It’s one of those difficult calls. You have to tell your client that it is time to euthanize their beloved horse. However, a difficult situation is made even more difficult with the realization that the local rendering company will no longer take animals that have been chemically euthanized. Products produced by the rendering companies, such as meat and bone meal and fats, are frequently used as components of animal feeds. Pentobarbital is distributed approximately equally between the meat and bone meal and tallow fraction. Virtually no degradation of the drug occurs during the conventional rendering process. The concentration of pentobarbital that could occur in rendered products under commercial rendering practices would depend on the dosages used for euthanasia, the ratio of euthanized animals to other raw materials processed, the extent of prior mixing of raw materials and the subsequent dilution during processing. Pentobarbital has been detected at very low concentrations in pet food, presumably as the result of rendering euthanized horses. Pet food recalls have resulted in some cases. Pet food manufacturers have lowered their acceptance thresholds for barbiturate concentrations in rendered product. Advances in analytical chemistry have resulted in increasingly sensitive assays used by pet food manufacturers to ensure the purity of the rendered protein incorporated in their products. As a result, many renderers may now reconsider accepting horses euthanized using barbiturates. There have been a number of reports of relay or secondary toxicosis, including deaths, in animals that have ingested tissues of other euthanatized animals, even though the meat had apparently been cooked. In one report, two dogs died after scavenging on the carcass of a horse euthanized more than two years previously. Federal law protecting many wildlife species apply to secondary poisoning from animal remains containing pentobarbital. Veterinarians have been fined for accidental poisoning of wildlife by euthanized carcasses regardless of intent to harm. Veterinarians are expected to be well-informed about the necessity for proper disposal of animal remains and to inform their clients on how to dispose of them. Wisconsin law requires the timely disposition of carcasses. Carcasses cannot be left exposed to access by dogs or wild animals for more than 24 hours during the months of April to November or for more than 48 hours during the months of December to March. An owner may deeply bury an animal on their own property, keeping in mind water table and waterway issues. If the ground is frozen the animal remains should be securely covered or stored until deep burial is practical. Some local landfills may also dispose of euthanized animals. Cremation is an option, however, is often cost prohibitive.

Hard Choices for the 2018 AVMA President-Elect Election The AVMA elects its officers at the Annual Convention each summer, with the 2018 election being held this coming July in Denver. Last year, the election for president-elect was just a formality, as Dr. John de Jong ran unopposed. That is not the case this year as there are two well qualified candidates. Dr. John Howe from Minnesota, and Dr. Angela Demaree from Indiana are the two competent candidates.. First, I want to share a bit about the process of AVMA elections. The elections are held by the AVMA’s House of Delegates. Each delegate’s vote is ‘weighted’ with value depending on the number of AVMA members in their state. Large heavily populated states like New York, Texas, and California yield the most clout. When a candidate from one of those states or general areas runs, they have a distinct advantage. This year that is not the case, as both candidates are from our own backyard.

Dr. Angela Demaree is a 2002 graduate of Purdue University and has had a very diverse career path. She practiced equine and companion animal medicine for five years before joining the AVMA staff, working as assistant Director of Government Relations Division for three years. She was then the equine medical director for the Indiana Horse Racing Commission, and joined the Army Reserve, being commissioned in 2009 and deployed to Kuwait in 2012. She ran for Indiana’s 5th Congress District in 2016. Dr. Demaree serves on committees for the AVMA, American Association of Equine practitioners, and is on the Purdue University College of Veterinary Medicine’s Alumni Board. Dr. Demaree is currently working on her Master of Public Health in Biostatistics and Epidemiology from the University of Southern California Keck School of Medicine.

Grace Hopper, a pioneer in computer programming, highly decorated United States rear admiral, and recipient of the Presidential Medal of Freedom stated, “The most dangerous and expensive phrase in business is ‘We’ve always done it this way.’” In many cases, this has proven true. We know past success is no guarantee for the future, especially when the only constant in life is change. But, that doesn’t stop many workplaces from being completely resistant to new ideas. If you’ve ever worked in this type of culture, then you know how frustrating it can be. Compared to the turn of the century, only three Fortune 500 companies still exist in their present format. Even more startling is since 1986, only 46 percent of the Fortune 500 companies are still in business. When Tom Peters wrote In Search of Excellence in 1982, he applauded companies that were innovative, quality focused, and growing exponentially. Today, many companies that were very recently considered invincible are no longer even in business. Too often, people confuse necessary change with change for the sake of change. That is not to say that you throw out the baby with the bath water, but any organization regardless of its past success should always remain open to new ideas. A stagnant business practice led to the demise of Blockbuster. Kodak, a brand synonymous with film, spent billions (with a B!) on failed attempts to right its ship because its team failed to innovate. It’s a recipe for disaster to continue doing things the same old way without at least occasionally assessing if that mode of operation is working or if you simply think it’s working for you. You owe it to yourself and your business to investigate changes that can improve your workplace. Instead of echoing the old company line, create a new one: “We used to do it that way. We do it better now.” Your customers and bottom line will thank you. l

In general, for swine moving within Wisconsin: • There are no restrictions if the herd of origin tests negative for both diseases within 90 days prior to movement, but documentation must be available on request. • If there are positive tests for either disease in the herd of origin within 90 days prior to movement, we will quarantine the herd until a herd plan is established and approved. Movement can take place in accordance with the herd plan. • If there has been no testing for the diseases within 90 days prior to movement, the animals can move only to slaughter, to a market at which all swine on the premises on the day of the sale are going directly to slaughter, or to terminal fairs/ exhibitions/shows, or moved to another state for feeding or slaughter.

Swine that do not meet these requirements can enter Wisconsin with a CVI and import permit from DATCP. However, they will be quarantined until a Wisconsin veterinarian has developed a herd plan addressing testing and biosecurity, and DATCP has approved the plan.

If the swine go directly to slaughter or to a veterinary clinic for treatment, or if they are returning from an out-of-state veterinary clinic, they do not need to be tested. Exhibitors who move swine into and out of the state for fairs or other exhibitions must notify DATCP. If their animals are potentially exposed to swine from positive herds at the events, they will be quarantined on return until they have a herd plan approved. They can get a herd plan approved before leaving the state, which may avoid a quarantine. Legislature Passes Animal First Aid Bill By Jordan Lamb, DeWitt Ross & Stevens, s.c. Under current Wisconsin law, first responders are not legally permitted to render first aid to injured working K-9s or other injured domestic animals that they encounter at the scene of an accident or other emergency. However, the WVMA, led by Dr. Lisa Peters, from Horizon Veterinary Services, Inc., worked with Senator Rob Cowles (R-Green Bay), Representative Dave Considine (D-Baraboo) and Representatives Joel Kitchens (R-Sturgeon Bay) this session on bipartisan legislation to remove this restriction. 2017 Senate Bill 435 allows an emergency medical technician or a first responder to render first aid services to a sick or injured domestic animal, in certain cases. Specifically, the legislation allows an emergency medical services practitioner or emergency medical responder who, in the course of responding to a call for service, encounters a domestic animal that is sick or injured to render any first aid service to the domestic animal before the domestic animal is transferred to a veterinarian for further treatment. The service rendered must be within the scope of practice of the license or certification of that emergency medical services practitioner or emergency medical responder when applied to human beings. Under the legislation, a “domestic animal” includes a dog (including police and other working K-9s), cat, or other animal that is domesticated and kept as a household pet, but does not include a farm animal. The bill also provides immunity from liability for an ambulance service provider, emergency medical services practitioner, or emergency medical responder for any outcomes resulting from them rendering first aid to a domestic animal in accordance with the legislation. Brian Noll of the Marquette County Sheriff’s Office (handler of K-9 Blackjack), Senate Bill 435, and its identical companion Assembly Bill 522, received unanimous votes out of both the Senate and Assembly Health Committees and passed on bipartisan voice votes on the floor of both the Senate and the Assembly. The legislation is now waiting for Governor Walker’s approval later this spring. The WVMA thanks Senator Cowles, Representative Considine and Representative Kitchens for their leadership on this issue and expresses sincere gratitude to Dr. Lisa Peters, Officer Holly McManus and Sgt. Verify Your CE Provider to Stay in Compliance With the latest CE renewal period underway, the WVMA reminds veterinarians and certified veterinary technicians (CVTs) to research the CE provider before attending. In recent years there has been an increasing trend of veterinarians and CVTs participating in CE not offered by approved providers. If it is not an approved provider, the credits will not count toward your licensing requirement. It is the responsibility of the veterinarian or CVT to know if the CE is valid. Below is the approved provider and credit requirements, per VE10. VE 10.02 Continuing education. (1) (a) Except as provided in subs. (3) and (4), a veterinarian shall complete at least 30 hours of continuing education pertinent to veterinary medicine in each biennial renewal period. The 30 hours of continuing education shall include all of the following: 2. At least 25 hours of continuing education that relates to scientific topics pertinent to veterinary medicine. (b) All 30 continuing education hours in this subsection shall be documented. A minimum of 25 hours of continuing education shall be documented by an approved continuing education provider. (c) A continuing education hour shall consist of 50 minutes of contact time.

(8) For auditing purposes, every veterinarian and veterinary technician shall maintain records of continuing education hours for at least 5 years from the date the certification statement required under sub. (6) is signed. The board may audit for compliance by requiring a veterinarian or veterinary technician to submit evidence of compliance to the board for the biennium immediately preceding the biennium in which the audit is performed.

Documentation of completion of continuing education hours shall include one of the following: (a) A certificate of attendance from an approved course provider. Dr. Molly Rice

Growing up as a horse loving girl in Wisconsin, Dr. Molly Rice knew from a young age that she wanted to be a veterinarian. This goal was accomplished in 2003 when she graduated from the University of Wisconsin School of Veterinary Medicine. After graduation, Dr. Rice attended a oneyear internship at the Wisconsin Equine Clinic before practicing ambulatory medicine at Lodi Veterinary Care.

“I established a passion for equine dentistry early on in practice and developed that further when I started working part-time for Dr. Travis Henry of Midwest Equine Dentistry in 2009,” says Dr. Rice. After leaving ambulatory medicine that same year, Dr. Rice started working full-time for Dr. Henry at what is now known as Midwest Veterinary Dental Services. Currently, she is pursuing board certification in equine dentistry and will be the final phase of the board exam in June.

“Life has a funny way of leading you to your happiness, and I have definitely found my niche area of practice that I find most satisfying,” reflects Dr. Rice. “Working with a great team of veterinarians and support staff is very important to overall happiness and job satisfaction in veterinary medicine, and I have been lucky to have found that in all of my veterinary jobs.” Learning from personal experience, Dr. Rice recommends veterinary students to keep an open mind while learning as you never know where your career may take you. She also recommends fostering good work relationships and habits when starting to practice. “Learning great customer service skills is not emphasized in veterinary school, but one of the most important skills you can develop once out in practice,” she says. Outside of the clinic, Dr. Rice has taught numerous wetlabs for veterinarians and veterinary students and loves giving lectures to horse owners on equine dentistry. She has always loved being a world traveler and she looks forward to participating in an equitarian trip in the future. l

VFD Rule, Honey Bees and Beekeepers By DATCP staff Liz Meils, state apiarist, and Heather Bartley, feed program specialist The Veterinary Feed Directive (VFD) Rule has been in effect since January 1, 2017. The regulation defines when certain antibiotics can be given to food animals. And believe it or not, “food animals” includes honey bees. Beekeepers have historically fed antibiotics to their bees for the prevention and management of a number of bee diseases including American foulbrood and European foulbrood. Beekeepers can no longer administer treatments independently. There are currently three drugs* labeled for use in honey bees that were impacted by the VFD regulation. In order to purchase and apply one of the three antibiotics to a beehive, the beekeeper will need either a VFD order or a prescription from a licensed veterinarian—depending on the treatment required.

The Wisconsin Department of Agriculture, Trade and Consumer Protection (DATCP) has two seasonal apiary inspectors who travel the state inspecting bees May through October. If you are interested in shadowing either the northern or southern inspector you can contact them directly to see when they’ll be in your area and how they do their hive inspections. (Visit https://datcp.wi.gov and do a keyword search: “apiary inspections.”) In Wisconsin, it is the Federal Food & Drug Administration, DATCP Feed Program and the Department of Safety and Professional Services (DSPS) who will inspect for compliance with this rule. As this is a newly implemented rule, it is in the beekeepers best interest to keep thorough records for all medication applications including copies of written prescriptions or VFD orders, date, dosage, number of colonies, locations of apiaries at the time of administration, etc. Beekeepers, veterinarians, pharmacies and distributors must retain all records for at least two years after the issue date of the VFD order or prescription.

Before a veterinarian can issue a VFD order or prescription, they will need to establish a Veterinarian Client Patient Relationship (VCPR) with the beekeeper. If a veterinarian is willing to take on these tiny *Note: Fumagilin is not classified as a medically important antimicrobial new clients, it is worth their while to join the Honey Bee Veterinary Consortium (http://www.honeybeeveterinaryconsortium.org/) so that drug for humans and therefore does not fall under the VFD Rule. l beekeepers can find a local, willing veterinarian to contact. Host educational events that include fun for the animal and for the entire family. Make the idea of going to the vet one that is associated with good experiences and better outcomes. Perhaps without realizing it, in time you will have built a trusted brand, one that keeps you top of mind for repeat visits and referrals. And a recommendation from a friend is the best sales tool of all. Difficult Choices and Limited Options

Alternatives to the use of pentobarbital include general anesthesia followed by nontoxic injectable agents. Residues from Xylazine sedation prior to euthanasia may affect scavengers and be unacceptable to renderers. Physical methods causing disruption of brain activity such as penetrating captive bolt or gunshot are other alternative methods. Physical methods, however, have risks. Gun shot and captive bolt should be used only by well-trained proficient personnel. Appropriate restraint is required for application of the penetrating captive bolt and special care should be taken to ensure that personnel are not injured by ricochet from free bullets. In addition, physical methods can be offensive to, and upsetting for, the operator and observers. Physical methods must be skillfully executed to ensure a quick and humane death, because failure to do so can cause substantial suffering. It is imperative that the correct anatomic site be known and used for application of both captive bolt and fire arm to ensure that the procedure is humane. In all cases, once euthanasia has been carried out, death must be carefully verified. l

WVMA Continues to Add Value to Student Membership By Bailey Quam, WVMA communications and project specialist As way of keeping the association green and growing Student Representatives, Morgan Randall and Danielle Schuld along with WVMA staff have worked to increase student participation during the 2017-2018 school year. “By listening to fellow students, we have been able to really target WVMA events to their interests,” says Randall. During the current school year, numerous events have been held including: • Vets to Vet School – Held twice a semester, these lunch time talks are given by WVMA members. Students enjoy hearing first hand from veterinarians about different topics and the wide variety of opportunities available within veterinary medicine. • Student Wetlabs – Held at the Annual Convention and instructed by WVMA members, wetlab topics are selected by student members. Each wetlab gives students a hands-on opportunity to expand their learning. • Emergency Situations and Client Relations Training – This one-day trip was hosted by Fox Valley Animal Referral Center and consisted of three stations of emergency triage, client interaction and expectations during the hiring process. Students also received an introduction to dog and cat CPR. The day concluded with a panel of veterinarians, clinic staff and a client who were willing to answer a wide variety of questions. • Networking Dinner – Hosted by Lodi Veterinary Care, students were able to enjoy dinner while talking with clinic staff about specific areas of interest, the hiring process and any other questions that interested them. Students then toured their newly remodeled clinic. This event is held once a year at a clinic in the Madison area. • Student Day – Held the first Saturday in February, students were able to learn about topics not always covered in school, such as: a day in the life of a mixed animal practitioner, how to combat Dr. Google, how to become a part of the on-farm team and much more. Students are also able to meet one-on-one with vendors and learn more about different products. • Class of 2019 Blue Coat Ceremony - Held every year in April, the Blue Coat Ceremony celebrates the classes transition from the class room to clinics. Each class personalizes the ceremony by inviting speakers both from the School of Veterinary Medicine faculty and from within their class. Having quality events that meet the needs of student members showcases how the WVMA listens to their requests and has something for everyone. “Students really want to meet veterinarians and make connections,” says Randall. “They see serving on WVMA committees and being at events as an efficient way of doing this.” The value of working with the WVMA has also been seen when electing new representatives to the Executive Board. This two-year position includes attending all Executive Board meetings and helping staff organize student activities. “In past, students were hesitant to volunteer for this position due to the time commitment,” says Randall. “However, in the last three years there have been numerous students running for the position. I think this really shows the value students are seeing in organized veterinary medicine.” To help create an early understanding of organized veterinary medicine and the WVMA, student representatives give an introductory presentation to the first-year students during orientation. “Being in front of the students from their first day helps them realize the value of their WVMA membership,” says Randall. “They quickly realize that the WVMA will be there for them in veterinary school and in every part of their career.” l
