PDP’s complaint against NC workers in Wachi CJM Shopian cancels bail of 4 including a PSO Srinagar, July 22 : The Chief Judicial Magistrate (CJM) Shopian has cancelled the bail applications of the four accused including one Personal Security Officer (PSO) of National Conference leader and MLC Showkat Ganai booked in an alleged assault case registered by a PDP worker in Wachi-Shopian. All the four have been sent to judicial lockup, sources told KNS. Fukki recovered in Kulgam Srinagar, July 22 : Kulgam police recovered six bags of Fukki from a car at Qazigund. Today people of Qazigund area noticed a Alto car roaming suspiciously at Nus Badragund. The locals of the area informed police station Qazigund. A police party reached the spot and seized the Alto car bearings chasis no. 438410. The inmates of the car had by the time managed to give a slip to the people and the police. On the search of the car, six bags of Fukki weighing 59 kgs were recovered. Srinagar, July 22: Four yatris were killed and two other injured Tuesday morning, when a gas cylinder exploded in a free kitchen (langar) at baltal camp in central Kashmir’s Ganderbal district. A police official told GNS that a community kitchen at Baltal caught massive fire due to gas explosion resulting into on the spot death of four workers and seriously wounded two others. The kitchen belonging to Shiv Shakti Seva Dal of Punjab and the workers were preparing breakfast for Amarnath pilgrims when the kitchen, located in a tin shed, caught fire, he said. Meanwhile, fire tenders rushed to the area and doused the flames, however, the community kitchen gutted completely in the fire incident. A police spokesman in a statement issued to GNS said that when the breakfast was being cooked, there was leakage of an LPG pipe which resulted in gas cylinder burst. Due to this, fire broke out in the Shiv Shakti Bhandara at Dhomail. Two brothers spent 8 years in jail for none of their fault Palhalan, July 22,: The two brothers of North Kashmir’s Palhalan area of Pattan town who were implicated by Special cell of Delhi Police (SCDP) in a false case in 2006 are back to home after spending more than 8 precious years of their lives in different jails of India for the fault of their none. “I was a class 12th student then studying at Jamiat-ul-Fallah at Azamgarh. Delhi police spoiled my career and made my life miserable,” Samiullah told CNS soon after his release from the prison. Ali Muhammad Shiekh and his younger brother Samiullah residents of Tantray Mohalla Palhalan were arrested from Delhi in 2007 while they were on their way to Gujarat. Every winter Ali would go to Gujarat for work. That year his

younger brother, Samiullah, who had recently appeared in 12th boards, accompanied him. “We were arrested from the railway station soon after we disembarked from the train; Delhi police special cell later showed it in the media that they recovered one kg RDX from us,” says Samiullah who was handed over by Pattan police to family on Monday night after serving 8 years of imprisonment. 29 serving life imprisonment Srinagar, July 22: More than 400 people from Jammu and Kashmir implicated in anti-national cases are languishing in different jails of India. Twenty-nine Kashmiri youth are serving life imprisonment and most of them are spending their days and nights in Tihar Jail. “It is not only youth from Kashmir but from different parts of Jammu province who have been implicated in false cases and are shut in narrow and black cells. In Varanasi jail alone, there are 15 youth all from Rajouri who are languishing there from past many years,” says Supreme Court lawyer Professor Bhim Singh. He told CNS that Jammu and Kashmir youth have been put in Varanasi, Ahmedabad, Naini, Mumbai, Madhya Pradesh, Rajhstan, Vadodara, Banglore, Jaipur and other places. “I had filed a petition in Supreme Court seeking the status and details about the actual number of people belonging to Jammu and Kashmir who

have been languishing in different jails of India. I have not received any official answer yet but being in touch with some of the detainees, I can tell you with authority that there are more than 275 state youth who are locked up in Indian jails,” he said adding that most of the Kashmiri people detained for allegedly involving in anti-India activities have been lodged either in Tihar, Mumbai or Naine Jails. “There are 25 Kashmir youth lodged in Mumbai jail, 15 youth from Rajouri are in Naine, 12 more Kashmiri’s are in Ahmedabad and so on,” Singh told CNS. From past one month different separatist organizations hit to the streets demanding either immediate release or shifting of these inmates from outside states to Srinagar Central Jail. Death toll crosses 600, no sign of ceasefire in offing

Gaza, July 22: Israeli air strikes on Tuesday killed seven people in the Hamas-ruled Gaza Strip, raising the Palestinian toll to 583 in the 15-day conflict that has also left 27 Israeli soldiers dead, even as international efforts to forge a ceasefire continues in Qatar and Egypt. At least five persons were killed and 70 others injured in the latest Israeli strike on a hospital in Gaza, Palestinian health ministry sources said, adding that several doctors were also wounded in the attack. A strike on Deir el-Balah in central Gaza today killed five family members, four of them women. One person in nearby Nusseirat and one in Khan Yunis died in the Israeli attacks. Israel Defence Forces (IDF) said it had targeted

a cache of anti-tank missiles in the hospital's "immediate vicinity". Over 30 members of two Palestinian families also died in Israeli strikes overnight, Gazan health officials said. The IDF announced that nine soldiers were killed yesterday, raising the number of Israeli military fatalities since the operation commenced to 27. One of the IDF soldiers has been classified as "missing" in Gaza, the army confirmed. The IDF Spokesman's Office said three soldiers have been seriously wounded, eight moderately wounded and 19 were lightly wounded during the past 24 hours. He further said at that time that it would be “incorrect” to say that the decision related to the upcoming Assembly polls was taken by Congress. Congress had held a meeting last month to deliberate on the strategy for the upcoming polls and to decide whether party will contest Assembly polls alone last month. Army in an encounter killed his brother, who was a top Hizbul Mujahideen militant, in 1992. In 2008, during the Amarnath land row, Sheikh’s brother, Mohammad Ashraf died in a road accident when he was on way to Srinagar to attend the Eidgah ‘chalo’ march called by pro-freedom groups. Two years later on July 31, 2010, Sheikh’s 12-year-old nephew Adil Ramzan was shot dead by CRPF men while undergoing treatment at the sub-district hospital, Pattan, hours after being hit by a bullet during a pro-freedom demonstration. “I couldn’t sleep for several nights in the jail when I heard Adil was martyred. I had fed him in my lap. I can’t believe he is no more,” he added. The Shiekh family however is jubilant to see their main two members back in home after 8 years of sufferings. “My eyes can’t believe both my sons are in front of me in my own house,” their mother Ayesha Banoo said. When we cross long distance to meet him, the Jail authorities provide us only 15 minutes and every time we return with gloomy faces,” he said. The brother of Muhammad Hussain Fazli a resident of Soura Srinagar told CNS that there are some youth who doesn’t figure anywhere and nobody knows about them. “Some caged people are so unfortunate that nobody comes to know about them,” he said. Senior separatist leader Javid Ahmed Mir says that there is no denying in this fact that the cases of some of the caged people do not get highlighted the way they should. “There are people locked up in detention centres about whom people know nothing. Ghulam Qadir Bhat, 60, hailing from Dooru, Islamabad was sentenced to life imprisonment by a Court on the charges of hatching a conspiracy to eliminate high profile personalities. Her daughter Mubeena is fighting a lonely battle for the past nine years to get her father released from Tihar Jail. Muslim Khawteen Markaz Chairperson, Zamrooda Habib told CNS that at least 50 to 60 Kashmiri people are languishing in different jails of India. “Engineer Farooq, Mirza Nisar and Abdul Gani Goni are languishing in Jaipur Jail and similarly others have been lodged in Tihar, Banglore, Rajsthan and Gujrat jails,” she said and demanded that State Government must take steps to ensure their safety and bring them back to Central Jail Srinagar. Death civilians including women and children, have been killed since Israel launched its Operation Protective Edge on July 8, according to Gaza's health ministry. Some 3,640 were wounded. UN agencies working in Gaza said that more than 100,000 Gazans have now been displaced and have sought shelter in UNRWA facilities where providing basic necessities "is an impossible challenge". "Civilian casualties are a tragic inevitability of (Hamas') brutal and systematic exploitation of homes, hospitals and mosques in Gaza," the IDF said in a statement. It said that approximately 131 rockets and mortars were fired at Israel on Monday, of which at least 108 hit Israel and 17 were intercepted. No casualties were reported from these attacks. Meanwhile, some Arab TV stations Monday night quoted unnamed Palestinian sources as saying that a humanitarian ceasefire may be announced in Cairo. The sources claimed that Hamas leader Khaled Mashaal was expected to arrive in Cairo for the announcement.

The KNS correspondent said that in his complaint Azad has said that he was beaten to pulp by the four accused while he was on his party duty at Chitragam-Zainpora Wachi in Shopian district. After being booked the four accused had applied for bail which was granted by judicial magistrate Shopian upto August 4. According to the KNS correspondent, as the police presented charge sheet against the four accused before the Chief Judicial Magistrate (CJM) Shopian, the court cancelled their interim bail observing that the charges under which the accused have been booked are heinous in nature. Ukraine, July 22: Rebels controlling the crash site of Malaysian flight MH17 on Tuesday handed over the plane's black boxes, and declared a localised truce to allow international experts full access to the forensic minefield in east Ukraine. Dutch investigators leading a probe into the disaster were preparing to take charge of the bodies of 280 victims set to arrive by train in the government-controlled city of Kharkiv. The remains are to be taken to the Netherlands which had 193 citizens on board when the flight went down on Thursday, a disaster that has taken Ukraine's bloody threemonth conflict to the doorstep of countries as far away as Malaysia and Australia. Pro-Russian separatists - who stand accused of downing the aircraft, possibly with a missile supplied by Moscow - conceded to a furious international clamour for the bodies and black boxes to be released to investigators. The rebel concessions came as European foreign ministers were to meet in Brussels to weigh possible new sanctions against Russia for its perceived support of the insurgency rocking ex-Soviet Ukraine. Both black boxes, which record cockpit activity and flight data, were handed to Malaysian officials by the prime minister of the self-proclaimed Donetsk People's Republic, Alexander Borodai, in front of scores of journalists. Srinagar, July 22, CNS: Special Mobile Magistrate Kashmir came across a shocking revelation on Tuesday when it got to know that a Safari luxury car associated with State Technical Education Ministry has been plying across the Srinagar city with a flashing red beacon on top of it. Sub-Inspector of police sustained multiple injuries after thrashed allegedly by an army team at Baltal area in central Kashmir’s Ganderbal district Monday evening. A police official told GNS Tuesday that ASI Nazir Ahmad Wani (belt no. 102 Gbl), a resident of Baramulla, intercepted private car of army captain and a few of his associates at the drop gate of Baltal base camp on Monday afternoon. The ASI asked the captain, who was in civvies, to show permission to take the vehicle ahead. The police didn't allow the army officer to take the vehicle towards the base camp. Late evening, the officer came along with his soldiers and thrashed ASI allegedly. He was immediately shifted to nearby medical unit where doctors operated upon him (under medical ticket registration no. Mrd 882). The doctors at Baltal shifted the injured officer to SKIMS Soura for specialized treatment, the official said. Meanwhile, Medical Superintendent Farooq Jan told GNS that a

patient named Nazir Ahmad Wani was received by the hospital on Monday evening. “He has multiple injuries in right arm and lower back. However, he is stable,” Jan said. Talking to GNS, the injured ASI said that he was beaten by army because he asked the captain to show the documents of the car which his driver was taking to the base camp. “The army captain was very angry because we had stopped his vehicle earlier in the day. We followed the orders of the government. However, it didn’t go well with army,” Wani said. Following the incident, the senior police, CRPF, army and district administration officers rushed to the Baltal and chaired a meeting, police sources told GNS. The officers who attend the meeting include IGP Kashmir, Abdul Ganir Mir, IG CRPF, 3-Sector Army Commander, DC Ganderbal and SP Ganderbal. Even though the meeting is learnt to have advocated filing the FIR against the army captain, the same was not filed when last reports came in. Army’s Srinagar based senior defence official in a statement issued

Enhancing Milk Production Through National Dairy Plan

airy sector in India has acquired substantial growth momentum from 9th Plan onwards, producing 121.8 million tonne milk. Per capita availability of milk reached 269 grams per day. This has not only placed the country on top of milk producing countries in the world, but also demonstrated sustained growth in the availability of milk and milk products for the burgeoning population. Demand for milk is increasing rapidly in the country. This is primarily due to increasing population and growing incomes accruing from the multitude of central schemes launched for livelihood and employment generation. If we go by the emerging trend, the demand for milk is likely to be about 155 million tonnes by the end of 12th Five year Plan (2016-17) and in the range of 200-210 million tonnes in 2021-22. Annual average increase in the production of milk over the last 10 years has been around 3.5 million tonnes per annum whereas there is a need to reach an average of 6 million tonnes per year over the next 12 years to meet the ever increasing demand. Dairying has become an important secondary source of income for millions of rural families and has assumed a very important role in providing employment and income generating opportunities. Milk production and marketing system in India is unique. Most of the milk is produced by small, marginal farmers and landless labourers. About 7 crore rural households are engaged in milk production, the majority being small and marginal farmers and landless. About 1.45 crore farmers have been brought under the ambit of 1.45 lakh village level dairy corporative societies. As dairy cooperatives ensure inclusiveness for small holders, especially women, it is desirable that they retain the present 50% share of the marketable surplus handled by the organised sector. National Dairy Plan-I The Government has launched an ambitious programme for increasing the productivity of milch animals and thereby increasing the availability of milk in the country. The National Dairy Plan is a Central Sector Scheme. The outlay of the first phase of the project, for 2012-17,

is estimated to be about Rs 2,242 crore. Out of total project outlay, Rs. 1584 crore will come from International Development Agency (IDA) as credit, Rs. 176 crore as Central Government’s share, Rs. 282 crore as share of implementing agencies and Rs. 200 crore from NDDB and its subsidiaries for providing technical and implementation support to the project. Rs. 715 crore of the National Dairy Plan funds will be spent on breed improvement and Rs. 425 crore

on animal nutrition. Rs. 488 crore will go for strengthening of village based milk procurement system and Rs. 132 crore for project management and learning. Objectives This scheme is aimed at meeting the projected demand of 150 million tonne in next five years by productivity enhancement, strengthening and expanding village level infrastructure for milk procurement and provide producers with greater access to markets. The objective of the NDP is to help increase productivity of milch animals and thereby milk production to meet the rapidly growing

credit from IDA which along with share of Government will flow from the Department of Animal Husbandry, Dairying and Fisheries to NDDB and in turn to eligible EIAs. EIAs comprise State Government, State Livestock Boards, State Cooperative Dairy Federations, District Cooperative Milk Producers Unions, subsidiaries of statutory bodies, ICAR institutes, and veterinary/dairy institutes and universities and any other entity decided by the National Steering Committee to be set up under the National Dairy Plan. The EIAs will be eligible for funding under various

components based on eligibility criteria which will comprise geographical, technical, and financial and governance parameters. Pattern of funding under the scheme will be 100% grant-in-aid for nutrition and breeding activities. Focus States The NDP-I is to be implemented in States where the respective Governments commit to undertake the necessary regulatory, policy support to prepare an environment for successful implementation of the scheme. The focus of the scheme will be on the areas with higher potential in 14 major milk producing states, namely Andhra Pradesh, Bihar, Gujarat, Haryana, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Odisha, Punjab, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal. These states contribute to 90% of milk production in the country. However, in terms of benefits the coverage of the scheme will be countrywide. Strengthening Village-Based Milk Procurement Systems Village-based procurement system will be expanded by strengthening existing co-operatives and facilitating the setting up of producer companies or newgeneration co-operatives. About 13 lakh milk producers in 23,800 additional villages are expected to be covered. Alongside, capacity building, training and education programmes will get due prominence to promote technologies and improved practices at the village level. Benefits In terms of overall benefits, the NDP will put in place a scientific and systematic process which is expected to take the country on the path to improving the breed of milk producing animals in a consistent and continuous manner. It will make prudent use of country’s resources, lead to reduction in methane emissions, improve the quality of milk being marketed, help strengthen regulatory and policy measures to provide an enabling environment for future growth of dairy sector and contribute to improving the livelihoods of small milk producers who form the backbone of India’s milk production system.

Re-Structured Accelerated Power and Reforms Programme T

he power sector has long been seen as an integral part of country’s economic growth and a major component of sustainable development. The effect of sectoral reforms enabling provision of power to all, and at prices that make economic sense can be a significant determinant of human development. One of the major concerns of the power sector is the reduction of losses in the distribution. It was felt that for improvement in the power sector, it was necessary to reform the distribution link in the whole chain of the sector, which was mainly responsible to bring the revenue into the sector. The various issues involved in the management of distribution losses can be classified under the categories of governance, commercial and technical issues. For effective control of AT&C losses, the States and state power utilities are required to initiate action on all the three fronts simultaneously. Accelerated Power Dev. Programme To bring about improvement in the distribution sector ‘Accelerated Power Development Programme (APDP)’ was introduced in 2000-01. The primary aim of the scheme was reduction in aggregate technical and commercial (AT&C) losses through strengthening and renovation of the ailing sub-transmission and distribution network. The scheme was renamed as the ‘Accelerated Power Development Reform Programme (APDRP)’ in 2003 to usher reforms in the sector. An incentive scheme for cash loss reduction and reform conditions were introduced for becoming eligible under the scheme. The focus was to look at the distribution sector in a holistic manner and then improve performance in all segments. The main objectives of the APDRP were improving financial viability of the State Electricity Boards, reduction of AT&C losses, improving customer satisfaction, increasing reliability of power

supply, improving quality of supply, adopting systems approach with MIS, and bringing transparency through computerization. 571 projects worth Rs. 14,583.07 crore were taken up by the State Power Utilities under APDRP. The Government also provided assistance of Rs 7,777.19 crore to the states for completing the above projects. Ten states (Andhra Pradesh, Gujarat, Haryana, Kerala, Madhya Pradesh, Maharashtra, Punjab, Rajasthan, West Bengal and Tripura) showed reduction of cash loss amounting to Rs. 5809.89 crore. Rs. 2904.95 crore was released to these

The implementation of the APDRP combined with the other initiatives of the States showed the improvement in AT&C loss at National level which reduced from 38.86% in 2001-02 to 29.24% during 2007-08. AT&C Losses have been reported below 20 percent in 215 APDRP towns in the country of which 163 towns have brought AT&C losses below 15 percent. Feeder metering improved from 81% during ‘00-01 to 98%. Consumer metering improved from 78% during ‘00-01 to 88%. 15 States have unbundled and corporatised. 25 States constituted SERCs and 23 SERCs issued

Development Reform Programme (RAPDRP)’ on 31.07.2008 with the focus on actual, demonstrable performance in terms of loss reduction. Establishment of reliable and automated systems for sustained collection of accurate base line data, and the adoption of Information Technology in the areas of energy accounting have been made necessary preconditions before sanctioning any projects for strengthening & up-gradation of subtransmission and distribution networks in urban areas. The primary difference between the two schemes was that now the disbursement of Central Government funds to the states was linked to the demonstration

of reduction in losses meaning that the funding was basically linked to outcomes. Projects under the scheme will be taken up in two parts. Part-A is the projects for establishment of baseline data and IT applications for energy accounting / auditing & IT based consumer service centers and Part-B is regular distribution strengthening projects. For Part A, the Centre is doing complete hand-holding of the State utilities, giving them a list of IT consultants and even the agencies that can do the execution. The IT enablement of a SEB will be entirely funded by the Central government. 1344 projects at the cost of Rs 4859.61 crore have been approved for twenty two states (Andhra Pradesh, Assam, Bihar, Chhattisgarh, Himachal Pradesh, J&K, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Punjab, Rajasthan, Sikkim, Tamil Nadu, Tripura, Uttrakhand, Uttar Pradesh and West Bengal) under Part-A of the scheme. Under Part-B of the R-APDRP, funds are available for system up-gradation also. The extent of grants under Part-B would depend upon the extent of reduction of losses, which will be verified by an independent agency. The successful IT enablement of a state power utility will make it an integral part of the energy audit and accounting systems. This will enable utilities to clearly account for all energy flows, enabling them to learn where losses are taking place. Also, it will help in quantifying the type of losses that are taking place. Currently, it has become a practice to put losses due to theft or otherwise into the un-metered segment, which is almost like a residual account and for which nobody is accountable. With information technology, every feeder and every transformer can be metered, enabling one to compile exact figures for every unit transmitted and distributed through a particular point.
