ECI arriving on 2-days visit to Srinagar on Sep 10 Commission To review poll, security arrangements, meet all political parties Srinagar, Sep 3 (KNS): The Election Commission headed by Chief Election Commissioner V S Sampath is scheduled to arrive in Kashmir on a two-day visit on September 10 to review poll preparedness and related security arrangements, Umang Narula the Chief Electoral Officer (CEO) of J&K told KNS. “The Commission will visit to Kashmir to review the poll preparedness and will be holding meetings the district administration besides the Chief Secretary and the Director General of Police,” Narula informed. The CEO Jammu and Kashmir said that the Commission will get the first hand information from the State election department and later on it will be meeting representatives of all political parties in the state. Sources said that the election notification will be issued only after the Election Commis-

sion holds meetings with its concerned agencies and different political parties in the state. During their meeting with the Election Commission of India, some political parties are likely to raise the issue of lifting of Electronic Voting Machines (EVMs) from Gujrat to be used in the upcoming assembly elections in the state. Meanwhile, the Election Commission will meet all district electoral officers who will be accompanied by the concerned SSPs. This meeting is likely to be attended by the divisional commissioners and IGPs. “They will brief the election commission about the poll preparedness and the security requirements in their respective districts,” sources informed KNS. Casual labourers march Scores injured in police action Srinagar, Sep 3,: Scores of casual labourers sustained injuries after police swung into action and charged them with canes when the protesting employees managed to reach at the main gate of Civil Secretariat Srinagar on Wednesday. Rescue operation going on in Aakhran, Kulgam and Devsar Youth rescued from Sindh in Ganderbal Srinagar, Sep 3: Kulgam police launched a rescue operation when an entire village at Banjarpora, Aakhran was inundated with flood water and more than 35 families including 25 members of Bakarwal alongwith their flocks were trapped in it. Rafting Boats from Pahalgam were called in by Police and District administration to evacuate the trapped people including 26 children. The rescue operation is still continuing, DC Kulgam and SP Kulgam are personally supervising the operation on spot. Eight families consisting of 37 members including children were rescued by po-

lice when they were trapped in flood in Birigam, Devsar. The rescued families have been relocated to the Panchayat Ghar temporarily. SHO Devsar, Kulgam SI Manzoor Ahamd alongwith his police party rushed to the village as soon as reports of water surge came and evacuated the flood hit families. Budgam.... The Meteorological department has predicted heavy to very heavy rainfall in next 36 hours. Chief Engineer, Irrigation and Flood Control, Mir Javid Jaffer said that the gauges of river Jhelum recorded at 5pmtouched 22 feet, one foot below the danger mark while at Ram Munshi Bagh the gauges touched 10 feet. “We have sounded flood alert and directed all zonal flood committees to be present in their respective control rooms. Flood threat is certainly. There will be improvement in the situation in case the rains stop,” he said. “We are ready to deal with any contingency and we have kept our men and machinery ready,” he said, adding that 11 lakh sand bags have been kept ready to deal with any contingency. “People living in temporary sheds along the banks of Jhelum have been asked to shift to safer places,” the officials said. Incessant rains have been lashing Kashmir since Tuesday morning, which has led to sharp rise in water level in streams and rivulets across the valley. According to the Met office, the summer capital received 32.8 mm of rainfall during the day while Qazigund received the maximum rainfall of 79.8 mm followed by Kokarnag (55.8), Pahalgam (30.2) and Kupwara (20.8). Kashmir Valley especially South Kashmir witnesses a flood like situation on Wednesday as number of wooden and steel bridges got washed away at different places while many areas submerged in water due to steep rise in the level of the water. In Noorabad Kulgam, Sports Stadium got completely submerged in water while a wooden bridge connecting Kunghatan with Sangam in Anantnag district was washed away by flash flood. Reports said that the carcass of animals, trees, and other building materials were seen floating in River Jehlum whole day. Traffic on Bijbehara-Sirhama road got blocked after a wooden bridge submerged in water. Reports said that scores of villages in South Kashmir’s Anantnag, Pulwama, Kulgam and Shopian submerged in water due to steep rise in water level. Executive Engineer Flood Control Division Anantnag, Muhammad Afzal said that they are ready to meet any challenge while the men from all the related departments including PHE, R&D and Irrigation are in touch to meet any exigency. In Sangarwani Keller in South Kashmir’s Pulwama district various villages were inundated due to incessant rains. Reports said that in Central Kashmir’s Budgam district Nallah Shali-Ganga and Nallah Sukhnag were overflowing while the authorities have directed the local population to shift to safer places. At Karhama in District Baramull, a power receiving station was damaged due to continuous rainfall. Meanwhile, the traffic on the 434-km Srinagar-Leh highway has been suspended after incessant rains led to landslides. Traffic on Srinagar-Jammu highway has also been suspended. Officials said that traffic movement will resume only after the improvement in weather conditions.

Devsar.... At Ganjiwara Anantnag police rescued a lady who got swayed in flood water in Jehlum. Meanwhile a youth who was swayed away by the gushing water in nallah Sindh, today was rescued by police, civil administration with the assistance of Army. Manzoor Ahmad Ganie son of Asadullah Ganie resident of Check Watal, Lar was swayed away by gushing water in nallah Sindh at Sindbal and was trapped on landmass in the nallah while collecting wood from the nallah. However, police and civil administration with the help of Army launched a rescue operation and the person was saved from the nallah. (KNS)

The government is concerned and conscious about the situation. But our problem is that the new generation is not willing to serve in the remote places and instead prefer to give up their jobs to move outside state,” he said and added that the government is looking into the problem why the doctors are not willing to go to villages and remote areas. Omar orders enhanced power supply to Jagti migrant township

Jammu, Sep 3 (KNS): Chief Minister Omar Abdullah on Thursday ordered enhanced supply of power to Jagati township of Kashmiri migrants in Jammu from this evening. The decision came after Member Legislative Council Mr Vijay Bakaya took up the issue during his meeting with the Chief Minister in Srinagar this afternoon. He sought enhanced power supply to the township by increasing the number of hours, bringing it at par with the adjoining areas. Mr Omar Abdullah immediately issued instructions to the Power Development Department for increasing the duration of the power supply. Mr Bakaya, who was accompanied by Provincial President National Conference, Mr Devender Singh Rana, expressed his gratitude to the Chief Minister for immediate response to the problems being encountered by the migrants on account of power supply in Jagati. Mr Bakaya also discussed various other issues for welfare of Kashmiri migrants in Jammu and elsewhere. (KNS)

merce Department and Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE). Financial Commissioner, Industries and Commerce Department J&K Khurshid Ahamd Ganai (IAS) presided over the function, wherein J&K Bank Chairman and CEO Mushtaq Ahmad was the Chief Guest. CEO, CGTMSE S L Chaudhry, Additional Development Commissioner (Ministry of MSME), M P Singh and Secretary/CEO Khadi Village and Industrial Board (KVIB) Mir Afroz, J&K Bank Executive President Abdul Hamid Banday, President A&AP Mohammad Amin Mir and other senior officers were also present on the occasion. Encounter aftermath: Pulwama shuts against the killing of militants

Pulwama, Sep 3, CNS: A day after the killing of three local militants in an encounter with Government forces in Hanjan area of South Kashmir’s Pulwama district, several areas in the district observed a spontaneous shutdown on Wednesday. Reports said that all the shops and business establishments in Rajpora, Keller, Pulwama, Shadimarag, Qasbayar, Pakharpora, Drabgam and the in the native places of the deceased militants remained closed while transport was off the roads. Amid heavy rainfall, large contingent of police and CRPF had been deployed on the roads to thwart protests. Stray stone pelting incidents were reported from main Muran Chowk and Court Complex Pulwama. Security guards of MLA Zadibal thrash Halka President

Srinagar, Sep 3, CNS: During a National Conference convention at Badamwari Srinagar, the security guards of incumbent party MLA from Zadibal allegedly thrashed party halka president from Zoonimar. Sources told CNS that party had organized a convention in the house of a party worker who had unsuccessfully contested the Assembly elections in 2008 on Samta party ticket. Sources added that majority of the party workers were not informed about the convention while scores of party workers led by Naziruddin Baba stormed into the room and complained before the General Secretary and provincial president of the party that they were intentionally not informed about the event. Halka president of the party from Zoonimar Srinagar Fayaz Ahmed Dar told CNS that as they started raising slogans against MLA Zadibal, his security guards pounced upon him and thrashed him mercilessly. “They torn my shirt and hit my body with gun butts. Sagar and others had a fall after stage collapsed

Budgam, Sep 3, CNS: Panic gripped among National Conference workers and security personnel, when the stage on which Rural Development Minister Ali Muhammad Sagar was addressing people collapsed at Raithan area in Central Kashmir’s Budgam district. Eyewitnesses told CNS that number of people mostly security personnel, party leaders and journalist were sharing the stage with Ali Muhammad Sagar when it collapsed suddenly and they fell on one another. Witnesses added that workers took it as a militant attack and they started running here and there. Sagar was encircled by his security guards and was taken to a safer place. Eyewitnesses said that various people sustained minor injuries. ‘Later on a table was arranged for the Minister to address the workers,’ they added. (CNS)

PMSS Scheme Aspirants smell rat, say they are being compelled to choose limited courses

Srinagar, Sep 3 (KNS): Students applied for the Prime Minister Scholarship Scheme (PMSS) Wednesday stated that irresponsible and unnecessary steps are being taken by AICTE during the counseling of students from Kashmir and Jammu. The students accused that they are being allotted C-grade and D-grade colleges where they are not interested to pursue their courses. Sources told KNS that medical students with high percentage were compelled to opt for General Courses and the 250 seats which were set for medical stream were not filled. Students accused that the AICTE has taken up ‘unnecessary’ steps not only against the choice of students but also against the guidelines of the PMSS scheme. Reports maintained that 0after taking stock of situation Government of India (GOI) revised PMSS scheme on August 17, 2012. On August 24, the scheme was approved and on September 4, 2012 GOI decision was put on public domain. As per the revised PMSS scheme 250 seats were kept for B Tech, 250 for BDS/ MBBS, 4500 seats for general courses. The directions came during a visit of the Minister to the town and review of the health infrastructure to the people of the town. The Minister visited Sub District Hospital Sopore and reviewed its functioning with the concerned officers and doctors. It was in the course of review meeting that the Minister directed shifting of MCH Centre to the Sub Dis-

trict Hospital. Mr. Taj asked the doctors to strengthen the primary and secondary health care facilities so that patients from rural and peripheral areas don’t have to rush to tertiary care hospitals with non serious ailments. During the course of the inspection, the Minister was given a briefing about the functioning of the sub district hospital. He was told that during the 8 months of current year (from January to August 2014) 2.71 lakh patients visited the sub district hospital and 1.41 lakh diagnostic tests were conducted at the hospital. During the same period, it was given out, that 1175 major surgeries were conducted at the hospital and also 1570 deliveries were done. SC dismisses plea of Nithyananda against potency test Self-proclaimed godman Nithyananda will have to undergo potency test in a 2010 rape case with the Supreme Court on Wednesday dismissing his plea challenging the Karnataka High Court’s order directing him to take the medical test. A bench headed by Justice Ranjana Prakash Desai refused to give any relief to Nithyananda. The bench while hearing the case had on August 20 questioned him for his reluctance to undergo the test, saying such examinations are becoming necessary dayby-day in view of rise in rape cases.The bench had also said that there is no reason why an accused in a rape case should not be subjected to potency test and had questioned the police for delay in conducting the test in the 2010 case.The apex court had on August 21 reserved its verdict on Nithyananda’s plea.Karnataka High Court had on August 1 stayed the non-bailable arrest warrant issued by a Ramanagaram court against Nithyananda and four of his followers in connection with the case.The high court had directed Nithyananda to present himself before the investigating officer for the medical test and also to appear before the Chief Judicial Magistrate (CJM), Ramanagaram, on August 18. It had passed the order on the petitions filed by Nithyananda and his followers questioning the July 28 order of the CJM.They had claimed that the CJM was not justified in issuing the non-bailable arrest warrant against them as the high court in its July 16 order did not direct them to be present before the CJM on July 28 but it was the date given for the trial court to commence hearing in the rape case, which was pending for four years.

More political parties More confusions

W

ith the nearing of assembly polls, the political activity is gradually picking up and various political mainstream parties are organizing small and big rallies to allure the voters. With this the race for joining different parties by turn-coats and defectors has also increased so has formation of new political parties. During the last fortnight about half a dozen new political parties have been formed in the state with or without any political background. Though political parties are strength of democratic system but their mushroom growth is harmful because they confuse the political scenario and only contribute to negative politicking. There are some people who have local appeal and their presence divide the voters and negates the chance of honest persons who would otherwise get through to represent the people according to their aspirations. The division of votes also harms the chances of better parties and only contributes to chaos and confusion. It is because of this that some political parties themselves create new political outfits and get benefitted by the division of votes. As far as democratic institutions are concerned, they get strengthened only when there is less number of political parties. It is because of this reason that mother of democracy, Great Britain, has still two party system which works though there also attempts were made for the formation of other parties which mostly failed. It will be in the best interest of democratic institutions if such attempts are minimized and discouraged though some people will oppose it on the plea that it will amount to limiting democratic system.

Breastfeeding - Key to healthy life and effective way to bring down infant mortality

B

reastfeeding contributes to emotional and psychological development of infants. Breastfeeding is Key to healthy life and one of the most critical interventions which can help bring down infant mortality. The constitutional mandate for breast feeding is provided under Article 42 of the constitution of India which says that the State shall make provision for securing just and humane conditions of work and for maternity relief. Dalai Lama also said that our very first act after birth is to suck our mother’s milk. This is an act of affection, of compassion. Without that act, we cannot survive. “ The first week of August is globally marked as World Breast feeding week to promote, protect and support breastfeeding. This year the theme is ‘Breastfeeding: A Winning Goal - for Life!’ highlighting that achieving the Millennium Development Goals requires more early, exclusive and continued breastfeeding. Breastfeeding can contribute to each of the MDGs in a substantial way. Breastfeeding is key to the MDGs which focus on eradicating extreme poverty and hunger. Breastfeeding provide high quality nutrients and adequate energy, and can help prevent hunger and malnutrition. It is a natural and low-cost way of feeding babies and children. Early initiation of breastfeeding within one hour, exclusive breastfeeding till six months of age and appropriate complementary feeding after six months with continued breastfeeding till at least two years can help bring down under infant and under five mortality rate. The World Health Organization and UNICEF recommends early initiation of breastfeeding within the first hour after the birth; exclusive breastfeeding for the first six months; and continued breastfeeding for two years or more, together with safe, nutritionally adequate, age appropriate, responsive complementary feeding after sixth month. Breast milk provides appropriate concentrations of almost all the nutrients for infants. During the first few days after delivery, the mother produces colostrums, a thin yellowish fluid, and rich in protein and antibodies that provide immunity to the baby at the time of birth. Colostrum also helps the newborn's digestive system to grow and function properly. Mother’s milk comprises of various components such as anti-microbial factors, digestive enzymes and growth modulators that promote the infant’s growth and development. Breastfeeding is one of the most effective interventions for child survival particularly to address morbidity and mortality related to three major

conditions i.e. neonatal infections, diarrhoea and pneumonia. Breastfeeding has a protective effect against childhood obesity and lowers the risk of several chronic conditions including asthma, diabetes and heart disease, in adult life and thus contributes to long-term benefits. It has been found to have direct positive impact on brain development. Breastfeeding has many health benefits for the mother too. It reduces anemia. Obesity is less common among nursing mothers as it helps the mother to regain her normal figure. It is protective against breast and ovarian cancers. It also helps in spacing pregnancies as breastfeeding is the effective contraceptive. The increased availability of infant milk substitutes in the market has lead to extensive promotions by the infant food manufacturing companies, through advertisements, free samples, gifts to mothers and health workers to convince them that bottle feeding is as good as breastfeeding. This undermines breastfeeding in many ways and has contributed to the decline of breastfeeding rates. To prohibit this and promote breastfeeding there exists the Infant Milk Substitutes, Feeding Bottles and Infant Foods (Regulation of Production, Supply and Distribution) Act, 1992 (The IMS Act) which came into force on August 1, 1993. The Act aims to prohibit the promotion of infant foods, infant milk substitutes and feeding bottles. The Act Prohibits the advertisement of infant milk substitutes and feeding bottles to" ensure that no impression is given that feeding of these products is equivalent to, or better than, breastfeeding. It Prohibits providing free samples and gifts to pregnant women, mothers of infants and members of the families, donation of free or subsided supplies of products for health care institutions and prohibits incentives and gifts to health workers and also display of posters at health care facilities / hospitals /health centers. The act also prohibits any contact of employers manufacturing and distributing company with pregnant women, even for providing educational material to them. The Act also prescribes that all labels of IMS /Infant food, must say in English and local, languages that breastfeeding is the best. Also, the labels must not have pictures of infants or women or phrases designed to increase the sale of the product. There is also MATERNITY BENEFIT ACT, 1961 to regulate the employment of women for certain period before and after child-birth and to provide for maternity benefit and certain other benefits.

Some of the possible reasons for suboptimal breastfeeding are primarily lack of proper information to mothers, lack of counseling on feeding of infants, unawareness about health care support, inability of the health care providers to help mothers experiencing breastfeeding difficulty and lack of proper support structures at the community and work place for working women. Besides this practice of mixed feeding, or giving other liquids and/or foods together with breast milk to infants under 6 months of age, poses risks to an infant’s health because it can increase the chance of their getting diarrhea and other infectious diseases. Giving water or other liquids can also cause the supply of breast milk to decrease as the baby sucks less at the breast. Babies do not need liquids other than breast milk, not even water; in the first 6 months as breast milk contains all the water a baby needs. To overcome these challenges there is need to focus on Information, Education and Communication approaches including the use of electronic ; TV, radio, video , print medium including posters, counseling cards, flip charts, manuals, newspapers, magazines, effective use of Social media, interpersonal communication and community activities to motivate mothers, families and the community to promote breastfeeding. Community based strategy must involve peer counseling on the one hand and Print and electronic media to disseminate the message to the people on the other hand. This shall facilitate skilled peer counseling and also help in removing mistaken beliefs and blind faiths such as Colostrum is not good or even dangerous for babies. The facilitators of peer counseling are Medical officers, Staff Nurses, ASHAs, AWWs, skilled Mother support groups, traditional birth attendant/ an active mother from the village, Spouse, Family Members and also People at Work. This includes individual or group counseling and home visits to ensure counseling services at all levels. This should be available for all members of the family who exert important influence on infant feeding behaviour including the father and the grandmother of the baby. Each child deserves the best possible start in life, thus there is a need to educate not only pregnant women and mothers of infants but also each member of her family about the benefits of breastfeeding. This is not only responsibility of the state but also duty of the society to facilitate breastfeeding.

Earth System Science Organisation (ESSO

T

he Earth System Science Organization (ESSO) addresses holistically various aspects relating to earth processes for understanding the variability of earth system and for improving forecast of the weather, climate and hazards. The investigations related to polar regions are carried out to understand the impact of climate change. The ESSO is also responsible for development of technology towards the exploration and exploitation of marine resources in a sustainable way for the socio-economic benefit of the society.

Some of the major accomplishments during the last one year are as follows:

1. Cyclone Prediction: India, has witnessed a number of tropical cyclones - PHAILIN, HELEN, LEHAR, MAHASEN, MADI, and extreme weather events with heavy rainfall over Uttarakhand and Gujarat. The operational weather forecasts and advisories rendered in respect of these extreme events has received an overwhelming appreciation, and demonstrated quality of such services at par with international agencies or even better in the case of Phailin cyclone. There has been a remarkable improvement in the prediction of track and landfall of cyclones. This has been accomplished by virtue of augmentation of observation, both in situ and satellite, for ocean and atmospheric observations, enhanced computing capability and use of dynamical models. The precise forecast of the track and landfall of cyclone, storm surge, high waves and associated rainfall and wind during the Phailin cyclone, helped the government at all levels to effectively respond to the cyclone to save lives. 2. Agromet Advisory Services: Extension of biweekly district-level weather forecast and crop specific advisory in local languages to cater to needs of 5.0 million farmers which contributes significantly to the GDP. Dissemination of AAS services to cover all the 600 agricultural districts of India. 3. Monsoon Prediction: The implementation of the Monsoon Mission and improvement in prediction of forecast of rainfall on different space and time scales. For the first time, dynamic model was employed on experimental basis to predict quantitative precipitation associated

with the southwest monsoon. The long range forecast for the season (June-September) rainfall for the country as a whole was 104-108% against actual rainfall of 106% of LPA for the year 2013. The Mission has adopted the NCEP CFSv2.0 model to identify its strength and weakness and incorporate new physics/parameterization schemes to improve the simulations/prediction skill of the monsoon rainfall. Based on this model, an indigenous climate model has been developed for studying variability and predictability of monsoon on seasonal, inter-annual and decadal time scale. As a part of these studies, a cloud-physics laboratory at Mahabaleswar has been made functional. 4. High Performance Computing: High performance computation facilities have been substantially augmented by upgrading the existing 170 Teraflop to 01 Petaflop, which is ranked at 36th position in the world and first in the country. 5. International Training Centre for Operational Oceanography: An International Training Centre for Operational Oceanography has been established at the ESSO-INCOIS, Hyderabad for promotion of capacity building in the countries of the Indian Ocean region, in coordination with IOC / UNESCO. 6. Polar Research: India successfully commenced operations at the 3rd Permanent Station “Bharati”, in the Larsemann Hills, East Antarctica. This will provide a major thrust to studies in the fields of glaciology, atmosphere, paleoclimate and Polar biology. India has been accorded Observe status in the Arctic Council in recognition of India’s scientific contribution and endeavour in Polar research. India successfully deployed Ocean Observing System in the Arctic water in July, 2014. 7. Ocean Survey and Mineral Exploration: India’s application filed for the allotment of a site (~10,000 sq km) for exploration of Polymetallic Sulphides in the Indian Ocean has been approved during the meeting of the International Seabed Authority, Kingston, Jamaica in July 2014. As a part of exploration of ocean mineral and survey program, a series of seven major research cruis-

es of 30 days each have been conducted in the central Indian Ocean Basin for acquisition of marine geophysical data. Quantum of data collected to date, in the Central Indian Ridge (CIR) and South West Indian Ridge (SWIR), include Multi-beam Eco Sounder (MBES) surveys of ~65,000 km2 (area), Magnetic surveys of ~17,000 km (line) and Gravity surveys of ~9,115 km (line). 8. National Centre for Earth Science Studies (NCESS): The Centre for Earth Science Studies (CESS), Thriruvananthapuram, Govt. of Kerala, was brought under the administrative control of the ministry with effect from 1.1.2014. The purpose is primarily to strengthen the solid earth research. 9. Deep bore holes investigations in Koyna Warna region: A Research program in the Koyna-Warna region of Maharastra has been launched to address major issues pertaining to the occurrence of earthquakes and their mechanism, by drilling a deep borehole of 6-7 km in a continental earthquake zone, enabling study of physical and chemical changes before, during, and after an earthquake. Preparatory activities including drilling of 4 boreholes up to 1.5 km have been completed which provided insights on the Deccan volcanism and stress regime, pore fluid pressure and its variations, heat flow and its variations, orientation of faults etc. There are no sedimentary rocks found below the basaltic rocks. The thickness of basalt rocks at both the sites are about 933 m and 1185 m at Koyna and Warna, respectively, underlining by the granite basement with no sediments in between. The core retrieved from boreholes revealed a flood basalt pile comprising a number of lava flows, each flow being characterized by a vesicular and/or amygdaloidal layer underlain by fine grained massive basalt. Flow top breccias has been identified in some flows. 10. Coastal Vulnerability: A Coastal Vulnerability Index (CVI) atlas comprising 157 maps on 1:100000 scales was prepared for nine coastal states and Islands for use by various agencies, primarily in responding to various ocean hazards, viz., Tsunami, Cyclones, and Storm Surges.
