Sunriver Fire Department Chief Announces Retirement

After nearly five years at the Sunriver Fire Department and more than 42 years in the fire service, Chief Tim Moor will retire at the end of April.

“I want to thank the Sunriver Service District (SSD) Board of Directors for their trust in allowing me to be the fire chief for the great firefighters, administrative staff, stakeholders, and citizens of Sunriver,” Moor said.

The SSD will advertise for the position soon and intends to hire a new fire chief by the end of June. The board will propose to appoint Sunriver Fire Department Deputy Chief Rod Bjorvik to serve as the interim fire chief during the recruitment and hiring process.

Sisters-Camp Sherman Fire District Welcomes Full-Time Female Firefighter

The Sisters-Camp Sherman Fire District welcomed its first female firefighter to the full-time staff in nearly 17 years, and only the second woman to hold the position in the district’s history. Firefighter/Paramedic Rachel Ulm joins the ranks of career firefighters with SCSFD after serving for three and a half years as a resident volunteer with the district. lm has earned associates degrees in both Fire Science and EMS, as well as multiple structural and wildfire qualifications. She was also the resident volunteer lieutenant, serving as trainer and mentor for newer members, especially other women who are just entering the service. “I love working with other women to help them be successful in this business!” she said.

Prineville’s First BottleDrop Location Opens

Recycling Oregon’s 10-cent redeemable beverage containers just got much easier for Prineville area residents and nonprofits, thanks to the arrival of a BottleDrop location at Erickson’s Thriftway, located at 315 NW 3rd Street – the seventh in Central Oregon.

Through the Green and Blue Bag programs, individuals and nonprofits can conveniently redeem containers in bulk, placing redeemable metal, plastic, and glass beverage containers all in the same bags and dropping them off at any BottleDrop bag drop location in Oregon, instead of redeeming them one container at a time. Bags are counted and credited to customer accounts within seven days.

City of Madras Trying Out a Sidewalk Robot

A new helper for the city of Madras – a robot named Dax – is hitting the streets for a few weeks starting April 17.

Officials said he “will be cruising Madras sidewalks Monday through Friday, 6:30 a.m., collecting data for the Public Works Department that will help the city better understand where improvements are needed. The data will be a valuable tool when applying for grant funding to make those improvements.”

“DAX has a remote operator who controls him and can see everything he sees in real time. The robot can travel up to 4 mph, and withstand temperatures ranging from -4 to 104 degrees Fahrenheit.

Crook County Drought Status Improves

For the first time in nearly two years, Crook County’s drought status has been reduced from “Exceptional” to “Extreme” -- the equivalent of going from a level four to a level three on the drought scale.

This is also the first time since March 2021 that that state of Oregon does not have any place on the Drought Monitor map listed as “exceptional.”

According to the U.S. Department of Agriculture, the region that includes Central Oregon has a current snow water equivalent at 167% of normal.

Crook County Fastest Growing in State

Crook County was the fastest growing county in Oregon between 2020 and 2022, based on newly released U.S. Census Bureau data.

Deschutes County experienced a 4.2% growth, and Jefferson County a 3.4% increase.

However, Crook County experienced the greatest cumulative change in the entire state between 2020 and 2022 with a 6.6% increase in population. This is primarily due to a thriving job market and relatively affordable housing, said Jake Procino, a workforce analyst for the Oregon Employment Department.

Council on Aging Opens Bend Senior Services Center

The Council on Aging of Central Oregon has formally opened its renovated Senior Services Center in Bend after a $3 million renovation project that began in 2019.

Located at 1036 NE Fifth St., the 8,750-square-foot facility offers a wide range of services to Central Oregon seniors, their loved ones and caregivers, including case management, nutrition programming, caregiver support, Medicare counseling, social connection and volunteer opportunities.

It is open every weekday from 8 a.m. to 4:30 p.m.

Bend Airport School Trains 25% of All Oregon Flight Students

When it comes to learning to fly helicopters or planes, 25% of all flight students in the state of Oregon train in Bend, at Leading Edge Flight Academy.

Those interested in seeing what it’s like to fly can take a “discovery flight” that typically last for 30 minutes to an hour – with the participant sitting in one seat and the instructor in the other.

It takes two years and about $75k to complete a pilot’s education. Leading Edge works with COC, so students can leave with an associate’s degree.

Bend City Councilors Approve Nearly 600-Unit Housing Project

Bend city councilors have unanimously approved changes to plans for a development that will include nearly 600 homes of various types and a smaller commercial area.

The Wildflower development will be located on about 32 acres at the corner of Southeast 15th street and Wilson Avenue. The developer said the goal is to start building by next spring.

Bend city councilors initially approved in 2015 the concept plan for the Wildflower Master Planned Development, featuring a variety of housing types. But the project didn’t proceed until new owners, the Seattle-based Evergreen Housing Development Group, bought the parcel early last year.

DCSO Class Prepares Volunteers to Mentor Children of Incarcerated Parents

Central Oregon Partnerships for Youth (COPY), a program of the Deschutes County Sheriff’s Office, is offering a class on Sat., April 22 to prepare volunteers to become mentors for children with an incarcerated parent.

After initial training and comprehensive background checks, volunteers are matched with a child in Bend, Redmond, Sisters or La Pine who share similar interests and activities and commit to spending a few hours a week together for a minimum of one year.

LETTER FROM THE CHIEF

I serve as your interim fire chief in a growing district and community in which I have lived and served for 30 years. La Pine Fire District covers 800+ square miles, serves a population of approximately 25,000 residents, and responds to nearly 3,000 annual calls. As an independent, special district, we operate separately from the City of La Pine and the State of Oregon. As it stands, our permanent tax rate and existing levies simply cannot keep up with the increased and diversified needs of our community. The funding gap has led to persistent staffing challenges, including the inability to maintain coverage of our district.

Currently, La Pine Fire District has placed Measure 9-157, a new five-year local option levy for hiring fire and emergency medical staff, on the May 2023 ballot. The decision to request additional funding has not been taken lightly, and our Board of Directors has prioritized staffing as the most critical funding need in relation to the proposed levy.

The levy would fund nine additional full time Firefighter / Medical staff, which would provide for one additional fire company / crew 24/7 bringing the total to three companies every day. This would bring the La Pine Fire District closer to alignment with national staffing standards and best practices, which call for a fire company for each 600 emergency calls for service. The levy enhancement of additional staff would also provide the district with the ability to:

• Respond to multiple simulations calls for service that have increased 56% in the past two years;

• Significantly enhance emergency response effectiveness to our wildfire threats, structural fires, motor vehicle accidents and severe medical patients; and

• Meet the response time goals of the district.

White Buffalo’s Suebabe Driven by ‘Love of Creativity’

Getting her start by sewing Barbie doll clothes, later working as a seamstress under the tutelage of Italian shoe makers, and then becoming “the only soft leather person in Central Oregon” before opening a retail shop in La Pine, Suebabe Smith (who goes by her first name only) has been following her dream for 45 years. Now operating from a bright red barn adjacent to her home, “I have gone full circle, and am very happy with myself – confident in my path and my focus.”

Admitting that it wasn’t always this way in such a “touchand-go business,” Suebabe recalled starting White Buffalo Creations “in the middle of a recession in a 200-square-foot space with one sewing machine and half a table” – and eventually relocating to La Pine Square adjacent to U.S. 97. The impact of Covid and increasing rent resulted in yet another move to White Buffalo’s current site. “It took a good year until the business was up and running again,” she said in retrospect.

Moving all the tools of her leather enterprise into a bright red barn made a big difference in “getting situated,” and in dispelling rumors. “People thought I had just quit, but once word got out, they started coming and coming.” Let it be said that Suebabe is definitely not a quitter. Describing herself as “very driven,” Suebabe said that “I don’t mind challenges – in fact, I think they’re cool.”

In addition to creating the one-of-a-kind handcrafted handbags, clothing, accessories, and jewelry for which she is renowned – as well as providing extensive repair services -- Suebabe has started offering classes “partially as a result of having a lot of scrap leather on hand. Plus I have a lot of knowledge and have sewn everything.”

She added that “I like doing classes because the girls have such as awesome time. We all sit and laugh while working together – we have a blast – and everyone gets to create something that is all theirs.”

Others advertise classes in making handbags and working with leather, “and I’ve seen ones that cost $500,” Suebabe said. “I want things to be affordable for everybody. My custom items become an extension of the person who buys them.”

Driven, as White Buffalo’s website explains, by a “passion for sustainability and a love of creativity,” – and not averse to “using whatever I can from the hardware store” – Suebabe sums up her philosophy. “What I do makes people feel good – I want to spread joy.”

“Without the pavilion enclosure, we would have been half what we are now,” credits Wetlands Taphouse owner Kodiak Malstrom. He is “excited for the rest of the community that hasn’t been here yet to see how wonderful Wetlands is. There’s not another place in Oregon that has what we have.”

“Without it, we would have been half what we are now,” said owner Kodiak Malstrom, looking back over seemingly endless winter months that began about two weeks after Wetlands Taphouse opened last October. “Thanks to the enclosure made by Suebabe of White Buffalo Creations, even when temperatures dropped to 10 degrees below zero (with windchill factored in), people could sit inside the outdoor pavilion and feel warm. Some were even sweating.”

The heavy plastic and canvas enclosure – an ambitious project even for Suebabe, who has been commissioned to make complicated items such as leather wedding dresses and truck tarps in the past – was “all a bunch of squares and angles,” she said.

“The enclosure was such a huge job – the biggest piece was 30’ x 40’ -- that I couldn’t work on it in my shop, and ended up using the largest room in the La Pine Activity Center so everything could be laid out on long dining tables. We worked around their scheduled activities – sometimes as late as 9 at night,” Suebabe said. “And although I had offered to pay Jaime Donahue rent for using the space, she didn’t ask for anything. It was really a group effort.”

The final product “fits like a glove,” she said. “There’s nothing like it anywhere else in Central Oregon.”

Customers ‘Really Like’ New Food Procedure at St. Vincent Social Services

“Customers really like to be able to walk in and pick out the food they need, rather than filling out an inventory form and having the food packed for them,” said Ethel Dumon, manager of St. Vincent Social Services in La Pine.

Dumon, who has been helping others “since I was 10 years old,” added that “it’s nice for people to be able to actually see what we do, rather than simply picking up their food boxes -as was the case until about two weeks ago when we instituted the change.”

Before customers choose their frozen, refrigerated, dry and canned items, Dumon takes them on a walk-through so they can see how everything is laid out. Known and admired for “telling it like it is,” she then emphasizes that “common courtesy” should determine how long they linger and how much they take – so everyone can be accommodated. While admitting that the new procedure “means more work for us,” Dumon continues to assure people who come in to St. Vincent Social Services that “we’re here to serve you and give you what you need. And everything is free.”

(Hours of operation have also changed, and are now Monday, Wednesday and Friday, 10 a.m. – 3 p.m., and Tuesday from 10 a.m. – 2 p.m.)

No Deschutes River Spring Chinook Season Again This Year

The Oregon Department of Fish and Wildlife has set the following regulations for a spring Chinook fishery on the Hood River:

1) The catch limit is one adult hatchery salmon per day, and five hatchery jack salmon per day; and 2) All wild Chinook salmon must be released unharmed.

Fishery managers are predicting a good return of about 1,240 adult hatchery fish for the Hood River, which is similar to last year’s actual return.

There will be no season for spring Chinook on the Deschutes River for 2023 due to another year of predicted poor returns of wild fish

Central Oregon Mastersingers Performing Concerts on April 22-23

Two afternoons of choral music celebrating love and the coming of spring will be performed by Central Oregon Mastersingers, April 22-23 at concerts in Sunriver and Bend.

Concerts are scheduled for Sat., April 22 at Sunriver Christian Fellowship, and Sun., April 23 at the Unitarian Universalist Fellowship of Central Oregon in Bend. La Pine Lions Club ‘April Showers Bring May Flowers’ Silent Auction and Dinner

The La Pine Lions Club – among the first responders during the Darlene Fire in 2021 – served more than 300 meals to firefighters and evacuees for three days.

Now the organization needs your help to make much-needed upgrades to their mobile food truck, thereby allowing members to continue supporting both community events and local disaster relief efforts.

To raise funds for these improvements, the Lions are holding an “April Showers Bring May Flowers” Silent Auction & Dinner, taking place April 22 at the La Pine Activity Center from 4 – 8 p.m., with auction registration starting at 3:30 p.m. Event tickets are now on sale at the La Pine Activity Center (via cash or check) and online at www.lapinelionsclub.org.

‘Art Meets Wine in the High Desert’ May 15-20

The 5th annual “Art Meets Wine in the High Desert” celebrates Oregon Wine Month May 15-20. The week-long event includes a virtual cooking class with Kasia Wilson, the cheesemonger from Market of Choice in Bend, and a virtual wine-tasting with one of three winemakers, May 15-18.

The grand finale is the “Live!” wine-tasting event at the SHARC in Sunriver on May 20 at either 2-4:45 p.m. or 5:15-8 p.m. Tickets include food pairings, art, music, auction and raffles.

NeighborImpact to Hold Foodie Crawl Fundraiser April 30

NeighborImpact will hold its annual downtown Bend Foodie Crawl and fundraiser on April 30 from 3 - 6 p.m. Guests will set their own pace for a tour of small plates and beverage options from a select group of Bend restaurants. Afterward, dessert, a raffle, live music and drinks will be offered at McMenamins Old St. Francis School from 5:30 - 7:30 p.m. Proceeds benefit NeighborImpact and its food programs, which store and give out four million pounds of food every year for people in Central Oregon dealing with food insecurity.

MountainStar Family Relief Nursery Launches Annual Keep Kids Safe Campaign

MountainStar Family Relief Nursery (MountainStar), through its child abuse prevention programs, help keep Central Oregon children safe, parents successful and build communities of hope.

During April, National Child Abuse Prevention month, MountainStar invites the community to join its annual Keep Kids Safe Campaign as they raise awareness and funds to provide services to families across the region. Where are the most vulnerable places for glowing embers to ignite my home?

Gutters and roof valleys filled with debris like pine needles and leaves. Clean them out. Despite a metal or asphalt shingle roof, the buildup of gutter debris provides necessary fuel for the glowing embers to ignite adjacent fascia boards or siding – most often made of wood.

Shrubs and weeds that provide a path of fuel for fire to reach your trees or home. Reduce shrubs and other “ladder fuels” around your home to reduce the threat of ground fires igniting nearby trees, or your home.

Flammable materials near a deck, patio or fence. Remove weeds, shrubs or any combustible materials from around, under or on top of your deck, patio or wood fence. This includes flammable toys, planters, construction materials, patio furniture and cushions along with even small piles of pine needles or leaves.

Bark mulch, pine needles, ornamental junipers or flammable vegetation within 5 feet of your home. This can provide the perfect ember bed that provides necessary fuel for the glowing embers to ignite the adjacent siding – most often made of wood.
