Two-Week Covid Freeze in Effect Until December 2

St. Charles Was Oregon’s Only Hospital With Available ICU Beds

As cases of COVID-19 continue to rise around Oregon, Governor Kate Brown announced a series of measures aimed at containing the virus. A “two-week freeze” went into effect on November 18, and is scheduled to end December 2, but will extend longer in larger population areas and Covid hotspot counties.

“This situation is dangerous and our hospitals have been sounding the alarms. If we want to give Oregon a fighting chance, we must take further measures to flatten the curve and save lives,” Brown said. “I know this is hard, and we are weary. But we are trying to stop this ferocious virus from quickly spreading far and wide. And in Oregon, we actually can do this.”

New restrictions include: • Limiting social get-togethers (indoors and outdoors) to no more than six people, total, from no more than two households. • Limiting faith-based organizations to a maximum of 25 people indoors or 50 people outdoors. • Limiting eating and drinking establishments to take-out and delivery only. • Closing gyms and fitness organizations. • Closing indoor recreational facilities, museums, indoor entertainment activities, and indoor pools and sports courts. • Closing zoos, gardens, aquariums, outdoor entertainment activities, and outdoor pools. • Limiting grocery stores and pharmacies to a maximum of 75% capacity and encouraging curbside pickup. • Limiting retail stores and retail malls (indoor and outdoor) to a maximum of 75% capacity and encouraging curbside pickup. • Closing venues (that host or facilitate indoor or outdoor events). • Requiring all businesses to mandate work-from-home to the greatest extent possible and closing offices to the public. • Prohibiting indoor visiting in long-term care facilities (outdoor visitation permitted for supporting quality of life).

As an indication of the dire Covid-19 situation faced in Central Oregon, St. Charles was the only hospital in the state with any available ICU beds two weeks ago, according to its CEO and President Joe Sluka. “Suddenly, the refrain I’ve been hearing from colleagues throughout the nation hit incredibly close to home,” he said. “Our health care workers can no longer be considered the front line of this fight. We are now your last resort.

“Covid-19 is more prevalent in Central Oregon than at any other time during this pandemic. Your actions and choices are more important than ever, and can make the difference for yourself, your families and your loved ones. Because we simply may not have the beds and staff to care for you if we don’t stop the spread of the virus now,” emphasized Sluka. “Please stay safe, stay home, wash your hands and if you do need to go out, wear a mask.”

Hot Meals Benefits Extended Through End of 2020 Oregon has received approval by the U.S. Department of Agriculture Food and Nutrition Service (FNS) to allow Supplemental Nutrition Assistance Program (SNAP) and Disaster SNAP recipients in 23 counties – including Deschutes, Jefferson and Klamath -- to purchase hot or prepared foods from authorized SNAP retailers until December 31.

Normally, SNAP benefits cannot be used to purchase “hot food products prepared for immediate consumption.” This restriction is being waived following the severe winds and wildfires that led to the displacement of many residents and left them without access to a kitchen to prepare meals. Examples of allowable Prepared Foods include hot deli foods, fountain drinks, including but not limited to coffee and tea, a slice of hot/prepared pizza, hot soup, salad bars, and sandwiches.

State Parks, Ski Areas and Outdoor Recreation Stay Open Amid New Shutdown As Oregon Gov. Kate Brown announced new limits on business and socializing to slow the spread of the Covid-19 pandemic – in force until December 2 -- she also emphasized that Oregon’s outdoor recreation would remain open.

“We strongly encourage outdoor recreation and camping,” Brown said. “As such, our parks and playgrounds are staying open.

Breathing the fresh, if not chilly air, will help every single one of us.”

Specifically, Oregon’s state parks and campgrounds will remain open without changes and all recreation facilities on federal lands will stay open per normal for the winter season, state and federal officials said. Even places that bring people a bit closer together, such as ski areas, can open and operate if they get enough snow.

However, outdoor zoos, gardens, aquariums, outdoor entertainment activities and outdoor pools will be closed.

La Pine Warming Shelter to Open Soon According to Chad Carpenter, director of the La Pine Warming Shelter, “as we all know, South County winters can be harsh, especially when one is inadequately housed. This is our 5th winter in operation, and Covid-19 certainly presents an extra challenge.

“We will be opening in the next few weeks,” he continued, “and in order to operate, need volunteers to stay the night, donations of packaged food, and monetary contributions.”

Bend Opens Temporary Warming Shelter

Time Running Out to Shop for 2021 Health Coverage

A much-needed place to escape the cold has been opened off 2nd Street by Shepherd’s House – which will provide a warm place to stay, hot meals, and a shower truck service twice a week.

The 10,000-square-foot shelter, which can hold up to 60 guests overnight (as well as an additional 10 who just need warmth), is open on a rotating basis to men, women, and children with separate areas for each. However, people are not allowed on the property prior to their 6 p.m. check-in time. Well-behaved pets are allowed.

Oregonians who do not get health insurance through their job or a program such as the Oregon Health Plan or Medicare can go to OregonHealthCare.gov to see if they may qualify for help paying for 2021 coverage – even if they are temporarily uninsured.

The deadline to sign up is December 15.

Individuals making up to $51,040 per year and families of four making up to $104,800 may get help paying for coverage. In 2020, more than seven in 10 Oregonians who chose plans through HealthCare.gov got financial help for monthly premiums and out-of-pocket costs. These savings lowered the average premium to just $145 per month.

To apply, go to OregonHealthCare.gov and answer a few Oregon-specific questions to get to the right application. Another option is to search the site’s “get help” directory to find an insurance agent or community partner organization that can help them complete the application and enroll. This service, which provides local, one-on-one assistance at no charge to the client, is available virtually and over the phone.

Rotary Club of Sunriver–La Pine Awards $1,000 Scholarships to Five La Pine High School Students

By Andrea Hine, Contributing Writer Five graduates of La Pine High School (LPHS) -- Adam Plant, Josie Wells, Laura Winford, Tommy Rohde, and Johanna Flenner – are now freshmen at the colleges of their choice with $1,000 scholarships from the Rotary Cllub of Sunriver-La Pine.

Adam Plant, described as “a leader among his peers…who has lived by core values of respect, responsibility and commitment to the welfare of others -- an all-around exceptional human being,” is attending Eastern Oregon University with a major in psychology. He plans to pursue a career in law enforcement with the goal of becoming a detective. The LPHS head coach of football and baseball calls Plant “a man of character, a leader and a fierce competitor -- a highly decorated athlete who also excels in the classroom.”

Josie Wells is enrolled at Lane Community College with plans to transfer to University of Oregon. A psychology major, she will pursue a career in social work, and is particularly interested in working with young adults to help them establish healthy coping mechanisms and lifestyles. “It has been my pleasure to teach or coach over 4,000 children in my career,” said her science teacher at LPHS and her soccer coach throughout high school, “and Josie is one of the best.”

Laura Winford is praised as “determined, hardworking and resilient – someone who has managed to overcome challenges beyond those faced by the typical high school student with grit, humility and determination.” She is attending the University of Oregon with a major in business management and accounting. Winford is described by her English and theater teacher as “willing to help others without consideration of herself, a person who stands up for what is right, while being kind to others.”

Tommy Rohde is called “more than just a great student…who is enjoyed by his teammates and peers, and regularly seeks to make them better. He is the kind of student who makes every teacher proud, and the kind of person we love to have in our classes. Rohde is someone who will make wherever he goes a better place, and will be an asset to everyone around him. He is the best you will encounter.” Rohde is attending Grand Canyon University, and plans to major in electrical engineering.

Johanna Flenner, who “inspires, motivates, and positively impacts your life,” is credited by her current employer for inspiring “both employees and superiors… become better at our jobs, and better people, upon her presence.” Now attending COCC, Flenner plans to attend Eastern Oregon University with a major in art and education. She “wants to become an art teacher, to help people express themselves and to give them a safe outlet.”

Sunriver Police Department Bike Patrol Team Among 2020 Big Chainring Award Winners The Deschutes County Bicycle and Pedestrian Advisory Committee (BPAC) is pleased to announce its selections for the 2020 Big Chainring Awards, which honor individuals, businesses, and public agencies that have made significant contributions in the support of better bicycling and walking in Central Oregon.

Public Agency Category winner, the Sunriver Police Department Bike Patrol Team, consists of nine seasonal officers who work full time during the summer promoting safe bicycling along the 32 miles of pathways in Sunriver.

Winner of the Peter Hanson Memorial Award, Lucas Freeman, helped form Bend Bikes, an all-volunteer advocacy organization.

Ariel Mendez, winner in the Individual Category, is former president of the Board of Bend Bikes and currently serves on the Bend Parks & Recreation Board.

Mortgage Support Available for Homeowners in Financial Distress Due to Covid-19 The Oregon Homeownership Stabilization Initiative (OHSI) has launched a mortgage relief program that provides assistance to homeowners who have experienced a financial hardship to help them avoid foreclosure. The program provides a one-time payment directly to mortgage servicers to bring delinquent first-lien mortgage accounts current. $20 million is available until funds run out.

Administered by Oregon Housing and Community Services (OHCS), the program has invested more than $300 million in direct assistance to Oregonians since it was founded.

Eligibility criteria include: • Became past due on mortgage payments after January 1, 2020 • Experienced a financial hardship such as job loss, reduced income, high medical costs, disability, death in the family, or divorce.

• Mortgage payment is no more than 45 percent of household monthly income More eligibility requirements and a FAQ, as well as the application portal, are available on the OHSI website. Housing counseling partners are also available to assist homeowners with the application process.

Christmas Tree Permits Now on Sale Christmas tree permits for the 2020 season can now be purchased online and at vendor locations across Central Oregon. Due to Covid-19 restrictions, they will not be available for purchase at Forest Service offices this year.

Christmas tree permits purchased online at https://www.recreation.gov/tree-permits will have to be printed to be valid.

Traditional Christmas tree permits will also be available at several participating local vendors (https://bit.ly/36Od1Fx ).

Individual Christmas tree permits are $5 each, with households allowed to purchase a maximum of five permits.

This year, fourth and fifth graders are eligible for a free Christmas tree permit as a part of the national Every Kid Outdoors initiative, a national program to encourage children to visit national parks, forests, and public lands. To be eligible for the free tree permit, the student must have a Every Kid Outdoors pass. Information about getting the Every Kid Outdoors pass can be found at https://everykidoutdoors.gov/index.htm.

Christmas Tree Guidance: • Check the weather forecast and road conditions before traveling.

• Dress for the season. Always be prepared for the cold and snow.

• Start tree hunting early in the day to have plenty of daylight hours.

• Bring emergency supplies, including water and food and a first-aid kit.

• Remember to tell someone where you are going.

• Bring a map and compass. Your cell phone may not work.

• The tree you choose must be at least 200 feet from main roads, recreation sites and campgrounds, and stay away from areas along the sides of streams, rivers, lakes, and wet areas. Check with the ranger district for the proper distance.

• Select a tree with a trunk six inches or less in diameter and prepare to cut the tree no more than six inches above ground level.

• Never cut a tall tree just for the top.

• Select a tree from overstocked areas and thickets. Watch restricted areas. Cut only one tree per tag.

• Attach your tree tag to harvested tree before placing in vehicle.

• Bring a rope and tarp to move your tree from the harvest area to your vehicle.

• Remember, you are responsible for your own safety and for the safety of those around you.

Christmas Basket Association Announces New Distribution Site Instead of its normal distribution at the Parks & Recreation building, the La Pine Christmas Basket Association will have a drivethrough event at the Senior Activity Center on Saturday, December 19, 10 a.m. – 2 p.m. Last year, it served 340 families and gave out more than 13,000 food items to people in need in south Deschutes County.

Monetary donations are being sought from local businesses and individuals to help fund all the turkeys, stuffing, vegetables, milk, bread, biscuits and potatoes needed for a home-cooked meal on Christmas Day. They can be sent to P.O. Box 638, La Pine 97739.

In addition, volunteers for distribution and boxing food items are asked to contact Wes Elliott at 541-536-1153.

Bend Fire & Rescue Kicks Off Winter Clothing Drive Bend Fire & Rescue is collecting winter coats, gloves, scarves, and socks of all sizes to distribute to members of the community who may not have access to these basic yet vital items.

Blue bins outside every Bend Fire Station are ready to take donated items, which should be washed and placed in a plastic or grocery bag. Clothing will be collected until December 18.

Thanks to generous donations, more than two tons of winter clothing were collected in the previous four years, and we are hopeful that 2020 will be just as successful. This is a hard year for so many families, but together we can make a difference in helping keep our community warm this winter.

Fig and Walnut Fruit Cake (Serves 12)

INGREDIENTS Vegetable oil spray 1 pound walnut halves and pieces 1 pound dried figs, stems removed, quartered 3⁄4 cup all-purpose flour 1⁄2 teaspoon baking powder 1⁄2 teaspoon fine sea salt 1 cup sugar 3 large eggs, lightly beaten 1 teaspoon vanilla extract 1⁄2 cup diced candied orange peel 1⁄4 cup walnut brandy, such as Nocello DIRECTIONS: Preheat the oven to 225oF. Coat the inside of a 9-by-13-inch baking pan with the vegetable oil spray; set aside. Toss the walnuts and figs in a large mixing bowl; set aside.

Mix the flour, baking powder, salt, and sugar in a medium bowl. Toss 3 tablespoons of the dry ingredients with the nuts and fruit to coat.

Adds the eggs and vanilla to the remaining dry ingredients and mix with a wooden spoon to form a smooth batter. Mix in the candied orange peel. Scrape into the nuts and fruit and toss with a rubber spatula until everything is evenly coated.

Scrape the batter-coated nuts and fruit into the prepared pan, wet your hands with cold water, and pack the nuts and fruit firmly into the pan. Set in the oven and bake for 8 hours, until the top is golden brown and a skewer inserted into the center comes out clean. (An instant-read thermometer inserted in the center of the cake should register 215o to 225o F.) Remove the pan from the oven and spoon the brandy over the top. Cool on a rack for 30 minutes. Run a knife around the edge to loosen, invert onto a rack, remove the pan, turn right-side up, and cool to room temperature.

Search Warrant Served at Illegal Marijuana Growing Operation in La Pine Last week, the Deschutes County Sheriff’s Office Detectives, with the assistance of DCSO SWAT, served a search warrant in the 53000 block of Woodstock Drive in La Pine, following an investigation that began in April following complaints by citizens about the possible marijuana manufacture at the residence of a 27-year-old La Pine man.

After locating an active marijuana growing operation, detectives seized 506 growing marijuana plants and approximately 55 pounds of dried marijuana. They also found a Butane Hash Oil (BHO) lab, and seized approximately 40 pounds of BHO product, and two ounces of cocaine. In addition, detectives located and seized 14 firearms including an AR pistol, a handgun, and $7,920 in cash.

The resident was issued a criminal citation for the following charges: Unlawful Manufacture of Marijuana, Unlawful Possession of Marijuana, Unlawful Delivery of Marijuana, Unlawful Manufacture of Marijuana Extract, Unlawful Possession of Marijuana Extract, Unlawful Delivery of Marijuana Extract, Unlawful Possession of Cocaine, and Unlawful Possession of a short-barreled shotgun. Veterans Intervention Strategy Launched to Help Vets in Court System Deschutes County has launched a “Veterans Intervention Strategy” to provide moral and legal support for veterans who are involved in the justice system.

“It’s about helping these vets succeed,” said John Hummel, Deschutes County District Attorney, adding that the traditional justice system does not effectively address veterans’ mental health illnesses such as post-traumatic stress and substance abuse disorders, and results in the same individuals being seen repeatedly in court and serving jail time.

Participating veterans will be connected with mentors who are, themselves, veterans who understand what the individuals are going through and can support them as they address personal and legal challenges.

To qualify, veterans must reside in Crook, Deschutes or Jefferson counties, be charged with low-level felonies or misdemeanors, accept guilt, and agree to program requirements. If they fail, their cases will be returned to the traditional criminal justice system.

Veterans who successfully complete a personalized intervention strategy may have their jail sentences reduced or dismissed.

Deschutes County Limits Public Access to Most Facilities Deschutes County is limiting public access to most County buildings in response to Governor Brown’s statewide two-week freeze, which is intended to help slow the spread of Covid-19, and will remain in effect until at least December 2. Deschutes County Road Department Weekly Road Construction Update Tumalo Road/Tumalo Place Intersection Improvement (Tumalo Area) – No work is scheduled to occur this week. Tumalo Road traffic will be traveling on a temporary bypass road around the north side of the intersection, and speeds have been reduced to 25 mph through the work zone. Three Sisters Adventist Christian School access will be maintained via the adjacent driveway to the east. Old Bend Redmond Highway/Tumalo Road Intersection Improvement (Tumalo Area) – The roundabout is now fully opened, and final cleanup work will be taking place. Road users should use caution and anticipate single lane closures controlled by flaggers during work hours. Sisemore Road Bridge Rehabilitation Project (Tumalo Area) - The bridge is now open to traffic while final cleanup occurs. Dynamic Speed Feedback Systems (Bend Area) – Work will take place on Deschutes Market Road, Skyliners Road, Cline Falls Highway and Crooked River Drive to install dynamic speed feedback systems. Road users should use caution and anticipate single lane closures controlled by flaggers with minor delays.

ODOT Weekly Construction Update – Region 4 Crook County: U.S. 26: Prineville Rails to Trails, Ochoco Highway. Earth work and grading activities will be performed throughout the work zone, but no impacts to traffic are anticipated. Deschutes County: U.S. 97: South Century Drive to USFS border. Survey work and logignig operations will continue during the daytime in order to clear ttrees for the new northbound highway alignment.

COVID Update at Press Time

In the past seven months, 31 people have died in Central Oregon because of the COVID-19 pandemic. Since March, 2,866 Central Oregonians have been struck ill with this virus – many of them have had significant health impacts and some have had a protracted illness with long-lasting symptoms. So far, Deschutes County has had 14 deaths; Crook County has had 6 deaths, and Jefferson County has had 11 deaths due to COVID-19. As of press time, there have been a total of 65,170 cases of COVID-19 in Oregon, with 820 deaths.

Delaying elective surgeries in some areas where hospital beds are becoming more difficult has already been instituted at three major hospital providers based in the Portland area.

As cases of COVID-19 continue to rise around Oregon, Governor Kate Brown announced a series of measures aimed at containing the virus. But we are trying to stop this ferocious virus from quickly spreading far and wide. And in Oregon, we actually can do this.”

New restrictions include: • Limiting social get-togethers (indoors and outdoors) to no more than six people, total, from no more than two households. • Limiting faith-based organizations to a maximum of 25 people indoors or 50 people outdoors. • Limiting eating and drinking establishments to take-out and delivery only. • Closing gyms and fitness organizations. • Closing indoor recreational facilities, museums, indoor entertainment activities, and indoor pools and sports courts. • Closing zoos, gardens, aquariums, outdoor entertainment activities, and outdoor pools. • Limiting grocery stores and pharmacies to a maximum of 75% capacity and encouraging curbside pickup. • Limiting retail stores and retail malls (indoor & outdoor) to a maximum of 75% capacity and encouraging curbside pickup. • Closing venues (that host or facilitate indoor or outdoor events). • Requiring all businesses to mandate work-from-home to the greatest extent possible and closing offices to the public. • Prohibiting indoor visiting in long-term care facilities (outdoor visitation permitted for supporting quality of life).

Current Oregon Mask Requirements Health officials announced the expansion of face-covering requirements to include all private and public work spaces, including classrooms, offices, meeting rooms, work spaces, outdoor markets, street fairs, private career schools, and public and private colleges and universities.

A mask, face shield, or face covering must now be worn in the following situations: • By all employees and customers in specific businesses (grocery stores, gyms, indoor recreation or entertainment facilities, public transportation, personal service providers, restaurants and bars (unless eating or drinking) and all retailers); • By the general public when visiting indoor spaces open to the public (for example, the lobby of a business not specifically identified above); and • By the general public when outdoors if at least six feet of distance cannot be maintained between others outside the individual’s household.

Businesses are required to post signs about the mask requirements and provide masks for their employees. Employers open to the public are encouraged to make masks available to the public, but it is not required.

Exemptions are allowed when: • An employee of a business open to the public is not interacting with the public and can keep at least six feet distance from others; • An accommodation is required under the ADA or comparable state law; or • Engaging in strenuous physical exercise, singing, or playing an instrument provided the individual can maintain a six-foot distance.

The potential maximum penalty for businesses not following the above requirements is 30 days in jail and a $1,250 fine.

Bend-La Pine Schools will be able to provide free breakfast, lunch and supper meals to children 18 and younger for the remainder of the 2020-21 school year, thanks to a USDA grant. The district will continue its “Grab and Go’ style meal service, reducing the potential for COVID-19 exposure.
