State Fire Marshal Awards New Vehicles to 6 C.O. Districts, Including La Pine

The Oregon State Fire Marshal is awarding $25 million worth of new fire engines to 76 local fire service agencies – of which six are in Central Oregon. Each will receive one of three different vehicles -- type 3, type 6, or water tenders -- to boost firefighting capacity.

The Central Oregon districts, and the type of vehicles they are receiving:

Registration Open for Deschutes County Sheriff’s Office Community Academy

Registration is now open for the 2023 Deschutes County Sheriff’s Office Community Academy, to be held at in the main Bend office. This two-week, free course provides attendees with an in-depth look at the different divisions of the DCSO and educate attendees about what your Sheriff’s Office does and is responsible for.

In addition to classroom instruction, participants will tour the Deschutes County Jail and Search and Rescue facility. Participants can also go on a patrol ride-a-long and attend an optional Saturday session during the academy, getting hands on training in law enforcement scenarios and emergency vehicle operations. New Principal Named for Redmond’s Ridgeview High School

Brian Crook, the new principal of Ridgeview High School in Redmond who replaces interim principal Tony Vicknair, will start July 1. Crook previously worked in Deer Valley School District in Arizona, though he has 16 years of experience as a high school administrator in Bend-La Pine Schools and Jefferson County School District. Specifics on New Mask Requirements in Healthcare Settings

Oregon Health Authority (OHA) is reminding communities that workers, patients and visitors in healthcare settings statewide are no longer required to wear masks as of April 3.

Healthcare settings include, but are not limited to, hospitals, mobile clinics, ambulances, outpatient facilities, dental offices, urgent care centers, long term care facilities, counseling offices, school-based health centers and complementary and alternative medicine locations.

Some health care settings may decide to continue requiring masks even after the statewide requirement is lifted. And anyone who wants to continue to wear a mask can do so, including in public places and in workplaces.

FREQUENTLY ASKED QUESTIONS

What is the La Pine Fire District budget?

La Pine Fire District’s budget is $5.4 million for the current 2022/2023 year.

Where does the money come from within the annual budget?

• A majority, about 80%, comes from property taxes.

• The remaining 20% comes from medical billing, and misc. income

What are the voters being asked to consider?

The request on the May ballot for voters within La Pine Fire District is to consider a NEW five-year Local Option Levy at $.64 per 1000 of taxable assessed value in addition to the existing levy.

How much does the existing fire levy bring in?

The existing levy of $0.64 per $1,000 of taxable assessed value brings in about $1.2 million annually.

When is the last time the levy rate has been changed?

The first levy was established in 1998, and the rates have remained the same through renewals since its inception. 25 years unchanged!

How much will the additional fire levy bring in?

The NEW levy will bring in approximately an additional $1.2 million annually.

Why is the increase necessary?

To respond to the number of increasing calls, rising costs, and the most critical factor -- providing staff to respond to calls within average response time goals.

Why are response times and availability critical?

La Pine Fire District wants to keep response times to below 6 minutes within the city, below 15 minutes in suburban areas, and 45 minutes in rural areas.

Minutes and even seconds count in the survivability of patients experiencing cardiac arrest, stroke, and traumatic incidents.

What is happening with calls for service?

• Emergency calls for service have increased 22% in the past two years, with emergency medical calls increasing 44% in the same period.

• The increased emergency medical calls for transports to the hospital effectively have doubled (100% increase) in the past 6 years.

• Over 600 times in 2022, the district was requested to responded to multiple emergencies, an increase of 56% in the past two years.

• Multiple and major emergencies result in no immediate or extended response times to those in need.

Why go out for an additional tax levy now and not wait to request an increase on the current Levy in 2024?

The La Pine Fire District Board of Directors has determined that it is important to immediately respond to the number of increasing calls, rising costs, and the most critical factor of maintaining staffing to respond within average response time goals.

Asking for an increase on the current five-year levy, which is set to expire in June 2024, is too long to wait to respond to the increasing needs of the community.

What will the community get from passing the new five-year local option levy?

• 9 additional firefighter and emergency medical staff

• 3 on-duty crews 24 hours/ 7 days a week

Why have increases in population and housing not provided enough to cover the costs of growth?

There are state limits on taxable value of homes from measures 5 & 50. There is also a state cap on how much property taxes can increase year over year at 3%.

Medicaid, Medicare and private insurance medical reimbursement rates do not meet the costs of providing service, which is an indicator that our medical services cannot transport and bill our way to sustainability.

The District has projected costs to increase and revenues to decrease annually.

What if the levy fails?

Fee Increase Approved for Deschutes National Forest Campsites

The Deschutes National Forest has approved a $3 fee increase for most single campsites and a $17 increase for some group sites for the 2023 camping season. The price hikes are based on increasing costs for materials and labor, according to Jaime Olle, a spokesperson for the Deschutes National Forest. All other recreation fees remain unchanged.

Rates for campsites vary across the National Forest but are typically between $16 and $26 a night for a single campsite (one vehicle included). Group sites cost between $100 to $300 depending on size and amenities.

Sisters Meat and Smokehouse Opening Second Location in Redmond

Started seven years ago by a group of childhood friends who grew up together in a small Douglas County, Oregon town, Sisters Meat and Smokehouse is expanding into Redmond with the opening of a second location.

The brother-sister entrepreneurs, Annie and Jay Wymer, worked at the Sisters store throughout college, explained their mother Molly Wymer, a former schoolteacher and one of the five founding partners – who described the two siblings as “very high achievers.”

After going through the in-house training program, the sibling duo explored options for a second location for about a year before finding “an old, dilapidated building” in Redmond that had served as the town’s blacksmith shop. “When walking in for the first time, we all immediately agreed that ‘this is for us,’” Molly Wymer recalled.

The Redmond store will be identical to its predecessor – “just like this one,” she said, “although larger in size (4,000 square feet instead of 3,000), with more product and more seating. We’re excited to meet the Redmond community and be a part of it.”

The original Sisters Meat and Smokehouse, a local favorite and popular stop for those passing through town, offers a variety of meats purchased from a local ranch and cut daily. “We process and smoke everything on-site,” Wymer said. This includes jerky, pepperoni sticks, bacon, salami, and sausage – described by a customer as “reminding my wife of the day when grandma made her own sausage on the farm.”

Smoked cheeses, wild-caught Alaskan seafood (“picked up once a week at the airport”), and branded products such as soup mixes, sauces, and spices, also fill the retail space, with wine, cider, and local beers available for purchase.

And let’s not forget the sandwiches, which include smoked turkey, tri-tip, and Reuben (“consistently the most popular,” she noted, Plus French dip, old-fashioned bologna, grilled cheese, and roast beef (“Easily the best roast beef sandwich I’ve ever had,” claimed a customer). “Our sandwich meat is weighed out and wrapped in advance,” said Wymer, “so all portions are equal.”

Given the reviews for Sisters Meat and Smokehouse – “one of my must-stop places when driving through town”; “great people, good food, good location, highly recommend”; “the food is excellent and not to be missed” are just a few examples – the decision to open a second location guarantees an expanding and appreciative fan base.

“We’re already really happy with Redmond, and can’t wait to welcome people to our new space,” said Wymer, speaking for the entire family.

Lava River Cave Timed Reservations Available

Timed reservations tickets for Lava River Cave are now open for the 2023 season, according to the Deschutes National Forest. Fifty percent of the tickets will be available on Recreation.gov on a rolling 30-day booking window. The remaining 50% will be available on a 24-hour booking window beginning May 4.

Bend Municipal Airport to Receive $1.6 Million for Control Tower

Bend Municipal Airport – one of the state’s busiest -- will receive $1.6 million to invest toward the $15 million cost of building a permanent control tower.

According to Sen. Ron Wyden, these funds “will help ensure the region has the critical infrastructure necessary to support and promote air travel for Oregon businesses, travelers, and tourists.”

Spring Storms Boost Snowpack

Snowpack levels in Central Oregon soared well above normal in early April following a series of late-season storms that slammed the Pacific Northwest.

As of last week, snowpack in the Upper Deschutes and Crooked River basin was 158% of normal, while precipitation for the water year -- which measures both snow and rain in the basin -- stood at 92% of normal. This is considerably better compared to a year ago when snowpack was just 54% of normal at the end of March.

Cascade Bison Co. Sets Up Shop in La Pine

“We sold 900 bison sliders during last year’s Frontier Days, which was our first exposure to La Pine,” said Lori Moore. “It was the best weekend event we had ever done.”

Owner of Cascade Bison Co., Moore has just set up shop next to the DMV –- offering an extensive selection of flashfrozen bison cuts ranging from ground and stew meat to steaks, roasts, ribs, and specialty products. Her husband, mother, and daughters all play active roles. “It’s very much a family operation,” Moore emphasized. In addition to meat, Cascade Bison Co. sells bison jerky in four flavors: original, cracked pepper, teriyaki, and spicey teriyaki. Raw pet blend, dog treats and dog bones cater to canine family members, while gift items include hides, skulls, tumblers, glasses, magnets, cutting boards, keychains, and signs

To answer the obvious question of “why bison?”, Moore explained that “While living in Colorado, my husband and I drove from Durango to Denver hundreds of times. We would always pass a bison ranch, which finally led me to suggest that “we ought to start one ourselves.” His response was immediate: ‘Those things will kill you.’”

Seven years of research followed before “the family collectively decided put everything we had into a ranch and store in Southern Oregon – which we named Wild Oasis Bison Ranch. That was the beginning of the epic,” said Moore Due to a combination of factors, “our costs kept rising, and we couldn’t get local feed for the animals. We ended up selling the ranch, but were determined to keep providing grass-fed/grass-finished, humanely harvested bison meat direct to customers throughout the Pacific Northwest.”

Moore added that “it was Gene Bowman (of KNCP 107.3 FM radio fame) who insisted that ‘you need to move to La Pine,’ and he has been instrumental in helping us get started, and spreading the word like crazy.”

Wild Oasis Bison Ranch’s animals are now located in Idaho and Montana, and Moore explained that “we haul the live animals ourselves – no more than two at a time -- to the USDA plant in Springfield for processing. It’s the only facility that can handle that amount of meat.”

The resultant packaged bison meat “has a rich, non-gamey flavor, and is very lean and high in protein, omega-3, B vitamins, selenium, creatine and CLA (which improves immune function). We never use antibiotics, steroids or hormones,” she said.

Climate Activism is Focus of COCC Educational Event

In collaboration with The Nature Conservancy, Central Oregon LandWatch, the Environmental Center and a number of other conservation- and community-focused organizations, Central Oregon Community College (COCC) is bringing a climate activism education event to the region with its annual “Climate Teach-In,” from 1:30-5:30 p.m. on Wednesday, April 19, at the Bend campus’s Coats Campus Center.

Visit cocc.edu/committees/sustainability/climate_teach-in.aspx to register for this free event, which features three workshops, presentations from several speakers, and info booths with resources and opportunities for engagement. A livestream option is available for the speaker portion of the event, from 2-3 p.m.

The event is held in conjunction with the Worldwide Teach-In on Climate and Justice, a global learning effort launched by Bard University and now involving several hundred colleges and schools. In addition to COCC faculty presenters, participating groups and speakers include Oregon State University-Cascades’ natural resources & sustainability program, Commute Options, Energy Trust of Oregon, the city of Bend, Bend Bikes and Locavore. Deschutes County Commissioner Phil Chang is providing closing comments.

“This is a great opportunity to learn more about climate resilience and how we can be engaged in confronting climate change right here in our community,” said Noelle Bell Copley, COCC’s sustainability coordinator. “Participants will find helpful resources and information together with inspiration and ideas that lead to steps of activism.”

In late 2022, COCC signed a “carbon commitment” pledge that initiates a series of steps to strategically reduce the college’s carbon footprint, aligning with 443 other colleges and universities around the country.

Fashion Show to Benefit “Clothing Connection” for COCC, OSU-Cascades

Students and staff will take to the fashion runway in honor of Earth Day during Central Oregon Community College’s (COCC) annual Clothing Connection Fashion Show, with more than 25 models walking at both 3 p.m. and 7 p.m. on Friday, April 21. The event is a benefit for a free service that provides school and work clothing to students of COCC and Oregon State UniversityCascades (OSU-Cascades). Models will showcase donated clothing together with a number of upcycled artistic garments made by OSU-Cascades art students.

“Earth Day is a natural fit to draw attention to both this important and well-utilized service and the need to recycle clothing,” said Angie Cole, co-coordinator of the Clothing Connection and associate professor of education at COCC. “We have several local resale shops lined up to have a ‘pop-up shop’ in the Wille Hall lobby to encourage attendees to consider this great way of supporting our planet and shopping with intention.” Last year’s inaugural event raised $1,200 to buy clothing fixtures and support program costs.

The Clothing Connection accepts new and gently used clothing donations, from casual to professional, in excellent, freshly washed condition. COCC started its free clothing program in 2016 as a way to help students acquire items to best dress for job interviews, class practicums and the workplace. COCC Receives $600K Veteran Student Success Grant

Central Oregon Community College will receive nearly $600,000 from the U.S. Department of Education to expand veteran student services into a Center of Excellence for Veteran Student Success on the COCC campus.

The Center will provide programming to improve student veterans’ social, emotional, and academic development with a specific focus on helping students at risk of academic failure. The center will be staffed by an interdisciplinary team at COCC comprised of faculty and staff who are veterans themselves or are experienced working with veterans, community-based veteran-serving organizations, and will also rely on peer-to-peer support among student veterans.

COCC Opens Registration for Summer Spanish Immersion

Registration is now open for COCC’s Central Oregon Summer Spanish Immersion (COSSI) program, a multiday language and cultural experience set for June 26-29 at the college’s Redmond campus.

A number of local first responders are expected to attend this year thanks to scholarship support from a Deschutes County Arts & Culture grant. First held in 2017, the program has drawn participants from as far away as Washington, California, Idaho and Nevada.

La Pine Lions Club ‘April Showers Bring May Flowers’ Silent Auction and Dinner

The La Pine Lions Club – among the first responders during the Darlene Fire in 2021 – served more than 300 meals to firefighters and evacuees for three days.

Now the organization needs your help to make much-needed upgrades to their mobile food truck, thereby allowing members to continue supporting both community events and local disaster relief efforts.

U.S. 97 Ranked 2nd Deadliest in State –Distracted Driving a Key Contributor

Recent state and federal reports rank U.S. Highway 97 as the second-deadliest in Oregon. Only Highway 101 on the coast has more fatalities.

“There are a lot of the contributing factors to fatalities, including distracted driving and driving too fast for conditions,” said Kacey Davey, public information officer for ODOT.

She noted that fatal traffic crashes are on the rise, and not just in Oregon. “Sadly, in Oregon we’re seeing the same trend nationwide, and that is an increase in fatalities in vehicle crashes on highways.”

Preliminary numbers from ODOT in January showed 575 fatalities on Oregon roads in the past year.

Distracted Driving Is Deadly

Each year, approximately 3,000 people lose their lives to car accidents resulting from distracted drivers. This accounts for between 8% and 9% of all fatal motor vehicle collisions on roads across the United States.

How To Reduce the Risk of Being a Distracted Driver

The prevalence of technology has ensured that many things are competing for people’s attention, including when they are driving -- which has contributed to a dangerous phenomenon known as distracted driving.

The National Highway Traffic Safety Administration reports that nearly 36,000 fatal crashes involved distracted drivers in 2020. To quantify, a significant uptick of driver handheld cellphone usage among drivers between the ages of 16 and 24 was reported between 2020 (2.8 percent) and 2021 (3.7 percent). With so much to gain from eliminating distracted driving, drivers of all ages should consider these strategies while behind the wheel.

Turn off notifications. The average smartphone user in the United States receives at least 46 app push notifications each day – a figure that most likely is closer to 80. There’s no denying the allure of such notifications, so drivers who find them too hard to resist can turn all notifications off prior to getting behind the wheel. This is quickly and easily accomplished through the settings function on a smartphone. Avoid making calls. Hands-free capabilities may make it easier to keep both hands on the wheel, but they don’t ensure drivers’ minds will stay on the road. When behind the wheel, resolve to stick to driving and driving alone by avoiding making phone calls or receiving and sending messages.

Stay focused at stoplights. Red lights present another tempting chance to peruse text messages, emails and push notifications. But drivers can easily be drawn into conversations that continue long after a red light has turned to green. So it’s best to maintain your focus at stoplights by waiting patiently for the light to turn and avoiding your phone entirely.

Utilize airplane mode if necessary. If none of the above recommendations are working, drivers can always switch their phones to airplane mode. Doing so effectively blocks all incoming messages and distractions from being received by the phone until airplane mode is turned off.

All accidents involving distracted driving incidents are preventable. Consider taking these simple measures to help ensure your safety and that of others on the road.

Two-Day Music Festival in Sisters Set for June 24 & 25

To celebrate the thriving music and arts community of Sisters. Big Ponderoo will bring Americana and bluegrass music to two stages -- Sisters Art Works and Three Creeks Brewing -- on June 24 and 25.

Two-day all events tickets will go on sale Wednesday, February 8 at 10 a.m. with the initial 500 tickets offered at a $25 early bird discount for $150.

The remaining tickets will be sold at the advance price of $175 per ticket. Tickets for youth ages 6-17 are $70 each; children five and under attend free. A limited number of single-day tickets will go on sale April 19 at 10 a.m.

‘Art Meets Wine in the High Desert’ May 15-20

The 5th annual “Art Meets Wine in the High Desert” celebrates Oregon Wine Month May 15-20. The week-long event includes a virtual cooking class with Kasia Wilson, the cheesemonger from Market of Choice in Bend, and a virtual wine-tasting with one of three winemakers, May 15-18.
