No change in India's policy on Palestine: Govt New Delhi, July 21: Asserting that India's policy on Palestine issue remains unchanged, government on Monday refused to take sides over the Gaza conflict as it said Israel and Palestine should have peace talks and forestalled a resolution in Rajya Sabha which was demanded by the opposition. External Affairs Minister Sushma Swaraj said the House should not be divided but send out a joint message that wherever there is violence, it is condemnable and both Israel and Palestine should accept Egypt's offer of peace talks. Rajendra resumes office Srinagar, July 31 : After being unwell for some time, Director General of Police (DGP) K Rajendra Kumar on Monday resumed his duties at police headquarters here. Sources told KNS, that the DGP remained in his officer for over three hours during which he went through many official works. On July 8 evening, he was admitted to SKIMS Soura after he complained about severe abdominal pain. Suffering from Pancreatitis he was admitted in the Intensive Care Unit of the hospital where senior doctors attended him. Though his condition was stable but he remained hospitalized for few days till he got well. No transport after Dusk in Srinagar city Authorities play foul

Srinagar, July 21 : The public transporters are giving tough time to the summer capital commuters during the ongoing month of Ramadan with the vehicles going off the roads before the dusk. Buses and Tata Sumos are seen plying nowhere in the city during the peak hours in the evening with the people expressing anger against the official inaction. Commuters told KNS that at the time of Iftaar, there are absolutely no transport services available for the people in Srinagar with the roads wearing the deserted look immediately after the sunset. “We leave office at 7 in the evening but what we daily find on roads is indeed perturbing. no public transport available and the absence of the same is causing many hardships to the people in general,” said Sameer Khurshid, who works as executive in an insurance firm. People stated further that Srinagar has become the lawless land with no rules that could guide the transport services. “There could be no greater inconvenience being caused to us than the one when you are at the middle of the road, striving to reach home and you find no vehicle all around. Police pitched battles with the forces and also tried to set ablaze the residential house of the local police personnel. Later, more than 10 persons were injured during the clashes that were later shifted to the nearby hospital for treatment. Traffic on the highway that connects Kulgam with the summer capital remained suspended. Meanwhile, a police spokesman stated that the situation in South Kashmir’s Kulgam area overall remained peaceful except some minor clashes reported at some places. According to the KNS correspondent, shops and other business establishments were closed with the transport mainly off the roads. Government offices in the area also witnessed thin attendance with the people at large in this South Kashmir region preferred to stay indoors. A class 9th student Suhail Ahmad Lone was shot at and killed on July 19 after forces opened fire at him. Reports informed that anti-Israel protests in the area were going on during which Suhail shot in the chest and succumbed at District Hospital in Anantnag. On Sunday, a youth was critically injured as he was hit by a tear-gas shell in his head. The youth was identified as Adil Muzzaffar. She said while the debate had been listed in the House on 16th July, India had already given its reaction on the matter a day earlier in the joint statement of BRICS attended by Prime Minister Narendra Modi in Brazilian city of Fortaleza. Noting that relations with Israel had improved over the last few years while India maintained strong support to the Palestine cause, the External Affairs Minister said "There is no change in this policy in Narendra Modi's government nor during Atal Bihari Vajpayee's time. NDA was for 5 years while Congress for 10 years. Even the coalition governments followed the same policy." Taking the attack to the Congress camp, Swaraj said India had established diplomatic relations with Israel in 1992 during the P V Narasimha Rao government. While deftly opposing any resolution as demanded by the opposition, she said "You are asking for a resolution. But does the rule under which the discussion is taking place provide for any resolution? It does not provide for any resolution, motion or voting." To justify her contention, she cited a ruling by Chairman Hamid Ansari. Kurien also went by her contention. "So what should be done? There should be one joint message that wherever there is violence, it should be condemned. We should tell both the nations -- Israel and Palestine -- to accept Egypt's offer of talks. The same message should go from this House, the government and the entire nation," the Minister said. Taking on CPI-M's Sitaram Yechury for demanding suspension of arms purchase from Israel, the External Affairs Minister questioned why his party, which was supporting the UPA-1, had not made such a demand in 2008 when 1400 Palestinians were killed in a similar scale of violence. "Two such similar incidents of violence had taken place in 2008 and 2012. You had supported the government from outside but you never asked them to stop the purchase of arms. ...Why did you change your stand with the change in the government?" she said. On this, Yechury said "We had given this suggestion, but it was not accepted. At least you accept it." While narrating the sequence of events concerning the Gaza violence, Swaraj said peace would have been restored by now had Hamas accepted the ceasefire proposal of Egypt. An effort to form a unity government by Palestine also failed as Israel refused to recognise a government supported by Hamas even though from outside, leading to breakdown of the peace talks, she added. Subsequently, three Israeli youths were kidnapped and killed, she said, adding while Israel is blaming Hamas for it, the latter has denied this. Israel-Palestine dispute has remained an unresolved issue for long and several countries had over the years tried to bring peace in this region starting with the Oslo agreement in 1993, the Minister said. Swaraj said a ceasefire proposal brokered by Egypt following escalation of violence was rejected by Hamas though Israel had accepted it. "The ceasefire proposal is still alive ...if the military wing of Hamas would have agreed to this easefire, then peace would have prevailed by now," she said. Responding to Congress leader Ananda Sharma's insistence that the PM is obliged to make a statement, Swaraj questioned that how many times Manmohan Singh had made a statement during BRICS summits. "Not a single time a statement has come from (previous) PM during the BRICS summit," she said. Swaraj said India gives USD 20 million as budgetary support to Palestine. This includes USD 1 million to United Nations Review for Works to support the Palestine refugees. Rejecting the Opposition's allegations that the Modi government was lukewarm on Gaza because it involved Muslims, Swaraj said "We do not discriminate on the basis of religion". To support her statement, she said the government had early this month rescued 40 Indians, who had already completed their prison term in Saudi Arabia, and all of them were Muslims.

In another incident, Imtiyaz Ahmad Gunjal son of Ghulam Mohammad Gunjal resident of Nagranar, Handwara got drowned while bathing in an artificial dam Sarband in the jurisdiction of Police Station Handwara, the official said. “The body was fished out from the Sarband with the help of Police and locals. The body was handed over his next of kins for last rites”. Meanwhile, Mustafa Lone son of Abdul Majeed Lone resident of Shahpora, Churwan Gurez slipped and got drowned in river Kishen Ganga, in the jurisdiction of Police Station Gurez. Parimpora around 10:30 AM when the passenger cab—Travera (JK 01P-1464) was on its way from Sopore town in north Kashmir to Srinagar, ferrying at least nine passengers. According to eyewitnesses, the cab was moving on its side and the army pick-up vehicle was coming from the opposite direction. Station House Officer, Parimpora Police Station, Muhammad Ayoub Rather had said that one person died on the spot while others later succumbed to their injuries. The deceased were identified as Muhammad Rafiq Antoo of Dugliteng Baramulla; Nazir Ahmad Mir of Mamkak Sopore; Peerzada Muhammad Syed of Sopore; Muhammad Ramzan Mir of Sopore; Ghulam Nabi Dar of Krankshivan Sopore; Ghulam Hassan Bhat of Dangerpora, Baramulla and Zareefa wife of Ashiq Hussain of Dever, Pattan. An official at the SKIMS hospital Bemina confirmed that the lady, Zareefa of DeverPattan, was eight months pregnant. “Before she could be operated upon, she succumbed,” the official said. “The two injured persons Ashiq Hussain Malik of Dever, Pattan and Sheikh Zahid of Sopore have been hospitalized for specialized treatment,” the police spokesman said. The accident had evoked condemnation and massive protests with scores of people rushing to the site to evacuate the injured. As the news of death of four persons in the accident, reached their home town Sopore, people took to streets and raised slogans against the army. The World Health Orgnization (WHO) has projected that world-wide, there are around 600 million persons aged 60 years and over; this total will double by 2025 and will reach virtually two billion by 2050 - the vast majority of them in the developing world. According to the Population Division, Department of Economic and Social Affairs, United Nations Secretariat, the current demographic revolution is predicted to continue well into the coming centuries. Its major features are: one out of every ten persons is now 60 years or above; by 2050, one out of five will be 60 years or older; and by 2150, one out of three persons will be 60 years or older. Similarly, the older population itself is ageing. The oldest old (80 years or older) is the fastest growing segment of the older population. They currently make up 13 percent of the 60+ age group and will grow to 20 percent by 2050. The number of centenarians (aged 100 years or older) is projected to increase 14-fold from approximately 265,000 in 2005 to 3.7 million by 2050. This kind of demographic situation calls for fresh thinking at policy level to enable the societies to equip themselves for this changing scenario where not only taking care of senior citizens will be important but in addition emphasis should be on devising the ways in which the potential of senior citizens will be fully utilized. Perhaps the time has come when it has become utmost necessary to change our mindset about the older persons and also change our notions about their perceived ‘limitations’. The societies must learn to take advantage of the experience and dormant abilities of older persons and also make necessary infrastructural and other changes required to meet this new challenge. As the ‘Policy Considerations’ segment of the UN document ‘Implications of An Ageing Society’ notes, “Recognition of the uniqueness that unfolds throughout

one’s life is core to igniting society’s embrace of the contributions of its older citizens. The package of knowledge, wisdom and experience that so often comes with age is part of an inner awareness that cannot be traded, sold or stolen. It should, however, be activated, amplified and utilized in all the crossroads, fields and storefronts of society, and in the windows of our creative imaginations.” Population of Senior Citizens in India The elderly population of our country is steadily on the rise and is projected to grow at a faster pace than the population in general. The population of senior citizens is projected to rise to nearly 12 crore by 2016, 14 crore by 2021 and over 17 crore by 2026. As per 2001 Census, total population of Senior Citizens (60+)
