Notice of La Pine Fire District Board of Directors Meeting

The Board of Directors of the La Pine Rural Fire Protection District will hold a Regular Board Meeting on Thursday, January 12, 2022, at 9:00 a.m. at the fire station located at 51550 Huntington Road, La Pine. Requests for public comment must be made in writing by US Mail or by emailing admin@lapinefire.com and must be received by 3 p.m. the day prior to the meeting. The Zoom link for the meeting.

The meeting location is accessible to persons with disabilities. Deschutes County Selects 13 Sites for Potential Landfill

Deschutes County’s solid waste department has identified 13 potential sites for a new landfill, as the current Knott Landfill in southeast Bend is expected to reach capacity in 2029.

Knott Landfill has been used as a county dump since 1972. The new landfill site, once selected, is projected to serve the county for roughly 100 years.

The 13 sites, which are mostly located in the southeastern portion of Deschutes County, underwent an intensive screening process. The solid waste department considered natural habitats, threatened and endangered species populations, environmental concerns and the possibility for cultural concerns such as archaeological sites.

Once Knott reaches capacity, it will not cease to exist. The waste facilities built there in 2007 will remain, and it will act as a transfer station so people won’t have to drive an indeterminate distance to dispose of their waste.

New FBO Complex Unveiled at Redmond Airport

A 32,000-square-foot Fixed Base Operations (FBO) complex has been unveiled at Redmond Municipal Airport-Roberts Field (KRDM) as part of an expansion in U.S. markets by leading Canadian aviation service provider Skyservice.

The facility includes a 7,000-square-foot terminal with passenger and pilot lounges, refreshment bar, snooze room, flightplanning area, 16-seat conference room, concierge, hotel shuttle, and on-site car rental.

An adjoining 25,000-square-foot hangar, complete with under-floor radiant heating spanning over 1,000 feet of piping, can accommodate aircraft up to a Gulfstream G650 jet or Bombardier Global 7500 and brings the location to some 85,000 square feet.

AAA Forecasts Busy Holiday Travel Through New Year

AAA projects that 33.8 percent of the U.S. population will travel for the Christmas and New Year holidays – closing in on prepandemic numbers.

About 1.6 million Oregonians will pack their sleighs for a holiday trip. 2022 is expected to be the third-busiest year for holiday travel since AAA began tracking in 2000, only trailing 2019 and 2018. (The holiday travel period is defined as Fri., Dec. 23 through Mon., Jan. 2.

“This will be one of the busiest times for holiday travel in the last two decades. Travelers should expect busy roads and crowded airports this holiday season,” said Marie Dodds, public affairs director for AAA Oregon/Idaho.

County Seeks Applicants for COIC Board

Changes Coming to Bend Airport

According to Gwil Evans, an operating partner at Aero Facilities, which is a hangar development and sales company at the Bend Airport, “We are currently building 17 new hangars, which will put the total number of hangars at 65,” Evans said. “Bend has been a hot spot to move to, and for some people looking for specific routes, public aviation can be found lacking,” added Evans. “Private aviation allows total West Coast and PNW travel from anywhere. After the pandemic, it seems like folks who could afford to decide to move to non-commercial air travel, and we’ve seen a huge influx of private airplane ownership, as a result.”

There are also plans to build a new air traffic control tower to accommodate increased demand; the tower should be operational by spring 2025. Second, the main runway will be lengthened by 1000 feet, allowing for larger aircraft to land and take off from the airport. Lastly, there are plans to install a fence around the entire property to increase security.

Deschutes County Seeks Applications for Facility Project Review Committee

Deschutes County is accepting applications from interested residents with public sector project management experience to serve on the Facility Project Review Committee. The committee provides recommendations to the Board of County Commissioners on pending and upcoming County building and facility projects, as requested by the Board.

Bend City Council Anticipates Vacancy, Opens Application Process

The Bend City Council plans to declare a vacancy on the Council on Jan. 4, 2023, when Melanie Kebler becomes mayor. Because Kebler was elected as mayor in the middle of her four-year Council term, her move vacates the remaining two years of her seat on the Council (Position 1). The Council Position 1 term expires in December 2024.

Applicants can complete an online application through the City Council webpage at www.bendoregon.gov/citycouncil, or they can come to City Hall, 710 NW Wall Street, Monday through Friday between 9 a.m. and 4 p.m. to fill out an application.  Completed applications are due by 5 p.m. on Fri., Jan. 6, 2023.

Artist Applications Open for 2023 Sunriver Art Fair

Artist applications for the 2023 Sunriver Art Fair – a nationally recognized, juried fine arts and crafts event -- are now open, and will close on March 4, 2023.

This event, taking place Aug. 11 – 13, is once again presented by the Sunriver Women’s Club. All net proceeds go to support nonprofits groups through community grants which provide services in south Deschutes County.

Redmond & Madras Among Oregon Cities to Receive Affordable Housing Assistance

U.S. Senators Ron Wyden and Jeff Merkley announced that Community and Shelter Assistance (CASA) in Oregon will receive $200,000 from the U.S. Department of Agriculture (USDA) to provide ongoing management of long-term affordable housing in communities all over the state.

CASA, located in Sherwood, will use the Rural Development grant dollars from USDA along with $96,500 it raised to provide assistance to communities in Gold Beach, Leaburg, Boardman, McMinnville, Idleyld, Dexter, Cottage Grove, Redmond, Warrenton, Clatskanie, Winston, Estacada, Rainier, Madras, Welches, and Newport as they develop long-term, affordable housing options. CASA provides ongoing technical assistance to housing cooperatives to ensure long term viability as affordable housing options.

Cold Snaps Becoming Warmer and Less Frequent

In the coming decades, winter cold snaps are projected to be warmer and less frequent, according to Larry O’Neill, associate professor at the Oregon State University College of Earth, Ocean, and Atmospheric Sciences. “We now see clear evidence that this is occurring in Oregon over the last 20-plus years. Extremely cold days are becoming much rarer than they had historically in Bend.”

The Oregon Climate Change Research Institute reports that the frequency of days warmer than 90 degrees is increasing and the duration and intensity of extreme heat events will increase throughout this century.

Warmer temperatures increase the risk of wildfire and flooding in Oregon. They also reduce snowpack and thin out glaciers, impacting the state’s water supply for both irrigation and municipal use.

The City of La Pine is requesting proposals from Janitorial Companies with experience to provide commercial cleaning at the City Hall building. The building is two stories with some vaulted ceilings. Cleaning to occur weekly: deep cleaning of two bathrooms, surface cleaning of a small kitchen with one refrigerator, 6 offices and 3 cubical offices, a council chamber room, dusting, glass cleaning, vacuuming and trash removal. Cleaning to occur monthly: interior windows, dusting / cobwebbing of ceiling vents, fixtures, and baseboards. The City Hall will be available for walk throughs by appointment. Those interested in providing this Janitorial service should provide the City a bid for services on a per week and month basis. The independent contractor must be licensed through Oregon, carry business liability insurance, and all staff should be able to pass a criminal background check.

As part of the bid the Janitor shall provide the City with three references.

Warm Springs Tribes Receive Grant to Expand High-Speed Internet

The Department of Commerce’s National Telecommunications and Information Administration has awarded nine grants as part of the Tribal Broadband Connectivity Program, including nearly $7 million to the Confederated Tribes of Warm Springs.

These grants will expand high-speed Internet service network deployment and digital skills training to improve access to education, jobs, and healthcare on Tribal lands.

The projects funded by these awards will directly connect 3,222 unserved Native American households that previously had no connectivity to high-speed Internet as well as businesses and anchor institutions. Additionally, the nine grants will create 85 new jobs.

$23 Million Allocated to Warm Springs for Water Projects

Warm Springs officially received $23 million from the U.S. Environmental Protection Agency and the Indian Health Service to help fund a new water treatment plant.

The new plant has been in the works for several years and the Confederated Tribes of Warm Springs has collaborated with the environmental protection agency, the Indian Health Service and other federal and state agencies on the project. The current water plant is outdated and was temporarily shut down earlier this year because of a fire, the release said.

The new plant will treat water from the Deschutes River using up-to-date technologies and ensure consistent high quality drinking water standards. The design phase is expected to begin in 2023.

La Pine Couple ‘Just Love Christmas and Lights’

Two life-changing events occurred 22 years ago for Julie and Robert Van Greiken – they got married, and they started an annual tradition of adorning their home, inside and out, with a profusion of lights and decorations that “keeps improving each year,” in the words of Julie Van Greiken.

“We just love Christmas and lights,” she explained, “Both my husband and I have always had holiday decorations, and our collection includes a bunch of really old staff as well as newer items. Although it’s hard to say exactly, I’d estimate the total number is in the low thousands.”

The Van Greikens first create a blank canvas in their home by taking everything off the walls and counters. “We don’t remove any furniture, however,” specified Van Greiken. “It takes us about 30 minutes to turn on all the inside lights, while those outsides are set on a timer.”

Given all the effort involved, an obvious question is whether or not the couple has ever considered abandoning this timeconsuming tradition. “When we first get everything out, the prospect is daunting,” she admitted, “but once we get started, we take great pleasure in it.”

Affirmed a friend, Pamela Perrine, fresh from visiting the Van Greiken’s home, “It was the most amazing thing I’ve ever seen!”

If you look at the dates for all of the above there isn’t much in August for instance, and a bunch in June … perhaps the nonprofit community can do a better job of spreading out the celebrations. Beloved Gingerbread Junction Event Raises Funds for Habitat

An annual tradition dating back more than 20 years, Gingerbread Junction engaged the community in a friendly competition to benefit Habitat for Humanity of La Pine Sunriver.

“It’s a natural tie-in between having participants build gingerbread houses and Habitat’s commitment to build affordable homes for those we serve in southern Deschutes County,” said Dwane Krumme, executive director of the international organization’s local affiliate. “And it’s also another example of the strong partnership we’ve developed over the years with Sunriver Resort, which displays the entries over the holiday season and generously donates the proceeds to us.”

The annual contest attracted participants from an array of schools, businesses and individuals in Sunriver and La Pine.

“It’s fun to see the many versions of gingerbread houses that are entered each year,” Krumme added. “The creativity is awesome.”

Students in Mrs. White’s kindergarten class at Three Rivers Elementary added penguinsice-fishing to their effort.

Teri and Will Donatoni, entering in the category “Individual (ages 10 and under)”, recreated Jurassic Park in gingerbread.

Students in Mrs. Pitner’s and Mr. Gleason’s 4th grade class at Three Rivers Elementary provided transportsleigh for occupants of their gingerbread house.
