It’s Time to Enjoy your Garden …………... June is a wonderful time of year. Long days, lots of sunshine and for those still in education, it’s nearly the end of the academic year. Sometimes that pleasurable anticipation of long holidays to come is tempered with the pain of exams first and many young people will be undergoing the rigours of exams from the middle of May through into June. We wish them every success! There are plenty of activities going on locally throughout the month of June, with posters advertising the details inside. Especially noteworthy is the Millennium Green BBQ on Saturday 10th June with tickets still available and the Open Farm at Buckwell Lodge on Sunday 11th June. There are also a number of ‘thank yous’ in this month’s News, testament to the generosity of everyone in supporting causes both local and global.

I asked last month if anyone had heard the cuckoo this year and I am pleased to report that a cuckoo has been heard by a dog walker on the canal path near the junction of the railway track and the drovers path between North Kilworth and Welford. It’s great to hear that one at least is still around in the area.

After a very dry spring, nature has provided us with a week of downpours, but whether these will continue through June or whether we are back to dry weather we will have to wait and see. North Kilworth Neighbourhood Plan - Progress Report Good news - the Neighbourhood Plan has been approved by the external Inspector. He recommended a total of 47 changes, the great majority of these relate to our and his interpretation of overarching or otherwise related legislation. North Kilworth cannot tell other organisations what to do it seems! A cynic might say that this perfectly illustrates the lack of clarity on the Neighbourhood Planning system generally, or perhaps just our lack of expertise in understanding how it works. The Parish Council decided at its Meeting on May 11th to accept the inspector’s recommendations, avoid any further delay and move to a referendum as soon as possible. The next steps are to edit the current version to take account of the inspectors comments, this revised version goes to Harborough District Council Executive which meets on 12th June. They will then consider and, we hope, approve the plan. Assuming this goes well the suggested date for the village referendum is 20th July 2017. Summary of Our Annual Parish Council Meeting 11th May 2017 1.Election of Chair Cllr O’Hara proposed and Cllr Bettles seconded the election of Cllr Green as Chair for the forthcoming year. Cllr Green accepted. 2. Election of Vice Chair Cllr O’Hara proposed and Cllr Green seconded the election of Cllr Bettles as Vice Chair for the forthcoming year. Cllr Bettles accepted. 3. Planning Enforcement – The Clerk has received updates on three of the four issues reported to the enforcement team at HDC following the meeting on 9th March 2017. Cranmer Lane Track – The Clerk has received a response from the Highways Records Team at LCC. LCC are satisfied that there is enough evidence that the land has always been regarded by the County Council as publicly maintainable highway. North Kilworth Parish Council Website – The website is slightly delayed and should be ready to go live over the next couple of weeks. Station Road Proposed Allotment Site – The Clerk has spoken to Swan Homes and has agreed to arrange a date to meet the developer on site with representatives of the Parish Council prior to the next meeting. Street Cleaning – The Clerk has reported concerns about a lack of street cleaning to HDC.

Parishioners Re. the lack of street cleaning mentioned under agenda item 17-08, there is concern that debris is building up in certain areas and could cause potential flooding / drainage problems. The Clerk will contact HDC. A parishioner put forward the suggestion that it may be a good idea to have a drone survey of the village completed prior to the commencement of any building works on the three large sites. 8. Funding for Archive Storage The Parochial Church Council warmly thanks the Parish Council for their support of our £7000 funding bid to the Eight Parishes Windfarm fund. This will be directed towards funding a share of the cost of installing a suite of secure storage cupboards in the vestry area at the west end of the Church. These storage units are available for any Village organisation to acquire for their own access and control at no cost. Over the years it is so easy for important press clippings, Minutes, paperwork and other

records to be permanently lost as Committee members die or move on in other ways. This initiative is part of a far larger project to resolve the damp issues, modernise wiring and heating systems, install a servery and unisex toilet facility to bring the Church building into the 21st Century. The aim is to offer the nave in the body of the Church to any Village organisation for events where large space, acoustics or an historic atmosphere is needed on an all come – all use basis. Our hope is that this will bring the structure of the Church into that

of a village asset for the use of everyone. This summer will see work commence on the foundation drainage improvements and relaying of the graveyard paths. Further work is conditional on applications to the Diocese and other third parties for the estimated £160,000 needed. Crossing the A4304 - Progress Update A frustrating few weeks with lots of talk but not a lot of progress. The evidence of need for the crossing is perfectly clear to us but, we don't necessarily meet the required level of need as calculated by Leicestershire Highways.

There are more than 100 children under 15 in North Kilworth. Some 45 and 50 secondary school children catch a school bus at approximately 07.30 every weekday morning and return at 15.30 in the afternoon and many of these children cross the A4304. The school buses are often unable to park in front of the garage or the pub because of parked cars and vans, children are frequently dropped off on the opposite side (the Harborough bound side) in the afternoon. Primary school children are often accompanied by parents and frequently with prams and toddlers they too cross the road at one of the busiest time of the day (I personally counted more than 1000 vehicles including cars vans trucks and lorries between 07.15 and 08.15am).

I have video clips of various traffic incidents and letters and messages from worried parents, but no one has actually been hurt - so far. Unfortunately this means that one of the key traffic statistics which would require a crossing (the PV2 - passenger vehicle incident measure) does not apply. The Parish Council has sought Section 106 funding to support the installation of a crossing. I spoke at the HDC Planning Meeting on 4th April in support of the crossing and while the Committee was sympathetic the outcome was to grant the application but not require the crossing. One of the issues for them is that strictly speaking the need for the crossing is an existing problem not one which results entirely from the new development, hence is it not eligible for S106. One way forward is that we (the Parish Council) pay County Highways to install a crossing on our behalf. The Parish Council sought and paid for a survey and estimate of the cost of a pedestrian crossing in 2016 (estimate cost was £54,000 excluding VAT). I asked Highways for an update on this and on other options which might be possible (a puffin crossing with traffic lights, and a highlighted crossing point crossing for instance). They replied to the effect that their current estimate for a pedestrian crossing was in the region of £57,000 BUT that we would, in addition to this capital have to provide a ‘commuted sum’ to cover any maintenance and damage to the crossing and that the total cost would instead be over £100,000. Another alternative is that we pay for a Lollipop person to help children cross the road morning and afternoon in term time. This is not a cheap option, it would cost at least £18,000/year including the necessary training and insurance costs. The owners of the land were sympathetic to the case I made at the Planning Meeting and have said they will consider the issue and may be able to provide some support. I have been in contact with their solicitors and am told that they are making progress on the development planning but are not yet in a position to talk about the crossing.

Next Steps. The Parish Council agreed to wait the outcome of discussions with the Pincet Lane development site landowners, they may contribute but we have no guarantees and they are not required to contribute anything. The Council cannot fully fund a pedestrian crossing with its current resources. It might be feasible over time if we were to seek grants, increase the Parish Precept and do a lot of fund raising, but this would be at the cost of any other village activity supported by the Council. I would welcome comments and ideas on the crossing issue from anyone in the village. I fully understand the problem but there seem to be no easy solutions. Please let me know your views. “Time to Pause……….”

“It may be that in this ‘instant’ world with so many competing voices we don’t have the time, or forget, to pause, to think, to listen”

Walking into St Leonard’s Church, Misterton, the day after their second burglary, it was the taking of the organ pipes which had most impact on me. It was almost as though the organ’s voice had been stolen. As many gathered in the church the next day for the Group Service on the Second Sunday of Easter, it became obvious that the taking of the organ pipes hadn’t taken the voice of the church. The church is not the physical building itself, or the organ or even the history contained in the registers, frustrating and sad though it is to have lost some of these things. The church is the people. And so we gathered together from across the benefice, we borrowed a keyboard and a chalice and whatever else we needed from one another, we shared fellowship, supported one another, we paused, and we

left that morning strengthened to live as God’s people in the world. We needed to gather in support and we needed time to pause, time to reflect on what had happened and re-group, time to find our voices once again. It may be that in this ‘instant’ world with so many competing voices we don’t have the time, or forget, to pause, to think, to listen. Jesus spent time alone in the desert and often withdrew from the voices around him to listen to God and to pray. For most of us being able to withdraw, to pause and to be still is becoming more difficult. With this in mind the Archbishop of Canterbury has again called for a time of prayer focused around The Lord’s Prayer called ‘Thy Kingdom Come’. Christians across the world are being encouraged to take time between Ascension Day (Thursday 25th May) and Pentecost (Sunday 4th June) to

pause and pray. There are many events planned across the Diocese and the country which you are welcome to join in with.

Here in the Avon-Swift Benefice we have been working with some of our schools to create a space where children can be still and to pray if they would like to. On Friday 26th May the prayer spaces will be moved into North Kilworth and Gilmorton churches for the following week. Everyone is welcome to visit, to take the opportunity to pause, to pray if you are comfortable to do so, or simply to take time to ‘be’ in these peaceful places. Revd. London Marathon Thank you for your donations and support for the London Marathon running on behalf of the National Autistic Society. Together we have raised a staggering £4,015.43 which absolutely smashed the £2,500 target set. The £2,500 provides a mentor in the workplace enabling autistic people to develop career with blue chip companies (HSBC, Boots, etc). Overall the National Autistic Society has raised £360,000 to date from those

taking part in the London Marathon. It was an incredible day – the atmosphere was amazing with crowds and music all along the 26 miles. The noise was deafening in places. It had a real carnival feel – London certainly knows how to put on a world event. Highlights include – a royal send off, running with or rather behind Chris Evans (the DJ) for about ¼ of a mile, overtaking a fridge, Mr Blobby and 6 people carrying a canoe, being overtaken by a rhino and

a lot of young chaps sprinting off at the beginning who I then ran past in the tunnel lying prostrate on the floor with cramp and pulled muscles galore, seeing my family at mile 14 and 21 and of course the finish line. I completed in 5 hours and 18 minutes (not bad for my first marathon) and enjoyed every minute – even with the blisters, chaffed bits and possible loss of a toenail. St. Andrew’s CE Primary School It has been another exciting term at St Andrew’s with the children taking part in lots of sporting and art activities. We are very proud of our football team who came top of the football league. They played incredibly hard and showed great teamwork and sportsmanship. Our Cross country team have gone from strength to strength and our Netball team have had many successes.

The school has been working on an art project about portraits. At the end of the half term we invited parents in to see all the children’s hard work in our very own ‘Art exhibition.’ Maple class visited Birmingham Museum and Art Gallery, where they learned about the mummification process. The children were fascinated by how the Egyptians used to remove the organs from the body in order to prepare them for the Afterlife, especially when they found out how the brain was extracted! We also met the museum’s mummies and discovered what was inside from looking at X-rays. We are very excited to have a new artificial grass play area in school. This has almost doubled the space the children can use during break times and has been a great hit! Book of the month Is

Green fingers With lots of extra sun light on the way (with June 21st being the longest day on the calendar), and plenty more warmth, the garden will overcome a big burst of growth. So as plants and shrubs start to take full form, so do the weeds and will be popping up out of no- where. Keep on top of the borders by constantly hoeing and digging over to keep the weeds at bay.

Hoe and dig over borders regularly to keep weeds down. Re-cycle water and be water wise in case of drought. Mow the lawns at least once a week. Plant out summer bedding. Pinch out side shoots on tomatoes. Put out hanging baskets and containers into summer positions. Harvest lettuce, radish, other salads and early potatoes. Stake tall floppy plants. Prune spring flowering shrubs. Shade greenhouses to keep plants cool and prevent scorch.

North Kilworth Women’s Institute The May meeting was our annual visit to The Plantman at |Braybrooke where we were made very welcome and plied with coffee and cake. No doubt quite a few gardeners will be busy planting their purchases now the weather has finally decided that summer is here! North Kilworth Reading Group No single book was chosen for the reading group meeting in June. However a suggestion has been given for “The traitor’s Niche” by Ismail Kadare. This novel which was written in Albanian 40 years ago, is a surreal tale of rebellion and tyranny, in a land where armies carry scarecrows, state officials ban entire languages, and the act of forgetting is more complicated than remembering. It has been long listed for the International Man Booker Award 2017. The June meeting will take place on Thursday 22nd June at Timhelou. New members always welcome

North Kilworth Bowls Club The bowling season is now in full swing and many of you will have noticed the increased activity around the clubhouse as the green is mowed, borders tidied and both friendly matches and South Leicestershire Triples League games have taken place. The bowlers have made a good start to the Triples League (following promotion from Division 4 at the end of last season) and are currently sitting at the top of Division 3 with Western Park in second spot. We would love you to come along and support us from the sidelines. Our season of friendly games (generally Thursday evenings and Saturday afternoons) is proceeding apace with games having taken place both at home and away. A full list of fixtures is available on our website. Wednesday evening 'roll-ups' have recommenced (although the weather has not really encouraged much activity). Don't be afraid to come along after 6pm on any Wednesday evening. All you need are some flat soled shoes without any ridges on the soles. Dress is casual and we can provide bowls and some friendly guidance. Come and join us and try your hand. We are also currently planning a weekend 'open day' for anyone who wishes to come along. Watch our notice board and website for further details. Also don't forget the Clubhouse is available if you are planning any event and that there is a bar which can be opened if required. Speak to any Committee member if you have any plans afoot. Belgrave Village Hall The village hall AGM will be held in the village hall at 7.30pm on June 5th 2017, all welcome. We are also looking for new trustees to join us on the committee. Kilworth Ladies Rounders Team The rounders season has now begun and Kilworth Ladies Team are looking forward to achieving a higher position in the division this year with some very competitive players. The team would like to say thank you and farewell to our previous Chair, Mandy and Vice Chair Merrill and welcome Carol Hancock and Lucy Trailor as their replacements. The rounders team age ranges from 12 to the mature ladies sssh…60+ We automatically won our first home game against Naseby as they didn’t have a full team. We won against Pam’s People with a score of 26 ½ v. 13 ½ and our player of the match was Jade Winder scoring 7 ½ rounds.
