Pak crisis worsen: Army steps in; blame game begins over intervention

Islamabad, Aug 29: Pakistan’s powerful Army Chief has stepped in to mediate between the embattled government and the protesters, but the two sides were soon trading charges on who was responsible for the intervention. “Neither had I asked army nor the armed forces sought a role in the present political crisis,” Prime Minister Nawaz Sharif told the National Assembly on Friday. Sharif scotched media reports that it was he who “requested” the army to come to his rescue, saying it was Khan and Qadri who approached Army Chief Raheel Sharif to become a mediator. Responding to Sharif’s statement, an angry Pakistan Awami Tehreek (PAT) chairman Qadri shot back, “I say this categorically that the Prime Minister asked the army to intervene. I am saying, on the record, that we did not make any request asking the army to intervene.” “I had not even spoken to the army chief before our meeting yesterday. Imran Khan did not make any request asking the army to intervene either,” Qadri said, adding that Sharif made the statement after he saw his government was losing strength. “If I have said something false then I am willing to accept any punishment,” Qadri said addressing his supporters. The fiery cleric claimed that Sharif was lying. Pakistan Tehreek-i-Insaf (PTI) chairman Khan has so far not reacted to Sharif’s state-

ment. Khan and Qadri, camping here for about two weeks, met with the Army Chief in Rawalpindi overnight. Khan wants the PML-N government’s ouster over alleged rigging in last year’s polls which his party lost, while Qadri wants to bring a “revolution” in the country. According to well places sources, Interior Minister Nisar Chaudhry was also present during these meetings. “It was agreed that army negotiators will have backdoor interactions with both sides today and prepare ground for an agreement

between the two sides,” sources said. The government representatives will also meet the protest leaders and they will approve the agreement mediated by the army. After meeting General Sharif, Khan told his weary protesters that army has become “neutral umpire” in the crisis. He still demanded the resignation of the Prime Minister. Qadri also addressed his listless crowd of followers after meeting General Sharif and said he had presented his revolutionary agenda to the Army Chief in the meeting.

The government according to CNS said that X-Ray machines and sniffer dogs are employed at TFC’s for scanning of goods. “Adequate staff of Indian Reserve Police have been deputed for guarding the X-Ray machines. Srinagar, August 29: The Kashmir students, who were selected under prime minister’s special scholarship in Baba Isher Singh Group of Institution Gogra Moga Punjab, today alleged that the institution cancelled their admission after one year. “Either pay all the admission-fees within seven days or leave the institution as soon as possible,” the college authorities allegedly told students who belong to Kashmir valley and were admitted Minister Human Resource Development scholarship in the institution. A student Samia Ashraf told GNS over phone that the college authorities had selected them under MHRD scholarship. “This is a fraud. They (college) have changed the statement. They have given us one week deadline to clear all the dues,” she said, adding eighteen students have been told to go. In July 2013, the students including fourteen boys and four girls had undertaken admission for B.Tech, B. Pharma and BBA courses in the institution under Minister Human Resource Development scholarship. “The college then selected us under MHRD scholarship. They even assured us that no one will cancel your admission if the scholarship lapse,” Saima

I mean it.” According to vice chairman, Navjot Singh Dhaliwal , the college has nothing to do with the scholarship scheme. “It is the MHRD people who are responsible for such failure. Not the college authority,” he said. However, with no option left, the students are planning to return home after being in the college for a year. New Delhi, Aug 29: The Defence Ministry on Friday scrapped a scam-tainted tender worth over Rs 6,000 crore to procure 197 light helicopters from foreign vendors and decided to allow indigenous players to manufacture these choppers for the armed forces. In a meeting of the Defence Acquisition Council headed by Defence Minister Arun Jaitley, the government cleared proposals worth over Rs 17,500 crore and gave a go-ahead for opening the commercial bids for Navy's tender for 16 multirole helicopter involving AgustaWestland. Srinagar, Aug 29 : The government received more than 10 lakh applications for 11830 posts in last five years and the amount of fee collected from these applications is more than Rs 19,6627626. According to the KNS correspondent, the state government while responding to the query submitted by the PDP chief spokesman and MLC Naeem Akhtar said that 197542 applications for the fast track recruitment were received by the government in the year 2010 alone. Akhtar in his question has asked the Jammu and Kashmir government about the year wise details of the number of applications received under the fast track recruitment program announced by the government through SSRB since 2010. Besides asking about the amount of the fee collected with these applications, Akhtar had submitted the question- asking

the government about the number of posts filled up against the received applications. The government while responding to the questions stated that a total number of 102574 applications were received by the government from 2010 to 2014. Providing a year wise break up, the government informed that in 2010, a total of 197542 OMR forms were received while as 162385 forms in 2011, have been submitted by the aspirants. It also maintained that 43275 OMR forms were received in 2012, and in 2013 there were 613278 forms submitted. During the ongoing year 8794 have been so far submitted. The government maintained further that SSRB has made selections of 11830 posts against the applications received from 2010 till August 27, 2014. It maintained further that as per SRO-342 dated July 2013, the board has switched over

to the written test system and has issued a scheduled for the conduct of examination of 5505 posts of different categories out of which the examination of 1785 posts has been conducted on August 3 and 23, 2014. Akhtar also asked the state government about the number of persons engaged under various categories like seasonal, casual, daily wage, contractual by various departments after May 16, 2014. The government while responding to the questions stated that 3051 persons have been engaged by the different departments on need basis. The government however maintained that these engagements were made on need basis and expenditure is mostly debited to the ongoing schemes which have such a provision. Chinook heavylift helicopters to be procured from the US, a few weeks ahead of Prime Minister Narendra Modi's visit to that country. Fire Incidents Srinagar, Aug 29 (KNS): Fire broke out in the house of Nisar Ahmad Mir resident of Warnow, in the jurisdiction of Police Station Lalpora, Kupwara, resulting in injuries to Arshid Nisar son of Nisar Ahmad Mir and Abdul Hamid son of Ghulam Mohammad Mir. Both the injured were shifted to Sub District Hospital Kupwara for treatment. In another incident, fire broke out in the wooden shop of Mohammad Shafi Wani son of Abdul Aziz resident of Tral Which engulfed the nearby three storied shop of Mohammad Altaf Chadroo son of Ghulam Rasool resident of Tral Bala resulting in damage to both the shops. The tour consisting of 15 Students of the age group 13 years and above undertook 22 days trip from Partappur to Chandigarh, Delhi, Agra and Amritsar. The educational cum motivational tour was flagged in by the Station Commander of Leh. Policeman shot at in Anantnag, critical Srinagar, August 29: (GNS) Suspected militants on

Friday afternoon fired upon policeman outside Deputy Commissioner (DC) Anantnag’s office and injure him critically. Official sources told GNS that Selection Grade Constable Fayaz Ahmad Bhat (Belt number 631/A), son of Ghulam Ahmad Bhat, resident of Kulgam was at outside office at about 4:40 pm. “The policeman was immediately rushed to a nearby hospital from where he was referred to SKIMS Soura here in critical condition,” they said. Assembly adjourned after uproar over 'land grab' Srinagar, August 29: (GNS) Uproar over the alleged involvement of Sartaj Madni, a seinor leader of the opposition Peoples Democratic Party (PDP), in land grabbing forced the speaker to adjourn the Jammu and Kashmir assembly Friday. Speaker Mubarak Gul adjourned the session amid allegations and counter-allegations between the ruling National Conference (NC) and the PDP over the alleged land grab in Anantnag district's Marhama area, involving over 500 acres of state land. The NC members alleged a document pertaining to the land grab scandal carried Sartaj Madni's signatures. Meanwhile, Sartaj Madni rose in the house when the day's proceedings started and asserted that he would resign from the assembly if he was found involved in the alleged land grab. The speaker directed that all documents pertaining to alleged land grab be presented to him on Saturday before zero hour. He also directed that the issue be probed by the Crime Branch. He also said the state legislative council has directed the state's chief secretary to probe the matter and submit a detailed report. Bullet rounds recovered from a house Poonch, August 29: (GNS) Police on Friday recovered bullet rounds from a house in Mendhar Tehsil of Poonch district in Jammu and Kashmir. Sources told GNS that during search for stolen goods in the house of Maqsood Hussain, resident of Gohlad Mendhar, the police recoverd 20 rounds of AK 47 bullets from a bag. Sources informed GNS that a close relative of Maqsood’s wife, Parveen Fatima was arrested by police on the charges of burglary. “The accused, identified as Tahir Hussain, was held by police and during questioning he revealed that he had kept the stolen goods in the house of Maqsood,” they said, adding when police went there, they didn’t found anything except these bullet rounds. Meanwhile, police have registered a case in this regard under FIR number 122 under 7/22 arms act. However, no one has been arrested yet. (GNS)

Oldest Kashmiri dies at 144 Srinagar, Aug 29, CNS: Feroz-Ud-Din, who claimed to be world’s oldest man on planet, breathed his last during wee hours of Friday in Bejihama Boniyar area of Uri town in District Baramulla. He as per his government birth certificate was 144. Feroz who had five wives and 10 issues according to his birth certificate issued by State Government was born March 10, 1872. Feroz was a fruit trader by profession who lived in Karachi Pakistan for quite some before returning to Kashmir when he was 30. His grandson Abdul Rashid told CNS that Feroz was not feeling well from past month. He was bed ridden and breathed his last shortly before the morning prayers. (CNS)

Police foils Shabir Shah’s march in Kangan Srinagar, Aug 29, CNS: Police Friday foiled the march of Hurriyat Conference Jammu Kashmir Chairman Shabir Ahmed Shah and arrested him along with his associates. Shah according to reports soon after addressing a gathering in Central Kashmir’s Kangan town of Ganderbal district tried to take out a march, however, police swung into action and bundled him and his associates in police vehicles and lodged him police station. HCJK spokesperson said that Shah sustained injuries during the police action, a charge refuted by police. Earlier, Shah according to CNS in his address to gathering India can’t mislead the youth of Kashmir through its ‘false’ propaganda against the ongoing freedom movement. “Our youth know everything and they are the torch bearers of this struggle against India,” he said. Srinagar, Aug 29: A South Kashmir resident Friday alleged that Post Office employees stole his valuable ring that he had sent through a parcel to one of his friend in Madhay Pradesh. Muhammad Maqbool Naikoo resident of Bongam Shopian told CNS that he sent a parcel vide invoice number 9172/N through post office Shopain to Bhopal Madhya Pradesh on August 13 this month. “The parcel contained a valuable ring worth Rs 14,500 for which I received a proper receipt vide number 870813935. I was shocked when my shopkeeper friend from Bhopal informed me on phone that he refused to collect the parcel from the postman there as he found it torn,” he said. Naikoo said that his friend who is the proprietor of ‘Ratna House’ did not collect his parcel and accordingly the parcel was dispatched back to Post Office Shopian. “The post office Shopian employees are insisting me to collect this parcel that is without the ring. How can I collect it when they have cheated me,” he said adding that he has lost faith in the system and has pledged never to show up at any post office. They also urged to take steps to boost horticulture produce in Jammu and Kashmir. Initiating discussion on the motion, Mr. Javed Dar called upon the Government to take all preventing measures to save the horticulture crops from various diseases. He also demanded adequate compensation for the orchardists whose crops were damaged due to hailstorm and spurious pesticides. Expressing his concern over the constant supply of spurious pesticides which cause huge damage to the fruits, Mr. Dar called for

Minister of State for Animal and Sheep Husbandry, Mr. Nazir Ahmed Gurezi said that the Department of Sheep and Animal Husbandry Kashmir has introduced several schemes for promotion of organized sheep/goat farming in private sector for employment generation and enhancement of production levels in Kashmir province including Kupwara district as well. Replying to a question by Mr. Syed Mohammad Rafiq Shah, the Minister informed the House that the schemes fall within State as well as Central sector which includes establishment of Mini sheep farm (50 ewe) in private under state sector scheme (MSF), establishment of ewe (25 ewe)/ doe (10 doe) unit under centrally sponsored scheme, Rashtriya Krishi Vikas Yojana (RKVY)/National Mission on Protein supplements (NMPS) and Establishment of rearing (25 ewe) and Breeding (500 ewe) sheep unit under CSS –Integrated development of small Ruminants and Rabbits (IDSRR). Evolution of Electoral System of India

A

fter India attained Independence in August 1947, there was a need to hold General Elections to elect a truly representative Government on the basis of universal adult suffrage. Article 324, which provides for the setting up of Election Commission as an independent constitutional authority, was therefore brought into force from November 26th, 1949, whereas, most of the other provisions were made effective from January 26th, 1950 (when the Constitution of India became effective). Election Commission was formally constituted on January 25th, 1950, a day before India became as Sovereign Democratic Republic. The First Chief Election Commissioner, Shri Sukumar Sen, was appointed on March 21st, 1950. The Commission functioned as a single member body from 1950 to October 16th, 1989 but was converted into a three member body on October 16th, 1989 to January 1st, 1990. In the year 1990, January 1st, it was reverted to the system of single member body. However, since October 1st, 1993, the Commission is regularly functioning as a three member body. The Chief Election Commissioner and two Election Commissioners are given the same salary and allowances as of a Judge of the Supreme Court. All the three Commissioners have equal powers in decision making and in case of any difference of opinion on any issue, the decision is taken by the majority. The term of the office of CEC and ECs is six years or till the age of 65, whichever is earlier.

For the purpose of first General Elections to the Lok Sabha and Vidhan Sabhas, the first delimitation order was issued by President, in consultation with Election Commission and with the approval of Parliament on August 13th, 1951. To provide a legal framework for the conduct of elections, Parliament passed the first Act on May 12th, 1950 (Representation of the People Act, 1950) providing mainly for the preparation of electoral rolls and second Act on July 17th, 1951 (Representation of the People Act, 1951) laying down the procedure for the conduct of elections to both Houses of Parliament and Vidhan Sabhas for each State. Electoral Rolls for constituencies were published in all States by November 15th, 1951. The total number of voters (excluding J&K) was 17,32,13,635 as against the total population of India (excluding J&K), 35,66,91,760 according to 1951 census,. The first General Elections to the Lok Sabha and Vidhan Sabhas were held between October, 1951 and March, 1952. The first Lok Sabha consisting of 497 members was constituted on April 2nd, 1952. The first Rajya Sabha consisting of 216 members was constituted on April 3rd, 1952. After the constitution of the two Houses of Parliament and the State Legislative Assemblies, the first Presidential election was held in May, 1952 and the first duly elected President assumed the charge of office on May 13th, 1952. At the time of the first General Election in 1951-52, the Commission had recognized 14 political parties as multistate parties and 39 parties as the state par-

ties. Presently, there are seven recognized National Party and 40 State Party. For the first and second General Elections in 1951-52, and 1957, the Election Commission adopted the ‘Balloting System’ of voting. Under this system, every candidate was allotted a separate ballot box at each polling station in a screened compartment and the voter was required only to drop his ballot paper, the centrally pre-printed ballot papers into the ballot box of the candidate of his choice. From the 3rd General Elections in 1962 onwards, the Commission switched over to ‘marking system’ of voting. Under this system, a common ballot paper containing the names and election symbols of all contesting candidates is printed on which the voter has to put a mark with an arrow cross mark rubber stamp on or near the symbol of the candidate of his choice. All the marked ballot papers are put into a common ballot box. The Electronic Voting Machines (EVMs) were used for the first time in part of Parur Assembly Constituency in Kerala in 1982, on experimental basis. Later, the extensive use of EVMs started in 1998. The EVMs were used at all polling stations in the country in the 14th General Elections to the Lok Sabha in 2004 for the first time. Since then all elections to Lok Sabha and Legislative Assemblies have been held using EVMs. Since 1951-52, fifteen General Elections have been held to the Lok Sabha and 348 General Elections to the Vidhan Sabhas and the country is now fully geared for the 16th country wide general elections to Lok Sabha .

Recognizing Outstanding Contribution in the Prevention of Drug Addiction, Awareness Generation, Research and Rehabilitation

lcoholism and drug abuse is a pysco-social-medical problem requiring a holistic approach – from prevention and early detection to effective intervention, rehabilitation and social integration. The Ministry of Social Justice and Empowerment is the nodal Ministry for drug demand reduction. It coordinates and monitors all aspects of drug abuse prevention which include assessment of the extent of the problem, preventive action, treatment and rehabilitation of addicts, dissemination of information and public education. The Ministry provides community-based services for the identification, treatment and rehabilitation of addicts through voluntary organizations. In order to recognize the efforts, and, encourage excellence in the Prevention of Alcoholism and Substance (Drugs) Abuse and rehabilitation of its victims, awards will be presented, every year, for the most effective or outstanding services as individuals as well as institutions in the prevention of abuse of:(a) Alcohol; (b) Narcotic Drugs; (c) Psychotropic Substances; (d) Other Addictive Substances (Except tobacco and its products) e.g. cough syrups, correction fluid,

etc. The Ministry of Social Justice & Empowerment has been implementing the Scheme of Prevention of Alcoholism and Substance (Drug) Abuse since 1985-86. The Scheme, which was revised twice in 1994 and 1999, at present provides financial support to NGOs and employers mainly for creating Awareness and Preventive Education, Drug Awareness and CounsellingCentres (CCs), Treatment- Cum- Rehabilitation Centres (TC), Workplace Prevention Programme (WPP), De-addiction Camps (ACDC), NGO forum for Drug Abuse Prevention Innovative Interventions etc. Apart from this, the Ministry takes up awareness generation programme every year disseminating information, education and communication (IEC) materials, organizing programmes in schools and community, holding exhibitions and publishing newsletters and journals. At present there are about 41 CCs and 401 TCs are functioning with the support of the ministry in the country. Besides, a large number of NGO’s are involved in this endeavour,

Ministry of social Justice and Empowerment notified in December last year a scheme of National Awards for Outstanding Services in the field of Prevention of Alcoholism and Substance (Drug) Abuse, in order to recognize the efforts and encourage excellence in the field of prevention of substance abuse and rehabilitation of its victims. The Scheme is applicable to institutions and individuals working in this field. Under the scheme, awards will be presented every year to the most effective or outstanding services rendered as individuals as well as institutions in the prevention of abuse of alcohol; narcotic drugs; psychotropic substances and other addictive substances. The awards are presented every year, on the 26th June, which has been declared by the United Nations as the International Day against Drug Abuse and Illicit Trafficking and are given in ten different categories to institutions and individuals. I. Institutional Category (i) Best Integrated Rehabilitation Centre for Addicts (IRCA) for providing rehabilitation services to alcoholics and drug users (ii) Best Regional Resource and

Training Centre (RRTC) providing exemplary contribution in the field of prevention of addiction. (iii) Best Panchayati Raj or Municipal Body working for prevention of alcoholism and substance (drug) abuse. (iv) Best Educational Institution doing outstanding work in awareness generation and prevention of alcoholism and substance (drug) abuse. (v) Best Non-Profit Institution, other than Serial Number (i), (ii), (iii) and (iv) above, with outstanding contribution in the field of Prevention of Alcoholism and Substance (Drug) Abuse. (vi) Best Research or Innovation. (vii) Best Awareness Campaign. II. Individual Category (viii) Outstanding individual achievement by a professional. (ix) Outstanding individual achievement by a non- professional. (x) Former Addict, who has done outstanding work in the field of awareness generation or de-addiction or rehabilitation. The institution of these National Awards is indeed a manifestation of Government’s commitment to address the issues and take effective steps against alcohol and drug abuse.
