Oregon to Lift Mask Requirement for Health Care Settings, Starting April 3

The Oregon Health Authority (OHA) will no longer require workers, patients and visitors to wear masks in health care settings – such as hospitals, mobile clinics, ambulances, outpatient facilities, dental offices, urgent care centers, counseling offices, school-based health centers, complementary and alternative medicine locations – starting April 3, to wear masks. The requirement has been in effect since August 2021.

The decision to end statewide health care mask requirements aligns with decisions in other states, including Washington.

Former Sunriver Police Chief Named COCC Director of Campus Safety

Cory Darling has been hired by Central Oregon Community College as director of campus safety and emergency management.

Darling brings a 35-year career in Central Oregon law enforcement with a focus on training, crisis intervention, emergency preparedness and community partnerships to the role. Most recently, he served as the chief of the Sunriver Police Department from 2018 until his retirement in 2022, Darling begins in his new role at COCC on April 3.

Sisters Ranger District to Close & Rebuild FS Road 16

The Sisters Ranger District and Deschutes National Forest plan to reconstruct the non-paved portion of Forest Service Road 16 this spring and early summer – which will mean a five-week closure of the road to the Three Creek Lake recreation area and several campgrounds.

The road surface has degraded to the point that it is difficult for vehicles, in particular those towing trailers, to safely navigate. The reconstruction work will improve forest users’ driving experience while increasing the long-term sustainability of the road. Reconstruction activities, which will take five weeks to complete, are slated to begin as soon as spring snow melt permits access.

Where are the most vulnerable places for glowing embers to ignite my home?

Gutters and roof valleys filled with debris like pine needles and leaves. Clean them out. Despite a metal or asphalt shingle roof, the buildup of gutter debris provides necessary fuel for the glowing embers to ignite adjacent fascia boards or siding –most often made of wood.

Shrubs and weeds that provide a path of fuel for fire to reach your trees or home. Reduce shrubs and other “ladder fuels” around your home to reduce the threat of ground fires igniting nearby trees, or your home.

Flammable materials near a deck, patio or fence. Remove weeds, shrubs or any combustible materials from around, under or on top of your deck, patio or wood fence. This includes flammable toys, planters, construction materials, patio furniture and cushions along with even small piles of pine needles or leaves.

Bark mulch, pine needles, ornamental junipers or flammable vegetation within 5 feet of your home. This can provide the perfect ember bed that provides necessary fuel for the glowing embers to ignite the adjacent siding – most often made of wood.

Woodpiles near your home or other combustible vegetation. Move woodpiles at least 30 feet away from your home or other combustibles.

New Redmond Gym Welcomed as Boon for Climbing Community

Central Oregon’s climbing community is embracing Redmond’s new indoor climbing facility, the Jug Rock Gym, which is located by the airport on Redmond’s east side. It will be the closest place in proximity to Smith Rock -- considered the birthplace of modern sport climbing in North America -- for climbers to practice and train. The gym features routes that change weekly, full shower facilities, free weights, and plenty of room for friends. Monthly memberships are $65 and day passes are $20. All ages are welcome, but a signed waiver is required to climb.

$164k in Pacific Power Grants Support C.O. Arts and Cultural Organizations

Pacific Power Foundation is donating more than $164k in new grants to help fund a range of arts and cultural projects.

Central Oregon grants totaling $13k were given to: Deschutes Public Library Foundation for its A Novel Idea literary celebration that includes author appearances, programs and workshops; High Desert Chamber Music for free pop-up concerts that bring classical music to the public in unique outdoor settings; High Desert Museum to address K-12 education disparities, exacerbated by the COVID-19 pandemic, by expanding access to engaging STEM educational experiences for rural students and students from families experiencing low incomes; and Redmond Senior Center for website improvements that include offering information in Spanish and allowing electronic signup for Meals-on-Wheels and other services.

Friends of the Children Expands Long-Term Mentoring Program to La Pine

Friends of the Children Central Oregon will expand its services to La Pine, with the mission of breaking generational cycles of poverty through its long-term, professional mentoring program for youth in the community. The organization has secured nearly three years of operating budget.

To fulfill the role and mission of supporting and guiding children, Friends Central Oregon has hired two professional mentors, called “Friends,” who are dedicated to serving 16 newly enrolled kindergarteners from La Pine Elementary and Rosland Elementary.

Fueling the decision to expand was data emerging from the pandemic that showed rural communities, which already faced significant disparities compared to urban settings, experienced additional challenges through virtual learning such as more limited technology access and availability of caregiver support. In both 2021 and 2022, La Pine’s high school graduation rate was below 60%, well-below the state average (81.3%).

La Pine Lions Club ‘April Showers Bring May Flowers’ Silent Auction and Dinner

The La Pine Lions Club – among the first responders during the Darlene Fire in 2021 – served more than 300 meals to firefighters and evacuees for three days.

Now the organization needs your help to make much-needed upgrades to their mobile food truck, thereby allowing members to continue supporting both community events and local disaster relief efforts.

To raise funds for these improvements, the Lions are holding an “April Showers Bring May Flowers” Silent Auction & Dinner, taking place April 22 at the La Pine Activity Center from 4 – 8 p.m., with auction registration starting at 3:30 p.m. Event tickets are now on sale at the La Pine Activity Center (via cash or check) and online at www.lapinelionsclub.org.

Two afternoons of choral music celebrating love and the coming of spring will be performed by Central Oregon Mastersingers, April 22-23 at concerts in Sunriver and Bend.

Downtown Madras Event Center Expected to Open Next Year

A new amphitheater and restaurant will be constructed on the site of the old Wild Bleu boutique building on SW 5th Street, partially funded through a grant from the City of Madras.

The $2 million event center project, known as “The Spot,” will feature a restaurant with a two-story seating area, food trucks and fire pits.

The amphitheater portion will be able to seat 300 people for outdoor concerts. When poor weather hits, a tent will cover the space to seat 200 underneath it.  Groundbreaking will take place sometime this month, with the project’s opening anticipated in April 2024.

Rural Medical Residency Program to Launch in Jefferson County

Health care providers and educators are preparing for the launch of the Three Sisters Rural Track Program Family Medicine Residency – the first graduate medical education residency primarily based in Central Oregon.

Officials from St. Charles Madras, St. Charles’ Madras Family Care Clinic, Mosaic Medical, Oregon Health & Science University and Indian Health Service have met several times over the past few months to discuss details of the program, which is expected to bring six resident physicians to Jefferson County in 2025.

“My husband Joel and I had been thinking of starting a new business, and as long-time residents, realized that La Pine needed a place where people could sit down and ‘do what they needed to do’ -- whether that was sitting down and enjoying a cup of coffee or conducting informal meetings,” said Sonya Brader.

Open just a few weeks, the couple’s new venture – Rosalnd Coffee House -- has already received glowing reviews. “The owner is so great, the coffee is delicious, and it is such a cute place!” said one customer, “So happy for them to be open. Congratulations!” added another.

Choosing a location proved relatively easy. As Sonya Brader explained, “After finding out that this site was up for rent, we immediately saw its advantages: situated on a busy street; en route to fishing, snowmobiling, and other recreational options; and across from a campground, daycare facility, and elementary school.”

She added that “It’s also ideal for a drive-through that can easily accommodate campers and trucks (such as those used by the area’s many construction workers).”

“I’m so happy to see you,” exclaimed Ross Schmerse to Sonya Brader. “What you’ve done is so awesome!”

With the blessing of their landlord, “who wanted to update the building, we pretty much gutted its interior -- replacing drywall, insulation, flooring, and windows – even a new roof; installing electrical and new front doors; and remodeling the bathrooms.,” Brader said.

As the town’s caffeine lovers can testify -- while eagerly waiting for Rosland Coffee House to open -- the entire effort took much longer than anticipated – “almost two years,” she noted. Much of the delay involved obtaining (and renewing) the necessary permits. “It was extremely time consuming,” Brader said diplomatically, adding that “it’s very sad to see Deschutes County make it so hard for small businesses, but Joel and I both held on. I’m pretty sure that I lost a lot of hair, but I did learn a lot of patience.”

A history buff, Brader is fascinated by the history of Rosland (La Pine’s original name), because the coffee house is situated where the small settlement, established in 1900, used to be.

Open Monday – Saturday, 6 a.m. – 3 p.m., at 16434 Burgess Rd. in La Pine, Rosland Coffee House is staffed by three employees: daughter Haleigh Brader, Madasyn, and Lacey. “It’s really a family venture,” said Brader, adding that “Our whole purpose is to have fun with our customers, and provide hospitality and enjoyment for them. Sometimes people forget to do that.”

Most local residents quickly learn that the first EuropeanAmericans to settle in what is now La Pine were French fur traders, whose name for the town means just what it sounds like, whether in French or English -- the pine. Fewer may realize that the original name for the community was Rosland.

A post office by that name, located about three miles north of present-day La Pine along the old Huntington wagon road, was established in 1897, followed by a townsite in 1900. The post office was moved south, and the name changed to La Pine, in 1910.

But before that happened, a small schoolhouse was built just south of the Rosland settlement. Classes were held during the summer months because it was impossible for children to get to the schoolhouse in winter. (There were 11 students in 1909.)

The community also boasted a hotel, a livery stable barn with a small cabin where the caretaker lived, and a blacksmith shop. Freighters kept their teams in the barn, and drivers stayed with the wagons or in the hotel.

In line with his philosophy of preserving Mohawk Restaurant’s tradition of “old-fashioned hospitality and great homestyle food,” while also introducing authentic dishes from other cultures, owner Ahmadwalik (Wally) Kakar has added a new entrée to the menu: Afghan mantu.

A type of dumpling popular in most cuisines of Central Asia, including Afghanistan (where Kakar was raised until emigrating to the United States in 2013), the mantu consists of “seasoned beef and onion tucked away in a tender wrapper and topped with herbed yogurt & seasoned Afghan sauce,” he said.

Kakar explained that before Alexander the Great or the Roman Empire, the Persian Empire existed as one of the most powerful empires of the ancient world. At its height, it encompassed the areas of modern-day Iran, Egypt, Turkey, and parts of Afghanistan and Pakistan. “Having grown up with Persian food, I wanted to share some specialties with our customers, starting with the mantu, and are offering samples with any order for free,” he said.

Symptoms of Melanoma, the ‘Most Serious’ Skin Cancer

Melanoma is a type of skin cancer that forms in the melanocytes, or the cells that produce the skin pigment melanin. It differs from other types of skin cancer in that it can invade parts of the body that are not exposed to UV radiation, including lower extremities and the soles of feet, or even the eye.

Of the three types of skin cancer – basal cell (the most common), squamous cell, and melanoma, melanoma (while less common than the other two) is often called the most serious, as it has a tendency to spread.

The following are some signs and symptoms of melanoma.

A new spot on the skin that changes in shape, size or color.

• A spot or mole that looks different from the other moles or spots on the skin (known as the ugly duckling sign)

• A sore that doesn’t heal.

Spreading of pigment from the border of a spot into the surrounding skin.

Changes in sensation in the skin, such as itchiness, tenderness or pain.

• Changes in the surface of a mole, whether bleeding, oozing or scaliness.

• A dark line beneath the nail bed.

• The presence of hard or swollen lymph nodes. A hard lump on the skin.

• Unexplained pain, weight loss or fatigue. Any symptoms, however benign they may seem, should be brought to the attention of a doctor who can determine if melanoma is present. The Melanoma Research Alliance says there is now a 98 percent five-year survival rate for stage 0, I and II localized melanoma.

OBITUARY

Ronald Moore

February 5, 1950 - February 24, 2023

Ronald Moore passed away the morning of Feb. 24, 2023 under hospice care in Bend, Ore., having just celebrated his 73rd birthday.

Ron had lived and worked in the Gilchrist and Crescent, Ore. area most of his life. He was a track star for Gilchrist High School, setting a record in 1967 that was held for many years, and later worked at Gilchrist Timer and Crown Pacific.

Ron was an expert in artillery battery when serving in the United States Marine Corps from 1970 – 1971, as well as an avid hunter, fisherman and motorcyclist.

Ron was a good man and loved by many. He will be missed.

His parents, stepfather Robert Moore and mother Waynella Brock Moore, preceded him in death.

Survivors include his wife Roxanne; sons Gordon Moore and Gabe Beal, and daughter Zabrina Barry; three grandchildren – Kenny, Kourtney and Sabrina (whom he adopted); and three great-grandchildren – Reuben, Rayden, and Wylie . We will celebrate Ron’s life with family and friends on April 1, 2 p.m. at the Pine Room in Gilchrist, and invite those who knew him to come share their stories.

The City of La Pine is currently accepting applications from individuals that are interested in serving on the City of La Pine Budget Committee. This is a volunteer position.

The Budget Committee will conduct a number of meetings in the months of May and June. Budget Committee members are expected to attend all meetings.

The vacancies will be filled by appointment by a majority of the entire membership of the Council. Those individuals submitting applications may be asked to meet with the Council for an interview prior to the Council making an appointment. Interviews will begin after a minimum pool of qualified candidates have submitted applications.

In order to qualify for appointment, an applicant must be a registered voter and a resident of the City.
