Wisconsin Veterinary Medical Foundation Supports Animals, Their Owners and the Community By Jodi Legge, WVMA director of business development New campaigns will focus on veterans, disaster-relief and pet education programs Knowing how to select the right organizations that support worthwhile animal causes can sometimes be a daunting task. That’s where the Wisconsin Veterinary Medical Foundation (WVMF) comes in. Whether funding is needed to support a veteran and their emotional support dog, to providing a community with funds for rescue or care of animals after a natural disaster, to supporting programs that educate pet owners about responsible pet ownership, the WVMF has all of this and more available to you! Since 2013, WVMF has been raising money to support worthwhile animal-related initiatives. Programs funded must enhance the lives of animals, their owners and the community-at-large and priority is given to services provided within the State of Wisconsin. Recently, the WVMF Board voted to redefine its fundraising focus to three specific areas – veterans care, disaster relief and pet education – with the opportunity to fund additional programs, like veterinary student scholarships or senior care needs, through the Kindred Companions Memorial Fund. The Veteran’s Care Campaign The Veteran’s Care Campaign supports programs and initiatives for veterans and their pets, including, but not limited to: • Providing funds for emotional support animals for veterans with PTSD and other disabilities. • Providing financial support and assistance for pets of veterans when they are deployed overseas. • Providing financial support and assistance for veterans who want to adopt their service animal and/or bring their service animal home from overseas. The Disaster-Relief Campaign: The Disaster Relief Campaign supports programs and initiatives for animals (pets and livestock) and their owners who have been involved in a man-made or natural disaster and need emergency relief services. The Healing Aura of Veterinarians

One morning last week as I was eating breakfast I received a text from our neighbor Donna. The request was for me to take a look at their Shih Tzu, Bart. She noticed that Bart had suddenly become reluctant to move. She sensed that he had something wrong with his rear legs and/or back, and that he seemed to be in pain.

This sort of request makes me a bit uneasy for several reasons. First, I’m retired, and I have an obligation not to practice veterinary medicine and compete with my former partners. I’m also reluctant to engage in “good will moonlighting” services for fear of where it could lead. Additionally, my specialty is cows, not dogs. Plus, I’ve not kept up on canine medicine, and I could be offering disastrous advice. However, I’ve known this family for years, and did not want to “put them off”. My thinking: I am a friend, a neighbor, and a veterinarian that could help them come to a decision to seek better, more thorough care for Bart. If the dog looked to be in significant discomfort or have a strange gait, I could give them the reassurance that an appointment at my former partner’s small animal clinic would be worthwhile. So, I agreed to look at Bart.

This reminded me of a much less convenient but similar case a couple decades ago. The phone rang in the dead of night when I was in a deep sleep. This sort of midnight shock usually meant a calving, uterine prolapse, or some other emergency on a dairy farm somewhere. Half asleep, I could easily recognize the bovine urgency, waking up fully as I dressed myself. In this case however, it was a lady deeply concerned that her dog, Fluffy, was “not right”. Going from a deep sleep to collecting a case history of a “not right” dog is no easy task. As I tried to query the lady to the specific problem, her only response was “he’s looking at us funny”. I tried to tell her this was hardly an emergency, but she insisted something was seriously amiss. At this point, a deep, stern male voice came on the other end of the phone insisting I see the dog. So, I gathered their names and agreed to meet them at the clinic. Knowing who they were and where they lived, I realized we’d get to the clinic about the same time.

In the ensuing texting exchange, Donna offered to bring Bart to my house. I responded that was not necessary; I’d be over shortly. We have two dogs that would get excited upon the appearance of him, and I preferred to see Bart in his own territory. Last minute, I deleted the column I was working on and switched topics. This was driven by a conversation that took place at the Dodge County Fair with local beekeepers who know my family has bees, and that I work for the WVMA. Apparently, while they were working the Wisconsin State Fair Honey Booth, a Wisconsin veterinarian approached them and made the comment that “I can now write a VFD for something I know nothing about.” This comment did not sit well with the State Honey Producers members. Based on this interaction, my column is providing a refresher on what is required to write a VFD and the importance of taking this responsibility seriously. You should not be writing VFDs for something you know nothing about, or just because a beekeeper asks for one. It’s okay to tell people you don’t offer beekeeping services and to point them to a resource where they can find some expertise. I have provided a resource below. Please feel free to share these with clients and direct them to the veterinarians listed on the Honey Bee Veterinary Consortium website, (https://www.hbvc.org/). Join the List If you are a veterinarian with interest and experience in beekeeping, go to the Honey Bee Veterinary Consortium website: https://www.hbvc.org/Veterinarians.php and have your name added to the “find a vet” page. We refer beekeepers, other veterinarians, and state agencies to this resource when locating Wisconsin veterinarians that offers beekeeping expertise. Issuing VFDs or Prescriptions for Honey Bees: Honey bees are classified as livestock/food-producing animals by the federal government because products from apiculture enter the human food chain, including honey, propolis, pollen, and royal jelly. The requirements for completing a VFD order or prescription for honey bees are the same as for any other food-producing animal; the federal rule restricts beekeepers from using any medically important antibiotics (outlined in FDA guidance 152 appendix A) in their honey bees without either a VFD order or a prescription from a veterinarian. The rule applies equally to hobbyists and commercial beekeeping enterprises. For a VFD order or prescription to be lawful, the veterinarian and the beekeeper must have a valid Veterinarian-Client Patient Relationship (VCPR). A valid veterinarian-client-patient relationship according to the federal definition is one in which: 1. A veterinarian has assumed the responsibility for making medical judgments regarding the health of (an) animal(s) and the need for medical treatment, and the client (the owner of the animal or animals or other caretaker) has agreed to follow the instructions of the veterinarian; 2. There is sufficient knowledge of the animal(s) by the veterinarian to initiate at least a general or preliminary diagnosis of the medical condition of the animal(s); and 3. The practicing veterinarian is readily available for follow-up in case of adverse reactions or failure of the regimen of therapy. Such a relationship can exist only when the veterinarian has recently seen and is personally acquainted with the keeping and care of the animal(s) by virtue of examination of the animal(s), and/or by medically appropriate and timely visits to the premises where the animal(s) are kept. And Then He Started Kicking The Dog: The Veterinarian’s Role When Discovering Domestic Abuse Related Animal Cruelty By Megan A. Senatori and Meg Sohns Q: Today I examined a dog with injuries that were not consistent with the description of events provided by the client. The client was upset, crying, and extremely worried about her animal. I have known her for some time, and I am confident that she did not cause the injuries to the dog. But someone did. After asking more about it, she started visibly shaking and reluctantly told me that her husband had been calling her names, screaming at her, and threatening to hurt her, and then he started kicking their dog. She asked me not to report him to law enforcement because she feared for her safety if he discovered she sought veterinary care for their dog. I am very worried for her safety and the safety of her dog. Can you please answer the following questions for me: (1) Do veterinarians have a legal duty to report suspected animal cruelty? (2) May veterinarians legally seize animals when there is suspected abuse? (3) If a veterinarian makes a report to law enforcement in this type of situation, would it jeopardize the client’s safety? Help. I don’t know what to do. A: We wish this situation was rare, but based on our work with domestic abuse victims it is sadly all too common. Research confirms that when a family is suffering from domestic abuse, the animals in the household are often victims too. Multiple studies have found that as many as 71% of battered women report that their animals had been threatened, harmed or killed by their partners (Ascione, Weber & Wood, 1997; Flynn, 2000; Loring & Bolden-Hines, 2004). Sadly, batterers know that abusing a beloved animal is an effective way for them to exercise power and control over their human victims, to silence them, and to prevent them from leaving. We provide brief guidance below for veterinarians encountering domestic abuse-related animal cruelty in their practice. Question One: Do veterinarians have a legal duty to report suspected animal cruelty? Under current Wisconsin law, a veterinarian’s reporting obligation extends only to reporting suspected animal fighting in violation of Chapter 951. There is, therefore, currently no legal duty under Wisconsin law for a veterinarian to report suspected animal cruelty or neglect, or to report suspected domestic or other abuse. Some veterinarians may feel that they have an ethical duty to report, even if not a legal one. Whether a veterinarian chooses to report in the absence of a legal duty is an issue that the veterinarian typically decides on a case-by-case basis taking into account all of the facts and circumstances.

Question Two: May veterinarians legally seize an animal to prevent further cruelty? The short answer is no. Under Wisconsin law, an animal that is suspected of being abused or neglected may be lawfully seized, but the Wisconsin Legislature gave that legal authority to humane officers and law enforcement officers – not veterinarians. The applicable statute is Wis. Stat. § 173.13, “Taking Custody of Animals.” It gives authority to humane officers and law enforcement officers to seize an animal when there are reasonable grounds to believe the animal has been mistreated in violation of Chapter 951. Question Three: By making a report, am I jeopardizing the victim’s safety? There is no easy answer to this question. It is extremely important that in addition to animal safety, human safety is considered when making a report to law enforcement. It is helpful if victims of domestic abuse can prepare ahead of time for any potential violence related to a report to law enforcement. Batterers may blame the victim and inflict physical, emotional, and psychological abuse as retaliation for “causing” law enforcement to be involved. Therefore, when a veterinarian reports suspected domestic abuserelated animal cruelty to law enforcement, there are steps that the veterinarian can take to mitigate the risk of harm to the victim. For example, the veterinarian can inform the victim prior to making a report that a report will be made so the victim is aware that it is happening and can take steps to find safety. The veterinarian may also wish to ask the victim what she thinks might happen when a report is filed, ask if a report has ever been filed in the past and how the batterer reacted, and further ask the victim what steps the victim took in that situation to remain safe. We also suggest providing the victim with a referral to a local domestic violence agency. Finally, when making the report, a veterinarian should inform law enforcement if there is a concern about the safety of the victim, so they can help protect the victim’s safety. Conclusion When an animal is being abused in the home, the veterinarian may be the first professional to discover the abuse and, therefore, can be integral to stopping the cycle of abuse. “Veterinarian−client−patient relationship” means a relationship between a veterinarian, a client and the patient in which all of the following apply: 1. The veterinarian has assumed the responsibility for making medical judgments regarding the health of the patient and the patient’s need for medical treatment, and the client has agreed to accept those medical judgments and to follow the related instructions of the veterinarian. 2. The veterinarian has sufficient knowledge of the patient to initiate a general or preliminary diagnosis of the medical

condition of the patient because the veterinarian has recently examined the patient or has made medically appropriate and timely visits to the premises on which the patient is kept. 3. Dr. Clarke joined the Pathology service in June of 2018. Lorelei was born and raised in Hawaii and earned her DVM (2012) from Colorado State University. She recently completed a combined residency-PhD program in anatomic pathology at the University of Georgia. Her doctoral work focused on arboviral diseases of white-tailed deer, and she has broader interests in infectious diseases of wildlife and livestock. Outside of the lab, she enjoys hiking, camping, marathon running, water sports, and other outdoor activities.

WVMA Member Spotlight – Dr. Nicole Mueller Veterinary Medical School: University of Wisconsin-Madison

What has been the most memorable part of your veterinary career?

Graduation Year: 2006

I am the consulting veterinarian for the Wildlife in Need Center in Oconomowoc.

What is your background? (i.e. college and work experience/ specialty)

We have fixed countless broken raptor wings and gone on to release these birds back into the wild so they can silently and efficiently hunt prey again. We have repaired fractured turtle shells to get their mobile homes up to par again so they are protected against predators. We have removed shot and hooks from waterfowl, treated severe lead toxicosis in bald eagles, reconstructed a fox’s forelimb after a near complete degloving injury, investigated disease outbreaks, and so on. I love crafting innovative solutions to provide care in a minimally stressful manner to wild patients- I think long and hard about what we should do in treating these patients, not just what I can do. These wildlife cases stand out as incredibly memorable and rewarding because we’re not only easing the suffering of the individual, but we are ensuring a healthier local ecosystem by reintroducing these animals back into their home territories to hunt, breed and thrive.

I am a Milwaukee native and have been practicing veterinary medicine in the Milwaukee area for the last 11 years. I attended the Dr. Nicole Mueller University of Wisconsin-Madison for my undergraduate studies (zoology/conservation studies), and continued on in Madison to receive my veterinary degree. While in school, I worked on campus in the dairy research barn and in the field with black bears in northern Wisconsin. After receiving my doctorate, I moved to the east coast to complete an internship in wildlife and conservation medicine at the Tufts Cummings School of Veterinary Medicine. In addition to the expected wildlife caseload, I cared for the local zoo’s collection and shadowed in the exotics department. What is your advice for current veterinary students? My internship and early veterinary work experiences made me uniquely suited for… something different. I returned to the Milwaukee area to hone my private practice skills in small animal and exotic pet medicine and surgery. I concurrently consulted with local wildlife rehabilitation organizations, often long into the night and through the weekends, once my canine and feline patients were discharged.

For the last eight years, I have been making the trek up to Michigan’s Upper Peninsula each February to volunteer as a trail veterinarian for the UP200 dog sled race.
