Srinagar, 01 Aug 14. Taking the Army-Awaam relationship to yet another level, Chinar Corps has now taken upon itself to clear the Toshamaidan Field Firing Ranges, of any unexploded or other dangerous objects. Simultaneously, Medical and Veterinary Camps will be conducted for the people of the Area. Sports activities and tree plantation is also planned to be carried out in collaboration with the people and associated organisations. The initiative is being launched on 01 August and will continue till the entire area is cleared. Toshamaidan Ranges were being used by the Security Forces for field firing practices since 1964. The lease expired on 18 April 2014, resulting in discontinuation of the firing practices by all Security Forces, including Army, Air Force, BSF and CAPF. This area was also used extensively by militants infiltrating from South of Pir Panjal. It may be recalled that a militant was killed within the range area in 1997. No doctor at health centre Hakura Badasgam, run by para-medical staff Srinagar, Aug 1: Shockingly but reality, the fifty-bedded hospital at Hakura Badasgam, only nine kilo-metres away from Anantnag town, is without a doctor. The hospital has no physician, no surgeon, no gynaecologist and all the work of treatment is shouldered by a couple of para-medicos. Though the two cabinet ministers live in the vicinity but both of them had not done anything so far even after being approached by locals number of times. The director of health and chief medical officer have also been made aware about the situation but so far nothing has been done to post at least one or two doctors for this health centre. A local Mustafa Malik told Zabarwan Times that perhaps the govt. does not treat the people of this village as human-beings. They are mal- treated and discriminated. 4 infiltrators killed, operation on Srinagar, August 1: Two more militants have been killed Friday morning in an encounter at Keran sector of north Kashmir’s Kupwara district, taking death toll of militants to 4 since yesterday. 15 more Pak prisoners released New Delhi, August 1: Division Bench of the Supreme Court of India comprising Chief Justice R.M. Lodha, Justice Kurian Joseph and Justice Rohinton F. Nariman directed the Attorney-General, Mukul Rohtagi to seek instruction from the government for the creation of fast-track criminal courts to speed up the justice delivery system. Regretting the slow pace of trials, the bench said that it was high time that government should work out a policy on an urgent basis so that cases do not linger in courts for decades. Prof. Bhim Singh, Sr. Advocate appearing in-person argued that lengthy trials of the foreign prisoners, mostly Pakistani prisoners languishing in Indian jails for the past 10 to 15 years have negated the concept of Indian democracy and weakened the rule of law and the authority of Article 21 of the Indian Constitution. He said that some of the foreign prisoners have been facing trial for a decade or so and in some cases investigations are still going on according to the reply of the respective state governments, the Supreme Court expressed serious concern in the matter of trials. The Chief Justice Mr. R.M. Lodha said that the peace of criminal justice delivery system was not at all satisfactory and there is a need for expediting trials in the criminal courts for speedy justice. Militants decamp with service rifle of a policeman ‘Security beefed up in Srinagar city’ Srinagar, August 1: Militants on Thursday night barged inside the police post guarding the house of a judge and decamped with a service rifle of a guard here in Srinagar city. A police official told GNS that some unknown militants overpowered a security guard constable Mohammad Iqbal and snatched the AK-47 rifle along with 02 magazines and 60 rounds from his possession while he was performing duty near the residence of a district and sessions judge, Sujat Ali Khan at Qamarabad in Qamarwari area of city. “Khan who is presently posted as Sessions Judge in Shopian district was inside his home at the time of incident.”
"The incident occurred at around 2:00 am last night," the officer said, adding that the other security guards opened fire following the incident. However, the militants managed to flee from the spot, the officer said, adding that a case has been registered and further investigations taken up in this regard. Meanwhile, authorities on Friday beefed up the security across Srinagar city following yesterday’s militant attack near SMHS hospital that left a private security guard injured and the mid-night attack after militants decamped with a service rifle of a policeman guarding the house of session’s judge at Qamarwari. He disclosed their names as; Zisan Alam, Tagaji aka Manavar aka Tago Meghaval, Baber Naseem Wardak, Mohamad Shafaqat Shah aka Abu Mabir, Mohammad Sagheer, Atiqur Rahaman aka Monir Umar, Imran Ahmed, Muhammad. Arshad, Kafludeen, Mohammad Yousuf Khawaja, Muhammad Saleem Dilawar Sain aka Dilawar Hussain, Aftab, Muhammad Adnan Malik aka Abu Dakda, Syed Moinullah Shah. Prof. Bhim Singh also argued for the repatriation of one Abdul Sharief, Iranian national who completed his sentence in 1997 yet he is languishing in Amritsar jail, India. Prof. Bhim Singh said that the Govt. of India has failed to identify his nationality and take appropriate steps under the universal human rights in the Charter of the United Nations where India is also a signatory. Hirpora grave concern. The Mughal Road cuts through the Hirpora Wildlife Sanctuary and is believed to inhibit the movement of animals, especially the critically endangered Pir Panjal Markhor. The Sanctuary has also been disturbed due to deforestation, excessive livestock grazing and construction of permanent huts by the Gujjars, Bakerwals & local shepherds. Hirpora Wildlife Sanctuary is located in Shopian district of Kashmir, 70 kilometers south of Srinagar. It is spread over an area of 341 km and is is bounded to the north by Lake Gumsar, northeast by Hirpora village, east by Rupri, south by Saransar and to the west by the Pir Panjal pass. This particular wildlife sanctuary is abode to many species of animals including the Himalayan Brown bear, Himalayan Black bear, Musk Deer, Leopard, Tibetan wolf, Himalayan Palm Civet and around 50 individuals the critically endangered Pir Panjal Markhor. Besides, 130 species of birds including the Spotted Forktail, Western Tragopan, Rock Bunting, Rufous-breasted Accentor, Himalayan Woodpecker, Blue Rock Thrush, White-capped Redstart, Himalayan Griffon, Common Stonechat and Grey wagtail are found in the sanctuary. The concerned department has not made certain entry or exit points in the sanctuary by which the department could have kept the track of the number of vehicles coming in the wildlife habitat. This issue has facilitated poaching, which has become rampant, in the area posing a serious threat to a host of wildlife animals, and fascinating birds present in the area. Our team members spotted a large number of timber smugglers in the area, felling and looting the green gold, the area is rich in. The money minting by the NGO’s engaged by the department can be gauged from the fact that several NGO’s that were tasked with conducting research in the area, outsourced their researches to the number of ‘casual labourers’ who are less educated. Any loophole in their research can have serious ramifications on the remaining population of Markhor in the area. The huge money earmarked for the Markhor Recovery Program is also under cloud and enquiry should be initiated to ascertain the facts. We at Wildlife Conservation Fund (WCF) are deeply hurt and disappointed and are concerned about the present scenario of Wildlife Conservation and Management; we immediately demand a white paper on the mismanagement of Hirpora Wildlife Sanctuary and the funds utilized by the institutions for their research work. We have observed that the lack of commitment shown by the government is a matter of concern and all likeminded people must join hands together to counter the nefarious designs of the corrupt and unaccountable government system. We urge the Government to restore the Status of Hirpora Wildlife Sanctuary under the relevant provisions of Jammu & Kashmir Wildlife (Protection) Act of 1978 amended upto 2002 read with Hon’ble Supreme Court directions. Army is sensitising the locals residing around the field firing ranges not to venture into the area for safety reasons during the process of clearance and not to handle any suspicious material themselves.

ified for interview which was conducted from 23.06.2014 to 21.07.2014 at Srinagar. 01 candidate did not appear for the interview. The PSC has notified the list of 99 candidates on the basis of the merit for being called for Medical Examination. Ganderbal, August 1 : Alleged police inaction against an accused prompted protestors to block Srinagar-Leh highway near Preng Kangan in Central Kashmir’s Ganderbal district on Friday. The protestors were demanding immediate arrest of a person who according to them forced his wife to commit suicide. Rukhsana Banoo wife of Parvez Ahmed Tak resident of Baramdara Chattargul Kangan ended her life after consuming some poisonous substance a week ago. The relatives of the deceased while holding the husband of Rukhsana responsible for her death alleged that he used to frequently harass and beat his wife. The relative had registered a case
against Parvez Tak in police station Kangan. Eyewitnesses told CNS that scores of people soon after Friday prayers blocked Srinagar-Leh highway and disrupted the traffic for hours causing great convenience to the commuters. The protestors alleged that police have shown no interest in getting the accused arrest. It was only after the police officials informed the protestors that accused is already in the lock up, protestors dispersed peacefully. SDPO Kangan, Zulifqar Shaheen told CNS that police has already the accused and a case vide FIR number 65/2014 under section 309 of RPC has been registered against him. “Without knowing the reality, relatives staged protest as a result people faced lot of inconvenience,” he said. Police sources told CNS that after public outcry police Friday arrested Showkat Reshi son of Akbar Reshi resident of Nilla Palapora Pattan who with the help of his friend Bilal Reshi allegedly raped a girl of the same locality in an orchard. Police sources added that a girl (name withheld) was coaxed by and was taken to a nearby orchard where Showkat Reshi allegedly raped her. The girl after narrating the incident to her family, approached police station Pattan along with her father where police registered a formal FIR vide number 180/2014 under section 376,509,109 of RPC.
Sri Lanka Defence Ministry apologises to Modi, Jayalalithaa after row over article New Delhi: Facing immense outrage over an alleged derogatory article posted on Sri Lankan army's website, the island nation's Defence Ministry on Friday tendered unqualified apology to Indian Prime Minister Narendra Modi and Tamil Nadu Chief Minister J Jayalalithaa. A statement posted on the Lankan Defence Ministry website, said, "We extend an unqualified apology to the Hon Prime Minister of India and Hon Chief Minister of Tamil Nadu." It said the article titled 'How meaningful are Jayalalitha's love letters to Narendra Modi?' had been published without appropriate authorisation and it has been removed from the website. "The article which had been published without appropriate authorisation and not reflecting any official position of the Government of Sri Lanka or Ministry of Defence and Urban Development has since been removed," the statement added. The article had appeared on the Lankan Defence Ministry's website along with a graphical portrayal of Prime Minister Modi and Chief Minister Jayalalithaa. Earlier in the day, Jayalalithaa had urged PM Modi to seek unconditional apology from Lankan government over the derogatory article that criticised Tamil Nadu government for raising the issue of attacks on Indian fishermen.
Hours after the article was published, it created a furore in India, with BJP allies PMK and MDMK seeking severing of diplomatic relations with the island nation. The article evoked strong protests in Parliament with CPI condemning it and asking the Centre to seek an apology from Colombo. CPI National Secretary D Raja, who gave a notice of suspension of Question Hour in Rajya Sabha over the issue, said the article carrying "nasty comments" on Tamil Nadu Chief Minister J Jayalalithaa's letters to Prime Minister Narendra Modi on the fishermen issue, was later taken off the site following protests. "The Government of India should condemn it, register a strong protest with the Government of Sri Lanka and demand an apology from them,"
he said, adding that the issue "will not die" even though the article has been removed from the site. "How can they target an elected Chief Minister of a state who has been taking up the issue with our Union Government," Raja said. Attacking the Sri Lankan government, he said it does not have any respect for international opinion even after the UNHRC and other global fora have condemned attacks on Tamil people and Indian fishermen. "Sri Lanka does not want any credible probe into the war crimes and gross human rights violations which took place during the war on the Tamil people," the CPI leader said, adding that "such a government is now abusing an elected Chief Minister, which will not be tolerated".

orn in 1978- Apparel Export Promotion Council (AEPC) is a sponsored body under the Ministry of Textiles. AEPC is the official body of apparel exporters in India that provides invaluable assistance to Indian exporters as well as importers/international buyers who choose India as their preferred sourcing destination for garments. For Indian exporters, AEPC is quite literally a onestop shop for information; advise, technical guidance, workforce and market intelligence. Members have access to updated trade statistics, potential markets, info rmation on international fairs and assistance in participating at these fairs. It also plays a large role in identifying new markets and leading trade delegations to various countries. lectricity is one of the prime requirements for any country to develop. Without it, infrastructural bottlenecks accentuate, causing hurdles in growth across the board. Industries, Agriculture, services and in fact every walk of life need electricity to move forward. With this in view, India has been making all efforts to generate as much electricity as possible from different sources. These include Hydro, thermal, nuclear and even non conventional sources like solar and wind energy. The country is facing acute power shortage and its per capita consumption is one of the lowest. 75 % of the electricity is generated by burning coal and natural gas. If we continue to bank on our coal reserves so heavily these are estimated to last just for another 40 years. Besides, burning of coal raises environmental issues which should be avoided to the extent we can. Twin challenges of power and clean environment have to be met squarely. It is in this backdrop that the government of India has made energy generation through non-conventional sources one of its top priorities. Creation of a separate Ministry of new and renewable energy is a testimony to this effort. Because of these efforts generation from renewable sources of energy has trebled since 2005 from 5 to 15 GW. By 2022 it should reach 40 GW. According to an estimate, Potential of power generation through renewable sources of energy in the country is 150 GW. A lot more needs to be done therefore. As of now, electricity generation from renewable sources of energy is only 3.5%. It is likely to increase to 10% by 2022. Jawaharlal Nehru National Solar Mission, launched on the 11th January, 2010 by the Prime Minister Dr. Manmohan Singh is a major initiative in the field of giving a boost to utilisation of non-conventional sources of energy. The Mission has set the ambitious target of deploying 20,000 MW of grid connected solar power by 2022 . It is aimed at reducing the cost of solar power genera-
tion in the country through long term policy; large scale deployment goals; aggressive R&D; and domestic production of critical raw materials, components and products. The Mission will create an enabling policy framework to achieve this objective and make India a global leader in solar energy. The 11th Five Year Plan witnessed an impressive progress in research and development and deployment in renewable energy sector. Ministry of new and renewable energy has sponsored 169 R&D projects in the area of solar energy, bio-energy and hydrogen and fuel cells with a total outlay of about Rs.525 crore. Renewables contributed to nearly 14,660 MW power during the 11th Plan and they will become more important in future.
