The 3x6 Approach
1. Definition The 3x6 Approach {http://www.undp.org/content/undp/en/home/librarypage/povertyreduction/global-toolkit-on-the-3x6-approach--building-resilience-through-.html} was originally developed by Gustavo Gonzalez1, Craig Castro2 and Azul Muñoz Leira3, in 2010 in Burundi {https://en.wikipedia.org/wiki/Burundi} to respond to the sustainability challenge faced by reintegration programs in the context of Disarmament, Demobilization, and Reintegration (DDR) processes {http://unddr.org/uploads/documents/Operational%20Guide.pdf}. The approach is also relevant for the socioeconomic reintegration of people affected by crises in countries in transition (internally displaced people, refugees and other vulnerable groups). The 3x6 Approach aims at providing a comprehensive response to key post-conflict thematic areas: i) through rehabilitation and reconstruction of socio-economic infrastructure damaged during the crisis, ii) temporary jobs are created which iii) provides participants with income to meet immediate needs and leverage savings to invest in economic activities that will contribute to rebuilding lives and improve livelihoods; iv) through a process that foster social cohesion between different social groups within a community as well as between participants and state and private institutions. The 3x6 model is composed of three organizing principles – Inclusiveness, Ownership, and Towards Sustainability – and six discrete steps: enrolment, rapid income generation, saving, joint-venturing, investing and expanding markets 2 steps per organizing principles. (Please see Figure 1 on page 6 below). The main philosophy behind the 3x6 Approach is that by combining (a) rapid income generation, (b) compulsory savings and (c) joint-venturing, conflict or crisis affected populations become more selfreliant and less dependent on external aid. The approach strongly emphasizes the community dimension of socioeconomic reintegration as the most appropriated way of building social cohesion, leveraging resources and sharing risks in times of uncertainties. As described on page 5 of the Global Toolkit “The three ‘Phases’ mentioned above are defined in terms of the peaking of each of the three ‘Tracks’ (See Figure 1 below).
