Prime minister inaugurates 347 ceasefire two power projects in ladakh violations in Accuses Pakistan of waging proxy war against india three years

Leh, August 12: Narendra Modi accused Pakistan of waging a proxy war in Kashmir on Tuesday saying it has lost the strength to fight a conventional war. The Prime Minister during his visit to Leh said the Indian armed forces were suffering more casualties from terrorism than from war. Noting that this is a global problem, the Prime Minister said all humanitarian forces of the world should unite to fight it. “India is committed to strengthening and uniting these humanitarian forces,” he said. “The neighbouring country has lost the strength to fight a conventional war, but continues to engage in the proxy war of terrorism,” he said while addressing troops of Army and the Indian Air Force on his maiden trip to Leh and Ladakh. Modi said India was committed to strong armed forces, well-equipped with modern arms and technology. The jawans should be assured that the entire country supports them, he stressed. Citing the Kargil infiltration, about which the first information was given by a shepherd named Tashi Namgyal, he said the country’s armed forces deployed in border areas are well-connected with the people who live there. Mr. Modi interacted with the troops and wrote in the visitor’s book that peace and security are a pre—requisite for development. The Prime Minister said soldiers remain undeterred inspite of the many negatives and struggles that their families face in day-to-day life and this energy and sense of duty inspires him and, therefore, he keeps visiting jawans on the border to seek inspiration. Mr. Modi promised the troops that a National War

Cancellation of NC-Congress coordination meet

There is lack of coordination within NC: Soz

Possibly there could be some differences between NC-Congress: Sagar Srinagar, Aug 12: The State Congress chief Saif-ud-Din Soz Tuesday accused National Conference of having lack of coordination within the party as it didn’t attend the meeting of NC-Congress Coordination Committee meeting on Sunday. However, the ruling National Conference while commenting over Soz’s remarks stated that it had already informed the State Congress chief that the meeting stands cancelled. Soz while talking to KNS accused NC of suffering from ‘lack of coordination’ within due to which it didn’t participate in the NC-Congress Coalition Coordination Committee for which Soz said he came from Jammu to chair the same. “It is unfortunate that NC didn’t attend

the meeting. We wanted to raise the issues of people so that their woes could end at an earliest but the backtracking of NC was unfortunate. In actual it is the lack of coordination within the national conference due to which the meet had to be cancelled.” Meanwhile, when contacted NC general secretary and cabinet minister Ali Mohammad Sagar remained tightlipped over the possible reasons behind the cancellation of the ‘vital’, meeting. However, Sagar remarked that Soz was already informed that the meeting has been postponed. “We had informed him (Soz) that the meeting has been postponed. Srinagar, August 12: With no break-through yet in the investigations that were launched by police and education department in the mysterious fire that erupted in the cabin desk of the Directorate of School Education Srinagar, it has been revealed by sources that there is a nexus between some officials of the Directorate office and private schools which is behind the incident. Reliable sources Thursday, last week, had said at around 6 am, a fire erupted in the private section. “The fire erupted from a table where important record of Kashmir private schools including inspection report got gutted,” they said. They told GNS that this nexus is behind the mysterious fire. Though, Director Education Tariq Ali Mir claimed all the record has been saved but reliable sources in his office deny Director’s claim. “The mafia which is working for

the private schools is behind the incident because they want to shield the illegal works of these schools. Basically, the Vigilance department is probing the matter related to private schools and these files were a proof against them. And, that is why they have been gutted,” the sources said. The reliable sources in the department also blamed education officials of cover-up. “The press release which was issued by the department termed the incident as ‘minor fire’. It is because they don’t want police to get deep into the probe. They want to give out a notion that it was a minor accidental fire and want to cripple the investigations,” they said. ‘ Sources also questioned the probe launched by department and said so far an employee who stays overnight in the Directorate Office has not been questioned or suspended. Govt.... that were not being conducted in any serious manner. The Indian army was not cooperating with the investigations under the pretext of the revision petition filed by them. But, despite the dismissal of the revision petition on 8 August 2014, there is still no headway in the investigations. Further, it was submitted that the Government could not limit the amount of compensation [Rs. 2 lacs as suggested by the Government] or the number of persons who would be benefited by it. The Supreme Court of India has ordered compensation as high as Rs. 10 lacs in other cases, and in the instant case, the number of victims of rape as confirmed by the investigations and the SHRC were much higher than 23. In addition to carrying out no meaningful investigations, the Government continues its attempts to protect the perpetrators – the Indian army – including by seeking to limit the compensation through the most perverse and legally untenable ways. On the next date, 8 September 2014, the survivors will make further submissions on the responsibility of Government of Jammu and Kashmir and the Union of India – both in terms of investigation and compensation. Sonia attacks Modi govt over spurt in communal violence, BJP dismisses allegations

The BJP government on Tuesday dismissed Congress president Sonia Gandhi’s attack on it over the “rise” in communal riots since it assumed power, saying it was not necessary to comment on her “off the cuff” remarks after Prime Minister Narendra Modi has already made his stand clear. US biggest arms supplier to India in last three years: Arun Jaitley

In the last three years, the US has taken over Russia as the largest supplier of weapon systems to India, Lok Sabha was informed on Tuesday. Answering a written query in the Lower House, defence minister Arun Jaitley said in the last three years, India spent Rs. 83,458 crore for procuring equipment from foreign vendors which included Rs. 32,615 crore worth of supplies from the US whereas Russia exported hardware worth Rs. 25,363.96 crore in this period. In the last three years, India has bought several equipment from the US including the C130J Super Hercules aircraft, Harpoon anti-submarine missiles and the C-17 Heavylift transport aircraft. Russia has traditionally been the largest supplier of weapons to India and the armed forces still have almost 70% of their vintage equipment from that country.France, which has been bagging a number of deals from India for submarines and fighter aircraft, has emerged as the third-largest supplier by selling equipment worth Rs. 12,046 crore, Jaitley said. Israel is at the fourth position with sales of Rs. 3,389 crore while other sources account for Rs. 10,043 crore worth of sales.Meanwhile, answering another query, Jaitley said the government was working out the details and conditions of the FDI policy to raise FDI cap from 26% to 49%.

is in a hurry to divide people. The Congress will not allow dilution of secular and pluralistic tradition of the country,” she said.According to news reports, there have been more than 600 communal flare-ups of varying degrees in Uttar Pradesh since May 16 — the day the general election results were announced. Most of them happened in the 12 bypoll areas of the state. Starting from Muzaffarnagar in 2013, several UP districts have been scarred by riots, the latest being Meerut. The district has been on the boil for the last few days after news of an alleged forced conversion and rape of a 20-yearold woman in a religious institution spread. Congress vice-president Rahul Gandhi in an uncharacteristically aggressive mood in Parliament had attacked the NDA on its reluctance to debate the issue in Lok Sabha. Parliamentary affairs minister M Venkaiah Naidu had last week denied that there was

Finance minister Arun Jaitley listed out the purpose behind bringing the bill on judicial reforms and said it should not be construed as a “government versus judiciary” or “Parliament versus judiciary”. “It is broadly aimed at bringing transparency in appointment of judges and their transfers,” he told the MPs.

Fodder scam case: CBI court rejects Lalu Prasad’s petition challenging trial

misappropriation of funds from Chaibasa treasury. Lalu’s counsel Prabhat Kumar had pleaded that there is no provision for double sentence in the same case or case with similar charges and accusations. “The court has rejected the petition. I do not know the exact grounds on which the petition was rejected because I have not received the copy of the verdict yet,” Prabhat Kumar told TOI. Kumar said he would move the high court. “We will definitely move to high

court,” he said. “In a similar case (RC20A/96) my client (Lalu Prasad) has already been convicted. Even similar evidences were produced during the hearing of the case. The law says that no one can be tried and convicted for the same offence twice,” said Kumar. Lalu Prasad had demanded quashing of a similar case RC64A/96 on the same grounds which was rejected by the CBI special court in July (2014). Lalu Prasad and 45 others were convicted by a special CBI court in Ranchi in September 2013 in a fodder scam case (RC 20 A/96) in which he was accused of fraudulently withdrawing crores of rupees from Chaibasa treasury in Jharkhand. The court had sentenced him to jail for five years following which the RJD chief was disqualified from Lok Sabha and also barred from contesting elections.

Bangalore teacher abused at least 7 girls for 45 days BANGALORE: Protests against sexual crimes, guidelines from police to ensure safety of children and other stringent measures seemed to have failed to stop sexual predators on the prowl in schools. While the city was out on streets expressing outrage over the alleged rape of a six-year-old girl in a school in east Bangalore, on another end of the city, young girls like her were being sexually abused by their teacher. A 64-year-old part-time teacher allegedly abused at least seven girls of classes III and IV in a private school on Kanakapura Road for more than 45 days. Chandramouli, a retired postman who showed interest in teaching and joined a school run by his friend, was arrested on August 5 after parents of an eight-year-old girl student filed a complaint against him. As the news broke, the school was closed temporarily. On Monday, when the school reopened, scores of girls refused to return to classes afraid of him. Meanwhile, parents of three other girls lodged a complaint with Talghattapura police. The principal, Lakshmikanth,

was arrested for failing to report the case. But he was released on bail. Some parents and guardians besieged the school and demanded Transfer Certificates of their wards. Members of the Stree Jagriti Samathi, an NGO, accompanied a delegation of parents to principal S Lakshmikantha. “All was well till this new male teacher joined. I don’t have the courage to send my granddaughter to this school anymore. We want TC from here and admission in other school. The principal of this school has to facilitate that,” said Muniyamma who approached the school seeking TC of her granddaughter. “We are ready to pay more and send our kids to any other school nearby,” said Varalakshmi who went to several schools seeking admission for her granddaughter. Following pressure from parents, the principal spoke to a school in nearby Gubbalala and got seats for three girl students. “All was well till this new male teacher joined. I don’t have the courage to send my granddaughter to this school anymore. We want TC

20 Indian soldiers missing from border areas: RTI NEW DELHI: Twenty Indian soldiers posted in border areas of the country, most of them in J&K, have gone missing from 1996 to 2010, according to an RTI reply. Havaldar Bhupendra Bahadur Thapa, Netra Bahadur Thapa, Naik Hark Bahadur Rana and Lance Naik Raju Gurang of Gorkha Rifles went missing from Krishna Ghati of Poonch district in J&K on August 12, 1996, the reply stated. Bhupendra, Netra and Hark were residents of Nepal, while Raju hailed from Dehradun. Similarly, Captain Avinash Kumar Sharma of 11 Engineer Regiment went missing from the Akhnoor sector of J&K on August 16, 1996, it said. Captain Sanjiv Bhattacharjee and Lance Naik

any religious tension in the country and accused the Opposition of creating unnecessary hurdles in the House. Naidu was responding to the opposition’s demand for a parliamentary debate on the rising number of communal clashes in the country. She also took a dig at Modi government’s continued silence on mounting civilian deaths and atrocities in Gaza. “We have seen how they were resisting even a discussion in Parliament. But in Rajya Sabha we managed to do it,” she said adding the ruling party has overlooked the age-old ties with the suffering people of Palestine. Modi had in his speech at the BJP’s national Council meet on August 9 blamed “votebank politics” of Congress and ruling Samajawadi Party in UP for riots in the state.“BJP never accepts such incidents (of violence). Peace, unity, harmony and brotherhood are the prerequisites of progress and there will be no compromise on this.

Ram Bahadur Thapa of Gorkha Rifles disappeared from the Rann of Kutch in Gujarat on April 27, 1997, the ministry said. GNR Virendra Singh of 286 Medium Regiment went missing from

the Kaksar Sector of J&K on October 17, 1998. Gopal Das of 8 J&K Light Infantry went missing from Poonch Sector of J&K on August 20, 2000. Lance Naik Jose James of 5131

“The girls are psychologically scarred and require counseling. But the school has hardly thought about it. Most parents are from the labour class and cannot afford to send their children to schools that demand huge fees,” said Geeta Menon, director, Stree Jagriti Samithi. When contacted, block education officer (south-1) K Prakash said he was not aware that the school had reopened. “When we visited the school after the incident, it was closed. I will visit the school and report it to the government. It is left to the government to cancel its licence,” he told TOI.

Court to pronounce quantum of sentence on Aug 14 A Delhi court on Tuesday fixed August 14 for pronouncing the quantum of sentence against Sher Singh Rana for the murder of bandit-turned-politician Phoolan Devi in New Delhi in 2001 with the prosecution seeking death penalty for him. Additional Sessions Judge Bharat Parashar reserved the judgement after hearing the arguments on quantum of sentence during which the prosecution contended that Rana had committed Phoolan’s murder in a pre-planned and meticulous manner. The prosecution said that Rana should be given death penalty for the heinous crime as a person like him is a threat to the society. “It is an offence of murder which was committed in a pre-planned manner and was meticulously executed by him (Rana). Keeping in view the impact on the society...I request the court to award death penalty,” the prosecution said. The counsel appearing for Rana, however, opposed the contentions of the prosecution saying that the police has miserably failed to prove the motive behind the murder. Countering the claims of the police regarding Rana’s criminal antecedents, the defence counsel said that he has been acquitted in other cases and even the eyewitnesses in the case have been disbelieved by this court.“More than one person was involved in this case but the court has acquitted them,” he said.

HOROSCOPE Aries

March 21-April 19

Don’t discount your ability to be extremely resourceful if you need to be, Aries. If you don’t have everything you need or all of the required information, take time to think. Who can you ask? What places can you access? Who might know where you can find what you need? Rather than panic because the pieces aren’t all there, instead make a list of contacts and go for it. Trust in yourself.

Taurus April 20-May 20

Try not to let today’s blues get you down, Taurus. While it’s true that some days can seem to drag on, the busier you are the faster time will pass. Get down to finishing any work still before you and then make plans for tonight. If there’s a light at the end of the tunnel, not only will things seem to speed up but you’ll feel better knowing it’s coming.

Gemini May 21-June 21

Dare to be different, Gemini. It can be so easy to fall into a drill. Sleeping at the same time, eating at the same time, wearing the same style, and going about work the same way day after day. Before you know it, you feel like you’re in a rut. The only way to get away from this is to make a decision to break free by doing something unique. Try a new haircut. Wear colors that are unusual for you. If the need is there, consider a new career. Pursue expansion.

Cancer June 22-July 22

If your lifestyle is considerably different than that of others, resist feeling self-conscience about it today, Cancer. Try to remember that you chose the life you have for specific reasons. Even if you’ve come to a point where you’re considering a change, there’s no need to feel badly, ashamed, or embarrassed about where you are now. Everyone has to make his or her own way. If this conforms to the norm, that’s fine. If it doesn’t, that’s fine, too.

Leo

July 23-August 22 An enhanced feeling of determination could motivate you today, Leo. Finish the things that aren’t complete and make some plans for this evening. Don’t hesitate to take on something that feels complicated or big. Chances are you’ll be able to handle most anything and it will feel great when it’s finished. Enjoy your day by making the most of opportunity.

Virgo

August 23-September 22

Feeling the effects of today’s energies, Virgo? Take heart if this is the case, because the end of the tunnel isn’t as far away as it seems. Do your best to take things one step at a time and see about making some plans for a little fun this evening. Get together with friends or take in a movie. Help yourself feel better by staying busy and focused and follow up with some recreation. Before you know it, the aspect will pass and you’ll be back to normal.

Libra

September 23-October 23 Consider making some plans for a vacation or short getaway, Libra. Looking forward to something fun can make even the toughest of days far easier to handle. You’ll be amazed how much you can manage when there’s an end in plain sight. Your entire attitude can lighten. So take the bull by the horns and create an incentive for yourself. Do something special to reward the hard work you do day after day.

Scorpio

October 24-November 21 Don’t judge someone if he or she has a different lifestyle than what you consider to be OK, Scorpio. You probably lean toward the traditional, yet not everyone feels this way about relationships, working, or lifestyle. While it may seem impossible to understand and even frighten you, try not to be too harsh on those you deem odd. You’d be better off using that energy to keep your own life on track.

Sagittarius November 22-December 21

Friends seeking advice or a shoulder to cry on could be plentiful today, Sagittarius. You’re one of best people to give them the support and care they need. Just be sure that you don’t give so much to others that you don’t have anything left for yourself. True friendship is about sharing and the exchange of problems and help. Running yourself down will leave you in a place where you aren’t going to be much help to anyone.

Capricorn December 22-January 19

Getting through today shouldn’t pose too big a problem for you, Capricorn. You may feel a huge second wind that can give you the drive and determination to see your chores and projects through. Make some plans for this evening, such as getting together with friends or taking in an event that really intrigues you. Until then, go about your tasks bit by bit. You’ll get things finished before you know it.

Aquarius January 20-February 18

Working within boundaries and restrictions could really get to you today, Aquarius. Yours is an independent spirit and your best achievements are often born of doing things your own way. Yet like it or not, we all have to follow guidelines and rules. Do your best to follow suit and finish what needs to be done. Afterward, you may find more freedom to act independently without consequences. Exercise patience and diligence as needed today.

Pisces

February 19-March 20 Chances are that you’ll feel upbeat and positive today, Pisces. Consider sharing this energy with those around you who are feeling less than content. Your attitude can have a profound effect on friends, partners, spouses, and children. Even neighbors and extended family can pick up on your spirit without you even realizing it. Share your optimism with everyone you can today. If you see someone hurt or angry.

Evolution of Electoral System of India

A

fter India attained Independence in August 1947, there was a need to hold General Elections to elect a truly representative Government on the basis of universal adult suffrage. Article 324, which provides for the setting up of Election Commission as an independent constitutional authority, was therefore brought into force from November 26th, 1949, whereas, most of the other provisions were made effective from January 26th, 1950 (when the Constitution of India became effective). Election Commission was formally constituted on January 25th, 1950, a day before India became as Sovereign Democratic Republic. The First Chief Election Commissioner, Shri Sukumar Sen, was appointed on March 21st, 1950. The Commission functioned as a single member body from 1950 to October 16th, 1989 but was converted into a three member body on October 16th, 1989 to January 1st, 1990. In the year 1990, January 1st, it was reverted to the system of single member body. However, since October 1st, 1993, the Commission is regularly functioning as a three member body. The Chief Election Commissioner and two Election Commissioners are given the same salary and allowances as of a Judge of the Supreme Court. All the three Commissioners have equal powers in decision making and in case of any difference of opinion on any issue, the decision is taken by the majority. The term of the office of CEC and ECs is six years or till the age of 65, whichever is earlier.

For the purpose of first General Elections to the Lok Sabha and Vidhan Sabhas, the first delimitation order was issued by President, in consultation with Election Commission and with the approval of Parliament on August 13th, 1951. To provide a legal framework for the conduct of elections, Parliament passed the first Act on May 12th, 1950 (Representation of the People Act, 1950) providing mainly for the preparation of electoral rolls and second Act on July 17th, 1951 (Representation of the People Act, 1951) laying down the procedure for the conduct of elections to both Houses of Parliament and Vidhan Sabhas for each State. Electoral Rolls for constituencies were published in all States by November 15th, 1951. The total number of voters (excluding J&K) was 17,32,13,635 as against the total population of India (excluding J&K), 35,66,91,760 according to 1951 census,. The first General Elections to the Lok Sabha and Vidhan Sabhas were held between October, 1951 and March, 1952. The first Lok Sabha consisting of 497 members was constituted on April 2nd, 1952. The first Rajya Sabha consisting of 216 members was constituted on April 3rd, 1952. After the constitution of the two Houses of Parliament and the State Legislative Assemblies, the first Presidential election was held in May, 1952 and the first duly elected President assumed the charge of office on May 13th, 1952. At the time of the first General Election in 1951-52, the Commission had recognized 14 political parties as multistate parties and 39 parties as the state par-

ties. Presently, there are seven recognized National Party and 40 State Party. For the first and second General Elections in 1951-52, and 1957, the Election Commission adopted the ‘Balloting System’ of voting. Under this system, every candidate was allotted a separate ballot box at each polling station in a screened compartment and the voter was required only to drop his ballot paper, the centrally pre-printed ballot papers into the ballot box of the candidate of his choice. From the 3rd General Elections in 1962 onwards, the Commission switched over to ‘marking system’ of voting. Under this system, a common ballot paper containing the names and election symbols of all contesting candidates is printed on which the voter has to put a mark with an arrow cross mark rubber stamp on or near the symbol of the candidate of his choice. All the marked ballot papers are put into a common ballot box. The Electronic Voting Machines (EVMs) were used for the first time in part of Parur Assembly Constituency in Kerala in 1982, on experimental basis. Later, the extensive use of EVMs started in 1998. The EVMs were used at all polling stations in the country in the 14th General Elections to the Lok Sabha in 2004 for the first time. Since then all elections to Lok Sabha and Legislative Assemblies have been held using EVMs. Since 1951-52, fifteen General Elections have been held to the Lok Sabha and 348 General Elections to the Vidhan Sabhas and the country is now fully geared for the 16th country wide general elections to Lok Sabha .
