Dr. Douglas Kratt Receives Veterinarian of the Year Award The Wisconsin Veterinary Medical Association (WVMA) awarded Douglas Kratt, DVM, of Onalaska, the WVMA Veterinarian of the Year Award at its 100th Annual Convention on Friday, Oct. 9. Dr. Robert Forbes believes Dr. Kratt epitomizes of the work ethic and selfless caring that keeps the veterinary medical profession rated as one of the most respected in the country. “Dr. Kratt’s contributions to veterinary medicine in Wisconsin reads like a Linkedln profile on steroids,” says Dr. Forbes.

Dr. Kratt is a 1998 graduate of the University of Wisconsin School of Veterinary Medicine, and purchased Central Animal Hospital five months after graduation. His entry into organized veterinary medicine began with involvement in the Coulee Region Veterinary Medical Association where he has served as president multiple times. Within the WVMA, Dr. Kratt served as president in 2008 and transitioned a new executive director into the association while developing a strategic plan to ensure the health and support of our profession within Wisconsin. Through the years, he has served on numerous committees and task forces. Most recently, Dr. Kratt was elected to serve a four year term as the American Veterinary Medical Association (AVMA) House of Delegates Delegate for Wisconsin. Within his local community, Dr. Kratt has established medical and preventative care protocols for police canines and donates all of his veterinary care to the Wisconsin State Patrol K9s, the Onalaska Police Department, Campbell Police Department, Holmen Police Department and Tomah’s Police Department K9s. Outside of veterinary medicine, he is the President of the Board of Directors of the LaCrosse Festivals, which includes Oktoberfest and has help raise money for the America Red Cross through the LaCrosse Dancing with the Stars. “I can’t think of anyone who deserves this award more than Dr. Douglas Kratt,” says Dr. Forbes. “I am proud to call him my colleague and friend and we should be very proud to have him in Wisconsin and as an active member of the WVMA and AVMA leadership.” n

Isn’t it Great Being a Veterinarian?.... Dr. John T. Been

As this is my first newsletter message, I must first express how I feel so privileged to be addressing our membership as your president. It is a humbling experience to be in a leadership position as we embark into a new century of our organization’s existence. The last one hundred years has seen veterinary medical practice evolve from largely an agrarian service into the diverse family of medical and public health specialties that are so vital globally for all animal and human health. I wonder if the the veterinary leaders of the past could have imagined the scope of veterinary medicine one hundred years hence. Probably not, but I’m very proud that the WVMA has been there to help shape the course of our productive history. I’d like to report the highlights of my activities for the WVMA over the course of the last year as your president-elect. Along with other members of our leadership team, I have represented the WVMA at two semi-annual meetings of the AVMA house of delegates in Chicago and in Boston. Our Midwest Regional Heartland Conference was held in Bloomington, Minn. in late August and was extremely instructive with fine presentations on marketing strategies, professional development, communications, teamwork, and leadership. Breakout sessions among the various state VMA colleagues was enlightening and enjoyable. The recurring emphasis was on the value of utilizing social media tools in an effective way to market and communicate. An additional responsibility for me as president-elect was my appointment to the Board of Visitors (BOV) at the UW School of Veterinary Medicine. This group convenes for two days twice yearly for presentations and discussions on the current research, clinical, and instructional

status of the VMTH. Our veterinary school is a top ranked institution worldwide. The recurring theme of collaboration among departments and among the various professional schools and laboratories campus wide is obvious during the presentations. A major expansion of the school will begin soon with construction adjacent to and within the existing footprint. Watch for details and consider an investment in the future of the school with contributions to fundraising opportunities. It has been a pleasure serving this past year as part of Dr. Jane Clark’s team at the WVMA. She has guided us in fine style through our Executive Board meetings and instituted many changes and updates as called for in this first year of a new 5 year strategic plan. Thank you Dr. Clark for your service and good luck to you in your recent retirement from your instruction duties at Madison College. Lastly, I can report that the financial situation at the WVMA continues to be sound and sustainable into the forseeable future. I stepped in as interim treasurer after the death of Dr. Tom Howard last December. Losing Tom as an officer and especially as such a loyal and capable friend to our organization was an emotional blow to our professional family. His legacy is strong and eternal with us all. So off we go into the new century with all its changes and potential. Last month was the 100th WVMA Annual Convention and Vets and Vino Gala. In addition, I had a back fusion surgery on Wednesday of Convention week, which kept me from attending any of the events. At first, I was hesitant, concerned and reluctant to have the surgery. However, due to the surgeons’ schedules, I didn’t have other date choices. Looking back, it was a blessing. Why? It enabled (forced) me to practice what I preach. That is, the power of a team and the trust of the systems in place which encourages others to step in, as needed, to execute my roles when I may be unavailable. This leads me to ask each of you to think of a situation when you may be unavailable. Have you thought through this scenario? What team members or systems do you have in place for continuity of business? Do you empower and trust your team members? Do you back and support their decisions? Use my recent experience to evaluate your circumstances and make improvements on your checks and balances. I have certainly learned a lot from going through the experience and have a greater appreciation for the benefit of a strong, supportive staff team. A very sincere thank you to the WVMA staff team for embracing the opportunity to lead and carry out a successful 100th WVMA Convention and Vets and Vino Gala. The association is very fortunate to have such a dedicated group of individuals working for them day in and day out. n

Proposed Fiduciary Regulations Worry Some Retirement-Plan Advisors Brian L. Anderson, DeWitt Ross Stevens s.c.

If your veterinary practice is typical, then, like many small employers, it provides its eligible employees with a retirement plan that uses individual retirement accounts (IRAs). Such a plan might be a Simplified Employee Pension (SEP) IRA or a Savings Incentive Match Plan for Employees (SIMPLE) IRA. One of the nice features of such an IRA-based plan is that the employer generally has no legal obligation to monitor the investment options or instruct the IRA vendor to add, replace, or discontinue the investment alternatives available to the employees who participate in the plan. In contrast, an employer that maintains a 401(k) plan generally has a fiduciary obligation to oversee the core investment menu and make appropriate periodic changes. For example, in a case called “Tibble” that was decided by the U.S. Supreme Court in May 2015, the employer’s committee members who oversaw the 401(k) plan were determined to be personally liable for their failure, over more than six years, to switch some mutual-fund investment alternatives to lowercost versions. In the case of an IRA-based plan, however, the employer’s responsibility is much more limited, as stated in “SIMPLE IRA Plans for Small Businesses,” a publication jointly prepared by the Internal Revenue Service and the U.S. Department of Labor (DOL): “As the plan sponsor, you should monitor the financial institution/trustee to assure that it is doing everything it is required to do. You should also ensure that the trustee’s fees are reasonable for the services it is providing. If the trustee is not doing its job properly, or if its fees are not reasonable, you should consider replacing the trustee.” In other words, in the case of a 401(k) plan, you must monitor costs (and can be personally liable for failure to do so), whereas in the case of an IRA-based plan, you merely should monitor costs (without legal liability for failure to do so). In April 2015, the DOL issued proposed regulations that would significantly expand the definition of a retirement-plan fiduciary to

include investment advisors (e.g., stockbrokers, bankers, and insurance agents) who provide advice to employers and employees regarding IRAbased plans. To satisfy the regulations (when they are finalized, perhaps next year), many investment advisors who sell such plans will be required to change how their products and services are structured and how fees are charged to the plans. Such changes might increase the costs that are passed on to small employers or to their employees who participate in the plans. The DOL’s intention is not to increase those costs, of course, but to eliminate conflicts of interest that sometimes cause investment advisors to recommend some investments (which might generate more income to the advisor) over other investments (which might be better suited to the employees). The goal is to increase protection for investors, namely, you and your employees. If you are paying attention to news media that cover financial matters, you are seeing articles such as “U.S. Plans Stiffer Rules Protecting Retiree Cash” (New York Times, April 14, 2015). If you are talking to your investment advisor, you might be hearing worries about how the rules will impact him or her. Fortunately, the proposed rules will not require employers to do anything different regarding their IRA-based retirement plans. As stated in the IRS/DOL joint publication, you should continue to monitor the vendor of your IRA-based retirement plan. How do you assure yourself that the vendor of your plan is serving effectively and for a reasonable fee? Talk to your trusted advisors. Talk to other retirementplan vendors who might want to serve your practice. The vendors know how to evaluate themselves and how to distinguish themselves from each other. If your trusted advisors and vendors are providing the same general advice, then you are probably getting good advice. If they are providing contrary advice, then listen carefully and dig as deep as necessary to satisfy yourself as to the best course of action. n

Dr. John T. Been Assumes Wisconsin Veterinary Medical Association Presidency John T. Been, DVM, assumed the Presidency of the Wisconsin Veterinary Medical Association (WVMA) at the WVMA 100th Annual Convention on Friday, Oct. 9. He will serve as president for one year. “My goal is to meet the challenges of an ever changing landscape of public health issues including food safety and emerging zoonotics, legislative initiatives, regulatory changes, animal welfare concerns, student debt and compensation,” Dr. Been says. Dr. Been earned his bachelor’s degree in Biological Sciences from the University of Illinois-Chicago in 1975. He was first employed as a board certified nuclear cardiology technologist for five years in Milwaukee before returning to his home dairy farm near Sauk City, Wis. for three years. He then attended the University of Wisconsin School of Veterinary Medicine and graduated in 1988. Dr. John T. Been

Dr. Been has been a WVMA member since 1988 and has served on various WVMA committees over the years including Member and Membership Services, Public Health and Food Safety, Academic Admissions Liaison, Mediation, and the Budget and Auditing Committee. He represented District 6 on the Executive Board for five years from 2007 to 2012. Since February, Dr. Been has served as the interim treasurer in addition to President-Elect.

With his experience in clinical practice and past leadership roles, he brings a broad base of experience to the WVMA. Dr. Been and his wife, Ranjana, reside near Prairie du Sac, Wis. and have three grown sons who have followed their dad into medical practice. Outdoor sports, gardening, woodworking, and gospel singing are Dr. Been’s pastimes. n

Updates from the Department of Agriculture, Trade, and Consumer Protection Paul McGraw, DVM, state veterinarian

•Highly Pathogenic Avian Influenza: The final infected premises in Wisconsin was released from quarantine on August 8, 2015. These premises are free to restock poultry. Over 230 premises and 49.5 million birds were affected nationally by this unprecedented animal health disease outbreak. States and USDA are preparing for a fall outbreak of HPAI. USDA has hired two additional veterinarians and two additional animal health technicians in Wisconsin to help support an AI response. DATCP recently completed four industry meetings around the state that were attended by more than 300 interested poultry owners. An overview of the outbreak was discussed along with what to do with sick birds, how to sample birds for AI and biosecurity suggestions. These cases are often detected due to a veterinary practitioner performing diagnostic testing of dogs after abortions or infertility were detected in the kennel. This bacteria is devastating

for a breeding kennel and it is a zoonotic disease that can cause debilitating disease in humans. All dogs are quarantined, must be tested, positives euthanized, retested until all dogs test negative on two consecutive tests 30 days apart. The Division of Animal Health recommends pre-purchase and post purchase brucellosis testing of all breeding dogs. For more information, contact Dr. Yvonne Bellay at 608-224-4888 or email at Yvonne.bellay@wisconsin.gov. •Tuberculosis Exposed Herd: The Division of Animal Health was notified by the Public Health Department that an immigrant worker on a dairy farm was confirmed to have bovine tuberculosis. The dairy herd was quarantined and TB tested twice, with the second test just completed in mid-September. TB was not detected on the whole herd tests. Contingency Planning: The Division recommends that practitioners discuss the benefits of screening all employees for tuberculosis. It is also necessary that contingency planning takes place. In the event of a positive TB test, are dairy farms prepared to survive an extended quarantine during test and removal of TB positive cows? Where will heifers be raised? What is the plan for raising bull calves? All cull cows would need to be shipped directly to slaughter on a VS 1-27 restricted permit. Food Armor® has had a busy fall so far, beginning with our national launch at the annual American Association of Bovine Practitioners (AABP) meeting in New Orleans, La. in September. The Food Armor® committee was able to present the program to the entire bovine veterinary profession through multiple avenues at AABP. The first was a one day pre-conference seminar training workshop that was a combination of Phase I and Phase II. Veterinarians representing academia, industry and private practice were all present and travelled from coast to coast to attend. The seminar was a great success with many favorable reviews and the Food Armor® committee plans to offer another pre-conference seminar next year at AABP in Charlotte, N.C. Second, on the opening morning of the conference, the Food Armor® program had the pleasure of presenting at the Zoetis Technical Breakfast, introducing the program and its benefits to the entire AABP attending audience. Many connections were made and the program was well represented. Finally, in addition to the seminar and the technical breakfast, Food Armor® hosted a booth in the AABP exhibit hall for the duration of the conference. The booth was well attended and the program made an impression on many veterinarians, many which have plans to take the program home to their own states and practices. In addition to AABP, the Food Armor® program has been recently represented in Feedstuffs, Bovine Veterinarian, and Dairy Herd Management and soon will be in Progressive Dairyman.

2015 WVMA Convention Award Winners Distinguished Achievement Award

The Distinguished Achievement Award recognizes WVMA members who have distinguished themselves in some way in the profession, in the community, or have achieved national prominence as a leader of a veterinary medical organization. Colleague and friend, Dr. Chris Booth, presented Dr. Easley with this prestigious award. “Dr. Easley’s professional career represents the vast array of opportunities that are available in veterinary medicine,” states Dr. Booth. Dr. Easley is a 1981 graduate of Michigan State University College of Veterinary Medicine. He currently practices at Dairy Doctors Veterinary Service in Plymouth, Wis. Drs. Early in his career, Dr. Easley was a dairy veterinarian and the lead veterinarian for an AI bull stud. He was never afraid to explore new opportunities as they arose, which transitioned him into being a leading mink expert.

Dr. Easley is the leading veterinary expert on mink production in North America. Since graduating from the University of Wisconsin School of Veterinary Medicine in 1990, Dr. Sherwood Zieser has been an active member of the WVMA. She has served on the Awards Committee, the Nominating and Procedural Committee and four years on the WVMA Executive Board. In addition, she was elected by the WVMA membership to serve four years as the American Veterinary Medical Association (AVMA) House of Delegate (HOD) Alternate and then another four years as the AVMA HOD Delegate. This position required significant hours of studying issues, communicating with veterinarians across the country and time away from her family and patients. All time and efforts devoted to represent Wisconsin veterinarians at the AVMA level. “Dr. Sherwood Zieser is always the first one to step up and volunteer when

help is needed,” says Kim Brown Pokorny, executive director of the WVMA. Dr. Sherwood Zieser practices small animal medicine at the Middleton Veterinary Clinic and resides in Lodi with her husband, Kevin, two children, Ben and Emily and several furry, four-legged friends.

The Friend of Veterinary Medicine Award is given to an individual or organization in recognition of their service, commitment, and contributions specifically to veterinary medicine in Wisconsin. Reina Most is a veterinary technician at the Kaukauna Veterinary Clinic, where Dr. Ron Biese describes her as the Radar O’Riley of the television show MASH. “Reina anticipates the veterinarian’s needs extremely well and has technical skills second to none,” he says.

Presidential Award

Dr. Jane Clark awarded Jordan Lamb, JD, of DeWitt, Ross & Stevens, s.c., Madison, with the WVMA Presidential Award. This award is given by the outgoing president to a person or a company who, in the opinion of the president, has provided extraordinary or assistance to the WVMA. Lamb is an administrative and regulatory attorney and the Chair of DeWitt Ross & Stevens’ Government Relations Practice Group. Her ability to connect with others through writing and public speaking provides the platform for her regulatory practice, which is focused on government relations and environmental law. Lamb is highly skilled at legislative planning, analysis and drafting for businesses, trade associations and industry groups. Her work on administrative and regulatory matters includes responding to agency investigations and enforcement actions, as well as the in depth review of and challenge to agency actions. Dr. Jane Clark recognized Jordan Lamb with the Presidential Award

Lamb assists clients with making critical connections between business and Wisconsin state government. Her clients are from diverse industries including agriculture, bioscience, insurance and business.

“The WVMA began working with Lamb four years ago and it was one of the better decisions the association ever made” says Dr. Clark. “Jordan’s strategic ability to navigate unchartered waters and build relationships is tremendous.” Lamb has a long list of accomplishments for the WVMA, including successfully earning veterinarians an exemption from the prescription drug monitoring program, saving veterinary medicine over $7 million a year in Wisconsin. She most recently was key in the historic move of the Veterinary Examining Board from the Department of Safety and Professional Services to the Department of Agriculture, Trade and Consumer Protection. “In a short period of time, Jordan has established the WVMA as a respected, go-to voice for veterinary medicine at the Capitol and within our state agencies,” says Dr. Clark. AVMA House of Delegates Delegate and Alternate Delegate Elected

Douglas Kratt, DVM, Onalaska, was elected as Wisconsin’s representative to the American Veterinary Medical Association (AVMA) House of Delegates (HOD) Delegate and Steve Erickson, DVM, Middleton, was elected as the HOD Alternate Delegate. Dr. Kratt previously served a four year term as the HOD Alternate Delegate and immediately takes over the responsibilities from Dr. Ann Sherwood Zieser who previously held the position. In this role, Dr. Kratt will attend all WVMA Board meetings, provide written reports to the WVMA on AVMA business and is Wisconsin’s voice in the AVMA House of Delegates. Dr. Erickson will also be serving a four year term as the HOD Alternate Delegate. In his new role, he will be attend the AVMA meetings with Dr. Kratt. Drs. Kratt and Erickson will work closely together as they attend HOD meetings and represent Wisconsin veterinarians at the national level while relaying back to the WVMA Executive Board and membership. Dr. Kimberly Kratt represented District 7, which includes Buffalo, Trempealeau, Jackson, LaCrosse, Monroe, Juneau and Vernon Counties. She graduated from University of Wisconsin School of Veterinary Medicine in 2000 and has been a WVMA member since. Currently, Dr. Kratt is the chair of the AVMA Committee on Veterinary Technician Education and Activities (CVTEA), and has served as vice chair of the WVMA Executive Board the past two years. She has been involved in countless WVMA committees and active in supporting the veterinary medical students.

Dr. Michael Wolf represented District 8, which is comprised of Clark, Eau Claire, Pepin, Pierce, St. Croix, Dunn, Chippewa, Rusk, Sawyer, Price, Ashland, Iron, Bayfield, Douglas, Washburn, Burnett, Polk and Barron counties. He is a 1979 graduate of the University of Minnesota College of Veterinary Medicine and currently practices large animal medicine at Country Doctors Veterinary Service in Menomonie. Dr. Wolf has been active in the Northwest Veterinary Medical Association and served on several WVMA committees.

Dr. Ann Sherwood Zieser completed a four-year term serving on the WVMA Executive Board as the American Veterinary Medical Association (AVMA) House of Delegates (HOD) Delegate. She was elected by the WVMA membership to serve in this position. 50 Year Award Winners

Wayne Benstead, DVM Dr. Wayne Benstead graduated from the University of Minnesota College of Veterinary Medicine in 1962. He is a small animal veterinarian who spent most of his career practicing veterinary medicine in Delavan, WI. Dr. Benstead started his career in 1963 with Dr. Paul O’Conner. In 1964, he joined a mixed animal practice in Delavan, WI. Dr. Benstead bought that clinic from Dr. Kelsey in 1971 and turned it into a small animal practice. In 1976, he built his own practice called the Delavan Small Animal Clinic. In 1993, Dr. Benstead sold his clinic, but he continues to work part-time. Drs. Chris Booth (left) and John T. In 52 years and counting, Dr. Benstead witnessed many technological advances in his field, but none more important than laboratories and x-rays. He said of today’s medicine, “We now have more and better ways to reach a diagnosis of a patient.”


Dr. Benstead fondest memories are his love of helping people and their Dr. Benstead’s passion for veterinary medicine is evident throughout his pets. He said, “My biggest reward was seeing the satisfaction that people career. He was honored to receive the WVMA 50 years of membership had with my work.” Dr. Benstead continued, “I’m now in the position to award. see third generation clients and that’s just great. I love it.” Joseph Donovan, DVM Dr. Joseph Donovan graduated from Iowa State University College of In a career that spans 49 years and counting, Dr. Donovan, a devout Veterinary Medicine in 1965. He is a large and small animal veterinarian Christian, is very proud of his veterinary career, but he is most proud of who still practices. Dr. Donovan, who practices in the village of helping raise 13 children. Cazenovia, WI, said that his fondest memories of practicing veterinary medicine are interacting with his clients. William Meyer, DVM Dr. William Meyer graduated from the Veterinary College of Hanover, Germany in 1962. Before graduating, he spent one semester in Munich, Germany and two semesters in Vienna, Austria. After passing his boards in Wisconsin and Illinois, Dr. Meyer a small animal veterinarian, worked in West Allis and Chicago before deciding to open his own practice in 1968. He owned Meyer Animal Hospital for several years. Before retiring in 2005, Dr. Meyer moved to part-time and worked for Dr. Randy Schuett and Dr. Jeff Schuett at Pewaukee Veterinary Service. While Dr. Meyer witnessed much change over his career, a significant change that sticks out to him is the gender shift in veterinary medicine from predominately men to more women. Dr. Meyer recalls when he

started practicing, the relation of men to women was nine to one, but now he feels it is more six to four women to men. Of the shift in more women in the profession, he said, “It’s a good thing”. He also noticed that a significant amount of veterinary students are choosing to practice small animal veterinary medicine. He has also noticed fundamental changes in technology and practice types, sees more group practices today and less and less solo practices. Dr. Meyer truly enjoyed practicing veterinary medicine. When asked what his fondest memories of practicing were, he said, “Meeting people and their animals on a daily basis.”

Chester Swanson, DVM Dr. Chester Swanson graduated from the University of Illinois College of Veterinary Medicine in 1965. He is a large and small animal veterinarian who predominantly practiced large animal veterinary medicine. Dr. Swanson started his career in Manitowoc, but ten months in moved to Random Lake where he opened and operated a solo practice until 2008. During that time he also operated a small dairy farm for 15 years together with his family. During His career Dr. Swanson saw small one man practices and dairies turn into large group practices and dairies turn into corporations. He

has also seen the cost of education become higher as well. “Getting an education to become a veterinarian has increased to the point of unaffordability. Starting salaries make repayment of loans difficult.” In spite of those challenges Dr. Swanson’s passion for the profession is strong. Having clients appreciate the skills he possesses and the effort he gave in spite of the results is what remembers most. He is also extremely proud that his daughter, Kristin followed in his footsteps and became a veterinarian too.
