Edit Page Frequent road accidents—a matter of grave concern Frequent road accidents are claiming hundreds of precious lives every year in our state, but even all this is happening, the state machinery is perhaps insensitive to these matters and does not awaken to take some concrete steps to avoid such fatalities. The Srinagar- Jammu National Highway, Batote- Doda-Kishtwar, Jammu- Rajouri and other roads have become man-eater as every alternate day news of accidents pour in. Except tall claims, condolences and announcement of ex-gratia relief, the state govt. does not take stringent steps to minimize the occurrence of frequent accidents.

Aries

March 21-April 19

Don’t discount your ability to be extremely resourceful if you need to be, Aries. If you don’t have everything you need or all of the required information, take time to think. Who can you ask? What places can you access? Who might know where you can find what you need? Rather than panic because the pieces aren’t all there, instead make a list of contacts and go for it. Trust in yourself.

Taurus April 20-May 20

Try not to let today’s blues get you down, Taurus. While it’s true that some days can seem to drag on, the busier you are the faster time will pass. Get down to finishing any work still before you and then make plans for tonight. If there’s a light at the end of the tunnel, not only will things seem to speed up but you’ll feel better knowing it’s coming.

Gemini May 21-June 21

Dare to be different, Gemini. It can be so easy to fall into a drill. Sleeping at the same time, eating at the same time, wearing the same style, and going about work the same way day after day. Before you know it, you feel like you’re in a rut. The only way to get away from this is to make a decision to break free by doing something unique. Try a new haircut. Wear colors that are unusual for you. If the need is there, consider a new career. Pursue expansion.

Cancer June 22-July 22

If your lifestyle is considerably different than that of others, resist feeling self-conscience about it today, Cancer. Try to remember that you chose the life you have for specific reasons. Even if you’ve come to a point where you’re considering a change, there’s no need to feel badly, ashamed, or embarrassed about where you are now. Everyone has to make his or her own way. If this conforms to the norm, that’s fine. If it doesn’t, that’s fine, too.

Leo

July 23-August 22 An enhanced feeling of determination could motivate you today, Leo. Finish the things that aren’t complete and make some plans for this evening. Don’t hesitate to take on something that feels complicated or big. Chances are you’ll be able to handle most anything and it will feel great when it’s finished. Enjoy your day by making the most of opportunity.

Virgo

August 23-September 22

Feeling the effects of today’s energies, Virgo? Take heart if this is the case, because the end of the tunnel isn’t as far away as it seems. Do your best to take things one step at a time and see about making some plans for a little fun this evening. Get together with friends or take in a movie. Help yourself feel better by staying busy and focused and follow up with some recreation. Before you know it, the aspect will pass and you’ll be back to normal.

Libra

September 23-October 23 Consider making some plans for a vacation or short getaway, Libra. Looking forward to something fun can make even the toughest of days far easier to handle. You’ll be amazed how much you can manage when there’s an end in plain sight. Your entire attitude can lighten. So take the bull by the horns and create an incentive for yourself. Do something special to reward the hard work you do day after day.

Scorpio

Don’t judge someone if he or she has a different lifestyle than what you consider to be OK, Scorpio. You probably lean toward the traditional, yet not everyone feels this way about relationships, working, or lifestyle. While it may seem impossible to understand and even frighten you, try not to be too harsh on those you deem odd. You’d be better off using that energy to keep your own life on track.

Friends seeking advice or a shoulder to cry on could be plentiful today, Sagittarius. You’re one of best people to give them the support and care they need. Getting through today shouldn’t pose too big a problem for you, Capricorn. You may feel a huge second wind that can give you the drive and determination to see your chores and projects through. Share your optimism with everyone you can today. If you see someone hurt or angry.

Healthy Mother and Healthy Child Ensuring zero Expense Deliveries through JSSK

A

unique initiative of the Ministry of Health and Family Welfare, the Janani Shishu Suraksha Karyakram (JSSK), launched on June 1, 2011, has placed for the first time utmost emphasis on “ENTITLEMENTS”. The idea is to eliminate out-of-pocket expenses for both pregnant women and sick neonates. The initiative entitles all pregnant women delivering in public health institutions to absolutely free and No-Expense delivery, including caesarean operation. All expenses related to delivery in a public institution are borne entirely by the government and no user charges are levied. A pregnant woman is entitled to free transport from home to the government health facility, between facilities, in case she is referred on account of complications, and also drop-back home after 48 hours of delivery. WHY JSSK? Various complications during pregnancy like haemorrhage, infection, high blood pressure, unsafe deliveries and so on may result in maternal and infant mortality. While India has made considerable progress in reduction of Maternal Mortality Ratio (MMR) and Infant Mortality Rate (IMR), but the pace at which these health indicators are declining needs acceleration. The number of institutional deliveries has increased significantly, after the launch of Janani Suraksha Yojna (JSY) in the year 2005 but many of those who opted for institutional deliveries were not willing to stay for 48 hrs, hampering the provision of essential services both to the mother and neonate. The first 48 hours after delivery are critical as some complications might develop during this period. The Widening Concept of Literacy in India

S

ix decades back a resurgent India embarked on a programme of national development with great enthusiasm. Realizing that literacy is a powerful tool of development and a lever of change to achieve social progress the government resolved to make India fully literate within a decade when it became a republic nation in 1950.It made a promise to its citizens by a declaration under article 45 of the constitution that The State shall endeavour to provide over a period of ten years of the commencement of the constitution free and compulsory education for all children until they complete the age of fourteen years. Since then determined efforts are being made towards the achievement of the Directive Principle - new schools were opened and a massive enrolment programme was undertaken to bring children to school. Literacy at this time meant the same as the first internationally agreed upon definition given by the UNE SCO Recommendation of 1958. It observed that “a literate person is one who can, with understanding, both read and write a short simple statement on his or her every day life’. This definition also includes arithmetic skills(numeracy). Hence for all practical purposes education for most meant attaining the three R’s-reading, writing and arithmetic-skills. Education till 1976 had been essentially the responsibility of the States. This meant the availability of facilities and resources for education was dependent not on the commitment of the nation as a whole but upon the vicissitudes of the resources allotted by States for education. Though the States showed all round increment in enrolment, they presented a scenario that had wide disparities among the sexes, sections and states. The performance across different levels of education in the various States and Union Territories was also not uniform. What was more worrying was that growth rate in elementary education after an initial spurt, started a tendency to taper off. The drop out rate in schools became high and the drop outs lapsed into illiteracy adding to the mass of illiterates in the country. While this was the state of affairs within the organized school system those who had entered the work force particularly in the productive age group 15-35 had no chance of becoming literate as there was
