The “Oregon Concealed Handgun License” Class This class is an easy way to get your Oregon Permit. Meets and exceeds the legal pre-requisite training requirements before applying for the Oregon Permit. This class is only 3 hours, no testing or shooting required.

Director Attends Department Of Justice Program Focusing On Protecting Deschutes County Children Director Rob Poirier, Deschutes County 9-1-1 Service District, just returned from the prestigious Chief Executive Officer Training Seminar, (a specialized course about resources available to Deschutes County 9-1-1 and its partner agencies teaches valuable tactics in protecting and saving children), held just outside the nation’s capital, at the National Center for Missing and Exploited Children (NCMEC) located in Alexandria, VA. After receiving an invitation to attend the specifically designed training seminar for Law Enforcement and 9-1-1 Center Executives, Director Poirier attended the program on Sunday & Monday January 22-23, as a guest of NCMEC. Director Poirier joined 50 other Chiefs, Sheriffs and 9-1-1 Directors who were also selected and invited to attend the 131st session of the CEO course, and Poirier is now one of more than 5,000 who have completed this training. The Missing & Exploited Children Seminar for Chief Executives was designed to provide attendees like Director Poirier a better understanding of the issue of missing and sexually exploited children - and how to specifically deal with the situation of a child who’s been reported missing - when time is critical. “This has been one of the most valuable experiences for me in my 19 years as a public safety official,” said Poirier. “To have been selected in itself, was an honor, but to be able to bring this knowledge home and put it into practice, is a huge plus for the citizens of Deschutes County and our kids.”

Family Access Network Receives $5,000

The Family Access Network (FAN) is the recipient of a $5,000 donation to be used to help address basic-needs for children and their families in Deschutes County. The funds from the Cow Creek Umpqua Indian Foundation will help provide essential services such as food, clothing, shelter, medical and dental care (includes health insurance) and more through the FAN advocates in our communities. “Over many years Cow Creek Umpqua Indian Foundation has been very generous in their support of our local children. Their focus on assisting with the basic needs of our disadvantaged community members, is a testament to their dedication to giving. We appreciate their assistance, especially during these difficult economic times,” Kristi Miller, FAN Foundation Chair. FAN began in January 1993 and currently employs 26 advocates in 42 public schools (K-12) and three early childhood sites. FAN strives to improve lives by ensuring all children in Deschutes County have access to basic-need services. FAN is unique to Deschutes County, utilizing advocates to efficiently reach and connect disadvantaged children and families with basic needs, such as food, shelter, and health care. During the first half of this school year FAN has connected over 6,200 children and their family members with essential services. The mission of the Cow Creek Umpqua Indian Foundation is to offer assistance in youth education, to strengthen youth and families, to provide positive youth development and to add to the quality of life for people in Coos, Deschutes, Douglas, Jackson, Josephine, Klamath, and Lane Counties in Oregon. Since its beginning in 1997, the CCUIF has awarded $11,675,164 in grants to non-profit organizations. CCUIF award decisions are in addition to the philanthropic decisions made by the Cow Creek Tribal board. Celebration Of Hope

CASA of Central Oregon will be at four local art galleries from 5-9pm on the First Friday Art-Walk, February 3rd, to kickoff their fourth annual Celebration of Hope event. A Court Appointed Special Advocate (CASA) is a volunteer member of our community that has been highly trained to advocate for the basic needs of abused and neglected children in foster care through no fault of their own. CASA ensures that every child has the right to learn, and grow, and be treated with dignity and respect. High Desert, Mockingbird, Red Chair and Sage galleries join CASA in their goal to wipe out child abuse and will feature unique flour sack towel art, created by a child’s vision and interpretation of “Hope” for a pre-event sneak preview! The artwork has been created by children in the community. The Deschutes Brewery, a champion for children, presents the Celebration of Hope with Bendbroadband and The Bulletin on March 3, 2012 from 5-9pm at the Century Center. Tickets are $25 and include an evening complete with craft beers, wine, small plates and the first chance to purchase the child art-themed kitchen towels. A knock-your-socks-off “rauction” that includes amazing customized packages valued at $500 or more will complete the festivities. 100% of the proceeds will benefit CASA of Central Oregon’s volunteer recruitment, training and support efforts. CASA representatives will be located at each gallery to answer questions and sell tickets for the March 3, 2012 event. CASA is central to fulfilling our community’s most fundamental obligation of helping children in foster care. CITY COUNCIL VACANCY CITY OF LA PINE The City of La Pine is currently accepting applications from individuals that are interested in serving on the La Pine City Council. The individual that is selected will be completing an unexpired term (March 1, 2012 through December 31, 2012). This is a volunteer position. The City Council generally meets on the second and fourth Wednesday of each month. City Council members are expected to attend Work Sessions and special City Council meetings, serve on various sub-committees or regional groups, and represent the City in other capacities. The vacancy will be filled by appointment by a majority of the entire membership of the Council. Those individuals submitting applications may be asked to meet with the Council for an interview prior to the Council making an appointment. Interviews will begin after a minimum pool of qualified candidates have submitted applications. In order to qualify for appointment, an applicant must be a resident of the City. Applications will be taken through February 15, 2012. Deputy Pete Penzenik Receives Officer Of The Year Award

On January 23, 2012, the Deschutes County Sheriff’s Office was notified that the Department Executive Committee for the American Legion had identified Deschutes County Sheriff’s Office Deputy Pete Penzenik as its Officer of the Year for the state of Oregon. Deputy Penzenik was additionally recognized at the local American Legion Post 45 in La Pine, as its Officer of the Year. Deputy Penzenik will be receiving the award from Post 45 at their regular meeting on February 14th, and will be receiving the state award at the American Legion state convention being held in Redmond this June. Deputy Penzenik has been employed with the Deschutes County Sheriff’s Office for 28 years and his work as a Deputy Sheriff has been exemplary. Throughout his career Pete has taken an active role in improving various elements of crime scene investigations. His innovative ideas include; enhancement of photography, development of latent fingerprint methods and he was a pioneer of footwear and vehicle tire impressions for Deschutes County. He serves as an agency expert in these areas, and provides instruction to his fellow deputies on these disciplines. Outside of his duties as Deputy Sheriff, Pete has been a fixture within the La Pine community. He consistently volunteers his time in a number of areas, most notably chairing the La Pine Christmas Basket committee that works each year to provide less fortunate families in the greater southern Deschutes County area with meals and gifts during the Christmas season. Sheriff Blanton states, “The Deschutes County Sheriff’s Office is proud to have had Pete as part of our team for the past 28 years. Treatment For Abnormal Heart Rhythm Atrial fibrillation (AF) is an abnormal heart rhythm. With AF, the upper heart chambers (atria) do not pump blood adequately, leading to the risk of blood clot formation. Persons with heart diseases such as high blood pressure or heart failure are at an increased risk of developing AF. Other types of conditions can also increase the risk of AF include sleep apnea and emphysema. Although some persons may not experience any signs or symptoms, some may experience chest pain, shortness of breath, dizziness, and fainting. An electrocardiogram can be used in the diagnosis of an AF. Treatment for AF is aimed at preventing a stroke. Antiarrhythmic medications that may be prescribed include a beta blocker, such as esmolol (Brevibloc), calcium channel blocker, such as diltiazem (Cardizem), or digoxin to control the heart rate. Alternatively, use of a pacemaker or implantable atrial defibrillator may be used to control the heart rhythm or rate. Anticoagulant medications may be prescribed to reduce the risk of formation of blood clots and therefore reduce the risk of a stroke. Warfarin (Coumadin) and dabigatran (Pradaxa) are anticoagulant medications that may be prescribed. Persons who take warfarin require monitoring with a blood test on a regular basis, while Pradaxa does not require regular blood tests.

COCC Now Offering GED Testing Service

Central Oregon Community College has begun offering the General Educational Development - or GED - test. The High Desert Educational Service District had offered the test until last July, when it discontinued the service due to budget constraints. In the interim, Jefferson County ESD has been offering the service in Madras only. “A high school education or GED certificate is a minimum requirement for most employment, for attaining higher levels of education, and for fostering prosperity in the region,” said Karin Hilgersom, vice president of instruction. “COCC is committed to making the GED testing service locally available to our District’s residents.” GED testing is also available in Bend and Redmond. Testing locations in La Pine, Warm Springs and Madras will also offer the service within the next few months. COCC has hired Floy Sitts to oversee the GED testing program in Central Oregon. Partnership to End Poverty has pledged to contribute $20,000 to offset the costs related to starting the program. “The Partnership to End Poverty recognizes the critical link between education and employment and earnings. A high school diploma or GED is the foundation to future economic success,” said Scott Cooper, executive director of the Partnership to End Poverty. “We applaud the leadership COCC has shown in restoring the availability of the GED throughout the region, and we appreciate the opportunity to collaborate in making this happen.” The GED consists of five timed tests. Except for math and writing, the tests can be taken in any order. Tests are given by appointment only. More than one test can be taken on a given day, and all five tests must be completed at one location. Attending an Orientation Session prior to the first test is required. For candidates with certain disabilities, large-print and audio versions of the tests are available. For more information on testing accommodations, call COCC’s Disability Services at 541-383-7583. The cost of the GED test is $120, which covers all five tests, the state fee and processing fee. Additional fees may apply. There are several ways to prepare for the GED tests. COCC’s Adult Basic Skills program offers classes in basic reading, writing and math at the COCC Crook County Open Campus. The cost of each class is $20 per term. Severe Winter Weather Back Country Advisory/Warning

The Deschutes County Sheriff’s Office and The Deschutes National Forest are issuing a joint advisory concerning back country travel in our areas. The following conditions may exist in all or some back country areas: 5-7 ft. of recent snowfall creates severe back country conditions; Elevated avalanche conditions : natural and human triggered avalanches have been reported; High winds have brought down trees across back country areas; Snow cat operators report becoming disoriented and losing trails in whiteout conditions and extremely deep snow with severe snow drifts. Trail grooming is suspended during severe snow conditions; Back country and trail users alike have an increased likelihood of becoming exhausted, stuck, broken down, lost or injured during present conditions; Cell phone service is limited in many back country areas, batteries die, users are often poorly equipped and do not know their location this may further complicate emergency situations; Search and Rescue assistance may take hours, overnight or even days before rescuers can reach people in urgent need. You not only risk your own life when in a dire situation, you risk the lives of rescue personnel. Instances of death increase during extreme weather events; Until conditions improve and the snow pack settles we advise all users of the hazardous conditions and to avoid back country areas, even back country trails; Current-severe winter hazards include: unconsolidated deep snow, strong winds, zero visibility, buried trail and other directional signing, variable (high to extreme) avalanche conditions, deep tree wells, buried hazards, downed trees, heavy snow/ice falling from trees, no trail grooming in high elevations, continued heavy snow and/or rain possible for several days. Slush and water hazards may develop with rain on snow conditions. The scholarship program is open to current Central Oregon high school juniors planning to attend an accredited college or university in the fall of 2013. Candidates must have a 3.5 or above GPA, outstanding participation in school extracurricular and/or leadership activities and a solid record of community involvement. Reminder To Parents: Child Immunizations Due February 15

Deschutes County public health officials are reminding parents to make sure their children’s immunizations are current. Beginning Wednesday, February 15, children won’t be able to attend school or child care if their records show they are missing immunizations and do not have an appropriate medical or religious exemption. Parents with children who have incomplete immunizations will receive a letter in the mail this month. The letter will inform parents what shots are missing and need updating at the school. The immunization requirement is the result of a state law that applies to all public and private schools, pre-schools, Head Start and certified child care facilities. “The goal is to make sure children in our community are protected against serious diseases that can easily spread in a school environment if children aren’t fully immunized,” said Deschutes County Health Services Immunization Coordinator Heather Kaisner. This year, parents should take note of the following requirements: Tdap vaccine requirement: Tdap vaccine is required for seventh, eighth and ninth-graders. Tdap is a tetanus, diphtheria and pertussis (whooping cough) booster. Whooping cough is a serious health concern in Oregon with more than 255 cases recorded last year. Hepatitis A vaccine requirement: The hepatitis A vaccine, which protects against a communicable viral infection, is a two-dose series now required for children 18 months through second grade. There are many options in Deschutes County for parents seeking immunizations for their child. They can contact their health care provider or call the Deschutes County Health Services Department at 541-322-7400 to schedule an appointment. Rotary’s Shots for Tots and Teens will also be offering immunizations on the following dates and locations. All Shots for Tots and Teen clinics are walk-in from 10am to 2pm. Board Members are volunteers working as a team to improve life for our most needy children in Deschutes County. Family Access Network Foundation (FAN) announces that Rose Archer has accepted a position on our Foundation Board. Winter Dog-Walking Tips From Bend Spay & Neuter

If your dog or cat spends any amount of time outdoors, winter can be a particularly dangerous time. While the freshly fallen snow can make the world appear as a winter wonderland, there are a lot of hidden hazards to be aware of. Ice covered sidewalks, chemicals scattered across driveways and walkways, these conditions can be hazardous to animals and humans alike. Keep yourself and your pet safe this winter season by being aware and taking precautions. CHEMICALS ON THE GROUND: It is common practice to apply chemicals to sidewalks and driveways so that the ice can be made to melt, or just to make it so that the feet can grip the ground easier. The problem with these chemicals is that they get onto animals’ unprotected feet, where they can irritate the skin or get into small abrasions in the foot pads. The animal may also lick the chemicals off of their feet and ingest them, resulting in stomach and intestinal problems. Booties are also good for keeping hard snow and ice out of the spaces between the toes, something that can be very painful for an animal. If your pet will not tolerate wearing booties, you will need to be vigilant about cleaning your pet’s feet and underside as soon as you return home from a walk. A simple rag that has been dipped in warm water will do the job. There will always be unintentional spills to watch out for, and not everyone is conscientious about cleaning up the spills in the driveway or on the garage floor. While a lot of companies have changed the formula of their antifreeze products so that they do not have a sweet taste, Beginning in January, Deschutes County will begin initiating a South County Plan. there are still plenty of antifreeze products on the market that do have that tempting sweet During the 18-month process, County planners will engage residents and stakeholders to smell and taste to them. The South County Plan will address growth and development, transportation and chemical that leads to a lot of accidental illnesses and deaths in pets every year. If there is infrastructure, natural resources and recreation, in a unified document that will help no one around to witness the pet ingesting antifreeze and the symptoms are not treated the South County region achieve its long-term goals. Sunriver Resort Gifts Culinary Campaign

Sunriver Resort has announced the sale of two lots in the Caldera Development near Sunriver. The proceeds of these sales, approximately $250,000, will be dedicated to fulfilling the resort’s pledge to the Central Oregon Community College Foundation’s culinary campaign. “This is the most recent example of Sunriver’s support of higher education and their strong relationship with the college,” said Jim Weaver, executive director of the COCC Foundation. “In addition, they have funded a Foundation scholarship for decades and have sponsored a table at the Meal of the Year scholarship fund raising event.” Sunriver Resort has a large culinary program, so there was an obvious interest in supporting the new culinary center. “We employ more than 50 chefs and other culinary staff, so when the Foundation announced plans for a new culinary center in 2008, we were naturally attracted to supporting it,” said Tom O’Shea, managing director of Sunriver Resort. “With the soft economy and tight resources, we were unable to immediately complete our $250,000 pledge. The donation of the two lots allowed us to use assets that we owned as a show of our commitment to COCC, which has now been fulfilled by the sale of these two lots.” The COCC Foundation’s culinary capital campaign raised $3.5 million for the construction of the Jungers Culinary Center. The center, which opened September, is home to COCC’s Cascade Culinary Institute. The state-of-the-art teaching facility includes two multipurpose kitchens, a baking kitchen and a demonstration kitchen, plus the dining lab/restaurant, Elevation, which is open to the public. “The Cascade Culinary Institute is very appreciative of this gift,” said Chef Gene Fritz, director of the CCI. “Committed industry partners like Sunriver Resort are the reason that CCI is able to provide such a high quality culinary education to COCC students and the regional work force.”

Betty Lou McCracken

A memorial service took place on Saturday, January 28th at Living Water Church in La Pine. Betty Lou is survived by her husband, Frank; two sons, Jack and Ted; daughter, Norma; brother, Ed McCollum; as well as seven grandchildren, seven greatgrandchildren and one great-great-grandchild. Born in Fulton, Missouri on October 10, 1926, she was raised in Kansas City, Kansas. She was 20 years old when she met Francis “Frank” McCracken in Akron, Ohio. It must have been love at first sight, as they were married three months later on December 20, 1946. They celebrated their 65th anniversary this past December. Having lived in San Jose, California while raising their family, they moved to La Pine in 1988 to enjoy retirement on their five acre property. She was known throughout the community for her happy smile and always saying “I Love You” to everyone she knew and everyone she met. Betty Lou’s family wishes to express their deepest appreciation for the wonderful loving care which the employees of Prairie House provided, especially the Memory Care staff, as well as the Newberry Hospice nurse who attended to her during her final days. Gerald Newton Powell, of La Pine, Oregon, passed away from a prolonged illness on Monday, January 23, 2012. He was 79 years old.

Gordon has asked that no services be held. His cremains will be interred at the La Pine Community Cemetery.

A funeral service was held on Saturday, January 28, 2012, at Baird Memorial Chapel in La Pine. A private burial will occur at Lane Memorial Gardens in Eugene. Gerald was born December 22, 1932, in Laketon, Texas, to Homer and Lela Mae (McLaughlin) Powell.

He had a long career in the logging industry. Gordon moved to La Pine in 1970 to run the family business, the general store known as the La Pine Hi-Way Center.

After receiving his degree in Criminal Justice, Gerald had a long career in law enforcement. He worked as a police officer in Glendora, California until his retirement in 1987, when he moved to Bend, Oregon.

In 1954, Gordon married Carol Hurlburt. They had three children.

Survivors include his sons, Greg Powell and Kevin Powell, both of Sandy, Oregon; daughter, Jennifer Powell of Eugene, Oregon; brothers, Ron Powell of Edmond, Oklahoma, and Darryl Powell of Big Spring, Texas; sister, Gwen McClure of Pampa, Texas; two grandchildren; and four great-grandchildren.

Survivors include his wife, Carol; daughter, Cynthia of Fall Creek, Oregon; son, Rick (wife, Leslie) of Pleasant Hill, Oregon; and son, Bill of Richmond, California.

The Honor Guard of La Pine American Legion Post 45 announces a service to honor deceased veterans with a presentation of a three-volley gun salute and playing of taps at the veteran’s memorial service. As the winter temperatures have dropped, we aim to help the homeless keep their pets warm. Do you have a dog coat that your dog no longer uses? Deschutes County Seeks Animal Control Board Volunteers

The Deschutes County Animal Control Board of Supervisors has openings now for volunteer Board members. The Board of Supervisors represents the Board of County Commissioners at hearings and make decisions on the disposition of dogs who are involved in the chasing, wounding or killing of livestock. Commissioners seek Deschutes County residents to fill the Board positions. Residents who are interested in attending hearings and participating in the decision process for the disposition of the dogs should consider applying. The Board is in particular need of representatives who either have livestock and/or dogs or who have worked with livestock and/or dogs. Board members are volunteers and are not compensated with the exception of mileage. Membership requires attendance at evening hearings held in Bend on an as-needed basis; and the term of service is two years. The Board of the La Pine Park & Recreation District would like to invite the Central Oregon community to come and celebrate with La Pine the grand re-opening of the La Pine Event Center. The La Pine Event Center, formerly known as the Old White School Building, recently went through $500,000 worth of improvements. The improvements include natural light, a roll-up door, heat, insulation, upgraded bathrooms, family bathroom, new mechanical systems, renovated catering kitchen and fire sprinklers. “The improvements go a long way to making the building more functional and user friendly for events and the Community School Program that resides in the building,” said Arlo Fertig, Board Chairman. “The building is taking reservations for events.” If you would like to reserve the building for your next event, please call the District at 541-536-2223. The District is still working to raise an additional $200,000 to $300,000 towards Phase II improvements that will add additional class space, offices, and flooring and walls to the large open event area. The District has been successful in securing $430,000 from The Ford Family Foundation, Meyer Memorial Trust, The Collins Foundation and Maybelle Clark Macdonald Fund. “We are still in need of community financial support for this great project! This will provide immense opportunities for our youth, seniors and community festivals in La Pine,” said Connie Eves, La Pine Park & Recreation Foundation, Board Chairwoman. “If people would like to make a tax free contribution to our capital campaign they can all the Park Offices at 541-536-2223.” The grand re-opening will take place on Friday, February 3rd at 6:30pm. Cake and punch will be provided and there will be a ribbon cutting ceremony. The ceremony will be followed by the showing of Cars 2 at 7:00pm. Concessions will be available for purchase. Please bring a comfy chair to enjoy the movie. Background: The La Pine Parks & Recreation District serves an 85 square mile area in southern Deschutes County. The service population is approximately 15,000 people. Deschutes Circuit Court Seeks Volunteer Mediators

The Deschutes County Circuit Court is recruiting volunteers to work as mediators in small claims and landlordtenant cases. The court is currently accepting interest forms for a basic mediation skills training planned for February 2012. Being a court connected mediator allows volunteers the opportunity to understand some of the inner-workings of the law and court system while also providing a service to the community. Since the inception of the mediation program in 1994, 67% of small claims cases and 91% of landlord tenant cases reached a resolution. When cases are resolved in mediation both the litigants and the court save time and money. Basic mediation skills and court procedures training is offered in exchange for volunteer service. Wyatt is an outstanding student and citizen who represents Central Oregon as a student who is truly getting it right. Wyatt has been praised for exemplifying what is best in a Sisters Outlaw; his nominator describes him as a servant leader who is thoughtful, courageous, and dependable. Wyatt is able to empathize and show compassion for his fellow students and the entire community. Wyatt participates in lacrosse, cross country, wrestling, Link Crew leader, IEE Intern, Gay Straight Alliance, Student Council, and is on the Student Advisory Council for The Center Foundation. He volunteers for Days of Caring, Volunteer Connect, leader of youth group’s community service days around the community, I Heart Bend, I Heart Central Oregon, is a volunteer for The Center Foundation’s Splash and Dash, homeless feed at his church, dinner service at Bethlehem Inn, Haulin’ Aspen race volunteer, Pacific Crest sports weekend volunteer and went on a mission trip to Ecuador. According to his nominator, Wyatt takes no shortcuts in the classroom, he always makes sure that he does things the right way and makes sure to support others in his journey. Wyatt balances all his activities and AP classes while maintaining a 3.83 GPA. Each month The Center Foundation accepts nominations for outstanding high school seniors who maintain a 3.5 or higher GPA, who display leadership in school activities, and who participate in recognizable community volunteer efforts. The Foundation Board reviews the nominations and selects a student to receive the monthly honor. High Desert Heroes receive a $100 scholarship sponsored by Pepsi, a $25 gift certificate and a medallion presented at their school. Wyatt will be highlighted on the Horizon Broadcasting Group radio stations and with Kristi Miller on the Good Morning Central Oregon. Wrestling in La Pine has become a Frankenstein over time. The monster that growing is also gathering up some of the most talented and dedicated parents and athletes our little city has seen in many years. The growth is so impressive that there are clubs and programs all over the state that are looking forward to the future of La Pine wrestling almost as much as La Pine is. To get the fires started early, we begin with Mat Club. The Blue Lightning Mat Club has an incredible parent following supported by one of the most effective Wrestling Board of Advisers in the state! The standards and practices that are encouraged on and off the mat are creating better wrestlers and better people locally. As you look to next level, things are no less exciting. The La Pine Middle School has a following that rivals any program in Central Oregon. This phase of wrestling reconfirms the basics taught in Mat Club, it also adds to the technical aspect of the sport by building skills and increasing wrestling endurance. The past successes at this stage of wrestling at LPMS have shown the other schools in our area that they should not take us lightly. Our Middle School and community will have the opportunity to show all of Central Oregon what we are capable of on February 17 & 18, 2012 as we host the Central Oregon Middle School District Championships at LPHS. This is a great chance to see our young Middle School wrestlers compete and shine at home. Wrestlers that are able to make to our 2011-2012 La Pine High School Wrestling Squad have a chance to be a part of something very special. With a history of pride and success, La Pine wrestling continues to push forward. Wrestling for the Hawks at this level is what we hope to achieve. It is the apex of all of our amateur wrestling. With young and old wrestlers alike this adds to an already strong base and will continue to build Hawk wrestling into a dominant force. Our hope is that with the continued excitement of all the athletes, coaches, parents and community members our wrestling programs will be added to a long list of great reasons to come to La Pine. Our community is embracing wrestling and, in turn, wrestling is embracing La Pine. Parents and wrestlers of all ages will have opportunities to help La Pine Blue Lightning with the Adopt a Road program on Burgess between 97 and Day Road. Our La Pine wrestlers also help with the Christmas basket activity put on by one of our great community supporters, The SCOOTR Club, in December. We host a variety of Mat Club, Middle School and High School wrestling tournaments that bring thousands people into our community each year from all over the state to help boost our local economy. As we work together and support each other, it becomes easy to see that the direction we are headed will lead us to a future that we can all be proud of. We are excited for what is to come. SNOWBALL REMOVAL TIPS Snow is here! If you have a long haired dog, you may have noticed them tracking in snowballs caught up in their fur. What to do!? Some tips for removing those snowballs, if frostbite is a concern, include a handheld hair dryer set to low heat and the lowest drying setting to quickly melt the snow off. Or, if you can get your dog into a tub, use tepid water to remove the snowballs. Hot water and hot air can be painful and dangerous on cold body parts! The method of isolating a dog until they have melted off in a laundry or utility room works fine as long as the dog has not had prolonged exposure to the cold. To help prevent the build up of snow on the dog’s body, a product such as Show Sheen (an equine coat conditioner) or other leavein conditioner can help keep the snow from building up, to a degree. Pam cooking spray works as well, however it leaves a greasy residue that should be washed off. Happy winter!

Historical Landmarks Commission Seeks Volunteer Members

Deschutes County seeks three new volunteer Historical Landmarks Commission members and is accepting applications until Friday, February 24th. Commissioners serve four-year terms beginning in April. The Deschutes County Landmarks Commission (HLC), formed 1980, is part of a nationwide network of groups dedicated to the preservation and celebration of architectural heritage. The five member HLC serves as a citizen advisory body to the Board of County Commissioners (BOCC) for Deschutes County and the Sisters City Council. The role of the HLC is to help property owners preserve historically and architecturally significant buildings and districts while allowing modifications for contemporary use. While specific qualifications are not required to serve on the commission, expertise in history, architecture, architectural history, archaeology or related fields are encouraged. Deschutes County Planning Director Nick Lelack said, “Most importantly, commissioners should be interested and committed to protecting historic and cultural resources that directly contribute to the tangible and educational assets of Deschutes County’s heritage.” The Commission meets quarterly at the Deschutes County Services Center, 1300 NW Wall Street, in Bend. Additional meetings are called if necessary. Those interested in serving on the Commission are invited to submit an application which includes an application form, letter of interest describing the applicant’s background and interest in historic preservation and a resume. Complete applications will be accepted before 5pm on Friday, February 24, 2012. Children’s Human Rights To Be Impacted By Grant Award

Over 8000 children in Oregon are in foster care on an average daily basis as a result of abuse and neglect. This violation of children’s basic human rights is the focus of Court Appointed Special Advocates (CASA). Last year Oregon CASA programs across the state advocated for over 5000 children. A CASA volunteer has received specialized training to speak out and act in the best interests of abused and neglected children. They are trained to work within the child welfare and family court systems and are appointed by judges to individual children. CASA organizations improve outcomes for children and increase the likelihood that a child will grow into a successful adult despite great hurdles. The CASA volunteer becomes a trusted adult empowered to ensure that each child is well cared for and able to find a safe, loving, permanent home. The Oregon CASA Network (OCN), a newly formed organization, was developed to increase effectiveness and efficiency of each independent CASA organization with a goal of an Advocate for every child in need. Twenty-nine programs serve all counties in Oregon. The OCN has entered into a partnership with the National CASA Association, linking together leadership and technical assistance resources to provide better support for local CASA programs. National CASA recently launched its “I am for the child” campaign, a national effort to make sure every eligible child is being served by a CASA advocate by 2020. As a result of this recent collaboration, the Ford Family Foundation has awarded OCN a two year project grant totaling $445,000. Funding will support multiple activities, aimed at strengthening the newly launched network while motivating local participation in systems-building work led by both the OCN and National CASA. Every community in Oregon can benefit when their children are safe, protected and loved. The Oregon CASA Network is committed to that end. The Ford Family Foundation was established in 1957 by Kenneth W. and Hallie E. Ford. Its mission is “successful citizens and vital rural communities” in Oregon and Siskiyou County, California.
