Deschutes County Declares 4th Straight Drought Emergency

After declaring a drought in Crook and Jefferson counties through Executive Order 23-05, which directed state agencies to coordinate and prioritize assistance to the region, Gov. Tina Kotek took similar action for Deschutes County.

Deschutes County sheriff’s Sergeant Nathan Garibay, the county’s emergency manager, said precipitation for the water year is now at 80% of normal, the sixth straight year of below-average participation. He noted that Wickiup Reservoir is just over half of its capacity and is expected to peak around April 1 at near record low levels, while Crescent Lake is at 9% of capacity.

Bend Police to Host Community Academy Beginning in April

The City of Bend Police Department is holding its 39th Community Academy – which has been recognized as a national and regional model in providing an inside look at how the Department operates – from April 4 through May 30.

The class – which is free of charge -- will meet once a week for nine consecutive weeks, from 6 p.m. to 9 p.m. on Tuesday evenings. Thirty students can be accommodated per session.

St. Charles Names Dr. Steve Gordon Permanent President And CEO

After seven months of serving as interim President and CEO of St. Charles Health System, Dr. Steve Gordon is taking on the role permanently. (This comes after former President and CEO Joe Sluka stepped down after eight years in the job in July 2022.)  Gordon previously served in executive leadership roles for PeaceHealth in Vancouver, Washington, Providence Health and Services in Portland, and Salem Health. He graduated from Harvard College, Harvard Medical School and Harvard Kennedy School of Government.

During Gordon’s time as interim President and CEO at St. Charles, the health system saw a boost in financial performance in the second half of 2022. He says recruiting and retaining staff members is one of his top priorities.

2nd Annual American Legion Ice Breaker Coming This May!

Last year’s first Ice Breaker – which included vendors, bike games, live music and, of course, the poker run ride – started the riding season off with a bang. So we’re doing it again the weekend of May 19 – 21 at La Pine American Legion, 52352 Drafter Rd. The event is open to all whether you ride or just like a good party!

Run entirely by volunteers – multiple generations of veterans and family members – the event raises money for the local veteran community by way of helping veterans in need, and keeping Post 45 up and running.

Attendees can enjoy the same attractions as before, while riding a brand-new route, and buy raffle tickets (only $20 each) for the grand prize of a Harley Davidson motorcycle. (Raffle winner will be drawn on Sunday.) VIP full-access passes are available now for $50 (individual) and $80 (couple).

Other highlights include food vendors, Legion meals served throughout the weekend, a swap meet, and many different bikes on display.

People with new or gently used stuffed animals that need to be rehomed are encouraged to donate them to the Little Deschutes Grange to be used as prizes for its Frontier Days game booth. Affordable Housing Slated for Bend’s West Side

An obsolete pumice mine on Bend’s west side is slated to become the site of an innovative approach to affordable housing within the next three years.

Deschutes County has agreed to sell the last seven acres of the old mine it owns near the Oregon State University – Cascades. The land will go to two local affordable housing developers: Kôr Community Land Trust, an affordable homeownership nonprofit, and Housing Works, the Central Oregon housing authority.

Kôr and Housing Works will build affordable rental units and ownership units side by side, an approach that is a first for Central Oregon and the entire state, said Jackie Keogh, the executive director of Kôr. The idea is to create multiple housing options for a variety of circumstances right next to each other. The partners hope to replicate this pilot project across Central Oregon if it is successful in Bend.

La Pine Lions Staging April Fundraiser to Renovate Catering Truck

The La Pine Lions Club has scheduled a Silent Auction and Dinner Fundraiser on April 22, 4 – 8 p.m. at the La Pine Community Center to renovate its catering truck with updated electrical and installation of a fire suppression system.

Do you love to make pineneedle baskets? Have you wanted to learn how? Everyone is invited to come and join in on the fun of making pineneedle baskets. The Pineneedle Social Group is a group of pineneedle basket makers who get together 1pm - 3pm beginning January on the 3rd Thursday and the last Monday of every month year round, except major holidays, at the Little Deschutes Grange in La Pine located at 51518 Morson Street. This is a Grange sponsored social gathering with emphasis on making pineneedle baskets, sharing ideas and techniques. Informal teachings will be available as needed at each get together. Two-Day Music Festival in Sisters Set for June 24 & 25

To celebrate the thriving music and arts community of Sisters. Big Ponderoo will bring Americana and bluegrass music to two stages -- Sisters Art Works and Three Creeks Brewing -- on June 24 and 25.

Two-day all events tickets will go on sale Wednesday, February 8 at 10 a.m. with the initial 500 tickets offered at a $25 early bird discount for $150.

The remaining tickets will be sold at the advance price of $175 per ticket. Tickets for youth ages 6-17 are $70 each; children five and under attend free. A limited number of single-day tickets will go on sale April 19 at 10 a.m.

‘Art Meets Wine in the High Desert’ May 15-20

The 5th annual “Art Meets Wine in the High Desert” celebrates Oregon Wine Month May 15-20. The week-long event includes a virtual cooking class with Kasia Wilson, the cheesemonger from Market of Choice in Bend, and a virtual wine-tasting with one of three winemakers, May 15-18.

The grand finale is the “Live!” wine-tasting event at the SHARC in Sunriver on May 20 at either 2-4:45 p.m. or 5:15-8 p.m. Tickets include food pairings, art, music, auction and raffles.

Groundbreaking for New Redmond Library on March 11

A groundbreaing ceremony for the new Redmond Library, located at 827 SW Deschutes Ave., is scheduled for March 11, 12 – 2 p.m.

The new building, in addition to doubling the square feet of the previous library, will give the public access to access to more books and resources, more meeting and creative spaces, updated technology, and a children’s discovery space, Souvenir gifts at the ceremony include book bags and t-shirts, as well as a limited supply of commemorative bricks from the Jessie Hill building.

“Soap-making is one of several arts & crafts classes we have scheduled at the Activity Center,” said Jamie Donahue, executive director, who touted this latest offering during the current “member BLAST” that attracted some 50-60 new members in one week alone.

As she explained, “we’re offering an annual membership for $35, which breaks down to only $2.91 a month. I know it’s a crazy price, right?”

In addition to soap making on March 16, 12 – 2 p.m., other scheduled classes include “chalk painting, ‘pour’ painting, baking, and canning. Plus,” said Donahue, “we offer great exercise classes, taught by certified instructors, as well as a total of 26 classes from St. Charles that will take place during lunch. And so much more.”

She added that “All classes are open to both Activity Center members and non-members (at a slightly higher cost), in hopes the non-members will decide to join to obtain all the benefits.”

Make Spring Cleaning More Efficient & Manageable

Despite the fact that snow continues to fall in Central Oregon, winter is bound to end eventually, bringing the annual ritual of spring cleaning – along with blooming flowers, budding trees, and warmer weather. The following tips can help.

Tackle one big task a day.

Who hasn’t started one project only to be distracted when discovering something out of place in one space and then moving that item where it belongs -- only to find a new cleaning task at hand. Address one room/task a day. Keep a basket or box handy to store errant items until you move on to the next room.

Stock up on supplies.

Before beginning, put together a tool kit with the supplies and equipment you need, including mops, brooms, rags, cleansers, and the like. Organization can keep you on course.

Tackle seasonal chores first.

Some tasks need to get done to prepare for the spring and summer season, such as cleaning the grill and sorting through outdoor furniture and decor. Spring cleaning may involve readying the pool for another year of use, or cleaning out rain gutters to prepare for spring storms. Tackle time-dependent tasks first and then move on to others that are less time-sensitive.

Spread out the work.

Some people like to devote full weekends to spring cleaning, but that can be overwhelming for others. Breaking down cleaning tasks into 15- to 30-minute intervals each day can make the job more tolerable.

City of La Pine Budget Committee Vacancies

The City of La Pine is currently accepting applications from individuals that are interested in serving on the City of La Pine Budget Committee. This is a volunteer position.

The Budget Committee will conduct a number of meetings in the months of May and June. Budget Committee members are expected to attend all meetings.

The vacancies will be filled by appointment by a majority of the entire membership of the Council. Those individuals submitting applications may be asked to meet with the Council for an interview prior to the Council making an appointment. Interviews will begin after a minimum pool of qualified candidates have submitted applications. In order to qualify for appointment, an applicant must be a registered voter and a resident of the City.

Applications will be accepted until 4 p.m. March 29, 2023. Interested individuals are encouraged to visit the City’s website at www.lapineoregon.gov and click on the forms link to print an application out; or City Hall for an application to be faxed, e-mailed or mailed to you.

COCC’s Redmond Campus to Commemorate 25th Anniversary

In partnership with the Redmond Chamber of Commerce, Central Oregon Community College’s (COCC) Redmond campus is commemorating a quarter century of providing higher education and community enrichment with free public events on March 9 and May 19.

Redmond Makes Mat History

It wasn’t perennial power Crescent Valley that brought home the Class 5A state wrestling title, nor was it Mountain View, Canby or Dallas, who had the most wrestlers qualify for the state meet. And it wasn’t even Thurston, who loaded the championship round with wrestlers.

Instead, it was the underdogs. Redmond, for the first time since 1959 and second time ever, won the 5A state team title.

“We thought we had a good shot at bringing home a team trophy after what we did at districts,” said Redmond coach Kris Davis. “But I never really imagined that we would come up and wrestle this well in this environment.”

La Pine High School ‘Showed Up Big’ At State Wrestling Tournament

At the recent state wrestling tournament for schools 1A-4A, “Central Oregon showed up big,” trumpeted a local television station, adding “Big congrats to La Pine High School. The Hawks won their fourth 3A title in five years for the boys team while the La Pine girls also placed first at state.”

According to Bend Bulletin sportswriter Brian Rathbone, “The La Pine boys won their fourth 3A state wrestling title in the past five years, while the girls team picked up its first trophy.”

And, he added, “For the first time since a girls team state champion was recognized by the Oregon School Activities Association in 2019, both a boys and girls state champion came from the same program.

“These kids put in so much work, and this is why we do what we do,” said La Pine coach Aaron Flack. “We had some ups and downs, we had some losses that were hard on kids, but to finish out with a couple of team titles is awesome.”

High School Wrestler Claims Women’s Title – First in Crook County History

After decades of dominating boys wrestling, Crook County High School has its first state women’s champion in MaKenna Duran, who won three matches at the state championships to claim the women’s title, the first in Crook County wrestling history.

Her reaction: “It feels great. I love it!” she said.  “MaKenna does everything that we expect and more,” said Jake Gonzales, Crook County High School Head Wrestling Coach. “She doesn’t take any shortcuts. I think that’s why we are seeing her be successful.”

Kerr Family of La Pine Continues Wrestling Winning Streak

As sportswriter Brian Rathbone described in the Bend Bulletin, “There is no shortage of toughness at the OSAA state wrestling championships. It’s a sport that inherently tests the mental fortitude of those who step onto the mat.”

He continued: “Few families in Oregon have been as tough to beat at the state wrestling meet as the Kerrs. After the latest Class 3A meet, the La Pine family now has 11 individual titles among its four siblings. Older brothers David and Derrik Kerr each won three titles: David in 2015, 2016 and 2017; Derrik in 2017, 2018 and 2019. Devon and Kira each picked up their second title on Saturday. Their father, Dave, won one for La Pine in 1989.

La Pine’s Lucky Fortune Re-Opens to Enthusiastic Customer Acclaim

New owners. A new sign. New menu items, New cooks. And, since the re-opening of Lucky Fortune Chinese Restaurant, many comments from contented customers. “The food last night was so delicious,” said one. “I can’t wait to try other items.” Added another, “Everything was very tasty and fresh. I’ll definitely be back!”

After a long closure than left La Pine’s Chinese food fans with only one other option in town, Lucky Fortune just re-opened with a flurry of social media enticements that drew a steady stream of hungry eaters. “During the first few days, people kept coming in all day until closing time – I didn’t even have time for lunch,” said Miney Zhao, who – with her husband –“bought the restaurant from friends.”

The extensive menu features an array of appetizers, soups, and entrees featuring chicken, seafood, beef, pork, and vegetables – as well as chef’s specials like black pepper, curry, Szechuan and Mongolian dishes, Lucky Fortune also offers a lunch menu (which comes with egg flower or hot & sour soup, pork fried rice, and a spring roll), along with combination dinners and kids meals. Said Zhao, in response to a dietconscious query, “We have lots of selections that are not fried. We’ll always serve you fresh and healthy food.”

Even those who haven’t yet made it over to the Finley Butte establishment plan a visit soon. “Cannot wait to come in for dinner,” promised a resident. “We’ll be down in a few days,” said another, having worked up an appetite based on customer feedback such as: “The food is amazing, and the employees are nice. Highly recommend.” Or this: “We had a wonderful dinner at Lucky Fortune. They have super-sized portions and good food. I also like the family atmosphere.”

“We are very happy to have received a good response so far” said Zhao, “and people have been telling us that ‘we’re so glad you’re here.’”

One fan summed up her feelings by saying that “We love Lucky Fortune, and are thankful you’re able to carry on the tradition of delicious Chinese food in La Pine.”

The Daylight Savings Time Debate

Daylight Savings Time, which begins this year on Sun., March 12, has triggered debates about whether or not it should be retained in the U.S. Following are three arguments for and against:

Arguments in Favor -

• Daylight Saving Time’s (DST) longer daylight hours promote safety.

Longer daylight hours make driving safer, and lower car accident rates and the risk of pedestrians being hit by a car. Also, an increased amount of daylight makes it safer for joggers, people walking dogs after work, and children playing outside, because drivers are able to see people more easily and criminal activity such as robberies is lowered (about 27 percent).

• DST is good for the economy.

The golf industry reports that one month of DST was worth $200 to $400 million because of the extended evening hours golfers can play. The barbecue industry estimates their profits increase $150 million for one month of DST.

Chambers of Commerce tend to support DST because of the positive effect on the economy. Consumer spending increases during DST, giving the economy a boost. Compared to Phoenix, Arizona, which does not have DST, Los Angeles, California, shoppers spent 3.5% less at local retailers after DST ended in the fall.

DST promotes active lifestyles.

Hendrik Wolff, Associate Professor of Economics at Simon Fraser University, states that because of DST, “an additional three percent of people engaged in more outdoor recreation and less indoor-TV watching.”

Michael Downing, author of Spring Forward, states, “Baseball [was] a huge early supporter, because there [was] no artificial illumination of parks, so [they could] get school kids and workers to ball games with the extended daylight.”

Arguments Against -

• Daylight Saving Time (DST) is bad for your health.

Changing sleep patterns, even by one hour, go against a person’s natural circadian rhythms and have negative consequences for health. One study found that the risk of a heart attack increases 10 percent the Monday and Tuesday following the spring time change. Researchers also found an increase in cluster headaches (sudden and debilitating headaches) after the fall time change.

James Wyatt, Associate Professor at Rush University Medical Center, states, “We’re encountering an increase in extra auto and workplace accidents on Monday or perhaps even carrying through the first week of the Spring time shift.”

DST increases the risk that a car accident will be fatal by 5 – 6.5 percent.

DST drops productivity.

The Monday after the spring time change is called “Sleepy Monday,” because it is one of the most sleep-deprived days of the year. Till Roenneberg, a German chronobiologist who studies the body’s relationship with light and dark, notes that the human circadian clock doesn’t adjust to DST and the “consequence of that is that the majority of the population has drastically decreased productivity, decreased quality of life, increasing susceptibility to illness, and is just plain tired.”

Mohawk Restaurant’s New Owner Has No Intention of ‘Changing the Dynamic’

“Old-fashioned hospitality and great homestyle food” have been the hallmarks of Crescent’s Mohawk Restaurant since this historical landmark was established in the 1930s. The new owner, Ahmadwalik (Wally) Kakar, who assumed ownership of the business in 2022, has no intention of “changing the dynamic,” and is committed to “keeping the tradition of providing traditional American cuisine – the food you eat in your own home.”

Kakar, who became a translator/interpreter for the U.S. Army Special Forces at age 19, emigrated from Afghanistan in 2013, and eventually settled in Bend after “falling in love with Oregon.” He explained that “the kindness and respect with which people in this area treat each other reminds me of home. We were taught the same type of traditions.”

The display of animals mounted on the walls has been greatly reduced to create a more open space.

Admitting that “I’m a person who likes to work hard and seeks opportunity,” Kakar decided that Mohawk Restaurant suited him perfectly. “I’m all about challenges and their rewards,” he said, “and have found that the history and culture in this community are very rich. Long-time residents talk about these subjects with such love.”

Kakar added that “people came by before we even opened to introduce themselves, extend their welcome, and express gratitude that we weren’t going to change the qualities that mattered to them about the restaurant.”

Which doesn’t mean that Kakar hasn’t implemented improvements such as an enlarged menu and higher quality food, with plans to add authentic dishes from other cultures in the future. He also took down the bottle collection, and reduced the display of mounted animals on the walls, as part of creating a more open space. “We need to do something different while retaining the Mohawk theme,” he said.

Kakar’s vision of the restaurant is based on three critical elements: First is creating local jobs. “There are now 13 families that feed from here,” he noted.

Second is providing a unique experience for customers, which starts with appealing presentation of the dishes, and includes the introduction of karaoke “to give locals something to look forward to on Friday nights,” said Kakar.” Another new feature is Ladies Night on Thursday, “so women can meet and socialize with other females, and have a good time in a safe environment.” The third key element is customer service. According to Kakar, “When you’re being nice, and people leave with a smile on their faces, and ‘walk happy’, you’ll have come-back customers.”

Noting that patrons “have responded really well” to Mohawk Restaurant’s enhancements, and that he has “received very positive feedback,” Kakar said that his “ultimate goal is to offer something for every age group. My hope is that customers – whether local, international, or traveling through – will see this as an appealing place to go, be safe, and have a good time.”

Harland Dee Nations, a longtime resident of Crescent, Ore., passed peacefully in Thermopolis, Wyoming on February 16, 2023. Born in Lander, Wyoming, where he lived for more than 40 years, he was a heavy equipment business operator in the Central Oregon area. Harland is preceded in death by his wife Barbara and son Mike. Fair Play & Family Environment Emphasized at La Pine Soccer Academy

“My son hated it the entire season,” said Megan Arruda, a single mom and board member of the La Pine Soccer Academy (LPSA). “But as the season ended, he told me that ‘I’ve made a whole lot of new friends (including a best friend).’ It shocked me, as this was not his personality, which had been very unsocial. And he’s eager to sign up again.”

Inspired by her son’s example, Arruda was convinced that local youth “need a positive outlet so they don’t get hooked on the wrong things such as drugs and alcohol,” which can typify lowincome communities. She agreed to become LPSA’s Sponsorship Coordinator as part of efforts to “shoot a little higher,” and draw in additional support from the community.

As Arruda explained, “The number of kids wanting to participate in LPSA continues to grow, so much so that we had to turn away 63 boys and girls last year due to lack of space to play. As a result, we’ve added a second field, and will now hold games at both Rosland Elementary and Finley Butte.”

“In addition to field rental fees, which are quite expensive, sponsor donations help pay for referees, registration fees, referees, equipment, water bottles, and uniforms. There is no minimum amount required – we gladly accept any donation.”

Arruda said that “We’ve created a tiered sponsorship package that includes advertising benefits on LPSA’s website and on banners, among other promotional vehicles. Les Schwab, for example, is generously donating scholarships for 50 kids.”

“We want to give these kids what they deserve and need,” added Matt Tarter, a La Pine High School varsity soccer coach who co-founded LPSA three years ago to “bring challenging and fun soccer to this growing community. We don’t want them to be turned away due to lack of financial resources.”

Tarter, a graphic designer who has done extensive pro bono work for local organizations over the past 14 years -- one example being the new logo for La Pine’s Activity Center -- explained LPSA’s philosophy. “Above all, LPSA values a family environment, highly encourages fair play, and expects all members to respect coaches, game officials, opponents, parents, and players.” As a varsity coach himself, Tarter also has a long-term agenda. “We pride ourselves that the kids gaining experience with LPSA will be able to make a seamless transition into high school soccer. We also hope to eventually turn LPSA into something bigger that will encompass other sports as well.
