Dr. Judith Batker Named Veterinarian of the Year The Wisconsin Veterinary Medical Association (WVMA) named Dr. Judith Batker the 2018 WVMA Veterinarian of the Year during its 103rd annual convention in Madison last month. A 1995 graduate of the University of Wisconsin School of Veterinary Medicine, Dr. Batker cofounded Country View Veterinary Service, located in Oregon, Wis., with Drs. Larry Drs. Robert Leder, Judith Batker and Alan Holter Mahr and Rene Reynolds in 1999. In 2017, she left that practice when she co-founded Country View Equine Clinic, also located in Oregon, Wis., with Drs. Laura Anderson and Stephanie Miesen. “Judy’s skills in managing the personnel and day-to-day operations of our practice were a reflection of her calm, steady, caring personality, yet she was always attentive to order and detail,” said Dr. Mahr. “Her success in organizing and providing staff training were very beneficial to the practice as well as to the individual development of our clinic staff.” Dr. Batker is a mentor to many, serving as a clinical instructor for students who are part of the UW School of Veterinary Medicine Ambulatory Rotation, hosting students from around the U.S. and abroad for externships, organizing and presenting wet labs for regional equine veterinarians and farriers, and giving her time and skills to 4-H and FFA youth training. She is a past WVMA Executive Board and Executive Committee member and is currently serving on the Wisconsin Veterinary Medical Foundation’s inaugural board. Dr. Batker is also very involved in Equitarian Initiative, serving as an active member and past board member. The nonprofit corporation works both internationally and in South Dakota’s Pine Ridge Reservation to provide veterinary care for working horses, donkeys and mules and to teach local owners and handlers how to provide better health care. Dr. Batker has worked in the Pine Ridge Reservation for eight years and in Haiti for five years. “Dr. Judy Batker is very deserving of Wisconsin Veterinarian of the Year,” said 2017-2018 WVMA President Dr. Robert Leder. “Besides being a well-respected mentor to many students here, Judy’s impact extends beyond Wisconsin. Her volunteer services to Native Americans in South Dakota and her ongoing outreach to Haiti have improved the lives of both people and their work animals. The world is a better place because of Dr. Judy Batker. “ l

Exciting Year Ahead for the WVMA

Wow, what a year for the WVMA! Under the excellent leadership of Dr. Bob Leder, I have been learning from and working with the Executive Board to make our WVMA a stronger, more efficient and more relatable resource for our members. Thank you, Bob, for guiding the Executive Board through many decisions – some easy, some difficult – but I believe all for the good of the WVMA. A new year is starting with many new and exciting events and opportunities, and I am honored to represent your WVMA as president.

The WVMA’s Food Armor program now has its own Board of Directors and is diligently working on new strategies. We are proud of what we have accomplished and look forward to new and exciting next steps.

The WVMA Foundation is also working with a Board of Directors and has many great plans for the next year.

The WVMA is working to serve as a conduit to relay educational messages to the veterinary team.

I began my journey with the WVMA organization as a district representative on the Executive Board. My first meeting was powerful. The information, decisions and discussion showed me how a professional organization can really make a difference, not only for the WVMA members but for the entire veterinary profession. I was hooked! The collaboration between the veterinarians representing the districts, the UW School of Veterinary Medicine, the UW Diagnostic Lab and the state veterinarian is inspiring.

The next year as your WVMA president is going to be exciting. My plan is to continue executing the goals set out at the council retreat last February. These include the following:

As president of your WVMA, this is important to me. We cannot continue to offer all of the great things we do without leadership. I will work hard to make sure there are people in place at all levels of this organization.

We have formed a Growth and Capacity Task Force to look at what is needed; I am anxious to learn where we stand!

1. Advocate: Advancing veterinary medicine and animal health.

Our executive director, Kim, and our lobbyist, Jordan, continue to monitor legislation at the capitol and make sure the Executive Board is aware and can act on issues that may impact each one of us in some way. The WVMA office is working on several programs that will involve our members and other stakeholder organizations.

2. Promote: Delivering information and programs to targeted audiences for human and animal health.

Our annual fall convention in October, as many of you know, was the last multi-day annual convention planned. The WVMA is rolling out information on regional meetings offering information, education and fellowship among members and staff for the veterinary teams. This is an exciting time! Change is hard but I am confident our members will be open to new ideas!

As my one year of leadership in the WVMA begins, I am excited to have the opportunity to make a difference. In order to do this, I need the help and support from many. Please feel free to contact me any time with questions, concerns or suggestions. It is going to be a great year! l

The WVMA is prepared to help you if a foreign animal disease (FAD) outbreak, state declared emergency or other related animal/public health issue arises. We have participated in numerous table-top exercises and monthly meetings with DATCP, APHIS, WVDL, DNR, Public Health, Homeland Security, FBI and others to work through processes and scenarios that we could face if such a situation occurs. This is what the response would look like: 1. In an animal disease or public health incident, the federal and state governments would be the boots on the ground and would oversee the response. They would leverage resources as needed. Since the WVMA’s role is to be a communications resource to veterinarians and veterinary clinics, we would be called upon to send timely emails to you, providing updates. 2. If the emergency was local in nature (one that was not declared a state or federal emergency, such as a tornado or flood), the local government would be in charge and make the decisions. The local government coordinates with the state to request resources when needed and to share information. Take home messages: • Animal health professionals such as yourself are an important part of any animal disease or disaster response. • The WVMA will provide you with timely updates from the responding agencies via email. • If you previously unsubscribed from WVMA emails, please re-subscribe so you get these important notifications. Award Winners Recognized at WVMA Convention The WVMA held it’s annual awards program during the 103rd WVMA Convention on October 11. Congratulations to these award winners!

Presidential Award Dr. Katrina Geitner is the recipient of the 2018 WVMA Presidential Award. Outgoing WVMA President Dr. Robert Leder presented Dr. Geitner with the award, which is given to an individual or company who the president feels has gone above and beyond to help him and the WVMA.

“This past year the WVMA implemented the committee structural changes of 2107, which included the condensing of several administrative committees into an expanded executive committee. Dr. Katrina Geitner served as the chair of this newly structured committee and deftly guided it through multiple tasks this past year,” Dr. Leder said. “Her time, efforts, and insights are greatly appreciated.”

Corporate Partnership Award The Fox Valley Animal Referral Center was awarded the Corporate Partnership Award. This award is given to a business that has demonstrated outstanding support for veterinary medicine and organized veterinary medicine. “The Fox Valley Referral Center has been a stalwart supporter of organized veterinary medicine in Wisconsin,” said Dr. Leder. “Besides offering their facilities for meetings and events, they have shared their staff’s expertise for continuing education programs and important legislative efforts at the capitol. We are grateful for all they do for organized veterinary medicine in Wisconsin. You Receive Notice That a Client Has Filed for Bankruptcy: What Do You Do? By Gregory E. Scallon, DeWitt Ross & Stevens S.C. Past Legal Briefs have discussed best practices to avoid the situation of a non-paying client, and, if that failed, actions you could take to address collecting the outstanding balance from the non-paying client. However, no matter how well you manage your practice, sometimes you are faced with the client who is not only “slow or no pay,” but who files a petition in the US Bankruptcy Court to address, and perhaps seek to discharge, the debt owed to you.

An individual may also file under Chapter 13, which is sometimes referred to as a “wage earner’s plan.” Under a Chapter 13, the Debtor is proposing to pay the debts over a period of time. In that instance, you would want to file a proof of claim so that you receive payments under the Chapter 13 plan.

The bankruptcy system is very much slanted in favor of the debtor, so you should consider this in only the most egregious situations (e.g., large sum due and clear evidence of fraud). In many instances, objecting to the discharge is just throwing good money after bad. If you feel you have a substantive basis to assert fraud, you should obtain legal counsel to evaluate the merits of your position and to assist in filing the objection to discharge.

In some instances, a bankruptcy is caused by a catastrophic event (e.g., high uninsured medical costs) and the debtor otherwise wants to pay creditors to maintain good relations. The debtor can voluntarily pay a debt which is otherwise discharged through bankruptcy, either through a formal reaffirmation or simply informally, and accepting such a payment is perfectly fine. You just need to be certain that the payment is voluntary and not the result of collection actions.

It’s important to look at the chapter of the Bankruptcy Code under which the debtor has filed. The path forward differs greatly depending on the specifics of the bankruptcy filing.

There is no better course of action than putting good credit policies in place up front, and monitoring and enforcing those policies. However, no matter how good the system, there will almost inevitably be exceptions, and, when those go bad, you need to know your rights, and also know those actions which are not allowed. l

A Beginner’s Guide to Facebook Marketing By Jessica Eversoll, Botham, INK. With more than 1.2 billion users every day, Facebook is the largest social media site in the world. More than a place to connect with friends, it has become a platform for businesses to market through engagement with customers. Your target customers are spending a large portion of their time on Facebook, so it is a place where you can engage directly with your audience. One of the best ways to connect with these valuable audiences (and potential customers) is through Facebook ads. These are paid messages that help reach the people who matter most to your business. Facebook has made it easier than ever to self-promote using the Business Manager function. To begin advertising on Facebook, you must set up a Business Manager account and add your business Facebook page. Business Manager is a free Facebook tool for use in organizing and managing your business. 1. Visit https://business.facebook.com/ 2. Under the People and Assets tab, select “Pages” 3. Click on “Add New Page” 4. Select the option: “Claim a Page” and enter your Facebook page’s name or URL Once you have a Business Manager account, you can add an advertising account. 1. Open Business Manager Settings 2. Under the People and Assets tab, click on “Ad Accounts” 3. Select “Add New Ad Accounts” 4. Choose the “Claim Ad Account” option and enter the ad account ID The main objective of any advertising is to create customer leads. A lead is defined as someone who has indicated interest in your company by providing their contact information in some way. Generating a lead can be as simple as sending prospective customers to a place where they can fill out a general information form or sign up to receive your monthly email newsletter. Be careful not to confuse leads with users who LIKE your post. Just because someone LIKED your post does not mean they are interested in your product or service. With a LIKE, you have not collected any additional information from the prospect. There are three ways to generate leads on Facebook. First, you can use organic lead generation posts. These are regular posts that include a link directing the customer directly to a page on your website that has a lead generation form. These posts are great for converting existing followers into leads. Secondly, you can use lead ads. These ads allow Facebook users to access offers and discounts without ever having to leave Facebook. Lastly, you can use link click ads. These ads drive traffic away from Facebook to a dedicated landing page on your website.

Once you understand the opportunities to generate leads, you can create a successful lead generation campaign on Facebook. To create a successful lead-generating ad, you need a destination to send users who click on a post or an ad. This can be as simple as a landing page with a lead generation form or a newsletter signup that includes a discount offer as an additional incentive. Next, you need a call-to-action. This can be a simple directive, like “book now,” “call today,” “learn more” or “take our survey.” Organic ads are designed to generate engagement and can use things like a question in the caption for viewers to answer, a fill-inthe-blank, or a tag-a-friend-to-win that includes an incentive like a free bag of dog food. A compelling image that catches the user’s eye is one of the most important parts of the equation. We all tend to stop and look when an image is appealing, relevant or stunning. For a veterinary clinic, this could be a picture of a newborn puppy, a photo of a tick that carries disease or a hoof that needs tending to. As with any marketing campaign, targeting the correct audience is key. A great marketing mantra to follow is: reach the right audience, with the right message, at the right time. Using the Facebook Audience Manager, you can create a target audience based on target demographics, interests and location that will help identify people who are likely to become customers. Next, determine the objective of your Facebook ad and choose an ad conversion type based on that campaign objective. • If your objective is to engage, use post engagement ads • If your objective is to drive traffic, use clicks to website ads • If your objective is to generate leads, use conversion ads/ leads Jumping into Facebook advertising without a plan can be a waste of your time and advertising budget. However, if you define your objectives, Facebook advertising can be an economical source of lead generation. Facebook also makes tracking the success of your advertising initiatives easy through built-in metrics. Using these functions, you can test various advertising approaches to determine those that work best for your business. New Personal Property Tax Exemption for 2018 Benefits Wisconsin Businesses By Jordan Lamb, JD, and Wes Webendorfer, JD, DeWitt Ross & Stevens S.C. Wisconsin businesses have long-advocated for the repeal of the state’s personal property tax, arguing that it is unfair, antiquated and stifles private sector investment. Compliance with the tax is also challenging and expensive. Every year, businesses are required to inventory and determine the fair market value of a wide range of business personal property and report the figures to local tax assessors. This can take many hours and distracts owners, managers and employees from running their businesses. Fortunately, since January 1, 2018, Wisconsin businesses have utilized a new exemption to the personal property tax for “machinery” that was included in the 2017-2019 Biennial Budget Act (Budget Act) and signed into law in the fall of 2017. Machinery is defined as “a structure or assemblage of parts that transmits forces, motion or energy from one part to another in a predetermined way by electrical, mechanical or chemical means.” A device is now likely exempt from personal property tax if it plugs in, is fueled in some manner or contains a mechanism to make it run. Businesses will be able to exempt an array of office equipment under the “machinery” exemption that was previously subject to tax. In practice, this means that members will no longer report property that was previously listed under Schedules C (machinery, tools and patterns) and D-1 (regarding computer equipment and software) of the Statement of Personal Property form issued by the Wisconsin Department of Revenue. March 1 is the annual due date for businesses to self-report taxable personal property to their local assessors on the Statement of Personal Property. While the new exemption for “machinery” is a welcome change, WVMA members should consider the following actions to ensure they are obtaining the benefits of the new tax law: • Consult a tax accountant and/or attorney to determine whether specific items of personal property are subject to the “machinery” exemption; • Update your list of personal property and ensure tax records are well-organized; and • Compile evidence to justify items previously reported as taxable that may be exempt beginning in 2018, as assessors may ask to examine personal property listed on the Statement of Personal Property. The WVMA was part of the business coalition that advocated for the personal property tax exemption in the Biennial Budget Act. We will continue to support future efforts in the Wisconsin legislature to completely repeal the state’s business personal property tax. l

WVDL Welcomes Dr. Lorelei Clarke to the Madison Laboratory Dr. Clarke joined the Pathology service in June of 2018. Lorelei was born and raised in Hawaii and earned her DVM (2012) from Colorado State University. She recently completed a combined residency-PhD program in anatomic pathology at the University of Georgia. Her doctoral work focused on arboviral diseases of white-tailed deer, and she has broader interests in infectious diseases of wildlife and livestock. Outside of the lab, she enjoys hiking, camping, marathon running, water sports, and other outdoor activities. Welcome to the WVDL Dr. Clarke!
