A Day in the Country will be held Sunday, September 8th from 3:00 p.m. to 6:00 p.m. at River Garden Farms located at 41758 County Road 112 in Knights Landing.

President Martinez’s Message Emergency Wildfire Smoke Regs August will soon be here and with it the harvest season continues. Which is a good thing, but always full of unexpected issues that need to be taken care of.

This past month has been relatively slow in the office, allowing staff to work on plans for workshops and seminars for next year.

We recently made some changes in the office. Carly Sims is now working with Amy Merwin on Ag Education and will also focus on increasing membership and expanding our social media presence. She is excited to make this change and looking forward to this new job.

Elizabeth Carvalho has taken the position of Assistant to the Irrigated Lands Program Coordinator. She is already familiar with the program and will soon be helping with calls and anyone who stops by. She looks forward to working with you.

June 26th we participated in CFBF’s 100th Year Celebration at the State Capitol. Counties were given a booth to promote their organizations - we distributed 200 burlap bags (each painted by a Director at the June meeting) with information about Yolo County, including the 2017 Yolo County Crop Report and our monthly newsletter.

In the July issue of Comstock’s Magazine “30 Years of Comstock’s” included a special supplement in partnership with the City of Woodland. Farm Bureau was invited to include an article about our organization. Both the magazine and supplement are outstanding and I strongly suggest you read them. We have copies in our office if you want to stop by.

Signup is now opened for the Market Facilitation Program (MFP), a U.S. Department of Agriculture (USDA) program to assist farmers who continue to suffer from damages because of unjustified trade retaliation from foreign nations. Contact the Farm Service Agency office for more information.

Emergency Wildfire Smoke Regulation Adopted

On July 18, 2019, the Department of Industrial Relations’ (DIR) Occupational Safety and Standards Board adopted an emergency regulation to protect outdoor workers from wildfire smoke.

The regulation is expected to go into effect in early August, at the latest.

This regulation will be effective for one year and it applies to workplaces where the current Air Quality Index (AQI) for airborne particulate matter (PM) is 151 or higher, and where employers should reasonably anticipate that employees could be exposed to wildfire smoke. The following are the steps that employers must take to protect workers: Identify harmful PM from wildfire smoke before each shift and periodically thereafter by checking the AQI for PM 2.5 (the pollutant of concern). Reduce the exposure by relocating workers to an enclosed building with filtered air or move workers to another outdoor location where the AQI for PM 2.5 is less than 150. If you cannot move workers out of the area with the AQI reading in excess of 151, then you must provide: o Respirators, such at N95 masks, for voluntary use. o Training on the new regulation, the health effects of wildfire smoke, and the safe use and maintenance of respirators.

There are some exemptions to the rule: Those working in indoor workplaces and enclosed vehicles with filtered air Firefighters engaged in wildfire fighting activities Workers exposed to short term foul air – no more than 1 hour Once approved and published, the full text of the adopted emergency regulation, including all requirements, exemptions and exceptions, will appear in the new Title 8, Section 5141.1 of the California Code of Regulations.

CURRENT ISSUES City of Woodland New Flood Control Proposal The City of Woodland is planning a meeting to review possible options to their proposed plan.

City of Davis Mace Blvd between I-80 and El Macero - Reduced from 4 traffic lanes to 2 lanes Email from the City of Davis: The City is moving forward with plans to modify the concrete medians at the Mace/Cowell intersection to better accommodate vehicle turning movements. In order to allow for further future modifications, the contractor will also add temporary water filled barriers in place of raised curbs.

This will separate the traffic lanes from bike/pedestrian crossings. Residents will be notified when construction is ready to begin.

Pursuant to City Council direction, staff has been working with outside street design firms to design corridor modifications.

City staff will be presenting design concepts at a community meeting on July 10. Staff will then present the design options to the City Council for consideration and feedback. The design experts can then move forward with analyzing traffic counts and modeling actual traffic flows for a final design.

The City will continue to communicate progress and construction dates via email and social media. Industrial Hemp - Yolo County currently has a moratorium on planting hemp The County is considering only allowing permitted cannabis growers to grow hemp. We are watching this.

Yolo County Salmonid Project - Funded and Approved SACRAMENTO, Calif. – The Department of Water Resources (DWR) has secured final state and federal approval for a project that will expand a migration corridor for fish to the Yolo Bypass, the Sacramento Valley’s main floodplain. The project is part of the largest floodplain restoration action on the West Coast and demonstrates a commitment by DWR, the State Water Contractors, and the Bureau of Reclamation to protect native fish in California, while safeguarding agriculture.

The project aligns with Governor Gavin Newsom’s recent Executive Order calling for a Water Resilience Portfolio that creates a suite of actions to secure healthy waterways and ecological function through the 21st century. The project, formally entitled the Yolo Bypass Salmonid Habitat Restoration and Fish Passage Project, will enhance flood plain habitat for endangered species while protecting current agricultural and flood management uses of the bypass.

“This is the quintessential multi-benefit project,” said DWR Director Karla Nemeth. “It improves fish survival and habitat while preserving the Yolo Bypass as a vital hub for agriculture and flood protection. We look forward to working with the region’s landowners on this win-win project for people, farms, and fish.”

The approximately $190 million project will construct a two-way fish passage gateway at the head of the Fremont Weir, a 1.8-mile concrete wall that provides flood protection to Sacramento and surrounding communities. The 100-foot-wide gateway, or “big notch,” will open each winter, allowing juvenile salmon to move from the Sacramento River onto the floodplain and then back into the Sacramento River at Cache Slough. Providing fish access to the food-rich floodplain will expand survival rates for native fish on their migratory journey to the Pacific Ocean. The project will also allow adult salmon, steelhead, and sturgeon to more easily access the Sacramento River from the bypass.

“California’s threatened fish species are the result of a water and flood system built before people understood how rivers worked or how fish used them,” said Jacob Katz, Senior Scientist with California Trout. “This first-of-its-kind, multi-benefit project integrates a 21st century scientific understanding of fish and rivers into water management and allows baby fish onto floodplain wetlands to grow, and adults to re-enter the Sacramento River to spawn. It’s a win-win-win for fish, farms and flood control.”

This week, the project’s environmental impact report received final approval from state and federal permitting agencies, allowing the project to move forward with final design and permitting before construction begins in 2021. This project is funded by the Bureau of Reclamation and through State Water Project funds supplied by the State Water Contractors.

“We are very supportive of the efforts to increase fish access to floodplain habitat, a step towards meeting the state’s goals of protecting the natural environment while managing water supply,” said Jennifer Pierre, General Manager of the State Water Contractors. “Greater access should help salmon grow bigger and increase their survival as they travel through the Delta and into the ocean, hopefully translating to increased populations.”

The project meets requirements of the state and federal Endangered Species Act, including the National Marine Fisheries Service 2009 Biological Opinion on the Long-Term Operations of the Central Valley Project and the State Water Project. The project will be a critical component of obtaining the Incidental Take Permit of the California Fish and Game Code for the long-term operations of the State Water Project.

Issues Continued Central Valley Flood Protection Plan - Proposed Expansion of the Yolo Bypass The State of California is in the process of obtaining title of properties so the bypass can be expanded. Plans include moving the Bryte landfill, with a June 2020 construction start date. The plan includes taking topsoil to make the new levee, and then farming the area. We do not believe this will work. 40,000 acres are being taken out of production for habitat and construction. We supported a version of the plan that took much less land out of production. No update.

Delta Protection Plan Proposed Changes GOAL: Respond to proposed changes to the Delta Protection Land Use and Resource Management Plan Language in the current plan (last updated in 2010) was the result of many hours of hard work at the time and resulted in what we consider to be a good plan with a strong focus on protection of Delta agriculture and private property. We are also asking to meet with Supervisor Villegas. No update.

WASHINGTON, July 31, 2019 – Signup is now opened for the Market Facilitation Program (MFP), a U.S. Department of Agriculture (USDA) program to assist farmers who continue to suffer from damages because of unjustified trade retaliation from foreign nations. Through MFP, USDA will provide up to $14.5 billion in direct payments to impacted producers, part of a broader trade relief package announced in late July. The sign-up period runs through Dec. 6.

“Our team at USDA reflected on what worked well and gathered feedback on last year’s program to make this one even stronger and more effective for farmers. Our farmers work hard, are the most productive in the world, and we aim to match their enthusiasm and patriotism as we support them,” said Agriculture Secretary Sonny Perdue.

MFP payments will be made to producers of certain nonspecialty and specialty crops as well as dairy and hog producers.

Bicycle Events and Construction County Road 87 Closed for Construction - July 15 to August 2 (estimated)

In accordance with a mining permit for the continued use of their facility in Esparto, Granite Construction will be reconstructing a portion of County Road 87 starting on July 15. County Road 87, from County Road 19 to Granite Construction’s Capay Facility, located at 15560 County Road 87, will be closed due to construction starting on July 15 and until expected completion of the project on August 2.

Granite Construction has made plans for all residents within the road closure are to have access to their driveways at all times and will install detour signage to guide general traffic around the closure. The Esparto Convenience Center will not be open to the public during the road closure. Instructions and support for waste disposal at other facilities will be provided to local residents by Granite Construction.

Delays due to Guardrail Replacement in W. Sac Area Starting July 29 to October 16

Due to construction associated with the South River Road and Old River Road Guardrail Replacement Project, the following county roads (CR) will be open to traffic but will have lane closures from July 29 to October 16.

Travelers may experience delays up to 20 minutes in these locations:

• South River Road from CR 158 (Courtland Road) to Rose Road

• Old River Road from CR 128A to CR 119 Access to properties and businesses along the closed lane section of the road will be provided at all times. Lane closures are estimated to be less than a half-mile in length. This project will replace and upgrade approximately three miles of existing guardrail to current standards.

The 24th Annual Dunnigan Hills Cycling Event Saturday, August 10, 2019 8AM to Noon

This race is a 41-mile loop course .The proposed route is the same as it was in prior years. The race starts at Co Rd 6 and Co Rd 89 in Dunnigan, proceeding on Yolo County Roads: CR6, CR 86, CR 8, CR 85, CR 14, CR 90A, CR 19, CR 95, CR 17A CR 95A, CR 17, CR 99W, and returning to the finish on Co Rd 6 at the Tehama /Colusa Canal west of Dunnigan and CR 88.

Saturday, August 24, 2019 - Cruisin’ Into the Next Chapter 2019 Classic Car and Truck Show Portions of Sacramento St and 2nd St in Yolo are proposed to be closed from 7:30 AM to 4:00 PM, by the Yolo County Library & Friends of the Yolo Branch Library.

2019 Rotary Club of Sacramento Century Ride on Saturday, October 5, 2019.

A 100 mi, 100 km, or 37.5 mi bike ride that begins and ends at the State Capitol and will use a few Yolo County roads through the Delta and Clarksburg. Please see the attached sheets with highlighted portions of Yolo County roads to be used. The event organizer expects up to 900 participants, no road closures.

Oppose AB 1783, Rivas Support Our Local Businesses

I am one of your constituents and a member of the California Farm Bureau Federation Farm Team. I urge you to OPPOSE AB 1783 by Robert Rivas, D-Salinas.

We need your help!

I have long been an advocate for a streamlined farm worker housing solution – as a Yolo County Planning Commissioner and as a member and former President of Yolo County Farm Bureau. AB 1738 is the opposite of that. In fact it should be renamed the “Stick It to Farmers who are Sorry Enough to Provide Employee Housing in California act”.

I am tired of being cast because of my profession as a farmer, as an insensitive slave master by legislators who clearly have no idea of who I am or what I stand for as a businessman and human being, nor do they care.

S.H. Merwin and Sons has a long history of taking care of our employees - we respect them and treat them as family.

We also view our employees as vital, integral keys to our success and we make every effort possible to improve their lives such as including "real" affordable health insurance for not just our employees but their families as well. Our farm has housing which we have maintained at a high level for generations, which we provide to our employees as a benefit contingent on their employment with our company at no expense to them. We have maintained a HCD Permit to Operate a Labor Camp, which includes our single family houses and we have not just met, but consistently exceeded the requirements of that permitting process so that most of our employees are provided with safe and affordable single family housing that my family could live in.

Mark my words: AB 1783 as it is currently written will ABSOLUTELY remove all incentive for farmers like us to build or maintain new farm worker housing. Frankly, I am worried about the ramifications that it might place on existing privately owned farm worker housing such as ours. While AB 1783 offers to streamline the permitting process to build affordable farm employee housing, no private farmer or landowner in his right mind would ever consider doing so given the restrictions it places on operating such developments. It actually prohibits anyone with an agricultural interest from having anything to do with managing covered farm worker housing on their own property while requiring a 55 year commitment from them! It also prohibits state funds from being used to build H-2A housing which will further exacerbate farm employee housing shortages moving forward.

AB 1783 will only perpetuate the lack of housing for our farm employees and their families, forcing longer commutes in the search for affordability. If we're going to work to provide better housing for farm employees, we need you to genuinely work together with us on practical solutions now that can make a difference for all farm workers.

It is for these reasons that I strongly urge you to OPPOSE AB 1783 when it is considered.

May 7, 2019 Board of Directors Minutes President Joe Martinez called the meeting to order at 8:13 PM. It was held at the Farm Bureau Board Room, 69 West Kentucky Avenue, Woodland (immediately following the 2019 Art Contest Awards Program). Guests in attendance were Yolo County Supervisor Duane Chamberlain; Yolo County Agricultural Commissioner & Sealer of Weights & Measures John Young; CFBF Representative Gary Sack; CFBF Representative Mike Vereschagin and Advisory Member Dr. James Barrett; Amy Merwin, Elizabeth Carvalho; Merrie Tompkins; and Outstanding Student Donovan Hutchins with family member Rebecca Hutchins.

President’s Report President Martinez introduced Farm Bureau’s new Advisory Member Dr. James Barrett. Dr. Barrett will advise Directors about rural health issues.

Reports • John Young reported the Cal OES issued a letter that President Trump declared a major disaster declaration due to severe winter storms in February 13-15, 2019. As a result, growers can apply to the Farm Service Agency for emergency loans; UC Davis will conduct a survey of the cucumber green mottle mosaic virus found in weeds in several counties, including Yolo, which could affect how we ship seed.

• Mike Howard said there were no updates for Ag Education.

• Garrett Driver reported there is no update for Membership, but that as of March 2019 we are 200 members away from reaching out membership renewal goal. He urged board members to contact anyone they know who is listed on the Expired Member list.

President Martinez introduced Eric Willson as the Vice Chair for Yolo County Young Farmers & Ranchers, which makes him the YF&R Board member. After discussion it was duly moved, seconded and carried: RESOLVED: to elect Eric Willson as the YF&R Vice-Chair to be the YF&R Representative member of the Yolo County Farm Bureau Board of Directors.

Presentation President Martinez presented Donovan Hutchins with the Outstanding 4-H Member award for Clever Clovers 4-H. Draft Cannabis Letter and Draft Code Enforcement Letter Draft letters regarding issues about the incompatibility of growing cannabis next to conventional and organic fields and Code Enforcement regulations were reviewed. After discussion it was duly moved, seconded and carried: RESOLVED: Directors approved the two letters which will be mailed to Yolo County Board of Supervisors; Yolo County Planning Commissioners; Yolo County Ag Department and the Cannabis Committee; and to California Farm Bureau Federation.

2019 Charlie Rominger Scholarship President Martinez reported there were two outstanding applications received for the Charlie Rominger Scholarship. Executive Board members chose to award two scholarships this year; one to Valeria Acosta Arreola and the second to Kassidy Talbot.

Discussion: • City of Woodland Flood Control Plans - no update, but YCFB is watching the issue.

• City of Davis Mace Blvd. Construction - the new construction will be an issue for moving oversize farm equipment.

Reports Continued • Eric Willson reported after reviewing the scholarship applications three scholarships will be awarded this year; new officers were elected and they discussed increasing membership and ways to increase participation in community events. The YF&R Committee is now on Instagram.

• Mike Vereschagin reported CFBF will host their Centennial Celebration June 26th at the State Capitol and all county Farm Bureaus have been invited to have a booth highlighting their county’s growth over the past 100 years, including photos of old equipment.

June 11, 2019 Board of Directors Minutes President Joe Martinez called the meeting to order at 7:11 PM. It was held at the Farm Bureau Board Room, 69 West Kentucky Avenue, Woodland. Guests in attendance were Yolo County Supervisor Duane Chamberlain; Yolo County Agricultural Commissioner & Sealer of Weights & Measures John Young; and Advisory Member Dr. James Barrett; Amy Merwin and Merrie Tompkins. CFBF Representative Gary Sack and CFBF Representative Mike Vereschagin were excused.

Cannabis Growers in Santa Barbara Board members were reminded that any issues with cannabis grows need to be reported to the county. There was a discussion about the Right to Farm ordinance and cannabis being grandfathered in and the complications.

Adoption of Consent Agenda President Martinez presented to the Board the Consent Agenda.

It was duly moved, seconded and carried: RESOLVED: to approve the consent agenda of the June 11, 2019 Board of Directors meeting.

California Agricultural Mediation Program This is a new program that will work with growers. Mrs. Sagara will ask if this could be used for pump complaints.

Reports • John Young reported on the EPA Required Paraquat Certified Applicator Training. There was a question about rodent control and the use of poison in regards to agricultural use.

• Mike Howard reported that board members had the opportunity to review the candidates for Woodland Community College’s Presidency. He stated that it had been a year since the initial discussion of painting the flagpole and shared information about where to purchase flags.

• Garrett Driver reported that there were no updates from the membership committee, and encouraged board members to look over the list of expired members.

• Eric Willson reported that YF&R had attended Sacramento County YF&R’s meeting in May. The group met at Harlan’s for their June meeting and had 19 members in attendance. Their social media account is steadily growing and they are hoping to gain new members through it. The group was asked to share information about Yolo RCD’s Controlled Burn workshop. They are planning their summer luau, and are still looking for a location.

• Gary Sack provided a written report.

CFBF Centennial Year, at the State Capitol June 26th Board members were asked to help paint burlap bags to be handed out at the centennial celebration. Rice, nuts and some literature about the county is being collected to be passed out with the bags.

Update on Union Pacific – Road 32A crossing There will continue to be updates on the planning for 4-5 years.

Delta Commission staff proposed changes New staff has made changes to the plan. CFBF has written a letter; there is a document for counties to sign.

US EPA Accepting Public Comments on Glyphosate until July 5, 2019 There was a discussion of showing support by sending a letter.

Garrett Driver will put comments together for the Board to look over.

Update on City of Davis Mace Blvd. construction The City of Davis continues to work on making changes.

Discussion: • Diesel trucks need to be registered or owners will face higher fines and will not be able to renew their license. These trucks need to be enrolled in a low mileage program. If the reporting deadline is missed there are now more steps that need to be taken to complete the reporting.

• NCWA groundwater information – there will be meetings about expanding the bypass • There is a job fair coming up • Butte County Farm Bureau had their dinner • There was a question about Mrs. Sagara meeting with the Census people and what they were looking for.

Dear Ms. Pinero: Yolo County Farm Bureau is a non-governmental, non-profit, voluntary membership, advocacy group whose purpose is to protect and promote agricultural interests throughout Yolo County and to find solutions to the problems facing agricultural businesses and the rural community. Farm Bureau strives to protect and improve the ability farmers and ranchers engaged in production agriculture to provide a safe, reliable supply of food and fiber through responsible stewardship of the county's resources.

Regarding the proposed final EIS/EIR for the Yolo Bypass Salmonid Habitat Restoration and Fish Passage Project, as the Bureau of Reclamation and the Department of Water Resources know, the timing and extent of water, with more frequent and deliberate inundation of the Yolo Bypass, and the effect of these waters on agriculture and other existing land uses and resources in the Bypass, has been one of the issues most often mentioned by farmers, landowner, and other stakeholders in the area.

The limited subject of this letter is the Final EIS/El R's proposed new Mitigation Measure REC-3.1 Our assessment today, as in the past, is that the incorporation of measures to accomplish a satisfactory resolution of these issues will be a key consideration bearing on the ultimate viability, both of the proposed Salmonid Habitat Restoration and Fish Passage Project and, longer term, of other related projects in the Bypass (i.e., the proposed widening and gating of the Freemont Weir, etc.).

While new Mitigation Measure REC-3 in the Final EIS has its focus on recreation in the Yolo Bypass Wildlife Area and "adjacent areas" only- and, apparently, includes no direct consideration of agriculture - it is also generally true that any measure undertaken in connection with the project that can help to speed drainage from bypass lands during the critical planting portion of the year could, potentially, contribute to alleviate the Yolo drainage and inundation timing problem overall. To the extent the Bureau of Reclamation and Department of Water Resources propose to one day move forward with implementation of the Yolo Bypass Salmonid Habitat Restoration and Fish Passage Project-or with other related longterm projects-the Yolo County Farm Bureau recommends a package of drainage features designed to provide a comprehensive solution to all of the drainage concerns in the bypass-as proposed, for example, in the County of Yolo's 2014 Yolo Bypass Drainage and Water Infra-

May 21, 2019 - Posted by Helene Dillard A commitment to human well-being is one of our core strengths The College of Agricultural and Environmental Sciences is well known for its work in agriculture and the environment, but it also contributes important knowledge for improving the health and well-being of children, youth and families. Our researchers put into practice the idea that investment early in life prevents problems and social issues later. Human sciences are very much a part of our land-grant mission to serve the public.

Many land-grant leaders framed the land-grant mission as building a healthy democracy, emphasizing active participation

development, food science, nutrition, community development, landscape architecture and agricultural economics. College scientists draw on both laboratory and socioeconomic analysis—from brain neuroscience and the gut microbiome to studies of the impact of poverty on children, youth and families, to how whole communities are adjusting to climate change. Working with a broad range of campus and community partners in public health, medicine and related fields (including the arts and humanities), our research seeks to promote health and well-being at multiple scales (individual, family, community, region, state, nation, world) and across all racial, ethnic and socioeconomic groups.

Research in the social and human sciences often intersects with that of colleagues in the environmental and agricultural sciences. Approaches like One Health make us increasingly aware that efforts to prevent disease and improve health outcomes require integrated knowledge of the interconnections between plants, animals and people. Similarly, work in environmental toxicology, food chemistry and environmental justice reveals insights and patterns that inform efforts to prevent and treat maladies such as autism, cancer and depression. Many of the resulting strategies lead back to basic questions about how we grow crops with nutritional goals in mind, how we educate schoolchildren about growing, preparing, and eating food, and how agriculture interacts with surrounding communities.

By embracing the diverse strengths in our college and remembering how science intersects with the human experience, we are better prepared to serve society and to develop innovative approaches to meet the challenges we face.

This vision not only implies bringing knowledge to homes and communities but also carrying knowledge back to universities about whether or not those concepts and ideas work for people and their communities. As one historian put it, “science and art meet life and practice (resulting) not only in better agriculture, industries, homes, and communities, but better colleges.” This exchange of ideas informs our research, makes us better and more engaged teachers and strengthens our outreach. We are a stronger institution when we focus on the needs of people who benefit from our work.

Although much has changed in our university and in society, essential elements of the original land-grant mission and vision remain relevant. Our college’s current work in child and youth development spans multiple disciplines, among them human

2019 Bradford Rominger Agricultural Leadership Award Celebrating the 2019 Bradford Rominger Agricultural Sustainability Leadership Award Recipient, Rachael Long!

Rachael Long was hired as a Pest Management, Low Input Systems Advisor for Yolo, Solano and Sacramento Counties in 1992. This was one of the first Sustainable Agricultural Advisor positions within UC ANR, with a focus on developing programs to manage pests in field crops with minimal impacts to the environment.

At the time she started her projects over 25 years ago, her ideas were way outside the box and on the fringe. Now her work is mainstream with the UC IPM guidelines incorporating the value of habitat planting for enhancing natural enemies and pollinators on farms for better pollination and biocontrol of crop pests. The California Healthy Soils Initiative and Natural Resource Conservation Service have cost share funding for hedgerow establishment on farms, for pest management and carbon sequestration. She continues to do research on hedgerows, but more importantly, she strives to be a leader by teaching others about agriculture and the need to have co-existence between farming, food production, and wildlife conservation for a better world for all.
