Letter from our President and Chairman of the Board
Dear Friends,
This year marked 76 years since our founder, Monsignor John Patrick Carroll-Abbing brought his visionary concept of self-government to life through his first Boys Town of Italy. We are honored to have been able to continue in his footsteps over the past seven decades, bringing his inspiring and life-changing methodology of education and empowerment to children around the world and – for the first time this year, to children right here in the United States We opened the doors to The Village, named in recognition of one of the Monsignor’s first programs – Il Villagio – on Staten Island to serve some of New York City’s most marginalized young people
While still in its first year, The Village on Staten Island has been able to engage the entire community, through programming for young people like internships and afterschool programming, to food distribution services and coat drives Our aim is to continue to expand our programs in Staten Island to create a safe place for the youth of the community to continue their educational endeavors and learn new life skills. To be able to build on our legacy in the United States for the first time is remarkable
It is because of the help of you, our devoted supporters that we have been able to expand our programming to our home of New York City Thank you to all who have helped us raise funds not just for our newest program, but also for our Boys’ and Girls’ Towns around the world. Without your help, none of what we do would be possible. We are thrilled to be able to continue our founder’s vision and with your support we will continue to help at-risk children around the world and provide them with care and access to education. Our Extraordinary Founder
AAt the outbreak of World War II, Monsignor John Patrick Carroll-Abbing was working for the Vatican Diplomatic Service in Italy As the fighting around Rome intensified, the Monsignor courageously brought food and medicine to civilians in battle-affected areas, organized evacuations and set up hospitals and clinics. For his efforts, Italy honored Monsignor Carroll-Abbing with the Silver Medal for Military Valor
Liberation brought an end to the fighting, but not to starvation and homelessness. Particularly concerned with the plight of the thousands of war orphans, Monsignor Carroll-Abbing sought the permission of Pope Pius XII to assist the children living on the streets With the Pope's blessing, the Monsignor set up the Shoeshine Hotel in the basement of a war-damaged building and organized the shoeshine boys hanging around Rome's Termini train station to come inside for a warm dinner and safe place to sleep.
Monsignor Carroll-Abbing quickly realized that in addition to food and shelter, these youth needed to be given a chance to take on responsibility, to feel appreciated and to gain self-confidence. The first Boys' Republic (La Repubblica dei Ragazzi) was established in Civitavecchia in 1945 as a self-governing, democratic community complete with its own currency, elected officials, assemblies and courts. In 1953, the Monsignor helped establish Boys’ Towns of Italy (La Città dei Ragazzi) on the outskirts of Rome founded on the same model of selfgovernment In the post-war period, Monsignor travelled throughout the United States and organized volunteer committees which raised money to expand his efforts. By 1957, there were eight Boys' Towns, 40 nurseries and day schools for the children of working mothers and a Girls' Town at a villa on the outskirts of Rome
Monsignor Carroll-Abbing’s efforts were recognized by humanitarian organizations around the world. He was honored with the Foreign Press Association's World Humanitarian Award in 1985. In 1987, he became the third non-Italian Honorary Citizen of Rome, following U.S. Presidents Woodrow Wilson and Franklin D. Roosevelt. Monsignor Carroll-Abbing received the Nobel Peace Prize nomination in 1988. The Towns were visited by every American President from Dwight D. Eisenhower to George H.W. Bush, Pope John Paul I, Prince Charles of Wales and Princess Diana of Wales and many other world leaders and celebrities.
In 2001, Monsignor Carroll-Abbing passed away surrounded by his children in Rome. His legacy lives on through A Chance In Life.

Self-government is the unique educational approach at the heart of A Chance In Life's programs. Seventy-six years ago, many of the homeless children Monsignor Carroll-Abbing worked to serve in Rome had become so accustomed to living on their own that they did not want to return to life controlled by authority figures. The challenges of keeping children in any kind of service organization inspired Monsignor to create a new way to relate to the young people – the model of self-government.
The specifics of self-government take shape differently in each country and work in conjunction with Positive Youth Development (PYD) to better fit the culture and needs of the children. In each Town, however, the framework gives young people the opportunity to have a voice in creating their communities and futures. It gives them the opportunity to take responsibility for their lives, with the freedom to plan, make decisions and experience the risk of making mistakes. They not only learn to think critically, but how to speak out for themselves and those around them.
The Scientific Committee
A Chance In Life's Scientific Committee serves as an independent advisory board to study the issues of contemporary youth and provides guidance to ensure A Chance In Life's model best serves the ever-evolving needs of at-risk children in today's world.
In the words of its President, Prof. Msgr. Guy-Réal Thivierge, ". . . the Scientific Committee will focus on the overall quality of the services offered to younger generations and on the continuous evaluation of all actions, without forgetting the paramount importance of the training of those in charge of their full implementation. To this end, A Chance In Life continues to work within a framework of respect for people’s promotion and in the very spirit of sustainable development, where the formation of the various actors involved in our projects becomes essential. We have to work in this direction all together: so that everyone’s diverse and varied gifts and cooperation can achieve their full meaning and relevance. The effectiveness of our services to young people and the places they live in also depends on this."

Our Story & Our Evolution
OOur mission began 76 years ago, in the aftermath of World War II. Vast numbers of orphans and vulnerable children were left living on the streets of Italy by the war, and Monsignor John Patrick Carroll-Abbing’s decision to dedicate himself to their wellbeing defined the course of his life’s work and founded what would become A Chance In Life.
From their founding in 1945 to present day, Boys’ & Girls’ Republic of Italy (La Repubblica dei Ragazzi) and Boys’ & Girls’ Towns of Italy (La Città dei Ragazzi) have provided “a chance in life” to vulnerable and orphaned children. As Europe began to heal from the horrors of WWII, children from other countries experiencing conflict or strife fled to Italy seeking asylum and a chance for a better life. Our Towns in Italy became a home for children from over twenty different countries, many of them arriving as unaccompanied refugees and migrants.
In 2015, after 70 years of serving at-risk youth in Rome, A Chance In Life began looking for ways to serve young people in need outside of Italy and advance the United Nation's Sustainable Development Goals (SDGs) which were adopted that year by all UN Member States. Over the decades, many young men and women had come to our Towns from Ethiopia, fleeing civil unrest and years of famine. A Chance In Life’s Board made the decision to begin supporting programs in a rural region of Ethiopia to provide education and vocational training to vulnerable youth in the area Boys’ & Girls’ Towns of Ethiopia was founded in 2015, marking the beginning of A Chance In Life’s international expansion and our commitment to advancing the SDGs by providing care and opportunities to children wherever the need is greatest.
The following year, A Chance In Life partnered with local organizations in the southern state of Kerala, India to serve children whose families could not afford to send them to school. Boys’ & Girls’ Towns of India has since expanded to serve young people in the states of Gujarat, Kerala and Tamil Nadu In 2018, A Chance In Life partnered with local organizations across Latin America to form Boys’ & Girls’ Towns of Bolivia, Colombia, Guatemala and Peru for children in marginalized communities. We are also supporting young people through special projects in Mexico and Uganda.
A Chance In Life’s proven approach of youth development has already given over 40,000 young people the chance to thrive and grow as leaders in their own communities Now, for the first time, A Chance In Life is bringing this vision to the United States Many children in New York City experience gang activity, lack of access to education, substance use and domestic violence. With the support of our donors, we will provide vulnerable young people here in our own community of New York City a safe and successful future through our newest program, The Village, on Staten Island.

Our Commitment to the Global Agenda: Addressing the Sustainable Development Goals
The United Nation's Sustainable Development Goals (SDGs), also known as the Global Goals, were adopted by all UN Member States in 2015 as a universal call to action to end poverty, protect the planet and ensure that all people enjoy peace and prosperity by 2030. As we began our international expansion in 2015, A Chance In Life sought out partners and programs that would advance these goals in an ambitious and measurable way. With our local partners in each country, we work to advance the below eight goals.

Building on the solid foundation of our work in Italy, we have expanded our work to support programs for at-risk youth in ten countries across five continents. This year, we are delighted to open our first US-based program for the young people of New York City.

Our Partners in Italy
AA Chance In Life has been working in collaboration with La Città dei Ragazzi (Rome) and La Repubblica dei Ragazzi (Civitavecchia), two organizations founded by Monsignor John Patrick Carroll-Abbing after World War II. The youth in both organizations come from over 20 different countries escaping violence, poverty and injustice. Positive Youth Development has been used as the main pedagogical approach in both programs, this approach has brought success and innovation, offering an environment where the children take responsibility for their own lives, and run their own communities, accompanied by a group of professionals.
At these organizations, the young people relate to one another as citizens Each citizen is encouraged and
supported to become an active and creative member in his or her community. The children attend local schools, study in a European Union-recognized vocational training program and are exposed to a variety of cultural and educational experiences. Our Partners in Italy have given a chance in life to over 32,000 children.
Despite the pandemic continuing to have a negative global impact, children in our Partner's organizations in Italy have completed the school year and are currently back to school, starting a new academic year.
As it is a tradition in Italy, at La Repubblica dei Ragazzi in Civitavecchia, the youth have completed their annual “Palio”, a weeks-long competition of games and celebrations

Our Partners in Ethiopia
TThis is our sixth year of partnership in the country, A Chance In Life continues to work with local organizations in the rural community of Emdibir and the city of Addis Ababa to provide to the most vulnerable children and youth with a chance in life
Our Partner organization in Emdibir, the Catholic Eparchy of Emdibir, provides with access to education to high school girls by offering them housing close to the local high school, provision of leadership development training and supporting the girls on their journeys to university or trade schools.
Our Partner organization in Addis Ababa, Friendship for International Development Association (FIDA), provides care and educational opportunities to orphaned and vulnerable children through financial
support for school supplies, school fees, nutritious meals, safe housing and health care.
In the past year, our Partners in Ethiopia have continued offering uninterrupted services and children and youth have been attending in-person lessons. To ensure social distancing while at school, children have attended schools in shifts. A Chance In Life has provided our Partners with funds to distribute food relief to the families facing food insecurity due to COVID-19 lockdowns We have financed the implementation of computer labs, a library at the hostel where the high school girls live, and we have granted funds to build more classrooms to host more children in the elementary school of Emdibir.

Our Partners in India
AA Chance In Life has partnered with local organization across India for the last five years, to provide support for children who would otherwise be unable to access an education. Our Partners are local organizations working for decades with children and young people coming from rural and tribal communities in the states of Kerala, Tamil Nadu and Gujarat The communities where these organizations serve often live well below the poverty line, and may not have access to basic necessities such as clean water, sufficient food or access to education. Often, children are brought by their families to institutions for a better life and the chance to go to school. Through the support of our donors, A Chance In Life partners with seven of these institutions, and provides children with safe housing, an education and the opportunity to develop as a self-confident and responsible member of their community.
The COVID-19 situation has been extremely perilous in India. As a result, all young people living at these institutions have stayed at home with their families or caretakers for over a year. Most of the parents and caretakers of these children and youth work for a daily wage, which has made work inaccessible throughout the country’s lockdowns. A Chance In Life has provided food relief to these families during COVID-19 lockdowns and tropical cyclone Tauktae which destroyed the livelihoods of families in the state of Gujarat. Our second focus has been helping young people in rural areas access remote learning, and providing them with cell phones and academic support to help them keep up with their schoolwork. Children are back to the institutions as school reopened country wide on November 1, 2021.

Our Partners in Bolivia
IIn 2018, A Chance In Life expanded to Latin America and included a number of local organizations as Partners In Cochabamba, Bolivia, we partner with Centro Hermano Manolo, a local organization that accompanies children and youth who are engaged in labour work and are at risk of dropping out of school.
At the drop-in center, children and young adults receive academic support, supplemental scholarships for vocational training and personal development through leadership workshops. The Center also provides family outreach programs to parents to promote the importance of education for their children as in Bolivia, children may legally begin working at the age of ten (Ley Nº 548, Capítulo VI) In addition, our partner program provides the youth of Cochabamba with a safe and supportive community. The success of this organization is strengthened not only by the
resources it offers, but by its tradition of older students mentoring and encouraging younger students who have recently joined, following the Positive Youth Development approach
This year, all children and young people in Bolivia are attending school in hybrid mode, attending some days to school in person and some other days doing remote learning With the generous support of our donors, A Chance In Life purchased cell phones and internet credit for families who would otherwise have no other way to access the internet. Centro Hermano Manolo has developed a wide network of volunteers to provide academic support to children during the COVID-19 lockdowns A Chance In Life also provided emergency food supplies throughout to the families of the children and youth in Cochabamba.

Our Partners in Colombia
SSince 2018, A Chance In Life collaborates with local organizations in Colombia Home for girls Juan Pablo I, home for girls Santa Rosa de Lima, and home for boys Fundación Hogar del Niño, are organizations serving for decades to 252 children in the cities of Buenaventura, Cúcuta and Medellín. The children and youth that attend these organizations come from extremely poor families who are unable to cover the basic needs of their children such as nutrition, schooling, clothing and provide protection. Children suffer the consequences of being displaced by violence, human trafficking and unrest across the country.
Our Partner organizations in Colombia offer children and youth with access to an education, as well as workshops in art and athletics. Through these three organizations, the children and young people are offered a safe environment in which they can learn and
grow into successful and responsible adults. Children and youth receive quality education, and technical training that provides them with employable skills. As part of their education, our Partners help them develop their full professional potential and respond in empowered and creative ways to the demands of society.
All children and young people returned to the programs after staying home for several months during COVID-19 lockdowns. They participated in a hybrid system utilizing both remote and in-person learning. With the generous support of our donors, we were able to send ten laptops, two printers and install internet routers for our Partners to ensure the children could access remote learning during the school year. In addition, all of our partner programs received emergency food supplies throughout the pandemic.

Our Partners in Guatemala
YYoung people in Guatemala, particularly indigenous from rural areas, face a host of obstacles to completing school and building their own future. A Chance In Life works to remove those barriers and provide every child with the resources they need to succeed. Since 2018, we partnered with local organizations serving the most vulnerable children in Guatemala We work in collaboration with home for boys Centro Vocacional San José, located in Guatemala City, and home for girls Santa Rosa de Lima serving girls in Cuilapa town. These two organizations serve over 160 boys and girls who come from the poorest indigenous families of the most impoverished rural areas of Guatemala
Our Partner in Guatemala City supports young men in high school and provides them with vocational training courses in baking, electricity, carpentry, welding and among others so they can access formal jobs and
continue with their education Our Partner organization in Cuilapa ensures that girls from the poorest families have the resources they need to finish school and access vocational training or university studies.
Despite the COVID-19 pandemic having hit Guatemala particularly hard, in early 2021, all boys and girls were able to return to our partner programs as for many families, it was too difficult to adequately feed their children while remaining unemployed throughout the pandemic In Guatemala City, the boys are participating in distance learning for all academic classes, but continuing their vocational training courses in person. During the lockdowns, A Chance In Life provided the families with emergency food supplies to endure the pandemic.

Our Partners in Peru
AA Chance In Life partnered with local organization, Congregation of Christian Brothers, in Peru since 2018. This organization is serving to 260 children who live on the desert areas of Nuevo Chimbote, an informal settlement outside the city of Chimbote which lacks almost all basic services, through Nuevo Horizonte School Nuevo Horizonte offers schooling and family outreach programs to ensure a healthy home environment along with working with the children and their families to provide them with a safe and inclusive space where they can thrive academically
Nationwide, all children in Peru are participating in remote learning during 2020 and 2021. Because many of these young people do not have steady access to the internet, A Chance In Life sent twenty tablets to
our program partners to facilitate remote learning We also provided several SIM cards to families with cell phones, so that their children could access remote learning on their parents’ cell phones.
Our Partner organization's staff are conducting home visits to check in with families and ensure the young people are keeping up with their schoolwork. Program staff have found that remote learning has offered the unexpected opportunity to form closer relationships with parents, and gather more insight into their home situations
Peru had one of the strongest stringency measures during the lockdown in 2020, A Chance In Life provided emergency food supplies throughout the pandemic to support the families in Nuevo Chimbote.

Our Partners in Mexico
AA Chance In Life has partnered with Casa Hogar Betania, a nonprofit organization serving Tarahumara* children in the State of Chihuahua, Mexico. Chihuahua deals with an extreme crime rate and high poverty levels, affecting especially the Tarahumara who face environmental and human threats to their existence and way of life
Casa Hogar Betania serves over 40 Tarahumara children, covering their basic needs and promoting a culture of care for vulnerable Tarahumara families and children in the city. The Tarahumara children have
access to education, lodging, clothing, psychological care, meals and technical skill workshops
This year, the children we serve in Mexico are all participating in remote learning. Because many families do not have access to the internet, the staff of Casa Hogar Betania make a weekly journey to the school to gather the materials and worksheets the children need, and deliver it directly to the children’s homes. All Tarahumara families of the children have been provided with food supplies during the lockdown due to COVID-19 pandemic.
*The Rarámuri or Tarahumara are a group of indigenous people of the Americas living in the state of Chihuahua. They are renowned for their long-distance running ability. Originally inhabitants of much of Chihuahua, the Rarámuri retreated to the high sierras and canyons such as the Copper Canyon in the Sierra Madre Occidental on the arrival of Spanish colonizers in the 16th century. The area of the Sierra Madre Occidental which they now inhabit is often called the Sierra Tarahumara because of their presence. Most still practice a traditional lifestyle, including inhabiting natural shelters (caves or cliff overhangs). Staple crops are corn and beans; however, many of the Rarámuri still practice raising cattle, sheep, and goats.

Our Partners in Uganda
AA Chance In Life has partnered since 2019 with She Unit Uganda, a community based organization serving at-risk young mothers in Kampala, Uganda. She Unit Uganda provides young mothers and young single mothers with vocational training in cosmetology. This partnership started in memory of Paula Cangialosi, a longtime supporter of A Chance In Life and lifelong advocate for at-risk children
At She Unit Uganda young women have another opportunity to learn skills so they can access a secure source of income and cover the basic needs of their children These young mothers receive technical training in hairdressing, makeup, pedicures and manicures. These high-demand skills help the women find employment and cover their basic needs.
Our Partner organization in Uganda also provides young mothers with a community, network of support and the chance to share and workshop their business plans with other women. This year, the program has expanded to serve an additional 300 girls in the surrounding village of Wamala, by teaching them how to make liquid hand soap, shampoos and hair conditioner These products are sold to local hotel chains and businesses by the women. These young mother not only receive training but also the opportunity to start a business.
During COVID-19 lockdown in Uganda, A Chance In Life provided with food to be distributed to the families of the young mothers who were starving.

The Village
AAfter more than 75 years of successfully creating and running innovative international programming, A Chance In Life launched its first US-based program in winter 2020. In partnership with other communitybased organizations and the city of New York, A Chance In Life is committed to providing high-quality programming to youth ages 12-24 of every race, ethnicity, gender expression, sexual orientation, ability, economic status and religion throughout New York City.
Named in honor of Monsignor Carroll-Abbing's first program for children (Il Villaggio), The Village will offer A Chance In Life’s twist on the traditional dropin youth center. Elements of self-government will be incorporated into day-to-day activities, including youth-led teams By specifically addressing the almost 20% of young people who are disconnected from school and employment, A Chance In Life can help prepare those individuals for a more promising, successful, and self-sufficient future. Planned programs include, but are not limited to: tutoring, ESL courses, college readiness training, recreational activities, meal packages, legal counseling, psychological support, financial literacy training, GED test prep and leadership development training.
As a pilot program ahead of The Village's official opening, A Chance In Life has begun offering internship opportunities to young people living in New York City.
Through partnerships with other community organizations, A Chance In Life participates in New York City's Work, Learn & Grow Employment Program. This innovative program provides NYC public high school students with paid internships and career readiness training Students cultivate hard and soft skills necessary for future employment through weekly collaborative exercises. Interns also benefit from exposure to a host of guest speakers and presenters from A Chance In Life’s network of supporters and advocates
