South County Wetland Inventory Public Information Workshop March 16

Deschutes County will conduct a Local Wetlands Inventory (LWI) for the La Pine sub-basin. A public information workshop will be held next month to explain the purpose of the LWI, its benefits to the community, and to answer public questions and concerns. Any interested Deschutes County citizen is welcome to attend the event. Property owners and south county residents are encouraged to attend. Meeting information: Tuesday, March 16, Three Rivers Elementary School cafeteria, 56900 Enterprise Drive in Sunriver, Oregon, 6:00pm to 8:00pm - Presentation / Questions and Answers (refreshments will be provided). A LWI is the foundation of wetland planning because it includes a comprehensive survey and map of all wetlands in a study area, and a document compiling key information about each site. Information about the presence of wetlands stemming from a LWI, reduces the uncertainty that can slow down real estate transactions and development plans. Persons wishing to develop a site that contains a mapped wetland will know in advance to design the project to avoid the wetland and to allow sufficient time to obtain any necessary wetland fill permits. Deschutes County adopted a U.S. Department of Interior National Wetland Inventory Map (NWI) in 1992 that shows an inventory of wetlands based on high-altitude aerial photos and limited fieldwork. While the NWI can be useful for many resource management and planning purposes; its small scale, accuracy limitations, errors of omission (which range up to 55 percent), age (1980s), and absence of property boundaries, make it unsuitable for parcel-based decision-making. Replacing Deschutes County’s NWI with an LWI will improve identification of jurisdictional wetland characteristics in the upper Deschutes basin and complement a 2007 U.S. Geological Survey Near-stream Environment Study. That study sampled shallow groundwater in near-stream environments of the Deschutes and Little Deschutes Rivers. Study results show that intact riparian and wetland areas of the La Pine sub-basin protect surface waters from the impacts of nitrate-rich discharges from onsite wastewater treatment and dispersal systems. Some protection measures for these resources are available at the local level but the use of existing information is uncoordinated and in a form that is unavailable for spatial analyses or public distribution. The workshop is hosted by the Deschutes County Community Development Department, and the Oregon Department of State Lands wetland consultant, ESA Adolfson. To support the Local Wetland Inventory effort, the Oregon Watershed Enhancement Board and the Deschutes River Mitigation and Enhancement Program, have awarded Deschutes County two grants to help pay for the project. Central Oregon Community College is asking artists in Oregon, Washington, Idaho and Northern California to submit original works for interior art for installation in the college’s Campus Center. THE DEADLINE FOR SUBMISSIONS IS 5PM, MAY 3, 2010. The call is for an interior wall sculpture and interior fiber art piece. These two pieces, once selected, will be installed on large interior walls in the new contemporary Campus Center building. Submissions will be a maximum of two digital images of completed work and /or conceptual images of a design. Finalists are notified by May 17. Soccer Sign Ups To Start Beginning April

The La Pine Park & Recreation District would like to announce that there will be a soccer program for the spring of 2010. The soccer program will run for several weeks and will include weekly practices and games. The details are still in the works, but registrations will be taken the first week of April. The District will be establishing youth, adult and senior recreation programs in the coming months. County Seeks Safe Sidewalk Award Business Nominations Nomination Deadline Is March 19, 2010

The Deschutes County Bicycle and Pedestrian Advisory Committee (BPAC) seeks nominations of businesses that make the extra effort to keep their sidewalks clear of snow and ice this winter. BPAC wants to acknowledge businesses that are doing an outstanding job of keeping pathways clear. With winter snow and ice comes challenging and often dangerous conditions on sidewalks in commercial areas. BPAC would like to remind business and property owners in Deschutes County of their responsibility to maintain clear sidewalks. The public is often not aware of winter sidewalk maintenance ordinances in Sisters, Redmond and Bend. The ordinances aim to protect public safety through the clearing of sidewalks after winter storms. While city ordinance language varies from city to city, the message is the same: business or property owners must clear ice or snow from the sidewalk adjoining their property within six hours of daylight. Safe Sidewalk Awards will be awarded spring, 2010. Business and property winners will receive a certificate from Deschutes County and acknowledgment from their area chamber of commerce. Safe Sidewalk business nominations can be sent no later than March 19, 2010 to: Deschutes County Planner, Cynthia Smidt (Cynthia_Smidt@co.deschutes.or.us).
