Fierce encounter at Pulwama leaves 3 militants killed Killed include district commander of Jaish-e-Muhammad Qayoom Khan Pulwama, September 02: Three local Jaish-e-Muhammad (JeM) militants including a commander and a new recruit were killed in a fierce 18-hour long gunfight in south Kashmir’s Pulwama district on Tuesday. The three militants were identified as Altaf Ahmad Rather, who was outfit’s District Commander, Farooq Ahmad Laway and Showkat Ahmad Dar. Official sources had told GNS that acting on a specific input, the government forces including police’s Special Operation Group (SOG), army’s 44 Rashtriya rifles (RR), 182 and 183 battalions of Central Reserve Police Force (CRPF) cordoned off Hanjan Bala hamlet and zeroed in a residential house. The house belonged to Wali Muhammad Nengroo. “The militants hiding in the residential house fired indiscriminately on the forces ensuing gunfight,” they said. The encounter was suspended till morning. However, as the dawn prevailed, the exchange of fire between the holed up militants and forces resumed. The gunfire, according to sources, continued till noon resulting in killing of one of the holed up militant identified as Showkat. “The forces later blasted the house which resulted in the killing of two other militants,”

sources told GNS, adding the bodies off all three militants were recovered from debris. The bodies, after legal formalities, were sent to the respective villages of slain militants. Showkat Ahmad Dar, according to sources and his father, joined the militant ranks on August 19. Earlier, the forces, sources said, had brought his father, Ghulam Qadir Dar, to persuade him to surrender, but there was no response from the former to latter’s call. The Deputy Inspector General (DIG) south Kashmir, Vijay Kumar, told reporters that the killing of Altaf is a setback to militants in the area. He said the police tried to persuade Showkat but Altaf Rather stopped him from surrendering before us. Official sources told GNS that Altaf Ahmad Rather, who was a resident of Check Badrinath in the district, was active in the area from last four years and was JeM’s District Commander. “He was behind many militancy related incidents. Srinagar, Sep 2: The government has stated that since the year 2010, 306 drugs in Jammu and Kashmir were found sub-standard while as 397 were found not of the standard quality and 91 have been found misbranded. According to the KNS correspondent, the details provided by the Drug Controller of the state informed that since the year 2010, 12534 number of samples were collected so far and that prosecution against 175 drug suppliers has been launched. The details informed that during the year 2010-2011, 1415 drug samples were collected and 28 were found of not having the standard quality and seven misbranded. Jammu, Sep 2 : Chief Minister, Omar Abdullah Tuesday said that talks are only way forward to resolve issues adding that border skirmishes have always made the lives of people living there miserable and difficult. He said the inhabitants of LOC and Borders have to bear the brunt of firing and shelling and their life and property is endangered by such incidents. He said the State of Jammu and Kashmir is greatly and commonly affected by such incidents. Omar Abdullah said that peace and tranquility on Borders is equally important for both the neighbours maintaining that the authorities across the Border should understand this need and help in creating calm at the LOC and Borders. He said the people of Border areas have to bear the pain of the gun fire. He said their lives; property and economy get severely affected and endangered by shelling and firing. The Chief Minister said that people living in the frontiers want peace to carry on the life process smoothly. “We do not subscribe to war but are in favour of resolving the issues through talks and in a peaceful manner”, he added. According to the KNS correspondent, the issue of Hazratbal Shrine master plan was raised in Legislative council during the autumn session with the concern raised over the huge rush of people being witnessed on almost all congregational prayers. The government later proposed a master plan for the shrine- prioritizing that the growing rush of devotees be accommodated sans any hassle. The master plan for Hazratbal Shrine proposed to provide an additional capacity of 6, 500 persons inside the shrine. A couple of years ago, a tunnel dug about 500 meters inside the Indian territory from Pakistan was detected in Chichwal of Hiranagar sector. A joint team of Geological Survey of India (GSI) and Border Security Force (BSF) during excavation had found a 540 meters long tunnel dug into the Indian side cutting across Pakistan from the Zero Line on August 8, 2012. A local farmer had detected the tunnel while working in his fields when he saw the land sunk at three straight points. On August 4, 2009, the Army discovered another one when heavy rains led to caving in of the tunnel along LoC in Pallanwala.

Youth ends his life in Budgam

Srinagar, Sep 2 (KNS): A youth ended his life by consuming some poison substance at his home in Budgam district. The 21 years old Sajad Ahmad Wagay son of Abdul Sattar Wagay resident of Kuchwari, consumed some poison substance at his home in the jurisdiction of police station Khanshab. He died on spot. The body of deceased was sent to Sub District Hospital, for legal formalities. Budgam Police has started investigations under section 174 CrPC in this regard. (KNS)

Finance and Ladakh Affairs, Ab Rahim Rather has termed media reports that Yusmarg is being proposed to be leased out to Army for conducting artillery exercises, as totally baseless and ill-conceived. Reacting to media reports that appeared in a section of local press, Rather said that there is no question of replacing Tosamaidan by Yusmarg as firing range, adding that there is no such move from the government. He said Yusmarg Development Authority has already initiated several measures to develop tourism infrastructure adding that recently a modern TRC has been inaugurated there for the convenience of the tourists. He said survey is being conducted to construct a cable car project from Yusmarg to Bargah and Yusmarg to Neelnag which will go a long way in promoting tourism activities in the area. He added Yusmarg Master Plan is under implementation which does not allow any violation of land use. Omar inaugurates STP, lays foundation of Multi-tier Parking

Says decongestion of roads in focus Jammu, September 02 : (GNS) Chief Minister, Omar Abdullah Tuesdayinaugurated 27 MLD Sewerage Treatment Plant (STP) Baghwati Nagar here. The project is designed to cater to the needs of the projected population of the year 2036 in the area. The project besides STP comprises of main trunk sewer of 26.53 kilometers, lateral sewer lines of 65.50 kilometers. The Chief Minister said that the long cherished demand of the people of this area regarding the treatment of sewerage has been fulfilled by completion of the STP. He said the sewerage system in Jammu has been divided into four zones to cater to the needs and manage the disposal of sewerage in a scientific manner. Earlier, the Chief Minister laid foundation of multi-tier parking project at General Bus Stand here. The project involving an expenditure of Rs. 131 crore will be developed over an area of 37.50 kanals out of the 55.37 kanals available at the General Bus Stand. The built-up area will be 60365 sq. meters and is expected to be completed in two years. Facilities proposed include bus terminal building in the ground floor for 75 buses, car parking in three floors for 1300 ECS plus additional provision for 335 ECS. There will be two floors of commercial area comprising of 13125 sq. meters and landscape plaza on 5875 sq. meters. Omar Abdullah said that the government was actively looking for a major multi-tier car parking complex in the heart of Jammu city to decongest the area and help smooth ply of vehicles. He said the proposed project at General Bus Stand will prove highly beneficial in this regard. The Chief Minister said that flyover at Bikram Chowk, construction of 4th bridge on River Tawi and other road and upgradation schemes launched in Jammu will yield productive results in relation to management of traffic flow and decongestion of roads. Srinagar, Sep 2: In order to raise financial awareness among the common people, J&K Bank conducted a series of financial literacy and credit counseling camps at different villages in Baramulla. The bank’s Financial Literacy and Credit Counseling (FLCC) Centre organised these camps at Sherwani Hall Baramulla, Government High school Sangri

Scores of artisans, growers, students and other residents including women from all parts of the district turned up at the awareness camps organized in collaboration with the bank’s local Business Units or with Handicrafts Department. Speaking at these programmes, Facilitator FLCC center Baramulla Mohammad Sultan Dar explained to the audience how financial inclusion, now rechristened as Pradhan Mantri Jan Dhan Yojana (PMJDY), would help bring transparency through direct transfer of social security benefits like MGNREGA wages, Old age pension, widow pension and cash transfer in lieu of LPG subsidy without delays, involvement of intermediaries, and leakages involved in the existing manual system. Listing the basic features of PMJDY, he said the scheme includes universal access to banking facilities, providing basic banking accounts with overdraft facility upto Rs 5000 after six months, issuance of Rupay Debit card with in-built accident insurance cover of Rs 1 lac. He informed the audience about basics of financial planning, budgeting, saving with banks and its advantages, Artisan Credit Card, concept of Business Correspondents, Khidmat centres and different types of borrowings. He spoke about Electronic Benefit Funds Transfer (RTGS & NEFT). He also deliberated upon Kisan Credit Card scheme, Education loan scheme and various income generating loan products of banks besides sharing the knowledge about customer rights, benefits of timely repayment and proper end use of funds. The Facilitator spoke about the role and objectives of RSETI’s (Rural Self Employment and Training Institutes) and urged the participants to register their unemployed youth within the age group of 18-40 at these institutes for guidance, capacity building, skill enhancement and credit linkage with the banks. Notably, the meeting at Sherwani Hall was chaired by Additional DDC Baramulla. Speaking on the occasion, he insisted upon the bankers to bring more and more unbanked areas within the financial fold by extending banking and other financial services to these areas for their economic development. Also, present at the Sherwani Hall, Lead District Manager Baramulla Javaid Ahmad Qureshi spoke about the role of Lead Bank which includes preparation of credit plans and their implementation in the district and to ensure liaison between line departments and the banks. Meanwhile, an in-house credit counseling session was conducted by FLCC Centre Baramulla at RSETI Sopore for trainees undergoing Entrepreneurship Development Programme for capacity and skill building. Awareness was imparted to the trainees regarding Artisan Credit Card, Kisan Credit, Education Loan, Laptop Finance and government sponsored schemes that are tailored to provide avenues of employment to the to the unemployed educated youth. Facilitator FLCC also apprised them about the loaning procedure like pre-sanction, post-sanction and post-disbursement formalities required to be completed by the entrepreneurs. He impressed upon them to establish their units for earning a dignified livelihood besides income generation to ensure timely repayment of installments. Certain clarifications were sought by the participants regarding various schemes which were cleared on spot by the facilitator.

Multi-Pronged Strategy to Achieve Empowerment of Persons with Disabilities

T

he vision of the Ministry of Social Justice & Empowerment is to build a society wherein members of the target groups, Scheduled Castes, Other Backward Classes, Persons with Disabilities (PwDs), Senior Citizens, and Victims of Substance Abuse can lead productive, safe and dignified life, with all their basic needs being fulfilled, and adequate support and equal opportunities are ensured for their growth and development. In view of this strong commitment to the empowerment of Persons with Disabilities, the Department of Disability Affairs was created in May 2012 in the Ministry of Social Justice & Empowerment. The Article 41 of the Constitution of India states that "the State shall, within the limits of its economic capacity and development, make effective provision for securing the right to work, to education and to public assistance in cases of unemployment, old age, sickness and disablement, and in other cases of undeserved want.” Under the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 (PwD Act), and the National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999, "Person with Disability" is defined as a person suffering from not less than 40% of any disability, as certified by a medical authority - the disabilities being blindness, low vision, leprosy-cured, hearing impairment, locomotor disability, mental retardation, mental illness, autism, or, a combination of any two or more of them. Its enabling framework consists of four legislations, Rehabilitation Council of India Act, 1992, Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995; National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999 and Mental Health Act, 1987. The National Policy for Persons with Disabilities recognises the fact that persons with disabilities are a valuable human resource for the country and seeks to create an environment that provides them equal opportunities, protection of their rights and full participation in society; which is in consonance with the basic principles enshrined in our Constitution, of equality, freedom, justice and dignity of all individuals. It implicitly mandates an inclusive society for all, including persons with disabilities. The

Policy also recognizes the fact that a majority of persons with disabilities can lead a better quality of life if they have equal opportunities and effective access to rehabilitation measures. The institutional framework of the Department consists of the office of Chief Commissioner for Persons with Disabilities, Rehabilitation Council of India, National Trust for the Welfare of Persons with Autism, Cerebral palsy, Mental Retardation and Multiple Disabilities, and eight National Institutes dedicated to different disabilities, Regional and District-level Centres for Persons with Disabilities and 8 Composite Regional Centres and about 200 District Disability Rehabilitation Centres. These organizations are involved in providing rehabilitation services, education, manpower development and research, regulation and developmental activities. The Department's two Central Public Sector Enterprises viz. Artificial Limbs Manufacturing Corporation of India (ALIMCO) and National Handicapped Finance Development Corporation (NHFDC) are involved in manufacture of aids and assistive devices and providing financial assistance for economic empowerment of the PwDs. About 2.11 per cent of the population as per 2001 census comprises of persons with disabilities having one or multiple disability. Though the number is small, the need of these members of our society deserves special attention. Disabilities present probabilistic outcomes which can affect anyone and it is appropriate that society does whatever it can to assist this segment to play a full part in society. There was a paradigm shift in policy towards Persons with Disabilities since the Ninth Five Year Plan, from the earlier welfare based approach to a rights-based approach. The Tenth Plan focused on effective implementation of various provisions of legislation and National Policy for Persons with Disabilities. It advocated a multi-sectoral and multicollaborative approach. The Eleventh Plan had aimed at inclusive growth. It was expected to achieve inclusiveness through significant improvements in literacy/education, health, greater employment opportunities and sharper focus on disadvantaged groups. The Eleventh Plan emphasized upon the rights-based approach to empower the PwDs inter alia through delineating clear cut responsibility between the concerned Ministries/ Departments; formulating detailed rules and guidelines by con-

cerned Ministries/Departments; and monitoring mechanism at various levels. Achievements During the XIth Plan, the Ministry has taken lead in a number of areas and worked towards empowerment of persons with disabilities. A National Centre namely, Indian Sign Language Research and Training Centre was set up in 2011 to propagate and develop Indian Sign Language. The National Handicapped Finance and Development Corporation promoted economic development activities and selfemployment ventures for the benefit of Persons with Disability. The Corporation extended credit facilities to beneficiaries through channelising agencies in States/UTs and provided loans at concessional rate for education, skill development and self-employment ventures to Persons with Disabilities. On the basis of budgetary provisions made on year to year basis, 34461 persons with disabilities benefited. The Artificial Limbs Manufacturing Corporation of India is manufacturing and supplying durable, sophisticated, scientifically manufactured modern and ISI standard quality assistive aids and appliances that can promote physical, psychological, social, economic and vocational rehabilitation by reducing the effect of disabilities and enhancing potential for self-dependence. The scheme of setting up of Composite Regional Centres is a part of overall strategy to reach out to the PwDs in the country and to facilitate the creation of the required infrastructure and capacity building at Central, State and District levels and below for awareness generation, training of rehabilitation professionals, service delivery. At present there are eight CRCs functioning at Sundernagar, Srinagar, Lucknow, Guwahati, Patna, Bhopal, Ahmedabad and Kozhikode. 199 District Disability Rehabilitation Centres have been sanctioned out of which 181 are functional and are providing rehabilitation services to persons with disabilities. 21 new DDRCs have been set up in 2010–11 In the financial year 2011–12, grant amounting to Rs.196.28 lakh was released for setting up of 12 new DDRCs at Warangal (Andhra Pradesh), Supaul (Bihar), Sitamarhi (Bihar), West Champaran (Bihar), Sabarkantha (Gujarat), Banaskantha (Gujarat), Bharatpur (Rajasthan), Bhilwara (Rajasthan) Aligarh (Uttar Pradesh), Bulandshahr (Uttar Pradesh), Bardhaman (West Bengal), Purulia (West Bengal). Scheme of Assistance to persons with

disabilities for Purchase/Fitting of Aids/Appliances provided grant-in aid to the various implementing agencies (NGOs/District Disability Rehabilitation Centres/ALIMCO/State Handicapped Development Corporation/other local bodies) to assist the needy disabled persons in procuring durable, sophisticated and scientifically manufactured, modern, standard aids and appliances that can promote their physical, social and psychological rehabilitation, by reducing the effects of disabilities and enhance their economic potential. The outlay under the Eleventh Five Year Plan for Deendayal Disabled Rehabiliation Scheme was Rs. 500.00 crore Under the Scheme, 530 NGOs were assisted during 2007–11 covering an average of 2.3 lakh beneficiaries every year. The Scheme of Incentives to Employers in the Private Sector for Providing Employment to Persons with Disabilities provided the employer’s contribution for Employees Provident Fund (EPF) and Employees State Insurance (ESI) for the first 3 years, for employees with disabilities employed in the private sector on or after 1 April 2008, with a monthly salary upto Rs.25000. Under the scheme, 392 (upto 31 March 2012) and 918 (upto 29 September 2012) persons have been registered by EPFO and ESIC respectively. ARUNIM which is the marketing wing of National Trust has been successful in facilitating enterprises that offer products and services to ensure sustenance and equality for people with developmental disabilities. Its sales is to the tune of Rs. 107.87 lacs from 2008 to date. Some of the important initiatives undertaken by the Department include fulfilling obligations due to ratification of United Nations Convention on the Rights of Persons with Disabilities by India by way of harmonising Indian Laws with the provisions of the Convention; replacing the existing PwD Act by a new legislation to bring it in tune with the demands of changing times; revision of ADIP scheme and introduction of national fellowship/scholarship for students with disabilities to pursue post-matric, professional, overseas and higher education etc. The XII Plan has envisaged a multipronged strategy to achieve empowerment of persons with disabilities by incorporating various programme and initiatives during the plan period. The outlay for the XII Plan period has been increased from Rs.1,426.80 crores during XI Plan to Rs. 3,284 crores.

NEMMP 2020: A Wise Investment for our Future Generations

n 9th January 2013 the Prime Minister launched the National Electric Mobility Mission Plan (NEMMP) 2020 which is a roadmap for progressive induction and expansion of efficient and environmentally friendly electric and hybrid vehicles in the country. The National Electric Mobility Mission Plan 2020 is a culmination of extensive and detailed exercise by the government and the industry covering a span of one and a half years; also involving an international knowledge, that carried out a primary data based survey among seven thousand respondents, to understand the needs and aspirations of the Indian consumer with respect to clean, energy-efficient and affordable transportation, and the state of preparedness of the Indian automobile industry in this regard. The study took into consideration the current international best practices, particularly in Europe, USA, Japan and China, and also recent developments within the country, particularly steps being taken by the government to encourage the use of electric and hybrid vehicles, for example the subsidy scheme for electric vehicles ran by the Ministry of New and Renewable Energy Resources.
