Bend Adding New App to Help Drivers Find Downtown Parking Spot

To make downtown parking easier, Bend city councilors have approved an agreement with a private firm that will monitor how many cars are parked during the day in downtown garages, surface lots, and street parking.

Using the app, not only can you find available spots before you leave home, but if you click on the navigation button, it will guide you to that available parking space, and update you if a spot is taken before you arrive.

Plans call for the system to be installed in the core downtown area between NW Greenwood Avenue, Franklin Avenue and Lava Road.

Bend-La Pine Adds Electric School Bus to The Fleet

The Bend-La Pine School District has introduced its first electric school bus, which will eliminate tailpipe emissions, reduce noise, and save the district money on fuel and maintenance costs. It’s the first electric school bus operating in Oregon east of the Cascades.

The bus was acquired through Pacific Power’s electric mobility grant program, in conjunction with the Oregon Clean Fuels Program administered by the state Department of Environmental Quality.

Bend-La Pine Schools has 127 buses in its fleet. Just over half are powered by propane, a cleaner-burning and less expensive fuel than diesel or gas.

Bend PD’s K9 Kim Retires After 5+ Years & 913 Deployments

Kim, an apprehension K9 trained to track, locate and bite and hold suspects until the handler calls the K9 off and makes an arrest, has retired after more than five years on the job.

Throughout the course of her career, Kim was deployed 913 times. She tallied 98 captures, located eight pieces of evidence, and participated in 35 community demonstrations.

Though small in stature, Kim was fierce and tenacious. She was also gentle and loving when she wasn’t actively working. Said her handler, “K9 Kim never had a bad day at work,”

Madras Mayor Mike Selected as Pro Tem City Administrator

The Madras City Council has appointed Mayor Mike Lepin to serve as Pro Tem City Administrator due to the resignation of former City Administrator Gus Burril. Mayor Lepin said that “I don’t anticipate serving as pro tem for very long and look forward to getting an interim city administrator in place as soon as possible so we can restore continuity in the day-to-day business of the city.”

Oregon to Lift Mask Requirement for Health Care Settings, Starting April 3

The Oregon Health Authority (OHA) will no longer require workers, patients and visitors to wear masks in health care settings – such as hospitals, mobile clinics, ambulances, outpatient facilities, dental offices, urgent care centers, counseling offices, school-based health centers, complementary and alternative medicine locations – starting April 3, to wear masks. The requirement has been in effect since August 2021. The decision to end statewide health care mask requirements aligns with decisions in other states, including Washington.

Sisters Ranger District to Host Open House on March 15

On Wed., March 15, 5:30 – 7:30 p.m., the Sisters Ranger District will provide the public with an opportunity to review and discuss a range of activities planned for the next year. It takes place at the Sisters-Camp Sherman Fire Hall located at 301 South Elm.

The activities include vegetation management in the Green Ridge and Cougar Rock areas, recreation program updates including trails and campgrounds, anticipated prescribed burning plans, road maintenance and construction, the new Sisters Ranger District administrative site construction updates, predictions for the coming fire season, and several major watershed restoration projects.

Friends of the Children Expands Long-Term Mentoring Program to La Pine

Friends of the Children Central Oregon will expand its services to La Pine, with the mission of breaking generational cycles of poverty through its long-term, professional mentoring program for youth in the community. The organization has secured nearly three years of operating budget.

To fulfill the role and mission of supporting and guiding children, Friends Central Oregon has hired two professional mentors, called “Friends,” who are dedicated to serving 16 newly enrolled kindergarteners from La Pine Elementary and Rosland Elementary. Fueling the decision to expand was data emerging from the pandemic that showed rural communities, which already faced significant disparities compared to urban settings, experienced additional challenges through virtual learning such as more limited technology access and availability of caregiver support. In both 2021 and 2022, La Pine’s high school graduation rate was below 60%, well-below the state average (81.3%).

At LCHC, Screening Test for Colon Cancer Is ‘Just Another Way to Stay Healthy’

One of the most curable types of cancer, if detected early, as well as being highly preventable, colorectal (colon) cancer “can be uncomfortable to talk about,” acknowledged Terry Corey, population health specialist, at La Pine Community Health Center (LCHHC).

Which is why, during its annual campaign to encourage annual screenings, LCHC has taken an approach that puts patients more at ease – starting with a humorous lobby display (‘a good conversation starter’) and extending to every interaction with our personnel – from the front-desk receptionist to providers. It’s such a group effort,” she said.

Colon cancer is “the second most common cause of cancer deaths in the U.S.,” Corey noted. “Yet yearly screenings increase the chance of detecting colorectal cancer at an earlier, and potentially more manageable and treatable, stage.”

She continued: “Through their LCHC providers, patients who prefer a screening test instead of a colonoscopy (typically recommended every 10 years) are given a FIT (fecal immunochemical test) kit that uses antibodies to detect blood in the stool.”

Corey added that “It’s just as efficient as a colonoscopy in detecting the presence of colon cancer. And the test is so easy and quick to do – it literally takes less than five minutes.”

After using the FIT kit in the privacy of their homes, patients simply return it to the front desk at LCHC, after which it goes to their provider. Bend Home Prices Slip in February, Rise in Redmond & La Pine

Bend’s and Redmond’s median home sales prices went in opposite directions last month, with the Bend figure slipping $25k to $660k, down more than $100k from the peak $773k seen a year ago, according to the most recent report from Redmond’s Beacon Appraisal Group.

Meanwhile, Redmond’s median sales price rose for the first time in several months, up $20k to $440k, still down about $100k from last summer’s peak figure of $542k. Other median sale prices for single-family homes around the region included $575k for Sisters (down from $555k in January), $825k for Sunriver (compared to $930k last month), $419k for La Pine (up from $380k), $330k in Jefferson County and $425k for Crook County.

2nd Annual American Legion Ice Breaker Coming This May!

Last year’s first Ice Breaker – which included vendors, bike games, live music and, of course, the poker run ride – started the riding season off with a bang. So we’re doing it again the weekend of May 19 – 21 at La Pine American Legion, 52352 Drafter Rd. The event is open to all whether you ride or just like a good party! Run entirely by volunteers – multiple generations of veterans and family members – the event raises money for the local veteran community by way of helping veterans in need, and keeping Post 45 up and running.

Attendees can enjoy the same attractions as before, while riding a brand-new route, and buy raffle tickets (only $20 each) for the grand prize of a Harley Davidson motorcycle. (Raffle winner will be drawn on Sunday.) VIP full-access passes are available now for $50 (individual) and $80 (couple).

Two Heart ‘n Home Events Scheduled This Month to ‘Honor Our Veterans’

“ We are very proud of our veterans, and are holding two events this month to honor them and their communities,” said Heart ‘n Home’s Andrea Gauntlett, in describing a Welcome Home Ceremony for Vietnam Veterans (March 29) and a St. Patrick’s Day Basket Raffle (March 17).

The first event, held in recognition of Welcome Home Vietnam Veterans Day, is “the first time we’ve put on a dinner to honor those who served,” she added. “It’s never too late to say ‘welcome home and thank you.’”

Featuring special guest speakers, the March 29 dinner is free for veterans (each of whom may bring one guest at no charge), while additional guests and community members are welcome to attend for $25 per person. The event takes place from 4:30 – 7 p.m. at American Legion Post 45, 52532 Drafter Rd., La Pine.

The 2nd annual raffle, held live on March 17 at 4 p.m. – both at the organization’s Bend office (745 NW Mt. Washington Dr., Ste. 205), and on its Facebook pages -- features donated items worth $7,500. “Our goal is to recoup this amount, and as much as an additional $2,500 for a total of $10,000,” said Gauntlett.

Raffle items include fine jewelry, a pet package from La Pine Animal Hospital, four tickets to the High Desert Museum, and a Wanderlust Tours package. All ticket entries, priced at $5 each or five for $20, will be entered to win the grand prize of a two-night stay at Brasada Ranch in Powell Butte.

“All money raised from these two events is going to the Heart to Heart Hospice Foundation, which reaches out to those suffering from financial hardship whose needs are not always covered by insurance,” Gauntlett explained.

For example, the donor-funded Patient and Family Need program allows Heart ‘n Home to meet needs such as paying a utility bill, making a home or auto repair, buying groceries or hygiene items, travel expenses to reunite family and friends, and assisting with bereavement camp tuition and grief counseling. We can also help with special therapeutic services such as massage, Reiki, or counseling – and even simple last wishes that are unfulfilled.

A Swimming Pool in La Pine? Chamber Provides ‘Nuts and Bolts’ Analysis

“Why doesn’t La Pine have a swimming pool”? is once again a big topic on the local social media feeds, but the lament is not new – we’ve been talking about this for at least 30 years.

Here’s what’s involved, in very basic terms:

It still makes sense for the La Pine Park & Recreation District (LPRD) to take on this operation. They have a staffing infrastructure in place; they are a special district voted into existence by the community; they own some possible choices of land to locate such a facility.

However, LPRD’s tax base barely covers the programs already offered, let alone something as intensive as building and maintaining a public pool. Furthermore, past election efforts to augment the current tax base have not been successful. So it’s possible that a new Special District just for the pool would need to be formed and voted in – as was the case with the Madras Aquatic Center Recreation District, which operates with a $1M yearly budget.

I took a tour of the Madras facility, and feel that its size and layout would be perfect for La Pine. According to the Madras administration, it would take about a $1.5 M budget to operate and $10M to build a similar facility.

Deschutes County’s Tax Accessor Scot Langton, using LPRD parameters, came up with approximate tax figures for this exercise: a total tax rate of $2.00 per $1,000 assessed value -- or $400 per year for a house with a $200,000 assessed value.

Scot Langton also noted that local operations levies such as this can go no more than five years at a time for operations, or 10 years for capital.  He told me that “with some allowances if there is a blend between operations and capital, they can be renewed – but only through voter approval.”

(Another option is obtaining grant dollars to help with construction, as well as a capital campaign to gather donations from the community to help offset those costs -- thus making the bond amount smaller, and keeping taxes down.)

This is my “down and dirty, nuts and bolts” view of what would be entailed – with either option -- in having a local pool. And while the effort is not impossible, it requires a daunting level of engagement and commitment by more than a handful of folks to get out and make the case to taxpayers, grantors and donors.

450-Unit Housing Project Moves Forward in Redmond

After four years, the $140 million Northpoint Vista mixed-income housing project has taken a significant step forward with the Redmond City Council voting to negotiate an agreement with deChase Miksis and Edlen & Co. for one of the largest housing projects in Central Oregon.

Formerly known as Skyline Village, Northpoint Vista will include about 450 units of affordable, workforce and market- rate housing on Redmond’s east side. Units will include a mix of housing options ranging from cottages to multifamily units and town homes.

City officials are hoping to break ground on the project in 2024, on the currently vacant 40-acre plot of land next to the Desert Rise Industrial Park in east Redmond. Construction could finish by the end of 2027.

Ingredients:

• 1 cup mashed potatoes cooled

• 1 cup grated potato

• 1½ cups flour 1 tsp baking powder

• 1 cup buttermilk

• 1 cup whole / full cream milk

½ cup spring / green onions finely chopped

• ½ cup cheddar cheese grated

• 1 tsp salt

• ½ tsp pepper

Instructions:

• Combine all the ingredients in a large mixing bowl and mix until the batter is thick and creamy.

• Heat a large, nonstick frying pan over medium-high heat and add a teaspoon of oil. Cook spoonfuls of the batter for 5-7 minutes per side until golden, crisp and cooked through.

• Place cooked pancakes on a sheet pan/roasting tray and place in a warm oven while you cook the remaining batter.

• Serve warm with sides of your choice.
