50th Anniversary

Jerry and Julie (Toney) Braziel will celebrate their 50th Wedding Anniversary the 27th of April, 2013.

The couple were married April 27th, 1963 in Washoe County, Nevada.

They had three children, Ken of La Pine (deceased); Wade and Johanna Braziel of Klamath Falls, OR; Dixie and Tom Zyph of Hermiston, OR; and 5 grandchildren.

Jerry worked for the U.S. Forest Service and the B.L.M. in timber management as a timber cruiser and check scaler until retirement.

The Center Foundation Spring Conference The Center Foundation will host a conference on current treatment of the hand and wrist on April 27, 2013 from 8:00am-5:00pm at St. Charles Medical Center.

Circulation Assistance: Do you love books? Are you interested in learning about the Deschutes Public Library book collection and how books get processed? This may be the volunteer position for you!

Volunteer opportunity: The La Pine Public Library needs assistance moving materials from being checked out to back on the shelves. We need help putting books in order on carts and then onto the shelves. We also need help with shelf reading, verifying the order of books on our shelves, to maintain organization within our collection.

You will learn about the book collection at the Deschutes Public Library and ensure customers have access to well organized materials. Hours needed are in the afternoons - Sunday through Thursday.

Continuing Education Classes in La Pine, OR General Qualifications: Coordinator will work under the auspices of the LPRD (La Pine Park and Recreation District). Job will be to develop a greater offering of classes while building up a student base for local opportunities to learn. Coordinator will be centered in the La Pine Community Center and will be in charge of scheduling, opening and closing class rooms, gathering materials, instructor syllabi, assisting with contracts for classes to be taught and working to provide reports to the LPRD Executive Director. Experience with Community School Programs preferred.

RUTH M. ANDERSON

RICHARD “DICK” LEE FRITTS

Ruth M. Anderson of La Pine, Oregon (formerly of Hillsborough, Oregon), passed away peacefully in her sleep on Tuesday, April 9, 2013, at the age of 93. Ruth had been a resident at Prairie House in La Pine for nearly two years. Her children and sister, Ruby Williams-Jones, were with her when she died.

A Memorial Service will be held on Saturday, April 27, 2013, at 2:00 p.m., at Baird Memorial Chapel, located at 16468 Finley Butte Road in La Pine.

Ruth was born March 25, 1920, in Halsey, Nebraska, to James Edward and Cora Mae (Fessenden) Clinebell.

She graduated from high school in Dunning, Nebraska, in 1937. After high school, Ruth moved to South Dakota where got a job taking care of the teachers’ children at the Rosebud Indian Reservation. Her parents moved to Oregon to find work, and Ruth followed them to Hillsboro, where she worked at various jobs in the downtown Hillsboro area.

In 1945 Ruth was united in marriage with Don F. Anderson in Norman, Oklahoma, where Don was stationed in the Military.

The couple made their home in the north part of Hillsboro where they had a small farm, and they grew and sold raspberries.

Ruth loved flowers, and she grew many of them in her yard. She loved sewing and making quilts, and she took many quilting classes so that she could learn how to make quilts with her new machine. She also enjoyed preparing meals for family and friends. She was known for her hospitality, and if friends happened to stop by, there was always room to pull up a chair and add an extra plate at the dinner table.

Ruth loved her children, grandchildren and great-grandchildren very much.

She loved reading her Bible, and she believed in the power of prayer, which she did right up to the time of her death.

Survivors include her daughters Gloria Lingle of La Pine, Oregon, and Donna Bones of Vancouver, Washington; sons Stephen Anderson of Portland, Oregon, and John Anderson of Hillsboro, Oregon; four grandchildren, and six great-grandchildren.

She is preceded in death by her husband and daughter, Geneva Moore.

November 21, 1941 - April 13, 2013

Richard “Dick” Fritts of La Pine, Oregon, passed away on April 13, 2013.

A Celebration of Life with Military Honors was held on Friday, April 19, 2013, at Grace Fellowship Church of the Nazarene.

Dick was born in Fullerton, California, to William Andrew “Andy” Fritts and Arlie Jewel (Hallam) Fritts. He went to school in Fullerton and graduated from Buena Park High School in 1959.

He enlisted in the United States Navy and was stationed at Los Alamitos Naval Air Station for three years.

He married Emily Stigers in 1960.

Dick operated heavy equipment such as backhoes and trenchers for eleven years as an Operating Engineer. They moved to San Juan Capistrano in 1978, where he managed the Lazy W Ranch, a Methodist Church Camp, for three years. In 1981 they moved to Oregon and briefly operated the Fort Rock General Store. Upon moving to La Pine Dick drove a Bend-La Pine School bus and worked as Operations Manager for the La Pine bus garage.

When he retired, Dick volunteered for Interfaith Caregivers and the SMART Reader Program. He was a member of Grace Fellowship Nazarene Church, and a volunteer at Celebrate Recovery.

Dick was a master mechanic, and enjoyed tinkering with motors, grading the road and helping people.

He is survived by his wife Emily; daughter Alice Wavers and son-in-law Nick Wavers; son James Fritts and daughter-in-law Larisa Fritts; four grandchildren, Nicky and Sarah Wavers, and Katya and Max Fritts; brother James A. Fritts; and numerous other family and friends.

La Pine Firefighters Respond To Motor Vehicle Rollover On Hwy. 97 La Pine Firefighters responded to a motor vehicle accident/rollover April 16th on Highway 97 milepost 160 and extricated two pinned occupants. A Toyota pickup truck rolled and then crashed into a tree on its side pinning the two occupants inside. Firefighters had to stabilize the vehicle, make initial patient contact and cut through the crushed roof and dash to free the patients. Patient were extricated and on their way to St. Charles Hospital - Bend by La Pine Fire and Sunriver Fire paramedic ambulances within 28 minutes of the fire district’s arrival. Oregon Department of Transportation responded for traffic control and highway 97 was closed for approximately 45 minutes. Deschutes County Sheriff’s Office and Oregon State Police assisted on scene and are currently conducting an investigation on what caused the accident. At least one other vehicle was known to slide off in the same area at the same time and law enforcement is investigating if the incidents are related.

The Friends of the Sunriver Area Library are pleased to present an exhibit featuring painting by Bonnie Junell and jewelry/metalwork by Judy Clinton. The public is cordially invited to view this exhibit during the Library’s regular hours.

Bonnie Junell was born in Portland, Oregon and lives in Vancouver, Washington with her husband and son. Bonnie grew up in a family of artists. Her grandmother and aunt, both established juried artists, were always painting. Their influence prompted Bonnie to start drawing as a young child, and led to Bonnie taking her first oil painting class at the age of eight. From that point on, Bonnie was hooked on painting. Following high school, Bonnie attended art school -- she holds a Bachelor of Arts degree from the Downtown Portland Commercial Art School and has studied watercolor and drawing classes through Portland Community College.

To help pay her way through art school, Bonnie took a job with Nordstrom, which led her on a long detour into the world of fashion. After 31 years with Nordstrom, Bonnie retired to spend more time with family and to further her lifelong desire to pursue her art. Bonnie says, “as an artist, you look at everything with an artist’s perspective. When you look at clouds you think about shape, color and light.”

This artist’s eye and attention to detail is evident in Bonnie’s work, whether it’s a cityscape or landscape. Bonnie’s work can be seen in galleries throughout Oregon and Washington, including the Artists Gallery in Sunriver and the Heritage Gallery in Vancouver. She is a member of Oil Painters of America and Northwest Oil Painters Guild.

Judy Clinton is from Madison, Wisconsin, where she completed a Master of Science Degree in art (art metal) with a minor in geology at the University of WisconsinMadison. Like Bonnie, after completing her schooling, Judy found her art being sidelined for her career -- for almost 40 years, Judy was diverted into scientific illustration. You can see examples of her illustration work in several geology books and in the National Audubon Society Field Guide to Rocks and Minerals, but Judy recently returned to her personal artistic passion: art metal or metalsmithing.

Judy says, “the construction of three-dimensional objects is always fascinating and intriguing. Learning a new technique and combining it with other techniques gives me a sense of discovery and fun. I am fascinated with using different metals in a piece, by asymmetry and geometric shapes, and with the contrast of smooth and patterned surfaces.”

In addition to her art work, Judy volunteers with the Deschutes LandTrust, the Citizens Advisory Committee at the University of Oregon School of Music and Dance, and the Osher Lifelong Learning Institute. She loves to be outside, whether hiking, cross-country skiing, gardening, or riding her BMW. Judy finds ideas and inspiration in many of these activities, and finds ways to transform them into metal jewelry or pewter objects.

The exhibit will open April 30, 2013, at the Sunriver area branch library, and will continue through the end of June. The Sunriver Area Library is open from 10:00am until 6:00pm, Tuesdays through Fridays, and from noon to 5:00pm on Saturdays. For questions about the Library, contact 541-312-1080. Darrel Sax passed away April 15, 2013, at his home near Crescent, Oregon.

Private services for family and close friends will be held at a later date.

Darrel was born Feb 10, 1935, to Elvin (Bud) and Bertha Sax near Rose Lodge, Oregon. He spent most of his school years in Central Oregon, attending high school in Redmond, until the family returned to the Oregon Coast, where he graduated from Taft High School.

He proudly served his country in the US Army from 1954-1956.

He worked in the logging industry in Oregon and Alaska. The family moved to Kennewick, WA, in the 1960’s where he worked for the State Road Department, Acme Concrete, and he also farmed near Burbank, WA. He returned to Newport, OR in the early 1980’s and worked for the Lincoln County Road Dept.

His next adventure was to travel to Indonesia where he supervised a logging operation. In 1992 he returned to Oregon and started his own business, Sax Brush Cutting, which grew from his concept to a successful company serving public and private individuals, which included clearing land and building roads.

Darrel sold Sax Brush Cutting in 2006. He and his wife, Ellen, moved to Central Oregon and completed their dream – a log home. In his retirement he volunteered for the local road district and volunteer fire department, along with helping neighbors with their building projects.

He enjoyed hunting, fishing, golfing and flying an ultra-light known as a “powered parachute”.

He is survived by his wife Ellen, three daughters, Mary Kirby and Debra Sax of Kennewick, WA, and Lori (husband Roy) Masterson of Green Acres, WA; six grandchildren, and four great-granddaughters.

COCC Hosts Lecture In ‘Human Origins’ Series Central Oregon Community College is hosting the first lecture in the second series of “How Did We Get Here? Human Origins, Evolution and Migrations” presentations. The seven-part series highlights cutting-edge anthropological research and discoveries.

Melissa Cheyney, medical anthropologist and midwife, will present “Call the Midwife: Evolutionary Perspectives on Normal Physiological Childbirth” at 6:30pm on Friday, April 26, in Hitchcock Auditorium in Pioneer Hall on the COCC Bend Campus.

In this talk, Cheyney introduces the relatively new field of evolutionary medicine and examines the ways that a long-term, evolutionary perspective can be used to evaluate current health care practices. Using human childbirth and maternity care in the United States as examples, Cheyney explores how looking back in time can facilitate seeing new and innovative ways forward.

Cheyney’s research focuses on a subfield of medical anthropology called evolutionary medicine, which examines contemporary health conditions, including maternal and infant health patterns, in cross-cultural and evolutionary perspective. She continues to attend home deliveries while teaching in the anthropology department at Oregon State University.

Funds are now available to help qualified homebuyers in Redmond, La Pine and Bend, through the two-year-old Neighborhood Stabilization Program, according to Cyndy Cook, executive director of Housing Works, which administers the grants in Redmond and La Pine. In Bend, the city’s Affordable Housing Division administers the funds.

“The assistance program applies federal stimulus money to home purchases in areas hardest hit by housing foreclosures,” said Cook, “and families with household incomes under $75,750 may qualify.” Through a competitive application process, Redmond and La Pine were awarded $1.5 million, and Bend received $600,000 from Oregon Housing and Community Services, the state’s affordable housing finance agency distributing the stimulus funds.

The program requires homebuyers to occupy the property as their principal residence in exchange for a no-interest, second-mortgage, down-payment assistance loan that does not have to be repaid until the homeowner no longer lives in the home, transfers the title, or refinances the first mortgage loan.

Patrick and Andi of Redmond purchased a home for their family in Redmond, working with Housing Works and the assistance program. After many years of renting, they found the community that they wanted to call home. They initially passed over the home they ended up buying because it needed carpeting, painting and cleaning – all things that the stabilization program helps to finance. In the end, they used the program for their 20 percent down payment, closing costs and repairs.

“It is wonderful to be in our own home,” Patrick said. “Our neighborhood is very well kept and feels safe for my family.”

“We have hard-working people who have completed homebuyer classes in order to prepare for homeownership, and this down-payment assistance is a dream come true,” said Cook. It has enabled 12 families including Patrick’s to buy homes so far, and another 26 households are likely to be assisted with the remaining funds.

The program also helps organizations to purchase foreclosed properties for use as affordable housing. To date, this funding has resulted in the purchase of nine affordable rental units to serve low-income households.

Oregon Heritage Brings Free Collections Care Workshop To Bend Oregon Heritage’s 28 Days of Training comes to Bend on April 29-30, offering a free 2-day workshop related to collections care and disaster preparedness for those working with artifacts and archives. Designed for archives, libraries and museums, those with little collections experience as well those with considerable experience will benefit from the workshops. The two-day workshop covers collections care and management on day one and disaster preparedness on day two.

The collections care workshop will cover the topics of collection policy, preservation planning, collections assessments, environmental controls, collections problem solving, and solving conundrums through networking. The emergency preparedness workshop includes connecting with emergency responders, disaster planning, identifying threats and resources, collections prioritization, and involving the public in disaster preparedness.

The Des Chutes Historical Museum is co-hosting the workshop which takes place in the Deschutes Public Library Administration Building meeting room. Anyone working with archives, special collections, and objects is welcome to attend.

Supported by a Connecting to Collections grant from the federal Institute of Museum and Library Services, the free workshops will include lectures, hands-on activities, discussions, guest presentations, and small-group work. Similar workshops are being held in Astoria, Coos Bay, Medford, Pendleton, Philomath and Portland.

Food Handler Test Available Online Oregon food handlers in the food service industry are required to have a valid Oregon Food Handler’s card within 30 days of employment. Deschutes County residents now have an easy option to obtain a food handler’s card without leaving their home or place of employment.

At www.orfoodhandlers.com/ users can read the Oregon food handler’s manual online, then take the test at a home or work computer. The cost of the test is only $10 by credit card and the food handler’s card will be mailed to them. The test can be taken online in English or Spanish.

If a computer is not available to the food server, computers or a written exam are available at Deschutes County Environmental Health, located at the Deschutes County Health Department, 2577 N.E. Courtney Drive, Bend. The Deschutes County Environmental Health office offers a food handler’s written exam in English, Spanish, Chinese, Korean, Russian and Vietnamese. Reduce shrubs and other “ladder fuels” around your home to reduce the threat of ground fires igniting nearby trees, or your home. 3) What can catch fire on your deck or patio or near your fence? Remove weeds, shrubs or any combustible materials from around, under or on top of your deck, patio or wood fence. This includes toys, planters, construction materials, patio furniture and cushions along with even small piles of pine needles or leaves. 4) Is your wood pile near your home or other combustible vegetation? Move wood piles at least 20 feet away from your home or other combustibles.

The Deschutes County Bicycle and Pedestrian Committee is seeking nominations from the public for deserving individuals, businesses, and agencies to be recipients of the annual Big Chainring award. Since 1996, the award recognizes those that have made a significant contribution towards the following: Improving bicycling and walking conditions in Deschutes County; Encouraging children or adults to walk and ride their bikes; Making Deschutes County communities healthier and happier The Committee also includes the Peter Hanson Memorial Award for individuals in the community that have provided outstanding voluntary contributions. Peter was a Committee member that lost his battle with cancer in 2005. His presence was felt (and still missed) in many volunteer efforts in Central Oregon including: Serving on the Deschutes County Bicycle/Pedestrian Committee; Trail building work parties with COTA, USFS, and the BLM; Leading Naturalist tours for the USFS; Tree planting for Arbor Day and weed pulls, brush clearing and burning at the Metolius Preserve; Litter removal/streamside improvements on area rivers; Starting the “Let ‘em Slide” Wanoga Snow Play Park fund, which was a community-based fund-raising effort aimed at assisting the U.S. Forest Service in building the tubing/play area just east of the existing Wanoga Sno-Park on the way to Mt. Bachelor.

The County Bike and Pedestrian Advisory Committee discusses nominees during April then selects the winners at its May meeting. Annual “Let’s Pull Together” Weed Pull Events Begin June 8!

The Deschutes County Weed Advisory Board and the “Let’s Pull Together” (LPT) event organizers are gearing up for noxious weed pull events that begin Saturday, June 9 and continue through June 15 during Noxious Weed Awareness Week. The week’s weed pull events help to educate in preserving Central Oregon’s ecosystem from non-native noxious weeds.

Noxious weeds are non-native invasive species which threaten our ecosystem. They not only crowd out native plants, but they starve wildlife, use water and create allergens. Noxious weeds also provide significant amounts of ladder fuel which during wildfires, can radically change the speed and fury at which wildfires burn.

Let’s Pull Together is a family-friendly countywide noxious weed-pulling event held around Deschutes County. All residents are welcome to attend one of the events held in Bend, La Pine, Redmond and Sisters; to help rid the area of noxious weeds. Grab your kids, your friends, your neighbors and meet us at the weed pull!

After the weeds pull events, all volunteers are welcome to feast at the complimentary volunteer appreciation lunch, which are held in every participating community. Festivities include entertainment and great prizes.

In past years, the region’s weed pull events have been among the best attended of all the community service projects throughout the Deschutes County. So, get your neighbors and...”Let’s Pull Together”!

The Partnership Supports Higher Education In order to improve access to higher education in the rural areas of Central Oregon, The Partnership to End Poverty has awarded the La Pine Parks and Recreation Foundation a $25,000 grant. The funds will be used to hire a part-time educational coordinator and work closely with Central Oregon Community College to develop credit and noncredit courses.

The Park’s Foundation is partnering with the Greater La Pine Adult Education Committee to help support the effort. A number of classes such as Excel, Quick Books Pro, Intro to Business Administration and financial courses are already underway.

Classes will be held at the new La Pine Community Center which offer classrooms and a computer lab. The new SHARC facility in Sunriver is also providing classroom space.

“Like many of Central Oregon’s rural communities, La Pine’s poverty and unemployment rates are higher than we would like to see. The Partnership is dedicated to building infrastructure that provides resources to help low-income residents gain self-sufficiency. Providing educational opportunities is an important asset in reaching that goal,” explained Partnership Executive Director Jason Carr.

Asset and workforce development are top priorities within The Partnership’s mission.

The organization has made similar investments in Prineville and Madras to support the Open Campus facilities, along with funding a newly-developed entrepreneurial business program specifically designed for veterans through the Small Business Development Center at COCC. The evidence is clear that every additional level of education achieved helps to prevent poverty and increase lifetime earnings.

“As we continue to grow as a district, we want to ensure access for everyone who wants to learn, play, and give back to the community,” said La Pine Parks and Recreation Director Bob Schulz. “The dollars provided in this grant will help us facilitate Adult Education classes which otherwise could not have taken place.”

“This grant allows us to continue to build and strengthen our foundation for economic vitality by helping our citizens who wish to develop their personal educational and employment goals,” explained Kathy DeBone, member of the Greater La Pine Adult Education Committee.

COCC Offers Nursing Program Orientation In Bend Central Oregon Community College is offering a nursing program orientation session from 1 to 2 p.m. on Wednesday, April 24, in Room 155 of the Boyle Education Center on the Bend Campus.

The purpose of the meeting is to review the selection procedure for students interested in applying to COCC’s Associate of Applied Science in Nursing program as well as the prerequisites for applying and support courses necessary for the AAS degree. It is not necessary to be enrolled at COCC to attend this orientation, and reservations are not needed. However, admission into COCC’s Nursing program requires in-district residency.
