Bend Road Project Wins Award
Bend’s $32.2 million Murphy Corridor Improvement Project, completed 18 months ahead of schedule and 4% under budget in November 2021, has been recognized by the Design-Build Institute of America as one of the country’s top transportation infrastructure projects.
The project on Bend’s south side required changing three intersections to roundabouts between Country Club Drive and SE 15th Street. Other elements included a bridge over the Burlington Northern Santa Fe railroad tracks, new sidewalks, crosswalks and more than 4,000 feet of new water main and stormwater facilities.

Low-Income
Bend Households Buy E-Bikes
Bend has accepted a $150k mobility grant from Pacific Power to help low-income households purchase electric bicycles.
The e-bike program will provide a $2,000 rebate to 75 qualified transportation-disadvantaged, low-income households in Bend to be used toward the purchase of an e-bike. To quality, applicants must be considered low-income and live within Pacific Power territory in Bend.
The rebate – to be awarded via a lottery process this coming spring -- will be paid directly to local e-bike retailers, removing as many financial barriers as possible for participants, who will be able to automatically deduct the $2,000 from the purchase at the point of sale.
Redmond Fire & Rescue Holding Virtual Town Hall on Jan. 4
Redmond Fire & Rescue is inviting the public to a one-hour virtual Town Hall meeting to discuss its services on Wed., Jan. 4 at 4 p.m., and help develop a strategic plan for the next five years.
The meeting will begin with an overview of the District presented by the District’s Fire Chief, followed by a consultant’s guiding participants through the project parameters. At the conclusion, participants will be asked to complete an online survey, which will be available for two weeks on the Fire District’s website and social media platforms.
Bend Public Works Shares Sidewalk Snow Removal Rules
Bend Streets and Operations Director David Abbas said that the burden of responsibility falls on property owners for maintaining sidewalks adjacent to their property in timely fashion.
In commercial areas, sidewalks are supposed to be plowed within six hours, and in residential areas, they should be cleared within 24 hours.
The priority for Public Works is clearing major collector and arterial streets, followed by residential streets. “We have prioritized for like the roundabouts and the bridges, where there’s not that clear adjacent property owner,” Abbas said.
For snow pileups in residential neighborhoods, Abbas encouraged neighbors to be supportive and help clear sidewalks for others, especially for the elderly and disabled.

Trail Projects, Including Newberry National Volcanic Monument, Receive Funds
The nonprofit Deschutes Trails Coalition has selected nine projects to receive a total of $600k to improve trails and trail infrastructure around Deschutes County.
These include: Green Lakes Trailhead Host Hut; Newberry National Volcanic Monument; Oregon Badlands Wilderness and Reynolds Pond Trail; a digital guide for 30 gravel bike trails/ routes; Shevlin Park Trail; Spectre Ranch Acquisition for Paulina Creek Reserve; Three Creek Meadow & Chief Paulina Horse Camps; and the Trailhead Ambassador Program.
Recycling Christmas Trees in Central Oregon
According to Republic Services, people should first remove all the lights, wire, tinsel, ornaments and any other non-organic materials from the tree.
Christmas trees can then be recycled in yard debris carts -- after they have been cut down into three or four smaller pieces –through Jan. 31.
Trees can also be dropped off at Knott Landfill in Bend. Deschutes Recycling will grind them up, along with the rest of the yard debris, and turn them into compost and mulch.
Boy Scouts will be picking up discarded trees on the weekends of Dec. 31 - Jan. 1 and Jan. 7 – 8, for a donation, in Bend, Redmond, La Pine / Sunriver, Prineville, and Madras and surrounding areas.

What To Do -- And NOT Do -- When You Hydroplane or Hit Black Ice
Hydroplaning occurs when your tires encounter more water than they can scatter so they lose direct contact with the road and your car skids or slides. You’re most likely to hydroplane during the first 10 minutes of rain or snow as oils and grease on the road mix with water and create extra slippery conditions.
In cold weather conditions, you’re also at risk of hitting a patch of black ice, a transparent (read: invisible) coating of ice that forms during rainfall with temperatures at or below 32 degrees Fahrenheit.
Both experiences can be dangerous, but if you follow this advice, you can avoid acting out of fear and instead take steps to continue safely on down the road:
Don’t accelerate or brake quickly because hydroplaning means you’ve lost traction with the road, and sudden changes in speed could cause you could spin out.

City of Bend Signs Off on a New Costco
Bend’s City Council has voted in favor of moving forward with what is called the Gateway North development that will be located along Highway 20 between Robal Lane and Cooley Road, and include a new Costco with a gas station and a car wash, 400 housing units, and commercial space. It’s not yet clear when the project will break ground. Once built, the new Costco will replace the one on Bend’s east side.
Crown City String Quartet to Perform on Jan. 14
High Desert Chamber Music’s 15th season continues with the Crown City String Quartet that, as resident string quartet, has made over one dozen appearances in Bend over the past 14 years. The concert takes place on Jan. 14, 7:30 p.m., at the Unitarian Universalist Fellowship of Central Oregon.
The group is composed of current and former members and principal players of some of Southern California’s most renowned music organizations, including the Los Angeles Opera Orchestra, Pasadena Symphony, Hollywood Bowl Orchestra, San Diego Symphony and San Diego Chamber Orchestra.
Bend City Council Anticipates Vacancy, Opens Application Process
The Bend City Council plans to declare a vacancy on the Council on Jan. 4, 2023, when Melanie Kebler becomes mayor. Because Kebler was elected as mayor in the middle of her four-year Council term, her move vacates the remaining two years of her seat on the Council (Position 1). The Council Position 1 term expires in December 2024.
Applicants can complete an online application through the City Council webpage at www.bendoregon.gov/citycouncil, or they can come to City Hall, 710 NW Wall Street, Monday through Friday between 9 a.m. and 4 p.m. to fill out an application.

Free Drop-Off For Christmas Trees And Holiday Lights
As you pack away holiday decorations, you have options for getting rid of your Christmas tree before it becomes a fire hazard: Through Jan. 31, 2023, Christmas trees are accepted free of charge at the Knott Landfill Recycling Center and Southwest, Northwest, Negus, and Alfalfa Transfer Stations from individual residents (no commercial vendors). The tree must not have any flocking, tinsel, ornaments, lights, metal or plastic bases, etc.
If you have curbside yard debris collection, you can have your tree collected at home. You will need to cut your tree to fit in the curbside yard debris cart with the lid closed. You can do this for as many weeks as necessary. If the tree is not in the cart, an extra fee may be charged.
Be sure to remove all the decorations and the stand.
You may also find a Boy Scout troop or other non-profit to take your tree. Information on the Boy Scouts Christmas tree pick-up can be found at www.takeyourtree.com.

Bend High School Receives Grant for Welding Program
Bend High School accepted a grant to upgrade its welding program, which could give students an opportunity to earn an entry- level welding certification while still in high school.
The school was awarded $24,510 from the American Welding Society Foundation, a national nonprofit that aims to advance the welding industry, to improve existing equipment and buy new equipment.
New equipment will be purchased and installed by fall 2023.

Redmond Accepting Applications for Council Seat Vacancy
Redmond is currently accepting applications to fill an upcoming Council vacancy once Mayor-Elect Ed Fitch takes office on Jan. 1. His council term has two years remaining, expiring the end of 2024.
All prospective candidates must be 18 years of age, a registered elector and a resident of the City of Redmond for a minimum of one year. Residents can apply by downloading an application at redmondoregon.gov/citycouncilapplication or may request an application by contacting the City Recorder’s Office at 541-923-7751 or email Kelly.Morse@redmondoregon.gov.
Completed applications are due by 5 p.m. on Fri., Jan. 13.

Oregon to Provide Paid Leave for All Workers
Oregon is joining 10 other states offering paid family and medical leave. In January, employees and employers will begin paying into the program, and workers will be able to apply for benefits in September.
Paid leave of up to 12 weeks a year will be available in three situations. The first is family leave, so people can take care of a family member, or newborn or adopted child. The second is medical leave for someone’s own health. And the third is safe leave for survivors of sexual assault, domestic violence, harassment or stalking.
Workers will pay in 60% of the contribution rate and employers with 25 or more employees will pay 40%. So, for example, a worker making $50k a year will contribute $300 annually and their employer will contribute $200.
Oregon to Issue $71 Million in Emergency Snap Benefits in January
Most Oregonians who receive Supplemental Nutrition Assistance Program (SNAP) benefits will receive emergency allotments in January.
The federal government has approved emergency allotments every month since March 2020, which gave SNAP recipients additional support during the Covid-19 pandemic.
Because the federal government approved these emergency benefits for January, Oregon will also be able to issue them in February 2023. However, the emergency benefits are expected to end when the federal public health emergency ends. In January, approximately 421,000 SNAP households will receive approximately $71 million in extra food benefits in addition to their regular SNAP benefits.
Red Cross Offers 5 Rules to Heat Your Home Safely
It’s that time of year when many people resort to space heaters and other sources to keep their homes warm. Home heating is the second leading cause of fires in this country. To reduce the risk of heating related fires, follow these five rules:
1. All heaters need space. Keep children, pets and things that can burn (paper, matches, bedding, furniture, clothing, carpets, and rugs) at least three feet away from heating equipment.
2. If you must use a space heater, place it on a level, hard and nonflammable surface (such as ceramic tile floor), not on rugs, carpets or near bedding or drapes. Plug power cords directly into outlets - never into an extension cord.
3. Never leave a fire in the fireplace unattended, and use a glass or metal fire screen to keep fire and embers in the fireplace. 4. Never use a cooking range or oven to heat your home.
5. Turn off portable space heaters every time you leave the room or go to sleep.

Request for Proposals Janitorial Services
The City of La Pine is requesting proposals from Janitorial Companies with experience to provide commercial cleaning at the City Hall building. The building is two stories with some vaulted ceilings. Cleaning to occur weekly: deep cleaning of two bathrooms, surface cleaning of a small kitchen with one refrigerator, 6 offices and 3 cubical offices, a council chamber room, dusting, glass cleaning, vacuuming and trash removal. Cleaning to occur monthly: interior windows, dusting / cobwebbing of ceiling vents, fixtures, and baseboards. The City Hall will be available for walk throughs by appointment. Those interested in providing this Janitorial service should provide the City a bid for services on a per week and month basis. The independent contractor must be licensed through Oregon, carry business liability insurance, and all staff should be able to pass a criminal background check.
As part of the bid the Janitor shall provide the City with three references.

• Refrigerators usually consume the second most amount of energy in a home (No. 1: the heating/air conditioning system). Help the refrigerator maintain its efficiency by cleaning the coils at the back or bottom of the unit.
• Don’t let children stand in front of an open refrigerator while they are deciding what they want to eat. Every time you open a refrigerator door, the compressor has to run for 8-10 minutes to keep the inside cold.
• When ready to replace an appliance, purchase an ENERGY STAR model. These are between 15 percent and 40 percent more efficient than older models.
• Replace incandescent lights with compact fluorescent bulbs (CFLs) or light emitting diodes (LEDs). Newer CFLs consume about 25 percent of the energy incandescent lights use, and LEDs consume about 13 percent, yet produce the same amount of light. CFLS last 7 times longer and LEDs last 40 times longer than incandescent lights.
What Students Can Do To Rebound In The Second Half Of The School Year
Students begin a new school year hoping to do their best in the classroom. When those hopes are overcome by academic struggles, students may need a little help to get back on track.
Students and their parents must keep in mind that no school year is derailed by a poor performance in the year’s opening months. There’s plenty of time for students to rebound, and the following are some ways for students to get back on strong academic footing.
• Make it a collective effort. Rebounding from a difficult start to the school year may require a collective effort on the part of students, their parents and educators. Concerned parents can reach out to teachers to learn where students are struggling and seek recommendations about what to do to help them rebound. Once those areas are identified, students, parents and educations can work together to devise a plan to help kids improve.
• Ask to move seats. A 2020 study published in the journal PLOS One found that sitting further from the instructor negatively impacted students’ grades. Authors of the study, which examined the responses of more than 1,360 students, concluded that, while the evidence is mixed, students who choose to sit nearer to the front of the classroom will do better than those who sit in the back. Students who are struggling can ask to move seats if they’ve been sitting in the back of the class.
• Go over class notes each day. Lectures require significant note-taking, and many students scribble notes as fast as possible so they can keep up. Scribbled notes may be hard to decipher days after a lecture, but they’re more likely to be understood immediately after class or when students arrive home at night. Going over notes at the end of the day or after each class, and even transcribing them from notebooks into typed documents, can help students grasp material more effectively. Typed notes also can make study sessions the night before a test more effective.
• Reserve daily quiet study time. Rebounding from a difficult start to the school year will likely require a daily commitment to performing better in the classroom. Daily study time in a quiet setting, whether that’s at home or at the library, can provide the time students need to focus on their studies without distractions getting in the way. Turn smartphone and device notifications off during study time. Students can even keep a study log to track what they’re studying and the amount of time they study each day. This log can be useful if students need to determine which areas require more time down the road. A school year is long, so students who struggle at the start of the year still have plenty of time to get back on track and achieve their academic goals.
