Northern Army Commander in Valley Srinagar, July 26: Lieutenant General DS Hooda, Northern Army Commander arrived at Srinagar and carried out review of security situation. Army Commander was on his way to Udhampur after attending ‘Vijay Diwas’ function at Kargil, Leh. According to an army statement issued to KNS, on his arrival, Army Commander was received by Lieutenant General Subrata Saha, Chinar Corps Commander. Lady ends life in Ganderbal Srinagar, July 26: A lady ended her life by consuming poison at Chittergul in Ganderbal District last evening. A lady (name withheld) resident of Bimdar-Chittergul consumed some poisonous substance at her home, in the jurisdiction of police station Kangan, Ganderbal. She was shifted to SKIMS Hospital where she breathed her last. The body of deceased lady was handed over to her relatives for last rites. Kangan police ahs registered a case in this regard. (KNS)

New Delhi, July 26: The 15th anniversary of Kargil Vijay Diwas was celebrated on Saturday. It was on this day in 1999, the Indian soldiers successfully took back the territory that was occupied by the Pakistani intruders in Jammu and Kashmir after a 73-day conflict. Various functions were organised across the country to pay tribute to the martyrs of Kargil War. In New Delhi, Defence Minister Arun Jaitley along with the three service chiefs paid homage to the martyrs at India Gate. On the occasion, Defence Minister Arun Jaitley said the government will soon finalise the site for construction of a "grand" National War Memorial. After paying homage to martyrs of

the 1999 war with Pakistan, the Minister said he would soon be visiting the Princess Park locality near the India Gate complex here with the chiefs of three Services to take an appropriate decision on the issue. "For the war memorial, where names of all those who sacrificed their lives for the country will be written, we feel it is required". "We feel that at the very site (Princess Park), as it is a very large area or somewhere close in the vicinity, which is the best site available, it is being shortlisted. Cops killed, 4 injured Hizb claims responsibility for attack

Srinagar, July 26: A police constable was killed while his four colleagues including one Inspector of Special Operation Group sustained injuries after militants lobbed a hand grenade and opened indiscriminate firing in Sopore town of Baramulla district. According to KNS correspondent, the firing took place during the intervening night of July 25 and July 26 when a police party of Special Operation Group (SOG) was trying to tackle some stone pelters at Chota Bazar near Jamia Masjid. At around 2 AM, the militants lobbed a hand grenade and opened fire on the SOG party resulting in the on spot death of a constable Mohammad Sayed of Milyal in Kupwara blet number 368/SPR. Four cops including one inspector Dilraj Singh, head constable Yusuful Umar, Constable Anaytullah and Constable Imtiyaz Ahmad sustained injuries in the attack. All the injured have shifted to sub district hospital Sopore and two out of them were later referred to B B Cant. PDP condemns killing of cops Srinagar, July 26 : Peoples Democratic Party (PDP) has strongly condemned the brutal killing of two policemen in Bijbehara in Anantanag district and Sopore of Baramulla district. Late night clashes in Tulmula Authorities impose restrictions

Ganderbal, July 26: The late night protests allegedly instigated by a local Imam forced authorities to impose restrictions in Central Kashmir’s Tulamula area of District Ganderbal. The clashes between government forces and protestors left at least 12 persons injured including some cops. A police official said that the situation was under control after the police saved a government employee from the wrath of people. The government employee was caught by people red handed allegedly with a female on Friday in Zonal Education Office despite a public holiday. Police arrested the accused and managed to pacify the protestors after some law and order problem. Reports said that during late night hours a local Imam alleged accused police of shielding the culprit. The remarks of local Imam allegedly provoked youth who resorted to violence and attacked police and CRPF personnel

with stones. Reports said that during the clashes at least 12 persons including some cops were injured. Locals alleged that some policemen thrashed local Imam that created trouble in the area. Police according to reports arrested four persons for their alleged role in violence and stone-pelting. Addition SP Ganderbal Param Vir told CNS that it was local Imam Abdul Hamid Yousuf who instigated people for violence. This Imam was telling people on loud speaker that police has no right to punish the guilty (accused) as it is the job of people to punish him under Sharia. “Police exercised maximum restraint while dealing with the violent protestors,” he said. Authorities imposed restrictions in the area to bring the situation under control. A police official said that situation in the area is under control and people are being allowed to move freely. CAPD to go digital by next month Issuance of ration cards given priority Srinagar, July 26: The process of issuance of ration cards will be completed within a period of one month with the date being digitized at the earliest, said the director CAPD Kashmir, Bilal Ahmad Bhat. Talking to KNS after assuming office, Bhat stated that the process of finalizing the ration card issuance shall be completed within one month period and that the staff has been directed to gear up for the challenge. He stated that his priorities as the director would be to utilize the available resource so that the department could provide better services to the valley masses. Bhat maintained that the classification of BPL and APL ration cards is in the process and that the efforts shall be prioritized to provide help to the needy. Cops While the stone pelters were being tackled near Chota Bazar Sopore, militants among the stone pelters hurled a grenade and fired upon police party resulting in on spot death of Constable Mohammad Syed Khan and injuries to 04 police personnel. All the injured police personnel were shifted to SDH Sopore and B.B.Cant Hospital Srinagar, where their condition is reported to be stable. The police party exhibited utmost restraint and did not retaliate as there was every apprehension of civilian casualties.” Meanwhile, Baleeg-u-Din, the operational spokesman of Hizbul Mujahideen has claimed the responsibility for the attack in Sopore. At present, there are six groups on the platform -- Clean Ganga, Girl Child Education, Clean India, Skilled India, Digital India and Job Creation. “Citizens can also volunteer for various tasks and submit their entries. These tasks would be reviewed by other members and experts. Once approved, these tasks can be shared by those who complete the task and by other members on MyGov,” Sharma said. Each group consists of online and on-ground tasks that can be taken up by the contributors. The objective of each group is to bring about a qualitative change in that sphere through people’s participation, he said. “We will review the working on MyGov in three months and over time the number of groups, tasks and discussions will increase. The platform will also be used as a comprehensive knowledge repository,” Sharma added. The portal can even be extended to act like public audit platform for government projects like citizens giving feedback on status of completed infrastructure projects or availability of various social sector programmes, he said.

US disappointed over India's stand on TFA Washington: Without directly naming India, the US today expressed deep disappointment over the stand taken by the Narendra Modi government that it will not ratify the Trade Facilitation Agreement (TFA) at the WTO unless its concerns on food security are addressed. "Today, we are extremely discouraged that a small handful of members in this Organisation are ready to walk away from their commitments at Bali, to kill the Bali agreement, to kill the power of that good faith and goodwill we all shared, to flip the lights in this building back to dark," Deputy US Trade Representative Michael Punke said referring to India's stand on TFA. Punke, in his remarks in Geneva where the two-day General Council meeting of WTO concluded today, said it is no use to sugar coat the consequences of such action or to pretend. Amendment to WTO norms regarding stockpile of foodgrains is critical for India to implement of its food security plan. "Today a small number of WTO members are indicating that they may no longer stand by their commitments to implement the TFA. Or that they

will honour their commitments only if they can now renegotiate the terms and receive new tradeoffs - additional to the ones they negotiated in Bali," Punke said. "It is profoundly disappointing that we have arrived at this moment... I do want to speak very directly about the issue of public stockholding for food security, because it has been a focal point of attention," he added. The current WTO norms limit the value of food subsidies at 10 percent of the total value of food grain production. The support is calculated at over two-decade old prices. India is asking for a change in base year (1986) for calculating food subsidies. The US gives about $120 billion as farm subsidy compared to India's $12 billion. "Many members, including developing country members, have noted that, if the Bali package fails, there can be no postBali. It's with regret that we agree with them," Punke said. While Punke did not name any country, but it was addressed towards India, which has taken a strong stand on TFA, till its concerns on food security issues are taken care of. "We have heard repeated misstatements about activities in the past seven months, and so it is important to examine the facts in some detail," he said. "At Bali, we also all agreed by consensus to work with fellow WTO members to quote 'prepare within the next 12 months a clearly defined work programme on the remaining Doha Development Agenda issues," he noted. Many members, including the US, he argued have followed through on this commitment scrupulously, meeting in a broad spectrum of formal and informal configurations, all with the goal of meeting our collective commitment to a work programme by the end of 2014.

He said while various faculty blocks have been completed and commissioned in degree colleges and universities in the State during the last over five years, many more are under

various stages of the execution. He said attention is also being paid to construct lecture halls and auditoria in these institutions. Laying foundation stone of a modern Auditorium at Amar Singh College, Srinagar today, the Chief Minister said that up to the mark infrastructure and well qualified faculties are imperative in imparting qality education to the students in a palatable and conducive atmosphere. The Auditorium is likely to cost Rs.12.28 crore and its completion is scheduled for August, 2015. The

Auditorium will have the capacity of 500 seats besides an Academic section in the ground floor and backstage facilities at level 2nd and control room at level 3rd. The ground floor area will be on 2608 Sft, 1st floor on an area of 10709 Sft and 2nd floor on an area of 6655 Sft. Gaza crisis: Toll of operations in Gaza

The number of civilians caught up in Israel's Operation Protective Edge offensive has raised international concern and condemnation. During the three weeks since air strikes against Hamas in Gaza began, more than 800 people have been killed on both sides. The UN says the vast majority of Palestinian deaths are civilian. But figures from previous operations in the densely populated Gaza Strip over the last six years show it is not the first time civilians have paid a heavy price. Operation Protective Edge Tanks approach Gaza The overwhelming majority of those killed are Palestinians - at least 798 have died since 8 July, including about 185 children and 93 women, Gaza's health ministry says. The UN says around 73% of the Palestinian dead are civilians. The Israel Defense Forces (IDF) say they have killed more than 200 "terrorists" during their assault on Gaza. Israel has also suffered casualties in the operation - 34 members of the Israel Defense Forces have died, as well as three civilians killed by Hamas rockets fired from Gaza. Israel launched Operation Protective Edge on 8 July, with air strikes

targeting militants, weaponry and militant facilities. Days of intensive rocket fire and air strikes between the two sides continued and on 18 July, Israel launched a ground offensive, sending troops and tanks into Gaza. Enhancing Milk Production Through National Dairy Plan

airy sector in India has acquired substantial growth momentum from 9th Plan onwards, producing 121.8 million tonne milk. Per capita availability of milk reached 269 grams per day. This has not only placed the country on top of milk producing countries in the world, but also demonstrated sustained growth in the availability of milk and milk products for the burgeoning population. Demand for milk is increasing rapidly in the country. This is primarily due to increasing population and growing incomes accruing from the multitude of central schemes launched for livelihood and employment generation. If we go by the emerging trend, the demand for milk is likely to be about 155 million tonnes by the end of 12th Five year Plan (2016-17) and in the range of 200-210 million tonnes in 2021-22. Annual average increase in the production of milk over the last 10 years has been around 3.5 million tonnes per annum whereas there is a need to reach an average of 6 million tonnes per year over the next 12 years to meet the ever increasing demand. Dairying has become an important secondary source of income for millions of rural families and has assumed a very important role in providing employment and income generating opportunities. Milk production and marketing system in India is unique. Most of the milk is produced by small, marginal farmers and landless labourers. About 7 crore rural households are engaged in milk production, the majority being small and marginal farmers and landless. About 1.45 crore farmers have been brought under the ambit of 1.45 lakh village level dairy corporative societies. As dairy cooperatives ensure inclusiveness for small holders, especially women, it is desirable that they retain the present 50% share of the marketable surplus handled by the organised sector. National Dairy Plan-I The Government has launched an ambitious programme for increasing the productivity of milch animals and thereby increasing the availability of milk in the country. The National Dairy Plan is a Central Sector Scheme. The outlay of the first phase of the project, for 2012-17,

is estimated to be about Rs 2,242 crore. Out of total project outlay, Rs. 1584 crore will come from International Development Agency (IDA) as credit, Rs. 176 crore as Central Government’s share, Rs. 282 crore as share of implementing agencies and Rs. 200 crore from NDDB and its subsidiaries for providing technical and implementation support to the project. Rs. 715 crore of the National Dairy Plan funds will be spent on breed improvement and Rs. 425 crore

Objectives This scheme is aimed at meeting the projected demand of 150 million tonne in next five years by productivity enhancement, strengthening and expanding village level infrastructure for milk procurement and provide producers with greater access to markets. The objective of the NDP is to help increase productivity of milch animals and thereby milk production to meet the rapidly growing

credit from IDA which along with share of Government will flow from the Department of Animal Husbandry, Dairying and Fisheries to NDDB and in turn to eligible EIAs. EIAs comprise State Government, State Livestock Boards, State Cooperative Dairy Federations, District Cooperative Milk Producers Unions, subsidiaries of statutory bodies, ICAR institutes, and veterinary/dairy institutes and universities and any other entity decided by the National Steering Committee to be set up under the National Dairy Plan. The EIAs will be eligible for funding under various

components based on eligibility criteria which will comprise geographical, technical, and financial and governance parameters. Pattern of funding under the scheme will be 100% grant-in-aid for nutrition and breeding activities. Focus States The NDP-I is to be implemented in States where the respective Governments commit to undertake the necessary regulatory, policy support to prepare an environment for successful implementation of the scheme. The focus of the scheme will be on the areas with higher potential in 14 major milk producing states, namely Andhra Pradesh, Bihar, Gujarat, Haryana, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Odisha, Punjab, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal. These states contribute to 90% of milk production in the country. However, in terms of benefits the coverage of the scheme will be countrywide. Strengthening Village-Based Milk Procurement Systems Village-based procurement system will be expanded by strengthening existing co-operatives and facilitating the setting up of producer companies or newgeneration co-operatives. About 13 lakh milk producers in 23,800 additional villages are expected to be covered. Alongside, capacity building, training and education programmes will get due prominence to promote technologies and improved practices at the village level. Benefits In terms of overall benefits, the NDP will put in place a scientific and systematic process which is expected to take the country on the path to improving the breed of milk producing animals in a consistent and continuous manner. It will make prudent use of country’s resources, lead to reduction in methane emissions, improve the quality of milk being marketed, help strengthen regulatory and policy measures to provide an enabling environment for future growth of dairy sector and contribute to improving the livelihoods of small milk producers who form the backbone of India’s milk production system.

Re-Structured Accelerated Power and Reforms Programme T

he power sector has long been seen as an integral part of country’s economic growth and a major component of sustainable development. The effect of sectoral reforms enabling provision of power to all, and at prices that make economic sense can be a significant determinant of human development. One of the major concerns of the power sector is the reduction of losses in the distribution. It was felt that for improvement in the power sector, it was necessary to reform the distribution link in the whole chain of the sector, which was mainly responsible to bring the revenue into the sector. The various issues involved in the management of distribution losses can be classified under the categories of governance, commercial and technical issues. For effective control of AT&C losses, the States and state power utilities are required to initiate action on all the three fronts simultaneously. Accelerated Power Development Programme To bring about improvement in the distribution sector ‘Accelerated Power Development Programme (APDP)’ was introduced in 2000-01. The primary aim of the scheme was reduction in aggregate technical and commercial (AT&C) losses through strengthening and renovation of the ailing sub-transmission and distribution network. The scheme was renamed as the ‘Accelerated Power Development Reform Programme (APDRP)’ in 2003 to usher reforms in the sector. An incentive scheme for cash loss reduction and reform conditions were introduced for becoming eligible under the scheme. The focus was to look at the distribution sector in a holistic manner and then improve performance in all segments. The main objectives of the APDRP were improving financial viability of the State Electricity Boards, reduction of AT&C losses, improving customer

satisfaction, increasing reliability of power supply, improving quality of supply, adopting systems approach with MIS, and bringing transparency through computerization. 571 projects worth Rs. 14,583.07 crore were taken up by the State Power Utilities under APDRP. The Government also provided assistance of Rs 7,777.19 crore to the states for completing the above projects. Ten states (Andhra Pradesh, Gujarat, Haryana, Kerala, Madhya Pradesh, Maharashtra, Punjab, Rajasthan, West Bengal and Tripura) showed reduction of cash loss amounting to Rs. 5809.89 crore.

The implementation of the APDRP combined with the other initiatives of the States showed the improvement in AT&C loss at National level which reduced from 38.86% in 2001-02 to 29.24% during 2007-08. AT&C Losses have been reported below 20 percent in 215 APDRP towns in the country of which 163 towns have brought AT&C losses below 15 percent. Feeder metering improved from 81% during ‘00-01 to 98%. The primary difference between the two schemes was that now the disbursement of Central Government funds to the states was

linked to the demonstration of reduction in losses meaning that the funding was basically linked to outcomes. Projects under the scheme will be taken up in two parts. Part-A is the projects for establishment of baseline data and IT applications for energy accounting / auditing & IT based consumer service centers and Part-B is regular distribution strengthening projects. For Part A, the Centre is doing complete hand-holding of the State utilities, giving them a list of IT consultants and even the agencies that can do the execution. The IT enablement of a SEB will be entirely funded by the Central government. 1344 projects at the cost of Rs 4859.61 crore have been approved for twenty two states (Andhra Pradesh, Assam, Bihar, Chhattisgarh, Goa, Gujarat, Haryana, Himachal Pradesh, J&K, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Punjab, Rajasthan, Sikkim, Tamil Nadu, Tripura, Uttrakhand, Uttar Pradesh and West Bengal) under PartA of the scheme. Under Part-B of the RAPDRP, funds are available for system upgradation also. The extent of grants under Part-B would depend upon the extent of reduction of losses, which will be verified by an independent agency. The successful IT enablement of a state power utility will make it an integral part of the energy audit and accounting systems. This will enable utilities to clearly account for all energy flows, enabling them to learn where losses are taking place. Also, it will help in quantifying the type of losses that are taking place. Currently, it has become a practice to put losses due to theft or otherwise into the un-metered segment, which is almost like a residual account and for which nobody is accountable. With information technology, every feeder and every transformer can be metered, enabling one to compile exact figures for every unit transmitted and distributed through a particular point.
