Vic and his wife Vicki own Vic Russell Construction, Inc., located at 17900 Finley Butte Rd. in La Pine, where Vic is Chief Operations Officer and Corporate Secretary, and Vicki is President and CEO. “We’ve owned this company for 43 and a half years,” said Vicki. “While we haven’t always been at this location, we’ve always been based in La Pine. In 1993, we bought this 100-acre quarry, but we started the process in 1980 and it took 13 years for Burlington Northern Railroad to finalize the deal.” Vic Russell Construction, Inc. is primarily an excavation, rock quarry, asphalt production and paving company that sells to both private and commercial customers. When I asked Vicki what product they sell the most of, she replied, “That’s got to be our rock: gravel and base rock for driveways, etc.” Vic added, “We just finished work for Mid-Oregon Credit Union, and have done the majority of excavation and paving for our schools, Little Deschutes Lodge, and the new Senior Center. We’ve done lots of commercial projects in this area.” I asked the Russell’s what the best part of their job was. “Meeting people,” said Vic. “Meeting people and building a great group of employees,” said Vicki. The Russell’s employ about 37 people during the busy season, and “Our employees are like family,” said Vicki. “One worked here for 39 years, retiring just recently at age 88!” “One of the things that’s unique about our company,” said Vicki, “is that if we did a job 10 years ago, we could probably put our finger on what that job was

When we do a job for someone, we develop a relationship with them.” Added Vic, “We’ve built long-term relationships not only with private consumers but with homeowner districts, road districts, commercial clients…43 years is a long time to be in business with people.” Vic is the oldest of five children, and his father had a manufacturing company called Forest Furniture, which made blue and buggy furniture, which can still be seen at various places in town. “At some point all of my siblings have worked for us,” said Vic, “and then kind of branched out into their own businesses.” “It’s an awesome family,” added Vicki. “They’re a giving, hard-working group, very much community minded.” Speaking of community involvement, Vic and his wife have collectively sat on nine different boards. “I’m past chair of the La Pine Parks and Recreation Foundation,” said Vicki, “and I have been on the Central Oregon Community College Foundation for 24 years. I also sit on the Newberry Habitat for Humanity board and on the La Pine Urban Development Commission. Vic is currently Chairman of the Board of Directors for La Pine Community Health Center and Midstate Electric.” With so much community involvement, I asked Vicki how she and her husband find time to run their business and be so involved in La Pine. “You want to give back to your community,” she replied. “This is a changing community and I think it’s really important... even though we’re really busy and

sometimes it’s hard, I believe that if you make that commitment, it’s not about what you want, but what’s good for the community. Just one person can really make a difference.” Vicki is also an Ambassador for The Ford Family Foundation Leadership Program in the La Pine community and the Oregon Community Foundation Leadership Council, where she’s been very involved with the roadmap to economic vitality. “One of the results of this roadmap is the Shine on La Pine effort,” said Vicki. “And we’ve just finished, with the help of some grant money, a brand that we’re ready to roll out for the La Pine community. There are a lot of things that are happening here right now, and it’s really pretty exciting. What attracts people to our community is the spirit, willingness and collaboration that is going on. La Pine RFPD Performing Wildland Interface Structural Assessments For Firefighting Data Base La Pine student firefighters, in uniform and in a fire district vehicle, will be visiting homes and properties within the fire district this summer. The purpose is to pre-plan and collect critical data (from the outside only) for firefighters to use when protecting homes from a wildfire. This is a continuation of a multi-year project started last year. This is an extension of the National Wildland Fire Decision Support System which is linked with current Federal, State and County data bases. Firefighters and incident managers, regardless where they are from will have accurate data on the challenges they face and best apply resources to protect homes the during critical phases of a complex wildfire incident using computer systems and even hand held technology. Firefighters can collect all data visually from the driveway and participation is not required by the resident. However, firefighters may knock on the door to alert residents they are in the area and to what they are doing and will be happy to answer any questions. The Fire District is appreciative of each property owner for their effort to maintain their properties in a FireWise and FireFree safe condition. This activity is just one more effort to ensure we all survive the next wildfire in Central Oregon.

Travel Talk At Sunriver Nature Center Popular travel writer William Sullivan will show and tell about “New Hikes for Exploring the Natural Wonders of Eastern Oregon” at the Pozzi Building on the Sunriver Nature Center campus 7:00pm, Friday, August 12. The talk will be accompanied by a slide show of photographs taken by the author. It is free and open to the public, but donations are warmly welcomed. Sullivan, a fifth generation Oregonian, is a travel author who feels keenly about the need to walk a fine line between promoting the state’s wild and scenic areas and working to protect them. After describing a particularly beautiful part of Eastern Oregon he has said, “There is absolutely nothing keeping a corporation from China or Russia from buying one of these places and turning it into kitty litter.” Consequently he hopes encouraging people to explore these special places will motivate them to urge protection. He has also written about Sutton Mountain, a 58,000 acre stretch of land surrounding the John Day Fossil Beds that could become Oregon’s next Federally protected wilderness area but “only if Congress ever gets its act together.” While perhaps best known for his “100 Hikes” series which has provided detailed information about all corners of the state, he has also written four novels and several non-fiction books about Oregon. Some of his best known works are The Case of D.B. Coopers Parachute, Oregon’s Greatest Known Disasters, Hiking Oregon’s History, and Listening for Coyote, his journal of a personal 1,000-mile hike across the state, which was named as “one of Oregon’s 100 most significant books” by the Oregon Cultural Heritage Commission. He has spoken frequently in Bend and Sunriver and is known for his fascinating anecdotes and audience-pleasing sense of humor. Sullivan and his wife, Janell, live in Eugene, but spend summers in a rustic cabin they built by hand in a roadless area of the Coast range. CANS FOR A CAUSE PROJECT The La Pine Lions Club began collecting refundable containers in 2014. Our first project supported the Lions “Honor Flight” program which transported WWII Veterans to Washington DC for free. Cans For a Cause recently expanded to include Sight & Hearing, Scholarships, Leo’s Club and Community Service programs in the La Pine and Sunriver areas. County Lifts Prohibition On Marijuana-Related Business In Rural Deschutes County With reasonable regulations in place, the Deschutes County Board of Commissioners lifted the prohibition on marijuana-related business in rural Deschutes County. Beginning September 1, the County will accept land use applications to allow and regulate the following: · Medical and recreational marijuana production; · Medical and recreational marijuana processing; · Medical marijuana dispensaries; · Recreational marijuana wholesale; and, · Recreational marijuana retail “I think we have a good set of regulations and are ready to address this issue,” said Alan Unger, Deschutes County Chair. “We deeply appreciate the time and energy that our planning commissioners, marijuana advisory committee members and so many county residents have invested in an effort to help us create an atmosphere where we are protecting our rural quality of life but still allowing for opportunity.” The County’s Planning Division will host workshops to provide potential applicants and interested parties an overview of the local marijuana regulations, which were adopted in June. Staff will also provide information about application fees and an overview of the county’s procedures for processing land use applications. Workshops will be held: · August 23, 3:00-5:00pm, 1300 NW Wall Street, Bend (Barnes & Sawyer Rooms) · August 23, 6:00-8:00pm, 1300 NW Wall Street, Bend (Barnes & Sawyer Rooms) The Board’s work to address marijuana land use began in April 2015. Since that time, six public hearings have been held so that the community could provide feedback on proposed regulations. · In November, the County’s Planning Commission deliberated on proposed regulations and forwarded a package of recommendations to the Board. · In December, the Board temporarily voted to opt-out of marijuana-related business in unincorporated areas of the County, expressing a desire to have more time to evaluate the impact of proposed regulations. · In early February, the Board appointed 13 citizens to its Marijuana Advisory Committee (MAC), asking them to recommend reasonable regulations to address the impacts of both medical and recreational marijuana land uses (such as sight, sound and smell). · In April, the Board reviewed the MAC’s recommendations and then, a month later, unanimously agreed on a framework to address impacts associated with the growing, processing and sale of marijuana. · On June 1, the Board began the process needed to amend County Code. “I’ve often said that I feel that this is something very similar to what my grandmother experienced during prohibition,” said Commissioner Tammy Baney. “We won’t be able to take care of the black market through these regulations. We won’t be able to solve all of the issues. But the fact remains that we are living with a new industry and that industry has been allowed. I think we’ve done a great job in seeking balance to try and bring two sides together and create good neighbor policies and a process that allows for an industry but recognizes the importance of community. Extreme Heat Dangerous To Pets The Humane Society of Central Oregon (HSCO) would like to offer tips on keeping your pet safe in the heat. With temperatures expected to reach near 100 degrees by the end of the week, the best spot for your pet is inside a safe, cool house. Dogs and cats cannot cool their body temperatures as efficiently as humans. · If your pet is outside during the day, remember to provide protection from the sun and plenty of fresh water. Remember that older, short muzzle and overweight dogs are more likely to overheat during hot weather. You can provide a wading pool to aid in cooling. · Leaving your pet in a parked car can be a deadly mistake. The temperature inside a car can reach 120 degrees in a few minutes. Even partially open windows won’t protect your pet from heatstroke. · Exercise your dog in the morning or evening when temperatures and pavement are cool. The paw pads can get injured from the hot pavement and melted tar can get stuck to pad and hair. Pets need exercise but do it in the cooler hours of the day. Press your hand on pavement for 10 seconds, and if it’s not tolerable for you, it’s too hot for your pets. · Dogs in truck beds can suffer injury or heat stroke. Veterinarians know all too well dogs that have fallen out of the truck bed which resulted in severely injured dogs or motor vehicle accidents from people swerving to avoid the dog. If you cannot touch the hot truck bed with your bare hand, your dog should not be on the hot metal. Debris from the road damages eyes. “Every year the Humane Society of Central Oregon warns people to keep their pets safe from the dangers of warm temperatures,” says Lynne Ouchida, community outreach manager. “Unfortunately, every year we hear of animals needlessly suffering from heat stroke. When summer heat hits, the City of Bend animal control receive four to eight calls per day regarding dogs left in hot cars.” The Humane Society of Central Oregon has posters available for businesses and car windshield flyers that educate people on the dangers of leaving pets in hot cars. The educational flyers list the warning signs of a pet suffering from heat exhaustion or stroke. The Humane Society of Central Oregon is located one mile south of Reed Market Road on 27th Street in Bend. The shelter is open Monday through Friday 10:00am to 5:30pm and Saturday 10:00am to 5:30pm. Public Use Restrictions Enacted To Prevent Summer Wildfires

The Importance Of Adoption While we know that spaying and neutering your pets is a huge part of saving lives, we also know that spay and neuter alone isn’t enough. We need to provide education to our community regarding the importance of adoption as well. Working in the animal welfare industry, we hear stories of pets that need to be rescued each and every day. There are so many that need homes, we can’t see why anyone wouldn’t want to save a life through adoption. We would like to take a moment to encourage you to not only adopt your new best friend, but to be an advocate to others and spread the word about the importance of adopting! Each year, millions of dogs and cats lose their lives unnecessarily in our nation’s shelters. But it doesn’t have to be that way. An estimated 17 million people will add a new pet to their families this year. If more of them would choose to adopt a pet, instead of buying one, we could reduce the number of animals killed in shelters significantly.

The Board of County Commissioners voted to impose public use restrictions on unprotected lands within Deschutes County and on all County-owned land. The restrictions, which go into effect immediately, are aimed at preventing human-caused wildfires. Unprotected lands are defined as unincorporated lands that are not a part of a Rural Fire Protection District or protected by the Oregon Department of Forestry. Land owners can visit: https://maps.deschutes.org/custom/basic/PublicUseRestrictions. html to review regulations and see if they apply to their property. The following restrictions are now in place: 1. Smoking is prohibited while traveling, except in vehicles on improved roads. 2. Open fires are prohibited, including campfires, charcoal fires, cooking fires and warming fires, except in designated areas. Portable cooking stoves using liquefied or bottled fuels are allowed. 3. Chainsaw use is prohibited, between the hours of 1:00 p.m. and 8:00 p.m. Chainsaw use is permitted at all other hours, if the following firefighting equipment is present with each operating saw: one axe, one shovel, and one 8 ounce or larger fire extinguisher. In addition, a fire watch is required at least one hour following the use of each saw. 4. Cutting, grinding and welding of metal is prohibited between the hours of 1:00 p.m. and 8:00 p.m. At all other times the area is to be cleared of flammable vegetation and the following fire equipment is required: one axe, one shovel, and one 2 ½ pound or larger fire extinguisher in good working order. 5. Use of motor vehicles, including motorcycles and all-terrain vehicles, is prohibited, except on improved roads and except for vehicle use by a landowner and employees of the landowner upon their own land while conducting activities associated with their livelihood. 6. Possession of the following firefighting equipment is required while traveling in a motorized vehicle, except on federal and state highways, county roads and driveways: one shovel and one gallon of water or one 2½ pound or larger fire extinguisher, except all-terrain vehicles and motorcycles which must be equipped with an approved spark arrestor in good working condition. 7. Mowing of dried grass with power driven equipment is prohibited, between the hours of 10:00 a.m. and 8:00 p.m., except for the commercial culture and harvest of agricultural crops. 8. Use of fireworks is prohibited. 9. The release of sky lanterns is prohibited. 10. The discharging of exploding targets or tracer ammunition is prohibited. 11. Blasting is prohibited. 12. Any electric fence controller in use shall be: a) Listed by a nationally recognized testing laboratory or be certified by the Department of Consumer and Business Services; and b) Operated in compliance with manufacturer’s instructions. Entry Permit Required - Schoonover Area Effective as of July 29, travelers in the Schoonover area will need a permit to enter. Under this Permit Closure, except as to the owner’s legal right of entry upon their land, entry to all subject forestland is unlawful unless entrants first obtain a permit issued at the Walker Range Fire Patrol (WRFP) office, 135393 Highway 97, Crescent, Oregon. Maps of the closure area may be viewed at WRFP or on the internet by clicking here. This Permit Closure is in addition to public fire restrictions already in effect within the entire Walker Range Forest Protection District that include: • Smoking is prohibited while traveling, except in vehicles on improved roads. • Campfires are prohibited, including campfires, charcoal fires, cooking fires and warming fires on Gilchrist State Forest, Whitefish Cascade Timberlands, Bell A Land and Cattle, Gabrych Family Partnership, Black Rock Ranch and Mansfield Property. • Campfires are allowed on your personal property, as long as you, the property owner takes the following precautions. • Build the campfire in an open area away from overhanging branches and clear of flammable material within a 10-foot diameter circle. Campfire pit must be dug down to mineral soil. Line the perimeter with rocks, building blocks, metal or concrete. Flame length should not exceed two (2) feet in height. No bonfires. • Do not leave unattended. • Have available at campfire site, a shovel, charged hose or 5 lb. ABC Fire Extinguisher. • Don’t have a campfire under windy conditions. • Drown the campfire with water. Be sure all material has been cooled and extinguished. Do not bury the hot embers— campfires can smolder and escape your campfire ring during windy times. • No material will exceed the campfire perimeter—nothing overhanging the sides of the campfire perimeter. • No burning of household rubbish. • Portable cooking stoves using liquefied or bottled fuels are allowed. • Debris burning and burn barrels is prohibited. • Chain saw use is prohibited, between the hours of 1:00 p.m. and 8:00 p.m. During other hours, chain saw users must have a shovel, an 8-oz or larger fire extinguisher or a charged hose capable of reaching cutting area at the job site. • Electric fence controllers must be approved by a nationally recognized testing laboratory or be certified by the Department of Consumer and Business Services, and be installed and used in compliance with the fence controller’s instructions for fire safe operation. • Mowing of dead or dry grass with power-driven equipment will not be allowed between the hours of 10:00am and 8:00 pm. Last week we looked at the new manners for technology. Here are some updates for mealtime in or outside the home: 1. When to start eating. If you’re seated at a table with eight or fewer guests, wait until everyone is served and for the hostess to begin eating before you dig in. At a long banquet table, it’s OK to start when several people are seated and served. 2. What to keep off the table. All items not having to do with food (and decoration) should remain off the table: keys, clutch bags, sunglasses, and especially phones. 3. When to text at mealtime or out in a restaurant. “If you’re in a situation where you’d excuse yourself to go to the bathroom, you should also excuse yourself before reaching for your phone,” writes Farhad Manjoo on slate.com. Texting at the table is a no-no. 4. What to do if you’re not drinking wine. Don’t make a big deal of saying you don’t drink. Simply place your fingertips on the rim of the glass and say “Not today, thanks.” This implies no judgment of those who wish to imbibe. 5. How to handle the work kitchen stove or microwave. Don’t cook smelly foods. Come on. And it’s a good idea to not to microwave this stuff, either. 6. Here’s the right way to squeeze a lemon into your drink. Use your hand to shield your lemon as you squeeze it into your iced tea so you don’t inadvertently squirt your dining companion in the eye. 7. This is basic napkin etiquette people miss. If you’re eating and want to take a sip, dab your mouth with your napkin to avoid staining the rim of the glass. 8. Here’s a major food passing faux pas. Grabbing a bowl of salad or a saltshaker as it’s being passed to someone who asked for it is the equivalent of cutting in line: greedy and rude. 9. Here’s the proper way to pass food. Counterclockwise-only. But if someone to your left asks for something, you can hand it directly to him. 10. Here’s the deal with taking home leftovers. When out with friends or family—even at a fancy restaurant—it’s fine to ask for your leftovers to be wrapped. But don’t do it at a business lunch or dinner. 11. Here’s an essential part of being a good host. If a guest at your party is drunk, ask him discreetly if he’d like to lie down, if you can arrange for a ride, or even if he’d like to spend the night. Do not let him drive. 12. Children in restaurants. If you are taking your children to a restaurant, be sure you go before the regular time they eat so they are served by their dinner time. Don’t let children down from their seats to run freely. Wait staff are not responsible for containing your children’s spills and personal messes. Help keep your children’s area cleaned up. This is not a case of ‘that is what they are tipped for’. Children make large impacts on a table setting. Bring something to keep children busy if you plan to dine in style for any length of time. Better yet, feed them before you come and plan to entertain them while you eat. Share dessert. This list helps update you about eating and restaurant manners. Cadets Solo At Flight Academy Two Cadets from Civil Air Patrol’s High Desert Squadron in Bend just returned from the Desert Eagle Flight Academy in Ephrata, WA. They attended the twelve-day academy where they both achieved their first solo flight. They graduated Sunday, July 31 2016. Cadet TSgt Phillips took powered flight lessons and Cadet MSgt Cook took glider lessons. They both soloed in their respective aircraft. Soloing is a hoped-for goal, but is not guaranteed. Several factors can keep a Cadet from experiencing their first solo, including weather, paperwork issues and student ability or skill level. While both Cadets from the High Desert Squadron were able to solo, not all Cadets in attendance got their first solo flight in. There were a total of 18 students in the academy: 8 powered student, 8 basic glider and 2 advanced glider students. A typical day for the students began at 5:30am. Most of the flying took place in the mornings because that is when the winds are calmer. Some students flew while others ate breakfast, then they would rotate. During the afternoons students received instruction in ground school, which consisted of lessons on how and why aircraft fly. They also received talks from several guest speakers including the airport manager (Mike Wren), a Thunderbird Pilot (Col. Kevin Mastin), a local Historian, and an Air Force Academy student. Evenings were spent in studying and preparing for the next day. Cadets also helped out in the kitchen, the laundry and in general clean-up. The Cadets both say that they had an outstanding experience and they would recommend the academy to any Cadets interested in learning to fly. They say they much appreciate the scholarships presented to them by the High Desert Squadron, which helped reduce the cost of the Academy. They both plan to continue their flight training. Stories in the news recently have indicated that there is a shortage of airline pilots in the industry. Whether these students pursue a career in civil or military aviation, they will be filling a void and their skills will be in demand. BSNP Spay/Neuter Clinics Coming To Madras Good News! Bend Spay+Neuter Project will begin monthly FREE spay/neuter clinics for dogs in Warm Springs on September 6th, 2016! We want to start by saying thank you to the community of Warm Springs forinviting us to help them find a humane solution to the dog overpopulation issue that has plagued their community for so many years.... Many of you know that Bend Spay+Neuter Project has been working hard over the past three years to start a free spay and neuter program for dogs and cats in Warm Springs. Those of you who have seen the strays in Warm Springs know how dire the situation there truly is. Dogs breed prolifically and are left to a life of suffering during hot summers and bitterly cold winters. Many suffer from severe mange, flea infestation, ticks and all are constantly struggling to find food. The lucky ones are taken into homes by caring community members with limited resources, and the not so lucky ones are left to fend for themselves. Local rescues and shelters have done amazing work finding homes for many of these dogs over the years, but the only way to end the suffering for good is a concentrated effort to provide free, high volume spay and neuter to control the population humanely. Bend Spay and Neuter Project has secured funding through an endowment left by a private donor to provide free spay/neuter and rabies vaccines for the dogs, but we need your help to make a bigger impact... We are hoping to raise $10,000 to purchase medical supplies, a transport van for our staff and to hopefully eventually add additional programs to help the community such as free spay and neuter for cats, basic dog training and educational programs for children to ensure that our efforts have a lasting impact in the community. Crook County School District News Crook County School District is the recipient of a $6,875.00 grant award from the U.S. Bank Foundation.
