, processing humanitarian and compassionate applications, or managing a 250 people event, she always stays true to her word--and what's more, she always does it with a smile.

Emma - The Musical...

While I was watching a scene in which characters discuss joining the rebellion against the Japanese, a quote by Albus Dumbledore from the Harry Potter books suddenly came to mind: “Dark times lie ahead of us and there will be a time when we must choose between what is easy and what is right.”

We see that Emma is faced with this choice, but we also see this struggle in characters we least expect it from.

In times of war, it is not so simple to be able to say who is right and who is wrong as both sides believe that they are each fighting the just cause. That the perception of good and evil is not so black and white was wonderfully portrayed in this musical. Reflecting on this, I realized that at its core, Emma - The Musical emphasizes the importance of choosing to do what is right rather than taking the easy way out.

It also focuses on what sort of impact the actions of one person can have on many and shows that heroism does not always lie in acts of valor. We do not see Emma charging the battlefield, guns ablaze or bolo aloft. Rather, we, the audience, are presented with quiet acts of heroism that can be found in Emma’s compassion and support for anyone who needs it (be they friend or foe), being resilient in the face of her own struggles and her being able to persevere though the world around her is falling to pieces.

Compassion, resilience and perseverance—are these not traits that we, the Filipino community are intimately familiar with? We see compassion in our Filipino nurses and caregivers as they tend to the needs of others before their own. We see resilience in the overseas Filipino workers who endure long hours and challenging environments to be able to give their family back home a better life. We see perseverance in the millions of Filipino immigrants who, even in times of economic hardship in their adopted lands, still remember to smile in the face of adversity. To us, do these people not fit the definition of a modern-day bayani? Are they not heroes in their own right? Emma is this kind of hero, one whose constancy, love and strength serves as a beacon and inspiration to those around her.

I will not give away specific details of the story, nor the ending, as I believe that this first showing of Emma should not be its last. Speaking to choreographer Jojo Lucila immediately after the play, he voiced a wish that they be able to take Emma on tour. This would be a lofty undertaking indeed but with all the stalwart minds and talent backing this production, I would not be surprised if they pull it off.

My congratulations to everyone involved in bringing Emma to the stage. I look forward to seeing more from the creative minds behind it as well as from the talented artists who took part in its realization. I am heartened to see that the Filipino community’s artistic talent is starting to showcase itself in Alberta’s theatre scene and it is my sincere hope that we see more of Emma and similar productions in the future not just here, but across the country as well.

Alberta's First Celebration of Philippine Heritage Month

JANUEL CEDRICK IBASCO Januel Cedrick Ibasco is a proud Filipino-Canadian and is currently a student at the University of Alberta studying for a Bachelor of Arts in Recreation, Sport, and Tourism in the Faculty of Kinesiology, Sport, and Recreation. Sportsmanship is a big slice of his cake. He is highly-spirited when playing golf, volleyball, and basketball and loves reading, writing and volunteering at church. Jan looks forward to taking up law after his undergraduate degree.

ast month marked the first ever celebration of Philippine Heritage Month, which will now be celebrated every June. Many individuals who made the decision to migrate to Canada from the Philippines often come to this great nation for a better life. The sacrifices that many Filipinos underwent to get to where they are today personify the kind of individuals they truly are: The kind of people who work extremely hard and diligently, even if that means moving halfway across the globe to a country they are not accustomed to. Though I did not grow up in the Philippines, I am extremely proud to be a Filipino-Canadian living in the province of Alberta. I truly am thankful for the opportunities and experiences given to me by this great country of Canada.

The power of the Filipino community here in Alberta is based on the foundation of patriotism. The presence of this patriotism is heartfelt all-around Alberta.

We see individuals of Philippine descent working in all sorts of professions as well as volunteering in numerous amounts of charities, non-profit organizations, and much more to help serve those in the Alberta community. I was filled with pride and joy and was truly delighted to hear that Deputy Premier and Health Minister Sarah Hoffman proclaimed June as Philippine Heritage Month in Alberta. As Premier Rachel Notley (2018) said, “Alberta is home to the second largest Filipino population in the country. For decades, Filipinos have enriched our province with their culture, their languages, and their skills”. Filipinos contribute greatly to the diversity here in Alberta and that diversity is a core value this great nation continues to thrive from. I am excited to see the continuing growth of Filipinos here in Alberta as I know and believe we have something special to offer in anything we choose to pursue.

To end off, I would like to provide a few interesting facts about the Filipino communities residing here in Alberta.

Number one: According to Statistics Canada, Alberta is home to 175,130 Filipinos, making up 4.3 percent of its population. Number two: Calgary is home to the fourth largest Filipino community in Canada, and Edmonton has a growing population of 64,275 Filipinos. Number three: Tagalog is the second-most spoken non-official language in Alberta. (Facts taken from alberta.ca)

Pinay doctor joins Medicus Family Clinic and Pharmacy

EDMONTON --- Dr. Rieza Kristielle Zara has joined the first Filipino co-owned family health clinic, Medicus Family Clinic and Pharmacy.

Zara is a 2015 graduate of the University of Alberta.

The medical facility, known for its "malasakit", formally opened its doors in June last year and has grown to serve not only the Filipino community but other Edmontonians.

"We wanted to answer the call of our Kababayans to have a clinic where doctors can speak Tagalog and we were able to provide that service to them. Yet Medicus is open to all Edmontonians," said Kris Salumbides, co-founder and marketing director of Medicus.

In a TV interview last February, Salumbides admitted that 10 years ago, he had a hard time expressing his thoughts to a family doctor who cannot speak his own language.

When Salumbides' business partner Jesse Tallon established Quality Sleep Care and Alberta Medical Supplies in 2014, the two companies were able to grow and with the arrival of another business partner Jacob Christian as director of finance, it allowed them to open Medicus Clinic last year. "It's really comfortable for us to talk to a doctor who knows Tagalog," he said.
